WORD OF INTRODUCTION Dilemma?

Our official documents today state that "in accordance with Article 4 of the International Statutes the founding of a new National Section can take place in any state which is a sovereign state, according to the existing international law, and where it is possible to execute unrestricted realisation of the principles set out in Section A of the International Statutes of the International Police Association"

In other words this means that any section, and therefore any state where we accept a section, "is committed to the principles set out in the Universal Declaration of Human Rights as adopted by the United Nations in 1948 and recognises that any form of torture is absolutely inconsistent with these principles".

However, our documents also state that "members of the police service of a country where there is no IPA Section may be admitted to the membership of existing Sections as Foreign Associate Members" (FAMs) and that "to establish a Section it is necessary to have a minimum of fifty Foreign Associate Members…".

Do you get my point?

We are faced with the situation where we could have more than 50 FAMs (minimum number of members required for establishing a new section) in a state and still not be able to affiliate such a section because this state is not complying with the conditions explained above.

This means, in effect, that we consider that any police officer in the world is good enough for joining our association, but not as a group willing to

establish a section if the state they live in does not comply with some of our rules.

I don’t say that this is wrong, but at the same time I don’t pretend that this is right! I just notice that many police officers are willing to develop the IPA, also in states which do not currently "qualify" on a political level…

The question is: should we keep this rule as strict as it is, and show ourselves more politically correct than "policely" correct? The answer is not mine, but the question deserves a debate, as we receive many requests from countries which we cannot accept as Affiliated Sections in our Association under our current rules.

I admit that it is not a simple dilemma, but queries call for answers, and I wish the delegates to reflect on this question, so that we can go ahead and come up with the best IPA answer, for the good of the Association and its development.

‘NEW’ NATIONAL PRESIDENT IPA Estonia

Lately there have been many discussions about what to answer young police officers who are invited to join the IPA and who ask what IPA will give them.

It was discussed in the Northern European Forum in the Netherlands in February; it was talked about at the IPA Central and Eastern European Conference in the Czech Republic in May; it was also one of the topics at the annual meeting of the IPA Estonian Section in March. We could say that it is a so-called million-dollar question, or to be more precise, the answer to this question would be a million-dollar answer. We have not yet found the one and only correct answer, but we can give some good examples:

4 Estonian police officers, 3 of them IPA members, went to Moldova on a work assignment. They flew back home via Kiev and since there were 6 hours between flights, they contacted the IPA Ukrainian Section and asked if they could assist them to pass the time. As a result, our friends in Ukraine organised a 3-hour city tour for them.

Or as a further example, we hold our IPA Summer Days every year during the third weekend of July and we invite our friends from neighbouring countries. We do not organise these Summer Days only for IPA members, but we organise them for families, so that IPA members can take their spouses and children with them. As a result, when the Summer Days are over, quite a lot of participants say that they cannot wait for the next year’s summer days to start. When we meet our Finnish friends during the year, quite a few of them ask straight away, when and where our next Summer Days will be held.

Could the above be at least a quarter of the answer to the question: what does IPA give us?

AROUND THE WORLD

IPA Croatia organises well-attended shooting competition in Dalmatia

For the third year in a row, the IPA regional club of Split-Dalmatia, Section Croatia, organised a shooting competition on 9 May 2015, which was open to all members of the club and friends of the IPA.

Besides the hosts from the IPA Regional Club Split-Dalmatia and the Police Administration Split-Dalmatia, the competition attracted competitors from nine other IPA regions from six different IPA sections, as well as competitors from the Police Academy in Zagreb. Ninety eight competitors, both female and male, from IPA Germany (Stuttgart), IPA Czech Republic (Havirov), IPA Bosnia & Herzegovina

(IPA Livno and IPA County West Herzegovina), IPA Montenegro and IPA Hungary, together with the representatives of IPA Section Croatia and the host IPA RC Split-Dalmatia, spent the competition day on the shooting range, while the evening was reserved for a relaxed gathering which all participants used for the exchange of knowledge, experiences and ideas for new projects. This event showed once more that police officers around the world have common subjects of interest, share similar problems and the same daily professional routine, and that they are extremely proud of the profession they had chosen. Both the Deputy Minister of the Interior, Evelin Tonković, and the mayor of the City of Split, Ivo Baldasar, had given full support to this event and even took the time to attend. A fantastic first IPA experience: IPA Canada’s Skeeter Kruger enjoys IPA hospitality in Boston

Following a recent tour of Boston, USA and utilizing the IPA for assistance, I was encouraged to prepare this article for distribution.

I have been a member of the Ontario Provincial Police (OPP) for almost 18 years. My only experience with the IPA previously was to escort a German Inspector and his wife throughout Ottawa when I was posted there in 1999. My father, a retired D/Inspector has described his travel of Europe and enjoying the comforts of IPA houses. I was strongly urged to join and made the commitment after my girlfriend and OPP Auxiliary Constable, Tammy Whitehead qualified for the 2015 Boston Marathon. Neither of us had been to this area and we were hoping to receive suggestions for accommodation, sights of interest and Marathon tips prior to our arrival on April 17, 2015.

Prior to arriving in Boston, I had received several phone calls from Joe Teta. I learned that he was a retired Patrolman from Boston PD and an active member of Region 12. Our phone calls verified arrival and departure times and that our accommodation at the Royal Sonesta hotel along the river was a "great choice". He inquired as to our itinerary and tentative meeting times were discussed so that we could meet and he could provide a personal tour of his City. Tammy and I were nervous and very excited about arriving in Boston, but the phone calls from Joe eased any apprehension.

April 17 was arrival day as explained. We landed early morning, grabbed a taxi to the hotel and settled into our river view room. A walk about of the immediate area for familiarization was a good idea. During our walking tour, we were contacted by Mr. Teta to confirm that we were available this evening for dinner. At 6:30pm, Tammy and I were picked up at the hotel by Joe and we headed to his favourite Italian eatery called Angelo's that was north of the City. At the restaurant, we also met Joe's significant other, Lindsay De Mont. Following introductions, a fantastic dinner including cocktails and meeting the owners of this fine dining establishment, the tone had been set and any nervousness that we felt prior to leaving Canada, were gone.

Saturday morning, we made our way downtown to pick up Tammy's race kit and do some shopping. We made our way back to the hotel to drop off all of our items before heading to Fenway Park for a baseball game. Following more suggestions from Joe, getting to the ballpark and purchasing the ever important ball game beer went without incident. Although the Red Sox lost the game, the history and lure of this ball park was well worth the price of admission.

Following the game, Joe contacted us to make sure we arrived to our destinations throughout the day and to make sure we were available Sunday morning for a "proper tour" of Boston. So at 10am, Tammy and I were picked up by Joe at the hotel and the tour commenced. We could have jumped on several tour buses, duck boats and taxi cabs. All of the tour options would have been very expensive and not near as informative as Joe made it. The tour commenced with travelling the river edge past MIT as Tammy had enquired about Heartbreak Hill. This is about the 21 mile mark of the Marathon and quite the climb as we learned. We travelled a fair amount of the Marathon route which was currently open. Historical landmarks were pointed out along the way including Boston

College, Boston Common (park) and a photo op was taken in front of Cheers.

The tour continued to the USS Constitution Museum. This 1700's battleship is being prepared to be put into dry dock for 3 years’ worth of maintenance. A current battleship could be seen from the shoreline and we were introduced to a Park Ranger which included receiving a patrol patch. Joe then took us to Bunker Hill. This is a historical location in Boston history marked by a large memorial tower.

Lindsay joined us then to tour "Old Boston". We walked the cobblestone streets, went into the Old North Church and took in the Paul Revere Park. Taking in all of this history made us a little hungry and Joe then treated us to lunch at his favourite, 89 year old bakery. Mouth-watering treats and the largest, meat filled sandwich I have ever dined on! After returning to our vehicle and a viewing tour of more of Boston, Tammy and I were returned to our hotel to prepare for the Pre-Race dinner at City Hall. Joe and I exchanged patches and a promise to keep him appraised of how our trip continues including Tammy's race results.

Monday was RACE DAY and a very early start. Buses transported the runners from Boston Common to the starting area outside the City. Only runners were allowed on the buses, so my self-guided tour of Boston around the race route commenced. For obvious reasons, the security was everywhere. As a police officer, I was proud to see police, officers and tactical, security personnel, Firemen and EMS working together to make everyone feel safe. There were an estimated 30,000 runners and all ages and abilities, which would then have many more family members, media and race officials, making it difficult to get a rail side view of the race. The energy along the entire route that I was able to get through was a feeling that I have not experienced since Canada hosted the Winter Olympics. The weather was very wet and cold, but that did not deter the cheering and bell ringing for the 4 hours that I stood at the 26 mile mark

waiting for Tammy. I was very proud as she finished the race in under 4 hours as she had hoped. It was hotel bound, hot showers and a Cheesecake Factory dinner for my tired athlete.

Our last day in Boston was Tuesday, April 21. We were not flying out until 8pm, so we enjoyed a beautiful day walking more of the City and ‘Cheers’ was our luncheon location. This was followed by more cobble stone streets, a little more shopping, a follow-up phone call from Joe. A hot coffee at the river's edge rounded our day off before flying out.

The IPA locally and in the USA were prompt, informative and supportive of our excursion to Boston. Joe Teta of Region 12 went above and beyond as our host. The time and energy that he expended to make our vacation enjoyable cannot be put into words. He is a sincere gentlemen and the best ambassador that the City of Boston could ask for. Tammy and I have met 2 wonderful people and have lifelong memories going forward. Thank you to the IPA at every level and to Joe Teta. Upon returning to work, I have promoted the IPA to my co-workers for their future travels.

News from IPA Malta Dear friends,

During the past weeks, we at IPA Malta have been busy preparing the events to celebrate our 51st Anniversary. This year, as you know, we organized the 2nd IPA Malta International Pistol Shooting Competition between 23-27 April 2015. We are a small section with very limited resources, and the organization of such an event involves a large amount of work and preparation by a handful ‘sof staff. Apart from that, we need the assistance of other

institutions. We are very happy with the end results and hope that the participants

enjoyed their experience and stay amongst us.

Participants from IPA Kenya and Poland, together with a team from IPA Malta and Gozo took part in the shooting competition which was spread over 2 days, with a team and an individual event. We also had a visitors’ program where members from IPA Poland and IPA Austria were taken for tours around our islands.

IPA Kenya’s team, composed of Anthony Kamunyi and Samuel Ngariba won the team event while Mr.Samuel Ngariba also won the individual event. A farewell dinner was organized at a hotel where several members of IPA Malta were present.

Superintendent Alexandra Mamo presented the prizes to the winners and participation mementos to all participants and guests.

We wish to thank the main sponsor of the event, Eric Sammut of Quantum and NEA- North Eastern Arms, for giving us 2 NEA-15.5’’ semi-automatic rifles as prizes. The Malta Tourism Authority and the Malta Police Force also assisted us in the best possible way.

Visit to Sicily:

On 16 May 2015, IPA Malta organized a day trip to our neighbor island of Sicily. The trip started at 5am on a catamaran which connects the 2 countries. Upon our arrival we stopped in Pozzallo for breakfast. We visited the cities of Vittoria and Modica and had lunch at a local agriturismo institution. IPA Malta is planning to organize a similar trip at the end of August.

Visit by members of IPA Savona:

On 21 May 2015, a group of members from IPA Savona, including the President Ornella Camoirano and the Secretary Alberto Audisio visited our islands while cruising the Mediterranean on a cruise ship. The National President met with them at the Cruise Liner Terminal and together we visited Valletta. Although the stay lasted only 4 hours, there was a feeling of mutual assistance and of a

good working relationship between the two sections. We thank both IPA members for asking us to meet them during their holiday.

IPA Poland organises campaign for school children: ‘Safer and more environmentally friendly with us’

In 2015, the Polish IPA Region "Swietokrzyskie" celebrates its 15th anniversary with various entertainment, education and art events throughout the region. In May 2015, the Secretary General of IPA Poland, Arkadiusz Skrzypczak, and the regional IPA Chairman, Robert Literacki, organised an event aimed at primary school children, in cooperation with an environmental company. This event also involved the Border Guard Service, the Municipal Police as well as fire-fighters, and was held under the patronage of the head of the regional municipality.

Around 300 pupils learned about ecology - water supply and waste separation. In addition, police officers trained the school children in road safety and emergency rescue. IPA representatives introduced the idea of NGOs and used the IPA as an example of what voluntary activities can achieve for the local community. Fire-fighters informed about the national rescue and fire-fighting system. The Border Guard Service talked about border protection and counter-terrorism.

Apart from receiving training, all children attended special shows: the police presented K9 training, and the fire brigade encouraged the pupils to wear firemen’s gear. All services invited the children to have a look at their special equipment cars with life rescue equipment.

The youngsters were reminded of the emergency telephone numbers and were encouraged to visit their local police stations. IPA members and the Chief of

the Municipality distributed reflective gadgets, small gifts and sweets for the children.

This event was the first of several planned for 2015, and was held in close cooperation with local municipalities and environmental organisations. However, the main contributors are the uniformed services, united by the ideals of the IPA.

A note of thank-you from IPA France following the tide of solidarity after operation ‘Charlie’

On 7, 8 and 9 January 2015, France witnessed tragic events, during which 3 of our colleagues lost their lives and 5 others were injured.

The chairperson of the national social commission (CNAS) of the French section was put in charge of this matter.

We have received many donations and messages of solidarity from members, regional branches and foreign IPA sections from all around the world.

Thank-you messages have been sent to all of these.

I would like to thank you sincerely in the name of all IPA France members for taking part in this symbolic gesture.

‘You have shown support to our colleagues who were deeply traumatised. Three colleagues have lost their lives and their families were thrown into distress and sadness, and you were at the side of those who suffered. We appreciate all these messages of sympathy, and IPA France will forever be grateful to you for all of this.’

A total of 10 400 € was collected and will be divided equally between the injured colleagues and the three families who have lost one of their loved ones.

The support and the solidarity of all members within our Association in these difficult moments are the cement binding our sections together, forming a stronghold in the face of fanaticism, inhumanity, ignorance and human stupidity.

It is in effect one of the core tasks of the IPA.

IPA Peru takes part in the second meeting of the Subsidiary Technical Working Group on Police Management

IPA members took part in an event jointly organised by the Peruvian government and the Organization of American States (OAS). The IPA is in Consultative Status with the OAS, and this event aided in strengthening the bonds between both organisations.

The OAS and the Peruvian government organized the second meeting of the Subsidiary Technical Working Group on Police Management in Trujillo, Peru on 23 and April 24, 2015.

The event was convened by the General Assembly of the OAS during its forty-fourth regular session held in Asunción, Paraguay in June 2014 and aimed to promote effective cooperation, facilitate the transfer of knowledge, support technical assistance and sharing promising practices in police management between the states in the hemisphere.

The meeting focused on the following topics:

1. Hemispheric cooperation in police training

2. Police management and well-being

3. Social transformations

4. New trends in violence

5. Crime in the Americas

6. Role of Community outreach

7. Crime prevention

Other topics included the participation of women in public safety, police ethics and the use of technological tools to deal with crime. Participants also discussed the implementation of an Inter-American Development Network and professionalization of the police, a matter which will lead to develop scholarship programs, exchanges,

and police training according to the highest international standards. In addition, the importance of Ameripol

for developing police cooperation and coordination was highlighted.

At the meeting, the Director of the OAS, Mr. Duarte, recalled that organized crime "remains today one of the major challenges for all our countries and our citizens," and that in this complex scenario, the institutions responsible for security, and particularly police institutions, "not only face new challenges to security, but also citizens who demand a police which is better prepared, more transparent, closer and more committed to their community." In that regard, he noted that "it is only through a coordinated and integrated approach that we will be able to efficiently address critical scenarios of insecurity in the region."

The participants of the meeting included the Deputy Minister for Internal Order of the Ministry of Interior of Peru, Mauro Medina Guimaraes, the Regional President, Cesar Peralta Acuña; the Mayor of Trujillo, Elidio Quispe Espinoza; the Director General of the PNP Goicochea Jorge Flores, the Chief of the General Staff of the PNP, Romero Vicente Fernandez, the Director General of International Relations of the Ministry of Defense of Peru, Ambassador Librado Orozco Zapata, the Director of the

Department of Public Security of the OAS, Paulina Duarte, delegates of the countries of the Americas, as well as officers of the National Police of Peru and IPA members.

ON THE TABLE OF THE IEB

ISC Liaison Officers’ Seminar held in Larnaca in April 2015

The first professional seminar of the International Social Commission gathered 24 participants from 14 sections. I would like to thank Section Cyprus, especially the President, Michael Odysseos, the Larnaca region and Andreas Palaris for assisting us and for hosting this seminar.

I would also like to thank the ISC members for their hard work and the service they provide to our sections and members: Kyriakos Karkalis from Greece, Eran Israel from Israel, Billy Saunderson from Ireland and Silvana Sergi from Italy.

The duties of the ISC will change after the World congress in Cyprus in October this year. The ISC and ICC will be combined into one big commission: ISCC.

I have always maintained that the main role of the Commission is to provide a service to the sections. Service through new ideas, improved procedures, practice and concrete assistance in areas such as emergency aid.

We have been leaders in making many significant changes, and all of you have been partners in this process.

The main issues we have dealt with are the following, beginning with international emergency aid:

There were serious floods in the Balkans last year, and this provided a good opportunity to explain the importance of the procedures again. We have amended the rules and procedures. Now we react more quickly and efficiently, with international aid being transferred directly to the section.

One of the major activities of the IPA is hosting and travel. In recent years, we received complaints regarding the travel form. The ISC, therefore, conducted a comprehensive survey, which was presented to the seminar participants. The current form is not electronic, not on our websites and not usually used.

The rules have to be simplified and sections should act according to the procedures. These issues were discussed in a workshop, which produced a lot of efficient ideas.

The ISC is leading a revolution. From 64 hosting options in 2010, we now have 460 and the area of ‘other accommodations’ is growing. New ideas relating to this were

discussed in a further workshop.

The house managers’ meeting was held in Athens in April last year.

The next meetings will be in the U.K, Romania and Portugal. We hope that these meetings will incorporate this new hosting strategy and that you will all be part of it.

We learned a lot from the EPFG in the ISC meeting in Belgium last year. We received new ideas from the participants and this was discussed in the workshop. According to the data we received on the WPFG and the EPFG, less than 10% of the participants are IPA members. We would like to increase IPA’s participation, and my idea of IPA games and the idea of European IPA games can be combined.

We have 3 major activities in the IPA: travel and hosting, social events and sports. The major one is social events and this area is growing every year. All sections have social events. The variety is impressive: lots of activities within the local community, charity work and volunteering; we can be very proud of our achievements.

The seminar continued with a presentation by Eran Israel:

Reports: they are a tool to develop and plan ahead. It was discussed how to improve them and give us a better strategic view.

Social activities: the major activity within the IPA. A lot of charity work is done by the sections. We discussed how to report the activities and mutual learning by sections.

Emergency aid: most of the aid goes into the sections, to local members. Also, a lot of great projects such as supporting children, young students and families of police officers. The rules were discussed, and the need to follow them, because of problems that occurred in the past.

The new formula for the sports trophy was presented. The idea is to give a chance to small but active sections.

Social media and the possibilities for IPA were discussed. The ISC Facebook page, the international website, YouTube. All are open to transfer news, updates, mutual learning.

The International Youth Holiday Programme is a very problematic project. The ISC receives more than 200 applications a year, especially from Spanish speaking countries, and the requests are for exchange with English speaking youths, mostly in the U.K. Only a few confirmations are received and we will have to consider whether to continue with the project.

Kyriakos Karkalis held a presentation on the following topics:

IPA houses and other accommodation options, including the rules, directives and the duties of each section.

The international questionnaire conducted by the ISC, and the results and recommendations were discussed. All the remarks will be dealt with by the ISC in the next meeting.

Travel and accommodation are a major activity for the IPA. We must ensure there is good cooperation between the sections, most of all respecting the rules, such as confirmation by the section and working through official channels between sections.

The new travel form and the new rules were discussed. It will be presented to the ISC for final formulation.

Workshop: Empowering leadership in the IPA social sphere

3 working groups discussed all the issues of the ISC and came up with the following recommendations:

IPA games should start within the sections in 5 sports activities. The winning teams from all sections will participate in an international event.

Travel and accommodation: change the form and the rule. All sections should work with a new form that will go through the national section, after confirmation of the identity of the member.

The International Youth Holiday Programme has to be re-considered.

An international gift with the participation of all sections: a coin with the name and colours of the section for exchange between IPA members and collectors.

The International emergency aid should be done personally. A section asking for aid should present the names of the friends who will receive the aid. The name of the bank account has to reflect the title of the disaster. In some countries, the law requires specific details with names. That way the aid will be more efficient.

The professional seminar is essential to promote cooperation between the sections and to create a professional infrastructure through liaison officers in each country. The seminar provides an important dialogue between the commissions and the sections. It should be part of the activities of IPA.

All suggestions will be dealt with by the ISC and will be put on the table of the IEB.

A full report of the ISC liaison meeting will be circulated to all sections.

A member of Section UK has found making contact with IPA members overseas leads to many positive experiences - including writing a book.

In an article prepared for Section UK’s quarterly magazine ‘Police World’ Edition 3 (to be published at the end of July) Michael Matthews, who is from London, explains how IPA has helped establish contacts whilst travelling, and talks about some of his encounters.

I thought I would like to share a photo with you this month.

This is the scenery which greeted me one early morning when I arrived at work a few days ago: beautiful spring flowers covered in dew …what a gorgeous welcome!

Jen, a member of IPA Section UK, has been coming regularly to create a lovely garden around the Arthur Troop House: colourful spring flowers keep surprising us, and I can see the flowers of the first strawberry plants!

In addition to all of this, a little bench has been placed at the end of our garden.

All I need now is a few extra degrees Centigrade – then you will find me at the end of our garden with a bowl of strawberries next to me on the bench and the computer on my lap, working on your next Newsletter articles
