On Monday, the Education Department released data showing that 7,085 of the 16,453 previously approved claims have now been discharged, amounting to $92 million in loans. According to the data, which were provided first to The Associated Press, another 7,300 cases are in the final stages of the process and will be discharged shortly, while the remaining 2,000 are currently being processed by the department. Still, the wait has left some borrowers paying for loans that were promised to be wiped clean by now, and some have lost wages and tax returns to debt collectors. Ramos ran up $15,000 in debt to attend the American Career Institute, a chain of for-profit colleges that abruptly closed in 2013 after she received nine months of training as a medical assistant. Now enrolled at MassBay Community College and working toward a certificate in surgical technology, Ramos says she hasn't heard any update on her debt cancellation and worries she'll still have to pay it back. "Because of the education I got at MassBay, I'm going to be able to get good-paying job. But it's not fair that I'm going to have to use that money to pay back something that didn't deliver," she said. The Obama administration cracked down aggressively on for-profit colleges that enticed students to take on hefty loans with promises they couldn't keep. It pressured chains including Corinthian Colleges and ITT Technical Institute to close , and it approved at least $655 million in loan cancellations from those chains. Under Trump, the department's new data suggest, no new loan discharges have been approved from the pool of 64,301 pending applications. A department spokeswoman did not respond to a request for comment on Monday. "In its last three months, the Obama administration approved more than 12,000 loans for discharge," said Pauline Abernathy, executive vice president of the Institute For College Access and Success, a nonprofit advocacy group based in Oakland, California. "In its first five months, the Trump administration has approved zero, while tens of thousands of applications languish and borrowers are left waiting for relief." In May, a group of Democratic lawmakers urged Education Secretary Betsy DeVos to speed up the process. Attorneys general from 17 states and Washington, D.C., later told DeVos the delay was harming borrowers. And a coalition of 31 advocacy groups for military veterans sent a letter to members of Congress this month saying many veterans are waiting for loan discharges, adding that "any delay is an affront to defrauded service members." After publicly saying little on the topic for weeks, DeVos said this month that nearly 16,000 cases are now being processed and that "some borrowers should expect to obtain discharges within the next several weeks." Her statement didn't provide an explanation for the delays.

BMW announces $600M expansion as it celebrates 25 years

BMW said Monday it will invest an additional $600 million to expand its South Carolina plant, creating 1,000 new jobs over the next four years.

CEO Harald Krueger's announcement coincided with the German automaker's celebration of 25 years of manufacturing in the state. BMW, which has already invested $8 billion in South Carolina, also unveiled its 2018 BMW X3, a compact sports vehicle expected to be available in November. It will be built at the plant in Greer alongside the BMW X4, X5 and X6.

Senate Democrats: Boost domestic spending, not just defense

WASHINGTON (AP) — Senate Democrats, whose support is needed to pass more than $1 trillion worth of Cabinet department budgets, are demanding that domestic agencies receive budget increases, not just the Pentagon.

Senate Minority Leader Chuck Schumer, D-N.Y., and other top Democrats delivered the message in a letter to GOP leaders on Monday that also restated their opposition to President Donald Trump's promised wall along the U.S.-Mexico border.

The message came as lawmakers faced the return of automatic spending cuts commonly known as sequestration that were the lingering consequence of a 2011 budget deal. Earlier this year, lawmakers wrapped up a bipartisan catchall spending bill that was a product of a 2015 compromise that eased the cuts through the ongoing 2017 budget year.

At the same time, Republicans controlling the House are nearing a pact on their budget framework that would blow through such sequestration "caps" on defense spending by more than $70 billion, while forcing cuts to nondefense programs that are below current levels.

The House Budget Committee appears on track to vote on the measure this week. The GOP plan is a building block for allowing the Republican-controlled Congress to tackle a rewrite of the U.S. tax code this fall, a top priority of GOP leaders and President Donald Trump.

The GOP budget plan would promise a balanced federal ledger in a decade, but Republicans have no intention of actually implementing the document. Instead, their plans to increase defense would increase the deficit in coming years.

But there's no bipartisan framework for the budget year that begins Oct. 1, and battles over the border wall and spending levels make it likely there would be a protracted impasse this fall and a real possibility of a partial government shutdown.

Capitol Hill's defense policy committees are preparing to vote on legislation that would sharply increase funding for defense, adding almost $40 billion on top of Trump's already generous proposed $54 billion increase for the Pentagon. At the same time, Trump is pressing to cut domestic agencies deeply below current levels, though many Republicans have registered their

opposition."In the same way sequestration

has undermined military readiness, sequestration has inhibited economic growth and job creation by failing to adequately invest in the infrastructure that makes our communities thrive," the Democrats said. "These shortfalls hurt the American people, our economy and make us less secure as a nation."

Democratic support is required to pass the annual round of appropriations bills, and Democrats were largely pleased with the results of last month's spending bill, which rejected Trump's request to start construction of the border wall and rejected cuts sought by White House budget director Mick Mulvaney.

Democrats say nondefense programs should receive increases equal to those given defense, but they settled for less in this year's wrap-up spending bill.

The letter, also signed by top Appropriations panel Democrat Patrick Leahy of Vermont, warns Republicans against seeking to enact a handful of spending bills for the Pentagon and other popular agencies while failing to act on bills funding other Cabinet Departments.

Budget office: Senate health bill adds 22 million uninsured

WASHINGTON (AP) — The Senate Republican health care bill would leave 22 million more Americans uninsured in 2026 than under President Barack Obama's health care law, the Congressional Budget Office estimated Monday, complicating GOP leaders' hopes of pushing the plan through the chamber this week.

The CBO coverage estimates pose yet another problem for Senate Majority Leader Mitch McConnell, R-Ky., who unveiled the legislation last Thursday. By Friday afternoon, he was facing public statements of opposition from five GOP senators — three more defections than he can afford and still win approval for the legislation over united Democratic opposition.

Other Republican senators have expressed concerns. But none has ruled out backing the measure if it's changed, and GOP leaders are looking for ways to win more votes by revising the legislation.

"It's going to be very close, but we're working with each one of them in trying to accommodate their concerns without losing other support," said No. 2 Senate GOP leader John Cornyn of Texas. He added, "When senators tell me they want to get to yes, that means that we have a very good chance to get to yes."

In good news for the GOP, the budget office said the Senate bill would cut the deficit by $202 billion more than the House measure over the coming decade. Senate leaders could use some

of those savings to make Medicaid and other provisions in their measure more generous. That could win over unhappy moderates but risk alienating conservatives eager to curb federal spending.

The 22 million additional people without coverage under the Senate proposal is just a hair better than the 23 million who'd be left without insurance under the measure the House approved last month, the budget office has estimated. President Donald Trump has called the House version "mean" and called on Senate Republicans to approve legislation with more "heart."

"This bill is every bit as mean as the House bill," said Senate Minority Leader Chuck Schumer, D-N.Y.

Of the 22 million without coverage by 2026, 15 million would be without it next year, the nonpartisan budget office said. That could be a particular concern to Sen. Dean Heller, R-Nev., who faces perhaps the toughest 2018 re-election race of any Senate Republican. He's said he can't support a health care package that cuts Medicaid like the GOP plan and takes coverage from tens of millions of Americans.

The budget office report said the Senate bill "would increase the number of uninsured people substantially." It said that would especially apply to people between 50 and 64 and with incomes below 200 percent of the poverty level, or around $30,300 for a single person. Those ages are just shy

of when people begin qualifying for Medicare coverage.

Sen. Susan Collins, R-Maine, and other moderate GOP senators have also expressed concerns about the measure's impact on coverage. On the other side, four conservatives have said they oppose the current version of the bill for not doing enough to reduce premiums.

One of those moderates, Sen. Shelley Moore Capito, R-W.Va., answered only "we'll see" when asked if she would support a pivotal procedural vote, expected Wednesday, on whether to formally begin debate. McConnell can lose only two of the 52 GOP senators to move onto the legislation.

The Senate plan, aimed at rolling back much of Obama's 2010 statute, would end the tax penalty that law imposes on people who don't buy insurance, in effect erasing Obama's so-called individual mandate. It would let states ease Obama's requirements that insurers cover certain specified services like substance abuse treatments, and eliminate taxes on wealthier people and medical companies that Obama's law used to expand coverage.

It would also phase out extra federal money that law is providing to 31 states to expand Medicaid to additional low-income earners. And it would put annual caps on overall Medicaid money the government until now has automatically paid states, whatever the costs.

'Like bombs': Bankrupt company's air bags still out there

Takata's lethally defective air bags proved to be the company's undoing Monday. But it could take years to get the dangerous devices off the road in the U.S. and around the world.

Crushed by lawsuits, fines and recall costs, the Japanese auto parts supplier filed for bankruptcy in Tokyo and Delaware and will sell most of its assets for $1.6 billion to a rival company. A small part of Takata will continue to manufacture replacements for the faulty air bag inflators.

The problem, though, is that 100 million of the Takata inflators worldwide have been recalled, 69 million in the U.S. alone in the biggest automotive recall in American history. It will take the industry years to produce that many replacements.

In the meantime, millions of car owners are forced to nervously wait for someone to fix a problem blamed for at least 16 grisly deaths worldwide, 11 of them in the United States. Many owners have been put on waiting lists by their dealers until the parts arrive.

"The big problem is the air bags are still out there. They're like bombs waiting to explode," said Billie-Marie Morrison, the lawyer for a young Las Vegas woman grievously injured by an exploding air bag in March.

In fact, the last batch of U.S. repairs is not scheduled to begin until September 2020, according to the National Highway Traffic Safety Administration, which is overseeing the recall.

"I don't think I have any options," lamented Marv Muller, the owner of a 2009 Subaru Impreza. "It's really bad."

Muller, a recruiter in New York, received a letter in January saying his car needed to have its passenger air bag repaired. He contacted a Subaru dealer, only to be told it didn't have the parts.

He was put on a waiting list and told he would have his car repaired in June. It hasn't happened yet.

In the U.S., more than 16 million inflators have been repaired so far, or 38 percent of the total. In Japan, 70 percent have been replaced, according to Takata. That's partly because Japan won't renew vehicle registrations unless recalls have been completed.

Because of the type of chemical propellant used by Takata, the defective air bags can inflate with too much force and spew deadly shrapnel at drivers and passengers. Takata sold the inflators to 19 automakers, including Toyota, Subaru, BMW, Honda, Ford and Nissan.

Takata's bankruptcy filing clears the way for most of its assets to be taken over by Key Safety Systems, a Chinese-owned company based in suburban Detroit.

Takata President Shigehisa Takada said that with the company rapidly losing value, fiing for bankruptcy was the only way it could carry on.

"We're in a very difficult situation, and we had to find ways to keep supplying our products," Takada said.

Victims and their families fear the bankruptcy filing could leave little money left over to compensate them. Earlier this year, Takata pleaded guilty to federal fraud charges and agreed to pay $1 billion for concealing the defect for years. The penalties include $850 million in restitution to automakers, $125 million for victims and families and a $25 million criminal fine.

"Filing for bankruptcy is going to protect Takata financially, but it's not going to protect drivers who have been injured or are going to be injured," Morrison said.

Morrison's 19-year-old client Karina Dorado was injured when the air bag in her 2002 Honda Accord deployed during an otherwise minor crash. Morrison said Dorado underwent several operations to repair neck and vocal cord injuries, but her voice will never sound the same.

Dorado's car was found to have a defective Takata air bag that had been taken from another vehicle.

That illustrates another one of the headaches for regulators and automakers, who may never be able to trace all of the inflators that need to be repaired.

Lawmakers say the U.S. government needs to do a better job of ensuring the vehicles are fixed. Sen. Bill Nelson, a Florida Democrat, pointed out that the Trump administration has yet to appoint someone to lead NHTSA.

In a statement, NHTSA said it has been assured by Takata that the bankruptcy won't disrupt the flow of repair parts

The safety agency is also making sure older cars are fixed first, since the chemical Takata used in the air bags, ammonium nitrate, degrades over time, especially in hot, humid climates.

That worries Angela Dickie, 47, of Charleston, South Carolina, who owns a 2012 Volkswagen Passat with a Takata air bag.

While her vehicle is not as old as the 2001-03 model year vehicles that are considered a priority for repairs, it still makes Dickie nervous to drive it. She said Volkswagen also refused to provide her with a rental car while she waits for a repair.

"By the grace of God I drive the vehicle every day, just like every other person that has these vehicles, because we don't have an option," she said.

BOSTON (AP) — The co-owner of a pharmacy deemed responsible for the deaths of 76 people in a national meningitis outbreak tearfully apologized to the victims on Monday and was sentenced to nine years in prison, far less than the victims had wanted.

"I'm sorry for your extraordinary losses," Barry Cadden said, wiping his eyes.

A dozen victims who were sickened or lost loved ones asked the judge to give Cadden the harshest penalty allowed under the law for the deadly 2012 nationwide fungal meningitis outbreak, which sickened hundreds of people.

Cadden was acquitted of second-degree murder charges under federal racketeering law but was convicted on conspiracy and fraud charges. He must report to prison by Aug. 7 but remains free on bond until then.

The outbreak was traced to contaminated injections of medical steroids made by the New England Compounding Center in Framingham.

Prosecutors say Cadden, 50, ran the center in a dangerous way by skirting industry regulations on sterility in an effort to push production and make more money. Assistant U.S. Attorney Amanda Strachan said the center was "a massive reckless and fraudulent organization."

At Cadden's sentencing Monday, victims told stories of shattered lives and unbearable loss caused by the tainted steroids made by Cadden's company.

Penny Laperriere, whose husband died after receiving a contaminated steroid shot, said Cadden destroyed her family.

"Who gave him the right to play God?" the Michigan woman said.

She said her husband, Lyn, received the shot to try to get relief from his back pain. He died in 2012.

Prosecutors asked the judge to sentence Cadden to 35 years in prison. Cadden's lawyer said he should get 2 1/2 to 3 years.

The outbreak of fungal meningitis and other infections in 20 states was traced by the Centers for Disease Control and Prevention to contaminated injections of medical steroids, given mostly to people with back pain.

The CDC put the death toll at 64 as of October 2013. Federal prosecutors say 12 more people have died since then, raising the total to 76. More than 700 people were sickened. Indiana, Michigan and Tennessee were hit hardest. One of those who died was longtime Kentucky judge Eddie C. Lovelace, whose widow, Joyce Lovelace, told her story to Congress.

The scandal prompted increased scrutiny on compounding pharmacies, which differ from ordinary drugstores in that they custom-mix medications and supply them directly to hospitals and doctors. In 2013, in reaction to the outbreak, Congress increased federal oversight of such pharmacies.

Federal prosecutor Amanda Strachan told the jury during the two-month trial that the deaths and illnesses happened because Cadden "decided to put profits before patients."

NECC used expired ingredients and falsified logs to make it look as if the so-called clean rooms had been disinfected, prosecutors said. After the outbreak, regulators found multiple potential sources of contamination, including standing water and mold and bacteria in the air and on workers' gloved fingertips.

Cadden's lawyer, Bruce Singal, told the jury Cadden was not responsible for the deaths and pointed the finger at Glenn Chin, a supervisory pharmacist who ran the clean rooms where drugs were made. Chin has pleaded not guilty and is scheduled to go on trial in September.

NECC filed for bankruptcy after getting hit with hundreds of lawsuits. NECC and several related companies reached a $200 million settlement with victims and their families.
