TaxAide volun-teers answer questions and prepares and fi le returns for low to moderate-income taxpayers and seniors from February 1 to April 15 at various sites in the Capital District. Volunteers typically participate one day per week, with fl exible sched-ules to accommodate volunteer availability. No experience is required, but computer experience is helpful. 43RD ANNUAL FESTIVAL OF NATIONS

ALBANY – The 43rd annual Festival of Nations will take place at the Empire State Plaza, Convention Center, Albany, on Sun-day, October 26 from noon to 5:00pm. LECTURE ON THE IROQUOISLATHAM – On October 29 at 7pm, there will be a free lecture on the Iroquois at Pruyn House historic, cultural center, lo-cated at 207 Old Niskayuna Road in Latham. The lecture will begin in the year 9,000 BC and follow the Iroquois Nation into the 21st Century. From the prehistoric period, the program will move on to the early 17th century and demonstrate how their culture had improved and evolved before contact is made with the fi rst Europeans. Their homes and material culture will be examined with details of both the exteriors and interiors of the long house, their lifestyle, and religion. The dramatic eff ect of contact with Europeans from France, the Netherlands, and England will explain how the strong Iroquois Confederacy was destroyed changing their lives for-ever.

“CHRISTMAS AT SEA”CAPITAL DISTRICT – The Albany Maritime Ministry at the Port of Albany is launching “Christmas-at-Sea,” gifts to be distributed to seafarers over the Christmas holidays, before their ships leave Albany for the oceans. Youth groups, scout troops, organizations and individuals are invited to partici-pate and to gather and assemble “Christmas-at-Sea” boxes. People are asked to find a shoebox, gather items and wrap it. The Maritime Ministry will include a card and a Christmas message from the Albany Maritime Ministry’s Seafarer’s Cen-ter and friends from the Capital Region. Items that might be placed in the boxes include knit caps, work gloves, socks, writing paper, envelopes, pens, combs or brushes, books, toi-letries including shaving cream, and batteries. CAPITAL DISTRICT - Stutter-ing is a frustrating and em-barrassing problem for mil-lions of people, but it can be especially tough on elemen-tary school-age children. Help is available for parents, teachers, and speech-lan-guage pathologists at most public libraries in the form of a DVD designed to help school-age children who stutter. Some libraries have an older video version. The DVD features students from first through sixth grade, some of whom talk about their experiences with stut-tering. They talk openly about the teasing they face from classmates and how their stuttering sometimes makes them feel about them-selves. The 38-minute DVD, entitled Therapy in Action: The School-age Child Who Stutters, produced by the 67-year-old nonprofit Stut-tering Foundation is avail-able free of charge to public libraries nationwide. Come autumn, thousands of motorists take to the highways and backroads to experience the ever-changing landscape made beautiful by leaves changing colors. Fall foliage road trips make for a fun way to spend a weekend afternoon.

With cameras in hand and provisions at the ready, motorists can make the most of their next fall foliage road trip.

• Know when to go. Learn the best times of the year to see the peak leaf colors. Mountainous regions and many located in northern latitudes will see changes in leaf color earlier than other regions. Drivers living in certain areas of Canada, regions of the Rocky Mountains or in particular parts of New England can expect to witness leaves changing color as early as September, while much of the midwest can expect peak color in mid- to late-October. Southern regions may not see leaves change color until November.

• Aim for a weekday. Many people plan fall foliage road trips on the weekend. These “leafers” or “peepers,” as they’re sometimes referred to, fl ood normally empty rural areas and can easily cause traffi c jams. Schedule your own trip for a weekday so you can avoid most of the crowds and enjoy a more serene environment for hiking excursions or country-side visits.

• Book accommodations early. If you plant to stay overnight, book your trip as early as possible and don’t be surprised if costs are high. Autumn is not only a peak time for leaf color changes, but also it’s a prime time for vacationers interest-ed in comfortable temperatures and amazing scenery, so autumn lodging rates may be equal to or exceed the rates charged during the height of summer vacation season. Veri-fy room rates and openings well in advance if you have your heart set on staying in prime leaf color country.

• Employ a few tricks of the photography trade. Fall foliage may be at its most vibrant at sunrise and sunset when the sun is low in the sky and will not cast much glare. Slightly overcast days also may help leaves’ colors pop, but too much cloud cover may cause a lack of vibrancy in leaf color.

• Watch the weather. Autumn weather can be unpredicable. Some days it may be crisp, while other days it will be hot. Sometimes you may experience hot and cold weather on the same day. Dress in layers so that you can be comfortable and shed or add layers as necessary.

Seat belts and air bags are safety devices that serve to limit or prevent injury in the event of an automobile ac-cident. Drivers and passen-gers tend to take these de-vices for granted, but these safety measures can greatly reduce a person’s risk of in-jury or even death.

Although seat belts do not degrade as quickly as parts of a vehicle that need fre-quent servicing, there are

some instances when seat belts should be replaced.

Seat belts, like car seats and air bags, are considered by the National Highway Traf-fi c Safety Administration to be single-use items. Seat belts are designed to work just once — protecting and immobilizing a passenger in the event of a crash.

Seat belts are more ad-vanced than they were when fi rst introduced in ve-hicles. Early seat belts were options on cars. It wasn’t until Saab fi rst introduced seat belts fi tted as standard in 1958 that the practice became commonplace. Since then, seat belts have been redesigned many times to make them even more eff ective. They have a pretensioner, which reels back slack on the seat belt. Pretensioners preemptively tighten the belt to prevent the occupant from jerking forward in a crash. They can be activated in a bad crash or any crash severe enough to deploy an air bag.

Seat belts also are equipped with locking retractors, which aff ord the seated occupant some move-ment while still providing a means to limit movement in the event of a crash. Re-tractors equipped with in-ertial locking mechanisms stop the belt from extend-ing off the reel during se-vere deceleration.

Both of these safety belt components may eff ec-tively work only once. After

an ac-c i d e n t , the abil-ity of preten-s i o n e r s and re-tractors may be compro-m i s e d .

The fabric seat belt itself also may have been mar-ginally stretched out in the crash.

It’s adviseable to replace any seat belts that were in use during a crash to ensure the belts will off er the same measure of pro-tection should a collision occur in the future. Some manufacturers also recom-mend changing all of the safety belts in the vehicle, even if they weren’t in use at the time of the crash. The vehicle owner’s manual should include recommen-dations regarding when to change seat belts. If it does not, drivers can speak with a dealership mechanic.

Seat belts that are frayed or do not operate prop-erly, regardless of whether or not they were involved in a crash, also should be replaced. Some safety ex-perts advise having seat belts inspected and possi-bly replaced after 10 to 15 years of use. One can never tell how older seat belts will

stand up in the event of an ac-cident. If the seat belts have a built-in indicator, verify that they have not been stretched during regular wear to war-rant replacement.

Many Halloween images are depicted with a full moon in the background. Full moons evoke visions of werewolves baying or vampire bats fl uttering by. But a full moon on Halloween is actually quite rare. A full moon that occurs on Halloween is actually most often a “blue moon,” or the second full moon of the month. On average, a full moon appears once every 28 days, or the time it takes for the Moon to orbit around Earth and be on the other side of the Sun. Very rarely a blue moon can occur when the full moon appears twice in one month. The last time a full moon appeared on Halloween was in 2001. Some people simply cannot wait until the day when au-tonomous cars become the norm. A few innovators, in-cluding Google, have already dipped their toes into the self-driving car market. But the convenience and safety of autonomous cars may be contradicted by the security risks such vehicles pose.

Law enforcement agencies have said that autonomous cars may encourage crimi-nal behavior. Criminals may evade police by changing the

programming in self-driving cars to bypass the rules of the road. Having their hands free in an autonomous ve-hicle may enable criminals to fi re weapons or handle other dangerous equipment while the vehicle is in motion, and cars fi lled with explosives also may be programmed to hit targets.

Autonomous vehicles also may be vulnerable to hack-ers. Hackers may be able to take over an autonomous ve-hicle in much the same way

they would take control of a computer, tablet or smart-phone.

Right now it seems unlikely that the current crop of au-tonomous cars will be state-of-the-art crime vehicles, seeing as Google’s version cannot drive faster than 25 miles per hour. But these concerns are things manu-facturers will have to con-sider before they can off er autonomous vehicles for sale to the general public.
