Programme on Inter-governmental Relations and Practice of Fiscal Federalism

Panchayati Raj, NITI Aayog, Inter State Council Secretariat, Fifth Delhi Finance Commission, etc, and learned structures and practices of inter-governmental relations in India. The objective of this benchmarking visit was to learn from Indian policy and practices related to federalism and to obtain relevant information in relation to the theory and practice of federalism mechanisms and inter-governmental relations in view of adapting them to the Ethiopian context. More specifically the delegation shared experience on the following: (i) evolution of federalism and development of IGR mechanisms in India including the successes achieved and challenges faced; (ii) policy frameworks, legal provisions, principles and procedures for IGR; (iii) different IGR mechanisms and process including their status, responsibilities, and their composition;

(iv) instruments of establishing the different IGR structures, applicable rules for their operations, decision-making process and enforcement mechanisms; (v) system of accountability of the different structures and levels of government; (vi) overall management and coordination systems and mechanism of IGR; (vii) funding mechanisms/sources of the operational and project costs; and (viii) the role of the judiciary on IGR system of India. Dr. V.N. Alok coordinated and conducted the programme.

Programme on High Impact Change through e-Governance

address. Besides understanding the intricacies in human resource management for credible image building of the organisation, the programme was designed to enable the participants to: (i) comprehend the ways and means through which flexible management system is operated in the broader context of generating higher revenue; (ii) understand the legal mechanism before entering into a contract so as to avoid liquidated damages; (iii) apply vigilance guidelines for better contract management; (iv) learn the application of e-communication for robust and transparent communication system in the organisational environment; (v) acquire skills to use paperless communication through web portal; (vi) learn principal of natural justice to establish a good connect with judicial pronouncements on misconduct and charge sheet; (vii) explain national and international commercial contracts to handle different contracts; (viii) use the description-related letter of intent and letter of acceptance; and (ix) apply and appreciate best practices in contract management, e-procurement and preventive vigilance investigation. comprised guest speakers and the programme coordinators, Dr. Kusum Lata and Dr. Saket Bihari.

Programme on Communication and Presentation Skills

Sponsored by the National Statistical Systems Training Academy, Ministry of Statistics and Programme Implementation, the programme was conducted at IIPA for the probationers of Indian Statistical Service from December 19-23. Apart from identifying the essential elements of communication, the programme was designed to enable the participants to: (i) analyse the effectiveness of their current style of communication; (ii) discuss barriers to communication and strategies to deal with difficult people; (iii) develop skills of presentation at seminars, meetings, programmes, etc; (iv) develop skills in preparing and designing presentations; and (v) improve their communication and presentation skills. Programme faculty comprised guest speakers and the programme coordinators, Prof. Dolly Arora and Dr. Neetu Jain.

October 20, 2016 and in partial modification of the notification dated October 10, 2014, all concerned are hereby informed that for the use of the hostel facilities at IIPA, New Delhi: (A) The members over the age of 70 years may be allowed one attendant to accompany him/her at the rates as applicable for accompanying spouse provided that: (i) the member is not accompanied by the spouse; (ii) the attendant is of the same gender as that of the member subject to the condition that this gender restriction would not be applicable if the member is accompanied by own son/grandson or daughter/granddaughter as attendant; and (iii) the member is willing to adjust the attendant in his/her own room. This facility will be only for the first five days of the stay. (B) In case separate room is demanded for the attendant, the member has to pay the applicable rent for the attendant meaning thereby that if the attendant is a member, rate applicable will be as for member and if the attendant is non-member, he/she shall pay non-member rate.

National Seminar on Swachh Bharat Mission (SBM): Implications for Public Health and Sanitation

Swachh Bharat Mission (SBM) is being implemented by the Ministry of Urban Development (MoUD) and the Ministry of Drinking Water and Sanitation (MoDWS) for urban and rural areas respectively. In order to accelerate the process of sanitation promotion, MoDWS along with UNICEF and other partners have developed the National Sanitation and Hygiene Advocacy and Communication Strategy Framework for 2012-17. It focuses on four critical sanitation and hygiene behaviours such as: building and use of toilets; safe disposal of child faeces; hand washing with soap after defecation; safe storage and handling of drinking water. Swachh Vidyalaya is the national campaign driving ‘Clean India: Clean Schools’. A key feature of the campaign is to ensure that every school in India has a set of functioning and well maintained water, sanitation and hygiene facilities. Injecting a major booster to the SBM, the World Bank has recently cleared a $1.5-billion loan to assist the government’s efforts to end the practice of open defecation by 2019. In view of the above, Indian Institute of Public Administration is organising a national seminar, sponsored by the Indian Council for Social Science Research (ICSSR), New Delhi. The two-day national seminar, to be held on February 16-17, aims to bring together leading social scientists, policy-makers, senior experts and professionals, research scholars, and civil society practitioners to deliberate on the concepts and approaches to public health and sanitation; sanitation and behavioural change; critical review of the policies and programmes of Government of India towards achieving Swachh Bharat (Clean India); assessing the role of the stakeholders in the sanitation sector. The seminar would also focus on the sustainability, replicability and convergence aspects of the programme and elicit

innovations (involvement of PRIs, NGOs, women self-help groups) in the areas of rural sanitation and solid and liquid waste management in urban India. The programme will focus mainly on the following themes: (i) Concepts and Approaches to Public Health and Sanitation; (ii) Sanitation and Social Change in India; (iii) Sanitation and Social Change in India; (iv) Sanitation and Social Change in India; and (v) Best Practices in Sanitation.

Faculty News• Dr C. Sheela Reddy, Chair Professor,

Dr. B.R. Ambedkar Chair in Social Justice, was a panelist in the National Seminar on “Redefining Ambedkarism in Contemporary India: Issues and Challenges” on November 26, organised by the Centre for Dr. B. R. Ambedkar Studies, Kurukshetra University. Dr. Reddy was the main speaker in the National Seminar on “Legacy of Dr. Babasaheb Ambedkar: Analysis and Appraisal” organised by the Centre for Culture and Development (CCD) during December 1-3 at Vadodara. She presented a paper entitled “Ambedkar on Making of the Constitution” and also chaired the session on “Ambedkar as an Economist: Analysis and Appraisal”. She also delivered a special lecture on “Relevance of Dr .B.R.Ambedkar’s Philosophy” on December 28, organised by Dr. AER Foundation, Tirupati, Andhra Pradesh

Skoch Foundation and Yes Bank during December 15-6 at Constitution Club of India, New Delhi. He also delivered a talk on “Inter-government Fiscal Relations in India” on December 17 in a workshop organised by Ernst & Young at Kolkata.

Jammu and Kashmir Regional BranchThe branch organised the seventh Sat

Paul Sahni Memorial Lecture on December 17, in which Shri K.B. Jandial, former Member of Jammu and Kashmir Publ ic Service Commission, delivered the key-note address on “Proliferating Media: Challenges of Ethics and Accountability”. In his presentation, Shri Jindial reflected on the changing contours of the media while discussing the role of the fourth estate. He pointed out that despite the growth of the e-media, the traditional print media has not only survived but has also thrived due to the advancement in technology. While discussing the growth of press in Jammu and Kashmir, he mentioned that although the press has proliferated, its role has undergone tremendous transformation over the years. Dr. S.S. Bloeria, former Vice-Chancellor of Central University of Jammu, remembered his long association with Shri Sahni. Shri B.R. Sharma, Chairman of the branch, fondly remembered Shri Sahni and reiterated that the benchmarks for the media need to be raised since society needs media but without its shortcomings. Dr. Ashok Bhan Patron of the branch, stated that media should be in the service of the citizens. Er. J.B.S. Johar, Secretary of the branch, coordinated the programme.

Karnataka Regional BranchThe branch jointly with the IAS Officers’

Association, Karnataka, organised a lecture-meeting on November 19, in which Dr. Y.V.

Reddy, Chairman of Fourteenth Finance Commission, spoke on “Risks and Rewards of Globalisation: An Indian Perspective”. He observed that the globalisation provides an excellent opportunity for states to improve their growth prospects, provided the risks are understood and managed well. He stated that the initial drivers of globalisation, the advanced countries, are not doing too well, as evidenced by the presence of increasing unemployment and inequalities and the consequent slowdown in growth, India is doing pretty well for itself. In his presidential address, Shri S.V. Ranganath, former Chief Secretary of Karnataka, presented an overview of the phenomenon of globalisation, its dimensions and he challenges involved in benefitting from it. Tamil Nadu Regional Branch

The branch organised a lecture-meeting on December 17, in which Dr. A. Duraisamy, HoD of Economics, Madras Christian College, spoke on “Demonetisation”. He stated that demonetisation is an act of stripping a currency of its legal tender status and replacing it with a new one. He explained that the demonetisation that took place in India earlier and the difference to the present one. He also stated that it is just not a theory that is introduced but has become an experience and narrated how the developments unbound itself day after day giving a whole new dimension to the demonetisation as it was originally thought of. Earlier, Dr. S.S. Jawahar, Secretary of the branch, gave the welcome address.

Tirupati Local Branch The branch jointly with Sri Venkateswara

University Retired Teachers’ Association, and Institute of Engineers organised symposium on “Demonetisation: Black Money Corruption and Entry of Ethical and Digital Governance in India” on December 24. Inaugurating the programme, Dr. S.S. Jawahar, Secretary of Tamil Nadu Regional Branch, stated that the objective of demonetization is to remove black money, terrorists flow, counterfeit money and go for digitalisation of all transactions in future. Prof. K. Santha Kumari, HoD of Economics, S.V. University, focused on shocks and disturbances

in the society, though it is a radical step towards bringing quality of life. Prof. K.M. Naidu, Member of A.P. State Finance Commission, highlighted that by demonetisation rich people have not suffered but poor people are under it. Prof. A. Ranga Reddy, President of Tamil Nadu Regional Branch, called demonetisation a surgical operation for Indian economy.

Vadodara Local Branch The branch organised aseminar on “History

and Conservation of Heritage- Vadodara” on December 25. Shri Rajendrabhai Shah was the Chief Guest. Dr. Jatin Modi, Chairman of the branch, presided over the programme.

UGC Lists Journals for Granting Academic Points

The University Grants Commission (UGC) has come out with a comprehensive list of about 38,000 journals that will be recognised for granting points — under the Academic Performance Indicators (API) system — to college and university faculty members who get their papers published in them. The journals span a wide variety of fields, covering areas such as engineering, agriculture, medicine, humanities and social sciences, environment, business and

ecology. A committee headed by UGC member Dr. V.S. Chauhan has finalised the list. The API system awards points — counted for promotion and also while applying for teaching jobs — for publications, which are seen as a sign of an academic being actively involved in research. A person gets 30 points for publishing a book brought out by an international publisher, 20 for a book brought out by a national publisher, 15 points for publishing an article in a refereed journal and 10 points for an article in other reputed journals.
