Conclusions of Evaluation
• The implementation of the Electra recommendations has beenfairly extensive, and the process is on-going, despite the extremelybad economic conditions though which industry had to go in2008/2010.
• The following weaknesses can be noticed:– Partial implementation, at national level, of energy efficiency action
plans– Timidity of provisions included in the Energy Performance of Buildings
Directive (recast)– Slow rate of progress in the development of smart grid (regulatory
