Whether you’re happy with your home or you’restuck until the market changes, there are simple adjust-ments you can make to your interiors to add luxury andglamour to any room. Easy upgrades and accessoriescan turn an average design into one that will inspireenvy.Barbee Jones, owner and designer at Details Design

Studio in Boulder, says paint is an easy and inexpensiveway to change the look of a room. “The biggest thing inthis economy is paint, and it’s the least expensive wayto make a big, ‘wow’ change,” she says. She recom-mends Modern Masters metallic paints. When added tothe ceiling of a dining room or powder room, this met-al-mimicking paint adds light and dramatic impact for afraction of the cost of a faux finish.Painting existing furniture is also a great way to alter

design and make a big impact, says Tennille Wood ofBeautiful Habitat Interior Design and Decoration serv-ing Denver and Boulder. Using metallic paint on an oldpiece of furniture is inexpensive, easy and effective.Wood also suggests breaking up sets of furniture as a

way to change a room. Don’t be afraid to mix up thefurniture in your home for a different look, she says. “It

will feel more put together overtime and more interesting.”Changing a room’s lighting is

another effective way to raiseyour luxury quotient. “Think oflamps as sculpture,” Jones says.“You need to have them.” Youmay already own an item thatcan be turned into a fabulouslamp, like a brass tea urn or aglass vase. Unique lamps serveas beautiful design elementswhile creating warm lightingand ambiance. Wood suggestsrepainting lamps or changinglamp shades to a different shape

or color for extra glamour.

If you want to update a room but lack the budget tomake big changes, window treatments might be the so-lution. A valance is an easy do-it-yourself project thatcan transform and change your house, Jones says. Ifyou want a more finished look, panels on each side of awindow have the same impact as full drapes but cutdown on costs.

For unique details in your design, scour garage salesand thrift stores for inexpensive accessories that havegreat shapes, Wood says. They can be spray-painted thesame color for a dramatic and beautiful display thatmakes a statement on bookshelves or countertops.

A glass or metal tray on your coffee table is anothereasy and elegant way to accessorize your home. Jonessuggests searching at second-hand stores for a tray thatwill add “fun glitz” to your table and help organize your

other accessories.

If you have a table that feels more shabby than chic,Jones suggests replacing or covering old tabletops witha granite or marble remnant. “Marble creates added val-ue,” Jones says. Remnants can be purchased at stoneyards and finished with a beveled edge for a clean andglamorous appearance.

Kitchens and bathrooms can often feel sterile becauseof their hard surfaces, Wood says. To add softness andluxury to these spaces, she suggests investing in nicetowels and incorporating fresh flowers. Even a smallbud vase can make a big impact.

Upgraded accessories and design will make yourspace feel fresh and new, but these tips are also usefulfor those who are trying to sell their homes. Adding abit of luxury in your finishes can make your home moreappealing without driving up expenses.

Getting rid of a timeshare no easy taskQ: My 86-year-old mother can-

not get rid of her (paid-in-full)timeshare. The maintenance feesare hurting her financially. She hastried to sell and/or do-nate it to a charity with-out any luck. How canshe dispose of it? If noone will accept it, dowe, her beneficiaries,have to take it over?Can she just stop payingthe maintenance fees?A: Your mother is not

alone. Many owners havediscovered that time-shares can be impossibleto unload. And in the cur-rent economic malaise, more time-share owners than ever are havingtrouble making their payments.While you didn’t indicate where

your mother’s timeshare is located,they are usually located in destinationresorts such as Orlando, Fla., or nearski areas.When selling a timeshare, you

should first contact the company thatmanages your property. Some of thelarger management companies offer aservice to help sellers sell their time-shares.If your timeshare is not part of a

national timeshare company or hotelmanagement company, you can try toadvertise it for sale on many websitesset up for that purpose. You can eventry to sell it through Craigslist oreBay.Another option, especially if your

timeshare is in a desirable location, isto rent it out. You can list your time-

share for rent on sites such asVBRO.com. If you are able to rent itout, the money you receive can offsetthe fees that your mother is incurring

in owning the timeshare.One last option avail-

able to some owners it totrade their timeshare timefor another location thatmay be more desirable tothe family. For example, ifyour mother’s timeshare islocated in California butshe and most of her familylive on the East Coast,you may be able to ex-change it for somethingcloser to home.

As you’ve discovered, you can’t justgive the timeshare to a charity. An or-ganization has to accept it and agreeto take it out of your mom’s name.Basically that holds true for giving

it away to anybody. In order for youto give it away, the recipient must bea willing party to the transaction –meaning that they are willing toassume the obligations of thetimeshare.If you’re wondering whether your

mother could simply stop paying herannual fees, you should know thatthe timeshare company may have theright to sue your mother for pay-ments she has failed to make.If your mother lived in a condo-

minium development and stoppedpaying her monthly dues, the associa-tion could sue her for nonpayment.In the end, if she did not pay, couldnot pay or didn’t have funds to pay,the condominium development could

sell off her condominium unit to sat-isfy the debt (assuming the condowasn’t underwater on the mortgage.)

In your mother’s case, if the time-share does not have much value butthe annual fees are high relative tothe value, if she stops paying thosefees, the late fees and other chargesmay quickly rise to be above the val-ue of the timeshare. At some pointthe timeshare management companywill have to take action against yourmother.

The timeshare company couldseize the timeshare to satisfy the debt,or it could also sue your mom for herfailure to pay the expenses she oweson the timeshare. If they sued yourmom, she would have to defend theaction in court and incur those ex-penses. If she lost, her other assetswould be at risk.

While the timeshare managementcompany may decide to simply takethe timeshare interest for the amountthat’s owed, your mom might want totalk to an attorney before she simplydecides to stop making payments tothe timeshare company. Even if thetimeshare company decided not tosue your mom, they could simplytransfer the file to a collection com-pany to collect what it could fromyour mother. Your best option is tosee what you can get for the time-share now while you still control it.

If you own a home or want to buy or sellone in the next few months here are indus-try trends worth watching.Mortgage refinancing is expected to ex-

perience a “very steep drop” in 2011 com-pared with 2010, according to MichaelFratantoni, vice president of research andeconomics at the Mortgage Bankers Associ-ation in Washington, D.C.The prospect of higher interest rates on

home loans is one reason for that outlook,but not the only one.Homeowners who have ample equity,

sterling credit and steady employmentprobably refinanced at least once in 2009or 2010, locking in low fixed rates andconsequently, have little or no incentive torefinance again in 2011, Fratantoni says.Those who didn’t refinance in the last

two years due to inadequate equity, unsta-ble employment or impaired credit proba-bly won’t do so this year either because,while still-low interest rates may create anincentive, those challenges will remain.“Trillions of dollars’ of mortgages that

on paper, look like they would be candi-dates, haven’t (refinanced) yet, and wedon’t see them as a large factor in the yearahead,” Fratantoni says.It’s no secret that it’s more difficult to

qualify for a home loan today than it wasin the past. That’s unlikely to change anytime soon, Fratantoni says.The tight lending guidelines are the re-

sult of lenders’ new conservative attitudetoward the risk of bad loans and the realpossibility that Fannie Mae or Freddie Macwill force them to repurchase sold-offloans, sometimes due to technicalities.When lenders are forced to buy back loans,

they lose money.Lenders are being “extremely cautious”

and asking for “voluminous documenta-tion,” Fratantoni says.For borrowers, that can mean multiple

credit checks, income verifications and ap-praisals.Borrowers seeking a low down payment

loan insured by the Federal Housing Ad-ministration, or FHA, will be subjected tohigher standards in 2011, due in part tolenders’ added-on requirements, known as“overlays.”Now is supposed to be a great time to

buy a home. Mortgage rates are low andprices have fallen. The combination makesdwellings relatively more affordable. Plentyof homes are on the market, and inflationpresumed to be on the horizon, couldboost home values over the long term.Yet many would-be buyers remain on

the sidelines. A third-quarter survey byFannie Mae found that 33 percent of thoseasked said they were more likely to rentthan to buy their next residence.The recent rise in mortgage interest rates

should be “an alarming event” for anyonewho wants to buy in the next few years,says Sean O’Toole, CEO of Foreclosur-eRadar.com in Discovery Bay, Calif. “Thatshould have them thinking about buyingsooner rather than later,” he says. “If ratesdo go up, prices will come down, so it’sprobably a wash, but it will still be a bitterpill if you locked in at 8 percent and yourneighbor has a 3.8 percent loan.”Selling a home will be a challenge due in

part to a dearth of qualified buyers and thehuge “shadow inventory” of homes thatare stuck in the foreclosure process, but arenot yet on the market.

portant works during his literary career,

including “The Diverting History ofJohn Bull and Brother Jonathan,” “TheDutchman’s Fireside” and “Lion of theWest,” a theatrical spoof of Davy Crock-ett and one of the most performed playson the American stage before “UncleTom’s Cabin.” He was also a governmentofficial, and his political career includeda stint as secretary of the Navy underPresident Martin Van Buren from 1838to 1841.Most important is the condition, and

because we cannot see the binding, weare not sure that it is still present. Whatwe do see is that the pages are extensive-ly foxed, a term that refers to ugly spot-ting.If the book belonging to D.D. has all

It’s time to pruneIt’s nearing time for bud swell on many

of our woody plants, which is a welcomesign for gardeners in spring. After the colddescends and frosts the breathin our lungs, the warm up thatfollows gets our sap rising aswe head out to the landscape.We pretend that we’re just

out to get some fresh air, butwe’re only fooling ourselves;we can’t walk the yard withoutwanting to do something to it.Now that we’re out of the deepfreeze for a few days, this is theperfect time to prune.Woody plants suffering

snow damage, needing acanopy thinning or renewalfrom old age will benefit from a nice hair-cut, but clipping a plant that needs prun-ing can be a little daunting. Betweenbranches going everywhere and a desire tokeep the plant looking nice, many garden-ers freeze at the brink of making the cuts.What stays and what goes? Will the plantlook nice after the pruning or will it cryout for a giant hat to cover the blunder?Pruning need not be a reason for panic.

Start simply by removing any broken orcompeting branches; often this thinningreveals other places that need a trim. Com-peting branches are those that rub againstone another or block other shoots. Thisrubbing causes wounds in the bark that al-lows disease to enter.Once this is completed, stand back and

look over the plant to see if the pruning forhealth has left the plant misshapen, andconsider what other cuts will help theplant maintain its form. Pruning is not arace, and gardeners who flail about with asharp tool and no plan can expect to havestartlingly awful plant shape. Considera-tion of the plant’s form is as important asthe cuts themselves.Removal of up to one-third of the plant

will be fine, provided the tree is young.Should it be more mature, removal of up toone-quarter of the overall plant is the limit.

Truly ancient trees should begiven even greater care; don’ttake off more than 10 percent inone season.If you choose to partially

prune a branch, and not take thewhole thing off at the trunk,make the cut (called a headingcut) one-quarter inch in front ofa growing bud. Choose a budthat will grow in a direction thatis outward from the plant andwill not cross other branches.Should the entire branch

need to be removed, make thecut one-quarter inch in front of the branchcollar. The collar is a ridge of slightlythickened wood surrounding the junctionof branch to trunk. Home loan programs are changingRecently, someone stated that they

thought the banks still didn’t get it, with100 percent loans continuing to be adver-tised. After all, they said that is why every-one is in trouble.The truth is, a 96.5 percent FHA loan up

to 100 percent loan in itself is not the prob-lem. The problem lies in the rules used toimplement such a loan.In the past, the guidelines

state that a borrower could havea front-end ratio of about 28percent and a back-end ratio of36 percent. But in the early2000s lenders were allowing ra-tios up to 70 percent, whichdidn’t leave much room to payfor food, gas or even taxes.The front end ratio was the

monthly house payment dividedby gross monthly income, andthe backend ratio was themonthly payments includingthe house, car, school loans, credit card, al-imony and whatever was a fixed monthlyobligation added together and divided bythe gross monthly income.Today, contingent somewhat on the

amount of money down, people find thetop end to be closer to a 47 percent backend debt-to-income as they try to qualifyfor a loan. That might mean debts need tobe paid off before people can buy a house,to get the debt to income ratios in order toqualify, and in order to qualify for anamount affordable for a buyer. However, itis important before a person goes guessingto consult a local mortgage professionalwho can help guide people with payingdown debts versus saving for a down pay-ment.With 30 year mortgage rates recently

surging up above 5 percent again, it may bebetter to buy sooner than later, before inter-est rates and housing prices go up and edgepeople out of the market completely.Let’s get back to the 96 percent or more

loan. Some of the problems came when theratio was being figured with “stated in-come” and non-verified assets. The ruleshave definitely changed. Finding a statedincome loan and/or non-verified assets loanis virtually impossible. In fact, mortgagelenders are now required to determine thatborrowers have adequate income to supportthe monthly payments. Lenders are also re-quired to document where the down pay-ment is coming from. It has been proventhat if homebuyers have put their ownmoney into the purchase of their home,they are far less likely to walk away fromthe home.In Colorado, mortgage lending is now

regulated by the Department of RegulatoryAgency and part of their requirements in-clude 40 hours of training, and that lendersare licensed, tested, bonded and insured.This has resulted in more than 5,000

lenders no longer doing business in Col-orado, which has led to not only havingguidelines, but having to operate to them,lest an unwary consumer get upside downbefore they are even right side up.If loans continue to originate within the

intended ratios, new buyers will be able toafford their homes. The most critical thing

will be maintaining employ-ment, and not using home equi-ty to continue to draw value outof a person’s home for deprecia-ble purchases, such as cars andtoys. Has this slowed down themarket? Yes. But fundamentally,it will lead to a stronger finan-cial base for homeowners.Schools could be teaching

earlier in life (high school) thatreal leverage is paying cash fordepreciable assets and financingappreciating assets like homes.The point is, paying cash for a

car should not come at the expense of adeeper loan on a person’s house. If a personis financing a depreciable asset, it is best tohave a short term strategy for early payoff,to be prepared for the other surprises lifemay serve in the near future.So far, the mortgage interest deduction is

still safe as one of the few tax breaks given,and the IRS is now monitoring increasedloan interest above the initial amount bor-rowed for a purchase. It is not such a goodplan anymore to keep using the house as acredit card. Rather, consider holding it as agood long term investment where a personcan lay their head at night and decorate totaste.Homeownership matters. According to

the National Association of Realtors re-search release on Feb. 7, the apartmentmarket is coming into 2011 with strength-ening fundamentals with lower vacanciesand rising rents. Data from CBRE Econo-metric Advisors projects rents to increase1.4 percent during 2011. That is one thing ahomeowner has more control over oncethey lock their purchase and payments.
