He says the “ostrich mentality” residents have displayed until now has contributed to- wards crime in the area. “I blame the community,” he says. “If you see a suspicious-looking person walking down the road, watching the houses, you should contact the police immediately. “The police welcome information on peo- ple loitering.” Residents from Palmiet met last week at Mandy’s Kitchen to elect a committee; they now plan to extend their chapter of the neigh- bourhood watch to other suburbs of Klein- mond. Smith was elected as chairperson, with restaurateur James Smith as deputy chair and community leader Susan Swanepoel as secretary. “It will empower the community and other law enforcement bodies to work together to combat crime,” Smith says. “It is high time we took the power away from criminals.” Smith says the committee’s election is a significant step forward in combating crime. All residents are invited to attend a mee- ting in the town hall at 18:00 today (Tuesday). Those interested will be registered as neigh- bourhood watch members. He says the “ostrich mentality” residents

Residents from Palmiet met last week atMandy’s Kitchen to elect a committee; theynowplan to extend their chapter of theneigh-

bourhood watch to other suburbs of Klein-mond. Smith was elected as chairperson,with restaurateur James Smith as deputychair and community leader SusanSwanepoel as secretary.

“It will empower the community and otherlaw enforcement bodies to work together tocombat crime,” Smith says. “It is high timewe took the power away from criminals.”

Smith says the committee’s election is asignificant step forward in combating crime.

Die totaliteit van die stemme van die 36koorledehetgesorgvir ’ngenoeglikeaandvansang van hoogstaande gehalte.

Diekunslêdaarinomso’ngrootgroepsolis-te as een geheel saam te bind. Hierin is diekoorleier, Isabel Wagener, se gelyke nie mak-lik te vinde nie. Sy beskik oor ’n besondersevermoë om die koor so te begelei en af te rigdatelkeliedwathullevertolkhet, ’neiekarak-ter aangeneem het.

Die gaskunstenaars, het soos gewoonlik,voortreflike sang gelewer. Sowel Bea Whitta-ker, as James Munnik en Sandra Odendaalse stemme het oor die jare ryper geword. Diebasse, Louis Fourie (A Wand’rin’ Star) en DuToit van der Merwe, het afsonderlik uitmun-tende bydraes gelewer.

Die trompetspel van die derde gaskunste-naar,ChrisjanCruywagen,was ’nbaieaange-name verrassing. Dit was ’n voorreg om symeesterlike spel op ’n moeilike instrument tekon geniet.

’n Gesellige aand is verder opgehelder metinstrumentale begeleiding deur Flippie Kokop trekklavier, Jan Nel se mondfluitjie enHanlie Haasbroek met haar baskitaar.

Die jaarlikse winterkonsert was ’n aange-name belewenis en het warmte verskaf voordie koue weer heeltemal toeslaan.

Isabel Wagener het heelwat van die komposisies selfverwerk.

Budget passedThe Overstrand Municipality’s budget andIntegrated Development Plan (IDP) were ap-proved last Wednesday despite the fact thattheANC’scouncillorschosetoleavethemeet-ing before the documents could be discussed.

In her budget speech, Mayor NicoletteBotha-Guthrie identified the main challen-ges of the 2012–2013 budget as affordability,infrastructure investment and housing.

“Ourareaisamajorretirementregion,andmany of our area’s residents depend on pen-sions and the returns on their investmentsto make ends meet. That is why we have kepttheincreaseintheratesandtariffswecontrolat the lowest level. On the expenditure side[we’ve chosen to] save or work more econom-ically with our resources.”

Botha-Guthrie says the 2012–2013 opera-tional revenue budget amounts to R695 mil-lion and represents a 9,1% increase.

) The average increase on property ratesis set at 6,13% on residential and 7,98% onbusiness properties.

) Electricity consumption costs will riseby 11,05% if approved by the national energyregulator.

) Changes to the refuse removal tariffs be-camenecessarybecause theKarwyderskraalregional landfill site isgoingtoremainclosedfor an undetermined period. The additionalprovision for fuel and overtime over thewhole financial year necessitated the in-crease of 35,8% in tariffs in the areas of Hang-klip–Kleinmond, Stanford and Gansbaai.

) Another block was added to the watertariff structure. In the new financial year theblocks will be as follows: 0–6 kL per month(free); 7–20 kL per month – R8,50/kL (curren-tly R8); 21–30 kL per month – R13,68/kL (cur-rently R8); 31–60 kL per month – R21,20/kL(currently R20) and more than 60 kL permonth – R28,70/kL (currently R27).

Gemeenskapvorm bousteneDie gemeenskap van Kleinmond stel sondertwyfel ’n voorbeeld vir ander dorpe as dit byomgee en ondersteuning kom.

Die wonderlike atmosfeer by laerskoolKleinmond se karnaval was aansteeklik.

I do notusually subscribe to the entrepreneurialintentions of readers, although I am nor-mally hard pressed to ignore the altruisticmotives of those wishing to serve thebroader community.

There are people who deliberately workin areas that address the needs of themarginalised. They work with domesticanimals, marine and wildlife, the elderly,youth, unemployed, physically and men-tally disabled – generally anywhere thatrequires redressing of imbalances.

Last week I had coffee with Shane Grif-fith at Marlena’s Place in Betty’s Bay. Thecafé still makes one of the better cappucci-nos in the area. Mrs Griffith, a senior citi-zen, has apersonal interest in creating em-ployment for the informal market. She hasgone to the trouble of listing the formatneeded for employees and employers.

I have noticed that most of the homesfrom Rooi Els to Kleinmond use labourfrom elsewhere. The lack of a public trans-port system aggravates the problem.

Nowadaystheissueofpersonalsafetyar-gues against offering hitch hikers a ride.But consider how and when a domesticworker or gardener will arrive at home.With the onset of winter, standing in therain will be more commonplace.

It has become the norm to give workersrides in the Overstrand. Taxis are fairlyirregular, and it is time the authorities in-stituted a bus service. Maybe statisticscould be organised to reveal how often asingle bus would run along a specific routefor a determined number of people.

A common sight in Kleinmond is themany job seekers waiting beside the roadat the edge of the township. There is a mixof locals and refugees patiently searchingfor work.

Unfortunately most of the refugee wor-kers fall off the grid because of a lack ofproper documentation, and thereforework opportunities decrease.

In terms of government regulations,refugees with valid papers are allowed towork. The lack of resources and an inade-quate infrastructure ensure fierce compe-tition for the available jobs.

This can develop into name-calling andxenophobia. Obviously we have to look af-ter our own, but we are also a signatoryto the United Nations’ declaration on refu-

gees, so we need to offer a home to thosewho are our guests, and include them inour economic framework.

Someone started a self-help projectcalled Men on the Side of the Road in someareas of the Western Cape – and it worked.

Weneed similar initiativeshere.Theen-tire community eventually benefits; it’sthe circular notion of paying it forward.Stability ensures security, and that entailsless fearfulness.

The feeling of being able to contributeto the household’s income creates a sem-blance of normality in an otherwise alienlocale.

Leadership needs to emerge from civilsociety with the will and vision to take theprocess forwardregardingunemploymentin the community. If we wait for jobs fromthe governing structures, we will be inlimbo forever. Help each other, and we endup helping ourselves.

But let me first mention the James PattersonI’ve just finished, PRIVATE – NO. 1 SUSPECT,the follow-up to PRIVATE. Patterson is churn-ing out books, all with co-authors, on an almostmonthly basis.

Notallare five-starreads,buthisPrivateseriesis of his better work. Private is the name of aninternational investigation firm run by a formerMarine named Jack Morgan, and the book hasa likable cast of characters.

Next on my reading list is Grisham’s latest,CALICO JOE, which takes a look at fathers andsons, forgiveness and redemption, all set in theworld of Major League baseball.

VICTIMS by Kellerman will follow. Crimescene reader Alex Delaware, the main characterin Kellerman’s books, is one of my favourite fic-tional characters.

Die gees by Laerskool Kleinmond sekarnaval was só vrolik en opgeruimddatniemandenigeaggeslaanhetopdiebewolkte weer en die paar druppelsmisreën wat af en toe uitgesak het nie.

Die geleentheid is Saterdag bygewoondeur talle inwoners van die Hangklip-Kleinmond omgewing, sowel as besoekersvan nabygeleë dorpe soos Villiersdorp enSwellendam, en selfs van die Kaap.

Daar was iets vir almal – oud en jonk– om te doen en te eet.

Afgesien van die heerlike gebak, spook-asem, vars vrugte en groente, is daar ookworsrolletjies, hamburgers en tjips-

op-’n-stokkie te koop aangebied.Ander items op die dag-lange program

was ’n 20 km MTB-fynbosrit, boeresport,moderne danse, marimba-groepe, ’n pot-jiekoskompetisie en ’n hengelkompetisie.En vir die jongspan was daar kinderakti-witeite wat ’n springkasteel, kaskarre,toutrek en sakresies ingesluit het.

In die woorde van een besoeker, was diegeleentheid ’n “wen-wen manier om fond-se in te samel vir die skool en in die prosesfiks te word”.

Die hoop is uitgespreek dat LaerskoolKleinmond elke jaar ’n karnaval sal aan-bied. “Dis ’n goeie vastrapplek vir feesteinKleinmondindie toekoms,”hetJacquesOosthuizen, ’n ouer van die skool en voor-sitter van die beheerliggaam, gesê.

Fietsryers Wayne Fick, Conrad Erasmus, enSchalk en Tilla Boonzaaier het die MTB-fyn-bosroete terdeë geniet. Net jammer Tilla hethaar been beseer – nie op die roete nie,maar met haar aankoms by die eindpunt.“Ek is darem al gewoond aan val en bloukolle,” het sy gelag.

Kowie Kriel en sy vriendin Kathy Forssman het vandie Kaap gekom om aan die MTB-fynbosroete deelte neem en was maar te bly vir ’n bietjie lafenis.“Die roete deur die fynbosplase tot by Rooisandwas baie mooi,” het Kowie gesê. “Dit sal lekker weesas meer mense uit die Kaap kom om deel te neem.”

Lady Luck smiles on amateur boat anglerIT’S strange to hear fishing tales aboutnovices who’ve had uncanny luck whilemore experienced anglers have caughtnothing.

One such incident occurred last week,when a total novice was fishing from a craftduring last Saturday’s WP deep-sea boat an-glingcompetition, aneventused to select theWP team for the forthcoming nationals.

Thisparticularnoviceboatedasmall long-fin tuna of around 14 kg; it also happened tobe the only fish caught during the competi-tion.

He was awarded 500 points for this singlefish, which will stand him in good stead forthe future.

All members of boat-angling clubs fishingin these competitions have to fish for at leastone year before they can be awarded theirWP colours.

A number of boats that fished Rocky BankonSaturday recordedwater temperatures of16,5 °C and very blue water – totally unsatis-factory for snoek.

Only a few yellowtail were caught here byone or two boats. The yellowtail were gener-ally reluctant to bite on bait or Rapalastrawled behind the boats.

Shore anglers had mixed fortunes duringthe past weekend, with Macassar anglerscatching a few decently sized white steen-bras near the river mouth and at the yellowbox. A few smaller steenbras caught therewere released.

Anglers are reminded that they are onlyallowed to keep one steenbras per angler perday, and the minimum size per fish is 60 cm.

There were reports of a few galjoen takenfrom the Kogel Bay area, the swimming poolwall and Rondeklippe. The fish were be-tween 1,5 kg and 2,5 kg (the legal size limitis 35 cm,andanglersareallowed two fishper

day).Areport fromDominiqueBormanatFran-

skraal has it that, during the early weekend,a number of galjoen were caught there. Thebiggest fish tipped the scale at 3,8 kg – a mag-nificent fish.

Snoek have been relatively scarce aroundour Cape Point and in Table Bay, and mostof the snoek currently being caught and soldare from high up on the West Coast. Thesnoekpricehas also shotup fromR80 toR100per fish.

Chris Steyn recently related a successfulfishing tale of when he went to Mauritius torest, and not to fish.

He couldn’t help himself, though, andslippeda light collapsableboat rodandaShi-mano TRJ 100 level wind reel (loaded withbraid) into his luggage, just in case.

While therehewas fortunateenoughtogeta trip on a catamaran, and the skipper gavehim permission to fish.

He first caught a smallish yellowtail and,20 minutes later, saw a sailfish leap out ofthe water 300 m away.

Chris says that was when he knew he hadhooked the sailfish.

The skipper toldhimtowaitwhensudden-ly his Shimano screamed.

The skipper quickly dropped the sails tofollow the fish, which then went airborneagain. The 25 people aboard the yacht wereall cheering him on!

Chris says he was lucky the braid did notbreak, although the tiny reel and small han-dle were giving him blisters. After avoidinga few other vessels, the skipper grabbed theleader with a towel and pulled the fishaboard.

Meanwhile, local shore anglers AlwynJordaan,PaulLombard,RussellGerber,An-dré Fourie and Johan Jordaan spent sevendays on a fishing trip from Port Alfred toKleinemonde.

They fished at a number of areas along thecoast, and returned on Saturday after catch-ing 100 fish, 90% of which were returned tothe sea. The few fish kept were all over 4 kg.The biggest white steenbras caught was15 kg, and the best kob 7 kg.

Johansaysthesteenbraswasunfortunate-ly bitten in the stomach by a shark and couldnot be saved.

According to Johan, the number of steen-bras in thatareahasdefinitely increased.Healsomentions that,during lastyear’s fishingtrip, they releasedone steenbras of 17 kgandin good condition.

Dave Sandham is offering boat anglerswho need a Salt-Away applicator O-ring theopportunity of obtaining the device. This de-vice is attached to the water muffs that goover the outboard motors when flushingthem.

BERG WINS: A total of 54 bowlers gathered to compete in the annual“Berg vs See” tournament last Tuesday. Despite the miserable wea-ther, the in-house competition was enthusiastically supported. Twogames of 10 ends each were played in the drizzle – but then therain cleared and the rest of the afternoon was chilly but dry. The“Bergies” pulled out all the stops and beat the “See” teams convin-cingly. The score was 22 plus 24 in favour of the Berg. The Seemanaged 14 minus 24. The bowlers were later treated to soupand bread prepared by Edith van der Westhuizen, Letitia Hoffmanand Celeste Price. And for the first time since its inception, thecompetition could offer prize money to the victors. The prize wasmade available by an anonymous sponsor, and the bowlers ex-pressed their heartfelt gratitude for the generosity. Cheaper, easier andfriendlier to the planetNICK YELL

It was after four bitterly cold and rainywinters in the Overberg that Margaretand Iain Buchholz decided their Wendyhouse just wouldn’t cut it anymore.

The couple, living on 31 ha of pristinecountryside in Tesselaarsdal, set out to ex-pand their cramped living quarters – butnot via the traditional route.

Moneywasalittleonthetightside,soIainandMargaretneeded to look foracost-effec-tive way to build. Also being eco-consciousand preferring adobe building methods,they turned to the Zenzele construction

method for the promise of easier work andthe availability of clay locally.

To build using this method, one simplyneeds treated poles, galvanised mesh andclay. The mesh, which is fixed between thepoles, is filled with gravity-compressedclay, while 30 cm of plaster finishes thewall off on either side.

Deciding to start small to see how itsuited them, the couple added a Zenzelebedroom to their Wendy house, and tackedon a small Zenzele lean-to at the back – aplace for Iaintoreestablishhispottedsaucebusiness.

With the business growing and needinggreater production capacity, they added alarge pottery studio and kitchen some timelater.Thencameadoublegarageand,even-tually, their own dream farmhouse.

“The Zenzele method really suited ourtight budget,” says Iain. “It came in ataround a quarter of traditional buildingcosts and, as far as I’m concerned, the insu-lation is superior to conventional bricksand mortar.”

As they’re pioneers in this form of build-ing in the Overberg, a number of locals arenow asking them about this method – espe-cially seeing that it requires no founda-tions,andmakesuseofavailablematerials.

Another major benefit is the fact that itdoesn’t require skilled labour – meaningthat most farmers can make do with the la-bour pool already available to them.

All the teachers and committeemembers joined forces to decoratethehall, arrange the flowers, set thetables and get the dinner going.

The parents were transported tothe hall at 17:00. The candles werealready aflame, and a deliciousaroma filled the room.

Things got festive with a wel-come drink of wine, and everybodygot into the swing of things thanksto the music and sound provided byKleinmond Rugby Club.

The parents were treated topumpkin soup and freshly baked

bread as starter; an exotic fish dishwith a mussel sauce, served along-side rice and vegetables, as themaincourse;andcookedapplesandraisins, folded into a pancake withcaramel sauce, to end the meal offon a sweet note.

After that, it didn’t take long forthe parents to start dancing.

Focus on Overstrand HospiceThe Overstrand Hospice has been pro-viding comfort and relief in times of de-spair for just over five years now – andthey need all the help they can get

Doctors refer terminally ill patientsto the Overstrand Hospice, whose per-sonnel in turnprovideprofessional pal-liative nursing care.

This care covers the treatment ofpain, andotherphysical, psycho–socialand spiritual needs. Since the branchstarted inJanuary2007,personnelhavecared for 417 patients and made over6 791 house calls.

The Overstrand Hospice also has adaycare facility, where patients whoare able can pay a visit for a morningof entertainment, tea and pampering.

All these services are offered free ofcharge,andthehospicedoesnotreceiveany government funding. More than95%of thepatientsarecancersufferers,and it costsanaverageofR12 000 tocare

Since the beginning of thisyear the children at PringleHouse Eco School have beengrowing theirveryownorgan-ic vegetables with the help oflocal plant expert ThereseHelmbold–and,as it turnsout,the school has green fingers:the youngsters brought homea bumper harvest.

The giving spirit blankets KleinmondThe giving spirit blankets KleinmondKleinmondcontributedcon-siderablytothemassivesuc-cess of this year’s TwitterBlanket Drive.

For the local leg of the event– stimulated by social mediamega-tool Twitter – Klein-monders descended on the OuHawe Skuur on Saturday with115 blankets, 75 bags of cloth-ing, 90pairsof shoes, 9 scarves,3 dolls, 5 pillows, 10 towels, 1sleeping bag, 8 bedding items,3 jackets and 3 hoodies.

On the whole, the TwitterBlanket Drive South Africacollected around 23 000 m² ofblankets – equal to three rugbyfields.And, at anaveragepriceof R90 per blanket, donors con-tributed the equivalent ofR1 035 000.

Lots of prizes, sponsored byHarbour Road businesses,

were up for grabs during theevent.

Hangklip/Kleinmond Tour-ism snapped up the prize fordonating the most blankets.Second prize went to Her-manus High School, whilethird place was taken by Elmievan der Westhuizen on behalfof the CRC Church. Fourthprize went to the KleinmondFellowship Church.

Businesses that took partalso got to share in the lime-light. First prize in this cate-gory also went to Hangklip/Kleinmond Tourism.

Talitha Rabie, organiser ofthe Kleinmond event, thankseverybody who contributed tomaking the blanket drive sooverwhelming a success.

All the donations have beendelivered to the youth mem-bersof theLiGTrust,whowere

also highly involved in settingup and helping at the event onSaturday.

Thetrustwillnowdistributethe donated goods, ensuringthat all local welfare institu-tions, especially the crèches inthe area, receive a share of thegoodwill.

The LiG Trust was foundedin Kleinmond eight years agowith the main idea of upliftingthe area’s youths. It offers ascholarship programme,weekly workshops, holidayclubs, and activity clubs (in-cluding surfing, horse ridingand scrap-booking).

The non-profit organisationworks in partnership withChild Welfare, the local soupkitchen, churches and theKleinmond Animal WelfareSociety to see to the needs ofthe area’s poor community.

Record tunny caughtTHE subject of whether fishing isdown to luck or skill arose whenBorder angler Frank Scholtz, fish-ing in the South African Deep SeaAngling Association’s (Sadsaa’s)Tuna Nationals, boated the catch ofa lifetime.

Frank was fishing for longfintuna during the competition –hosted from the False Bay Marlinand Tuna Club in Simon’s Townlast week – using only 10 kg dou-ble-X line, a Shimano 30Diagra reeland light trace. He had just caughta longfin; he baited up again anddropped his bait overboard. He wassurprised when his reel almost im-mediately screamed!

Heimmediatelyrealisedthat thiswas no longfin, but somethingmuch bigger. After playing the fishvery skilfully on this light tackleand small Shimano reel while an-other crew member expertly han-dled the boat, Frank finally landeda superb 106 kg yellowfin tuna!

He had fought the fish for justover six hours, and the catch wasmade 60 km off Cape Point. Afterthe hook-up the fight travelled for

just over seven kilometres.Luck? I don’t think so.At one time during the fight the

press boathad to get a stern trawlerto change course to prevent its netfrom cutting off the fish.

The teams only managed to fishontwodaysoftheweek-longcompe-tition because of bad weather.

Frank Scholtz was representingthe Border team, together withKevinBourkeandGaryThompson,and the skipper on the day the fishwas caught was David Edgar on his

30 ft Arrow Cat, Witch Craft.Thistournamenthasplaceditself

over the years as the most prestig-ious game fishing event on theSouth African calendar.

The prize-giving was held on Sat-urday19May, and the top spotwentto Border – thanks to this monsterfish caught by Frank. Second over-all in thecompetitionwasSouthernCape, and third Natal.

During the early weekend therewere a few snoek caught at RockyBank, where Gus Ruthman alsocaught nine yellowtail on Seekat.

On Saturday and Sunday theweather was very bad, and no boatsventured out. The shore-anglingfraternity, who fished only occa-sionally during the rough weather,also had little to show for theirefforts.

Now that the winter period hasstarted, most anglers will concen-trate on catching galjoen, dassie,wildeperd and white stumpnose.

This time of the year one is onlyrewarded with one or two largewhite stumpnose in the cold water.This fish was always regarded as a

“go home” fish in the old days.Prime baits for white stumpnose

are fresh white mussel and freshred bait; I would also never pass upa prawn or a “wonderworm” whentargeting these fish.

Also, while fishing with theabove fresh baits, one is often re-warded with a nicely sized mussel-
