QWhat effect, if any, will the recent stamp duty changes have on the central London market for the first six months of 2015?

AWhile the more progressive stamp duty structure, as announced in the Chancellor’s Autumn Statement, will

undoubtedly serve to assist first-time buyers up and down the UK, what is unclear is the potential effect on the central London market.

At this stage it is perhaps too early to call, but the sheer volume of transactions that took place on Wednesday 3 December does provide an interesting picture as to the general sentiment of purchasers in prime central London.

We did not see high numbers of nervous purchasers aborting transactions, citing fears of a sudden and significant market adjustment. Quite the contrary: we experienced a hive of activity with property transactions in London alone reaching nine figures.

While this on its own cannot give us the answer to the overriding question, it does indicate that the appetite for London property remains robust, and perhaps the increase in stamp duty is seen more as an irritant than a real game changer.

This is not the first time we have been faced with similar changes and, as in recent years, the market rarely reacts in a dramatic manner. For example, while the increase in £2m-plus stamp duty from 5 to 7 per cent in 2012 undoubtedly led to weaker price growth above £2m, it also coincided with a period of record £2m-plus sales volumes.

One can also argue, albeit hypothetically at this stage, there is the silver lining that this new change makes a mansion tax a much less feasible option for a new government after next May’s election – hopefully reducing the risk of the implementation of that annual charge.

The hope is we are seeing an increase in upfront purchase costs while reducing the risk of an annual charge. Fundamentally, it is important to remember that the market remains underpinned by ongoing record low interest rates and an enviable economic climate.

I am of the view that the market will ultimately absorb these changes as London continues to be the leading world city offering a unique lifestyle set against a stable political, social and economic backdrop.

Last year’s property market was played like a football match: a game

of two halves. In the first six months we saw large price rises, competitive bidding and the pushing of agreed prices over the guide price. There was an appetite to buy in London both from the home and the international markets.

Buyers paused for breath in the second half of the year and a degree of short-term political uncertainty also dampened demand. Doubt surrounds the possible introduction of a mansion tax on properties worth more than £2 million after next May’s general election.

It is also important to look at the market in sections, for example houses predominantly bought by families. As London has a large proportion of houses, we are seeing supply outstripping demand.

Large lateral apartments in prime locations – popular with international buyers looking for good porterage and

high specifications such as air conditioning – are more rare, with the result that buyers often still have to pay a hefty premium.

Current uncertainty in the market leads to opportunities, and property search agents will now have real purpose threefold. Firstly, we can help source those properties that are marketed publicly as well as the sought-after off-market offers, where vendors have withdrawn their properties from the open market.

Secondly, we can check all those small details such as not wanting to live next door to a basement dig, something an estate agent may not highlight. Finally, we make sure the deal is structured to position you as the preferred buyer, and we liaise with the solicitors, on the buyer’s behalf, to make sure the sales process is smooth and seamless.

marketviewAs we enter 2015, just about everyone in the property industry is trying to establish the

new lay of the land, reports property finder Robert Bailey.

Although stamp duty reform was badly needed, few saw George Osborne’s plans coming. That was intentional, of course, as many are now questioning whether Labour can successfully push ahead with the mansion tax, a key part of its manifesto.

The truth is this system of tax is much fairer to many. The old ‘slab’ system – where people paid five per cent stamp duty on properties worth between £1,000,001 and £2m while those priced at £2,000,001 or more paid seven per cent – was flawed.

This created distortions in the market, where many properties were priced just under the thresholds to avoid the high rate, or were overvalued to deter buyers from negotiating the price below them. Understandably, the property industry has been calling for reform for years.

It’s a case of ‘be careful what you wish for’. The new system will see a graduated system akin to income tax and will obviously hit London buyers the hardest, with super-luxury buyers penalised the most. That said, at least it is a one-time tax.

We will undoubtedly still see some distortion in the market with some price rises at the lower end. However, most Londoners can stomach it if they know the capital growth of the property will justify the expense of moving to a new home.

Property ‘experts’ might complain that this higher rate of stamp duty, higher fees for non-doms and the introduction of capital gains tax for foreign buyers will deter investment. It won’t.

London remains a draw for high-net-worth individuals around the globe. Given the choice of living in the Ukraine or Chelsea, London’s appeal is fairly obvious. It’s safe, its government transparent, economically stable and welcoming towards foreign investors.

While Switzerland, Luxembourg and Monaco can also boast such attributes, these locations can’t hold a candle to London when it comes to schools, shopping, culture and access. London is a world city whereas Zurich just isn’t.

Property prices went up as much as 20 per cent in some parts of London last year. High-net-worth buyers won’t think twice about paying a higher stamp duty if capital growth continues to appreciate. This is Osborne’s (calculated) gamble. The UK economy is strong and, according to the OECD and other sources, is expected to continue at a very healthy pace.

Bill Clinton’s political advisors famously used the catchphrase “It’s the economy, stupid” during his 1992 campaign. UK political parties should take heed. Stamp duty rises will be readily absorbed provided economic growth and, in turn, house price growth continue.

Mayfair’s £4.5bn transformationDue to global demand and lack of stock, ultra-prime new-build residential property in Mayfair is now achieving a record 107 per cent price premium over existing homes, generating returns for both developers and investors.

This buoyancy has triggered a potential pipeline of up to £4.5 billion worth of new large luxury developments in Mayfair, which is transforming the district into London’s premier super-prime address.

These are some of the findings of the new Mayfair market report The Rise of New Developments by West End specialist Wetherell.

Since 2000, says the report, there has been a dramatic rise in the price premium achieved by new-build over existing Mayfair homes. The recently launched Clarges Mayfair (pictured) averaged £4750 per sq ft, a 107 per cent premium over adjacent homes.

This compares to a 74 per cent price premium achieved in 2004 by 21 Davies Street (£1331 per sq ft), 44 per cent in 2002 by Park Lane Place (£1020 per sq ft, and 27 per cent in 2000 by 1 Carlos Place (£726 per sq ft).

Wetherell reveals that this 80 point jump in premiums has been triggered by a rising international demand from ultra-high-net-worth investors for luxury residential property in London’s best addresses, viewed as a safe haven to park wealth in an increasingly uncertain global political-economy.

The potential for lucrative returns in Mayfair has triggered a wave of planning applications and inward investment from British, Middle East and Indian funders and developers. There are currently 447 units in the development pipeline – 67 currently under construction, 274 with planning permission, and 106 part of planning applications. Most are former office, embassy or government sites being converted for residential use.

Will the New Year bring good news for the property market? Experts talk to

Jenny Knight about their predictions.

The general election coming up and Ed Miliband’s threat to whack a mansion tax on houses worth more than £2 million has cast a slight gloom over prospects for the New Year.

Yet many agents remain confident, saying that even if the soaring price rises are replaced by lower steadier gains, long-term prospects remain good.

Kieran Ryan, of Rickman Properties, says: “The current tempo in the London market is certainly subdued for one reason or another. I have heard a thousand reasons why, from Ebola to the Middle East crisis. All that is happening is a correction on what now seems a very inflated central London property market over the last 12 months.

“Despite Mark Carney, governor of the Bank of England, stating that interest rates would be increased by the end of 2014, it appears they will not be going up until 2016. And who knows what then? Now is the time to buy with vendors softening on asking prices and good mortgage deals on the open market. We expect the New Year to start very brightly.”

Patrick Bullick of Stanley Chelsea says he is confident the lull in the prime central London market will pass after the general election. He says: “It seems clear that we will have a coalition led by either Labour or the Tories. While not relishing seeing Ed in No.10, I note that Labour is never as radical in power as it makes out while in opposition.

“In the meantime, the ambiguity about the election is making foreign investors hesitate about buying in central London. There is a myth that foreign buyers will pay stupid sums for London property – in reality these buyers are clever and well advised.

At Stanley Chelsea, we are now busy with intelligent and focused buyers. They are still keen on London as a great place to invest and are taking the opportunity to buy while there is a little more supply. Actually, I am quite optimistic that the next six months is a good time to sell if you ‘want-out’ or to buy if you ‘want-in’.”

Ed Mead, executive director of Douglas & Gordon, says: “Prices in prime central London are expected to rise by 10 per cent next year. It is unlikely that the mansion tax will happen. We don’t see supply increasing and we anticipate that demand will come back.”

2014 has been an interesting year for the property market in Chelsea. Pace began to build in January with

buyers competing fiercely for stock and prices rising rapidly through spring.

As summer began, so did price sensitivity and increased stock levels, a trend that has continued throughout the second half of the year. Mansion tax proposals and political uncertainty ahead of the next general election have both added an element of caution.

The most recent development in the market has been stamp duty reform. This has been very positive news for first-time buyers and second steppers, and although prime properties are seeing increases in their stamp duty tax, we do expect buyers to adjust to the new costs, and for this to be absorbed by the market in the long term. Savills Research currently predicts growth of 23 per cent across prime London in the five years to 2019.

Chelsea remains a popular location

for buyers looking for a home in the heart of the capital, with strong international interest across the market, particularly from Western Europe and North Africa and the Middle East. Investment and redevelopment are the top reasons for buying here, both at 41 per cent, followed by upsizing at 24 per cent.

One of the main attractions of the area is the great selection of property available, from studio apartments and bijou mews houses to detached villas and grand townhouses set around sought-after garden squares.

Families are attracted by excellent schools in the area including Garden House, Hill House International Junior School, Falkner House Girls’ School and Cameron House School.

Meanwhile the King’s Road offers a wide range of major retailers, galleries, shops and restaurants, complimented by the riverside, numerous garden squares and the grounds surrounding the glorious Wren buildings of the Royal Hospital.

Price wargameLenders cut their rates to secure business, reports Duncan FarmerThis time a year ago, most analysts were expecting that by now interest rates would have started to

rise. Not only has that not happened, but it still looks unlikely in the foreseeable future and, better still for borrowers, the rates lenders are charging continue to fall.

HSBC has just launched its lowest-ever, five-year fixed-rate mortgage at 2.48 per cent, saving borrowers – both new buyers and people remortgaging – hundreds of pounds a month. Barclays and Santander have also brought out great deals as building societies and banks do all they can to attract new business.

Mortgage rates are at a historic low with lenders dropping fixed-rate mortgages under one per cent. In October, HSBC brought out the first mortgage below one per cent since 1996 – at 0.99 per cent.

David Hollingworth of mortgage brokers London & Country said: “While I am always reluctant to use the term ‘price war’, I really think that’s what is happening.”

The loan from HSBC, which was launched at the beginning of December, is available for borrowers with a 40 per cent deposit and has a £999 arrangement fee.

Santander also launched its lowest two-year fixed-rate mortgage – at 1.84

per cent - but it was offered only to people who want to remortgage. Borrowers would need to have 40 per cent equity in their home, and the loan comes with a £995 fee. Santander said the deal would be available for ‘a limited time only’, but with the price war in the lending market appearing to become more fierce, borrowers who lost out on this deal need not wait long for another one to appear.

Barclays has introduced a five-year fixed-rate remortgage at 2.79 per cent for borrowers with equity of 30 per cent, with a £999 application fee.

Ray Boulger of John Charcol, the mortgage broker, said: “This is great news for borrowers. Lenders have to stay competitive to get business and we have seen a steady stream of lenders cutting their fixed rates. Other lenders are sure to follow in the next few weeks.”

Part of the reason behind the flurry of new loans is that lenders are trying to hit targets as the year ends – the new rules brought in last April created a hiccup in the mortgage market that disrupted the flow of business.

They are also keen to retain customers on their standard variable rate who may – and certainly should – switch to a fixed-rate if and when the Bank of England puts up the base rate.

Risky thirty-somethingsPeople in their thirties will find it harder to secure a mortgage because new rules designed to curb risky lending are preventing people from borrowing beyond the standard retirement age.

Experts said that the rules brought in by the Mortgage Market Review (MMR) on lending to older borrowers lacked clarity, meaning many people in their forties or even late thirties could face difficulty getting a mortgage.

The Intermediary Mortgage Lenders Association (IMLA), said that a substantial number of borrowers would be affected because many lenders now required them to prove their income from the state pension age, regardless of whether they intend to stay in work for longer.

“With lengthening mortgage terms and the general difficulty people are having getting mortgages, the issue of lending into retirement has reached further down the spectrum than people might have imagined,” said Peter Williams, executive director of the IMLA.

Lending and spendingLenders approved the lowest number of mortgages since June 2013 last October but consumer lending boomed, official, as shoppers’ morale stayed high despite a loss of momentum in the housing market.

The Bank of England said that consumer lending rose at its fastest annual rate since the run-up to the financial crisis, with credit expanding by 6.4 per cent on the year, a pace last exceeded in July 2006.

This coincides with official national accounts data, which showed household spending rising at its fastest pace in four years in the three months to September, as well as private-sector surveys showing strong appetite for big purchases, helped by so-called Black Friday, the kick-off to the Christmas shopping period.

Ultra-high rentLondon’s ultra-prime (£100,000-plus per year) and super-prime (£1m-plus per year) rental markets are booming. The capital’s popularity with the world’s super-rich, an undersupply of luxury properties, and concerns about the 2015 election, mansion tax and stamp duty are driving ultra-high-net-worth individuals to rent.

These are some of the findings of a new report on the ultra-prime lettings market by luxury residential specialist Beauchamp Estates together with Dataloft, the market intelligence group.

To live in luxury in one of the capital’s top 5 per cent of lettings properties, a tenant now has to pay a minimum rent of £108,000 per year (£9000 per month), the highest recorded entry level for this sector of the market. There has also been a 12.8 per cent rise in the number of properties let at rental values of over £10,000 per week compared to the same period in 2013.

Average rent in London’s ultra-prime lettings market is now £3500 per week (£182,000 per year), a 23 per cent rise since 2009, when the equivalent average figure stood at £2813 per week (£135,025 per year).

In the last 12 months, ultra-prime rental levels have continued to rise. Across prime central London, the average rent paid in the third quarter of 2014 was 6.5 per cent higher than the year before, the highest rate of growth for more than three years.

Helping to raise standardsFoxtons has joined the new London Rental Standard, a voluntary scheme launched by Mayor of London Boris Johnson to promote higher standards in the private rented sector.

The LRS is also designed to reassure tenants that they are renting from a professional agent who will comply with all the necessary legislation such as deposit protection and safety certificates. Membership is based on existing accreditation with industry-recognised schemes.

Lori Thompson, Foxtons director of Customer Services, said: “We work to the highest of standards and have been a voluntary member of the key governing bodies for many years helping to raise standards within the industry.”

Agent saves the dayThe annual Christmas bazaar run by Friends of St Mary’s Hospital in Paddington went ahead in a new – and warm – venue thanks to generous sponsorship by Knight Frank Hyde Park.

Under threat of cancellation as building works meant the event could not be held inside the hospital, the day was saved when Knight Frank agreed to sponsor the hire of a large marquee, tables, chairs and heaters so the bazaar could be held outside. More than £7000 was raised for the hospital’s special baby unit.

Patron Lady Jane Fellowes said: “The Friends of St. Mary’s Hospital Christmas Bazaar is our most important annual fundraising event. This year we were faced with an additional problem – that of finding an appropriate venue in which to hold it at the hospital. Knight Frank came to our rescue with their generous sponsorship of a marquee in Norfolk Place, for which we are extremely grateful.”

Steven Atack, Friends of St Mary’s principal fundraiser, added: “I have worked over many years in a voluntary fundraising capacity for many charities, but the support and thoughtful assistance provided to St Mary’s Hospital by the Knight Frank team was quite exceptional. Smaller, nearer homes work best More than half of young renters would choose to live nearer to work in smaller homes, according to the largest survey of tenants conducted by Knight Frank.

More than half (54 per cent) of 18 to 24-year-olds said they would be happy to live in a studio flat (with communal entertaining space) if this made the rent more affordable in a central area. Some 39 per cent of 25 to 34-year-olds and 42 per cent of 35 to 44-year-olds in London would also be prepared to choose a studio in a central location for an affordable rent.

Asked if they would live in a ‘microflat’ – a small studio flat around 300 sq ft in size – in a building with communal entertaining space in a ‘perfect’ location, 45 per cent of 18 to 24-year-olds in London said they would consider it, and 32 per cent of 25 to 34-year-olds and 37 per cent of 35 to 44-year-olds agreed. The figures are much higher than the overall average in Britain of 27 per cent.

More than half (56 per cent) of 18 to 24-year-olds said renting suited their lifestyle needs. Nearly a third (30 per cent) of 25 to 34-year-olds in London feel the same and 27 per cent of 35 to 44-year-olds.

Grainne Gilmore, head of UK Residential Research at Knight Frank, said: “In terms of location versus affordability, a significantly higher proportion of Londoners, especially younger tenants, are prepared to live in smaller types of accommodation to ensure they are in a good location at an affordable price.”

Londoners look further afieldThe number of properties sold for £1m or more across England and Wales – excluding London – during the first six months of 2014 was 44 per cent higher than the corresponding period in 2013.

As the ripple effect of stronger market performance moved out from London in 2014, sales picked up across the country, reports Oliver Knight, editorial and research executive for Knight Frank.

“The bulk of prime activity was concentrated on southern England and the Home Counties. The majority of £1m-plus sales in the first half of 2014 were located around the transport corridors of the M3, M4 and the M40,” said Knight (pictured).

“These markets benefit from their proximity to London and excellent transport links back to the capital, good schools and local amenities.”

Most Londoners are still moving to familiar commuter-belt territory in the Home Counties, but others have looked further afield.

“In Bath, for example, the number of Londoners who purchased a property doubled compared to 2013, while buyers from the capital made up 24 per cent of sales in Cirencester, 26 per cent in Stow and 44 per cent in Haslemere.”

The penthouse is going up in the world as a rising investment opportunity on top of its elevated potential for delivering superb views of the capital.

According to figures from property data specialist Lonres, prices rise by 1.5 per cent per square foot on each storey of prime London properties, with a 2.2 per cent rise at penthouse level.

Going underground with Space InvadersLuxury property developer Landmass is going underground to transform a former Second World War bombsite in Notting Hill, replacing an existing property with a new-build house more than four times the size.

Due for completion in May, the four-bedroom house at 76 Ladbroke Grove will contain 3326 sq ft of inside space, a massive increase on the previous dwelling’s 750 sq ft. With two basement levels, it will have more inside living space below ground than above.

Dropping the garden to lower ground level will make it accessible through the open-plan kitchen, and a double-height ceiling on the ground floor will allow light to flow throughout the underground space. The basement will feature a gym and blackout media room, and the house will include a garage.

The dig-down project was featured on London Live TV channel’s Space Invaders, when presenter Charlie Sloth visited the site. Landmass managing director Alan Waxman told him: “Space is becoming more and more at a premium, so to make the best use of the space available, we decided to go down. The key is maximising space and light – and having a good relationship with the council and the neighbours.”

Master class in urban renovation The quirky and ultra-modern interior of the Old School House ticks all the boxes, reports Jenny Knight

When Harry Offer bought his apartment in a handsome Victorian building in Montague Road, Richmond, it was an ideal bachelor pad, but as the years passed changes became desirable.

He said: “Getting married and the arrival of three little ones focused my priorities. The house needed a little TLC.”

With input from architects and guidance from his artist wife Clare, who insisted that the living quarters should be flooded with light, extraordinary ideas were floated. While it is commonplace to knock down an interior wall or to extend upwards or outwards, the Offers scorned such timidity.

The whole apartment was gutted, down to the external walls and roof. Then the rear wall was removed to allow them to build a dazzling light-filled extension and a glass-sided studio, with views across the sizeable garden. It helped that among his careers Harry has been a surveyor, so his specialist knowledge gave him extra confidence to tackle such a dramatic project.

Four bedrooms were created downstairs along with two bathrooms and a laundry room. A mezzanine floor was added, while the raised ground floor reception area is now filled with natural light. The result gives a total of 2,800 square feet of space.

He said: “The biggest challenges in engineering terms were bridging tree roots in the garden and taking the cross beams out of the roof trusses without prejudicing the structure. Getting immaculate finishes in an old building, where no walls are absolutely plumb straight, took quality craftsmen and lots of thought.”

Using huge amounts of glass presented problems – including persuading council planners to give consent. “Glass reduces the ability to keep the place warm, so we had to install a brutally efficient Swedish heating system. The layout is curious because it is counter intuitive to sleep downstairs,” adds Harry.

“The site slopes, so the ground floor has earth on one side, which gives protection from the cold and aircraft noise and makes it cosy. Having a windowless side to

Making drastic changes to a building where other people are living requires tact and consideration because inevitably they will be inconvenienced. The Offers helped to keep their neighbours sweet by improving the shared hallway.

For a time the family enjoyed their swish new home before moving out of London. They found that proximity to Shepperton Studios made the apartment a popular rental property for actors. Celebrities included Michelle Williams, 33, star of the 2011 film My Week with Marilyn, who rented the property for three months while filming the biopic in 2010.

New homes updateSpecial report by David Smith, group head of marketing for luxury homes developer Octagon

I suppose you could say it has been a bit of a stop-start past year as far as the house building

industry is concerned. We have all experienced flurries of buying activity, followed by eerily quiet

patches. Then out of nowhere, buyers seem to be appearing on the scene again.

World events, local politics, and bank rates appear not to have eliminated all eligible buyers at our end of the market. We have seen fewer Russians, and that is understandable under the current circumstances, but other international investors looking for a British base are familiar faces at our ‘show off’ properties on the market in St Georges Hill and Wentworth. It seems people with the right funds who want an Octagon home, buy one.

We have also dipped our toe in the water in some new territories like Windsor with our super-size townhouses. Virtually in the town centre, but sitting rather superiorly adjacent to Windsor Great Park and the Castle, Long Walk Villas have attracted mostly local residents yearning for a central location with parking, a rare commodity in this Berkshire town. All now sold bar one, this is a concept we are interested in repeating in other desirable commuter towns.

Looking ahead, we, like every other business, will be monitoring the election effect as we get into early spring. We suspect, long term, it will have little effect on the general property market, and we will continue to be producing our high quality generously sized family homes in prime locations.

In fact, aware some families are looking for more home and land for their money, especially if they are relocating from central London, we too are going rural, and have started construction on a seven-bedroom country house in Picketts Hill, Hampshire. Set in 5.5 acres, this is a classic Octagon, the first to be built in this area, and will be released in the summer for a guide price of £4.75m.

Then we are also making a welcome return to one of Octagon’s heartlands, Wimbledon Village, where a large detached six-bedroom house with a guide price of £6.95m is already under way, scheduled to be ready in the autumn, in the tranquil location of Deepdale, a no through road a few minutes’ walk from the High Street.

We ended last year on a high note, having collected six top building and design awards for our various projects. This is a great way for the entire Octagon team to be congratulated for pushing the boundaries to achieve the ultimate in excellence. So here’s to an equally rewarding 2015.

David Cox, managing director of the Association of Residential Letting Agents (ARLA), gives his forecast for 2015We need more houses. Demand continues to outstrip supply. As new homes come onto the market at one end, accidental landlords are leaving the sector at the other – they are no longer in the negative equity that forced them into the market during the housing crisis.

However, even with some increase in supply during 2015, we still expect to see growth in rental prices of around 2 to 3 per cent.

As the general election looms, the colour of the next government will have a large impact on the rental market, particularly when it comes to regulation of the sector. ARLA would like to see a fully regulated industry to build a better, stronger private rented sector, which will help to eradicate the rogue agents who tarnish our industry.

Labour is pro-regulation but has also pledged to introduce three-year tenancy agreements with strict rules that will make it more difficult to evict tenants. This could see landlords pull out of the market.

Whatever the outcome of the election, considerable change is likely over the next five years. It could be a make-or-break time for the sector.
