• The basic state pension for a single person is £3,150

• This is lower than the income support threshold

• The average earnings increased at an annual rate of 3.3 percent in the first 9 months of 2008

• Over the same time period the retail price index rose by 5 percent

• The government has based agencies and quasi-government organizations in regions with high unemployment caused by the decline of traditional industries
