Chatterjee, Director, IIPA and coordinated by Dr. Nupur Tiwari. The seminar was attended by 150 Participants drawn from NITI Aayog, Ministry of Panchayat Raj & Rural Development, Ministry of Housing and Urban Affairs, officers from Govt. of Andhra Pradesh and Govt. of Telangana, senior municipal officers, professionals from academic institutions from different delivery of services. Shri Amitabh Ranjan, Registrar, IIPA presented the vote of thanks. Inter-disciplinary team of IIPA under the guidance of Dr. T. Chatterjee, Director, IIPA, Shri Amitabh Ranjan, Registrar, Shri Mithun Barua, Dy. Registrar (AS), Prof. K.K. Pandey and Dr. Nupur Tiwari, Dr. Usha Munshi and Dr. Sapna Chadah took up the task to organise the NRTC along with other staff members of IIPA.

NTRC on Strengthening of Local Self Government

I IPA organised a National Round Table Conference (NRTC) on March 18, 2018 at Hyderabad on Strengthening the Third Tier of Governance in the l ight of promulgation and follow up of 73rd and 74th Constitution Amendment Act . Whi le inaugurat ing the conference, the Hon’ble Vice President of India and President of IIPA Shri M. Venkaiah Naidu gave the basic idea of round table and guided IIPA to conceptualise the broad theme ‘Swarajya to Surajya’. Programme for Senior Civil Servants of MongoliaA programme on Advanced Management

Development Programme for Senior Civil Servants of Mongolia was organised during March 18-25, 2018 under the aegis of the Ministry of External Affairs, Government of India. The aim of the programme was to understand issues related to social science, public policy and governance and public administration issues. Prof. V K Sharma, Dr. Usha Munshi and Prof. Geethanjali Nataraj were the programme coordinators

Programme on Climate Smart Governance IIPA in collaboration with Gujarat Institute of

Disaster Management and project partner SEEDS Technical Services organised a Blended Capacity Building Program on Climate Smart Governance from March 26-27, 2018. It was sponsored by Department of Science and Technology, Government of India. The online training programme was aimed at understanding the basic science behind climate change and comprehending the sectoral climate change affects. Prof. Vinod K. Sharma, Dr. Shyamli Singh, Dr. Anshu Sharma and Dr. Chintan Pathak were programme coordinators.

CAAQM Programme Training Program on Continuous Ambient Air

Quality Monitoring (CAAQM), Technologies, Merits, Demerits, Standard Operation & Maintenance Procedures, Calibration, Data Validation, Interpretation & Quality Assurance was organised from March 07-09, 2018. It was sponsored by Central Pollution Control Board, Ministry of Environment, Forest & Climate Change (Environmental Training Unit), Government of India. Prof. Vinod K. Sharma and Dr. Shyamli Singh were programme coordinators.

Programme for Personnel of Department of Science & Technology, Govt. of India

A two-week 12th Capacity Building Programme for Technical Personnel of Science & Technology Department, Government of India was organised from March 05-16, 2018. The programme was sponsored by the Department of Science and Technology. Seventeen participants from scientific and technical institutions participated in the two week programme. The aim of the programme was to enhance the understanding of administrative, financial rules and procedures, and provide an exposure to management related issues, problems and solutions. Prof. K.K. Pandey, an economist with expertise on municipal finance has over three decade of experience on urban finance and management. He is currently a Professor of Urban Management at IIPA with previous experience as Chief Economist HUDCO, Chief (Research & Training) HSMI of HUDCO and Senior faculty at National Institute of Urban Affairs. Prof. Pandey has provided expert advice to multilateral agencies, national government and provincial governments in India, financial institutions and city governments across the country. He has served, in this regard, as member of exert groups, drafting committees, working groups, national delegations, etc. He has several research reports, books, articles to his credit.

Dr. Sachin Chowdhry

Dr. Sachin Chowdhry is Associate Professor at IIPA with specialisation on urban governance and management, public policy analysis and basic services and infrastructure. He also worked with Twelfth Finance Commission and provided professional inputs to various committees/ working group on urban and public administration related issues. Dr. Chowdhry has around 15 years of professional experience. Professional activities of Dr. Chowdhry involves research and training on water supply and sanitation, Metropolitan planning, Evaluation of government of india’s flagship programmes - MNAREGA, Public Distribution System in selected states and Swarna Jayanti Shahri Rojgar Yojana.

ABOUT THE AUTHORDr. Nupur Tiwari is currently a Faculty member, Rural Administration and Panchayati Raj at the Indian Institute of Public Administration, IIPA, New Delhi. She is also the Coordinator for Centre for Public Policy, Planning and Development, IIPA.

Earlier, she served as Senior Consultant to the former Union Minister of Panchayati Raj, Shri Mani Shankar Aiyar, providing inputs on Local government. She has also served as faculty member at Centre for Rural studies, LBS National Academy of Administration, Mussoorie, where she was involved in training of the Indian Administrative service officers in areas related to Rural Development.

She has worked on Five Major Projects as Project Director, funded by IDRC, Irish Aid, Union Ministry of Panchayati Raj, Ministry of Rural Development and UNDP. She has prepared several Reports for Government of India.

Her current research interests include Decentralization and Local governance (Panchayati Raj), Gender Issues in Informal workforce and Tribal policy.

She has thirty five research papers/Articles published in National and International peer reviewed journals. She has authored three books/ Monographs and has contributed Chapters in eleven volumes. Four books on these issues are forthcoming.

She was a member of Thematic Group on Panchayati Raj and Local-self government constituted by Ministry of DoNER.

She was involved in the Expert Committee for Leveraging Panchayati Raj, Constituted by Ministry of Panchayati Raj, Government of India (November, 2012). She was recently nominated as the Domain Expert for the spot study for PM award for excellence in Public Administration (2014).

Dr. Sachin ChowdhryDr. Sachin Chowdhry, faculty at IIPA since 2005, has been engaged in studies relating to public pol-icies and public service delivery both for national and international agencies. Sujit Kumar Pruseth He is currently a faculty member at Indian Institute of Public Administration, New Delhi dealing with urban affairs, public administration and policies. He was earlier a faculty member at National Law School of India University, Bangalore. He completed MA, M.Phil, PhD from JNU, New Delhi. He was trained by UN-HABITAT at Israel. He has served as Member, Kerala State Council of Science, Technology and Environment, Government of Kerala. A number of books are to his credit and he contributes regularly to national English dailies.

A programme on Science and Technology for Rural Societies was organised from March 11-15, 2018. It was sponsored by Department of Science and Technology, New Delhi. While the agenda of the programme was to expose the participants to the innovative interventions in the area of S&T, initiated by both state and civil society institutions, the sessions were also aimed at engaging participants into creative exercises with a view to chalk out new possibilities for rural development using science and technology. Prof. Dolly Arora and Dr. Charru Malhotra were programme coordinators.

of Public Administration, Gurgaon organised the third reading session of the book “Gustakhi Maaf-Haryana” authored by writer, poet and journalist, Sh. Pawan Kumar Bansal on March 22, 2018. Sh. MC Gupta, IAS (Retd), former Chief Secretary to Government of Haryana and currently Chairman of the branch presided over the session. Development Academy and the Centre for Administrative Change organised VD Sharma Memorial Lecture in the memory of late VD Sharma, former Home Commissioner, Rajasthan on March 15, 2018. Suman Sharma, Chairman, Rajasthan State Women’s Commission presented the lecture on “Women Empowerment: Agenda for Action”. On March 14, 2018, an open house discussion on “Towards a Moral India” was led by Shri Rajendra Bhanawat, former MD, Rajasthan State Industrial Development and Investment Corporation. Subsequently, on March 16, 2018, Dr Satish K Batra, Vice-Chairman of the branch delivered a lecture on “How to face adversity

in life with courage, whereas Shri Jasbir Singh, Chairman, Rajasthan State Minorities Commission was the chief resource person in a discussion on “Towards a new Indian citizen” on March 17, 2018.

Maharashtra Regional Branch The branch in collaboration with Yashwantrao

Chavan Pratishthan, Mumbai organised the 29th Annual Yashwantrao Chavan Memorial Lecture on March 14, 2018 on “India and its Grammar of Democratic Governance”. The former Governor of Sikkim & Home Secretary, Government of India was the guest speaker while Shri Swadheen Kshatriya, IAS (Retd), Hony. Regional Committee of All India Council for Mass Education & Development and Institute of Engineers observed the World Consumers Day on March 15, 2018. Prof. G Savaraiah, Principal, S.V.U. College of Arts, S.V. U College & Dean, Faculty of Arts was the Chief Guest. Prof. MC Reddy, President of SIRC UGC Emeritus Fellow appealed all stakeholders to observe their duties and responsibilities for a fairer market place. About 50 delegates participated in the event.

jointly organised a seminar on “Traffic System of Howrah” on March 28, 2018. Sri Asoke Chatterjee, Assistant Commissioner of Police (Traffic), Howrah was the Chief Guest. Dr. Charru Malhotra had coordinated one week International Module of Probationers of 68th batch of Indian Revenue Service (Custom & Central Excise) in Netherlands, Belgium and Switzerland from March 12-18, 2018. The main objective of this training programme was to understand the best practices of trade and customs in European countries. During the programme she visi ted var ious prest igious international organisations such as the customs office (Maasvlakte, Netherland), World Customs Organisation (Brussels, Belgium), World Trade Organisation (Geneva, Switzerland) and United Nations Office (United Nations Office).

In a written reply to a Rajya Sabha question recently, the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Pub l i c Gr ievances & Pensions, Atomic Energy and Space, Dr. Jitendra

Singh stated that the Central Bureau of Investigation has registered 23 cases (20 Regular Cases and 03

Preliminary Enquiries) relating to Disproportionate Assets against top officials, i.e. Joint Secretary and above for Central Government, General Manager and above for Public Sector Undertaking and Public Sector Banks during the last three years, i.e., 2015, 2016, 2017 and 2018 (upto 28.02.2018).

Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh stated that the provisions under Fundamental Rules (FR) 56(j), Rule 48 of Central Civil Services (CCS) (Pension) Rule, 1972 and Rule, 16(3) (Amended) of All India Services (Death-cum-Retirement Benefits) [AIS (DCRB)] Rules,

1958 have laid down the policy of periodic review and premature retirement of non-performing Government servants. Up to January, 2018, a total of 21,195 Group ‘A’ and 47,039 Group ‘B’ officers have been reviewed, out of which provisions of FR 56(j) and relevant rules were invoked/recommended against 83 Group ‘A’ and 128 Group ‘B’ officers, including 15 officers of All India Services.

Chief Minister Nitish Kumar recently launched the Bihar State Education Finance Corporation, set up to boost the government’s ambitious student credit card scheme. The scheme aims at raising the state’s gross enrolment ratio (GER) for higher studies, which is currently 14.3% as against the national average of 24%. According to the new scheme, girls, transgender and divyang students of Bihar willing to pursue higher education will be able to avail education loan up to Rs 4 lakh at the interest rate of only 1% while general students would have to pay 4% interest rate.
