One of the passengers in the vehicle was identified as Allen Stands. I checked with communications and they confirmed that Stands had an active warrant for his arrest out of Cheyenne, Wyoming. The warrant was confirmed through the communications center. Stands was placed into handcuffs which were double locked and checked for fit.
