Annual General Body Meeting The sixty-third Annual General Body Meeting of IIPA members was held on October 11, 2017 in IIPA premises. The event was graced with the presence of Hon’ble Vice President of India and President IIPA, Shri M Venkaiah Naidu, Shri TN Chaturvedi, Former Governor of Karnataka and Chairman IIPA, Dr Tishyarakshit Chatterjee, Director, IIPA, Sri Shekhar Dutt, Senior EC member and the Vice President of the Institute, and Shri I V Subba Rao, Secretary to the Hon’ble Vice President of India. Dr Usha Mujoo Munshi compered the event while Shri Amitabh Ranjan, Registrar and Shri Mithun Barua, Dy. Registrar (AS) organised the programme. During the event, the Hon’ble Vice President expressed his happiness at participating in the AGM. He acknowledged that IIPA had seen more than six decades of Indian administration, assimilating changes, examining reforms and initiating research, evaluation and training programmes. He further highlighted that the massive shift in outlook in serving the common person of India rather than the colonial command and control system, required great effort in Human Resources Development and training and this was one of the important reasons for setting up IIPA. He said further, “I hope IIPA in conjunction with other similar institutions at state level will chalk out a comprehensive governance reform agenda and create a governance system with ‘people’ at the centre, the ‘results’ as the criterion of success and ‘constant innovation in processes’ as the guiding principle.” He released several publications and inaugurated Online Library - Digital Knowledge Repository of IIPA showcasing the research output and published resources of the Institute and also distributed several awards. Annual General Body Meeting The sixty-third Annual General Body

Shri TN Chaturvedi Award Hon’ble Vice President of India conferred Shri

TN Chaturvedi Award for best article published in the Indian Journal of Public Administration for the year 2016 to Shri Kham Khan Suan Hausing for his article on Multiculturalism and Intercultural Dialogue in North-East Region (NER) of India (published in July-September 2016 issue of the Indian Journal of Public Administration).

Annual Essay Competition Hon’ble Vice President of India handed out the

prizes to the six winners of IIPA’s Annual Essay Prize Competition 2017. First prize of Rs. 10,000 was conferred to Shri Neon Dhairya Sharma, Himachal Pradesh for his entry on Role and Responsibilities of Civil Committees in the Current Environment (English) and Ms Devki Diwan from Chhattisgarh received the first prize for th,lVh vkSj blds izHkko (Hindi). Second prize of Rs. 7,000 was given to Shri Dhawlendu, Delhi for Economic and Strategic Significance of Coastal India (English) and Ms Shabana Khatun Jahid Husen Ansari, Gujarat for rVh; Hkkjr ds vkfFkZd vkSj lkefjd egRo (Hindi), and the third prize of Rs. 5,000 was given to Shri Mononito Goswami, UP for Goods & Service Tax (English) and Shri Prashant Pandey, Meerut received the prize for th,lVh vkSj blds izHkko (Hindi) respectively.

Case Study Award Scheme Hon’ble Vice President of India handed out prizes

to the following winners of Annual Decision Making/ Teaching Case Study Competition- 2017. As none of the entries merited for first prize, one second prize of Rs. 6000 was awarded to Ms Athena Desouza for her entry on Creating A Safe Work Environment- Zatlars Struggle against Sexual Harassment; and third prize of Rs 2000 each were given to Ms Rashmi Wanjare and Shri Unmesh Chaphekar for Automation of Zone Confirmation Statement (ZCS) in joint authorship.

Members’ Annual Conference The sixty-first IIPA Members’ Annual Conference

was held on October 12, 2017 in IIPA premises. The theme of the conference was Demonetisation and its impact. In his welcome address, Dr. Tishyarakshit Chatterjee, Director of IIPA, highlighted the significance of the theme. Sri Shekhar Dutt, Senior EC member and the Vice President of IIPA presided over the event up to the mid of regional and local branches presentation and sought permission of the house to leave due to his other urgent commitment. He requested Prof MP Singh to conduct the proceedings in his absence. Prof Geetanjali Nataraj, Professor of Economics, presented the theme paper in which she highlighted the concept of demonetisation and its overall impact. She also elaborated on some of the major concerning issues raised after the demonetisation. Representative of Bihar Regional Branch, Badaun Local Branch, Burdwan Local Branch, Cudallore Local Branch, Tamil Nadu Regional Branch, Dharwad Local Branch, Haryana Regional Branch, Howrah Local Branch, Jammu & Kashmir Regional Branch, Madhya Pradesh & Chhattisgarh Regional Branch, Kanpur Regional Branch, Kerala Regional Branch, Madurai Local Branch, Magadh Local Branch, Delhi Regional Branch, Mazzaffarpur Local Branch, Odisha Regional Branch, Punjab and Chandigarh Regional Branch, Telangana Regional Branch, Tirupattur Local Branch, Villupuram Local Branch, Warangal Local Branch, West Bengal Regional Branch and Indore Local Branch spoke about their prelude conferences orgainsed at respective branches based on the theme. Besides the discussion, papers on the theme were presented by: Dr S. Anbusamy, Dr. Jitendra Wasnik, Dr NS Vincent Joy, Dr Janak Singh Meena, Dr Satheesh EK, Dr Satheesh EK/Arathi Sivaraman, and Dr Nittam Chandel. 15th book review discussion held A book review discussion was held on October 6,

2017 titled “An Alternative Philosophy of Development: From Economism to Human Well-being” authored by Dr BP Mathur, Former Member of Indian Audit & Accounts Service (IA&AS) and Former Deputy Comptroller & Auditor General. This was the 15th book Discussion event in the series. Shri TN Chaturvedi, Former Governor, Karnataka & Kerala and Chairman, IIPA chaired and moderated the discussion. Professor Charan D Wadhva, Former President and Chief Executive and Research Professor and currently Honorary Emeritus Professor: Centre for Policy Research, Prof Geethanjali Natraj, Professor of Applied Economics, Indian Institute of Public Administration, Brig Ajay Kumar Sharma, Dte Gen of EME, Integrated HQ of MoD (Army) (APPPA Participant) and Shri Rajinder Kumar, IES, Director, Est. Wing, Department of Defence, MoD (APPPA Participant) were the speakers and discussants. The programme was coordinated by Dr. Usha Mujoo Munshi.

Training programme on Calibration, QA/QC, Inter-lab Comparison and Proficiency Testing in Air

Training Programme on Calibration, QA/QC, Inter-lab Comparison and Proficiency Testing in Air was organised from September 27-29, 2017. The event was sponsored by Central Pollution Control Board, Ministry of Environment, Forest and Climate Change (Environmental Training Unit). The agenda of the programme was to strengthen the quality infrastructure and good practices in environmental monitoring

and analytics pollution control boards and further disseminate the information, knowledge and best quality control practices for air quality measurement to combat air pollution in other stakeholders like SPCBs/PCCs and industry for follow-up action in following fields. Training programme on Real Time Data Acquisition Transmission

The Training Programme on Real Time Data Acquisition Transmission & Data Interpretation of Online Monitoring Systems (Ambient Emissions & Effluents) was held from September 20-22, 2017. The programme was sponsored by the Central Pollution Control Board, Ministry of Environment, Forest & Climate Change (Environmental Training Unit). The objective was to assess training needs, plan and organise training of persons engaged or to be engaged in programmes for the prevention, control or abatement of pollution. Prof Vinod K Sharma and Dr Shyamli Singh coordinated the programme.

Review meeting of Dr. Ambedkar Chairs A review meeting of Dr Ambedkar Chairs was held

on September 4, 2017 at Vigyan Bhawan Annexe, New Delhi, under the chairmanship of Hon’ble Minister Dr Thawarchand Gehlot, Ministry of Social Justice & Empowerment, Government of India. The meeting was organised by Dr Ambedkar Foundation (DAF). Out of the 21 Dr. Ambedkar Chairs, 19 chairs attended the meeting. The Hon’ble Minister and Chairman, DAF welcomed the participants and gave the opening remarks. Member Secretary, DAF and Joint Secretary, MSJE, briefed about the purpose and the objectives of the meeting and requested the

chairs to present their activities. On behalf of Dr Ambedkar Chair in Social Justice, IIPA, Prof C Sheela Reddy, Chair Professor and Vandana Shukla, Research Officer, attended the meeting. As per the scheme and MoU guidelines, the achievements and activities of the Chair were presented by Prof C Sheela Reddy. It was stated that Dr Ambedkar Chair IIPA is disseminating the ideas of Dr Ambedkar as per the mandate of DAF & MSJE. Prof Reddy

also discussed about the web page link, research studies undertaken, seminars and memorial lectures organised, progress reports, annual action plan and timely submission of audited UCs by the chair since its inception.

Capacity Building Strategies for Managing Complex Disasters

The project “Capacity Building Strategies for Managing Complex Disasters in the face of Climate Change” sponsored by Ministry of Environment, Forest and Climate Change, (Government of India), entrusted to Indian Institute of Public Administration was formally launched on September 20, 2017. Shri Alok Kumar Shrivastava, IAS, Chief Secretary, Sikkim presided over the function and formally launched the project. Prof Vinod K Sharma, Sr Prof Disaster Management, IIPA and Vice-Chairman, SSDMA, Shri Tsegyal Tashi, State Relief Commissioner-cum-Secretary, Land Revenue and Disaster Management Department (LR&DMA) and 30 senior officials of concerned

departments participated in the launch. The objectives of the project were to design safe and sustainable development in the ecologically fragile Himalayas in Sikkim. The project is based on a holistic approach for capacity building including all sections of society from

schools, local community, Panchayats/local bodies, and government officials. The implementing partners of the project were Seeds Technical Services and project investigators were Prof Vinod K Sharma and Dr Shyamli Singh.

FACULTY NEWS• Prof VN Alok delivered the key note address on

State and Local Public Finance and GST during the workshop conducted on local public finance and Goods and Services Tax in Perspective at Raipur on September 23, 2017. The joint workshop was organised and funded by Third Chhattisgarh SFC Commission. Shri Chandrashekhar Sahu, Chairman of the Commission inaugurated the event with an address speech. Dr M Ramachandran, former Secretary to the Government of India, Ministry of Urban Development was the main speaker who made a presentation on Municipal Finances. All presentations were delivered in Hindi as about 100 participants representing Municipal Corporations, Municipalities, Nagar Panchayats, District Panchayats, Block Panchayats and Gram Panchayats communicate only in Hindi. The Chairman of the Commission thanked IIPA for the technical support.

• Dr. Charru Malhotra was invited as a speaker in ISACA annual conference held on September 8-9, 2017 at Anna Salai, Chennai, Tamil Nadu. Dr. Malhotra placed her views on the topic of “Disruptive Technologies – The New Normal (Innovate, Disrupt, and Evolve)”. Dr. Malhotra

was invited as a panelist for the session ‘Expert Deliberations on DPR & RFP' workshop organised by DAR&PG at Civil Services Officers’ Institute (CSOI), New Delhi on August 31, 2017. In the event Dr Malhotra projected her views on the topic of ‘An overview of eGLC-DPR, RFP & SRS’. Moreover, Dr Malhotra participated in Global Conference on Cyber Space (GCCS) organised by NeGD at NeGD Conference Room, New Delhi on August 23, 2017. In the event, Dr Malhotra spoke about ICT and Women Empowerment. Dr Malhotra attended a meeting of review committee to review the projects/schemes/programmes running under e-Governance Group for continuation beyond 12th Plan Period which was held on 11 August, 2017 at Electronics Niketan, New Delhi. Besides, she was also invited as an esteemed panelist for the session: “Best Practices in Governance" on ‘National Consultation on Sustainable Development Goals (SDGs) and Administrative Reforms’ at Raipur, Chhattisgarh on August 04, 2017. During the event Dr Malhotra placed her views on the topic of ‘Taming Technology for Achieving SDGs’

The Branch in collaboration with Haryana Institute of Public Administration (HIPA), Gurugram organised a Prelude Conference on ‘Demonetisation and its Impact’ in HIPA, on October 5, 2017. Prof. Shankar Acharya, eminent Economist, Former Chief Economic Advisor to Government of India and Honorary Professor, Indian Council for Research on International Economic Relations, New Delhi delivered the keynote address. Prof Arun Kumar, former Chairperson, Centre for Economic Studies, JNU and currently, Chair Professor Malcolm Adiseshiah, Institute of Social Sciences, New Delhi and Prof Kamlesh Misra, Vice Chancellor,

Ansal University, Gurugram also addressed the gathering. Sh. MC Gupta, Chairman, IIPA (Haryana Regional Branch) and former Chief Secretary to Govt of Haryana presided over the conference. Kerala Regional BranchThe Branch organised Prelude Conference in

association with the Gurudev Institute of Management Studies, Kadakkal, Kollam and the Department of Political Science Maharaja’s College, Ernakulam on 3rd and 6th October, 2017 respectively. The Conferences were organised in the form of seminars at these centers. Shri Kadakampally Surendran, Hon’ble Minister for Co-operation, Devaswom and Tourism, Govt. of Kerala, Smt Uma Sankar, General Manager, Reserve Bank of India, Thiruvananthapuram, Prof M Kabir, Former Head, Dept of Economics, Govt College for Women, Tvpm, Prof P Arunachalam, Dept of Applied Economics, CUSAT, Cochin, Prof S Muraleedharan, Former Head of the Dept of Economics, Maharajas College, Ernakulam were present in the seminars. More than 300 participants including members of IIPA, teachers and students participated in the meeting.

Bihar Regional BranchThe Prelude Seminar was organised by Bihar

Regional Branch in the premises of Bakhtyiarpur College of Engineering, Polytechnic More, Patna on October 4, 2017. The function was presided over by Er J K Singh, Chairman, IIPA Bihar Regional Branch. Former Vice Chancellor of A P G Shimla University, Dr M P Jhakhanwal was the Chief Guest on the occasion. Professor N K Choudhary, Head Department of Economics, Patna University was the Main Speaker. Dr RK Verma Hony Secretary of the Branch presented the activity report and audited accounts and later introduced the theme of the seminar.

J&K Regional BranchThe branch organised Prelude Conference on the

theme chosen by the IIPA. Prof Dipankar Sengupta, Department of Economics, University of Jammu speaking on the topic warned that the topic was so contentious that even economists speaking on the issue had a tendency not to analyse it from the prism of economic theory. Dr Ruveda Salam, IRS, Assistant Commissioner of Income Tax, Jammu opined that while Demonetisation was part of a work in progress, to describe it as surgical strike on “black money” was not correct; “carpet bombing” would be more accurate. Mr Satish Kumar Sharma, IRS, Additional

Commissioner of Income Tax, Jammu said that the mere coming back of all this money into the banking system was a major significant.

Madurai Local BranchThe Branch conducted a Prelude Conference

on the theme on September 23, 2017. K Baskaran, Secretary of the Local Branch welcomed the guest speakers, members, students of local colleges and special invitees. Shri G Venkidusamy, former EC Member, IIPA, New Delhi delivered presidential address and presided the function. Dr (Cap) DVP. Raja, Chairman of the IIPA Madurai Local Branch, delivered the inaugural Address. Shri CR Patel, (Vice Chairman, MLB), Shri P Balakrishnan (EC Member, MLB), Dr (Cap) DVP Raja, (Chairman, MLB) and Dr R Jagannatha Srinivasan, Treasurer, MLB, garlanded the Guest Speakers. Dharwad Local Branch The branch along with the sponsorship of Akkihal

College & PG Institute of Commerce, Dharwad conducted a prelude conference on Demonetisation and its impact on September 18, 2017 at Akkihal College, Dharwad. For this inaugural function Dr ST Bagalkoti, professor of Economics had been invited as Chief Guest. Professor SS Patgundi, Executive Member of IIPA Dharwad spoke about the birth and growth of IIPA by stating the role that IIPA plays in advising the policy makers of the nation. He also briefed about the two books recently published and entitled Sakala: The New Dimension of Electronic Governance and Administrative Leadership in Metro Politics authored by Dr VR Betgar, Dr AR Jagatap and IR Kajgar.

Karnataka Regional Branch The branch in collaboration with the Department

of Studies in Economics of Bangalore University, Bengaluru organised the 2017 Prelude Conference on September 27. The inaugural address was delivered by the Chairman of the Department of Economics of Bangalore University, Prof T Rajendraprasad. Prof Abdul Aziz, Visiting Fellow, Institute for Social and Economic Change, Bengaluru and Chair Professor on Religious Minorities at the National Law School of India University, Bengaluru, Dr D Muralidhar, Past President, Federation of Karnataka Chambers of Commerce and Industry and Columnist and Dr S R Keshava, Professor of Economics, Bangalore University were the eminent speakers. S Ramanathan, IAS (Retd), Chairman of the branch presided over the conference.

Howrah Local Branch The branch organised the

Prelude Conference on September 22, 2017 in the Rotary Club of Howrah. All life/associate members of Howrah Local Branch were

Special Address were given by Dr R Murali, Dean, MTPG&R IHS, Pondicherry; Er S Manohar, Chief Engineeer,PWD (Retd); Dr E Vijayakrishna Rapaka, Principal, RGCET Puducherry; Shri G Santhamurthi, Director, Planning and Research Department, Government of Puducherry; SmtVrintha Mohan, Sr Advocate, Puducherry. Dr RR Dhanapall, Chairman, IIPA Puducherry Branch gave annual report address. Er R Narasimmamurthy, Hon. Secretary IIPA, Puducherry Branch gave welcome address while Shri D Jayavijayan, Joint-Secretary-IIPA, Puducherry Branch presented the vote of thanks. The event was followed by the valedictory address and distribution of certificates.

WCD Ministry launches ‘women for women’ campaign

In an attempt to end gender bias in women against women, the Ministry of Women and Child Development has launched online campaign #IamThatWoman. Through the campaign, the Ministry seeks to highlight the various aspects of women standing 'by' and 'for' women. Ministry of WCD has urged people to shun stereotypes associated with women harming other women. Twitter and Facebook users have been encouraged to tag and share stories of women helping women. Minister Narendra Modi has launched Intensified Mission Indradhanush (IMI) at Vadnagar in Gujarat. Through this programme, Government of India aims to reach each and every child less than two years of age and all those pregnant women who have been left uncovered under the routine immunisation

NEWS FROM THE STATESprogramme. The special drive will focus on improving immunisation coverage in select districts and cities to ensure full immunisation to more than 90% by December 2018. The achievement of full immunisation under Mission Indradhanush to at least 90% coverage was to be achieved by 2020 earlier. With the launch of IMI, achievement of the target has now been advanced.
