Monday, July 16, 2012 WASHINGTON (AFP) - US President Barack Obama must not wait until his re- election bid is resolved to take action to stop the slaugh- ter of thousands in Syria, the head of the main Syrian op- position group said Sunday. "We would like to say to President Obama that waiting for election day to make the right decision on Syria is un- acceptable for Syrians," Abdel Basset Sayda, presi- dent of the Syria National Council, told CNN. "We cannot understand that a superpower ignores the killing of tens of thousands of Syrian civilians because of an election campaign that a pres- ident may win or lose." Obama, waging a tough domestic battle ahead of the November 6 election, has de- manded Syrian President Bashar al-Assad stand down and offered logistical support to the opposition, but his ad- ministration has ruled out using force. International efforts to squeeze Assad by isolating his regime and seeking sanc- tions against his inner circle have been frustrated by Russ- ian and Chinese opposition at the UN Security Council. Speaking to CNN's Fareed Zakaria from Istanbul, Turkey, after the alleged mas- sacre of more than 150 peo- ple in one of the bloodiest episodes of Syria's 16-month uprising, Sayda said it was imperative world leaders took action now. "If it continues like this, it will lead to the explosion of everything in the Middle East. It will threaten the secu- rity and the peace of the re- gion and even the world. At the last Green EnergyConference held herelast October, the govern-ment of Aruba an-nounced their plans toerect a wind turbine parkat the Urirama locationto generate more cleanenergy and reduce de-pendence on fossil fuels.One month later, in No-vember, President ofParliament, Paul Croesand fellow Parliamentar-ian Donny Rasmijn vis-ited the location upon theinvitation of concernedresidents who are afraidthe park will be erectedtoo close to their homes.

The residents pointedout the potential healthhazards of such a proj-ect. They also pointedout the damage it wouldcause to the beautifulview everyone enjoys at thesite. Based on the concerns ofthese citizens, they prepareda list of questions for theMinister of the Environment,Benny Sievinger, to answer.

During the presentation ofthe budget for 2012, the AVPdivision in Parliament sub-mitted a motion urging thegovernment to conduct astudy of the effects of thewind park turbines within thecontext of reports from“Rijksinstituut for PublicHealth en Milieu” (RIVM):“Wind turbines: influence onthe life and health of sur-rounding citizens,” and othersimilar reports. They alsourged the government to stip-ulate their standpoint on anacceptable sound level forhomes in the vicinity. In theNetherlands the sound levelis 40 decibels. The motionwas approved by the 21members of Parliament. Last

Monday Parliament receiveda copy of the final report onthe social and environmentaleffects, which report containsvaluable information for thecitizens of Urirama, accord-ing to Parliamentarian DonnyRasmijn.

Parliament also conductedan encounter with representa-tives of the inhabitants nearthe Urirama area, the ArubaBirdlife Conservation, withWEB Aruba N.V., Vader PietManagement N.V. and withKEMA, which is the organi-zation contracted to do the re-search of the effects.

Vader Piet Managementand KEMA also organized apublic encounter to presentand explain the results oftheir findings. The major crit-icism was that they failed togive sufficient considerationto the sound of the wind tur-bines which would become anuisance to the inhabitants.Nor did they take into ac-

count the distance ofthe turbines from res-idents and from theKapel di Alto Vista.According to Ras-mijn, in the recentlypublished KEMA re-port, all of these mat-ters were addressed,all the points broughtup by Parliamentwhich were includedin their unanimouslyapproved motion.

They also took intoconsideration those is-sues raised by inhabi-tants during theencounter at the Dr.Edward Cheung Cen-ter for Innovation.The final report re-garding the effectscontains valuable in-formation on the so-cial and

environmental impact. It con-tains the different changesthat will be made such as re-garding the distance betweenthe turbines and where theyspecify would be the best lo-cation to minimize the soundeven below the norms of Hol-land, Denmark and Europe.

Hence, according to Ras-mijn, the sound should notpose a problem for the resi-dents of the area. He claimsthat Parliament has scruti-nized and will continue toscrutinize the project to en-sure that the perceived posi-tive aspects would be inbalance with the effects thismay have for the residents ofUrirama and visitors to theAlto Vista Chapel. Study on Urirama Wind Parkturbines contains valuableinformation

VIENNA (AFP) - The UN'sdrugs and crime office willaim to show the threat posedby the multi-billion dollarglobal organised crime tradewith a new media awarenesscampaign that launches onMonday.

International crime racketspull in an estimated annualturnover of $870 billion (710billion euros) according toUNODC, a figure equal to1.5 percent of global GDP.

The illicit funds are worthmore than six times theamount of money put asidefor development.

The multimedia campaignaims to draw attention to thescale and huge sums involvedin organised crime, whichcovers everything from drugand arms trafficking to cybercrime to the smuggling of mi-grants.

"Transnational organisedcrime reaches into every re-gion and every countryacross the world. Stoppingthis transnational threat rep-resents one of the interna-tional community's greatestglobal challenges," said YuryFedotov, executive directorof the Vienna-based agency.

Drug trafficking, by farthe most lucrative trade forcriminals, is worth $320 bil-lion (260 billion euros) peryear while counterfeiting of

goods brings in $250 billion(204 billion euros).

Around 1 percent of theworld's medicines arethought to be counterfeit, ac-cording to the World HealthOrganisation, a figure whichrises to up to 30 percent inparts of Asia, Africa andSouth America.

The combined cost ofhuman trafficking and smug-gling of migrants totals an es-timated $39 billion (32billion euros) a year whiletrading of ivory and animalparts generates $3.5 billion(2.8 billion euros) in criminalrevenue.

But it also the "humancost" of crime that the UNwants to highlight.

Around 2.4 million peopleare victims of human traffick-ing at any one time, UNODCsays, while drug-related vio-lence and counterfeit medicinesendanger millions of lives.

"Crime groups can desta-bilise countries and entire re-gions, underliningdevelopment assistance inthose areas and increasing do-mestic corruption, extortion,racketeering and violence,"said UNODC in a statement.

The campaign will go outon Twitter, Facebook and thesocial networking site Google+as well as on the dedicated sitewww.unodc.org/toc.

After his meeting with theunion of employees (UEA) atN.V. Elmar, Minister Mike deMeza indicated that he wouldprefer not to get involved inthe dispute so as to allow thenecessary space for them towork internally on a bettermanagement of discussionsand disagreements, a betterinternal communicationstructure that would guaran-tee that communicationwould be organized and wellstructured so as to achieve aconsensus.

On account of a hecticschedule, the Minister wasunable to meet with the union

earlier, but a meeting did takeplace last Thursday. De Mezaheld talks with the presidentof the UEA as well as withthe Director of ELMAR.Each explained at what stagethe negotiations were andwhat are the “bottle necks” inthe discussions.

After an analysis, which isbeing conducted, the Ministerwill again meet with bothparties to come up with astructure to determine how totreat this impasse, and to de-cide on a method for futuredeliberations when such situ-ations arise.

The Minister remarked

that, “it is imperative that anystate-owned company mustcreate a positive relationshipstructure between manage-ment, employees and theunion so that problems can beresolved.” This, he said isbeneficial not only for theemployees and management,but that it also serves the in-terest of the general public.

The Minister observedthat salaries of employees ofthe water and electric compa-nies are relatively small inproportion to the overallcosts. With respect to theelectricity tariff, according tode Meza, employee salariesare only 2 or 3 cents of thetotal price of the KWh, whichis currently 53 cents.

In de Mezas’ opinion, anincrease in salaries will notnecessarily result in an in-crease in the tariff of waterand electricity. However, thismust be carefully analyzedbefore any decision is made,says de Meza. But, he em-phasized, it is imperative thatthey reach an agreement andsolve this conflict.

Maria “Chia” Boekhoudt’slovely smile and “Caha diOrgel” (musical box) tuneswill be missed forever.Maria, born June 16, 1928,began her music careerplaying the “Caha diOrgel” at the age of 10.The musical box, dubbed“El Purfiado” was ownedby her father, Alfonso“Fon” Boekhoudt. As adedicated mother, Mariapassed on her interest andlove for music to her fam-ily, children, grand andgreat grand children.

Her music box, “Soli-taria” participated in theweekly Bon Bini Festivalssince 1990 and at manyother occasions. In addi-tion to her Music Box, in1999 Maria also started adance group, “Nos Folk-lore” and performed lo-cally and in Bonaire.

In 1988 Maria received

special recognition for herparticipation in a musicbox festival at the CasiBari Pink Patio. She alsoreceived recognition forher Caha di Orgel “Soli-taria” at the celebration ofthe 25th anniversary of theBon Bini Festival.

Maria is the composerof various musical itemsfor the cylinder of theCaha di Orgel (musicalbox). She was known topluck music on her violinto inspire her brother Al-fonso “Buchi” Boekhoudtto write pieces for thecylinder of the musicalbox.

Maria was a very giftedmusician; she played vari-ous instruments, such asthe “Caha di Orgel,” theWiri (metal percussion in-strument) the Violin, Man-dolin, Guitar and theCuarta.

Last Mother’s Day, May13th was the last time thatMaria played her Caha diOrgel “Solitaria” beforeshe became ill. Many of uswill miss Maria’s smile

and the lovely melodyfrom her musical box.

With the passing ofMaria Boekhoudt, Arubahas lost another stalwart ofour music and folklore.

Maria was laid to restthis past Saturday.

ADDIS ABABA (AFP) -South Africa's NkosazanaDlamini-Zuma won a tightfought vote to become thenew head of the AfricanUnion Commission, thefirst woman to hold thepost, African leaders said.

She beat the incumbent,Jean Ping of Gabon, in aclosely fought election overseveral rounds of voting.

"Now we have theAfrican Union chairMadam Zumae, who willpreside over the destiny ofthis institution," Benin'spresident and current AUchairman Thomas BoniYayi said.

Dlamini-Zuma, 63, anexperienced diplomat, is aveteran of the fight againstapartheid. A doctor by train-ing, she has served ashealth, interior and foreignminister in South Africa.

Her former husband,South African PresidentJacob Zuma, was one of thefirst to offer his congratula-tions after the vote at theAU summit in the Ethiopiancapital.

"It means a lot forAfrica... for the continent,unity and the empowermentof women -- very impor-tant," Zuma said.

Dlamini-Zuma's win fol-lows her challenge sixmonths ago to unseat Ping,the former commissionchairman, which ended indeadlock after neither wonthe required two-thirds ofthe vote, leaving Ping in thepost.

"She's a freedom fighter,not a bureaucrat or a diplo-mat," said Ugandan Presi-dent Yoweri Museveni,beaming enthusiastically.

Noureddine Mezni,spokesperson for the outgo-ing chairman told AFP thatPing had acknowledged de-feat.

He "has accepted the re-sults of the elections andwishes Madame Dlamini-Zuma the very best.

"He expressed his readi-ness to cooperate with herto work together for theunity of the continent."

John continued to train faith-fully during his over 20 yearsin weight lifting. John has anational record in the snatch130.5kg, clean and jerk170kg and total 300.5kg.

For his participation forthe 2012 London OlympicGames, we asked John a fewquestions about his prepara-tions.

1. How is it going withyour preparations, John?

It is going very well, al-though I only learned just re-cently from the internationalfederation that they are giv-ing me the opportunity torepresent Aruba at theOlympic Games in London.

My coach Hugo Themen istraining me extensively forthis much desired competi-tion.

2. What will it be like foryou to represent Aruba at theOlympic Games?

In one simple word…anHONOR for me. Like theysay, this will be the cherry onthe cake of my career as aweight lifter. Ever since I was13 years of age I have beenpracticing this sport and Ihave competed at various bigcompetitions abroad, amongothers: championships andSouth American games, Cen-tral American and Pan Amer-ican and now an Olympics,

which is the highest of themall in which an athlete cancompete. For me this is adream come true!

3. What can Aruba expectfrom John Henriquez at the2012 London OlympicGames?

You can expect the verybest as an athlete in London,competing against the verybest in the world. I will domy utmost best to representmy Dushi island, Aruba.

WASHINGTON (AFP) -Mitt Romney's campaignsought Sunday to neutralizeattacks on his business careerby framing his decision toleave Bain Capital to save theSalt Lake City Olympics as abold act of patriotism.

Senior aide Ed Gillespiebranded allegations that theWhite House hopeful over-saw the shipping of Americanjobs abroad as "baseless" andaccused Barack Obama ofdemeaning the office of thepresidency through such at-tacks.

"He left a life he loved togo to Salt Lake City to savethe Olympics for a country heloves more," Gillespie toldCNN, hitting back at an in-creasingly strident attempt atcharacter assassination by theObama campaign.

"In classic Chicago-stylepolitics, the Obama campaignis trying to make this some-thing sinister. It's not. It's pa-triotic and it's leadership."

The Obama camp allegesthat Romney was still in-volved in running Bain Capi-tal between 1999 and 2002when the private equity firmchose to lay off US-basedworkers and "outsource"those jobs to plants in Mex-ico and China.

It has also stepped up at-tacks on the candidate's per-sonal fortune, demanding thathe release more tax returnsand questioning his decisionto keep millions in offshoretax havens like Bermuda andthe Cayman Islands.

An ad released by theObama campaign on Satur-day features Romney's off-key singing of the patrioticanthem "America the Beauti-ful" interspersed withscathing attacks about Bainand the candidate's hiddenmoney.

The date when Romneyleft Bain is considered crucialas after 1999 the Boston-based investment firm hefounded is said to have in-creasingly invested in com-

panies that moved jobsabroad, a charge that Gille-spie denied.

"I think Americans nowknow, you have got thesebaseless charges on movingjobs overseas, which inde-pendent fact checkers havesaid are not true, they're, in-deed, a lie," Gillespie toldCNN's "State of the Union"program.

"We now know this presi-dent will say or do anythingto keep the highest office inthe land even if it means de-meaning the highest office inthe land."

Romney became presidentand chief executive of the2002 Salt Lake City WinterOlympics organizing com-mittee when arrangementsfor the games were in tur-moil.

"He took a leave of ab-sence and, in fact... he endedup not going back at all andretired retroactively to Febru-ary of 1999 as a result,"Gillespie said, reiterating thatRomney was not runningBain in the ensuing years.

"He was not involved inthe management. He was notinvolved in the day-to-daydecisions, and wouldn't havehad time."

Obama strategist DavidAxelrod, appearing on thesame program, was unrelent-ing, repeating the tax avoid-ance charges and insistingthat "Romney's firms wereinvolved in outsourcing" jobsto foreign countries.

Axelrod said that despiteRomney's claims of "no in-volvement with any of theentities Bain was involvedin" between 1999 and 2002,he "came back for boardmeetings."

"The larger point is he wasin charge when they boughtthese firms whose principalmission was to facilitate out-sourcing and offshoring.

"What he's saying is, 'well,I left before they actuallymoved these jobs to Chinaand to Mexico, and I'm not

going to be held responsiblefor it," Axelrod said.

"If you're the head man,you have to take responsibil-ity, and, you know, he's goingto have to explain that to theAmerican people."

HIV WORLDWIDE

About 34 million people were living with HIV at the end

of 2010, according to the World Health Organization.

NEW INFECTIONS

An estimated 2.7 million people worldwide were newly

infected with HIV in 2010.

TRENDS IN NEW INFECTIONS

Since 2001, annual HIV incidence has fallen in 33 coun-

tries, 22 of them in sub-Saharan Africa.

HIV is on the rise in Eastern Europe, Central Asia, the

Middle East and North Africa.

AIDS DEATHS

A peak of 2.2 million was reached in 2002. An estimated

1.8 million people died of AIDS in 2010.

DEATH TRENDS

Between 2001 and 2010, AIDS-related deaths increased

more than 11-fold in Eastern Europe and Central Asia

(from about 7,800 to 90,000), and more than doubled in

East Asia (from 24,000 to 56,000), says the WHO.

In the Middle East and North Africa, AIDS-related mor-

tality also increased by 60 percent (from 22,000 to

35.000).

ARV TREATMENT

By the end of 2010, 6.6 million people were taking anti-

retroviral drugs in low and middle income countries, or

about 47 percent of the 14.2 million people whose im-

mune systems were weakened to the point of needing

therapy.

A new, updated figure is expected to be announced on

July 18 by UNAIDS.

DEATHS PREVENTED

700,000 AIDS-related deaths were prevented worldwide

in 2010 by people taking combination antiretroviral ther-

apy.

US HIV BAN

The last world AIDS conference to take place in the

United States was in 1990 in San Francisco. A US ban

on travel to the country by people with HIV kept the con-

ference away. The ban was lifted by the US government

in 2008 and 2009.

G4S chief executive NickBuckles on Saturday said hewas "very sorry" that 3,500troops had to be drafted injust two weeks before theGames, after the firm admit-ted it could not provide thetotal 10,000 guards it hadpledged.

"I'm in the Olympic Parkevery day, we've got 4,000trained G4S personnel in thepark and they've been therefor some years and they'vebeen doing a spectacularlygood job," he added.

The former Olympic goldmedalist promised a "prudentand judicious plan" was inplace.
