Study program of “Business administration“ is a higher professional education second level Bachelor program containing 160 credit points ( 1 credit point is equal to 40 contact hours). The duration of full time studies is four years (8 semesters). Study year consists of 32 tutorial weeks and 6 weeks of examination session. Contact hours make 40% of total number of hours, students independent work hours – 60%.
The duration of part time studies is five years (10 semesters), lecturers contact hours make 25% from the total number of hours, but students independent studies including different kinds of works, course papers and preparation for tests make not less than 75% from the tutorial time of definite course.

6. Perspective Evaluation of Study Program from the Point of view of Latvian State Interests.
Having entered the European Union Latvia got the possibility of wider and more intensive commercial activities in the conditions of free market. The demand for highly qualified specialists with good knowledge of international, economic, legislative and business activities management is rapidly growing.
The graduates of IHSPP professional higher education bachelor study program will be the specialists who take an active part in management of local and international project development, facilitate the flow of investments from EU structural funds to the economic, cultural and educational benefit of our republic.

6.1. The correspondence of study program to profession standard and professional higher education standard.
“Business administration“ professional higher education Bachelor study program is formed according to regulations Nr. 481. From 20 November, 2001 of LR cabinet of Ministers “Regulation on the second level professional higher education state standard”. The program corresponds to LR Education and Science Ministry classifier – 4234509 and it is developed in accordance with “Enterprise and institutions managers” professional standard (registration Nr. 0070) which is confirmed by IZM resolution Nr. 283. from 16 May, 2002 and “Project manager” professional standard (registration Nr. 0222) which is confirmed by IZM resolution Nr. 649 from 29 December, 2003.
“Project manager” qualification corresponds to the group 2414 of LR professional classifier, “Enterprise manager” qualification – to the group 1210. Having finished the above mentioned program the graduate is awarded a professional Bachelor’s degree in business management. Developing the program regulations Nr.3. of LR MK from 3 January, 2002 “about licensing order of study program of higher education institution” were taken into account.
“Business administration” program was licensed on May 30, 2003. Nr. Of licence is 04033 – 9, licence term is 30 May , 2006. The realisation of program began with SPPA Senate meeting resolution (Nr. 17) from 4 February, 2004.
“Business administration” professional higher education Bachelor study program of International Higher school of Practical Psychology with professional qualification “Project Manager” and “Enterprise Manager” is formed in accordance with conception of Latvian economical development. The program corresponds to profession standard (see in the appendix) , acquired knowledge and skills are parts of study program. Great demand for qualified project management specialists in Latvian and the EU labour market was the main reason of this project which provides the second level of higher education in project management.
6.2. The results of employers’ questionnaire Managers of some well-known enterprises, such as BV SIA “LTV”, SIA
“Bodybalt”, SIA “Latvijas KI”, Center Laiva , had expressed their opinion about preparation of business and project managers in high schools. The most common answers to the question, what is mostly expected from a young specialist, were following: “ability to work practically”, “team-work”, “ability to generalize ideas and non-standard thinking”. Of course, theoretical skills were also mentioned, but only together with praxis. As the most common drawbacks of studies were mentioned the lack of practical experience, incapacity to combine theory with the real life, abstractness of knowledge, inability to distinguish between priorities and second-rate things. It was also mentioned that sometimes it seems that theory is given too much attention in colleges and that the level of academic staff proficiency is very low. In order to improve the quality of preparation of young specialists, some employers ask to focus on following things:
Combination of praxis and theory; Giving more concrete knowledge; Analysis of real situations, practical tasks and development of skills
particularly necessary for work; Tighter relation to future profession; Better psychological preparation (team work, argumentation skills).

It was interesting that 90% of employers had admitted that they would employ young specialists even without practical work experience. It was written in one of the questionnaires that work experience is not the only decisive factor – what is important is knowledge and gumption.
Results of the questionnaires had proved that the IHSPP has a right attitude in preparing young specialists putting their studies on practical basics, which satisfies market demands.
In order to evaluate which type of studies are most demanded, there was a question in the questionnaire “What are the studies you would support and suggest to your employees?”. The answers had convinced that there is a necessity in part-time studies in order to “study in a working process” and to implement theoretical knowledge into praxis.
7. Evaluation of study program7.1. Objective and tasks of study program
Business administration program is developed as a professional, higher education Bachelor program. The target of this program is to prepare highly qualified, intelligent and creative specialists for enterprise and project management who will be ready for practical work in Latvia, the European Union and other countries.
The tasks of study program:1. Develop students’ abilities of practical project realization: create ideas, develop, manage and put the projects into practice.2. Develop skills necessary for enterprise and project management: ability to work in team, ethical work style, critical reasoning, creative and scientific research work skills.3. Ensure acquisition of necessary theoretical knowledge according to the scientific standard of the 21st century with basics of international commercial law and commercial activities.
7.2. Structure of study program.Study program consists of following course blocs:
1. General education courses developing personality2. Mathematical courses3. Computer science and information technology courses4. Economical courses5. Courses of management science6. Courses of project management.
General courses of study program provide knowledge about society, develop reasoning abilities and communication culture.Mathematical courses are the basis for studies of economical and project management courses.Computer science and information technology courses ensure the necessary knowledge and skills in computer science, compilation of data base and management systems.Courses of management science provide knowledge, skills and abilities of enterprise, state institutions or individual project management.

Economical courses help to understand Latvian, European and international economic processes, their interaction and influence.Project management courses provide knowledge and practical skills in project realization (creation of ideas, management and development of project, modelling, etc.)Study program is based on two main principles:1. Balance between practice and theory2. Balance between professional and general courses which referred to economics and commercial activities.
The program consists of four parts:1. General courses contain 20 credit points. They include business communication, social psychology, psychology of communication, politology, business ethics.2. Theoretical courses contain 36 credit points. They include such courses as finance mathematics, computer science, economics, accounting, taxes, statistics, state finances, civil law of commercial activities, enterprise finances, management of finances, international commercial activities, basics of scientific research work.3. Professional specialization courses contain 60 credit points. They include science of management, commercial activities, marketing, marketing research, industrial management, theoretical basis of project management, project investments, management of project innovations, management of quality systems, international commercial activities, labour law and protection, personnel management, crises and risk management, strategically management of project, course paper.4. Optional part contains 6 credit points and gives possibility to the students to specialize in the chosen field and learn the third foreign language.
Professional practice - 26 credit points. State examination and diploma paper development and defence contain
12 credit points (2c.p. – state examination and 10c.p. diploma thesis development and defence).Since the time of study program licensing some minor changes have been
made in the program: there was introduced the course “Basics of scientific research work” (2 c.p.) to prepare the students to the growing demands of scientific analysis and solution of economical and social problems. In order to keep 36 credit points (CP) for a study program, there had to be some CP taken away from some program subjects, i.e. State Finance course was taken 1 CP away, International Finance course (called like this due to EU requirements) was taken 1CP away as well. A course Finance Management of an Enterprise has remained without essential changes (the name of the course was slightly changed – it was called Enterprise Finance before). A course Communication Psychology (the number of CP has remained not changed) is based on Social Psychology and Business Psychology and Ethics.
One of the main topics of courses in Accounting and Theoretical Argumentation of Project Management is project inner control. As for students lack information about business environment evaluation, a course Project Audit is replaced with a course Research methods of entrepreneurship environment (the number of CP has remained not changed).

According to students’ wishes and requirements, there is a bigger amount of additional subjects offered, such as Logics, Enterprise Activity Planning and Advertising psychology.
7.3. Practical realisation of study program.A student acquires a Bachelor’s degree having passed all examinations and
tests (160 credit points) including 3 course papers (9 c.p.), 74 independent works, 5 practical works (26 c.p.) which consist of library (1 c.p.), organizational (2 c.p.), advertising (2 c.p.), introductory (8c.p.) and diploma (13 c.p.) practices. Finally a student should develop and defend a bachelor’s work (10 c.p.) and pass state exam (2 c.p.).Students are introduced with usage of marketing techniques in a definite enterprise acquiring project development and management methods during their practice time. Students conduct a research work at the time of diploma practice. Optional courses (6 c.p.) give a possibility to choose subjects which are necessary for their career.
Traditional lectures are substituted by interactive cooperation between students and lecturers. Which facilitates students activity, development of creative ideas and independent work. Study process includes seminars, discussions, talks, analysis of situations, practical works, project development, presentation of independent work, business games, creative tasks in groups.
The quality of study knowledge and process is provided by independent quality system. There is a coordination council of basic study courses which examination and analysis of study program, lectures and methods of teaching, It can propose how to change and supplement a study program. Commission members manage Exchange of experience and take part in examinations and tests.
A teaching staff works out a plan of each lecture including various methodise and distributing materials to help the students in the process of studies. The students can get information about study programs, methods of teaching, recommendations on course papers and Bachelor’s thesis, practice regulations.
The efficiency of study process is ensured by students research work which takes the following forms:
individual assignments and course papers; taking part in conferences; Bachelor’s paper.
Students start their research work having chosen the theme of research to work out a course paper according to the definite standard during their first year of studies. Every week there are consultations on the methods of writing a research paper, usage of research techniques, data analysis and interpretation and presentation of results. The course „Basics of scientific research work” provides the initial skills of scientific research work. The main trends of students research work refer to contemporary business management and project management used in practice. The students get a special experience in creation and development of ideas and their practical realisation during a project week twice a year.
7.4 Evaluation systemStudy process and students’ knowledge are being evaluated according to quality
and quantity. The quality of a study program is proved and controlled in two stages: first, it is regulated by rules about basic orders of work organization and quality proves confirmed by the Senate; second, there is a students’ and lecturers’ self-assessment system in form of questionnaires.

The choice of an examination form strongly depends on specificity of study subjects: in specific subjects there is usually practical work with computers; in seminars – a presentation and a public defence of an individual work/project; in theoretical courses – written tests. Final marks for specific courses depend on marks received for individual works and final exams. Students are obliged to write term papers in the end of the 2nd, the 4th, 6th terms, and they are required to receive positive results in all types of examination.
There are two more essential facts in evaluation of a study process – students’ active participation in lectures and seminars, and quality of individual and team works.
In the end of their studies students are obliged to pass state exams and defend their diploma paper.

7.5. Students
7.5.1 The number of students involved in programNow the total number of students involved in program is 21.
7.5.2 The number of matriculated first year students2004/05 – 7 students were matriculated
7.5.4 Questionnaires and their analysisIn February 2005 to better find out students’ needs there was carried out a
questionnaire of students enrolled in program “Business administration”. The results of questionnaire show that studies in IHSPP are chosen mainly because of two reasons:
A program is offered, which trains qualified project managers (what is not by similar programs of other colleges);
IHSPP is orientated towards practical knowledge, which give more advantages in the labour market.All of the students mentioned that the first study year on the whole has
persuaded them that their choice had been right. They admit the fact of getting more interested in their specialty during studies also; the program of studies is evaluated as correspondent to students wishes.
The overall estimation of lessons organized by their lecturers is high (80%), relationships between students and teaching stuff are said to be positive, however, some students have mentioned that they would like this cooperation to be tighter and more creative.
Students were asked to answer a question about their readiness for the competition in the labour market, for, in our opinion, this question is getting more actual all the time and it is unacceptable for new professionals to increase the number of unemployed. Most of the students have properly appraised their primary preparation for the competition in the labour market: “Attention has been paid to that, however, it might be more intense” (40% of respondents).
7.5.6 Students’ participation in improvement of study processThere are informative meetings about actual problems of study process, which
provide the students with information about activities of a College in the beginning of each semester. Discussions and exchange of information with students help to define students’ needs and satisfaction with contents and form of study process. As for the most part of students is employed, they put high demands to the College. Administration of the International College of Practical Psychology (ICPP) is interested in solving problems and meeting the needs of both - of students and College. Students’ interests are always considered and satisfied. Cooperation with students is one of the main sources in the study program improvement and democratization.
Students’ wish to become good specialists makes them demanding in attitude to themselves and the teaching staff. They highly evaluate kind and favourable attitude of administration and teaching staff as well as a free atmosphere according to the results of questionnaires.

7.6.3 The policy of academic staff selection, rotation and development People with corresponding professional level are employed at the IHSPP. We
sign employment contracts with prominent lecturers from other Colleges as well as organize lecturers’ exchange with other Latvian and foreign Higher schools.

Our program is new and there are few specialists who could qualitatively prepare the students for project management in Latvia. There is a necessity to look for skilled specialists-practitioners who for the moment don’t always have their studies finished and academic degree received. Innovations and not traditional creative approach can be facilitated, if there are international specialists-practitioners involved in the study process. These people are often engaged in international projects and are eager to take part in the study process at the IHSPP. For this they have to sign an employment contract.
In general the program is put into practice according to a plan, but because of high demands we have to continue our search for highly qualified academic staff.
Lecturers improve their qualification studying independently, attending courses, seminars, conferences and taking part in national and international projects and cooperating with colleagues from other school and other educational institutions. In this way they can acquire more knowledge and skills.
SPPA facilitates development of its academic staff providing it with new scientific information, technical stuff, and creating a pleasant atmosphere at the working place.
7.7 Financing and infrastructureFinancial sources of a study program are based on students’ tuition fees.Materially technical basis of a study program consists of a building on the
Bruninieku Street 65 and a building – on the Gogola Street 12. These two buildings together with the surrounding land (total area – 5 200 m2) are counted as real estates of the school. Rooms for the administrative office (area – 24 m2) are rented in a building of the Academy of Science on the Academy Place 1. There is also a campus in Stameriena (district of Gulbene; area – 2100 m2) specially meant for seminars, trainings, project development and recreation.
Lectures in the program of Business Activities are held in the building on the Bruninieku Street 65. There are also recreation premises as well as two apartments for foreign academic staff.
As for students need to work a lot with computers, there are 3 computer rooms with 116 computers (104 - IBM system PCs including 81 Pentium III and IV; 14 – Macintosh system PCs) and 8 printers available for students’ needs. Internet connection facilitates productive work of students and lecturers. It is possible to use some peripheral devices in the study process: two black-&-white A4 format laser printers, two A4 format and one A2 format colour jet printers, 6 scanners, 6 video cameras, 6 digital cameras and some more.
Students can access audio, visual and other technical equipment, such as 20 TV sets, 1 film projector for larger classes, 20 video tape-recorders, 25 Dictaphones, 2 equipments for binding books and booklets, 5 photocopiers and digital editing equipment. It is possible to work in a film laboratory that is equipped with 3 cameras, 1 layout table and a special lighting system. There are rooms for visual art classes in the basement of the College building. They can be used, as well as the garden in the back yard of the building, for extraordinary and creative workshops.
All equipment and devices necessary for studies are purchased according to a plan, which meets all requirements of the study program.
The College takes care of its students’ and academic staff’s health and offers a possibility to use a gym (area – 60 m2) with all necessary fitness equipment and showers. In order to offer a broader program of physical activities, there is a sports

hall rented in Latvian Academy of Arts and swimming pool lanes in Natalija Draudzina school.
Students and academic staff can enjoy a cup of tea, coffee or cocoa, while studying and working.
There are two Resource Centres in the school (one in each building), which provide students with study materials and offer big choice of audio and video records.
In order to meet all methodological requirements of a study program, there is a large library complex offered that includes a library and a reading hall (area – 180 m2). Now there are 13 080 books in the College libraries and Resource Center funds. 2100 books are used for the study program of Business Activities.
The School buys books, periodicals, highly concentrating on the latest foreign editions, in Latvian, Russian, English and other languages in order to provide students. IHSPP offers its premises for various exhibitions, which give students information about latest professional literature.
EBSCO database is great advantage for students and teaching staff. It gives electronic access to newest information about social science, business and economics, including management, marketing, finance, accounting and communication. “Business Source Premier” database offers access to 7800 magazines all over the world starting from the year 1922, including such popular editions as Harvard Business Review, Administrative Science Quarterly, Academy of Management Journal, Journal of Marketing Management, Journal of International Marketing etc.
7.8 Public Relations
7.8.1 Relationships with employersWe can contact employers using High School and personal connections, as
well as contacts of working students’, whose employers would be interested in improvement of IHSPP study programs and provision of working places for practicians. In future we will try to arrange practicians places even for full-time students.There are contracts on students’ praxis places in the appendix.
7.8.2 Collaboration with similar study programsWe have signed collaboration agreements with other Latvian High Schools
upon similar study programs. Our collaborating High Schools are Business School Turiba, Higher School of Social Technologies, Baltic Russian Institute and Transport and Telecommunication Institute.
7.8.2.1 Comparison with other programs Contents and structures of IHSPP professional Bachelor’s study programs are
compared with similar national and foreign High School programs. There are similar programs in Latvian University, Latvia University of Agriculture and Business School Turiba. These study programs are aimed at preparing specialists for management of entrepreneurship. Subjects referring to project management are just a small part of a program.
IHSPP study program however differs from other programs because it includes a whole course of subjects, which give knowledge and skills necessary for project managers.

IHSPP professional Bachelor’s study programs are compared with programs of Rotterdam School of Management of Erasmus University and Vienna University of Economics and Business Administration.

· There are subjects connected with economics, management and finance, included into all study programs.
· Study programs are aimed at research of people researches, project and behaviour management, legislation and studying information systems.

programs is put on combination of traditional and modern teaching techniques.

· Amount of subjects connected with management is higher; there is a new subject Industrial Management in IHSPP; course in Accounting is shorter.

· The program includes praxis in a certain company that uses methods of project management.
· IHSPP puts larger emphasis on such subjects like International Law, International Economics, International Commercial Activities, Basic principles of EU.
· The process of learning includes creative research, group activities, business and computer games, as well as project modeling and management.

“Business administration” depends on tendencies of LR economic development, foreign investments in state economics, a growing number of enterprises and necessity of well educated project managers. Project managers will have an opportunity to be involved in international economics, political and administrative processes in Latvia and in the EU.Entrance in the EU gave Latvian students possibility to take part in various international projects, student exchange programs.
In future students will be offered a professional higher education Master study program “Business administration”, which will give Masters a possibility to obtain a qualification of a project manager.

The main idea of the course. This course will allow students to obtain main principles of interaction, to explain one’s own interaction with the society. Psychology science includes many different themes - that is why opinions might be controversial.
Goals of the course.· Learning basic teaching skills;· Skills of working with information;· Written and oral expression of one’s ideas;· Theory implementation into praxis;· to give basic theoretical knowledge and to define basic questions of interaction;· ability to analyze and understand oneself and other people;· Introduction with psychological research methods (questionnaires, tests, etc.).
Content of the course. Concepts of interaction psychology. Interaction slips. Conflicts. Presentation.
Creative home tasks.5-7 minute presentation taking into account the theme “Monologue in the interaction”;feedback / self-assessment about one’s presentation and one feedback about one course mate’s presentation according to certain parameters;Observation of an interaction situation and analysis of its slips;Analysis of conflict situations after practical seminars;Preparation of chosen themes as a brochure during one term and its presentation in the end of the term (team-work: 5-7 people);Preparation of a questionnaire and a survey upon a chosen topic. After: Analysis and interpretation of results.

Money, banking system and monetary policy. IS-LM model. General offer. Macro economical balance. Economical cycle. Employment and unemployment problems. Problems of inflation. Economical growth. International trade, state payment balance. Currency exchange rates and international system of finance.
