TNRERA allows flat owners to complete delayed project
The Tamil Nadu Real Estate Regulatory Authority (TNRERA) has allowed flat owners to complete a de-layed housing projects on their own and restrained the builders from proceeding with the work. 47 owners of the Tamil Nadu Housing Board apartments in Mogap-pair (West) entered into an agreement with J.D. Builders and Promoters Private Limited in 2010.
The buildings were handed over in 2011 for redevel-opment. According to the complaint, the builder prom-ised to construct the flats within 24 months, but it has been delayed for the past seven years. The builder said there was an increase in CMDA fees, due to which he could not obtain approval and commence construction. The TNRERA restrained J.D. Builders from proceeding with the project. It directed the flat owners and subse-quent buyers to form an association, register it, work out an equitable solution, select a builder and then take permission from the Authority to complete the project.

Residents seek ClARiTy oN gREEN CRACkERs
honest, I am not aware as to which one is a green cracker and which one is not. In the market, cracker sellers are claiming that everything they are selling are green crackers but we are not sure if it is indeed so. In fact, I was amused to find a new type of pellet caps cracker that has flood-ed the market. Unlike the traditional Deepavali gun that needs to be loaded with roll caps, this one is de-signed like a revolver and has provision for loading a circular plastic base that has eight pellets in it. The Siv-akasi-based company that has manufactured it has advertised saying it is a green cracker. With Deepavali just days away, many residents living in the neighbourhoods of Mogappair East and West, Anna Nagar and Nolam-bur, are in the dark about the mandate to burst only green crackers this Festival of Lights as per an order of the Supreme Court.
Many residents, to whom this Correspondent spoke to, said they were not aware about what consti-tuted green crackers. They regretted that the authori-ties concerned especially officials of the Environ-ment Department had not taken any campaigns in the neighbourhood to educate them about green crackers.
“We all know that the Supreme Court has said that only green crackers can be lighted. However, to be
children and resident of an apartment in Mogappair West.
Vivek Hari, a resident of Anna Nagar Fourth Ave-nue, who has done some research on green crackers, explained that green crack-ers are ones that do not contain chemicals such as barium, lead and lithium. The Safe Minimal Alu-minium Crackers, Safe Water Releaser and Safe Thermite Cracker can be purchased. According to him, green crackers release water vapour and cause 30 per cent less particulate matter pollution. “Some cracker packages contain QR codes that can be scanned by the purchasers and check if they comply with the norms,” he said.
But his neighbour, who was listening in, preferring anonymity said, “He is talk-ing all scientific terms. As a common man I don’t un-derstand this at all. The authorities must have pub-licised more about green crackers.”
Diwali, the festival of lights, came alive with earthen lamps at Velammal (Main), Mogap-pair. A mega display by students from Velammal Junior wing with handmade models of 40 ft serial crackers, 10 ft lakshmi crackers added glory to the festivity. Fire safety demonstration was also conducted for the students by Fire and Rescue department.
TNPSCB issues guidelines for
bursting crackers
Keeping in line with the guide-lines of the Supreme Court, Tamil Nadu Pollution Control Board (TN-PCB) on Wednesday issued guide-lines and time period for people to burst crackers on Diwali. The TN-PCB fixed two slots between 6 am to 7 am and between 7 pm to 8 pm.
The agency would also monitor the air pollution in all the municipal corporations in days till the festival and thereafter. Strict action would be initiated against people who will burst crackers exceeding the specified time limit. In a statement released by
the TNPCB, the agency stated that welfare associations should obtain prior permission from local bodies to gather and burst crackers in public places.
Poor sanitary conditions carry fines

Prakash, Corporation Com-missioner has ordered that fines of Rs. 10,000 to Rs. 10 lakhs will be imposed on owners of places and buildings with poor sanitary condi-tions that can lead to water stagna-tion and facilitate the breeding of mosquitoes. separate burns ward inaugurated
Tamil Nadu Accident Emergency Init iat ive (TAEI) Centre and lami-nar flow at the burns ward in Government Kilpauk Medical College Hospital was inaugurated by the Tamil Nadu Health Min-ister on Wednesday.
With 70 beds, the ward at the hospital is the largest tertiary burn care center. A separate ward was opened for Deepavali with 10 beds with all facilities for burns care, said KMC dean Dr P Vasanthamani. The num-ber of burn cases during Deepavali was around 100 in in 2016, 75 in 2017, and 50 in 2018.

“Don’t dump garbage here. If you violate, action will be taken as per law,” warns a blue notice board in Tamil placed prominently near a vacant plot in Mogappair Eri Scheme, a few metres ahead of the 19th Cross Street.
But just right in front of the warning signboard one can see not just garbage but also tree waste discarded in abundance. If this is not a mockery of the civic law, what else is wonder residents of the locality?
From the look of the scene it appears that it would take ages to drive some civic sense among the people of the neighbourhood and that mere-
ly threatening to take legal action would not have any impact. “What is the use of placing such a signboard prominently that too in the local language warning people that they would face legal ac-tion if they discard garbage at the spot? No one seems to be afraid or bothered about it. Or it appears that people want to throw a challenge to the au-thorities concerned that they don’t care for such warning at all,” rued Megha Nagaraj, a resident of Mogappair Eri Scheme who has been put off by the sight of the garbage at the spot.
She hoped that people would pick up lessons in cleanliness and sanitation and
that alone would ensure that garbage is not dumped at ran-dom places. “The alacrity with which people throw garbage just because there is a vacant plot and no one shoos them away speaks volumes about the absolute lack of civic sense among residents. The garbage here has not been littered by outsiders or strangers but pretty much by some residents who don’t take efforts to go to the dustbin and dump them there,” she added.
Seshammal, who was pass-ing by, said that the reason why people ignore such sign-boards warning of action is because the authorities have not imposed penalty on any-one yet. “The authorities must fine such residents and then publicise it so that it serves as a deterrent to others. Other-wise there will be no use of placing such signboards at all,” she added.
Violation galore, but where is the action?
From this Deepavali, travel-ling on Metro Rail on Sundays and government holidays will be cheaper with the Chennai Metro Rail Ltd deciding to slash the fares by half on those days.
Once imple-mented, a trip from Central Met-ro Station to Air-port will cost only Rs 25 on Sundays and public holi-days, lesser than the Rs 29 charged by MTC Deluxe bus. However, this discount is not ap-plicable to those using trip passes and passes for un-limited rides, says a statement from
the CMRL.The operator has an-
nounced this steep discount in fare to increase ridership, es-
pecially on Sunday when it falls drastically to about half the number of passengers on weekdays.

Metrowater winds up work but leaves pipelines behind

More than a month after it completed under-ground pipeline laying works on the main road in Thirumangalam Junc-tion, the Chennai Metro Water Supply and Sewer-age Board (CMWSSSB or Metrowater in common man’s parlance) has left
behind giant pipelines on the pedestrian path as well as beneath the Thiruman-galam flyover.
In April this year, Mogappair Mail had high-lighted that the pipelines were placed on the foot-path on the Jawaharlal Nehru Salai, which is an arterial road in this part of Anna Nagar, and wit-
nesses heavy vehicular traffic density on any given working day. At that time the Metrowater had just begun work on the stretch and the road was closed to traffic. However, since then much water has flown.
The work on the stretch was completed more than a month ago but the civic
agency has failed to clear the giant pipes from the footpath as well as be-neath the flyover. Pedes-trians including bus com-muters headed to the Thi-rumangalam bus stop on Second Avenue Road, usually walk on the foot-path along the Jawaharlal Nehru Salai – popularly called 100 Feet Road. Now they are finding it difficult to do so in the absence of dedicated pe-destrian space.
“Now this stretch of the road has been opened up for traffic. As you know hundreds of vehi-cles hit this road on a daily basis and most of them drive at great speed. Since the footpaths are occupied by the heavy pipelines, we have no choice but to walk on the road margins. Needless to say we are risking our lives and limbs by doing so,” pointed out Prasad, a
resident of Thiruman-galam, who takes the Metropolitan Transport Corporation bus to his office in Roundtana regu-larly. He urged the au-thorities concerned to re-move these pipelines from the footpath on a war-footing basis. “Otherwise, these pipelines would get damaged due to the vaga-ries of nature,” he added.
Road users also said the pipelines beneath the flyover are an eyesore. “When someone parks a vehicle beneath the fly-over, the Chennai City Traffic Police immedi-ately swing into action and tow it away. That be-ing the case how come they have not bothered to remove these pipelines that have remained here despite the civic works being completed? We can’t have two rules on this,” said Manickam, a road user.

Winning every-one’s attention with back to back Chartbuster al-bums, Simon K King is composing music for this film and cinematography is handled by Rasamathi with Praveen KL as Editor, Action by Silva and Videsh as Art Director. Gone are the days when the likes of Sivaji Ganesan and MGR had to contend with half a dozen lesser known artistes in the much awaited Deepavali clash. One recalls the impact of MGR’s Oli Vilaku taking on the might of Sivaji’s Thillana Mohanambal in ‘68.
It is going to be a crack-er of a Diwali in Kolly-wood, as one of the biggest superstar’s in Tamil Cine-ma, Vijay, will have his film Bigil pi tched against Karthi-starrer Kaithi. Di-wali from MGR days was the most coveted festival date in Tamil cinema, though today, it is the sec-ond biggest after Pongal.

worth his box office clout, a release on the day of the festival of lights is a matter of pride and prestige. Actu-ally, Vijay Sethupathi’s Sangha Thamizhan was also slated to release on the festival, but owing to non-availability of screens, it was postponed to Novem-ber.
The late Film News Anandan, in his writings on Tamil cinema, had once mentioned how important the Diwali tradition is in Tamil Nadu – “An early morning oil bath, a sump-tuous breakfast with spe-cial sweets, wearing new clothes, and watching a Diwali Tamil superstar re-lease is what makes it spe-cial.” Once upon a time, in
the 1980s and ‘90s, Tamil superstars like Rajinikanth and Kamal Haasan used to have regular Diwali re-leases. Later, Vijay and Ajith too had locked horns during Diwali times, which led to fan frenzy. Those days, when big films did not have such wide release, multiple movies could dominate the Diwali re-lease window. But with worldwide big releases, it was a task to get maximum screens, with one single big movie dominating the box office. For fans of Tamil superstars, watching their idol get a Diwali release is more prestigious and cov-eted than any other festival date. And for the last two years, Vijay has been hold-ing on to the Diwali festival date, just like how Salman Khan in Bollywood has a sort of monopoly over Eid releases. In the last two years, Vijay had two back to back Diwali hits – Mersal (2017) and Sarkar (2018). This year, he seems to be on a hat-trick with Bigil. One of Vijay’s biggest hits, and a landmark film in his career, Thuppakki, too re-leased on Diwali in 2012. So when Karthi-starrer Kaithi decided to enter the Diwali release race, it sur-prised the trade as it had to challenge Vijay-starrer Bigil. Both the films are

backed by reputed produc-tion houses. Bigil is pro-duced by AGS Entertain-ment while Kaithi comes from Dream Warrior Pic-tures. Bigil is clearly the most preferred film among exhibitors and distributors worldwide, and should get prime showcasing, as it is a Vijay film. The creative producer of Bigil, Archana Kalpathy, in her interviews, has said the film has cost AGS Entertainment a whopping Rs 180 crore.
Meanwhile, there is a huge tussle going on be-tween the two films, prior to the release, to get maxi-mum screens. A few days before the Bigil trailer was released, Kaithi came out with its trailer. They re-ceived the certification around the same time. And both the films have got a U/A Certificate, with Bigil having a run time of 179 minutes while Kaithi has a run time of 147 minutes.
Normally, Tamil Di-wali films release on the festival day, even if it is a Monday or a Tuesday. This year, the festival falls on a Sunday, so the rest of the world wanted a Friday re-lease. All eyes and talking points across the world in the film trade and fans are on the Kollywood epic clash between Bigil and Kaithi.

Lorry hits median, 3 injured
3 men travelling on the cargo bed of a lorry on Jawaharlal Nehru Road, near Padi flyover, sus-tained injuries when the vehicle hit the median at around 5 p.m recently. The front wheels got damaged, but the driver managed to move the vehicle to the road margin and escaped from the spot. The injured were admitted in Kil-pauk Medical Hospi-tal. The police are investigating.
