DG Kris’ NotesHello Lions, it has now been two months into my term as your district governor and it has been very enjoyable. August 26th was the first cabinet meeting and we did a fair amount of business. One thing that I would like to bring to your attention is a Special Convention that is going to be held on October 7th in Sylvan Lake. This special convention is being called to endorse Dr. Patti Hill as our candidate for 3rd International Vice President at the International Convention in Milan. I wish to see as many Lions as possible at this special convention. There will also be a special convention for the MD to be held at the C-2 convention in Medicine Hat on Oct 20th- 21st. More information will be coming.The district convention is slowly coming together and the registration form will be available the week of September 4th. The convention will be held in Edmonton at the Radisson Hotel (4440 Gateway Blvd NW). Our International Guest has been confirmed and will be PID Larry Dicus from Whittier, California. At convention, we will be electing our incoming 2nd VDG, VCC candidate, and Hall of Fame candidates but need to have Lions’ names brought forward. Without names, we will be unable to vote for the candidates. If you know a PDG or a Lion that would like to go forward in Lions please let me know as soon as possible.With the Lions year well underway, I would like to remind all Clubs that if you wish to participate in the LCI Peace Poster Contest the district has 40 kits from LCI and they are available from PDG Lion Claude Carignan at a cost of $15.00. He also has poster paper available at 30 cents a sheet. Please contact PDG Claude at [email protected] should your club wish to participate.I am trying to get a schedule setup for visitations so if there is any club that has a special occasion that you wish for me or my team to attend please advise as soon as possible as I have commitments already booked.

We have a new contest starting this Lionistic year and the information is below. This is the PIP Judge Brian Stevenson Contest and its objective is to increase District Clubs’ efficiency by promoting recruitment, keeping members, monthly membership and activity reports and Inter club visits using contests and appreciation awards for the most deserving Clubs. IPDG Ron Wackenhut will be the contest administrator for this year. The top club and Zone Chair will be recognized at the MD Convention, May 4-5, 2018 in Nisku, Alberta. I am still looking for Lions to volunteer as Zone Chairs and other positions in the cabinet. Cabinet positions that are still vacant are: District Environment Chair, Lions Opportunities for Youth, GMT Coordinator, GST Coordinator. If any Lion would like more information about these positions please contact me and I will provide more information.Finally, I would like to recognize Lions achievements on years of Service for July and August.

Proposed AmendmentsFurther to the motions made at the District C-1 Cabinet meeting held in Edmonton August 26, 2017 the following are the proposed wording changes to the Constitution & Bylaws to be voted on by District members at the next C-1 Convention November 4, 2017. BYLAWSArticle IIIDistrict AdministrationSection 1. DuesSubsection a.Current wording:a. Annual dues in the amount of

$10.00 Canadian per mem-ber of each club in the Dis-trict are payable to the Dis-trict on January 15 of each year. The amount owed by each club will be as written under Section 2, subsection (a) of the Article III.

Proposed Amendment:a. Annual dues in the amount of

$10.00 Canadian per mem-ber of each club in the Dis-trict are payable to the Dis-trict and billed twice a year in accordance with the MDC and Lions Clubs International billing policies. The amount owed by each club will be as written under Section 2, sub-section (a) of the Article III.

Section 2. District Administration Fund

The following applies to the per member dues under Section 1.

Subsection a.Current wording:a. The per member dues shall

be based on the member-ship of each club as shown by its December Monthly Membership Report or the most current information available from Lions Clubs In-ternational;

Proposed Amendment:a. The per member dues shall

be based on the member-ship of each club as shown by its June and December healthy club membership re-port or the most current bill-ing information provided by Lions Clubs International. The first invoice for one half of the per member dues shall be sent out no later than August 1 and the second invoice shall be sent out no later than February 1.

CONSTITUTION ADD: Article VIII (New Article)Supremacy of Standard FormSection 1. That the board of directors of Lions Clubs International shall and hereby does declare as policy that with respect to any matter of district (single, sub or multiple) operation which is not covered by the constitution and by-

laws of the respective district (single, sub or multiple) and is covered by the Standard Form (single or multiple district) constitution and by-laws, that the provisions of the latter shall govern and control.

CONSTITUTIONArticle IInterpretationSection 1. Subsection e. (New)“Supremacy” shall mean the Standard Form District Constitution and By-Laws shall govern the district unless otherwise amended so as not to conflict with the Multiple District and International Constitution & By-Laws and policies of Lions Clubs International. Whenever there may exist a conflict or a contradiction between the provisions set out in the district constitution and by-laws and the multiple district constitution and by-laws then the multiple district constitution and by-laws shall govern. Whenever there may exist a conflict or a contradiction between the provisions set out in the district constitution and by-lawsand the International Constitution and By-Laws, then the International Constitution and By-Laws shall govern.

District Twinning/Foster Child Program

Lions from C-1 met with Lions and family members from 306-A1(Sri Lanka) at St. John’s Cultural Centre in Edmonton on Aug.2 to socialize and formally confirm the District Twinning arrangement. Edmonton Host Lions Club was the sponsor for the evening.DG Kris Kozoriz signed on behalf of our District. District 306-A1 was represented by IPDG Lion Dr. Dhammika Gunawardena, who was accompanied by his wife Lion Devika Gunawardena and several members of their family. Dr. Gunawardena made an impassioned plea for continued support of this twinning arrangement, the main project being the Foster Child Program.

This project originated in 1993 during the International Convention in Minneapolis. It has been re-confirmed in 2007 and now again in 2017, recognizing the changes in our district.The Foster Child Program has helped dozens of children in Sri Lanka to continue their education. Clubs and individual members can support this project with donations. Please make your cheque payable to District C-1, mark the tag line “Foster Child Program” and mail or deliver to District Treasurer Stacey Chan.A copy of the pledge form is on page 14 of this newsletter.Please contact me or your DG for further information.

District AwardsThe District presents awards annually at it District Conven-tion.These include: 1. LCIF Donations AwardTo be awarded to the club that do-nated the greatest per capita do-nations to L.C.I.F., for the Lions year July 1 to June 30. Information will be obtained from quarterly reports from International to the current Dis-trict Governor.

2. District C-1 Convention Attendance AwardTo be awarded to the club that had the largest percentage of their membership in attendance at the District C1 Convention. It will be the responsibility of the Convention Host Club to forward this informa-tion to the District Awards Chairper-son before the end of November. This award will be presented at the subsequent District C-1 Convention.

3. PDG Robert J. (Bob) Gibb Club Membership Growth AwardTo be awarded at the District C-1 Convention to the Lions club with the largest net increase in members per Lions year. A trophy will be pre-sented to the winning club by Lion Vi Gibb and said trophy shall be held by that winning club until the next District C-1 Convention. The in-formation as to what club had the largest net increase in membership will be obtained from the District Governor.

4. District C-1 Youth Ac-tivities AwardThe District Governor will make the decision as to the club that is to be presented with the award based upon the following criteria. To be eligible for this award, a Club must have done at least six of the follow-ing in the Lions year:

a. Participated in Lions Youth Ex-change through their club member or members personally hosting a youth exchange stu-dent

b. Provided a financial contribu-tion to the District C-1 Youth Exchange Program or the Mul-tiple District C Youth Exchange Program

c. Sponsored youth(s) to travel on a Lions Youth Exchange or attend a Lions Youth Camp.

d. Participated in or financially sup-ported Lions Quest Canada

e. Participated in or financially sup-ported at least two local youth organizations such as Scouts, Girl Guides, minor hockey, mi-nor ball, minor soccer or other organized and recognized non-profit youth groups

f. Provided financial support to the District C-1-and District 306A1 Sri Lanka Foster Child Program.

g. Made a financial contribution to Camp He Ho Ha

h. Made a financial contribution to Camp Tamarack.

i. Sponsored a new LEO club in their community

j. Provided funds to purchase equipment for children who have special medical needs

k. Participated in the Peace Poster Contest

l. Participated and/or financially supported Project Pride

5. Dr. Lynn G Hall Lead-ership Award for Out-standing Leadership in LionismThis award was established in 1997 in recognition of the outstanding Leadership qualities as were dis-played by the late Lion Dr. Lynn G. Hall. Lion Lynn was a member of various clubs for over 50 years and also served as District Governor 1952-53 and 1975-76. Always quick to step forward, no matter what the project, he was a leader by exam-ple. He was an active participant in

many a fundraiser and a great Lion. Lion Lynn exemplified what Lions is all about. His professional life includ-ing teaching, school superinten-dent, school inspector, provincial director of school administration as well as serving as Mayor of Lac La Biche and Councilor of Wainwright.Award Criteria.1. A Lions member in good standing with a Lions club for A minimum of 10 years2. A Lion who has demonstrated continuous leadership for a mini-mum of three (3) years3. A Lion whose leadership may be at the community, club, district or International level or a combination thereof.Application Criteria1. Application may be made by a Lions member in good standing within District C-1.2. A letter is to be written which in-cludes the followinga. Name of award applied forb. Name of the Lionc. Name of the clubd. When the Lion became a mem-

bere. Commitment to Lions based on

the above criteriaf. Biography of applicant, (marital

status, family, interests, etc.)

6. DISTRICT C-1 CITIZEN OF DISTINCTIONPurposeTo bring recognition to a deserving citizen living within the boundaries of Lions District C-1. The program will also raise the profile of Lions Clubs International.

Who will be recognized?The Lions District C-1 Citizen of Dis-tinction will be selected from those persons who demonstrate a person-al commitment to service. Service shall be broadly defined and may include, but not be limited to, work with youth, seniors, handicapped,

the needy, support for global ini-tiatives, or humanitarian service through governments or other agencies. Lions are ineligible to be considered for this award.

How will he/she be selected?All Lions clubs within District C-1 shall be encouraged to submit a resume of a deserving individual to the se-lection committee. (Clubs may wish to conduct a local program within their community). Individuals and agencies may submit resumes for those they consider deserving of this prestigious recognition.Submissions from Lions clubs, in-dividuals, and agencies may be made in memory ofsomeone who is deceased. The deadline for submissions to be re-ceived is September 15.Submissions shall be valid only for the year in which they have been submitted.

Selection CommitteeThe committee shall be made up of: District C-1 Immediate Past Dis-trict Governor (chair),District C-1 District Governor, a Past International Director, and the Dis-trict C-1 Awards Chairperson.

What is the recognition?Public recognition of the individual and their cause will be emphasized. A biography will be provided and the recipient will be named a Mel-vin Jones Fellow. Every effort should

be made to have press/TV cover-age. If that should not be practi-cal, the District C-1 Public Relations chairperson shall ensure that news outlets are notified.

Funding requirementsFunds to purchase a Melvin Jones Fellowship to come from District C-1 and will be a budgeted item.

Where and When?The presentation will be made an-nually at the District C-1 Conven-tion.

Multiple District C Hall of Fameis a Multiple District award, nominations must be sent to the District for a vote at the district convention.Any Lion, Lioness, Lions Club, Lioness Club, or Zone may nominate a candidate from District C-l to the Multiple District C Hall of Fame.1. There is no nomination fee.2. There may be a maximum of

one (l) candidate per district, inducted into the Hall of Farne each year.

3. The Awards Chairman must receive nominations at least 30 days prior to the District’s Annual Convention. Each individual District will hold an election to determine the successful candidate.

4. The award may be presented to either a Lion or Lioness and only one recipient per District may be elected annually.

5. The award may be presented posthumously.

6. Each candidate must have 15 years of service and be two years removed from Council (if they have served as a member of the Council of Governors).

7. Each candidate should have qualifications above and beyond the call of duty including social and human endeavours. He/she should be of good moral character and have a good reputation in his/her community.

8. All sponsors will use the standard form, No other will be accepted.

9. The sponsors will ensure the candidate, or representative, will be in attendance at the Multiple District Convention.

10. All successful candidates will be inducted to the Hall of Fame at the next MD C convention.

11. A brief biography of each inductee shall be announced to the delegates attending the annual MD C convention, and published in the subsequent MD C newsletter.

Sylvan Lake Lions Legacy Project

As a celebration of Lions Club International's Centennial, the Sylvan Lake Lions Club collaborated with the Town of Sylvan Lake and the new community facility known as the NexSource Centre. The facility includes 2 ice arenas, curling rink, swimming pool, running track, seniors centre and much more. The club unanimously supported accessibility in the facility and sponsored the elevator for a 10 year period. We are proud to have the club name below the Lions Logo prominently displayed on the outside of the elevator doors and inside the elevator. Signage was in place for the facility Grand Opening in early May 2017. Lions members who worked on this project were Lions Jim Dick, Jonathan Whaley, Jim Watson, Dave Leshchyshyn and Suzanne Leshchyshyn.

August 2017 To: All Canadian Past International Officers Your support of our campaign to elect Dr. Patti Hill to serve as an International Officer of our Association has reached a critical stage. As we in Canada know, Dr. Hill has outstanding skills and a leadership vision that will inspire the next generation of Lions. We believe that her leadership vision is of critical importance to the future of LCI and deserving of international support for her candidacy. And we have a growing sense of confidence for success in 2019 Milan. We have been informed that the International Officers have announced their support for the candidacy of PID Brian Sheehan as 3rd International Vice President in Las Vegas 2018. We had hoped the decision would have been otherwise, however, we have been encouraged by a conversation with PID Sheehan who has pledged his support for Lion Dr. Hill for 2019 in Milan. In addition, that encouragement is strengthened by the fact that the International Officers have all urged Patti to seek a renewed Multiple District C endorsement for her candidacy for International Vice President in Milan in 2019. With these events unfolding we are now focusing on 2019 and Milan, Italy. Thirty years ago, the Lions of Canada presented the Lions world with Judge Brian Stevenson as our International President. “The Judge” has provided Canada and the world with exceptional leadership. It is time to reinforce that leadership and Lion Patti Hill is the Lion to carry that leadership torch. With your continued support we can make Milan the victory lap. W. W. PIP Judge Brian Stevenson’s ContestDistrict C-1 Recognition Program

Contest ObjectiveIncrease District Clubs’ efficiency by promoting recruitment, keeping members, monthly membership and activity reports and Inter club visits using contests and appreciation awards for the most deserving Clubs.Application

• Admissibility: All the Lions clubs in District C-1 are admissible and are automatically entered in the con-test.

• Timeline: From July 01st to March 31st of each year, except for the PU-101 produced for April 10th and the Registration to the Multiple District Convention for April 10th.

• Appreciation Awards: Appreciation awards will be left to the discretion of the District Governor’s Cabi-net and given at the annual MD Convention.

• Procedure: The winning clubs will have tallied the most points in accordance with the pre-established criteria.

• Rewards: o one prize will be awarded to the top club in each zone. o one prize to be awarded to the Zone Chairperson who’s Zone will have tallied the most pro-rata

point’s average.

Scoring1. Monthly membership and activity reports

For each monthly report received by the commission leader on or before the 15th of the month:• Membership 25/report• Activity 50/report• For all activities after the 25th 0
