PREFACE 1. Background. Joint Warfare Publication (JWP) JWP4-00 ‘Logistics for Joint Operations’ draws together, in a single document, the various and sometimes disparate elements of national and multinational logistics, so that both planners and operators can recognise their significance, interdependence and influence within a joint campaign. It recognises that specific functions such as supply and distribution, medical, infrastructure and other services often have quite different constraints and procedures and it aims to identify how the logistic output of these functions interact and contributes to the whole spectrum of operational Combat. It has a high level focus and makes no attempt to enter into detail on specific capabilities. 2. Purpose. The purpose of JWP 4-01 is to bring together, in a single publication, the Joint Tactics, Techniques and Procedures (JTTPs) relating to a variety of Joint Logistic Capabilities and their management on operations. JWP 4-01 Logistic Enablers for Joint Operations provides guidance on specific capabilities within the framework of the generic logistic processes identified in JWP 4-00. It must also be considered in conjunction with AJP-4 (A) Allied Joint Logistic Doctrine and associated NATO doctrine relating to logistic enablers. 3. Scope. JWP 4-01 has a lower level focus than JWP 4-00 giving detailed guidance on the provision of specific capabilities. It is set in the context of the UK’s involvement in operations that are managed in accordance with UK rules and procedures. It covers, at both the strategic and operational levels, the acquisition, management and provision of Joint logistic enablers that are required by Force commanders. The capabilities provided by these logistic enablers are managed and provided by Service personnel and supporting contractors until the stage in an operation or post-operation when provision can be normalised.

4. Target Audience. The publication is primarily targeted at Joint operational J1/J4 staff, JFLogC staff, Component logistic staff and logistic staff in the Front Line Commands together with DLO and infrastructure support staff. JWP 4-01 is a compendium of JTTPs and is therefore particularly relevant for those staff officers and civil servants responsible for the logistic planning and mounting of operations, and for those who have to manage the provision, operation and maintenance of these capabilities on operations. 5. Structure. This JWP comprises seven separate JTTPs each covering a specific logistic enabler:

JOINT DOCTRINE PUBLICATIONS The successful prosecution of joint operations requires clearly understood doctrine that is acceptable to all nations and organisations concerned. It is UK policy that national doctrine should be consistent with NATO doctrine and its terminology and procedures (other than those exceptional circumstances when the UK has elected not to ratify NATO doctrine). However, the requirement exists to develop national doctrine to address those areas not adequately covered by NATO doctrine, and to influence the development of NATO doctrine. This is met by the development of a hierarchy of Joint Doctrine/Warfare Publications (JDP/JWPs).

Interim Joint Doctrine/Warfare Publications (IJDP/IJWPs) are published to meet urgent new short to medium-term needs for fully staffed and agreed joint doctrine, often when some associated aspects of doctrinal development/coordination remain outstanding or when there is a temporary void in policy or other directive. More short-term urgent requirements for doctrine are usually covered by Joint Doctrine Notes (JDNs). JDNs do not represent an agreed or fully staffed position. They are raised in a foreshortened timescale by the Joint Doctrine and Concepts Centre (JDCC) to fill a doctrinal gap, often in association with a planned exercise or operation or possibly to enable another aspect of doctrinal work to be developed.

The Joint Doctrine Development Process and associated hierarchy of JDP/JWPs is explained in a current DCI.
