AGENDA NOTES FOR 22nd MEETING OF WESTERN REGIONAL POWER COMMITTEE TO BE HELD ON 26th FEBRUARY 2013 AT GANDHINAGAR

Minutes of 21st meeting of WRP Committee held on 09.11.2012 at Raipur were sent

to the members vide letter No. WRPC/21ST WRPC Mtg./AS/2012/ 11757 dated

13.12.2012.

GM, WRLDC vide letter dated 24.01.2013 have sent their comments on item 19 of

minutes of 21st WRPC meeting (enclosed at Annexure-1) and requested for

correction in the total numbers of SEM/DCDS.

ITEM NO. 3: OTHER RECOMMENDATIONS (OF ZALTE COMMITTEE)

A. Defense Mechanism for high frequency

After detailed studies by WRLDC following units were identified for automatic tripping

at high frequency (51.5 Hz) to help arresting the rise of frequency in case of

islanding of WR from rest of NEW grid :

1. KSTPS-7 (500 MW) 2.VSTPS-7 ( 500 MW) 3. CGPL-10 (830 MW)

During the TCC meeting held on 8.11.2012, Member Secretary I/c WRPC had

informed that in the PCM meeting held in 7th September 2012 in Pune, different

utilities are adopting different high frequency trip settings with different time delays

and there was not surety of tripping of these units of generators. He had informed

that the intention of the Zalte committee was to identify three units, checked by

simulation studies, which would definitely trip at 51.5 Hz. During the 21st WRPC

meeting, ED(Commercial), NTPC WR intimated that the matter regarding tripping of

NTPC units Korba-7 and VSTPS-7 was discussed by the NTPC Corporate and in the

opinion of NTPC high frequency situation does not warrant a tripping of the unit. He

informed that the machine will be fully unloaded by governor action and if further

discussions are required the same can be discussed in the 29th November 2012

meeting.

In the meeting held on 29.11.2012, NTPC expressed concern that in the grid of

40,000 MW, identification of units should be done equitably. Only NTPC units should

not be singled out for the said issue.

NTPC representative made following points:

i. Rise in frequency is not a situation which warrants drastic action to trip units

to reduce generation, as it cannot cause a collapse of the power system,

unlike the situation of low frequency. High frequency can be easily controlled

by controlling the generation. From the system point of view higher than

nominal frequency is not considered dangerous/harmful to the system and

system equipments.

ii. At frequency varying from 51.0-51.5Hz, all thermal machines in the system

(except the older mechanically governed machines), including CCGT units will

start unloading as per the droop characteristics. Assuming a governor droop

of 5%, this would result in reduction of 20% of the generation capacity in

service, for a frequency rise of 0.5Hz, above this threshold. This unloading

feature can neither be offset beyond 51.5Hz nor can it be prevented, being a

safety feature.

iii. CCGT units at Jhanor start unloading at 51.2Hz and are wired to trip at

51.7Hz. Kawas CCGT units start unloading at 51.2Hz as per its governor

droop.

iv. In the event of such a frequency rise it is likely that some generators trip

during the re-adjustment of their process, inadvertently. During the said

disturbance also such tripping had taken place. If the total generation

available after such intended and inadvertent unit outages fall short of the

load, the system will be facing a far more disastrous frequency decline

situation.

In reply, Member Secretary I/c, WRPC intimated that a quick and adequate response

in generation shedding is required under such disturbances. The tripping of above

units have been arrived by giving due considerations to the above facts and system

studies carried out by WRLDC. Also it may be noted that the above trippings have

been envisaged after resorting to all the measures required to be undertaken under

such circumstances by WRLDC in the real time grid management. Therefore NTPC

should not feel that the above units have been singled out.

In view of system security, NTPC may agree to the above recommendations of

WRPC and implement the tripping of above generators at high frequency of 51.5 Hz.

WRP Committee may like to discuss.

B. SPS of 400 kV Bina-Gwalior lines:

Following Units in WR were to be considered for backing down to the tune of 500

MW in the event of tripping of Agra-Gwalior lines and Bina-Gwalior lines :

B. ) Korba, Sipat, Vindhyachal STPS to control power flow towards ER

ii) CGPL & SSP* to control power flow in Zerda-Bhinmal-Kankroli lines

iii) JP Bina to control power flow in Bina-Mehgaon-Gwalior lines &

iv) ISP* to control power flow in Badod-Kota-Modak lines

*Since SSP and ISP are hydro units and may not be always available, Committee

recommended backing down of 500 MW at Korba, Sipat, Vindhyachal, CGPL and JP

Bina.

During TCC meeting held on 8.11.2012 GM, NTPC stated that NTPC units are

participating in RGMO. He stated that CERC norms require generation backing down

from short term, then medium term and long term units. These units are not

transacting with any utility in NR. Hence backing down of generation on SPS is not

required.

Member Secretary I/c WRPC stated that in case of 400 kV Agra-Gwalior tripping, a

SPS is under implementation under which NR system trips loads and WR system

has to back down generation. Hence this backing down is required and also the total

quantum is only 500 MW which is small as compared to grid size. Since this is a

protection scheme, the same may be agreed to in the interest of grid security.

Chairperson, WRPC stated that this SPS is required when there is an extreme

emergency and not normal Scheduling and withdrawal of units. He stated that if

NTPC wishes to go through the simulation study they are welcomed to coordinate

with WRLDC. But since WRLDC has done the study and identified the units

accordingly, for the WR system interest NTPC need to accept the same. WRPC

recommended as above

However NTPC continued their reservation and requested for further deliberation in

a meeting on 29th November 2012 wherein NTPC representative stated that none of

the stations named in the SPS action list have any transaction to NR and hence

consumption from these stations is within Western region only. Hence an SPS is

being planned for the said lines, the same should not involve the NTPC stations

mentioned. The stations with inter-regional transactions on the said line may be

considered under the SPS action list. In identification of the generating units to

control flow to ER, a cue may be taken from CERC Long Term, Medium Term Open

Access Regulations, 2009 which provide curtailment of power scheduled to short

term customer first followed by medium term customers and long term customers for

the reason of transmission constraint or in the interest of grid security. Therefore to

control flow towards ER the generating stations availing interregional links to export

power beyond WR should be identified and put under SPS.

During discussions it was felt that, the above arguments are valid during the steady

state conditions. Also the scheduling is done based on the assessment of availability

of transmission corridors by considering designed contingencies stipulated in IEGC.

However in real time, as seen during the GDs, there is hardly any time for manual

intervention for taking corrective actions. The actions suggested above by NTPC

may require considerable time. Further the electrical flows follow law of physics and

curtailment of schedules may not be a solution for maintaining the system stable

under tripping of these lines, since this may lead to rush of power in the other

corridors and may lead to unnecessary tripping other elements in WR system.

MS, WRPC stated that the above units have been identified based on the sensitivity

analysis carried out by WRLDC and these studies showed that the power flow in

Bina – Gwalior- Agra corridor is more sensitive to the above units. Generation control

at these units would control power inrush on other corridors after tripping of the line.

The total quantum of backing down from all the above units envisaged in the SPS is

only 500MW, as such NTPC shall not insist on excluding their units from SPS.

Therefore the SPS for backing down of generating units, in the event of tripping of

Agra-Gwalior lines would have to be implemented, for the security of the grid.

However NTPC retained their stand and did not agree for participating in back down

of generator as envisaged in SPS of Gwalior-Agra/Bina-Gwalior lines. MS WRPC

stated that non participation of NTPC would be again put up to WRPC.

In view of contingency of Bina Gwalior-Agra tripping apart from action envisaged by

NR, a deliberate effort fro WR is also of paramount importance to save WR.

Committee may deliberate further and advise NTPC to participate in defense

mechanism scheme being major player in the grid.

WRP Committee may like to discuss.

ITEM NO 4: IMPLEMENTATION OF DEMAND MANAGEMENT(IEGC 5.4), GRID SECURITY EXPERT SYSTEM AND DEMEND ESTIMATION: (A)Demand Disconnection

Clause 5.4.2 (d) of Grid code provides for formulation and implementation of

state-of-the art demand management schemes for automatic demand management

like rotational load shedding, demand response(which may include lower tariff for

interruptible loads) etc. by each SLDC through respective State Electricity

Boards/Distribution Licensees before 01.01.2011 to reduce overdrawal from the grid

to maintain the grid at the frequency in IEGC band. In this regard all SLDCs/STUs

may provide following requirements.

a) The current status of contingency procedures and arrangements

required to enable demand disconnection as mandated under Regulation

5.4.2(c)of Grid code

b) Automatic demand management schemes mandated under Regulation

5.4.2(d) of the Grid code indicating date of implementation, the

maintenance and operational preparedness of the scheme.

c) The contingency procedures to restrict the drawal of its control area

whenever the system frequency falls to 49.8 Hz(5.4.2a) and the requisite

load shedding scheme to avoid overdrawal at low frequency i.e <49.7 or

below(5.4.2b).

B. Load Curtailment Planning

Clause 5.4.2 (e) of IEGC stipulates that “In order to maintain the frequency within

the stipulated band and maintaining the network security, the interruptible loads shall

be arranged in four groups of loads, for scheduled power cuts/load shedding, loads

for unscheduled load shedding, loads to be shed through under frequency relays/

df/dt relays and loads to be shed under any system protection schemes identified at

the RPC level. These loads shall be grouped in such a manner, that there is no

overlapping between different Groups of loads. In case of certain contingencies

and/or threat to system security, the RLDC may direct any SLDC/SEB/Distribution

licensee or bulk consumer connected to the ISTS to decrease drawl of its control

D. Grid Security Expert System (GSES)

Subsequent to the Grid Disturbance on 30th & 31st July 2012, in a meeting held

between Union Power Minister of India with Chief Ministers / Power Ministers of

States of Northern Region on 06th August 2012, a 12 point resolution was drawn to

ensure that such type of incidents do not occur in future. Point No.11 pertaining to

defense plans stipulated that “POSOCO would evolve a contingency load shedding

protocol, especially when non frequency related load shedding is required.”

Based on the template prepared by POSOCO for ten number of scenarios

when the power system would be under stress, POWERGRID has planned an

automated defense plan for all five regions named as Grid Security Expert System

(GSES).

POSOCO vide letter No. POSOCO/NLDC date 11th Sept’12 has submitted

a detailed plan on ‘Automated defense plans for the All India electricity grids’ to CEA,

CTU, RPCs and CERC and requested that a discussion on the same may be

facilitated at the RPC level so that state-wise details are frozen and any other state

specific scheme that may be required could also be finalized.

However, in a meeting taken by Additional Secretary, Minister of Power

on 12th January 2013 in NR , it has been decided that GSES be discussed in the

ensuing meetings at RPC level. Further order date. 14.1.13 issued by CERC on the

hearing held on 8th Jan’13, in petition No.264/MP/2012, had also directed for

discussion of the schemes at RPC forum and the recommendations of the RPCs be

placed before the Commission for consideration and necessary directions. As per

clause 10 of the above order,

Accordingly, we direct that the Regional Power Committees of all regions

shall discuss the issue of “implementation of the Automatic Demand Management

Scheme at the SLDC/distribution company level” as an agenda item within one

month from the date of issue of this order and file their decisions on affidavit within

one week thereafter after serving the copies thereof on all the constituents of the

respective RPC. Since the Automatic Demand Management Scheme is required to

be implemented by SLDCs through their respective State Electricity

Board/Distribution Licensees in accordance with Regulation 5.4.2(d) of the Grid

Code, we direct that all Distribution Licensees would also participate in the

respective RPC meetings and their views should be taken into consideration.

We further direct the SLDCs to provide all necessary data and assistance

to NLDC and respective RLDCs for effective implementation of the Automatic

Demand Management Scheme.

In the recently held 116th Protection Committee Meeting on 30th & 31st

January 2013, WRLDC requested for inclusion of agenda point about Grid Security

Expert System (GSES) based on the template prepared by POSOCO for ten number

of scenarios when the power system would be under stress. In the meeting, WRLDC

gave a presentation about the ten number of scenarios which requires automatic

action for safe system operation and about the common logic for operation of the

scheme. It was explained by WRLDC that out of the ten scenarios , 9 are for

Demand/load disconnection schemes and the same can be implemented with the

help of SLDCs and DISCOMs for complying Regulation 5.4.2(d) of Grid Code.

It was earlier decided in the 443rd OCCM that preliminary discussion would

be held in 116th PCM on 30th and 31st January, 2013 at Nagpur and then in next

OCC and outcome would be placed in next WRPC meeting to be held on 25th and

26th February, 2013.

and CSPTCL comments on the subject are enclosed at Annexure- 4. The committee may discuss GSES in detail and arrive at common philosophy so that further modalities for implementation could be discussed further. ITEM No. 5: PERFORMANCE OF WR GRID DURING OCTOBER 2012 TO

JANUARY 2013 5.1 SYSTEM PERFORMANCE Frequency: During months of October, November, December 2012 & January 2013, the grid

operated in the IEGC frequency range of 49.7 Hz to 50.2 Hz for 90.39 %, 85.83 %,

84.10 % and 80.95 % of time respectively. The frequencies below 49.7 Hz were from

1.79 % to 4.63 % of time during October 2012 to January 2013. In higher frequency

regime, system frequency remained above 50.20 Hz for 6.28 %, 12.38 %, 11.51 %

and 14.42 % of time respectively in October, November, December 2012 & January

2013. The monthly average frequency was 49.98 Hz in October 2012, 50.02 Hz in

November 2012, 50.00 Hz in December 2012 and 50.01 Hz in January 2013.

The instantaneous frequency didn’t touched 48.8 Hz during October, November,

December 2012 & January 2013. The detail of frequency profile for the months of

October 2012 to January 2013 is placed at Annexure-5.1(a). Advisory Messages: Advisory messages type A, B and C were issued by WRLDC to WR constituents for

Demand : The maximum unrestricted demand of Western Region was 41479 MW, 40302 MW,

41131 MW and 41026 MW in October, November, December 2012 & January 2013

respectively, as compared to 43409 MW, 43839 MW, 43737 MW and 41753 MW

during the same months last year respectively. The region faced capacity shortage

in the range of 590 MW to 2315 MW (peak deficit of 1.42 to 5.64%) respectively

during these months. The details of unrestricted peak demand, demand met and

energy requirement and availability are as furnished at Annexure-5.1 (b). 5.2 Voltage Profile 5.2.1 Overall voltage profile had been satisfactory during the period under review.

However, instances of low and high voltages beyond the IEGC specified operating

range were observed at some of the EHV sub-stations in the region. Higher voltages

in the range of 421 kV to 442 kV were noted at Indore, Itarsi, Karad, Dhule, Kasor,

Bhilai, Jetpur, Bina, Gwalior, Nagda and Khandwa substations. Also the 765 kV

Seoni Substation touched to 806 kV on 13th December, 2012. To contain high

voltages WRLDC resorted to opening of lightly loaded EHV lines on certain days.

The detail of voltages at important 400 kV and 765 kV sub-stations for the months

October 2012 to January 2013 is placed at Annexure- 5.2.

5.3 AUFLS Performance. The month-wise details relating to performance of AUFLS scheme in Western

Region during the period October 2012 to January 2013 in terms of quantum of load

relief obtained and number of occasions the UFR operated is at Annexure-5.3. Frequency didn’t touched 48.8 Hz during the period October 2012 to January 2013

and as such there were no UFR operation in WR grid.

WRP Committee may like to Note. ITEM No.6: ANTICIPATED POWER SUPPLY POSITION IN WESTERN

REGION FOR THE PERIOD FROM MARCH 2013 TO MAY 2013

The anticipated power supply position in the region for the period from March 2013

to May 2013 is at Annexure-6. The period under consideration is summer season.

The demand will start increasing. The anticipated regional demand is likely to vary

between 40000 MW to 44000 MW and the capacity shortage will be around 7.00 %.

In terms of energy, the unrestricted requirement is expected to range from 26500

MUs to 29000 MUs with regional energy deficit of the order of 5.0 % to 6.0 %. The

anticipated Peak demand shortage of 120 to 270 MW in Gujarat, 60 to 130 MW in

Chhattisgarh, 1075 to 1350 MW in Maharashtra, 800 to 900 MW in Madhya Pradesh,

30 to 40 MW in Goa, 15 to 25 MW in DD & 20 MW to 30 MW in DNH is likely to

prevail.

WRPC Committee may like to note. ITEM No 7: ANNUAL LOAD GENERATION BALANCE FOR THE YEAR 2013-14

A meeting of LGBR group was held on 29th November, 2012 at WRLDC, Mumbai. The

group finalized the tentative outage Program of major thermal units for the Year 2013-

14. The same was sent to CEA for finalizing annual generating target for the Year

2013-14 & uploaded at WRPC website.

A meeting for finalizing the generation target in respect of various generating units

including IPPs for the year 2013-14 was organized by CEA on 28.01.2013. It was

requested that IPPs expected to commence delivering of power in WR grid during year

2013-14 may furnish month wise generation for intimation to CEA for further needful.

Regarding the Annual LGBR for 2013-14 based on data received so far WRPC,

preparation of draft Annual LGBR is under progress.

WRPC Committee may like to note. ITEM NO 8: UP-GRADATION OF BINA-GWALIOR-AGRA LINK TO 765 KV OPERATIONS: The OCC Sub-Committee discussed the up-gradation work of 765 kV Bina-Gwalior-

Agra link. With the present level of power transfer at 765 kV level to NR, they

apprehended a very high voltage situation particularly in Seoni, Bina, Gwalior areas.

Already many lines are kept open to curtail high voltage. There seems to be no

significant increase in generation levels and therefore charging at 765 kV level will

increase the voltages further. Accordingly the sub-committee requested

POWERGRID to carry out necessary studies, in line with the present generation and

anticipated generation and off-peak scenario in WR and chalk out the reactive power

absorption requirements so that up-gradation to 765 kV operation of the above lines

may eventually take place. The results of the studies may be discussed in the OCC/

Study forum of WR before operation at 765 kV levels commence.

WRPC may like to discuss.

ITEM NO 9: DECISIONS ON IMPORTANT ITEMS FROM 35TH SCM HELD ON 03/01/2013 AT GURGAON: Following are the decisions taken in the above SCM. For details kindly refer to the MOM.

A. Commissioning of 400/220 kV 315 MVA ICT at Vapi(PG) and establishment of 400/220 kV Kala s/s in DNH

1) In the 35th SCM matter pertaining to critical loading of GETCO system and

commissioning of 400/220 kV 3rd ICT at Vapi(PG) was discussed.

2) Since a substantial quantum of DD and DNH was being catered through

GETCO system and resulting in the critical loading of 220/66 kV ICTs at

Bhilad and Vapi GETCOI s/s, it was decided that after the commissioning of

3rd ICT at Vapi(PG), in case critical loading of GETCO system is not relieved,

a meeting of the stakeholders would be convened to review the 66 kV

interconnections between GETCO system and DD & DNH systems.

3) Due to ROW constraints in DD/DNH system, the earlier agreed arrangement

was modified as follows:

(i) 220 kV Kala – Khadoli D/c

(ii) 220 kV Kala – New Kharadpada switching s/s D/c

(iii) 220 kV New Kharadpada switching s/s – Kharadpada D/c

B. Reactor at 400 kV Bina s/s It was decided to replace the 63 MVAR Bus Reactor at Bina(PG) by 125

MVAR Bus Reactor and keep 63 MVAR Bus Reactor as regional spare.

C. Increase in provision of PMUs under URTDSM In order to encourage vendors to set up manufacturing and O&M support

facilities for PMUs in India, the provision for indigenous PMUs under

URTDSM was raised to 30% from 15%

D. Proposal for Static VAR Compensator (SVC) in WR In line with the Recommendations of Enquiry Committee of Grid disturbances

in NEW grid in July 2012, regarding installation of adequate static and

dynamic reactive power compensators , the SCM, on basis of system studies,

has decided to install in the first phase SVC’s at following place in WR

1) Gwalior +/- 400 MVAR

2) Sholapur(PG) +/- 400 MVAR

3) Aurangabad(PG) +/- 400 MVAR

4) Satna +/- 400 MVAR

E. Termination of Vapi-Navi Mumbai 400 kV D/c line at Kudus s/s (MSETCL) 1) Due to severe ROW problems, forest, wildlife and eco-sensitive zones

clearances pending, the 35th SCM decided that the 400 kV Vapi-Navi

Mumbai line shall be terminated at Kudus s/s near Padghe. However

accounting. The existing software’s for UI and REA were developed using earlier

Visual Studio Platforms procured about 10 years back. The complexity of accounting

has increased over the time with Inter-Regional transactions, frequent revisions are

necessary. Further new regulations for RTA, RTDA, RRF etc., are coming in place.

For RTA and RTDA software is developed from local vendor and has a small AMC

component. Other software’s have to be shifted to newer platforms of Visual Studio

2012. Since the bills of the utilities have huge financial implication, so prompt and

error free accounting is the need of the present. The manpower at WRPC is limited

and so technological software solution in the form of getting some software’s

developed / maintained from local vendors is required. Some in-house development

is also envisaged. It is necessary to procure Visual Studio 2012 for the same.

In view of the above, following proposals are made 1) Renewal of existing AMC for software maintenance for RTA and RTDA

2) Procurement of Visual Studio 12

3) Software help for revision of REA/UI for previous cases

The expenses for the above can be met within the existing contingency fund and

would be of the order of Rs 3 lakhs.

WRPC may like to approve ITEM NO. 12: RENEWABLE REGULATORY FUNDS MECHANISM:

The Hon’ble CERC’s order dated 18th Feb’2011 has given approval for

the detailed procedure for implantation of the mechanism of Renewable Regulatory

Fund (RRF). As per the order, the RRF procedure were to be implemented w.e.f 1st

Jan’2012, and directed NLDC to arrange for mock exercise as per detailed

procedure w.e.f 1st July 2011.

In line with the above order WRLDC had sent communications to all SLDCs

for submission of the required details to WRLDC/WRPC/NLDC.

The Hon’ble CERC further through its order dated 30th March 2012 in Petition

no.209/2011(Suo-Motu), directed the wind generators ,STUs, DISCOMs and SLDCs

to take immediate action in this regard. The wind generators were directed to provide

the requisite data as per direction by NLDC/RLDC/SLDC.

In line with the above order WRLDC had sent communications to all SLDCs for

submission of the required details to WRLDC/WRPC/NLDC. The mater was also

taken up in previous OCC’s meetings of WRPC.

The Hon’ble Commission further through its order dated 16th Jan’2013 in

petition no.209/2011 in the matter of the Renewable Regulatory Funds Mechanism

under Central Electricity Regulatory Commission( IEGC) Regulations 2010 has

directed the following .

1. RRF Mechanism shall come into effect from 01.07.2013.

2. ABT meters are required to be installed only in the Pooling Stations which

should be done expeditiously. In case the ABT meters are not installed by the

respective State Transmission Utility or Distribution Utility by 31.03.2013, the

same may be installed by CTU at the cost of concerned State Transmission

Utility/ Distribution Utility.

3. Mock exercise for forecasting and scheduling start w.e.f 01.02.2013.

The following is the brief on the Commission’s order dated 16th Jan 2013

1. Any person could become the coordinating agency, which may be one of the

generators or any other mutually agreed agency. This agency shall be

referred as “Coordinating Agency” for the purpose of scheduling, metering

and energy accounting.

2. Pooling Stations that are commissioned on or after 03.05.2010 should be

considered for the purpose of RRF mechanism. Accordingly the IEGC-2010

would be amended by the Hon’ble Commission.

3. Payment should be similar to the conventional generators i.e. Wind and Solar

generators should be paid at the contract rate as per the schedule and UI

mechanism would ensure, the liability of which would be in accordance with

the dispensation for Wind generators in the Grid Code.

4. Reference rate for contract is fixed as Rs.4/kwh fro NEW grid and Rs.5/kwh

for SR grid.

5. Mutually agreed mechanism shall be developed by the coordination agency

and the Wind generators connected to that pooling station on account of

sharing the variations with reference to the schedule. In case of

disagreement, the UI charges should be shared based on actual generation

on wkly basis.

6. The IEGC_2010 and the approved detailed Procedure for implementation of

RRF will be amended/revised in line with the above proposals.

WRLDC vide letter dated 4th Feb’2012 had requested all SLDCs to send the

required data to WRLDC on weekly basis for the previous week for preparation of

energy accounts by WRPC secretariat. The copy of the letter is enclosed at

Annexure-12. The following points need to be discuss:

Modalities of weekly sending the required data in the enclosed format

SLDCs may intimate the coordinating agency for the purpose of scheduling,

metering and energy accounting.

of the identified 400 kV Raipur-Korba D/c line, Hon’ble CERC vide para no 32 of

order dated 6.9.2011 in petition no 122/2011 has directed as follows:

Quote:

“In view of the foregoing discussion, we have come to the conclusion that the

petitioner is bound by the terms and conditions of the BPTA and the Implementation

Agreement signed by it with the CTU. However, after allocation of power from

Korba-III by Government of India, Ministry of Power to the western region

beneficiaries and execution of PPAs by the petitioner, the western region

beneficiaries have become long term customers by operation of Regulation 2(1)(m)

of the Connectivity Regulations. The long term customers have right to schedule

power on long term access from Korba-III on the available spare capacity and such

scheduling shall have priority over the medium term open access and short term

open access. The ATS for Korba-III was declared under commercial operation with

effect from 27.6.2011. Consequently, scheduling of power from Korba-III for the

period from 21.3.2011 to 26.6.2011 on the existing transmission capacity shall be

deemed to have been made on long-term access. The energy and UI accounts shall

be revised and settled accordingly. “

Un-Quote

The WR Power Committee in the 18th WRPC meeting held on 1.10.2011 decided

that WRLDC would refund whatever charges collected by WRLDC from all the

constituents on account of short term scheduling of power from Korba-III and would

furnish necessary data to WRPC Secretariat to revise the energy and UI accounts

and suggested that accounting details may be finalized based on data to be

furnished by WRLDC in line with the above mentioned CERC order dated 6.9.2011.

In order to implement the above order of Hon’ble Commission, WRLDC have

submitted the 15-minute block-wise data viz DC of unit no 7 of Korba-III,

entitlements of beneficiaries of Korba-III, their Long-Term schedules from Korba-III

and related data necessary for preparation of revised energy and UI accounts data

on 08.02.2012. Accordingly, the REAs have been revised on 30.03.2012.

During examination of revision of UI based on the data submitted by WRLDC it

was observed that the revised schedules submitted by WRLDC remained

unchanged and there would not be any change in payable/receivables on account of

this for the above period. Hence the revision of UI A/c’s was not undertaken.

In the 61st CCM, while discussing examination of the revision of UI, beneficiaries

expressed that during few occasions they were unable to revise the schedules since

the schedules were treated as STOA and any revision of the requisitioned schedules

would not have been effective before expiry of a minimum period of two (2) days and

not from the fourth time block as in case of LT schedules. Conversion of STOA

schedules of beneficiaries to LTA schedules without any change in schedules due to

revision of DC (as available in LTA schedules) have deprived the beneficiaries to

avail the benefit of revision of schedules due to revision of DC which otherwise

would have been available had the schedules been treated as LT schedules.

The Commercial Committee suggested forming of a small group comprising of

members from constituents, NTPC & WRLDC who would look into such instances

and the practicability of implementing post-facto revision of schedules and give its

recommendation accordingly.

The group met on 14.05.2012, and it was decided that NTPC would submit

following data for the period 21.3.2011 to 30.6.2011 for revision of schedules:-

(i) date and time of tripping of Korba-III unit

(ii) declared date and time of restoration of the unit

(iii) actual date and time of restoration of the unit

(iv) DC prior (at the time of tripping)

(v) DC after restoration (at the time of restoration of the unit).

During the 20th WRPC meeting held at Indore on 18.05.2012, WRLDC and PGCIL

representatives informed that a petition has been filed with Hon’ble Appellate

Tribunal against the above order of Hon’ble CERC by PGCIL. MPPMC in the

meeting requested to issue the revised UI account in defined time frame preferably

before next WRP Committee meeting to be held in September 2012, which was

agreed by the WRP Committee.

WR Power Committee in 20th WRPC recommended that since there is no stay on

Hon’ble CERC order by Hon’ble Appellate Tribunal, the CERC directives could be

acted upon so that the dues are settled as per CERC order, revision of UI A/c’s shall

be carried out by WRPC on receipt of revised data from WRLDC.

As decided by small group comprising of members from constituents, NTPC &

WRLDC regarding submission of data by NTPC, NTPC vide email dated

01.06.2012 submitted the data which was circulated to the beneficiaries and

WRLDC for validation vide WRPC letter WRPC/Comml-I/3/ABTREA/2012/739

dated 01.06.2012 and reminder to beneficiaries for forwarding their comments if any

by 25.06.2012, vide letter WRPC/Comml-I/3/ABTREA/2012/864 dated 20.06.2012.

MPPTCL vide their letter 07-05/RPC-14/1273 dated 14.06.2012 have intimated that

the data submitted by NTPC was verified and is in order.

WRPC vide letter WRPC/Comml-I/3/ABTREA/2012/904 dated 26.06.2012

requested WRLDC for revision of schedules based on the data forwarded,

observations of GUVNL and as per the decision taken in the meeting held on 14th

May 2012 at WRPC.

WRLDC vide letter WRLDC/MO-II/2012/6806 dated 13.08.2012 have intimated

that the Data forwarded in the above matter only contains tripping details of NTPC

Korba Stage-III and with this data, the schedules cannot be revised and 96 block

wise DC which is agreeable to all the constituents is required for revision in

schedules of NTPC Korba Stage-III. Further POWERGRID did not agree with the

aforesaid CERC order dated 06.09.11 and has submitted its appeal before Appellate

Tribunal against the CERC order. The same has been accepted by Appellate

Tribunal and the first hearing already taken place on 23.07.2012. Further they have

intimated that the matter is still sub-judice and the decision of Appellate Tribunal is

awaited, the matter will be settled after the decision of Appellate Tribunal.

WRPC in view of the decisions of 20th WR Power Committee, vide letter

WRPC/Comml-I/3/ABTREA/2012/1296 dated 17.08.2012, requested WRLDC to

review their stand expressed in the above letter.

WRLDC vide letter No. WRLDC/MO-II/2012 dated 07.11.2012 have forwarded the

revised schedules data as per the decision of 62nd CCM.

REA and UI revisions with respect to Korba-7 has been completed (UIs and REAs

for the period March-11 to June-11 have been revised). The revision of REAs and

UIs on account of inadvertent errors in meter and scheduled data has been taken up

and REAs & UIs for the month of Feb-12 & March-12 have been completed.

To freeze the REA accounts meeting would be held in the last week of the month.

ITEM No.14: SCHEDULING OF KAWAS AND GANDHAR: In the 63rd CCM NTPC representative stated that the technical constraints in running

the units at lower than technical requirement of machines was discussed and noted

in 442nd and 443rd OCC meetings. NTPC requested beneficiaries for scheduling of

Kawas and Gandhar at least up to technical minimum during night hours for on-bar

gas turbines in combined cycle mode taking into account their day’s total energy

requirement. NTPC also intimated that Kawas and Gandhar stations are getting

schedules less than technical minimum during night hours. Further, the less

schedules during Night hours results in the unintentional over injection by stations to

maintain the technical minimum generation level. Further, NTPC mentioned that, as

per the latest Govt. notification, the under-utilized portion of cheap domestic gas may

get diverted.

In the 63rd CCM constituents responded that they are not in a position to adhere to

technical minimum schedule during night hours in view of strict adherence to merit

orders and injections due to must buy provision for purchase from renewable

sources (specifically wind energy in case of GUVNL) etc. Beneficiaries also

mentioned that although they are conscious of the fact that under-utilization of cheap

domestic gas allocated for Kawas and Gandhar may lead to its diversion, they are

not in a position to schedule this power in view of reasons noted above.

TCC/WRPC may discuss ITEM No.15: DECLARATION OF TRANSMISSION ELEMENTS INTO

COMMERCIAL OPERATION BY PGCIL. 15.1: PGCIL vide letter No. WRTS:COMML:NGP/102 dated 01.11.2012 (copy

enclosed at Annex.-15.1) have intimated that a 240MVAR switchable line

reactor(SLR) on 765kV Ranchi-Sipat S/c line at Bilaspur S/s under “Common

scheme for 765kV pooling stations and network for NR (Common for Sasan

UMPP+NKP+Maithon/Koderma/Mejia/Bokaro/Raghunathpur/Durgapur+Impo

rt by NR from ER and from NER/SR/WR via ER) and common scheme for

network for WR (Common for NKP + Maithon/Koderma/Mejia/Bokaro +

Raghunathpur/Durgapur+Import by WR from ER and from NER/SR/WR via

ER)” have been put into regular operation and is being used as Bus Reactor

till commissioning of 765kV Ranchi-Sipat S/c line. The SLR is under

commercial operation w.e.f. 01st November 2012. Accordingly, the monthly

transmission charges for above element will be payable from 01st November

2012 by concerned DICs as per CERC (sharing of inter state transmission

charges and losses) Regulation 2010.

15.2 : PGCIL vide letter No. WR-II/VDR/COML/6908 dated 16/19.11.2012 (copy

enclosed at Annex.-15.2) have intimated that the Ckt-I of 400kV D/C

Gandhar-Navsari T/L along with associated bays at Gandhar and Navsari

end are commissioned and put into commercial operation in Western Region

w.e.f. 01.11.2012. Accordingly, the monthly transmission charges for above

transmission element will be payable by all concerned from 01st November

2012. Further it has been intimated that the Ckt-II of 400kV D/C Gandhar-

Navsari T/L along with associated bays at Gandhar and Navsari end has

already been commissioned and commercialised w.e.f. 01/08/12.

15.3 : PGCIL vide letter No. WR-II/VDR/COML/6909 dated 16/19.11.2012 (copy

enclosed at Annex.-15.3) have intimated that the 765kV S/C Satna-Bina

Ckt-I T/L (planned under Sasan UMPP Transmission System) was charged

at 400kV level as per decision of 32nd meeting of Standing Committee on

Power System Planning in Western Region held on 13th May 2011 at NRPC,

under the contingency scheme for Rihand-III & Vindhyachal-IV on 31.01

2012 and put into regular operation in WR.

The element is now upgraded to its rated voltage level i.e. 765kV w.e.f.

01/10/12. Accordingly, the monthly transmission charges for above

transmission element will be payable by all concerned from 01st October

2012 as applicable for 765kV voltage level.

15.4 : PGCIL vide letter No. WRTS: COMM:NGP:164 dated 01.01.2013 (copy

enclosed at Annex.-15.4) have intimated that 400kV D/C (Quad Moose)

Raipur-Wardha line along with FSC in each circuit (40% compensation

rating) at Wardha end under WR strengthening Scheme-II Set-A has been

commissioned on 31.12.2012. The T/L and FSCs are put under commercial

operation w.e.f. 01.01.2013. Accordingly, the monthly transmission charges

for above transmission systems will be payable from 01st January 2013 by all

concerned DICs as per CERC (sharing of inter-state transmission charges &

losses) Regulation 2010.

15.5 : PGCIL vide letter No. WR-II/VDR/COML/8045 dated 05/11.01.2013 (copy

enclosed at Annex.-15.5) have intimated that the 400kV D/C Mundra-Jetpur

T/L as per original scope, has been charged successfully on 31.12.2012 and

put into regular operation in WR w.e.f. 01.01.2013. On charging of 400kV

D/C Mundra-Jetpur line as per original configuration, contingency

arrangement of LILO of one circuit of 400kV D/C Mundra-Limbdi line at

Jetpur is discontinued w.e.f. 31.12.12. Accordingly, the monthly transmission

charges for above transmission systems will be payable from 01st January

2013 by all concerned DICs as per CERC (sharing of inter-state transmission

charges & losses) Regulation 2010.

15.6 : PGCIL vide letter No. WR-II/VDR/COML/8043 dated 05/11.01.2013 (copy

enclosed at Annex.-15.6) have intimated that the 125MVAR, 400kV three

phase spare Reactor has been procured for Itarsi S/S under “Provision for

spare ICTs & Reactors for Eastern, Northern, Southern and Western Region”

and the same has been put into commercial operation in WR w.e.f.

01.01.2013. Accordingly, the monthly transmission charges for above

transmission systems will be payable from 01st January 2013 by all

concerned DICs as per CERC (sharing of inter-state transmission charges &

losses) Regulation 2010.

In the 63rd CCM, MPPMCL representative intimated that procurement of an

element can not qualify for putting it in Commercial Operation. As per the

CERC (Terms and Conditions of Tariff) Regulations, 2009 “ in relation to the

transmission system, the date declared by the transmission licensee from

0000 hour of which an element of the transmission system is in regular

service after successful charging and trial operation” and therefore sought

clarifications on whether the element can be declared into Commercial

Operation .

It was intimated that the matter was discussed in the 15th WRPC meeting

wherein it was decided that the expenditure of procurement of spare

transformers and reactors be met from PSDF or through normal process, and

therefore the monthly transmission charges for above spare transformer and

reactor will be payable by all DICs from the respective dates declared by

POWERGRID and requested POWERGRID to clarify whether the above

element is received and the recordings at Item No.10.1.(i) of 15th WRPC

meeting have been adhered to.

POWERGRID may give the status.

15.7 : PGCIL vide letter No. WR-II/VDR/COML/8046 dated 05/11.01.2013 (copy

enclosed at Annex.-15.7) have intimated that interconnection of “400kV D/C

(Quad) Vindhyachal-IV (NTPC)-Vindhyachal (Pooling station)” along with

“400kV D/C (twin) Vindhyachal pooling station-Sasan line [by passing

Vindhyachal pooling S/S]”, thus making it direct “400kV D/C Vindhyachal-IV-

Sasan line” to facilitate the evacuation of power from VSTPP-IV Generation

Project (under contingency plan) associated Transmission Scheme for

“Rihand-III & Vindhyachal-IV” has been charged successfully on 29.12.2012

and put into commercial operation w.e.f. 01.01.2013. This is as per approval

from CEA vide letter no.26/10/2012/SP & PA/1244 dated 26.11.2012.

Accordingly, the monthly transmission charges for above transmission

systems will be payable from 01st January 2013 by all concerned DICs as per

CERC (sharing of inter-state transmission charges & losses) Regulation

2010.

15.8 : PGCIL vide letter No. WR-II/VDR/COML/8044 dated 05/11.01.2013 (copy

enclosed at Annex.-15.8) have intimated that 765kV S/C Sasan-Satna Ckt-I

at 765kV level (as per original scheme of Sasan UMPP) T/L has been

completed. Charging clearance from CEA has been received on 21.12.2012.

This T/L shall be charged and synchronised at rated voltage as and when the

switchyard of SASAN UMPP is ready for commissioning. This is in line with

the in-principal approval by CEA vide their letter ref:

26/10/2012/SP&PA/1244 dated 26.11.2012. Accordingly, the monthly

transmission charges for above transmission systems will be payable from

01st January 2013 by all concerned DICs as per CERC (sharing of inter-state

transmission charges & losses) Regulation 2010.

In the 63rd CCM, SLDC GETCO representative stated that till an element of a

transmission system is required to put in regular service after successful

charging and trial operation. Therefore the above element can only be

declared into Commercial Operation after it is put into regular service after

successful charging and trial operation.

Commercial sub-Committee approved the observation of GETCO and expressed that date of Commercial Operation of the above element be considered after compliance of the above condition. POWERGRID may give the status.

ITEM No.16 : SCHEDULING ISSUES AT NTPC STATIONS DURING FUEL SHORTAGE CONDITIONS: GUVNL vide letter No. GUVNL:GM(Com.):209 dated 31.01.2013 (copy enclosed at

Annex-16.1) have intimated that the entitlement of GUVNL in respect of NTPC

generating stations namely Vindhyachal-1,2,3, and Sipat-1,2 as per the data of

WRLDC web site for the month of Sep 12 to Nov 12 is not matching with the

entitlements / availability certification in the monthly REAs issued by WRPC. Further,

the scheduled energy of GUVNL in respect of NTPC generating stations is

substantially less than entitlement/ availability certification of GUVNL certified in

REAs. It is learnt that in case of NTPC generating station the availability of the

station has been considered on the basis of maximum availability / generation during

peak hour of that day applied for full day, even though the plant availability for

generation during off peak hours was less due to fuel shortage.

The matter was deliberated in the 63rd CCM and following observations were made

MSEDCL representative stated that they have taken up the issue with NPC vide

letter No. CE/PP/NTPC/33820 dated 06.12.2012 (copy enclosed at Annex.-16.2),

wherein the applicable provisions i.e. Chapter-3, clause-21 (4) of the CERC Terms

and Condition of Tariff Regulations, 2009 was cited. As per this provision, it is

mandatory for the generating company to obtain consent/clearance of the

beneficiaries of the power station before making any change in the operating pattern

in case of fuel shortage. However the consent was not obtained from MSEDCL.

During the fuel shortage period the scheduling is required to be optimized. As seen

from the data for the period mentioned it is observed that NTPC is deriving

incentives by declaring fuel shortage which is against the spirit of recovery of fixed

charges.

GM WRLDC stated that the matter was deliberated in 52nd CCM & 10th WRP

Committee meeting held on 30th May 2009 at Diu and scheduling was done by

WRLDC in accordance to the decision taken.

Following was decided in case of fuel shortage in respect of NTPC stations in 52nd

CCM & 10th WRP Committee meeting:

(i) Peak Hours would generally be worked out by taking into regional load of

previous days or similar day of the previous week.

(ii) It would be of continuous 5 Hrs. (20 time blocks of 15 minutes)

(iii) The entire year will be divided in two seasons i.e. April to September as summer

and October to March as winter season.

(iv) Peak Hours during the month of April to September – 1800 Hrs to 2300 Hrs.

(v) Peal Hours during the month of October to March – 1700 Hrs to 2200 Hrs.

(vi) Dci will be taken equal to maximum ex-power plant MW schedule specified by

the WRLDC continuously during the above defined peak hours for that day.

GUVNL representative stated they are paying for the interest on working capital for

the storage capacity of coal for 45days and sustained fuel shortage declaration

for three months is not acceptable to them. He further stated that the approved

procedure in the 10th WRPC meeting does not give blanket approval to declare

fuel shortage at the will of NTPC without taking consent from the beneficiaries.

NTPC representative stated that they have followed all the relevant statutory

provisions as regards to declaring the fuel shortages.

Commercial sub-Committee felt that the matter requires further deliberations and

therefore a meeting may be convened.

ITEM No 17: OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS A. Line outages planning The line outage planning is becoming very complex day by day, and therefore needs

sophisticated and better planning well in advance. As per IEGC the outage planning

of transmission elements is generally done in OCC. Considering the complexity pre -

OCC meeting is being held in which the line outages planning is done on calendar

month basis. B. Line outages planned vs. implemented:

The status of line outages planned in OCC vs. outages availed and any

deviations from planning or emergency outages for the concerned month are being

discussed in OCC and defaulters are requested to explain the reason of deviation.

C. Code giving procedure:

Since short term market clearance depends on available transmission capacity & is

cleared on day ahead basis, there is a need for better planning. In this regard OCC

formulated the following guide lines for better operation:

(A) All utilities shall confirm on D-2 about readiness to avail outages(where D is date of outage).

(B) WRLDC shall issue code in real time within 10 minutes either to avail or cancel depending on real time conditions.

(C) All utilities do not confirm by D-2, those outages shall be deemed to be cancelled.

D. Inter regional line Outage planning:

As per letter no. 7 /AI/GD/GM-2012, dated 7th Sept., 2012 from Member (GO & D),

CEA, OCC clear NOC for outage of the inter-regional lines in respect of Western

Region. NLDC coordinates inter-regional outages under intimation to

WRPC/WRLDC. WRLDC coordinates in real-time and also along with line outages

already agreed in OCC.

ITEM No. 25: RENOVATION AND MODERNISATION OF WRPC OFFICE BUILDING

25.1 Contributions for renovation & modernization of WRPC office building.

As per data received from PGCIL the total amount received for first, second

installment is ` 6,51,19,992/-.

25.2 Structural examinations through structural consultant for renovation &

modernization of WRPC office building

PGCIL vide WRTS-1/MUMLIA/WRPC/12/1699 dated 20.09.2012 had intimated that

while carrying out repairing work of the slab & beam portion in sixth floor, it has been

observed that the reinforcement of slabs are mostly corroded and not having

strength to bond the concrete. The slabs are found hollow with weak concrete

patches. In view of the deteriorated condition of slabs & roof, PGCIL requested to

communicate consent for following items of work at the earliest so that work can

move on uninterrupted –

1. Carrying out the structural examination through structural consultant.

2. Modification is BOQ items for structural repairing and Terrace

treatment based on remedial measures as suggested by consultant.

WRP Committee accorded its approval on Carrying out the structural examination through structural consultant and remedial measures for approval of Western Regional Power and also in principle approval for this expenditure. PGCIL vide letter dated 1.1.2013 have intimated that award for aforesaid work is

placed on M/s Vinja Consulting Engineers Pvt. Ltd, Thane at a total contract value of

Rs. 2,96,563/- and the contract period is one month commencing 1.1.2013.

Subsection 55 of the Electricity Act 2003 vide its resolution F.No.23/1/2004-R&R

9.1.2 Immediate Till protection audit is taken up, there is need to take immediate review of zone-3 philosophy in particular. Techniques are available to modify characteristics of the relay so that it can distinguish between load encroachment and faults. These techniques and other alternatives should be explored immediately.

component wherever the relay supports this feature. In the 116th PCM utilities were requested to judiciously adopt the settings for Z-3 where ever the relay supports these feature.

9.1.3 1 year The application of synchrophasor measurements from PMUs should be explored for protection systems. There is also an urgent need to deploy Special Protection System (SPS) in critical transmission elements. Also there is need to make already approved SPS operational.

RPCs, CTU PMUs under pilot project installed at Raipur, Bhadravati, Jabalpur, Itarsi. PMUs at KSTPS, VSTPS and SSTPS is planned to be installed by WRLDC as discussed in the meeting held on 21.09.12. In Maharashtra 17 PMUs have been installed. URTDSM is being implemented by PGCIL. It is decided to procure 30% of PMU through indigenous sources as agreed in 35th SCM of WR. MSETCL : Location for 50 PMUs have been identified through IIT, Mumbai. To be integrated with URTDSM. CGPL : PMUs is planned to be installed by WRLDC

9.1.4 1 Month A complete independent audit of time synchronization of DRs, ELs and PMUs should be carried out

9.2.1 1 Month Frequency band needs to be further tightened andbrought close to 50 Hz. POSOCO may file an urgency application in Supreme Court for early resolution of the issue in view of the recent grid disturbances.

9.2.2 3 months A review of UI mechanism should be carried out in view of its impact on recent grid disturbances. Frequency control through UI may be phased out in a time bound manner and Generation reserves/Ancillary services may be used for frequency control. 9.3 Immediate All STUs should immediately enable under frequency and df/dt based load shedding schemes. Central Commission should explore ways and means for implementation of various regulations issued under theElectricity Act, 2003. Any violation of these regulations can prove to be costly as has been the case this time.RPCs need to take up the matter for compliance. In case non-compliance persists, POSOCO should approach Central Commission.

STUs, RPCs, POSOCO Revised UFR and df/dt scheme implemented by all utilities. In case of WR getting isolated from rest of NEW grid to arrest high frequency operation and unplanned unit tripping few units have been identified for planned tripping at 51.5 Hz.

9.4 3 months All out efforts should be made to implement provisions of IEGC with regard to governor action. Central Commission needs to look into ways and means to hasten implementation of provisions of IEGC including that on governor action. POSOCO need to take up thematter with Central Commission.

9.5.2 6 months NLDC and each RLDC should have one real-time security desk in all the shifts to be manned by engineer capable of carrying out TTC calculations. To facilitatethis, manpower at NLDC and RLDCs need to beenhanced with regulatory support to take care of financial aspects. Till this arrangement can be firmed up, various scenarios of outages could be built, which then can be used by despatcher in real time. Faster algorithm for calculation of TTC may be adopted by the load despatchers to update it in real time under outage

conditions.

9.6 Immediate Outage planning of inter-State and inter-regionaltransmission elements should be carried out in a coordinated manner at RPC fora (say Operation Co- ordination sub-committee of RPCs) in accordance with regulation 5 of Central Electricity Authority (Grid Standards) Regulation, 2010 and Section 5.7.1 of Indian Electricity Grid Code. In case need for emergency maintenance arises in between two meeting of Operation Co-ordination sub-committee, NLDC and RLDCs should allow such maintenance after carefully looking at prevailing system conditions under intimation to RPC

9.7 6 months In order to avoid frequent outages/opening of lines under over voltages and also providing voltage support under steady state and dynamic conditions, installation of adequate static and dynamic reactive power compensators should be planned.

CEA, CTU, STUs 10+17 reactors in various locations planned in WR and under various stages of implementation by PGCIL/GETCO/MSETCL. In 35th SCM, SATCOM which is modern technique for compensation of reactive power approved at six locations in WR.

9.8 6 months The powers of Load Despatch Centres and Regulatory Commissions related to non-compliance of statutory/regulatory provisions including that for non- compliance of directions and non-payment of UI charges, need review. Appropriate amendments need to be carried out in the Electricity Act, 2003 after such review.

9.9.3 Immediate Functioning of existing PMUs and availability of theiroutput to RLDCs and accuracy of time synchronization should be monitored on daily basis and, if required, corrective actions should be taken on priority basis

9.10.1 1 year The synchrophasor based WAMS employing PMUs offer a wide applications for real time monitoring andcontrol of the system, specially under the dynamic conditions. 9.16 1 year Large variations are observed in time taken for initiation of unit start up (Boiler light up) by the stations afteravailability of start-up power and also for start ups/light up of subsequent units. While subsequent start-ups were very fast (10-20 minutes) in some of the units, in other cases they took considerably longer time – several hours. Reasons for the delays in attempting first start-up andsubsequent start-ups may be examined by the utilities in consultation with CEA. A standard procedure for preparatory activities and sequence of start up may beput in place by the stations to restore units as early aspossible particularly in contingencies.

CEA, Generating Utilities and RLDCs

9.17 3 months At inter-State level, the entire landscape has changed CEA over past few years. With de-licensing of generation and provision of open access in Electricity Act, 2003 and development of organized electricity markets, lot of generation is coming in the form of merchant generation. Four out of the five regions have been integrated and formation of National Grid is on the horizon. Under such scenario, there is need review the Transmission Planning criteria. 9.18 1 year There is need to reinforce system study groups in power

sector organisations to analyse the system behaviour under different network status/ tripping of lines/outageof generators. Where these do not exist, these should be created

9.19 1 month It was felt that a separate task force may be formed,involving experts from academics, power utilities and system operators, to carry out a detailed analysis of the present grid conditions and anticipated scenarios which might lead to any such disturbances in future. The committee may identify medium and long term corrective measures as well as technological solutions to improve the health of the grid

9.20 1 year For smooth operation of grid systems, it is absolutelyimportant that all the power generating and distributing stations are connected on a very reliable telecom network. (i) A proper network may be built up preferably using MPLS(multy protocol label switching) which is simple, cost effective and reliable. In remote place where connectivity is a problem, the stations can use dedicated fibre cable from the nearest node (ii) Since POWERGRID has its own fibre optic cables, practically covering all major nodes and power stations, a proper communication/IT network may be built using dedicated fibres to avoid any cyber attach on the power system.
