NOTES TO PRIVATE CANDIDATES Private candidates sitting for the GCE N-, O- and/or A-Level Examinations are required to observe and comply with all instructions and regulations governing the examinations that are stated in this document. By registering for the examinations, a candidate confirms that he/she has read, understood and expressly agree to accept the instructions and regulations contained in this document.

REGISTRATION FOR PRIVATE CANDIDATES Modes of Registration

Private candidates can register for the N, O and/or A-Level through the Singapore Examinations and Assessment Board (SEAB) internet website at http://www.seab.gov.sg from 8 Mar 2010 to 20 Mar 2010.

Payment of Examination Fees

Payment has to be made at SingPost office between 27 Mar 2010 and 3 Apr 2010 by either cash or NETs. Alternatively, payment can also be made through Self-service Automated Machines (S.A.M.).

Amendments and Late Entry

1 Candidates are advised to check their registration details carefully before submission.

2 During the registration period (8 Mar 2010 to 20 Mar 2010), private candidates can make amendments to their subject/paper entries online without any amendment charges.

3 After the registration period, requests for amendments can only be made in writing to SEAB

via email ([email protected]) or by post (Address: 298, Jalan Bukit Ho Swee, Singapore 169565 Attn: Operations Division – Private Candidate Registration). However, candidates have to make all outstanding payments prior to making any amendment request. An amendment fee of $20 is payable in addition to the new subject fee.

4 Candidates who register after the last day of the registration period, 20 Mar 2010, will be

charged a late entry fee of $50. Late entry requests can only be made in writing to SEAB via email ([email protected]) or by post (Address: 298, Jalan Bukit Ho Swee, Singapore 169565 Attn: Operations Division – Private Candidate Registration). SEAB will not accept any late request made after 30 May 2010.

Mid-Year Mother Tongue Subjects

1 Private candidates can register for the O and/or A-Level Mid-Year Examinations for Mother Tongue subjects as an extension of the year-end examination. For these subjects, private candidates can choose to register for just the mid-year or the year-end examination in March registration. Private candidates who register for the mid-year examination can apply to re-sit for the written papers of these subjects by registering for the year-end subjects after the release of mid-year results. Candidates will be advised on the registration procedures when they receive their mid-year results. Candidates who sit for the mid-year examination, regardless of whether they offer any subject in the year-end examination, will receive only one result slip and certificate reflecting all the subjects that they have offered in the year. If they sit for their Mother Tongue subject in both the mid-year and year-end examinations, the better result of the two sittings will be reflected in the result slip and certificate.

2 The Mid-Year Mother Tongue subjects are as follow:

O-Level 1162 Chinese /1132 Malay /1142 Tamil A-Level 8633 Chinese /8635 Malay /8637 Tamil

3 As the Mid-Year examination has been scheduled on 31 May 2010, private candidates who

wish to sit for the Mid-Year Mother Tongue subjects have to register between 8 Mar 2010 and 20 Mar 2010 so as to enable SEAB to process the registration and notify on time all private candidates taking the Mid-Year examination. Should private candidates miss the registration period, they can only register for Mother Tongue subjects for the Year-End examination.

ENTRY REQUIREMENTS

1 Normal (Academic) and Normal (Technical) Level

Examination Entry Requirements

You may register as a private candidate if you satisfy the minimum age requirement of 15 years as at 1st January 2010.

Private candidates may register up to a maximum of EIGHT subjects.

2 O-Level

2.1 Examination Entry Requirements


Private candidates may register up to a maximum of NINE subjects.

2.2 Subject Entry Requirements

Science with Practical paper: If you are registering for any Science subject with a practical paper at O-Level, you must

(a) have sat the subject at O-Level previously, OR

(b) are currently attending or will be attending a course of instructions in the subject

offered at an ITE or a private school.

Your entries for the science subjects will only be accepted when you meet the above requirements.

Candidates registering for any Science subject with a practical paper are required to declare online at the time of registration that they fulfill the above requirement. If a false declaration is made, their registration for the science subject with practical paper is liable to be cancelled without refund of the examination fees. Science with SPA paper: (a) Only private candidates who have obtained SPA marks in Sec 4 in 2009 can

register for Science subjects with SPA paper. (b) These private candidates will not have to sit for SPA paper. Their 2009 SPA

marks obtained in Sec 4 will be used in the computation of their overall subject grade, under the following conditions:

(i) Candidates declare and opt for their 2009 SPA marks to be used in the

computation of their overall subject grade without requesting that their 2009 SPA marks be made known to them.

(ii) All SPA marks must be carried forward. Private candidates cannot opt to carry forward some SPA marks and retake some assessments.

(iii) SPA marks can only be carried forward for one year.

(c) Candidates will not be able to carry forward their SPA marks if they have been granted exemption from any assessments for SPA paper in Sec 4 in 2009. Such candidates are advised to register for Science subjects with a practical paper instead.

3 A-Level

3.1 Examination Entry Requirements


Subjects Examined at H1 and H2 Levels: Private candidates may register up to a maximum of five H1 subjects and three H2 subjects, or three H1 subjects and four H2 subjects.

3.2 Subject Entry Requirements Science with Practical paper:

If you are registering for any Science subject with a practical paper at A-Level, you must

(a) have sat the subject at A-Level previously, OR

(b) are currently attending or will be attending a course of instructions in the subject

offered at an ITE or a private school.

Your entries for the science subjects will only be accepted when you meet the above requirements.

Candidates registering for any Science subject with a practical paper are required to declare online at the time of registration that they fulfill the above requirement. Science with SPA paper: (a) Only private candidates who have obtained SPA marks in JC2/CI3 in 2009 can

obtained in JC2/CI3 will be used for computation of their overall subject grade, under the following conditions:

(i) Candidates declare and opt for their 2009 SPA marks to be used in the

Conditions

Candidates are NOT allowed to offer, in one sitting,

(a) more than one Mother Tongue Language subject (e.g. Chinese, Malay or Tamil). (b) both a Non-Tamil Indian Language (e.g. Hindi, Gujarati, Bengali, Panjabi or Urdu) and a Mother

Tongue Language. (c) same subjects in different language medium (e.g. History examined in English and Chinese). (d) two language subjects in the same language medium (e.g. O-Level Higher Chinese and

Chinese, or A-Level Chinese and AO-Level Chinese).

Withdrawal and Refund

1 Candidates may withdraw from the whole examination and be entitled to a refund of half of the subject fees paid (inclusive GST) provided their withdrawal letters reach the Board by 30 Apr 2010 for N-Level and by 30 Jun 2010 for O and A-Levels.

2 Applications for withdrawal from the examinations must be made in writing to SEAB via email

([email protected]) or by mail to the Operations Division, SEAB, 298 Jalan Bukit Ho Swee, Singapore 169565. No refund will be made to candidates whose letter of withdrawal reaches the Board after the above deadlines. An acknowledgement will be made within 3 working days upon receipt of the withdrawal request.

3 Candidates who have taken any part of the examination (i.e. oral, listening

comprehension, Mid-Year written examination or practical), will be deemed to have sat the examination and will not be entitled to any refund of examination fees.

4 Candidates who withdraw from the examination (including candidates taking only Mid-year

subjects) will NOT receive any results or certificates for any subjects or components of subjects that they have taken.

5 For candidates who withdraw from the whole examination before the stipulated deadlines,

refunds will be made directly to the candidates in the form of cheque.

6 Examination fees are not transferable from one year to another or from one candidate to another.

Examination Fees

Candidates will pay the following fees:

(a) Basic Fee of $64 (for Cambridge subjects) or $32 (if all subjects offered are local subjects). The Basic Fee is non-refundable.

(b) Subject fee for each subject entered.

(c) 7% GST on the subject fees and basic fee. [Back to Top]


Admission to Tertiary Institutions

1 Candidates who wish to re-sit the GCE O- or A-Level examination but are currently applying for admission to tertiary institutions or waiting for the Joint Admission Exercise (JAE) posting result:

(a) are advised to register during the registration period (8 - 20 Mar 2010).

(b) may apply for a full refund (less subjects which the candidates have sat for) of the

examination fees in writing if they subsequently gain admission to the tertiary institutions or have been successful in their JAE appeals.

2 All letters of withdrawal from the examinations must be made in writing to SEAB via email

([email protected]) and reach the Operations Division, SEAB, 298 Jalan Bukit Ho Swee, Singapore 169565 by 30 Jun 2010. Letters of withdrawal must be accompanied by supporting letters of acceptance issued by tertiary institutions.

Personalised Entry Proof/Timetables

1 Candidates registering for Mid-Year subjects will receive a Personalised Entry Proof/Timetables

with only the Mid-Year subjects shown by 20 May 2010. The Entry Proof/Timetables will show a candidate's Centre Number, Index Number and Mid-Year Written Examination Centre as well as the exam date and time for all papers.

2 All successfully registered candidates will receive a Personalised Entry Proof/Timetables by 25

June 2010. The Entry Proof/Timetable will show a candidate's Centre Number, Index Number, Practical and Written Examination Centres, the subjects and papers entered (excluding Mid-Year subjects) as well as the exam date and time for all papers.

3 The Entry Proof/Timetable is an important document and a candidate is required to produce it

for oral, listening comprehension, practical and written examinations.

4 Please contact the Customer Service Centre at 6872 2220 if you do not receive your Entry Proof/Timetables by 20 May 2010 (Mid-Year Examination) and /or 25 June 2010 (Year-End Examination).

Double Entries

School candidates who are studying in Independent, Government or Government-aided schools are

NOT ALLOWED to register as private candidates. School candidates who register as private candidates for GCE N-, O- and/or A-Level will have their private registrations invalidated and their examination fees paid as private candidates forfeited.

Examination Centre

Candidates are advised to provide their residential address accurately as they are likely to be posted to sit for the examination at an examination centre near their residential address. There will not be any change in the examination centres after the posting of examination centres in April of the examination year. Candidates must take their examination at the centres they are posted to.

Special Arrangements

1 Candidates who are suffering from learning disabilities, physical disabilities or other forms of

disability, which are likely to have an adverse effect on their performance in the examination, may apply for special consideration, special arrangements or exemption from certain components.

2 All applications must reach the Operations Division, SEAB, 298 Jalan Bukit Ho Swee, Singapore

169565 by 15 Apr 2010.

3 Candidates who have been granted special arrangements (e.g. extra time) by SEAB for the examination in view of their medical conditions/disabilities but do not make use of the requested special arrangement would still have their certificates annotated.

Timetable Clash

Candidates who have registered for papers that are to be examined on the same day and at the same time (timetable clashes) need not be alarmed. SEAB will make the arrangements for them to sit for all their registered papers by taking one paper first, followed by a break before he/she takes the next paper. Candidates will be informed of the arrangements by the end of August 2010 (N-level) and end of September 2010 (O and A-Level).

Results

1 Mid-Year Examination results for O and A-Level will be released in August of the examination

year. 2 Examination results for N-Level will be released in December of the examination year. 3 Examination results for O-Level will be released in January the following year.

4 Examination results for A-Level will be released in March the following year.

5 Candidates will receive their result slips through post. They may also retrieve their results

Candidates will be informed through letters by early Oct 2010 of their GCE O or A-Level Practical examinations schedules.

Absent Grades

It is compulsory for candidates to sit for all the registered components. Components include Oral, Listening Comprehension, Practical and the Written Papers. Unless prior approval has been granted by SEAB for exemption, candidates will be given an ‘Absent’ for a subject if they are absent from one or more components/papers of that subject. This applies to both Cambridge subjects and Mother Tongue Language subjects.

Appeal for Review of Results

Candidates may apply to review their examination results if they have sufficient grounds to believe that the grade(s) awarded for one or more subjects should have been better. An appeal for review of results must be submitted online through http://www.seab.gov.sg after results are released and not later than one week after the official release of the results. Appeals received after this period will not be considered.

Certificate and Statement of Results

1 Successful candidates will be notified by post to collect the N and O-Level certificates by

February and March of the following year respectively and A-Levels certificates by May of the following year. This includes candidates taking only Mid-Year subject in the O and A-Level examinations.

2 Certificates not claimed within one year of the collection period will be destroyed and no

replacement will be available.

3 SEAB does not issue duplicate copies of a certificate but a statement of results is available on request at the Customer Service Centre, the Ministry of Education, 1 North Buona Vista Drive, Singapore 138675. A fee is chargeable for each statement of results. Candidates may contact Customer Service Centre at 6872 2220 for more information.

4 There will be a service charge of $50 for requests for amendments of personal particulars on the

certificate. Requests can be made within 2 months after the issue of the certificate. All requests need to be submitted through the Customer Service Centre together with the original certificates personally.

Award of Certificate

GCE Normal (Academic) Level:

1 Candidates who obtained at least a Grade 5 or better in one or more subjects will receive a Singapore-Cambridge General Certificate of Education Normal (Academic) Level.

2 The Normal (Academic) Level certificate will show the grade that the candidate has obtained in

each subject. For subjects that are shown as ‘Ungraded’, grade will not appear on the certificate. Grades 1 to 5 are pass grades. Grade 1 is the highest and Grade 5 the lowest. ‘Ungraded’ denotes a fail grade. The grading system is as follows:

1 Candidates who obtained at least a Grade D or better in one or more subjects will receive a Singapore-Cambridge General Certificate of Education Normal (Technical) Level.

2 The Normal (Technical) Level certificate will show the grade that the candidate has obtained in

each subject. For subjects that are shown as ‘Ungraded’, grade will not appear on the certificate. Grades A to D are pass grades. Grade A is the highest and Grade D the lowest. ‘Ungraded’ denotes a fail grade. The grading system is as follows:

Cambridge General Certificate of Education Advanced Level. 2 The A-Level certificate will show the grade that the candidate has obtained in each subject. For

subjects offered at A-Level, the pass grades are A to E with A being the highest pass grade and E the lowest. Grade O is given to indicate that a candidate has failed to obtain a pass at A-Level but is judged to have reached Grade 6 at Ordinary Level. Grade F indicates a Fail grade and will not appear on the certificate.

4 Performance in Chinese B/Malay B/Tamil B is indicated as Merit, Pass or Ungraded. Mother

certificate.

6 Private candidates will be issued with the corresponding certificate(s) of the subjects registered. GCE A-Level (Subjects Examined at H1 and H2 Levels):

1 Candidates who pass at least one subject at H1-Level or H2-Level will receive a Singapore-Cambridge General Certificate of Education Advanced Level.

2 The A-Level certificate will show the grade that the candidate has obtained in each subject. For

H1 and H2 subjects, the pass grades are A to E, with A being the highest pass grade and E the lowest. Candidates may also be awarded grade S (sub-pass) or Ungraded, both of which indicate that the candidate has failed to obtain a pass in the subject, and these two grades will not appear on the certificate.

3 Results for subjects offered at H1 and H2 levels are as follows:

Annotation of Certificate

1 Candidates who sit the GCE N, O or A-Level examinations under special arrangements and

consideration would have their certificates annotated.

2 In the certificates, titles of subjects which were taken under special arrangements/consideration would be annotated with a symbol. Two annotation symbols would be used and explanations for the symbols are provided in the certificates.

Change of Postal Address

Candidates should inform the Operations Division, in writing immediately of any change in their postal address. The form on the change of address can be found in our website at http://www.seab.gov.sg. The request can be either made through SEAB via email ([email protected]) or post to the Operations Division, SEAB, 298 Jalan Bukit Ho Swee, Singapore 169565.

An acknowledgement will be made within 3 working days upon receipt of the change of address request.

Others Where the candidature for a subject is less than twenty, candidates may have to withdraw their

registration from the subject or choose another subject permitted by the regulations. Refund will be given under such circumstances.

1 MISCELLANEOUS INSTRUCTIONS

1.1 The 24-hour clock is used to indicate time in the timetable. For example, 8.00 a.m. will be indicated as 0800h and 2.30 p.m. as 1430h.

1.2 The duration of each paper includes the time for reading the questions, studying the maps, etc.

1.3 If two papers offered by a candidate are scheduled to be examined at the same time, arrangements

will be made for the candidate to take one paper first, followed by a break before he/she takes the next paper.

1.4 All candidates are required to be seated at their assigned desks at least fifteen minutes before the

commencement of the examination.

1.5 Candidates who are late will not be given extra time.

1.6 Candidates are required to place their NRIC or foreign identification documents on their desks throughout the duration of the examination. They are also required to have their Entry Proofs with them.

1.7 Candidates must inform the invigilator immediately if :

(a) they are issued a question paper they have not entered for, OR (b) they are issued a question paper that does not contain the number of pages or questions

specified on the cover page, OR (c) they are issued a question paper not scheduled to take place at that time, OR (d) they are not issued supplementary materials (such as graph paper, map or drawing paper)

stated in the question paper

1.8 Candidates are required to write their names, centre numbers, index numbers and the subject titles on the first sheet/cover page of their answer scripts. If loose writing paper is used, they should also write their names, centre numbers and index numbers on every sheet.

1.9 Candidates with hanyu pinyin names are required to write both their statutory and hanyu pinyin

names, with the hanyu pinyin names in brackets. Candidates without hanyu pinyin names need only write their statutory names.

1.10 Candidates are required to submit their answers in the language in which the question paper is set,

unless otherwise instructed in the rubric of the questions.

1.11 Candidates are required to bring their own writing and mathematical instruments such as calculators, set-squares, compasses, protractors and rulers, as these will not be supplied.

1.12 Candidates are not required to copy the questions they are attempting. They need only write clearly

the question numbers (including the alpha character, if any) in the left margin of the writing paper. No answers should be written in the left and right margins of the writing paper.

1.13 Unless stated in the instructions, candidates should leave two lines between the answers to

consecutive questions or consecutive parts of a question.

1.14 Candidates should write on both sides of the writing paper unless otherwise specified in the instructions.

1.15 Candidates should not, at any time, fold their writing paper. Candidates should not divide the page

into columns.

1.16 At the end of a paper, candidates should stop writing immediately when told to do so by the invigilator. If writing paper is used, they should arrange their answers in the numerical sequence of the questions, with the smallest number on top.

1.17 The answer scripts, together with the cover page provided, should be tied together at the top left-

1.19 No candidates may leave the examination room before the scheduled time unless permitted by the

invigilator.

1.20 In compliance with University of Cambridge Local Examinations Syndicate’s policy, question papers of some A-Level and O-Level subjects must be returned to the invigilators at the end of each paper and kept securely for at least 24 hrs. Candidates are required to write their names, centre numbers and index numbers at the top right-hand corner of the cover page of the question papers so that they can obtain the question papers from the Chief Presiding Examiner the following day.

2 MULTIPLE-CHOICE ANSWER SHEETS

2.1 Candidates offering the following subjects will be issued answer sheets called Personalised Multiple-Choice Answer Sheets (referred to in these Instructions as “PMCAS”) to shade their answers.

2.2 The PMCAS are issued to candidates with the candidates’ names, centre codes and index numbers, subject title and the paper number pre-printed. Invigilators will distribute the answer sheets before the start of the examination.

2.3 When candidates receive their PMCAS, they must check the following pre-printed details:

(a) Syllabus/Component No. (or Subject Code/Paper No.); (b) Syllabus Title (or Subject Title); (c) Centre/Candidate No. (or Centre/Index No.); and (d) Candidates’ name.

If all the items are correct, candidates will sign on the dotted line below their name.

2.4 If a candidate does not have a pre-printed PMCAS, he/she will be issued with a blank

supplementary answer sheet which must be fill in with the particulars as given in para 2.3 above.

2.5 Candidates are reminded that they should use a soft-lead pencil (e.g. 2B) to shade their answers in the PMCAS. A soft eraser should be used to erase if they wish to change their answers.


3 USE OF APPROVED ELECTRONIC CALCULATORS IN THE EXAMINATIONS

3.1 GCE A-Level: Approved calculators may be used for the following subjects:

(a) All Mathematics subjects

(b) All Science subjects

(c) Computing

(d) Economics

(e) Geography

(f) Principles of Accounting

(g) Management of Business

For all other subjects, the use of calculators is prohibited.

3.2 The following guidelines are to be adhered to where the use of scientific calculators is allowed in

examinations (Please refer to website for the list of approved calculators). Candidates are informed that:

(a) the calculator must be silent, with a visual display only.

(b) the working condition of the calculator (including the power supply) is the responsibility of the candidates and a fault in a calculator will not normally be considered as justifying the giving of special consideration to the user.

(c) instruction leaflets or instructions and formulae printed on the lid or cover of a calculator or similar materials must not be in the possession of candidates during the examination (where the instructions cannot be removed they should be securely covered).

(d) external storage media, e.g. card, tape, and plug-in modules must not be in the possession of candidates during the examination.

(e) calculators must not be borrowed from other candidates in the course of the examination for any reason.

(f) standard scientific calculators with features such as Fraction calculations; Permutation; Combination; Statistical calculations such as mean, standard deviation and factorials; Regression analysis; Complex number calculations and Polar/Rectangular coordinate conversions are acceptable.

(g) programmable calculators and those with permanent features of a programmed kind such as numerical integration, numerical differentiation, symbolic differentiation, symbolic integration, symbolic algebraic manipulation and/or expressing in irrational number form, are prohibited.

(h) calculators with capabilities for storing and displaying visual and verbal information are prohibited.

(i) calculators with special communication features e.g. calculators with the capability of remote communication via infra-red or blue-tooth with other machines, are prohibited.

3.3 For candidates offering subjects at H1 and H2 Levels:

(a) Graphic calculators are allowed for use for subjects examined at H1 and H2 Levels.

(b) Candidates are responsible for clearing any information and/or programs stored in the graphic calculators before the examination.

(c) No prepared programs may be taken into the examination room. Information (including text or formulae) and/or programs stored in the calculator's memory must be cleared before the examination.

(d) Calculators with built-in Symbolic Algebra manipulations, Symbolic differentiation or integration are prohibited.

(e) calculators with special communication features e.g. calculators with the capability of remote communication via infra-red or blue-tooth with other machines, are prohibited.

3.4 Candidates who contravene the regulations on the use of calculators are liable to the same penalty as those who commit an act of dishonesty. A ‘T’ symbol will be given for the subject if a candidate contravenes the regulations on the use of calculators.


4 USE OF APPROVED DICTIONARIES IN THE EXAMINATIONS

4.1 Candidates who sit for Paper 1 (N & O-Level) (composition and letter-writing) and Part 1 (A-Level)

(composition and letter-writing) of the following papers will be allowed to use the approved dictionaries. Candidates are advised to refer to website for the list of approved dictionaries recommended for use in 2010 GCE N, O & A-Level Examinations.

4.2 Candidates will also be allowed to use handheld electronic Chinese language (CL) dictionaries in

the national examinations. The e-dictionaries must be silent and battery operated. Candidates are advised that no allowance will be made for candidates whose e-dictionaries fail to function during the examination. Candidates should ensure that a replacement set of batteries is available. The ear-pieces are not permitted in the examinations venue.

4.3 Candidates are not allowed to borrow dictionaries from other candidates during the examination for

any reason.

Arrangements on the use of approved dictionaries for A-Level papers:

4.5 The following arrangements on the use of approved dictionaries have to be complied with for the following GCE A-Level papers :

For papers marked with ‘*’:

Question Paper will be issued in 2 parts: (a) Part 1 consists of Composition/Letter-writing and Part 2 consists of Comprehension and

Language Usage. (b) Dictionaries can only be used in Part 1 of the paper. (c) Part 1 will be issued to candidates first. The duration for Part 1 will be 1 hr 30 min. (d) At the end of Part 1, there will be a short break of 15 min. (e) During the admin break, candidates should remain seated. However, they will be instructed

to remove their dictionaries and place them on the floor. (f) During the admin break, Part 2 will be issued to candidates. Candidates are allowed to

read the questions in Part 2 or go through their answers in Part 1 during the admin break but they are not allowed to write. After the admin break, candidates may either answer Part 2 straightaway or continue with Part 1 without using the dictionaries.

(g) The total time for the examination remains at 3 hrs excluding the 15 min admin break.

For papers marked with ‘#’:

(a) The arrangements for candidates who use dictionaries in Part 1 of Paper 1 (Composition/Letter writing) will be the same as those for papers marked with ‘*’.

(b) The only difference is that the duration for Part 1 will be 1 hr 15 min. (c) The total time for examination remains at 3 hr excluding the 15 min admin break.

For papers marked with ‘+’:

(a) The arrangements for candidates who use dictionaries in their Composition will be the same as those for papers marked with ‘*’.

(b) The duration for Part 1 of Paper 1 will be 1 hr 30 min and Part 2 will be 1 hr 10 min. (c) The total time for the examination is 2 hrs 40 min excluding the 15 min admin break.

4.6 Candidates are only allowed to use monolingual dictionaries during the examination of the above

papers. The dictionaries used must not have any annotations on any of the pages.

4.7 For candidates offering Non-Tamil Indian Languages (NTIL), there is no approved list of dictionaries. They can bring in any dictionary as long as it is monolingual with no annotations on any of the pages.

4.8 Candidates are required to write the title of the dictionary at the top right hand corner of the cover

page of the answer booklet.

4.9 Candidates who contravene the regulations on the use of dictionaries are liable to the same penalty as those who commit an act of dishonesty. A ‘T’ symbol will be given for the subject if a candidate contravenes the regulations on the use of dictionaries.


5 OWNERSHIP OF CANDIDATES’ EXAMINATION MATERIALS/WORK

All materials, including but not limited to coursework, project work, research work, SPA etc., submitted for assessment purposes shall become the property of SEAB. Centres and candidates are not permitted to submit examination materials for exhibition, competition or publication without the authorisation by the Chief Executive, SEAB. Assessable materials done over a period of time may, at the discretion of SEAB, be returned to the schools. As such materials could sustain damages during the assessment process, SEAB will not be responsible for any loss of or damage to the materials during or after marking. In the event that SEAB returns certain materials to the school, it shall be the candidate’s responsibility to collect the materials from the school during the collection period determined. If the candidate fails to collect the materials, the school shall be at liberty to manage the materials as it deems fit.


6 MALPRACTICE / DISHONESTY

6.1 Malpractice refers to actions of candidates, either pre-meditated or otherwise, which goes against the examination rules and regulations or which allow them an advantage in the examination or enable them to sabotage other candidates’ examination performance. Examples of malpractice by candidates are collusion or attempted collusion with other persons; copying from another candidate; submission of another person's work as if it were the candidate's own; including offensive or obscene materials in the answer scripts and plagiarism. Candidates submitting materials done over a period of time, e.g. coursework, project work, research work, etc. must ensure that they submit only original work produced by them.

6.2 A candidate may be expelled from the examination room, refused entry for subsequent papers,

have his/her papers cancelled if he/she :

(a) Has committed an act of dishonesty; OR

(b) attempts to obtain or offer unfair assistance; OR

(c) copies from another candidate or allows his/her answers to be copied by another candidate; OR

(d) possesses books, notes, memoranda or any other reference materials not authorised for use in the examination; OR

(e) possesses electronic devices (e.g. pocket PC, PDA, MP3, iPod), communication devices (e.g. pagers, mobile phones) and computerised aids (e.g. computerised wrist-watches) capable of storing, displaying and/or transmitting visual and verbal information prohibited in the examination/quarantine room; OR

(f) submits work which has been submitted for past examinations or submits identical or similar (partial or whole) work for more than one paper in the present year of examination; OR

(g) writes offensive or obscene materials in answer scripts; OR

(h) removes from the room any used or unused writing paper.

6.3 Candidates contravening the regulations stated above will not be given a grade but will be given a ‘T’ symbol for the subject concerned.


7 CONDUCT AND BEHAVIOUR

7.1 Candidates should be properly attired when they present themselves for the examination. A male private candidate should be in shirt and trousers and should wear shoes. A female private candidate should not wear immodest or outlandish clothes.

7.2 Candidates are not permitted to smoke or consume any form of food and drinks in the examination

room/hall, centre or premises.

7.3 Candidates who breach any material provision of these Instructions, rules and regulations of examinations (e.g. found guilty of improper conduct or misbehaviour during the examination) may be prohibited from taking the examination, expelled from the examination room/hall and/or refused entry for subsequent papers.


8 HOSPITALISED CANDIDATES

SEAB will make special arrangements for a candidate who is hospitalised to sit the examination in the hospital provided that the hospital has certified the candidate as being medically fit to sit the examination.


9 INFECTIOUS DISEASES

9.1 Candidates who are suffering from any infectious disease (e.g. chicken pox) are not allowed to sit the examination in their usual written examination centres. Candidates should call their examination centres/schools and inform the Chief Presiding Examiners of their conditions. Candidates who do not have the contact number of their examination centres/schools may call MOE Customer Service hotline at 6872 2220 to obtain the number.

9.2 Candidates suffering from infectious disease will be referred to a designated examination centre

10 LISTENING COMPREHENSION

All Listening Comprehension examinations are compulsory. Listening Comprehension examinations will be conducted via Mediacorp Radio or with CD players. Candidates are advised to report to their examination centres punctually.


11 SCIENCE PRACTICAL

11.1 Science practical examinations are conducted in shifts. Candidates will be quarantined before and after the examinations. When reporting to the quarantine room for examination, candidates must surrender their electronic devices (e.g. pocket PC, PDA, MP3, iPod), communication devices (e.g. pagers, mobile phones) and computerised aids (e.g. computerised wrist-watches) capable of storing, displaying and/or transmitting visual and verbal information. Candidates found with these devices during the quarantine whether before or after they have done their Science practical examination, are liable to the same penalty as those who commit an act of dishonesty.

11.2 Candidates are not allowed to bring in any reference materials and/or any unauthorised

materials, including the Periodic Table and/or abovementioned devices into the science laboratory.


12 ORAL EXAMINATIONS

12.1 GCE N-Level

INSTRUCTIONS TO CANDIDATES

1 The English Language Oral Examination consists of two parts. Candidates will sit for the paper in the

order given below:

Reading Aloud : You will be required to read aloud a passage. Conversation : You will engage in a conversation with the Oral Examiners on a topic given by them. 2 This is how the test will be conducted:

a) Report to the Assistant Oral Examiner by the appointed time. You will be asked to sign against your name on the attendance sheet. He/She will then hand you a question paper which consists of a reading passage.

b) Study the passage quietly by yourself. You will be given FIVE minutes to do so.

c) When instructed by the Assistant Oral Examiner, return the question paper to him/her. When

it is your turn to be examined, report to the Oral Examiners.

d) The Oral Examiners will hand you a question paper similar to the one you have studied. If the question paper differs from what was given to you earlier, you must inform the Oral Examiners immediately.

3 You must remember to bring your identification document with a photograph (e.g. NRIC or passport)

and your Entry Proof when you report for the oral examination. Please note that the oral examination is compulsory. Candidates who fail to attend it will not be awarded a grade in English Language even if they are present for the written papers.

17 ART

17.1 Candidates will be supplied with drawing paper. Candidates should provide their own drawing boards, drawing pins, paints (a quick-drying medium should be used for the examination), brushes, ink, pens, erasers, water jars, fixative or varnishes and other drawing and painting materials.

17.2 Candidates who wish to use tracing papers for design outcomes or as a printing/collage should

bring their own supply. The tracing papers must be completely blank and cannot be used to trace the preparatory studies directly.

17.3 The drawing papers supplied are of A3 size (42 cm by 30 cm) and A2 size (42 cm by 60 cm) for

GCE O and A-Levels. However, candidates are allowed to use their own paper of a different texture and size, subject to a minimum size of 42 cm by 30 cm (A3 size) and maximum size of 42 cm by 60 cm (A2 size). Candidates must adhere to this minimum and maximum size in order to avoid compromising their exam work during shipping.

17.4 Candidates who use their own paper have to submit the papers to the Chief Presiding Examiner

for verification at the start of the examination. Papers must not have been worked on prior to the examination such as previously coloured, dyed and/or textured by the candidate. Papers must be entirely blank except for the candidate’s name, centre and index number, which should be written on the top right hand corner of the front of the paper.

17.5 Candidates may use any medium they consider suitable for their work. However, candidates are

reminded to use a quick-drying medium for painting to ensure that their work is dry before submission. A fixative should be applied if the painting or drawing is likely to smudge.

O-Level Private Candidates

17.6 Candidates offering 6031/1 (Design Study) may bring their own materials (e.g. newsprint and

magazine cut-outs, etc.) for collage work. These materials should not have been pre-cut or prepared in specific shapes etc. prior to the examination. Candidates exploring printing may bring into the examination venue an un-cut and completely blank Lino sheet for printing. However, all drawing on the Lino sheet and cutting must be done during the examination. Candidates must have these materials verified and approved by the Chief Presiding Examiner prior to entering the examination venue with these materials. Candidates are permitted to bring the preparatory studies into the examination room. However, candidates may not copy or remove items from the preparatory studies to insert or transfer onto their final examination piece. Centralised Centres. They will be informed of their Centralised Centres by 31 Oct 2010. 17.9 Candidates offering 6031/1 MUST submit preparatory studies not amounting to more than eight A2

sheets of paper. Preparatory studies can only be made on one side of each sheet of paper.

17.10 Candidates offering 6031/2 MUST submit preparatory studies of three to five A3 sheets of paper. Preparatory studies can be made on both sides of each sheet of paper.

17.11 Writing papers will be issued on request for 6031/3.
