Lake Country coun-cil has decided it needs to ask area taxpay-ers for more money to start working on an ag-ing infrastructure sys-tem and make more cap-ital improvements to the community of 12,000.

Lake Country coun-cil voted to pass the 2014 operating and capital budget last week with a 3.5 per cent tax in-crease, approximate-ly $54 on an average sin-gle-family home assessed at $478,000.

“We are still the second lowest in the val-ley for taxes,” said Mayor James Baker.

� e district’s total operating budget for 2014 is $18.9 million and has increased 2.8 per cent or $512,000. � e capital budget is $3.9 million with that money targeted to big ticket items or assets that are typically long-term in nature such as land, buildings, roads, pipes

and large equipment.One of the top cap-

ital projects is the restor-ation of Bottom Wood Lake Road which will come in at a total pro-ject cost of $1.3 million, some of which will come from grants.

“Council thought it was important to add that. It’s a busy road for cyclists and pedestrians,” said Coun. Owen Dick-ie.

Other capital pro-jects approved under the budget include:

• Phase 1 of univer-sal water metering: $1 million

• Shoreline park de-velopment: $105,000

• Beasley park ‘n ride: $840,000

• Design Seymour and Clement liftstation re-placements:  $100,000.

Another high-light of the operational budget is transit expan-sion planned for Sept. 2014 to include linking the Lakes subdivision to the Town Centre. It will have limited hourly ser-

Gardeners take note, there will be new soil to till this year in Oyama.

� e Central Oka-nagan Community Gar-dens (COCG) and the Oyama Commun-ity Club (OCC) have signed an agreement to work together to bring a community garden to Oyama. � e new com-munity garden will be located on land that is owned by the Oyama Community Club and is

located behind the club, near the ball � elds. � ere will be 21 plots available that are eight-feet by 16-feet.

“We have land we are not using and the gar-den � ts perfectly with our agricultural heritage,” said Deb Butler, Oyama Community Club presi-dent.

2014 is the 100th an-niversary for the Oyama Community Club which was originally the Kala-

malka Agricultural As-sociation. “� e gar-den will not only provide families the opportun-ity to grow healthy food but will also help build community,” Butler said. “We look forward to see-ing more activity on our grounds.”

Butler added with a waiting list at the Win-� eld Community Gar-den, she thinks there will be plenty of demand for the new gardens. Plots will be available on a � rst come � rst serve basis with those who help to build the community garden given � rst prior-ity.

“� e main build will occur in April 2014 so that gardeners will get their plots by May 1st, early enough to have

a wonderful growing sea-son,” said Sandy James, Central Okanagan Community Garden project manager. “Gar-deners wanting plots are encouraged to come to the build. � ose that par-ticipate in the build are guaranteed a plot and choose before those that did not participate in the build. Gardeners who are unable to participate physically are encour-aged to drop o� their friends/family or food/beverages instead.”

Marj Dickie, the gar-den coordinator, says there was some skepti-cism when the idea was � rst brought forward but added there are many people in Oyama who

said. “However, when you consider the num-ber of secondary suites, yards that are heavi-ly shaded and properties that are too steep to use, we are con� dent that the garden plots will be well utilized.”

Dickie also said the community has been very supportive and have donated many things to help with the build.

“Support from the community has been amazing. � ere has been a cash donation from the Lake Coun-try Garden Club, lum-ber from Oyama Forest Products, o� ers of addi-tional required materi-als from Lake Coun-try Builders Mart, an o� er to build the gate from Okanagan Timber Frame and the cooper-ation of the Oyama Community Club has been great,” said Dick-ie. “If anyone has garden tools or a wheelbarrow in good condition that they would like to donate, we

would certainly appreci-ate it.”

� e new community garden adds to the num-ber of gardens available throughout the Central Okanagan for those who can’t garden at home.

“� e COCG’s mis-sion is to help neighbor-hoods and communities create sustainable green spaces for gardening, food production, gather-ing and education,” said Ruth Mellor, COCG President. “With this addition, we will have gardens throughout the Central Okanagan from Oyama in the North to West Kelowna in the south. � e growth of community gardening in the Central Okanagan has been extraordinary.”

I read a disturbing book recently—In-� del, by Ayaan Hirsi

Ali.

It’s disturbing on two counts. First, because it attacks Islam. I don’t like attacking someone else’s religion, just as I don’t like someone else at-tacking mine.

But second, In� del is disturbing because it’s hard to disagree with someone’s personal ex-perience. I may ques-tion someone’s opinions; I can’t question her ex-perience.

In In� del, Ayaan Ali shares her childhood as a young girl in Muslim en-claves of Somalia, Saudi Arabia, Ethiopia and Kenya. She describes, in excruciating detail, her beatings, her humilia-tions, her genital muti-lation. She tells how she used clan loyalties to sur-vive. She writes of sub-mitting, unhesitatingly, to male domination.

Until � nally, while be-ing � own to Canada for an arranged marriage to a man she loathed, she escaped to Holland.

Granted asylum, she adapted to a new cul-ture, earned a degree in political science and was eventually elected to the Dutch parliament.

By then, she had be-come convinced that Islam itself caused the con� icts between Mus-lim immigrants and the Dutch culture. To avoid perceptions of prejudice, Dutch police deliberately did not mention race or

expire across the country, and only licensed com-mercial growers will be able to legally � ll a pre-scription for pot.

Ottawa is moving to clean up the mess it cre-ated by issuing medic-al licences all over the country. Since then, municipalities have com-plained that small-scale medical licences have been greatly exceeded, with many used as fronts for a criminal drug trade that has made B.C. in-famous around the world.

How big is the prob-lem? � ere are about 38,000 Canadians li-censed to carry mari-juana for medical pur-poses, and half of them live in B.C. � eir permis-sion to grow their own or buy it from designat-ed small-scale growers is withdrawn in a couple of months.

Here’s a look at the community level. Police

in the Fraser Valley sub-urb of Maple Ridge es-timate that it alone has 500 properties licensed to grow pot. No, Maple Ridge is not a world hot-spot for glaucoma or arthritis. It is historically known for its secluded properties and as a base for B.C.’s prison system and the province’s Hells Angels.

Police have only an es-timate because Ottawa’s bungled medical pot scheme conceals the lo-cation of licensed grow-ers from provincial and local governments.

Fleugel told Maple Ridge council last week that his detachment will � rst target medical grow-ers they know are linked to organized crime. But it’s di� cult to deter-mine which are legal and which are not.

“� is has the poten-tial to cripple the courts,” Fleugel said. “Something is going to have to take a back seat if we are going to go after all of them.”

� e police and � re de-partment have proposed an amnesty or grace per-iod, allowing people to disclose their location and have it properly dis-mantled without penal-ty, to help deal with the volume.

� is mess was created by Ottawa in response to a court ruling that forced them to make medical pot available. � e Harp-er government remains trapped in a failed war-on-drugs mentality that prevents any innovation or even common sense.

� en there is the cir-cus in Vancouver, where

self-styled princes of pot exploit the confusion of the medical marijuana law to run an Amster-dam-style retail trade.

Cannabis Culture, the pot and propa-ganda empire built by Marc Emery before he was jailed in the U.S., rants about the govern-ment’s “war on patients,” amid garish ads for “pot by post” and exotic weed varieties.

“By Health Canada’s own estimate, the cost will increase from $5 per gram to $8.80 per gram – going up by nearly 400 per cent,” its website warns. Apparently smok-ing lots of weed really is bad for your math skills.

Dana Larsen, who spearheaded the ill-con-ceived and failed decrim-inalization petition last year, heads up the ser-ious-looking “Medical Cannabis Dispensary.” It has done so well at its lo-cation in the drug bazaar of East Hastings Street that it’s got a branch of-� ce on Vancouver’s west

side.Its o� cial-looking

forms have a long list of conditions where only a con� rmation of diagno-sis is required. In addi-tion to genuine condi-tions such as side e� ects of chemotherapy, it in-cludes anxiety, psoria-sis, spinal cord injury and even “substance addic-tions/withdrawal.”

And did you know you can get a vet’s note to buy medical pot for your pet?

Larsen has boasted about the exotic o� erings of his stores, including “watermelon hash oil” at $150 for 2.5 grams. Wow man, that’s like 400 mil-lion per cent higher!

Fittingly, this farce goes back underground on April Fool’s Day. Medical users can only order shipments from an approved commercial producer.

In In� del, Ayaan Ali shares her childhood as a young girl in Muslim en-claves of Somalia, Saudi Arabia, Ethiopia and Kenya. She describes, in excruciating detail, her beatings, her humilia-tions, her genital muti-lation. She tells how she used clan loyalties to sur-vive. She writes of sub-mitting, unhesitatingly, to male domination.

Until � nally, while be-ing � own to Canada for an arranged marriage to a man she loathed, she escaped to Holland.

Granted asylum, she adapted to a new cul-ture, earned a degree in political science and was eventually elected to the Dutch parliament.

By then, she had be-come convinced that Islam itself caused the con� icts between Mus-lim immigrants and the Dutch culture. To avoid perceptions of prejudice, Dutch police deliberately did not mention race or

religion in crime statis-tics. Ali brought in legis-lation requiring them to record honour killings of women.

� e statistics proved shocking.

But her actions en-raged hard-line Muslims.

An associate was mur-dered on the street in Amsterdam. A note, stabbed onto his chest, held her responsible.

She escaped again, to the U.S.

Ali argues that � og-gings, stonings, amputa-tions, beheadings, hon-our killings and genital mutilations are not oc-casional aberrations. Nor are they restricted to a few radical fundamental-ists. � ey are, she insists, intrinsic to a seventh century mindset. Be-cause the Qur’an claims to come directly from Allah through Moham-med, its teachings can’t be doubted, questioned, or re-interpreted. To do so would set up one’s own reason as equal to God’s.

� us any deviation from traditional norms becomes apostasy.

I don’t know enough about Islam to judge her analysis. But as I read her story, one theme kept coming through to me—

it is easier to foment hate than to foment love.

Over and over, in country after country, she describes how devout be-lievers—I’m tempted to call them rabble-rous-ers—whipped up local Muslims to be more fer-vent. To be less tolerant of other religions, other cultures. To set them-selves apart from the im-pure. To hate the un-holy—including any in their own midst who might have de� led Islam. To build fences, to de-

fend traditions, to reject outside in� uences.

Ayaan Ali writes only about Islam. She doesn’t criticize other faiths. But I see the same tactics in Christianity, in Hindu-ism, in Judaism. � ey’re not even restricted to re-ligion. � ey’re used in sports, in the military, in politics—to demonize the enemy.

It’s always easier to in-cite negative emotions than positive ones.

Indeed, I’d argue that, just as you cannot legis-

late goodness or generos-ity, you cannot harangue audiences into being kind or thoughtful. You cannot browbeat people into going out and being gentle. You cannot pro-mote tolerance by froth-ing at the mouth. � e

means contradicts the supposed end.

� e test of any dema-gogue is the emotions he exploits.

Heart diseases and stroke take one life every

seven minutes. Even more staggering is that 90 per cent of us have at least one risk factor, making it even more im-portant to make deci-sions in our daily lives that will keep our heart healthy.

February is Heart Month, when the Heart and Stroke Foundation and more than 100,000 volunteers fundraise for live-saving research and heart health aware-ness across the country. I would encourage you

to contribute in any way you can, whether that means canvassing and volunteering for a couple hours, donating, or shar-ing information about

heart health with friends and family.

Some risk factors for heart disease and stroke aren’t within your con-trol, like age or family history, but there are life-style changes that can re-duce your risk. Regu-lar exercise, working with your doctor to control your blood pressure and weight, eating a healthy diet and reducing stress will all help to keep your heart healthy.

Quitting smoking will not only help improve your heart health, but also your overall health. Within a year of quit-

ting, the risk of dying from smoking-relat-ed heart disease is cut in half. Within 10 years, the risk of dying from lung cancer is cut in half. Most smokers know these risks, but it can be very di� cult to quit, and our government wants to help.

Any B.C. resident who has active Medic-al Services Plan cover-age can enroll in our B.C. Smoking Cessation Program, which covers 100 per cent of the cost of prescription smoking cessation drugs or nico-tine replacement ther-

apy products, like gum or patches, for up to 12 continuous weeks. For more information and details about this pro-gram, visit the Ministry of Health’s webpage at health.gov.bc.ca/phar-macare/stop-smoking, or phone 811.

My colleague MLA Norm Letnick and I participated in a great event in December with the Advanced Coronary Treatment Foundation to celebrate a program that has trained students from � ve Okanagan high schools in CPR and using a de� brilla-

tor. � e skills and know-ledge these students have gained could be the dif-ference between life and death in a medical emer-gency.

Education is one of the greatest tools we have to improve heart health and save lives in our community, and this

month is the time to take a look at the resour-ces available to you. Talk to your doctor, visit the Heart and Stroke Foun-dation’s website at hear-tandstroke.com, and look for ways to improve your heart health through manageable changes to your daily habits.

to advocate for everyone in the community, from birth to death when it comes to their health.”

After a new board was elected last year, the Lake Country Health and Planning Society began moving forward with several initiatives aimed at helping people deal with the health care system and to move the society forward. A long-running pro-gram that served meals for seniors was handed over to the Lake Coun-try seniors society to run while the resources and money that was put into the program was re-fo-cussed in other areas.

� e group is now planning to put together a health and services dir-ectory of phone numbers and information as well as beginning to survey Lake Country residents about what services they use and what problems they have had with the health care system. � e group asked for and was given a $1,850 grant-in-aid from the District of Lake Country to plan and host a health and wellness fair this fall.

It also held a new logo competition with stu-dents from George El-liot Secondary submit-ting new logos, of which a winner will be an-nounced shortly. � ey are in the midst of develop-ing a web site for people to be able to access in-formation online and re-cently held a volunteer appreciation luncheon.

“All of these things are necessary,” said Paul-Jost. “We have a very large community that is grow-ing very quickly and we need to be able to prop-erly advocate for our cit-izens. We’ve had to put in a lot of infrastructure and time. We are moving forward.”

Lake Country Health and Planing also received a $25,000 federal gov-ernment grant to begin a campaign on elder abuse awareness in the com-munity.

“We will be work-ing with our community members and seniors to talk about this issue and we are hoping to produce an information package that we can present to schools and to the public about this issue,” she said.

Paul-Jost said as the group attempts to

breathe new life into its mandate, it is in need of more volunteers. She says she is looking for at least eight new board members and as many as 100 volunteers to help work on the group’s vi-sion of having a one-stop shop for health informa-tion in Lake Country.

“My goal would be to have an informa-tion and referral o� ce in Lake Country where you would have a co-ordinator, someone who would work closely with

Interior Health, the Dis-trict of Lake County, children and family ser-vices and mental health,” said Paul-Jost. “� is per-son would make sure the needs of the people in the community are met. If people don’t know where to go they can call someone.”

Our Love StoryI have had many memorable Valentine’s

Days with my � ancée. For example, the year we were in Cancun and took a snorkeling tour which ended with the boat sinking or the one a few years later when we were camping in the Baja on Valentine’s Day and lightning struck a tree 50 meters from us as we were eating dinner which sent us scrambling and giggling (slight hysterically) into our vehicle with our

bowls! But my favourite (and most romantic) Valentine’s Day would have to be the one we celebrated two years ago. We found ourselves a little strapped for cash but wanted to celebrate in style as best we could so we dressed up to the nines and went to... Arby’s! We had a few weird looks and even had one fellow diner ask if our reservations had been canceled somewhere else. Once we were � nished our

meal we went home and lit candles, chilled some wine, made chocolate fondue and spent the evening in our dress clothes enjoying our decadent treats in the comfort or our own living room. It was a very romantic and relaxing Valentine’s Day that we still reminisce about frequently.

We dated for three years and were married in the month of June. Not very fancy, extravagant or magical, you say? Even so, our love has survived over six decades and we’re still in love today. Yes, we have shared countless ups and downs in the longevity of our years together. Nevertheless, it’s the many exquisite moments we’ve shared, that we cherish and reminisce

about, giving thanks. Our abiding legacy is two daughters, � ve grandchildren and four great grandchildren. They are all gifts given, to treasure and be proud of.

Like excellent wine that has been aged with care, the maturing process has made us more devoted, tender and supportive of each other. That’s the secret of our everlasting love story. In addition we’ve been faithful

to the many promises we

made to each other on our wedding day and have grown in grace, with thankful

Q My toilet is always running. What can I do to � x it?

A Have you ever heard the old joke “is your refrigerator running?” Most likely. But what about the joke “is your toilet running?” Probably not because having a toilet that is running constantly can drive

you crazy and cost you money!Start by removing the tank lid:•After � ushing the toilet if the water level is too high and water is running down the over� ow and into the bowl the � ll valve will need replacing [you may have a “high tide” mark to show normal water level on the inside of the tank].•If the water level is okay, then the � ap valve is most likely letting water pass – time to replace the � apper.Remember to bring whatever you plan to replace with you to the hardware store. If you have a big problem with your toilet the best thing to do is to call a plumber. Doing it your self can be a wet and messy business if you are not sure how to correctly shut the water valve off!You can also � nd helpful videos and information online that will help you diagnose and even � x your problem!

different from orthotics purchased Over-The-Counter (OTC)?CFOs can only be considered custom if your feet were physically casted with plaster, inserted into a foam box, or scanned electronically. CFOs are

Conversely, OTC orthotics are pre-made devices made with material varying from plastic to cork to foam and designed to be accommodating – minimizing changes to your foot function while providing comfort and protection. They can be a worthwhile, inexpensive investment for those needing less correction. While CFOs are well known to help pronators with � at feet in need of greater arch support, they have also been proven to treat heel and forefoot pain of various causes. By distributing pressure more evenly through the bottom of your foot they can also decrease the likelihood of calluses, nerve pain, and diabetic foot ulcers. Numerous modi� cations of different materials can also be added to different areas of CFOs to treat corresponding foot ailments.

It’s time for members of the Lake Country Art Gallery to step forward and show their artwork.

� e Lake Coun-try Art Gallery is pre-senting its Member’s Show from Feb. 19 to

March 21 in its annual e� ort to put the spotlight on its members and fur-ther support, engage and

celebrate their artistic achievements. � e Lake Country Art Gallery currently has a member-

ship of about 150 indi-viduals whose member-ship contributions help support gallery program-ming including the an-nual member’s show.

“We are really bless-ed by the strength of the support of our mem-bers and volunteers,” said gallery manager Petrina McNeill. “It’s really quite incredible that we have so many talented art-ists among our member-

ship. Over the last two years, we’ve had an over-whelming response to our members’ show. We can’t wait to see what turns up this year.”

� ere is still time for artists to take advan-tage of this great exhib-ition opportunity. Each artist is invited to submit a recent artwork, made in either 2012, ’13 or ’14, that is no wider than 36 inches. Submissions can

be made to the Lake Country Art Gallery no later than 4 p.m. on Feb. 14. If artists are not yet members of the gal-lery, they can purchase a membership at the time of drop-o� as only mem-bers can show in this ex-hibition.

“Our members and volunteers give so much to the gallery. I am con-stantly amazed at all the endeavours our mem-bers are up to in and out of their studios that they still have time support the gallery the way they do,” said curator Katie Brennan.

Bring, or make a team, to join in the hilarity and brain teasers as gallery curator Katie Brennan tests your team’s know-ledge of art, culture and much more. Snacks and cash bar will be available. All funds go to support the Lake Country Art Gallery.

On Saturday, March 15 from 2 to 4:30 p.m., the gallery will be o� er-ing workshop with Lyn-da Miller on How to Photograph Your Art-work. � is is a great workshop for any art-ist who wants to learn how to accurately photo document their work for submission to galleries, clients, websites, as well as family and friends.

� e workshop is $25 for members, $30 for non-members. Partici-pants are asked to bring their camera and a piece of artwork to photo-

graph. Lake Country Art Gallery members with work in the Members’ Exhibition, are welcome to use their piece in the exhibition to photo-

If you share compas-sion for disabled kids and their families, the inaug-ural Easter Seals Splash of Colour Family Fun Run is just for you.  

� e event will be held in Vernon and Kelow-na April 19 and all funds will help send local kids with disabilities to Easter Seals Camp Win� eld.

“At B.C. Easter Seals

Camps, it is our goal to provide safe, fun activ-ities in an environment where the focus is on abilities, not disabilities,” said Rick Harker, Camp Win� eld manager. 

“All of our camp activ-ities are designed to build con� dence, independ-ence and peer interaction in a recreational environ-ment.”

� e Easter Seals Splash of Colour Family Fun Run is presented by Century 21 with support from local Lions and Lioness clubs. 

“� e events in Kelow-na and Vernon each re-quire about 150 volun-teers on the day,” said event producer Lesley Spiegel.

“We would like to � ll

the Kelowna and Vernon  sponsorship co-ordinator position and captains for team development, pledges and donations, site, needs, route and col-our zones.”

Council has been asked to consider a zoning amendment bylaw. Zoning Amendment (DLC) Bylaw 880, 2014 (P2013-003) is a text amendment that would add the following to the District of Lake Country Zoning Bylaw 561, 2007:

Add the following definition to Section 3.3 in alphabetical order:

"Medical Marihuana Production" means the use or development of a property for the cultivation, growth, storage, distribution or destruction of marihuana which is lawfully permitted and authorized pursuant to the Federal Marihuana for Medical Purposes Regulations as amended or replaced from time to time.

Add Medical Marihuana Production to Prohibited Use and Activities in Sections 10.4.7 - Residential Home Occupation, 10.5.7 - Country Residential Home Occupation and 10.6.7 - Rural Home Occupation.

Add Medical Marihuana Production as a Principal Use in Sections 17.1.2 - General Industrial and 17.2.2 - Heavy Industrial.

Regulating of medical marihuana grow operations are necessary so that the District of Lake Country can address the imposed Federal Government Legislation “Marihuana for Medical Purposes Regulation”.
