• policies are scattered - many actors, lack of coordination

• no planning power - subsidiarity favors the bottom-up approach

• weakness of public sector, aspirations higher than capabilities

• domination of hardly coordinated private investments

• high changeability and uncertainness of a future

• weakness of planning, breakdown of spatial visions

why it's hard to forecast a future?

• ISPiK for Ministry of Infrastructure: Transformations of

a planning practice and the potential new fields of activities within

the government administration in the range of spatial planning,

resulting from the implementation of the spatial information

infrastructure and other related regulations

• The land use planning in Poland was reprofiled after the political

changes. It reflects nowaday conditions and political needs.

It is rather up-to-date, what does not mean good.

• traditionally: the basis of decision-making of planners (town

planners, but not only)

• today: the "environment" of the comprehensive decision

system - monitoring as a basis for decisions (the continous

planning - "tao")

• tomorrow: the way of social engagement into the

development processes (citizens and businesses)

• the quantity and quality of information

– surplus/lack, easy access/hard selection, degradation/fragmentation

• recession of the traditional planning instruments

– planning replaced by management (planning is its part)

– integrative functions of planning hardly implemented

– inertia of planning procedures brings into question its sense

information in planning

• Spatial visions are exclusively the guidelines for decision, not a

legal basis

• Spatial plans are not obligatory for municipalities and they can

cover the selected limited area only, mostly to counteract the

changes

• Locational decisions one undertakes ad hoc - on the basis of

general rules and individual analyses

• Is there any planning yet? (methodology not unified)

• What will be the future land use? – problematic for SDI

• INSPIRE will improve the planning efficiency and will develop its

methodology

• INSPIRE will develop „the art of cooperation”, as the basis of the

good territorial governance

• INSPIRE will help to gain allies
