WALGA NEWS 7 AUGUST 2015 WALGA Deputy President Elected

The Association has elected Mayor Tracey Roberts JP from the City of Wanneroo as its new Deputy President. Mayor Roberts was elected on Wednesday morning at the special meeting of State Council. Widely experienced in Local Government, Mayor Roberts has been City of Wanneroo Mayor since 2011. Mayor Roberts Is looking forward to her expanded WALGA role, supporting President Cr Lynne Graigie and working for better outcomes for all Local Governments.

Primary School Takes Out Top Banner Award Students from Onslow Primary School in the Shire of Ashburton have won the 2015 Banners in the Terrace Competition. The winning banner incorporates the Convention Switched On logo using bold colours in a sun design. WALGA Chief Executive Officer Ricky Burges said it is visually striking from a distance and close-up, making it highly effective. The winners of the 2015 Banners in the Terrace are:

• Junior Primary School – Shire of Ashburton • Upper Primary School – Shire of Northam • Secondary School – Shire of Mukinbudin • Community Group – Shire of Dowerin • Professional/Digital – Shire of Collie • OVERALL – Shire of Ashburton

High Commendations to the Shire of Wyndham East Kimberley (Upper Primary School category) and also Shire of Harvey (Community Group category). The annual Banners in the Terrace Competition has categories open to primary and secondary schools, community groups and professional artists. 69 communities entered banners in the competition this year. The banners are displayed along Adelaide and St Georges Terraces up until Saturday as part of the City of Perth’s support for the Convention.

ALGWA WA President Elected WALGA State Councillor and City of Perth Councillor Janet Davidson OAM JP has been elected as President of the Australian Local Government Women’s Association WA Branch (ALGWA WA). Elected at the ALGWA WA Annual General Meeting Thursday morning, Cr Davidson has served on the National ALGWA Board since 2004 and held the position of Vice President for seven years. Cr Davidson has been a Perth City Councillor since 1998, is a WALGA State Councillor and in 2011 received at Order of Australia Medal for services to Local Government and to women. Regional Venues Improvement Fund - Applications Open On Tuesday, 11 August the Ministers for Culture and the Arts and Regional Development announced the first round of the $7.8 million Regional Venues Improvement Fund (RVIF). The RVIF is part of the State Government’s recently announced $24 million investment in culture and the arts through the Royalties for Regions program. More than $2 million is available in 2015-16 for equipment and venue upgrades assisting Local Government authorities provide modern and accessible arts and cultural infrastructure in the regions. The types of projects that will be considered for funding assistance in 2015-16 include upgrades to venue digital signage, communication, lighting and audio visual systems. Applications for all categories are now open and will close at 4:00pm Thursday, 29 October. The RVIF documentation is available on the Department of Culture and the Arts website.

Upcoming DER Regulation The Department of Environment Regulation (DER) has provided a schedule of deliverables and their overarching approach to their regulatory function. The DER has identified a program of work for the coming months which includes developing specific guidance for rural landfills and separation distances for various activities. DER hosted an information session on Wednesday, 29 July regarding the range of material which is due to be released in the coming months and their overall approach. WALGA is currently developing a submission on the Draft Guidance Statement on

New EPA Referral Form The Office of the Environmental Protection Authority (EPA) has developed a new referral form for all Local Governments to use when referring local planning schemes and amendments to schemes to the EPA.

A guideline has also been prepared which provides information on referral proposals, as required under section 38 of the Environmental Protection Act 1986. A copy of guideline is available here. The new form is available on the EPA website on the page, Referral of Proposals and Schemes.

ROMAN II Data Management Service ROMAN II is pleased to offer a Data Management Service to assist resource constrained Local Governments manage their asset data. The service will be focused on improving the quality and usefulness of ROMAN II asset data and developing the necessary forms, reports and other templates appropriate for the specific needs of the Local Government. National Television and Computer Recycling Scheme Update As of Friday, 7 August, Reverse E-waste will no longer operate as an Co-regulatory Arrangement for the National Television and Computer Recycling Scheme. This brings the number of Co-regulatory Arrangements down to four. The Department of Environment had previously undertaken a compliance assessment of Reverse E-Waste, that identified "a number of matters for concern." WALGA will be hosting a workshop with the Department of the Environment to discuss opportunities for Local Government involvement in the Scheme. The Department has identified there is a need for better communication between the Co-Regulatory Arrangements, State and Local Government. This workshop will be used to discuss options to manage existing issues relating to the delivery of e-waste collection services. The workshop will be held on Tuesday, 18 August from 9:00am – 10:30am at WALGA, LV1, ONE70 Railway Pde, West Leederville. CHURP seeking local government participation in housing research

The Australian Research Council (ARC) has recently funded a three-year study into the role of local government in housing in the 21st century. The study will be conducted by the Centre for Housing, Urban and Regional Planning (CHURP), a research centre at the University of Adelaide. The research seeks to understand how changing economic, social, demographic and political processes in Australia have affected the interaction between local government and housing over the past decades, and what the likely impacts in the future will be. Importantly, in the light of the forthcoming Federation White Paper, the research will explore how a reshaped Australian Federation might recast the role of local government in this area of social and economic policy.

The aim of this research is to contribute to a healthier and more productive Australia by providing local governments with evidence on their role in the housing market and how they can prepare for the future. Social, economic and political change has seen local governments become more active in housing, without the benefit of systematic knowledge on the drivers of this change, the policy alternatives or the nature of experience elsewhere. This research aims to fill this gap and identifies practical solutions.

CHURP is calling for council participation in the project, with 12 local governments already partnering with the research project.

Final report released: Senate Select Committee on Wind Turbines

The Senate Select Committee on Wind Turbines has released its second and final report putting forward 15 recommendations in addition to the seven interim recommendations given in its June interim report.

Chapter three of the report discusses the issues relating to planning processes of wind farms in Australia, including the jurisdictional overlap between state and local governments of the relevant state environment and planning statutes. The chapter continues to describe the confusion created by the different processes across all jurisdictions of planning and approval frameworks for wind turbine developments, with approval regulated at a local level in some states and switching back and forth between state and local government in other states. In its interim report, the Committee argued that national wind farm planning guidelines are needed, and planning decisions relevant to technical issues must be elevated from local councils to the state government body with the relevant technical expertise.

Chapter four of the report raises the question of the role of state and local government in

monitoring noise and environmental impacts of wind farms, and each government's view of where the responsibility sits.

Among the recommendations in its final report, the Committee proposed:

• the development of a Guidance Note that local councils should retain development approval decision-making under the relevant state planning and development code for local impact issues such as roads (Recommendation 6)

• that all state governments consider shifting responsibility for monitoring wind farms in their jurisdiction from local councils to the State Environment Protection Authority (Recommendation 8)

• that under circumstances where the regulatory framework provided for pursuant to recommendations 8 and 9 cannot be enforced due to a lack of cooperation by one or more states, a national regulatory body be established under commonwealth legislation for the purpose of monitoring and enforcing wind farm operations (Recommendation 12).

Can urban redesign cut road fatalities?

A new report, Cities Safer by Design, offers practical guidance for urban planners to help create safer streets and communities to reduce traffic fatalities and improve people's lives. The report from the World Resources Institute (WRI) Ross Center for Sustainable Cities includes more than 30 specific urban design recommendations for urban planners and policymakers.

The report emphasises two ways to improve traffic safety in cities. First, by building and retrofitting urban environments to reduce the need for individual vehicle trips. Second, by reducing vehicle speeds in areas where cars, pedestrians and cyclists mix. The report focuses on improving infrastructure for pedestrians, cycling, and mass transport.

The report includes illustrated recommendations for specific design elements proven to improve traffic safety, including:

• urban design that includes smaller block sizes, frequent street connections, narrower streets, and access to destinations in compact urban environments that alleviate the need for vehicle travel

• traffic calming measures such as speed humps, chicanes, curb extensions, raised pedestrian crossings and other elements

• arterials and intersections that reduce conflicts between road users by providing clear crossings, medians and refuge islands

• pedestrian facilities ranging from pedestrian-only areas to basic, consistent sidewalks

• bicycling networks that feature protected bicycle lanes and special attention to design at intersections

• safety improvements around mass transport stations and corridors.

President's Column

This week, I spoke to delegates at the Western Australian Local Government Association Annual General Meeting and the Financial Assistance Grants (FAGs) Campaign Steering Committee held its monthly teleconference. On both occasions, the impact of the freeze to FAGs indexation and what councils could do to support our national campaign to restore indexation as soon as possible was raised.

The indexation of FAGs is currently frozen at 2014 levels with Federal plans for it to remain so for another year, bringing the freeze to a total of three years. This means that the grant payments are not keeping up with local government cost increases and going forward local government's share of national taxation will have decreased even further by the end of the freeze in 2017-18.

The FAGs are local government's main revenue stream from the Federal Government so it's important for every council in Australia to make representations to their Federal representatives, and particularly Coalition representatives, to explain the impact of the decision to freeze indexation.

We have also asked councils to pass a resolution acknowledging the importance of FAGs and identify FAGs as a Commonwealth grant in public reports. As of 4 August, 215 out of 564 councils nationally have passed the resolution.

These simple actions are important because they build support for FAGs in the Federal Government and help Federal representatives to continue to make the case for local projects and funding. We should not underestimate the long term threat to the FAGs, nor should we underestimate the need for our campaign - and how successful it can be.

The decision to freeze FAGs indexation was unexpected and highlighted the power of the Treasurer over this program. It also highlighted to ALGA that local government needs to make sure the Government understands the pain this decision caused. We need to be on the front foot to make sure there is not a repeat or extension of the freeze - a very real possibility if we are seen to be quiet, compliant and complacent about the funding. This is why it is important to get every council's buy in to this campaign.

By presenting a unified voice as local government, we have raised the profile of the decision to freeze the indexation of FAGs funding, but there is more work to be done to advance the campaign.

Review of Australia's Biodiversity Conservation Strategy 2010-2030

The Federal Government has recently commenced the first review of the National Biodiversity and Conservation Strategy 2010-2030. This strategy not only guides the policy agenda in this crucial area for the Federal Government, but highlights the key responsibilities that all levels of government, as well as the community at large, have for

maintaining and further strengthening protections for Australia's unique natural heritage.

The review will examine and report on:

• the operation and implementation of the Strategy since its launch in 2010 • alignment of the Strategy with the Convention's Strategic Plan for Biodiversity

2011-2020 and its Aichi Biodiversity Targets, as well as relevant obligations of other biodiversity-related international agreements

• opportunities to improve and streamline the Strategy, while maintaining effective standards, including consideration of

o the robustness and durability of objectives o responsibility and accountability for the delivery of outcomes o monitoring and reporting systems.

The Government is seeking input to inform this review process. As a key stakeholder and land manager, local government's views and knowledge will be crucial. Information on the review is available here and the deadline for submission is Friday 11 September 2015.

The Government is working with all State and Territory Governments, and the Australian Local Government Association, through an inter-jurisdictional working group for the review.

Partnerships important for councils' input into homelessness

August 3 - 9 marks Homelessness Prevention Week, formerly Homeless Persons Week, which is aimed at raising the awareness of homelessness and encouraging debate on what solutions are required to meet the challenge of homelessness in Australia.

Homelessness Australia has released an infographic describing homelessness in Australia, including that on any given night, 1 in 200 people are homeless across the country.

This year's theme of 'Step Up' provides an opportune time to reflect on some of local government's input into addressing homelessness in Australia. Although there is no legislation or other obligations that require local government to be involved in addressing homelessness, a number of councils seek to address homelessness by working in close partnership with other levels of government and a range of community and not-for-profit organisations.

A 2014 report by the Australian Centre of Excellence for Local Government (ACELG), Housing and Local Government in Australia in the 21st Century, outlines some examples of these partnerships including the City of Sydney's Homelessness Strategy 2007-2012 and the Parramatta City Council Homelessness Implementation. The main lesson coming out of these was that there is no one size fits all solution and each council needs to assess its existing services and identify the gaps and partnerships required to resolve homelessness in its domain.

It is also important to keep in mind that local governments cannot address homelessness

themselves. State and Federal Government support remains crucial to ensuring positive and sustainable outcomes.

New insights on national rural issues

The Rural Industries Research and Development Corporation (RIRDC) has released three new research reports from its National Rural Issues program. Authored by some of Australia's leading rural industry experts from organisations like the CSIRO, the Australian Farm Institute and various universities, the reports highlight lessons that will help inform the future positioning of the Australian agricultural sector.

The reports include:

• Australian Farm Business Performance - insights from effective farm business managers - this report contributes to an improved understanding of farm business performance across selected Australian agricultural industries. It provides insights into how highly effective producers analyse and innovate in their businesses to achieve their goals.

• Geographical Indications of Origin have so far only been used for wine in Australia. However the Provenance of Australian food products - is there a place for Geographical Indications? report argues that there is reason to seriously consider potential advantages of such a tool for regional development. For example this tool has facilitated the promotion of premium wine and associated tourism in Queensland, a state not normally associated with wine production.

• Collective Bargaining in the Agricultural Sector - this report examines why Australian farmers seem to underutilise the provisions of competition law which would enable collective action in purchasing and selling. The report analyses the factors impacting the uptake of collective bargaining opportunities across a wide range of food products. It suggests how farmers could improve their bargaining position in the future.

Have your say - Inquiry into the education of students with disability

The Federal Opposition initiated an inquiry in June 2015 to examine current levels of access and attainment for students with disability in the school system, and the impact on students and families associated with inadequate levels of support. Research by Children with Disability Australia shows that as many as one in four children with disability have been denied enrolment, almost one in five only attend school part time, and that 68 per cent of parents believed their children do not receive adequate support at school, according to Shadow Minister for Education, Senator Kate Ellis.

The closing date for submissions is 21 August 2015 and the reporting date is 3 November 2015.

Terms of reference for the inquiry by the Senate Education and Employment References Committee are to examine:

• current levels of access and attainment for students with disability in the school system, and the impact on students and families associated with inadequate levels of support

• the social, economic and personal benefits of improving outcomes for students with disability at school and in further education and employment

• the impact on policies and the education practice of individual education sectors as a result of the More Support for Students with Disabilities program, and the impact of the cessation of this program in 2014 on schools and students

• the future impact on students with disability as a result of the Government's decision to index funding for schools at the consumer price index after 2017

• the progress of the implementation of the needs-based funding system as stated in the Australian Education Act

• the progress of the Nationally Consistent Collection of Data on School Students with Disability and the findings, recommendations and outcomes from this process, and how this data will, or should, be used to develop a needs-based funding system for students with disability

• how possible changes as a result of the Nationally Consistent Collection of Data on School Students with Disability will be informed by evidence-based best

Nominations for 2016 Australian Biosecurity Awards now open

Minister for Agriculture, Barnaby Joyce, has called for nominations of individuals, groups and organisations for the 2016 Australian Biosecurity Awards which recognise excellence in efforts to keep Australia's biosecurity system strong.

There are three award categories: the Australian Biosecurity Award - Industry, the Australian Biosecurity Award - Government, and the David Banks Biosecurity Lifetime Achievement Award.

The awards recognise businesses, industry and government organisations, teams and individuals that:

• design, implement and/or lead biosecurity reform initiatives within their organisation and/or industry sector to support Australia's biosecurity integrity

• demonstrate significant biosecurity integrity and raise biosecurity awareness within their operations and/or industry sector

• collaboratively work with the department to manage biosecurity risk • identify, report and/or lead the management of a disease outbreak or pest

incursion • report suspicious activities that may be of biosecurity concern • make an outstanding contribution to protecting or maintaining animal or plant

health • raise awareness of Australia's biosecurity requirements offshore.

The David Banks Biosecurity Lifetime Achievement Award recognises individuals, teams or organisations who have made an outstanding contribution beyond their normal duties to Australian biosecurity over a sustained period of time.

The Fair Work Ombudsman has been working with the Australian Security Industry Association Ltd and the United Voice union since May last year to educate local councils about their workplace obligations.

The Fair Work Ombudsman, Natalie James, said it's important that local councils understand that when signing low-cost contracts to buy in security services, they are not contributing to the underpayment of employees working for their sub-contractors.

She said contracting out labour is a legitimate approach to doing business, but councils need to consider whether their procurement processes and subsequent governance of those arrangements create an environment where workers are open to exploitation.

Scholarships open for council water professionals

The International WaterCentre (IWC) is currently offering a range of scholarships for professionals interested in joining either the Water Leadership Program or Master of Integrated Water Management next year. These industry-relevant programs equip participants with the technical, leadership and managerial skills they need to tackle complex water management challenges in a more effective and integrated way.

• Master of Integrated Water Management (scholarships close 1 October) - Full-tuition scholarships ($49,920) are available for part-time/distance or full-time study at The University of Queensland in Semester 1, 2016. The degree is taught by leading industry practitioners and lecturers from IWC's founding universities. The program is designed to fast-track career development and equip students with transdisciplinary skills in integrated water management.

• Water Leadership Program (scholarships close 15 September) - Several full ($11,500) and half ($5,750) scholarships are available for emerging leaders at the project to middle management level to participate in this nine-month award-winning program starting in December 2015. The program helps participants to develop the abilities they need to exert influence, drive change and advance challenging integrated water management projects.

International speaker for Roads Congress confirmed

ALGA is pleased to confirm that the international speaker for this year's National Local Roads and Transport Congress will be Professor John Woodrooffe, a transport research scientist and Director of the University of Michigan Transportation Research Institute's Commercial Vehicle Research and Policy Program.

John has more than 35 years of involvement in all matters heavy vehicle as well as specific knowledge of Australian conditions, particularly Performance Based Standards (PBS) Heavy Vehicles.

John is an international expert in vehicle productivity, large vehicle stability and control, efficiency and transport safety. John has been a member of various vehicle-related OECD technical expert working groups, most recently on the project Heavy Vehicles: Regulatory, Operational and Productivity Improvements. This international task force examined regulatory concepts and future truck technology for sustainable road transport.

His current research focus includes the effectiveness of crash avoidance and connected vehicle technologies, particularly the interaction of large heavy vehicles with light vehicles.

The topic that John will speak on is Transport reform, the current United States story. John's forward-looking research work will provide valuable insights to our leaders and decision-makers attending the Congress on the evolving US transport reform agenda and what new heavy vehicle-related initiatives we can expect to arrive in Australia in the near future.

$3.7 million to improve national disaster resilience

Minister for Justice Michael Keenan this week announced $3.7 million in funding for projects to help communities prepare for, respond to and recover from natural disasters and emergencies. The funding will go towards 22 nationally-significant projects under the National Emergency Management Projects (NEMP) program in 2015-16.

Some of the projects funded include:

• $257,000 to support the Queensland Farmers' Federation to develop tools to assist farmers and the agricultural industry to better manage the impact of natural disasters on their businesses

• $150,000 to support Volunteering Australia to strengthen the attraction, support and retention of emergency management volunteers

• $200,000 for the Australasian Fire and Emergency Service Authorities Council to develop a national capability roadmap to improve the effectiveness of emergency services and management organisations

• $145,000 to support the University of Adelaide to develop communications

resources for emergency managers to support culturally diverse communities.

The NEMP program is an open and competitive grant program established as part of the Disaster Resilience Australia Package to fund emergency management projects of national significance. It funds projects that deliver and support major national emergency management capability and development activities.

The 2015-16 projects were rigorously assessed and recommended by the Australia-New Zealand Emergency Management Committee, which includes senior emergency management officials from each state and territory.

Communique from the Building Ministers' Forum

The Building Ministers' Forum (BMF) recently met in Melbourne to agree on a range of significant outcomes of relevance to the Australian building and construction industry and the wider community.

The BMF progressed a range of building matters, including strategies to minimise the use of building products that don't conform to relevant state/territory building laws, including minimising the health and safety risks posed by potentially non-conforming building products and materials making their way into the Australian building and construction supply chain.

As part of this discussion, the Forum agreed to limit variations to the National Construction Code. In particular, Ministers resolved to reduce local government red tape by removing the opportunity for local planning schemes to exceed the requirements of the National Construction Code.

The BMF is a body of Commonwealth, State and Territory Ministers responsible for building and plumbing regulation. The Forum oversees the implementation of nationally-consistent building and plumbing regulation through the Intergovernmental Agreement for the Australian Building Codes Board (ABCB).

Last month I wrote to Mayors and Shire Presidents inviting them to ALGA's 2015 National Local Roads and Transport Congress. Since that time, the Congress program has rapidly developed with most speakers now confirmed. An updated program will be mailed to you shortly for your information.

This year's Congress will be focused squarely on the importance of collaboration and fostering strong working relationships across council boundaries, cities, regions and states. As we approach the next Federal Election, it is vital that all political parties recognise and commit to supporting the important role of local government in delivering

We have two eminent speakers confirmed for the Congress including international speaker Professor John Woodrooffe and keynote speaker Philip Davies, CEO Infrastructure Australia.

Professor Woodrooffe has a very broad 35 years of international experience in the heavy vehicle industry. He will speak to delegates about the evolving US transport reform agenda, providing valuable international insights for delegates attending the Congress. His presentation will be sure to prompt discussion on what new heavy vehicle-related initiatives we can expect to arrive in Australia in the near future.

We're also looking forward to hearing from Philip Davies, a highly qualified engineer and experienced infrastructure executive with more than 25 years’ experience in shaping policy, delivering nationally-significant infrastructure projects, and leading reform within the infrastructure sector with valuable experience in both the public and private sectors.

The provision and maintenance of sustainable local infrastructure is key to our nation's success and getting this message across to the Government, the Opposition, the Australian Greens and other important stakeholders requires a strong local government presence in Ballarat in November. I urge every council to come to Ballarat and have their say at this important event.

Preliminary results from ALGA News Survey

ALGA News has received more than 250 responses to its recent short survey, which sought readers' views on whether the newsletter meets their interests.

It was encouraging to see that a high proportion of respondents (50%) read ALGA News on a weekly basis with many of them very satisfied with the newsletter and its content (40%).

However, the responses to the survey also identified areas for improvement with an considerable number of respondents (206) wanting to see more on examples of council best practice.

We're still analysing the survey results and identifying areas where action can be taken to make the newsletter more interesting for its readers. Any changes will likely happen over the coming months, but we'll be sure to let you know!

Call for local SA leaders to drive regional economic development

Community volunteers are now being sought to join Regional Development Australia (RDA) Boards in South Australia.

This includes Chair positions in RDA Adelaide Hills, Fleurieu and Kangaroo Island and RDA Yorke and Mid North, as well as the Deputy Chair position in RDA Whyalla and Eyre Peninsula.

The RDA is a national network of Boards made up of local people volunteering their time and energy to develop solutions to local issues.

President of the Local Government Association of South Australia Dave Burgess said he would encourage all high-quality applicants to apply.

Second round of NSW Fixing Country Roads to be announced next month

Fixing Country Roads is a program providing targeted funding to local councils for road projects that will eliminate connectivity constraints on local roads in NSW and reduce the cost to market for local businesses.

A call for proposals for the second round of Fixing Country Roads funding will be announced in September 2015. Round two will be a two-phase process, similar to the first round.

The initial phase will be a call for Expressions of Interest (EOI) in which applicants will be asked to demonstrate how their project will:

• help solve transport access constraints • facilitate access between local, state and/or national networks.

Shortlisted EOI applicants will progress to the second phase in which full applications will be invited.

We will provide further information when the round opens in September.

Emergency management professional development

This week saw the announcement of a consortium selected to deliver emergency management professional development products and services on behalf of Emergency Management Australia. The consortium includes the Australasian Fire and Emergency

The consortium will aim to commence the delivery of contemporary professional development products and services for the emergency management sector later this year. This will include the delivery of professional development courses and workshops, school education program, knowledge management services and volunteer support.

Food Standards Australia and New Zealand seeking submissions

Food Standards Australia and New Zealand (FSANZ) has released a consultation paper on a review of Safe Food Australia, an explanatory guide to the food safety standards in Chapter 3 of the Australia New Zealand Food Standards Code.

Safe Food Australia, used as a practical tool by both industry and regulators to help understand and implement safe food handling practices, is being reviewed to address current food safety issues and trends, provide new guidance for mobile vendors and home-based vendors and to update the evidence referenced in the guide.

Submissions to the review can be made through [email protected] by 18 September 2015.

FSANZ is also calling for submissions on a proposal to remove mandatory allergen labelling requirements for certain foods and ingredients where processing results in negligible amounts of protein being left in the final product.

The products being considered are certain glucose syrups made from wheat starch, fully refined soy oil, soy derivatives (tocopherols and phytosterols) and distilled alcohol from wheat or whey.

The closing date for submissions is 23 September 2015. More information on the allergen labelling proposal is available here.

Review of Commonwealth aged care advocacy services

The Assistant Minister for Social Services, Senator Mitch Fifield has announced the release of the Commonwealth aged care advocacy services consultation options paper.

The Department of Social Services commenced the review of Commonwealth aged care advocacy services earlier this year to identify how individual advocacy services can best support consumers to effectively interact with the aged care system and be empowered to apply informed decision making and actively exercise choice.

rights can best be supported by a Commonwealth funded individual advocacy programme.

Consideration of systemic advocacy is not in scope for the outcome of this review.

The closing date for submissions is 4 September 2015.

First national roundtable to discuss violence against culturally diverse women

Violence against culturally and linguistically diverse (CALD) women was under the spotlight when community and business leaders, academics, specialists and other key stakeholders gathered at a recent national roundtable.

Minister for Social Services, the Hon. Scott Morrison, Minister Assisting the Prime Minister for Women, Senator the Hon. Michaelia Cash and Parliamentary Secretary to the Minister for Social Services, Senator the Hon. Concetta Fierravanti-Wells spoke at the national roundtable. State and Territory Government Minsters responsible for women's safety also attended to discuss priority areas for action.

This was the first time a roundtable of this type had been held.

A family safety pack was launched at the roundtable with information on Australia's laws regarding domestic and family violence, sexual assault and forced marriage.

The pack aims to reduce violence against women from CALD backgrounds by ensuring they understand their rights and where to get support if needed. It also aims to strengthen support for women coming to Australia on a Partner Visa, by providing information on the family violence visa provisions and available support.

Australia's first ever Indigenous Peoples Strategy

This week the Government announced Australia's first ever strategy for advancing the interests of indigenous peoples, which provides a framework for Australia to work with our international partners and the United Nations to influence international policy to advance the interests of indigenous peoples in Australia and around the world.

The strategy aims to encourage greater Indigenous Australian participation in shaping Australia's aid program, building on their experience in delivering services in regional, rural and remote communities. The strategy will also promote Indigenous Australian engagement to support our economic integration with Asia.

The strategy will be guided by pillars to achieve this vision including:

• The Department of Foreign Affairs and Trade (DFAA) will work with its partners to influence international policy to advance the interests of indigenous peoples in the international community

• DFAT will strive to deliver international programs that improve outcomes for indigenous peoples

• DFAT will encourage Indigenous Australians to apply for DFAT-funded opportunities to engage in and develop people-to-people links with the international community

DFAT will conduct a mid-term review of the strategy in 2017 and a final review in 2020.

Building capacity for the emerging aged care needs of CALD communities

The Government has released resources to help culturally and linguistically diverse (CALD) community groups and organisations to access culturally-appropriate aged care.

The resources come in two parts. The first is the Overview to improve aged care access for your community which provides guidance on the Australian aged care industry. The second resource is the Guide to improve aged care access for your community which provides more detail on how to assist CALD communities to have greater access to home care and residential aged care in local communities.

The overview and guide also provide information on the available funding options and other information including:

• how CALD community groups and organisations can establish themselves as a home care or residential aged care provider

• delivery of services through partnership with an existing provider • encouraging existing providers to deliver services to CALD communities.

Government Skills Australia closure

Government Skills Australia (GSA) has advised that it will be ceasing business operations as of 24 December 2015. After nearly 10 years of working with the community safety, government, and water industries in Australia to develop workforce skills, GSA has been unable to continue to attract funding in the new industry skills and training package development landscape.

Claims Councils require financial oversight or rates caps from a third party to achieve transparency and improve rating processes are unnecessary and unhelpful. WA Local Government Association President Cr Lynne Craigie said whilst the sector’s current budgeting and rating processes would stand up to scrutiny, rates capping or financial oversight will not achieve improvements in service delivery to communities. “Local Government is the only sphere of government that isn’t operating in a massive deficit situation,” Cr Craigie said. “Furthermore, criticism of Local Government rates increases above 5% doesn’t compare to State charges increasing far beyond this such as the Emergency Services Levy (ESL) up 10.6%; Street lighting up 7.5% and water up 6%, to name a few. “So if State charges are a measure of the cost increases that the community is capable of absorbing, Council rates don't deserve anywhere near the level of attention being directed at them by the Premier.” Cr Craigie said a public slanging match was not the way to introduce discussions around improved rating and said it was disappointing WALGA as the peak body for the sector had not been approached by the State to discuss the proposed processes.

Information Bulletin Page Cor-25 Correspondence & Papers Cr Craigie said the Premier’s accusation that Local Government backed out of structural reform failed to recognise the State’s decision to terminate the program and questioned his criticism of Local Government CEO salaries. "Councils set their CEO salaries based on rules set by the State in accordance with salary bands set by the State Salaries and Allowances Tribunal," Cr Craigie said. "This approach begs the question of what the State’s true agenda might be. Whatever the questions are about Local Government, I'm absolutely certain that rate capping doesn't hold the answers," she said. “When NSW examined the impact of rate capping on Local Governments in that State there was clear evidence of a massive run-down of infrastructure as funding shifted away from asset replacement and maintenance to underwrite operating costs.” "Rate capping isn't good financial management. It creates a higher expense in the long run, that the State will ultimately have to take responsibility for.” Cr Craigie highlighted the national tax debate currently underway and the need for all to engage in the discussion. “There is no denying that it's absolutely critical we participate in a discussion with our State Government in the context of reviewing all taxes, including rates, in that debate,” Cr Craigie said. “I would like to think we could have a genuine, adult, conversation about what concerns the State Government has and the best way to go about resolving them in partnership.” Ends

Students from Onslow Primary School in the Shire of Ashburton have won the 2015 Banners in the Terrace Competition. 69 communities entered banners in the competition run by the WA Local Government Association as part of its annual Convention at the Perth Convention and Exhibition Centre. WALGA Chief Executive Officer Ricky Burges said this year the banners were as colourful, vibrant and innovative as ever. “Our judges had a difficult time choosing the winners - the banners were of a truly high standard this year,” Ms Burges said. The winning banner incorporates the Convention Switched On logo using bold colours in a sun design and was designed and painted by students at Onslow Primary School in the Shire of Ashburton. “It is visually striking from a distance and close-up, making it highly effective. There is also a nod to Aboriginal art in the design,” said Ms Burges. The annual Banners in the Terrace Competition has categories open to primary and secondary schools, community groups and professional artists. “It is an important community arts competition with entries from across the State and for which the support of the City of Perth is essential,” Ms Burges said. The banners will be displayed along Adelaide and St Georges Terraces up until Saturday as part of the City of Perth’s support for the Convention. The competition winners were announced at the 2015 WA Local Government Convention and Exhibition, which attracts more than 600 Local Government representatives and over 100 suppliers to the sector. The winners of the 2015 Banners in the Terrace are: Junior Primary School – Shire of Ashburton Upper Primary School – Shire of Northam Secondary School – Shire of Mukinbudin Community Group – Shire of Dowerin Professional/Digital – Shire of Collie OVERALL – Shire of Ashburton High Commendations were given to the Shire of Wyndham East Kimberley (Upper Primary School) and the Shire of Harvey (Community Group).

7 August 2015 Premier’s attacks on local government unfair and unjustified This week’s announcement of a Ministerial Inquiry into annual rate increases and potential rate capping for local governments is an unwelcome but not an unexpected development. “Since the State Government’s failed metropolitan reform process the local government sector has been expecting retribution, and once again local governments are being used as a convenient scapegoat to divert attention away from the State’s serious financial problems,” said LGMA Chief Executive Officer, Warren Pearce. “The State Government’s relationship with the local government sector is at an all-time low and the Premier’s comments this week demonstrate that he has little if any regard for local government and the people who work in local government, said Mr Pearce. Worse still, is the State’s Government’s continuing hypocrisy around increases in local government rates, when considered against the 2015 State Government’s own increases across a wide range of fees and charges including to the emergency services levy (10.6% increase), street lighting (7.5% increase) and water charges (6% increase). This is on top of the 600% increase to local government borrowing charges announced in the State Budget this year, costing an additional $4 million across the local government sector. Mr Pearce said “The Premier might also remember that he required metropolitan local governments to undertake a major reform process, which the State Government later chose to abandon, costing millions of dollars for each metropolitan local government, said Mr Pearce. The continuing attacks on local government staffing and CEO salaries have nothing to do with the issues of rate capping, or accountability and transparency in local government. “CEO salaries are tied to salary bands, independently assessed and determined by the Salaries and Allowances Tribunal (SAT), just like the salaries for State politicians. Any member of the public can look at these independent determinations on the SAT website.” “If ratepayer are concerned about their rates bill, then they are perfectly entitled to get in touch with their local council and ask how their rates are being spent. And if they are not satisfied with the response they receive, they have the opportunity to hold their local council accountable at the upcoming local government elections in October 2015,” said Mr Pearce. “Just as voters will have the opportunity to hold Premier Barnett accountable for the increases in State fees and charges,” said Mr Pearce. Master-planning of Creyk, Frye, Morgan and Karragullen Reserves

Since 2011 the City of Armadale has undertaken master planning for Cross Park, Springdale Park, Rushton Park, John Dunn Reserve and the Forrestdale Hub (Alfred and William Skeet Reserves). The Master planning of Bob Blackburn and Gwynne park reserves are currently in progress. As reported to Council at the July Community Services meeting, the stakeholder constitution phase for the master planning of the four remaining reserves namely; Creyk, Frye, Morgan and Karragullen will be undertaken over the next 3-4 months. As with all previous Master Plans, the results of this initial consultation phase along with preliminary design concepts will be presented to Council in a briefing format.

This process will finalise the master-planning of the 12 significant reserves and an outcomes report is planned for Council’s consideration in February 2016.

Wungong Regional Recreation Reserve

The creation of a Regional Recreation Reserve as part of the Wungong Urban development will be the City’s most significant Community Infrastructure project. Initial concept planning for the project is currently being undertaken by consultants UDLA. Once completed, the Regional Recreation Reserve will provide a balance of active open space for the residents of the Wungong Urban development as well as regional facilities for the greater catchment of the City of Armadale and beyond. Council will be briefed on the initial concept phase of this planning project in the coming months.

Information Bulletin – Issue No. 15/2015 Page C-3 Information Items from the Community Services Directorate ACCESS AND INCLUSION Disability Advisory Team The City’s Disability Advisory Team (DAT) meets on the first Tuesday of every second month. The team comprises community members, local service providers, a City Councillor and officers. The next DAT meeting will be held on 25 August 2015. Dance For People with Disabilities Through the Access and Inclusion portfolio, the City has contracted Explosive Dance and Theatre Company to deliver dance workshops specifically for people over 18 living with disabilities. The sessions will incorporate a variety of genres such as Contemporary, Jazz, Hip Hop and Musical Theatre. Participants will have the opportunity to participate in a performance at the conclusion of the workshops. The desired outcomes of the workshops are to: • Build confidence in the dancers; • Challenge the dancers to set and attain new goals in dance; and • To have the choice to be integrated into regular dance classes or

continue with the specialised class. These weekly Dance Workshops started on 17 July for six weeks at the Explosive Dance & Theatre Company studio located at Gillam Drive, Kelmscott from 6.30 pm – 7.30pm. To date the workshops have attracted up to 11 participants. Community Partnerships Stop Crime Action Network (SCAN) The City has been successful with gaining a $10,000 grant from the WA Police’s Community Engagement Division to implement the SCAN project. This community crime prevention strategy was developed by Western Australia Police (WAPOL) in partnership with the City of Armadale. SCAN comprises a secure digital radio network to be used by local Police, City Rangers, Perth Transit Authority (PTA), Transperth, local security companies and local businesses to send and receive in real time details and information pertaining to criminal activity. This will allow accurate communication of a person of interest’s description and location by making full use of the CCTV networks and security operating in the area. The objective of this network is to create a business watch similar to Neighbourhood Watch. This network will initially operate within the Kelmscott Central Business District (CBD) to help reduce the incidents of crime in this area.

Information Bulletin – Issue No. 15/2015 Page C-4 Information Items from the Community Services Directorate Arts and Cultural Development Armadale Open Studio Arts Trail The inaugural Armadale Hills Open Studio Arts Trail will be launched at a function at Genesis in the Hills from 5.30pm-7.30pm on Wednesday 9 September 2015. Invitations to the Launch will be sent out in the coming week. There are 10 local private artists’ studios being opened to the public between 10am to 4pm over eight days over 17-20 and 24-27 September. The Armadale Society of Artist’s Art House is also participating with many additional local artists being represented. There is considerable enthusiasm from the local artist community for the Armadale Open Studio Arts Trail pilot project. South East Multicultural Network (SEMN) The City has taken the lead in restructuring the South East Multicultural Network forum bringing together relevant staff from the Cities of Gosnells, Belmont and Canning to form a SEMN Working Group to assist the Chair. The Working Group will develop an online forum with WACOSS and the SEMN Terms of Reference to better service the many CaLD client service organisations associated with the South East Multicultural Network. Children and Families High School Head Start The City’s High School Head Start is a program aimed at supporting the transition for primary school students to their first year of secondary school. It comprises a day workshop for year six students and an adult mentor. The students are nominated for these workshops by the Principals of the six high needs schools as having been identified as having some anxiety over the transition to high school or if their parents had expressed anxiety over the transition. Two workshops were held during the July school holidays and included separate counselling for the children and their mentors, a skill building session, homemade beauty products for the girls, kick boxing for the boys and a healthy lunch. Parents and children both expressed that they found the workshops helpful in knowing what to expect and to become aware of support in the community for their families. Indigenous Development National Aboriginal &Torres Strait Islander Children’s Day This event was held on 6 August on Bob Blackburn oval. The theme for this year’s National event was Little People, Big Futures. Preston Colbung winner of the NAIDOC Youth of the Year Award, who also works with Save the Children opened the event with Welcome to Country. The children were treated with traditional dance and language by the Munga

The Aboriginal Health Council provided craft activities and giveaways, St John Ambulance also came down with the new ambulance to show the children, Centrecare also attended on the day with craft activities. The other activities on the day were a bouncy castle, face painting and a visit from barn yard babes and the baby animals. A delicious and heathy lunch was also provided by local chef. The event was attended by Coolabaroo children and staff and also the Mundarda child care centre and other community members with approximately 100 people attending the important celebration.

Positive Ageing Positive Ageing Network Meeting The first Positive Ageing Network meeting was held on 29 July. Approximately 30 people attended representing a variety of sector organisations. The group discussed the objectives for the Network, as follows: • To have a large representation of organisations, comprising various

levels of staff that provide services within the City of Armadale; • To share information on programs and services in the Armadale area to

assist in future planning; • To provide opportunities to identify where there are gaps and how to

best address them;

as required to ensure the needs of the community is met. These meetings will be held bi-monthly. Positive Ageing Sessions The City’s Positive Ageing Sessions are held on the first Wednesday of every month (excluding January) at the Armadale Library. Occasionally evening sessions are held. A Positive Ageing Session was held 5 August 2015 at the Armadale Library. The topics discussed were ‘Facts about organ and tissue donation’ by the Organ Donation and Transplant Foundation and ‘Eye health’ by the Ophthalmology Fellow for Lions Outback Vision Team. Forty six people attended with positive feedback including ‘I always enjoy each session. They are all informative.’ Upcoming sessions An evening Positive Ageing Session will be held on the 26 August at the Armadale Library at 5.30pm. The topic to be discussed is ‘Positive Ageing in the Workforce: Changing attitudes, finding a balance and the benefits’ presented by Lee Lenyk, Life Coach and Naturopath. The next Positive Ageing Session will be held on the 2 September at the Armadale Library at 1.30pm. The topics to be discussed are ‘Healthy Eating and Weight Management’ by the Juniper Community’s Dietician Donation and ‘Switch Your Thinking’ by the City of Armadale’s Switch Your Thinking Program Coordinator. Positive Ageing Come and Try- Let’s Get Crafty Sessions Positive Ageing Come and Try – Let’s Get Crafty Sessions are held every second month in 2015 at 10.00am at the Armadale Library. The last Positive Ageing Come and Try – Let’s Get Crafty Session was held on the 13 August on ‘Make and decorate a Bird Nesting Box’’. This was a free workshop with lessons and all the materials being supplied by Bunnings Armadale. This session had the required number of participants early, with others wanting to attend. As the Let’s Get Crafty Sessions for the rest of 2015 have already been outlined, we will consider another ‘Make and decorate a Bird Nesting Box’ in 2016. Upcoming Session The next Positive Ageing Come and Try – Let’s Get Crafty Session will be held on the 13 August at the Armadale Library on ‘Make and decorate a Bird Nesting Box’. This will be a free workshop with lessons and all the materials being supplied by Bunnings Armadale.

Information Bulletin – Issue No. 15/2015 Page C-7 Information Items from the Community Services Directorate Technology Buddies Technology Buddies is a partnership between the City and Kelmscott Senior High, and more recently Dale Christian College. The program operates at both the Armadale and Kelmscott libraries. The program is an opportunity for the older person to partner with a student to learn how to use their technology items including cameras, ipads and smart phones. The dates for term three are as below: • Armadale Library commenced on Wednesday 22 April, weekly to

Wednesday 23 June from 1.30pm – 2.30pm. • Kelmscott Library commence on Monday 27 July, weekly to Monday 31

August from 3.15pm to 4pm. Both programs are at full capacity. Major Events Teddy Bears Picnic The Teddy Bears Picnic was held in Jull Street Mall on Friday 17 July was a huge success. Fifty children were booked in and in excess of thirty more were on a waiting list with calls still being received on the day of the event. Feedback from parents and children participating on the day was extremely positive. This program is scheduled to run again as the theme for Children’s Week in October with members of the Early Years Network also being involved. Outside the Frame Art Awards The Outside the Frame Art Awards will be exhibited on Saturday 15 August – Sunday 23 August, with the Opening and Awards Night occurring on Friday 14 August. Twenty four schools from across the Perth metropolitan region are participating which is an increase of five from last year. Around 12 of these are from the greater Armadale area. A Public Programs stream has been added to this event which features school tours, a teachers professional development session and FRAMED! A live music event for youth aged 13-17. Satterley Property Group have sponsored this year’s event through the Smarter Choice Award for Excellence, the Heron Park People’s Choice Award and the Heron Park School Bus Subsidy. New professional development opportunities that have been established for the students include a three month arts mentorship and a one-week placement at the Perth Institute of Contemporary Art. Highland Gathering with the Perth Kilt Run The Perth Kilt Run registrations are now open through the updated website with a number of people already signed up. Two elements of the run have been outsourced to assist in taking this part of the event to a new level - the

One example of the City increasing the exposure of the Pert Kilt Run, is that in the week beginning 17 August we will be holding a Highland Gathering and Perth Kilt Run display in the foyer of Central Park in the Perth Central Business District. This will further extend the promotional reach of the program, to workers in the City. The event management for Highland Gathering is progressing well. The program will once again include Pipe Bands, Highland Dancers, Medieval Fair, Heavy Games and children’s activities. Additionally we are working with the Western Highland Terriers Club to provide a ‘Meet and Greet’ area with their dogs. Youth Drug Aware Ignite Basketball Drug Aware Ignite has forged strong links with Hope Community Services, Save the Children, WA Police and YMCA to create the Armadale Youth Intervention Partnership (AYIP). Although each organisation supports each other’s work, the AYIP aims to standardise the youth services approach, including initial youth engagement, training staff, sharing information and evaluation. This is to be progressed through aligning objectives, resources, funding, referral pathways and professional, skilled staff. A more cohesive approach would facilitate higher standards of youth service provision to lead to increased participation and better outcomes for young people and for the wider community. Youth Partnership Project The City of Armadale has been working closely with Save the Children Australia to develop the Draft Regional Youth Action Plan. The draft Action Plan was presented to members present at the July Armadale Youth Collaborative Action Network (CAN) meeting. This was well received by the group who workshopped different sections in order to provide feedback to Save the Children. The Youth Action Plan will form the strategic direction of the CAN and provide a consistent working document that all members of the CAN will be able to align themselves with in order to best deliver youth services in Armadale. FRAMED! Event The City has organised a live music event for 13-17 year olds on Friday 21 August from 6pm-9pm. The event complements the City’s Outside the Frame Art Awards and was developed as a way to encourage more young people to visit the exhibition and view the artwork. The event is a celebration of local young talent and includes three bands which will each perform a 45 minute set. 150 tickets are available for the event which has been promoted widely on Facebook, in schools, and through flyers and posters around the City.

Information Bulletin – Issue No. 15/2015 Page C-9 Information Items from the Community Services Directorate Volunteer Services Armadale Volunteer Services has completed its reporting to the Department of Local Government and Communities. This reporting is a biannual requirement for the City’s Service Agreement. The 2014/2015 financial year has been an extremely busy period for the service with Armadale Volunteer Services receiving 483 enquiries from potential volunteers that resulted in 423 referrals. Other highlights included training sessions for volunteer managers and volunteers, the volunteer tribute garden and thank you gifts distributed to more than 20 community groups. The City will also be organising a volunteer event for all volunteers living and/or volunteering in the City of Armadale during National Volunteer Week. New National Standards for Volunteer Involvement On 9 September Volunteer Managers will be invited to attend a brand new workshop which looks into the new National Standards and how you can be the best “good practice” organisation. Developing these standards within their organisations will help organisations to become an organisation of choice to attract and retain the best volunteers. Facilitated by Gilda Davies from Volunteering WA this practical and informative workshop covers:

• An overview of the 8 new National Standards • Identifying gaps in your organisation’s current practice • Exploring the benefits of implementing the Standards and barriers to

success • Examining Case Studies to strengthen understanding of the Standards • Developing practical strategies for the implementation of the Standards • The new Standards are designed specifically for volunteer-involving

organisations and not for 100% volunteer-run groups, however some of the principals and practices can also be used by smaller groups. This training session will also be a fantastic opportunity to network, share ideas and further develop your volunteer management skills.

In July 2015 the Recreation Services Department;

• Provided 102 programs to the community • Had 55,248 attendances to our facilities and reserves • Had 1700 bookings at our facilities and reserves

Community Facilities

Bookings remain steady with 951 facility bookings and 639 reserves. The key focus has been to follow up on outstanding debts from 2014, prior to inviting hirers to re-apply for 2016. All payments have now been received with $34,000 that owed by 6 regular hirers. Bedfordale Connect Markets committee are working closely with the Recreation Department to determine community interest for local markets at the Bedfordale Hall. The informal committee are driven by creating more community interaction and a meeting place for residents.

Club Development

The development of a new clubs handbook is almost complete; it will be launched just prior to the summer season, with one on one meetings with sport clubs. Yachting WA have been working in partnership with Champion Lakes and the Club Development Officer to provide a free sailing program at Champion Lakes in Term 4 of the school year for free, with the vision of starting a full program in Term 1 of 2016. The final goal is that this will lead to the establishment of a junior sailing club in the area.

Armadale Arena

Armadale Arena attendances continue to track poorly with the centre upgrades and many hirers not returning until works are complete. The centre is starting to attract new hirers and subsequently new visitors, a positive step toward potential increase in attendance again in 2016.

The new fees and charges for this financial year have included a restructure of the membership charges. This change will hopefully bring us back in the competitive market when compared to 24 hour gyms and private organisations. The new membership model and a focus on community wellbeing will be a draw card to attracting members once work at the centre is complete.

Statistical Performance Indicators The Library Department’s statistical performance indicators report for the month of July 2015: Providing libraries for leisure, pleasure and inspiration and life-long learning Reports on activities and community information sessions held during the month. 56 regular sessions were held. In any month these could include: story time, Baby Rhyme Time, school holiday programs, English conversation classes, reading & writing groups, computer training sessions, 3D printing workshops, games mornings and the Men’s Social Group. A total of 1006 people participated in these various activities. 532 children, teachers and parents were reached with external visits to schools and other community childcare facilities. 3 special sessions were held with a total of 104 attending. Reports on sessions of interest: Topic: Travel the World at the Library Presenters: Nami, Rhythm Fix, Shirley Reilly, Rita Lennon, Bollywood Dance Studio, Jenny Ramshaw, Pirateman – Michael Speranza. Dates: 7, 8, 9, 10, 13, 14, 16, 17 January Venues: Armadale, Kelmscott and Seville Grove Libraries No. Attending: 227 children; 125 adults ARM: Nami: 13 children, 7 adults; Rhythm Fix: 50 children; 25 adults; World of Lego: 25 children; 12 adults PJ story time: 22 children, 18 adults KMS: Pirateman: 43 children, 23 adults; SVG: Bollywood dancing 43 children; 22 adults Book Cubby: 18 children, 10 adults; World of Lego 13 children, 8 adults July school holidays saw hundreds of children travel the world at the library to experience an exciting array of activities! Artist, Nami Osaki, returned to Armadale to teach children how to make and design paper planes decorated with manga characters. The session was booked out quickly, with all places filled. A few manga drawing books and Pokemon titles were taken from our collection and used for inspiration.

Information Bulletin – Issue No. 15/2015 Page C-13 Information Items from the Community Services Directorate Martin from Rhythm Fix co-ordinated both kids and parents to perform an African drumming spectacular. The Armadale Book Cubby was in residence at Seville Grove Library for bookmaking. The children were encouraged to make a book about their home country or their favourite international food. The books were created, published and displayed in the cubby. Maitri from the Bollywood Dance Studio hosted a very energetic session of Bollywood dancing. The children learnt this vibrant dance form from India. The two World of Lego sessions saw the master builder’s first challenge to create a famous building, or make up one of their own. They had five minutes before the bell rang, then they had to stop, move to their left and continue on the next person’s building. This was repeated a few times until the finishing touches were done and the challenge was complete. Then, working as teams they planned and created their very own unique cities. They put the buildings together and had fun adding people, parks and gardens, roads, etc. Some of the grown-ups became involved in the process. Pirateman Michael Speranza ran two sessions at Kelmscott Library. The children entered the dragon garden to hear some interesting facts and fables about dragons. Then using upcycled materials they made their own dragon with some fantastic creations inspired from the books on display. Librarians Rita and Shirley presented a multicultural pyjama story time. Songs were sung from countries including Indonesia and France. Wonderful stories from the Aboriginal dreamtime and Africa were read to the children and parents. Then they all enjoyed making an African boy, Indian girl or Chinese person for the craft session. Information Bulletin – Issue No. 15/2015 Page C-14 Information Items from the Community Services Directorate The evening started with John recounting the story of writing his memoirs, including the origin of the title (John used to sing so loudly when feeding his chickens his neighbours could hear him). The launch included two guest speakers; Ian Dewar, an old friend and best man at John’s wedding, and Graham Hoskins, owner of Concept Music stores, both sharing stories of John as either their teacher, mentor or friend. The launch also included two musical performances - Hans Schwalb, another student of John's, performed a song with lyrics written by John, and music arranged by Hans himself. The launch was closed with a wonderful performance by flautist Tresna Stampalia. John and his family thanked everyone for attending, presented the guest speakers with flowers, and acknowledged the support of Armadale Library in hosting the launch. Former Armadale librarian (and initial organiser for the event), Jan Pedroli, attended the session and took the opportunity to say a few kind words about John. The extremely successful evening concluded with wine, refreshments, and book signing.

Statistical Performance Indicators The Heritage Department’s statistical performance indicators report for the month of July 2015: Birtwistle Local Studies Library The following projects and activities have involved the Birtwistle Local Studies Library staff, volunteers or visitors: Picture Armadale 19 new images were added during July, plus a number of corrections and additions to information on existing images. Picture Armadale had 2247 page views in July. Jeff Green DVDs Volunteer Rob Richings was handed several hours of additional raw video footage from Jeff Green, filmed at the recent Heritage Open Day. Rob has edited and repackaged the footage to DVDs. Research queries Queries to the BLSL have included:

Donations Ian Boersma, a former resident of the district and an avid collector of local history in the way of stories, oral histories, photographs, paintings, memorabilia and sketches has donated digital copies of his collection to the BLSL. He plans to add more details to several of the items over the coming months. Significant inclusions are a photographic history of the demolition of the Derry Nasura winery building and unique photographs of several Jull Street buildings, along with oral history interviews of people who have since passed away. Family Tree Group meeting The July meeting held in the Armadale Library meeting room focused discussion on women convicts and factories. 11 women have become regulars at the meetings which is facilitated by Ernie Fowler with assistance from Carol Reynolds.

Information Bulletin – Issue No. 15/2015 Page C-16 Information Items from the Community Services Directorate Book: A guest of the Kaiser This was the title of the book researched by Linton Reynolds that used the diaries from a former resident of the district, Claude Marsh, as the basis for providing information about the WW1 servicemen taken as POWS from the Western Front. Thirty books have been professionally bound and will be sent to selected military museums, Marsh family members and others. Media request Stories and photographs from the BLSL collection have been requested by the Comment News celebrating their 30th anniversary. A topic of particular interest was the destruction of the Buckingham Bridge in the Roleystone-Kelmscott bushfires of 2011, followed by its replacement opened in July 2013. This story was well documented by Vern Pascoe, a well-known historian and photographer. BLSL Volunteers The BLSL volunteers consistently meet their commitment to the local studies library. Their efforts help to progress the development of the collection of oral histories, transcriptions, consolidation of newspaper articles into booklets, scanning of photographs in readiness for adding to Picture Armadale and retyping of memoirs with photographs added. Their generous donation of their time is greatly appreciated. RWAHS Conference 2016 A promotional flyer was designed for submitting to the 2015 conference host, Geraldton Historical Society, for inclusion in their conference program for September this year. This alerts people to Armadale hosting the conference in September 2016. David Blair ‘found memories’ A breakthrough occurred in the mystery of the David Blair memories (several photo albums and other keepsakes) found in a City park. After several months of trying to find the owners via social media and word of mouth, we tracked these to a Mrs Blair of Roleystone. The items had been discarded without her knowledge and she is very pleased to know the items are safe and will be returned shortly.

History House Museum

Museum Exhibitions Bert Tyler Vintage Machinery Museum Bert Tyler Vintage Machinery Museum was re-opened after its refurbishment on July 13. A Lotterywest Grant assisted in achieving the impressive outcome. Councillor Henry Zelones OAM JP, Mayor of Armadale, officially opened the Museum. The 60 invited guests then wandered through the Museum and were offered morning tea in the Visitor Centre courtyard.

Comedian in Residence Program Peter Rowsthorn visited the Museum for a Comedian in Residence Program meeting to meet the Barking Wolf film production crew to run through ideas for the filming of the Museum tour on October 29. Peter was photographed by Matt Devlin and interviewed by Hamish Hastie from the Examiner newspaper. Bookings for the tours of the Museum, and workshop to be held at Armadale Library, are now fully subscribed.

Museum Education Report School Visits The Museum was visited by the Year 1+2s from Australian Christian College Darling Downs and participated in the Pioneer’s program. School Holiday Program The Winter @ the Museum was successful with some 55 participants in the program. The Curator’s Challenge and Hidden Treasures proved popular. General Planning for the interior of the Old School has commenced in preparation for the return of the Old School to the Museum.

History House Museum welcomes Vanessa Wiggin to the team. Vanessa will be responsible for Collection Management and Displays whilst the Museum Curator is on long service leave.

Information Bulletin – Issue No. 15/2015 Page C-23 Information Items from the Community Services Directorate JULY: 2015 Animal Control Dogs Ranger Services received eight hundred and forty one (841) requests for assistance during the report period. The primary focus of Ranger Services is managing the response to the community for requests for service. There has been a steady increase in this area of animal control during the past twelve (12) months as can be demonstrated by the overall number of requests for assistance as compared to the corresponding period of 2014. Cats Ranger Services received forty seven (47) requests for assistance during this report period. The number of cat registrations continues to increase, with the total number of cats currently registered standing at 2,377. Livestock During this report period Ranger Services attended to thirteen (13) requests for assistance in dealing with stock wandering. The majority of incidents involving stock on public roads, and highways, occur outside normal working hours generally late night or early hours of the morning. Vehicles Parking Ranger Service attended to two hundred and forty two (242) matters relating to the unlawful parking of vehicles during this report period. Rangers will continue to attend at local schools throughout the district, on a regular basis, to ensure the safety of children is maintained. One of the ways of achieving this is by a strict application of the Local Law Relating to Parking; thereby reducing the risk of injury caused by the indiscriminate parking of vehicles, to ensure a safer environment for children on their way to and from school and to decrease traffic congestion surrounding schools during drop off and pick up times Control of Vehicles (Off Road Areas) Ranger Service attended to six (6) reports of vehicles (motor cycles) being driven in areas that are prohibited, during the report period. Ranger Services currently provide a service to the community in respect to reports of off-road vehicles being driven or used in bushland areas, particularly where it is identified that life and or property are at risk, such matters are dealt with pursuant to the “Control of Vehicles (Off-road Areas) Act 1978” (ORV Act). Ranger Services will continue to regularly patrol and be cognisant of any illegal ORV activity in the bushland, adjacent to residential areas, having regard for the difficulty in enforcing the provisions of the Act and apprehending offenders.

Information Bulletin – Issue No. 15/2015 Page C-24 Information Items from the Community Services Directorate Abandoned Vehicles Every attempt is made to locate the owner(s) of an abandoned vehicle, including liaison with the Police Department for registration details and stolen vehicle information. Abandoned vehicles left on verges and streets make the streetscape look untidy and can be a safety hazard. Vehicles on a verge must be actively driven and not stored for periods in excess of 24 hours on a street or street verge. The number of abandoned vehicles continues to increase, and the cost to the City in the collection and disposal of the vehicle (most of which have no commercial value) is far in excess of projected budget estimates. This is a problem currently being shared by most Metropolitan Local Governments. Litter Ranger Services receive complaints, from concerned members of the community, regarding household rubbish being deposited onto reserves and road verges throughout the district. Keeping roadsides, reserves and other areas litter free is a major focus of the City of Armadale and Rangers are ever vigilant in identifying and apprehending litter offenders. Litter is seen by most people almost everywhere, both within the inner city and across the outer suburbs. The places where litter is perceived to be most abundant tend to be close to entertainment centres, in inner city urban areas where there is a high density of population, and in outdoor recreational areas. People are more likely to notice litter in areas that they expect to be clean and “environmentally natural”. The most common type of litter noticed by people is food packaging, especially empty cans and bottles, and food wrappers. Other litter noticed includes excreta, cigarette butts, flyers/brochures, bulky rubbish such as white goods and e-waste, and hazardous rubbish. Food packaging, dog excreta and cigarette butts are ranked the most aggravating types of litter because they are seen as being a direct consequence of laziness and irresponsible behaviour. During this report period Ranger Services attended to sixty two (62) requests for service.

Fire Services There were twenty two (22) enquires relating to fire during the July report period; however these matters were principally related smoke nuisance issues.

Spring into Armadale website has gone live with over 300 events listed including the inaugural “So Unexpected” exhibition, over nine days including two weekends, the inaugural Armadale Hills Open Studio Arts Trail, where artists are opening up their private studios to the public for an intimate view of their inspiring creative processes.
