MINUTES OF 15 TH MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 12TH NOVEMBER 2010 AT UDAIPUR
The Technical Co-ordination Committee and 15th Western Regional Power Committee
meetings were held on 11th and 12th November 2010 respectively at Udaipur which was
hosted by National Thermal Power Corporation Ltd. The list of participants is at
Annexure-1 (a) and Annexure -1 (b) respectively.
Shri S. C. Pandey, RED(WR), NTPC Ltd., welcomed the members and participants of
the 15th WRPC meeting and stated that NTPC is honored to host this WRPC meeting at
Udaipur. He briefly highlighted the salient features of NTPC stating that NTPC has an
available capacity of 32694 MW of which 8070 MW is in WR as on date. He stated that
NTPC have recently added 500 MW at Jhajhar in Haryana and 500 MW at Korba and
660 MW at Sipat would be commissioned in WR in FY 2010-11. He said that 16840
MW capacities under construction, another 7000 MW is under tendering process and
13000 MW under FR preparation. He added that NTPC is making efforts to achieve
75000 MW plus capacity by the year 2017 out of which 10866 MW is in WR and project
work at Mauda-I and Vindhyachal-IV is progressing satisfactorily. He stated that
NTPC’s operational performance for all running stations has been very satisfactory and
they have surpassed the Govt. of India MOU in the first half of the current financial year
and shown confidence in surpassing all the previous levels of operational performance
in current financial year with the support of WR constituents. He thanked Chairman,
WRPC for giving them the opportunity to host this meeting.
Chairman, WRPC on behalf of WRPC, welcomed the members of WRPC and
participants representing various power utilities of Western Region viz. CSPTCL,
CSPDCL, CSPGCL, GETCO, GSECL, MGVCL, MPPGCL MKVVCL MSETCL MSEGCL
MSEDCL Goa Electricity Department, DD & DNH, NTPC, POWERGRID, NPCIL, NCA,
NHDC, Torrent Power, RGPPL, GIPCL, TPC, RETL, SLDCs, WRLDC, NLDC, CEA in
15th meeting of WRPC hosted by NTPC at Udaipur.
He thanked NTPC authorities for consenting to host this meeting of WRPC and making
excellent arrangements for the meeting and for comfortable stay of the members
attending the TCC and WRPC meetings.

He highlighted the salient features of operation of WR grid during August and
September 2010 stating that these months have been comfortable because hardly any
advisory messages were issued to Western Region Constituent members and also
need was not felt to implement load regulatory measures. He requested all members to
make efforts to implement load regulatory measures in line with availability of power so
that efforts could be made to flatten the load curve to the extent possible and to ensure
that overdrawals from the system are avoided strictly during low frequency regime. He
further stated that all states have already formulated their load regulatory measures
plan and was confident that and with the experience of past years, WR will succeed in
maintaining our system in a satisfactory manner because WRPC system is known to be
one of the best managed Transmission System in the Country.
He stated that in view of the implementation of CERC Regulations 2010 w.e.f 1.1.2010
on sharing of Inter-State Charges and losses the related agenda items are included in
this agenda for discussion/ approval based on the outcome from sub-committees of
WRPC in the last quarter. The implementation agency i.e. NLDC designated by CERC
has undertaken the estimation of allocation of Transmission charges and losses at
various nodes in the region and has held three meetings of implementation committee
to review progress on various activities in this process. First phase of capacity building
workshops conducted by the Implementing agency to acquaint the regional utilities on
the new tariff is completed. Second phase of the capacity building workshop has
commenced in this month. The various transmission schemes agreed in 30th Standing
Committee Meeting of CEA on Power System Planning for Western Region that were
taken up in 14th WRPC meeting for endorsement of WR Power Committee were
separately discussed subsequently by WR constituents. During discussions at Nagpur,
more or less, there has been consensus on the detailed report of 30th Standing
Committee. He said that in case however, there are any minor modifications or
changes, the same may have to be submitted to Standing Committee because the
schemes are evolved by Standing Committee on the basis of detailed studies
conducted by CTU in association with CEA. In the special meeting, organised by Power
Grid Corporation of India at Nagpur, apart from discussions on the report of Standing
Committee, the detailed progress of various Intra-State and Inter- State transmission
schemes under five different categories was discussed. Priority transmission lines were
identified and special attention was paid to such of the transmission lines and

substations, wherein delay in implementation is likely to jeopardise interests of
constituent members. The participating members had assured that they will make all out
efforts to speed up construction activities so that completion of transmission projects in
a coordinated manner within time bound schedule could be ensured. Special group and
committees formed during the last WRPC meeting have discussed issues relating to
scheduling of STOA transactions related to embedded State generators and proposals
for schemes to be considered for funding through PSDF etc. The suggestions have
been included in agenda for consideration. He complemented the efforts made by the
groups towards this activity. At the end, he thanked NTPC for excellent arrangements
made by them to for the meeting and stay. He also thanked members and participants
of the meeting for attending the same and their valuable support.
ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 14th MEETING OF WRP
COMMITTEE
Member Secretary, WRPC stated that Minutes of 14th meeting of WRP Committee held
on 19th August 2010 at Mumbai were sent to the members vide letter no.
WRPC/Minutes/AS/2010/8185 dated 3.09.2010.
He further stated that comments have been received on Minutes of the meeting from
Addl. GM (LD&C), PGCIL vide letter no. C-LDC-WR-FO-01 dated 20.09.2010 (enclosed
at Annexure-1.1) suggesting modification in Item No. 3.2 (ii) of the minutes as “TCC
recommended for OPGW with 24 fibres. Out of this, maximum 12 Nos. can be used for
POWERGRID Telecom business. Out of remaining 12 No. fibres, presently as
indicated by PGCIL, 6 Nos. are required to meet communication/SCADA etc.
requirement of WR grid and balance 6 Nos. spares fibers, if need be, shall be used by
POWERGRID with the approval of WRPC. “ and CGM (Comml), MP Tradco, vide letter
no. 05-01/1709 dated 06.09.2010 (enclosed at Annexure-1.2) suggesting modification
in last para of Item No. 7 as “ WRP Committee deliberated the matter and Chairman,
WRPC/CMD, MPPTCL directed M/s Torrent Power Co. Ltd. to depute the concerned
officer to Jabalpur alongwith all the relevant documents within a week's time, sit
together with MP Power Tradeco Ltd and sort out the issue for initiation to supply of 100
MW power to MP Power Tradeco.”

Chairman WRPC stated that as assets are under the custody of POWERGRID, spares
fibers, if need be, shall be used on recommendation of POWERGRID with the approval
of WRPC. Referring to the amendment sought by MP Tradeco it was noted that a
meeting was being convened on 15th November at Jabalpur, wherein the issue is likely
to be discussed and resolved. As such no reservations might exist on the amendment
sought.
The Committee discussed and agreed to the same. The minutes of the 14th WRPC meeting were confirmed without any amendments. ITEM No.2: INCLUSION OF NON-ISTS ASSETS FOR IMPLEMENTATION OF POINT
CONNECTION METHOD FOR POINT OF CONNECTION CHARGES
Member Secretary, WRPC stated that CERC Regulations, 2010 on "Sharing on
transmission charges and Losses" regulation 2010 are to come in force from 1.1.2011.
The determination of transmission charges as per this Regulation is required to be
limited to the network owned, operated and maintained by the ISTS Licensees or those
transmission licensees / SEBs whose assets have been certified by RPCs as being
used for inter-state transmission.
Only such assets as above will be included in for implementation of point connection
method for point of connection charges. Preparation of a cogent network requires
consideration of state owned lines also. The YTC for such lines shall be based on the
YTC of the transmission licensee / SEB as approved by the Appropriate Commission.
Member Secretary, WRPC stated that in 56th Commercial Committee meeting of WRPC
held on 22.10.2010 the matter to identify the lines owned and operated by the
States/transmission licensees that would come under the category of Certified ISTS
lines and required to be certified by the RPCs was discussed. GETCO, MPPTCL,
CSPTCL had submitted the list of state lines used for Inter-state transmission of power
for inclusion in certification by the WRPC. The Commercial Committee had discussed
and recommended criteria to be adopted for identifying such lines as follows:-
1. Connectivity of State transmission utilities of the region with CTU network within the regional boundary: The state transmission utilities of the region should

be connected to ISTS (CTU) network. In case of no direct connection by CTU line,
the intervening state owned lines(s) with the shortest path to the nearest ISTS (CTU)
sub-station/line, at the highest voltage level would be considered for inclusion in
POC charge and would require certification by RPCs.
Application: With the above Gujarat, Maharashtra, MP, Chhattisgarh systems are
well connected to ISTS network. However Goa and Diu are not directly connected
to CTU network.
In the case of Goa, Mapusa is ISTS (CTU) node and 400 kV Mapusa-Kolhapur D/c
is ISTS (CTU) line. But this line is not connected to the ISTS (CTU) network, the
nearest point up to which connectivity through State system is to be established is
400 kV Chandrapur, which receives power from ISGS stations over ISTS (CTU)
network from 400 kV Bhadravati-Chandrapur line of CTU. Thus the path on 400 kV
is Chandrapur – Parli – Solapur – Karad - Kolhapur may be considered for POC
charge as Certified ISTS lines.
In the case of Diu, considering the lines that are coming up by March, 2012, the
nearest point up to which connectivity through State system is to be established is
400 kV Jetpur, which would receive power from ISGS stations over ISTS (CTU)
network from 400 kV Mundra - Jetpur ISTS (CTU) line nearest ISTS (CTU). From
400 kV Jetpur sub-station of Gujarat State, the state lines of Gujarat system that
provide connectivity to Diu are 220 kV Jetpur- Keshod-Timbdi-Dhokadva and and 66
kV Dhokadva -Una which may be considered for POC charge as Certified ISTS
lines.
2) Connectivity of inter-regional transmission lines in the State with CTU network within the regional boundary: The Inter-Regional lines emanating from a
State in the own region which transfer Inter-Regional power should get connected to
the nearest ISTS (CTU) network in own region. The inter-regional line transferring
power is either CTU owned line or State owned line. In case of no direct connection
of the State sub-station of own region of the inter-regional line, the intervening state
owned line(s) with the shortest path to the nearest ISTS (CTU) sub-station/line, at
the highest voltage level in the own region would be considered for inclusion in POC

charge and would require certification by RPCs. Lower voltage paths or parallel
paths, if any, will not be considered.
Application:
(i) 400 kV Kansari (Zerda)-Kankroli line is an ISTS (CTU) Inter Regional Line. The
400 kV Kansari (Zerda) sub-station of Gujarat State does not have direct
connectivity with CTU point in the own region. The nearest CTU network point is at
400 kV Dehgam. The connectivity from 400 kV Dehgam - Soja- Zerda lines may
be considered for POC charge as Certified ISTS lines.
(ii) 220 kV Budhipadar - Raigarh is Inter Regional (IR) CTU line and two circuits 220
kV Budhipadar- Korba (E) are state owned Inter-regional lines which are also ISTS
lines between States of the two regions viz. ER and WR. Korba (E) is connected to
ISTS line 220 kV Raigarh-Korba (E). Hence State owned portions of 220 kV two
ckts, Korba (E)-Budhipadar getting connected to ISTS network at Korba (E) itself
may be considered for POC charge as Certified ISTS lines.
(iii) 220 kV Badod-Kota and Badod-Modak are state-owned Inter-regional lines. These
get connected to nearest ISTS (CTU) sub-station at Indore or Nagda. The nearest
connectivity to either Indore or Nagda ISTS (CTU) sub-station may be considered
for certified ISTS lines-namely either 220 kV Indore(Jaitppura)-Ujjain-Badod or
220kV Nagda-Ujjain-Badod. The State-owned portions of 220 kV Badod-Kota and
Badod-Modak alongwith the connectivity of state owned lines with CTU point either
at 220 kV Indore or at 220 kV Ujjain may be considered for POC charge as
Certified ISTS lines.
220 kV Auraiya-Malanpur and Auriya - Mehgam is an IR line. The nearest ISTS
(CTU) sub-station is 220 kV Gwalior. The connectivity is 220 kV Malanpur -
Mehgaon (Gwalior) and 220 kV Malanpur-Gwalior (PG). Hence State owned
portions of 220 kV Auraiya-Mehgaon-Malanpur-Gwalior, Auraiya-Malanpur-Gwalior
lines may be considered POC charge as Certified ISTS lines.
The following points had also been noted in the context of identification of non-ISTS
lines for inclusion under the POC charge:

1) Central Electricity Regulatory Commission (Indian Electricity Grid Code)
Regulations, 2010 defines under 2 (qq) “Inter State Transmission System (ISTS)”
means
i) Any system for the conveyance of electricity by means of a main transmission
line from the territory of one State to another State
ii) The conveyance of electricity across the territory of an intervening State as well
as conveyance within the State which is incidental to such inter-state
transmission of energy.
iii) The transmission of electricity within the territory of State on a system built,
owned, operated, maintained or controlled by CTU;
2) In view of above it was pointed out that out of all those inter-state lines which are
owned, operated and maintained by SEBs as their assets and being used for
inter-state transmission require to be included in POC charge calculation.
3) CERC Regulations, 2010 on "Sharing on transmission charges and Losses"
regulation 2010, under 2 (k) defines Deemed Inter State Transmission System
(Deemed ISTS) means “such transmission system which has regulatory approval
of the Commission as being used for interstate transmission of power and
qualified as ISTS for the purpose of these Regulations unless otherwise
specified;”
4) All lines that have regulatory approval of the Commission as being used for
interstate transmission of power are classified as Deemed ISTS category and
would therefore not need certification by RPC.
5) CERC Regulations, 2010 (Rates, Charges and Terms and Conditions for use of
Intervening Transmission Facilities) Regulations, 2010 dated 23.9.2010, have
been issued. These regulations shall apply only where a contract path can be
identified. Further these Regulations apply to the intervening transmission
facilities which are incidental to inter-State transmission owned or operated by a
licensee and are used or proposed to be used by any trading licensee or
distribution licensee for transmission of power through long-term access, medium
term open access or short term open access.

Prior to the notification of the above Regulation on Rates, Charges and Terms
and Conditions, the agreements entered into either through mutual consent of
the contracting parties or on the orders passed by the Appropriate Commission,
for use of any intervening transmission facilities, shall continue to have effect
notwithstanding inconsistency, if any, with these regulations till the expiry of such
agreements.
In TCC meeting, PGCIL representative had stated that the criteria based on the
evaluation of extent of actual ISTS power flow quantum on the non-ISTS lines should be
used for listing out the elements for inclusion under POC charge. ED (Finance), GUVNL
stated that GETCO system used for evacuation of power from Kakrapar and Kawas
ISGS stations needed to be included under PoC charges. The matter was discussed. It
was clarified that as the injection into the State grid from the above ISGS stations takes
place through ISTS lines, wherein the State grid has direct connectivity to the ISTS
network, the state network as per the criteria has accordingly not come under
consideration for POC. GUVNL queried about any similar case elsewhere and how the
treatment for POC purpose is considered. ED, WRLDC stated that similar situation
exists in RAPS in NR, and how this case is treated shall be reverted back.
The TCC discussed the criteria recommended by the Commercial Committee of WRPC
Proposed list of lines identified for certification as per Annexure-2.1 (Annexure-2 of the
agenda notes) was perused and discussed.
TCC suggested the following:-
i. 132 kV Balaghat-Dongargarh line may be certified only if it is kept in operation
not otherwise. As at present the line is not kept in operation, it may not be
included in ISTS list.
ii. If any other lines is found eligible on the basis of above mentioned criteria for the
certification, the same may be included in the list.
iii. YTC of the respective lines as approved by the appropriate Commission, shall be
furnished by the concerned utilities to the implementing agency for needful.

On the basis of above, TCC had recommended to adopt criteria for inclusion of non-
ISTS lines for POC charge as suggested by the Commercial Committee and to include
non-ISTS lines for POC charge as per the Annexure- 2.2.
The WR Power Committee discussed the issue. PGCIL representative had stated that
the criteria based on the precise evaluation of extent of actual ISTS power flow quantum
on the non-ISTS lines should be used for listing out the elements for inclusion under
POC charge. The Committee members observed that under interconnected grid
conditions, the identification mechanism for listing out non-ISTS lines based on CTU
connectivity criteria as recommended by Commercial Committee/TCC as above would
be in order.
ED (Finance), GUVNL stated that GETCO system used for evacuation of power from
Kakrapar and Kawas ISGS stations needs to be included under PoC charges. It was
clarified that as the injection into the State grid from the above ISGS stations takes
place through ISTS lines, wherein the State grid has direct connectivity to the ISTS
network, the state network has accordingly as per the criteria not come under
consideration for POC charge. Further identification of non-ISTS lines to be adopted is
on the basis of availability of CTU connectivity of the node which handles ISTS power,
although the utilization of State’s shares from ISGS stations located within or outside
the State takes place from load point of view.
GUVNL suggested that similar case elsewhere if any and the treatment for POC charge
purpose may be examined. ED, WRLDC stated that similar situation exists in RAPS in
NR, and how this case is treated may be studied. GUVNL requested WRLDC to
examine how much of GETCO system is being used for evacuation of ISGS generation
to other beneficiaries.
In the above context it was intimated that under regulation 7 (1) (t) (vii) of the CERC
regulations on Sharing of transmission charges and losses), Regulations 2010, the
regulations preserve the existing arrangement for evacuation system of power from
ISGS using STU lines which is reproduced as below:

"Long term beneficiaries of ISGS connected to STU network shall continue to pay the
transmission charges for the STU network as per the existing arrangement"
The Committee members further discussed the related matters and decisions taken on
the same as follows:-
i. In regard to query for MSETCL, for lines like Nasik-Navsari or Pandhurna-
Kalmeshwar shown against GETCO or MPPTCL, it was agreed that each of the
utilities at either end has a stake in the POC of lines corresponding to the portion
in their respective jurisdiction.
ii. Regarding inclusion of 132 kV Balaghat-Dongargarh interstate line for POC
charge, the Committee suggested that same may not be considered as the line is
in not in operation, since long period and is not kept in operation. It was decided
that the same may not be included for certification as ISTS line.
iii. The lines at items 1 to 4 & 7 and 8 under A of Annexure-2 of the proposed list
in the agenda notes for POC consideration would be reviewed after
commissioning of 400 kV Mundra-Bachau-Ranchodpura D/c line of
POWERGRID and 400 kV Ranchodpura – Zerda D/c line by Reliance IPTC and
400 kV Nagda-RAPS-C D/c lines.
iv. Further the concerned owner utility of the certified ISTS line shall immediately
furnish to the Implementing Agency (NLDC) the YTC of the respective lines as
approved by the appropriate commission.
v. WRLDC shall examine how much of GETCO system is being used for
evacuation of ISGS generation to other beneficiaries for further needful.
vi. The WRP Committee approved the criteria recommended by TCC as above and on the basis of above, approved the list of state owned Interstate / Inter-regional lines for certification as ISTS lines, the other ISTS lines and deemed ISTS lines for inclusion under POC charge which is placed at

Annexure-2.2. It was agreed that any other non-ISTS line that comes up and meets the criteria agreed as above, may be considered for certification as ISTS line.
ITEM No.3: CERC (RATES, CHARGES AND TERMS AND CONDITIONS FOR USE OF INTERVENING TRANSMISSION FACILITIES REGULATIONS, 2010
3.1 Member Secretary, WRPC stated that Hon’ble CERC issued regulation on Rates,
charges and Terms and Conditions for use of intervening transmission Facilities vide
No. L-1/10/2009-CERC dated 23.09.2010. The salient features of this regulation are
given below:
a) These regulations shall apply only where a contract path can be identified.
b) These regulation shall apply where the intervening transmission facilities
incidental to inter-state transmission owned or operated by a licensee, are used
or proposed to be used by any trading licensee or distribution licensee for
transmission of power through long-term access, medium term open access or
short term open access and where the contracting parties have failed to
mutually agree on the rates and charges for the usage of such intervening
transmission facilities as envisaged under the proviso of sub-section(1) of
Section 36 of the Act.
c) The agreements entered into prior to the notification of these Regulations,
either through mutual consent of the contracting parties of on the orders passed
by the Appropriate Commission, for use of any intervening transmission
facilities, shall continue to have effect notwithstanding inconsistency, if any,
with these regulations till the expiry of such agreements.
d) The rates and charges for usage of intervening transmission facilities shall be
as specified under Schedule-I to these regulations. The rates and charges
specified based on contract path are for a standard distance of 50 Km or a part
thereof.
Provided that in case the annual revenue requirement of the contract path in
question has already been determined by the Commission or any State
Electricity Regulatory Commission then the sharing of the transmission charges
so determined, by the applicant, will be in the ratio of the average power flow in

MW of the transaction determined on post-facto basis, to the peak capacity of
the power flow in MW in the line as given in Schedule-II.
e) Transmission loss: The transmission losses for line length of every 50 Km used

3.2 Member Secretary, WRPC stated that In accordance with the directions given by
the Hon’ble Commission in the order dated 31.07.2009 in the petition No.
64/2008 and 67/2008, WRPC Secretariat had worked out the transmission
charges payable to GETCO for conveyance of Central Sector power to DD &
DNH for the period 1.04.10 to 31.03.2011 which have been vetted by the
Commission vide its order dated 31.07.2010.
3.3 Member Secretary, WRPC stated that as per the discussions in 13th WRPC
meeting held on 9th April 2010 and 55th CCM of WRPC held on 15th July 2010,
WRPC vide letter dated 17.08.2010 had sent the calculations to WR constituents
on the basis of contract path method for transmission charges for use of
MSETCL transmission system for conveyance of Central Sector power to Goa for
the year 2010-11 (implemented in the REAs of August 2010 onwards). The
transmission charges for use of MSETCL transmission system for use of
MSETCL transmission system for transmission of RGPPL power to Goa, DD &
DNH were also sent to all the constituents.
In view of 3.1 (c) above these charges are to be valid for the year 2010-11 (i.e.
upto month of March 2011).
The matter was discussed during 56th Commercial Committee Meeting held on
22.10.2010 at WRPC office, Mumbai. The Committee had opined that in case the
transmission charges for wheeling Central sector power to DD & DNH through
GETCO system and wheeling of Central sector power to Goa through MSETCL
system are calculated as per rates, charges and Terms and Conditions for use of
intervening transmission as per CERC regulation on Rates, charges and Terms
and Conditions, 2010, the transmission charges of the intervening states'
systems would not be sharable by other regional beneficiaries. The Commercial
Committee suggested that existing practice of calculation of wheeling charges
may be continued till the validity of the Charges communicated as above in
accordance with the CERC norms vide order dated 31.07.2009 i.e. March 2011.
Subsequent to that these charges may be governed as per CERC regulations on
sharing on transmission charges and losses Regulation 2010.

3.4 In 56th CCM, the mechanism for billing & sharing the charges of wheeling of
RGPPL power to Goa, DD & DNH through MSETCL transmission system w.e.f.
start of scheduling of RGPPL power to Goa, DD & DNH on achieving full load of
1940 MW was discussed by the commercial committee in line with the
methodology for billing the charges for wheeling the transmission charges for use
of MSETCL transmission system for wheeling Central Sector power to Goa and
wheeling of ISTS power to DD, DNH through GETCO system. The constituent
members opined that all beneficiaries do not have share in RGPPL power.
GUVNL, CSPDCL expressed that they would not share the wheeling charges for
wheeling RGPPL power to Goa, DD & DNH through MSETCL transmission
system.
The Commercial Committee suggested that in such a case CERC Regulation,
2010 (Rates, Charges and Terms and Conditions for use of Intervening
Transmission Facilities) Regulations, 2010 dated 23.9.2010 may be applicable
for utilization of RGPPL power for Goa, DD & DNH only.
The TCC had discussed the issue and recommended that the existing practice of
calculation of wheeling charges for Gujarat and Maharashtra systems may be continued
till the validity of the Charges upto March 2011. Subsequent to that these charges may
be governed as per CERC regulations on sharing on transmission charges and losses
Regulation 2010.
TCC had further recommended that the payment of transmission charges may be
governed by CERC Regulation, 2010 (Rates, Charges and Terms and Conditions for
use of Intervening Transmission Facilities) Regulations, 2010 dated 23.9.2010 for
utilization of RGPPL power for Goa, DD & DNH only.
WRP Committee endorsed recommendations of TCC as above.

ITEM No.4: UTILISATION OF 220 KV D/C KOLHAPUR –CHIKODI LINE FOR TRANSFER OF POWER BETWEEN WR AND SR
Member Secretary, WRPC stated that a meeting was held on 06.05.2010 regarding
utilization of 220 kV D/c Kolhapur-Chikodi line for exchange of power between SR and
WR under STOA. SRLDC vide letter dated 13.05.2010 had sent methodology for
utilization of the above line and had requested comments on the same. The matter was
discussed in the 412th OCC meeting of WRPC held on 14.06.2010 and 413th OCC
meeting held on 14.07.2010. Subsequently the matter was also taken up by SR in the
SRPC meeting and methodology proposed to be adopted for utilization of the above line
in radial mode was discussed. Also, a meeting between WRPC, MSETCL, MSEDCL,
WRLDC & SRPC was held on 14.10.2010 at WRPC, Mumbai to discuss the issue of
utilization of 220 kV D/c Kolhapur-Chikodi line relating to the methodology for utilization
of the above line was discussed and following were the conclusions:
1) Power flow on the above line would be in radial mode, with Chikodi loads in
Maharashtra system in case of export of power from WR to SR and Maharashtra
loads in Karnataka system in case of export of power from SR to WR.
As the energy transfer is to take place in line with provision under clause 16(1)
and 16(2) under Complementary Commercial Mechanism at Annexure-I of IEGC
2010 for inter-regional Exchanges, the interface for scheduling and UI accounting
will be at Western region end for the above energy exchange between Western
and Southern Region.
2) The loss part in wheeling of the actual power through Maharashtra system was
not addressed in the above methodology to compensate the Maharashtra State
system. It was therefore recommended that the percentage applicable losses for
Maharashtra system on the actual drawl or injection at Kolhapur metering point
would be deducted from Maharashtra drawl from the grid.
3) CE(PP), MSEDCL stated that the matter would be taken up with their
management for necessary action and they would revert back on the decision.

4) CE(PP), MSEDCL queried about the time frame of transactions and whether
Maharashtra would get priority in case they wanted to import the power. WRLDC
clarified that the utilization of above line comes under the purview of Short Term
Open Access (STOA) and as such the STOA methodology as per the regulations
in vogue, would be applicable for the transactions concerning above.
5) Before permitting of STOA by WRLDC on the above line, SLDC, Kalwa,
MSETCL would intimate the availability of the line for STOA purposes in terms of
quantum of load, period and duration. Accordingly WRLDC would proceed as per
STOA method and intimate all concerned agencies.
6) With above inclusions, the methodology discussed by SRPC was found to be in
order.
The matter was discussed in 56th Commercial Committee Meeting held on
22.10.2010 at WRPC office, Mumbai upon query by MSEDCL about the time frame
of transactions and whether Maharashtra would get priority in case they wanted to
import the power, WRLDC had clarified that the utilization of above line comes under
the purview of Short Term Open Access (STOA) and as such the STOA
methodology as per the Regulations in vogue, would be applicable as open access
on Kolhapur-Chikodi route shall have to be non-discriminatory.
Following methodology for compensation of losses of Maharashtra system through
adjustment in drawal of Maharashtra without making any change in drawal schedule
of Maharashtra State was agreed by Commercial Committee:
1. Kolhapur end of Kolhapur-Chikodi line will be treated as one of drawal points in
calculation of drawal of Maharashtra.
2. Depending on direction of flow over above line the SEM reading at Kolhapur will
be modified by a factor of 1/(1-0.0485) in case power flow from Kohapur to
Chikodi and by a factor of 1.0485 in case power flow from Chikodi to Kolhapur.
TCC recommended the above decision of Commercial Committee and WRP Committee approved the same.

ITEM No.5: TRANSMISSION CHARGES & LOSSES FOR USE OF MPPTCL
TRANSMISSION SYSTEM FOR TRANSFER OF POWER ON 220 KV BADOD-KOTA & BADOD-MODAK LINES AND GETCO TRANSMISSION SYSTEM FOR TRANSFER OF POWER TO NR ON ZERDA (KANSARI) – KANKORLI & ISSUES RAISED BY CHHATTISGARH
Member Secretary, WRPC stated that during 14th WRPC meeting held on 19.08.2010
above issues were discussed wherein WR Power Committee constituted a Group
comprising of representatives from SLDCs, WRLDC and WRPC to look into the issues
raised by Chhattisgarh in regard to scheduling of STOA transactions mechanism and to
suggest for working out the losses in respect of usage of MPPTCL transmission system
for transfer of power to NR through, Badod-Modak and Badod-Kota 220 kV lines and
GETCO transmission network for transfer of power to NR from WR through Zerda
(Kansari) – Kankroli link. Accordingly, a meeting of the group to discuss above issues
was held at WRPC office Mumbai on 23.09.2010. MP Power Transmission Co. Ltd. vide
no 07-05/RPC/195 dated 21.10.2010 had communicated that suggestions relating to Sr
no 4 & 8 were not agreed by them and requested to amend the same. ED, WRLDC
subsequently vide letter No. WRLDC/OS/02 dated 25.10.2010 had also submitted
WRLDC views on the suggestions of outcome.
5.1 The TCC suggested that as items 4 and 8 of the outcome of the discussions
were not agreeable by all the members and may not be included in the
recommendations. TCC further noted observation of WRLDC on the outcome on
discussions of the group.
Due to divergent views, the Chairman TCC suggested that the matter regarding
scheduling of STOA transactions mechanism may be further discussed amongst
CSPTCL, WRPC and WRLDC after the TCC meeting and outcome of the same may be
discussed in WRPC meeting on 12.11.2010.
Member Secretary, WRPC stated that the matter relating to the revision of schedule
upon under injection by the State generators was discussed between CSPTCL, WRLDC
and WRPC, after the TCC meeting on 11.11.2010. The Gist of discussion was placed
before WRPC (Copy at Annexure-5.1).

WR Power Committee discussed the outcome. The Committee centered on two main
issues relating to UI payment defaults and the generation scheduling of the State
entities/embedded generators under STOA. The committee suggested that in case of
default by any state utility in UI payment to the State UI pool the concerned SLDC may
take up matter with the State Regulatory Commission for the remedy on similar lines as
applicable under CERC provision for regional UI pool through opening LC for recovery
of the default amount or even requesting for stopping the STOA. The Committee arrived
at opinion that currently under injection by embedded generators/State entities of
capacity below 100 MW presently although is not contributing towards congestion/grid
security problems, the problem might become serious in terms of grid security and
repercussions arising on commercial gaming in case more number of embedded
generators/state entities come up and start intentionally adopting to sustained under-
injection or even no-injection particularly on finding that scheduled power rate is higher
than the prevailing real-time UI rate. In such cases the current regulation does not
provide for revision/reduction of the generators’ schedule which would require
amendment. The Committee further deliberated and arrived at consensus as following:
i) The issue of payment default could be taken up by SLDC with the Appropriate
Commission in the first instance so that the payments are recovered.
However if an intra-state entity continuously defaults for two weekly cycle, the
nodal agency could be requested by the SLDC to cancel the STOA approval
granted. This would require an amendment in Regulations for which the
matter needed to be taken up with CERC.
ii) Regarding the issue of sustained under-injection, it was agreed that such
under-injection was not inconsistent with any of the current Regulation/s due
to which practice could continue indefinitely. Further such under-injection by
very small generator did not cause any network problem due to which the
SLDC could not take any actions on real time basis.
Considering that more such cases might be encountered in future which has a long term
potential to threaten grid security and/or distort the electricity market (which is
essentially a physical delivery market), it was decided that SLDC Chhattisgarh would

monitor such instances of under-injection and document the same. Such intra state
entities could be issued a notice by the SLDC asking them to explain this behavior and
correct the same. Failure to do so could entail the SLDC canceling the standing
clearance given to such intra state entities for STOA/Power Exchange. This would
however require an amendment in the CERC Regulations on Open Access for which
the committee felt that the matter needed to be taken up with CERC.
In view of above, the WR Power Committee suggested that CSPTCL may file a petition with CERC accordingly. 5.2 Regarding the matter for evolving mechanism for compensation of losses on
transfer of power to NR over MPPTCL and GUVNL network, the TCC recommended
the methodology agreed in CCM viz. the losses on intra-state systems for actual inter-
regional power transfer on Badod- Kota, Badod- Modak inter-regional link and 400 kV
Kansari (Zerda)-Kankroli inter-regional link shall be pooled amongst the constituents
of WR based on percentage losses approved by the State Commission for State
transmission system in respective states. It would be reviewed after commissioning of
400 kV Mundra-Bachau-Ranchodpura D/c line of POWERGRID and 400 kV
Ranchodpura – Zerda D/c line by Reliance IPTC and 400 kV Nagda-RAPS-C D/c
lines.
WRP Committee approved the recommendation of TCC which may be implemented from prospective date i.e. from 01.11.2010.
ITEM No.6: TRANSMISSION CHARGES FOR USE OF MSETCL TRANSMISSION SYSTEM FOR CONVEYANCE OF CENTRAL SECTOR POWER TO GOA AND RGPPL POWER TO GOA, DD & DNH FOR THE PERIOD 1.04.10 TO 31.03.2011
Member Secretary, WRPC stated that the issue regarding calculation of transmission
charges for use of MSETCL transmission system for conveyance of Central Sector
power to Goa for the year 2010-11 was discussed during 13th WRPC meeting & 55th
Commercial Committee Meeting. Accordingly, WRPC vide letter dated 17.08.2010
have issued the calculations for transmission charges for use of MSETCL transmission
system for conveyance of ISTS power to Goa for the year 2010-11 (implemented in the
Minutes of 15th WRPC meeting to be held on 12th November 2010 at Udaipur

REAs of August 2010 onwards) and transmission charges for use of MSETCL
transmission system and for use of MSETCL transmission system for transmission of
RGPPL power to Goa, DD & DNH were sent to all the constituents.
Chief General Manager (L&RA), MP Tradco vide letter dated 20.09.2010 (copy
enclosed at Annexure-6.1) have submitted their observations on computation of above
transmission charges.
This matter was discussed during 56th Commercial Committee Meeting held on
22.10.10 wherein MSETCL representative had stated that normal income tax rate
@33.2175 % is applicable to MSETCL for FY 2010-11. Commercial Committee
expressed that as MPTradco was not represented in this meeting issue can be
discussed in presence of MPTradco and discussion was deferred for next meeting.
WRP Committee noted the same. ITEM No.7: DECISIONS TAKEN DURING 30th MEETING OF STANDING
COMMITTEE ON POWER SYSTEM PLANNING IN WR
Member Secretary, WRPC stated that as suggested by Chairman, WRPC/CMD,
MPPTCL during 14th WRPC meeting held on 19th August, 2010 at Mumbai the various
decisions taken during the 30th meeting of the Standing Committee on Power System
Planning in Western Region held on 8th July 2010 were discussed during the 3rd
meeting for reviewing progress of various Transmission Schemes in Western Region
held on 6th September, 2010 at Nagpur. MSETCL and CSPTCL had suggested
following amendment in items pertaining to Standing Committee in the minutes of
meeting held on 6th September, 2010 at Nagpur:
Comments by MSETCL: 1. Establishment of proposed HVDC sub-station (PG) Dhule under transmission
system within WR associated with New IPPs in Chhattisgarh
(a) MSETCL indicated that in its presentation in the meeting it had intimated that
MSPGCL had planned 3000 MW generation near Dhule at Dondaicha and 1350 MW
generation of M/s India Bulls at Sinnar in Nasik District was planned. In view of the

same they have planned parallel additional corridors in Dhule-Nashik-Malegaon area
and therefore had suggested POWERGRID to review the decision of establishing
HVDC s/s at Dhule with +/- 600 kV Raigarh(Kotra)-Dhule(PG) HVDC Bipolar link and
400 kV interconnecting lines with Malegaon, Nashik, Dhule(MSETCL) which
POWERGRID had agreed and requested to include the same in the minutes. MD,
GETCO had indicated that in case the HVDC s/s was not required at Dhule the same
may be shifted to Vadodara.
(b) The flows from Raipur pooling station to the following proposed 765 kV lines by
POWERGRID under transmission system within WR associated with New IPPs in
Chhattisgarh as per the load study done by MSETCL were very less on 765 kV 2 x
D/C Raipur pooling station to Wardha (PG) and 765 kV 2 x D/C Wardha-Aurangabad
(PG) lines compared to the capacity of lines and suggested to consider only 1xD/C
instead of 2xD/C lines.
2. Establishment of 765/400 kV GIS s/s at Pune under Krishnapatnam UMPP
In the above meeting while expressing difficulties by POWERGRID in acquiring land at
Pune for establishing AIS at Pune, MSETCL had opined that POWERGRID should go
in for AIS instead of proposed GIS at Pune and for difficulties in availability of land
MSETCL shall assist for taking up at Government level if POWERGRID required so
and requested to include this in the minutes.
Comments by CSPTCL:-
Regarding point on establishment of HVDC station at Dhule and metallic conductor
provision against use of earth return path, CSPTCL requested to include the technical
deliberation leading to the conclusion arrived at on account of the fact that even in
bipole operation, some D.C. current flows to the earth return which is found damaging to
several installations e.g. pipeline buried in the ground etc. and therefore to have a
trouble free HVDC operation metallic return is necessary which was agreed in the
meeting.

During TCC meeting, regarding MSETCL suggestion to review /amendment of
transmission schemes relating to HVDC s/s (PG) Dhule was discussed and it was
intimated that the scheme for HVDC S/s at Dhule was discussed in detail in the 30th
Standing Committee and was evolved through carrying out studies by CTU in
association with CEA in consideration for evolving common transmission system for
upcoming IPP generation projects in Chhattisgarh (about 15000 MW), proposed Dhule-
II (1600 MW) generation project considering alongwith its associated transmission
system. Based on above a comprehensive transmission corridors including +/- 600 kV
4000MW Raigarh(Kotra)-Dhule (PG) HVDC link was identified and agreed to in the
Standing Committee meetings.
In the TCC meeting, the Committee suggested that as the above schemes were
evolved through the process of detailed studies conducted by CTU in association with
CEA in consideration of power evacuation from various IPPs / Generators coming up in
Chhattisgarh and the same had been concurred/ firmed up by the Standing Committee
on Power System Planning for Western Region, The need for developing hybrid
corridors comprising AC and DC systems for high capacity transmission systems was
expressed in the Standing Committee meetings. Keeping in view the progress of IPP
projects and in line with the Regulatory approval for implementation of high capacity
transmission corridors for IPP projects in Chhattisgarh, including the HVDC system as
above, the implementation of the transmission elements shall require to be taken up.
The frequent reviews may create bottlenecks in power evacuation. However, the
reviews/modification needed if any could be taken up in the standing Committee on
PSP for WR for discussion and consideration.
Regarding establishment of GIS 765/400 kV s/s at Pune, MSETCL was requested to
resolve the issue regarding land availability for AIS by 30th November 2010 else
POWERGRID may go in for GIS s/s.
The matter was discussed in WRP Committee meeting and while discussing the
amendment requested in the minutes pertaining to items of standing committee
Chairman, WRPC stated that generally there had been consensus on the detailed
report of 30th Standing Committee. In case, there were any modifications or changes,
the same may have to be submitted to the Standing Committee as the schemes are

evolved by Standing Committee on the basis of detailed studies conducted by CTU in
association with CEA. Further, the matter relating to implementation of intrastate
projects in Maharashtra State linked with the above schemes may be conveniently
discussed with CTU by the State separately for optimizing the transmission system
requirements and the plan so arrived at may be discussed by the Standing Committee
for concurrence. MSETCL were suggested to proceed with accordingly. Director (O),
PGCIL requested MSETCL to visit PGCIL office at New Delhi with the study report of
MSETCL and PGCIL and MSETCL would discuss to sort out issues. The
implementation of transmission elements agreed in Standing Committees shall however
be taken up by PGCIL keeping in view the progress of IPP projects.
WRP Committee discussed. The Committee in general was in agreement with the decisions of the Standing Committee and suggested that any further reviews / modification sought by utilities in the transmission planning may be taken up with the Standing Committee on Power System Planning for Western Region. The implementation of transmission elements agreed in Standing Committees may however be taken up by PGCIL keeping in view the progress of IPP projects.
ITEM No. 8: LAND REQUIREMENT FOR 400/220 KV GIS SUBSTATION AT DAMAN
Member Secretary, WRPC stated that during 14th WRPC meeting held on 19.08.10,
Chairman, WRPC requested Daman & Diu to confirm the acquisition of 8-12 acres of
Land for establishing 400/220kV GIS station at Daman by PGCIL. PGCIL has intimated
that as on date no land has been allocated which is causing delay in preparation of
Feasibility Report and tying up the funding agency.
DD representative during TCC meeting held on 11.11.2010 stated that they have
identified the land for substation and the necessary formalities for acquisition are in
advanced stage.
WRP Committee noted the same.

ITEM No. 9: LAND REQUIREMENT FOR ESTABLISHMENT OF GIS S/S AT VADODARA
Member Secretary, WRPC stated that in the 30th Standing Committee meeting, PGCIL
had informed about the difficulty in acquisition of land of about 125-130 acres for
establishment of 765/400 kV AIS s/s at Vadodara. PGCIL vide letter No. WRTS-
II:VDR:WRSS-II:GETCO:2937 dated 16.10.10 (copy enclosed at Annexure-9) has
intimated that PGCIL & GETCO had discussions on 28.09.10 and it was agreed by
them that the availability of 125-130 acres of land is very difficult in the vicinity of
Vadodara and recommended that GIS s/s may be installed instead of AIS s/s for which
land requirement is to be tune of 50-60 acres. PGCIL intimated that to avoid further
delay they are going ahead in initiating the process of acquisition of land.
TCC recommended for establishment of GIS s/s at Vadodara in view of the difficulties of
availability of land.
WRP Committee endorsed the above recommendation of TCC. ITEM No. 10 : RECOMMENDATIONS OF PSDF GROUP Member Secretary, WRPC stated that during 14th WRPC meeting held on 19.08.2010, a
Committee comprising representatives from MSETCL, GETCO, MPPTCL, CSPTCL,
NTPC, WRLDC, POWERGRID and WRPC was formed to discuss, identify types of
projects, schemes, activities to be included in the proposal / schemes to be submitted to
Management Committee of PSDF based on relevant Regulations of CERC specified for
this purpose.
The Committee constituted as above met on 7.09.10 and 19.10.2010 to discuss the
proposals suggested by the WR constituents/utilities the minutes of the meetings were
circulated to the constituents' representatives of the Committee detailing the proposals
suggested and discussions therein.
In the second meeting of the above Committee held on 19.10.2010 the Committee had
recommended following proposals for procurement through PSDF:-

1. Proposal for Procurement of Spare Transformers and Reactors by PGCIL:
(i) Considering the fact that Western Region caters to major load demand and
considering the population of transformers and requirement, the Committee
suggested that there is a need to keep one transformer per State and two
reactors for the region as a whole as spare. As approved by WR Power
Committee in 14th WRPC meeting to procure 400/220 kV ICTs of 315 MVA
capacity. Out of the total four nos proposed to be procured by POWERGRID,
three ICTs of three phase units of 315 MVA and one ICT of three single phase
units were recommended may be procured.
(ii) Regarding reactors, considering the future systems and likely higher voltages,
125 MVAR bus reactors would be more effective than having 50-80 MVAR
reactors suggested by some of the utilities. As such the Committee
recommended that two nos of 125 MVAR reactors as spare that can be procured
from the PSDF subject to the technical feasibility of operating 125 MVAR
reactors in 80 MVAR installations when required. In case of the non-feasibility,
one 80 MVAR and one 125 MVAR may be procured.
(iii) The Committee had identified the strategic locations where the spare
transformers and reactors will be kept so as to facilitate with ease the
deployment of the same when required. The locations identified were Jabalpur,
Dehgam, Raipur and Pune in Madhya Pradesh, Gujarat, Chhattisgarh and
Maharashtra States respectively.
(iv) Regarding the spare transformers as the same would not be kept under charged
condition, the Committee suggested that PGCIL shall ensure that the
transformers shall be available whenever required and preventive maintenance
such as oil circulation, as confirmed by the OEM would be followed.
(v) The Committee had recommended that moving trailer mounted types with GIS
bay would facilitate ease of change of location as per system requirement. Hence
the same may be explored for future requirements.
WR Power Committee discussed the proposal recommended by the PSDF committee
as above. The WR Power Committee suggested that all four 315 MVA ICTs of three
phase units may be procured instead of three ICTs of three phase units of 315 MVA and
one ICT of three single phase units in view of fact that provision for spare single phase

units exists for installations equipped with single phase units and further that the
majority of existing installations are equipped with three phase units.
2. Proposal for Procurement of ERS Substations:
As suggested by in 14th WRPC meeting to discuss the proposal submitted by
POWERGRID to procure two ERS-substations of 400 kV level through PSDF, the
Committee discussed the issue. It was intimated by POWERGRID that the dimension
for 400/220 kV one single phase 117 MVA transformer of ERS was 15 m x 3 m x 4.8
m and weighed 72.5 tonnes. The Committee members therefore felt that it was difficult
to accommodate the ERS equipment at the existing substations with respect to overall
dimensions of the trailer-equipment and weight wherever the need would arise under
emergency situations.
In view of the above, the Committee had not recommended the procurement of ERS-
substations at 400 kV level in this phase. The Committee had suggested that the
procurement for ERS for lower kV level i.e. 220 kV could, however, be explored by
POWERGRID. The TCC agreed to the recommendation of PSDF group and did not recommend the
procurement of ERS-substations at 400 kV level in this phase. The TCC discussed
and it suggested that the procurement for ERS of lower kV level i.e. 220 kV, 110 kV /
132 kV could, however, be explored by the constituent states. WR Power Committee
endorsed the recommendation of TCC. 3. Proposal for Installation of H.T. Shunt Capacitors: The members indicated that the requirement for installation of shunt capacitors as
worked out by the Study Committee of WR at various locations is for achieving proper
reactive power balance and smooth voltage profile in the grid. It suggested that the
requirement for the year 2010-11 and onwards may be worked out and could be
financed through fund. The Committee for PSDF had discussed and recommended that
financing 20% of the actual cost of the capacitors (on similar lines as proposed in NR)
installed during 2010-11 and onwards may be taken under PSDF.

TCC discussed and agreed to the recommendation of the PSDF Committee as above.
WR Power Committee discussed and agreed to the proposal recommended by the
TCC.
4. Proposals from GETCO: The PSDF committee had discussed the proposals given by GETCO and recommended
following proposals for consideration:
(i) Establishment of on-wheel power transformer testing laboratory.
(ii) Design of monopole tower structure for 66 kV Double circuit line
(iii) Design of monopole tower structure for 220 kV Double circuit line
The above Committee had discussed these proposals and suggested that the same
relate to system improvement facilities viz. establishment of on wheel power transformer
testing laboratory (facilitates improvement in reliability, reduction in failure rate, saving in
huge capital investment due to sudden transformer failures etc.), design of monopole
tower structure for 66 kV Double circuit line and for 220 kV double circuit lines
(facilitates tower design with lower ROW against conventional tower structures,
upgradation of existing line using same available corridor, faster erection due to fewer
requirements and use of lesser floor space) which may be recommended for
procurement under PSDF.
TCC discussed the above proposals. Chairman, TCC /CMD, MPPTCL suggested that
design of monopole D/c tower structure at 132/110 kV level and on-wheel testing
laboratory for EHV grade transformer oil may also be included. The proposal for these
would be submitted by MPPTCL. TCC recommended the proposals submitted by
GETCO as above and agreed to the addition of 132/110 kV monopole D/c tower
structure design for procurement through PSDF. WR Power Committee discussed the
recommendation given by TCC. CMD MPPTCL stated that proposal in respect of
132/110 kV monopole D/c tower structure design and on-wheel testing laboratory for
EHV grade transformer oil shall be submitted by MPPTCL. As the implementation of
132/110 kV monopole D/c tower structure design would be on similar lines as that for

GETCO, he requested GETCO to provide necessary details to MPPTCL relating to the
same for needful action. GETCO agreed to the same.
The proposals approved by WRP Committee as above are summarized below:
(i) Four numbers spare transformers of 315 MVA, 3 phase transformers may be procured as spare and may be kept at Jabalpur, Dehgam, Raipur and Pune.
(ii) Two numbers reactors, one 80 MVAR and one 125 MVAR may be procured as spare.
(iii) The procurement for ERS of 400 kV level was not recommended by the WR Power Committee, however the WR Power Committee suggested to explore the possibility for procuring the ERS for 220 kV and 132/110 kV levels. This activity may be undertaken by the constituent states.
(iv) Financing 20% of the actual cost of the capacitors (on similar lines as proposed in NR) installed during 2010-11 and onwards may be taken under PSDF.
(v) Establishment of on wheel power transformer testing laboratory (vi) Design of monopole tower structure for 66 kV Double circuit line (vii) Design of monopole tower structure for 220 kV Double circuit line (viii) Design of monopole tower structure at 132/110 kV Double Circuit line
and on-wheel testing laboratory for EHV grade transformer oil. It was decided that if PSDF fund is not available for activities at (i) & (ii), the procurement should be taken up through normal process. The detailed schemes for the above mentioned WR Power Committee approved proposals shall be prepared by the respective proposing utilities in a specified format for further needful in line with the procedures under CERC (PSDF) Regulations, 2010. ITEM No. 11: CONSTITUTION OF VALIDATION COMMITTEE FOR CERC (SHARING
OF INTER-STATE TRANSMISSION CHARGES AND LOSSES) REGULATIONS, 2010
CERC vide letter No. L-1/44/2010-CERC dated 28.09.2010 in pursuance of Regulation
7(G) and 7(I) of CERC (sharing of Inter State transmission charges and Losses),

Regulations, 2010 had requested to nominate one member from Constituents /
States/utilities from WRPC for the Validation Committee to be constituted by the
Commission wherein another Member is Member Secretary.
Chairman, WRPC have nominated Shri A. B. Bhairve, Chief Engineer (LD), MPPTCL
and Shri M. M. Dhoke as alternative member. Same has been intimated to Secretary,
CERC vide letter dated 6.10.2010.
WRP Committee noted as above. ITEM No.12: REVISION OF TRANSMISSION CHARGES FOR THE PERIOD OF
APRIL 2009 TO MARCH 2010 AS PER THE DECISION TAKEN DURING 13TH WRPC MEETING
12.1 Member Secretary, WRPC stated that in 13th WRPC meeting the methodology for
working out the weighted average share for sharing of transmission charges of inter-
regional links and sharing of wheeling charges for wheeling of Central Sector power to
Goa, DD and DNH was discussed. WR Power Committee decided to include all LTOA
customers of ISTS of Western Region on the basis of the CERC (Terms & Conditions of
Tariff) Regulations, 2009 under clauses 33(2) (iv) and 33(7) of Regulation- that
generator is required to share both the intra and inter-regional transmission charges to
the extent of Long Term Open Access granted until the actual beneficiary is identified by
the Generator w.e.f. April 2009 and for wheeling of ISTS power to DD and DNH and
wheeling/transmission charges paid to MSETCL for wheeling of Central sector power to
Goa August 2009 in the context of CERC order dated 31.07.2009.
WRPC accordingly vide letter dated 4th October 2010 had issued the revision in the
Page A-4 of the REAs alongwith share calculation sheets for the period April 2009 to
March 2010 for needful by the concerned agencies.
The matter was discussed during 56th Commercial Committee Meeting held on
22.10.2010 at WRPC office, Mumbai wherein GM, Torrent Power, had intimated that
they have filed a petition in CERC seeking clarification against above decision for
sharing of inter-regional transmission charges and wheeling of ISTS power to DD &
DNH through GETCO transmission system and wheeling of ISTS power to Goa through
MSETCL transmission system.

Commercial Committee had noted that bills were revised as per decision taken by the
Committee in 13th WR Power Committee meeting for inclusion of LTOA users of ISTS to
share the inter-regional link transmission charges viz. ER-WR, NR-WR and SR-WR on
proportionate basis as per the CERC Tariff Regulations, 2009. The Commercial
Committee had recommended that till CERC gives decision on above in view of the
petition, the present practice of billing & sharing of transmission charges as per the
above decision taken may be followed. TCC and WR Power Committee noted and
endorsed the same.
12.2 In TCC meeting, it was intimated by MSETCL that monthly wheeling charges
payable to Maharashtra have not been credited by POWERGRID w.e.f. Aug-2009.
POWERGRID intimated that the credit is being passed on to all the constituents as per
the REA details on monthly basis. POWERGRID intimated that the accumulation arising
out on revising the REA is paid immediately upon receiving the same from other paying
utilities. It further intimated that credit could not be passed on to MSETCL due to non-
receipt of the same from GUVNL on account of arrears due for the years 2004-05-2008-
09. However, they have started billing and passing the credit to MSETCL on monthly
basis w.e.f. September 2010 and the previous dues w.e.f. Aug-2009 will be cleared in
due course.
TCC requested POWERGRID to continue to release every month to Maharashtra and
Gujarat the amount received from all paying utilities corresponding to each month as
per the REA details issued.
WRP Committee noted the same. ITEM No.13: INCLUSION OF 220 KV BUDHIPADAR-KORBA CKRCUIT –III FOR
APPORTIONMENT OF ER NTPC SCHEDULED ENERGY ON ER-WR LINK ALLOWING OPTCL TO RAISE WHEELING CHARGES OVER 220 KV BUDHIPADAR-KORBA-I,II & III.
Member Secretary, WRPC stated that during 56th Commercial committee Meeting of
WRPC held on 22nd October, 2010 at Mumbai in view of OPTCL letter no. R&T-Bill-
31/2006/ (Vol-II)/6817 dated 11.10.2010 communicating CERC decision in Petition No
6/2004 with IA No 12/2007 in the matter of fixation of wheeling charges in respect of

transmission system of grid corporation of Orissa Ltd. for wheeling of power from NTPC
power stations in Eastern Region (ER) through their system to Madhya Pradesh
Electricity Board w.e.f. 1.04.2001 and direction to allocate wheeling charges payable to
the OPTCL based on contract path method. The issue relating to specified contract path
i.e. Rourkela-Tarkera-Budhipadar 220 kV D/c as incidental on all the three ckts i.e. 220
kV Budhipadar ckts I, II & III, was deliberated and it was agreed that all constituents of
WR and OPTCL shall abide by CERC order on the subject. Any adjustment/ refund
shall be subject to any further judicial order on the subject. Apportionment
corresponding to the three circuits i.e. 220 kV Budhipadar ckts I, II & III shall be done for
OPTCL system and apportionment corresponding to the two circuits shall be done for
Chhattisgarh.
TCC discussed the matter and agreed with the recommendations of the Commercial Committee as above. WRPC approved the same. ITEM No.14: PERFORMANCE OF WR GRID DURING AUGUST 2010 TO OCTOBER
2010 14.1 SYSTEM PERFORMANCE
Member Secretary, WRPC stated that during August, 2010 and October, 2010 system
frequency was in the permissible range of 49.5 Hz to 50.20 for 93.49 % and 85.89 % of
time. Frequency remained below 49.50 Hz for 8.19 % of time during August, 2010 and
for 0.95 % of time during October, 2010. In higher frequency regime, system frequency
was above 50.20 Hz in the range of 4.20% and 12.28 % of time respectively in August,
2010 and September, 2010. The monthly average frequency was in the range of 49.85
Hz (in August 2010) to 49.94 Hz (in October, 2010).
The maximum period frequency was below 49.2 Hz was 1.78 % of time during August
2010 and 0.01% of time during October, 2010.
The number of occasions when instantaneous frequency touched 48.8 Hz was 16
occasions during August 2010 whereas it was ‘Nil’ occasions in October 2010. Thus the
System performance was better than as that in the last quarter. The detail of frequency
profile for the months of August to October 2010 is placed at Annexure-14.1(a).

There were net inter-regional export of 2130.49 MUs and 1305.5 MUs by WR against
net export schedule of 1753.109 MUs, and 881.613 MUs respectively in August and
September 2010.
The instances of overdrawal and TTC violation by neighbouring regions were taken up
by WRLDC in real time. The messages issued by WRLDC for curtailment of overdrawl/
TTC violation to other regions.

During August 2010 to October 2010 period, the maximum unrestricted demand of
Western Region was in range of 33989 MW and 40179 MW, as compared to 37060 MW
and 38739 MW during the same period last year respectively. The region faced capacity
shortage in the range of 3842 MW and 5840 MW (peak deficit of 10.67 % &14.53 %)
during August 2010 & October 2010 respectively. The per day energy requirement
during August 2010 to October 2010 was in the range of 648.33 MUs to 791.55 MUs.
The energy shortage was 49.90 MUs per day to 91.53 MUs per day during the above
period. The details of unrestricted peak demand, demand met and energy requirement
and availability are as furnished at Annexure-14.1 (b).
Overall voltage profile had been satisfactory during the period under review. However,
instances of low and high voltages beyond the IEGC specified operating range were
observed at some of the EHV sub-stations in the region. Minimum voltage of 363 kV &
364 kV was noted on 9th August & 7th August 2010 at 400 kV Bhilai & Gwalior
substation respectively. Higher voltages in the range of 421 kV to 441 kV were noted.
Most of the 400 kV lines had to be remained open continuously to control high voltages
viz SSP-Rajgarh, SSP-Dhule, Khandwa- Rajgarh, ISP-Nagda, Nagda-Dehgam (one ckt
on few occasions), Wardha – Akola I, Raipur – Bhadravati, 765 kV Seoni – Bina had to
be opened to control high voltages. SSP units run in synchronous condenser mode for
216 m/c hrs. in the month of August, 2010. Flow on HVDC, C`pur-Padghe was kept at
minimum possible limit during night off-peak hours to minimize the effect on high
voltage due to filter banks of HVDC station.

14.2 The detail of voltages at important 400 kV and 765 kV sub-stations for the months
August 2010 and October 2010 is placed at Annexure- 14.2. In order to control
incidences of high voltages during low load periods, installation of reactors at following

The Committee had noted that timely commissioning of the above reactors is likely to
help in smoothening of high voltage profile.
14.3 AUFLS Performance. The month-wise details relating to performance of AUFLS scheme in Western Region

REGION FOR THE PERIOD FROM OCTOBER 2010 TO JANUARY 2011
The anticipated power supply position in the region for the period from October 2010 to
January 2011 is at Annexure-15. The period under consideration consist of winter
season. The demand during the period starts increasing from October 2010. During this
period the regional demand is likely to be moderate. The anticipated regional demand is
likely to vary between 39940 MW to 40910 MW and the capacity shortage will vary from
11.13 % to 13.95 %. In terms of energy, the unrestricted requirement is expected to
range from 23928 MUs to 25000 MUs with regional energy deficit of the order of 4.86 %

to 7.53 %. The anticipated Peak demand shortage of 255 to 1225 MW in Gujarat, 450
to 635 MW in Chhattisgarh, 4775 to 5250 MW in Maharashtra, 1365 to 2025 MW in
Madhya Pradesh, 70 to 145 MW in Goa, 75 to 140 MW in DD & 17 MW to 94 MW in
DNH is likely to prevail.

The Commission in order dated 15th December, 2009 in suo-motu Petition No.152/2009
relying on the provisions of Grid Code, 2009 {Regulations 5.3.3 & 6.4.8} directed at

respectively. It has been observed that only few of the State Utilities are sending this
report. The constituents of Western Region are requested to submit the report regularly
to the Central Commission as per format enclosed at Annexure-16.

ITEM No.17: WIDE AREA MEASUREMENT SYSTEM (WAMS) IN WR
Member Secretary, WRPC stated that the matter regarding implementation of WAMS in
WR was discussed during 11th meeting of WRPC held on 25th September 2009 at
Raipur and also during 13th meeting of WRPC held on 9th April 2010. A meeting of Task
Force on WAMS was proposed by WRPC on 10th March 2010 to discuss the modalities
etc. regarding implementation of WAMS Project in WR. However, GM (LD & C), PGCIL
vide letter dated 5th March 2010 had intimated that in view of CERC order directing one
time expenses from UI Fund towards the above project, PGCIL had taken up the issue
with CSIR and on their approval they would sign the agreement with CSIR and other
consortium partners. It is proposed to hold separate meeting with the constituents
thereafter. During 13th WRPC meeting PGCIL were requested to expedite issues
concerning approval/ signing of the agreement etc. with CSIR and other consortium
partners so that a meeting of Task Force on WAMS could be called at the earliest for
further needful action. POWERGRID vide communication dated 21.10.2010 have
intimated that POWERGRID Board have approved the Project with certain conditions.
The acceptance of the conditions by the consortium members had not been received by
them thereby resulting delay in signing of necessary agreement with CSIR for moving
ahead with the Project Implementation. POWERGRID further intimated that they have
requested consortium partners to send their response within two weeks' time.
During TCC meeting held on 11.11.2010, POWERGRID intimated that their Board have
approved the Project with certain conditions like availability of software for all RLDCs
and NLDC. The acceptance of the conditions by the consortium members had not been
received by them thereby resulting delay in signing of necessary agreement with CSIR
for moving ahead with the Project Implementation. POWERGRID further intimated that
they have requested consortium partners to send their response within two weeks' time.
Chairman WRPC suggested that in the presentations/ exposures on WAMS systems
made by eminent experts like Shri A.G.Phadke may be attended by the regional utilities
for the benefit of all constituents.

ITEM No.18: ONGOING TRANSMISSION SCHEMES IN WESTERN REGION
Member Secretary, WRPC stated that in accordance with the decision taken in the 12th
WRPC meetings held on 16th January 2010 at Vadodara 3rd meeting was held on 6th
September 2010 at PGCIL, WRHQ Office, Nagpur to review status of ongoing
transmission projects in the Western Region.
The status of the construction of transmission schemes under execution by Gujarat
Electricity Transmission Company Ltd., Madhya Pradesh Power Transmission Company
Ltd., Chhattisgarh State Power Transmission Company Ltd., Maharashtra State
Electricity Transmission Company Ltd, PGCIL & Reliance Power Transmission Ltd. was
reviewed and discussed in detail under various heads agreed during 2nd TRM meeting.
The following emerged during the discussion:
(i) It was observed that several ROW issues relating to land acquisition and
environment clearance in the States including Maharashtra were attributing mainly
to the progress of timely completion of transmission line construction work.
(ii) MD, GETCO stated that in Gujarat State the ROW issues have been mostly
addressed by GETCO by way of allowing adequate compensation.
(iii) Chairman, WRPC / CMD, MPPTCL stated that to expedite transmission line
completion activity a standard provision for compensation should be in place under
State Govt. norms which can be allowed to provide compensation wherever arises
to resolve matter so that project works get proceeded further without involving
delays to this account.
(iv) MD, MSETCL, stated that local issues arising out of ROW problems are under
active consideration by Maharashtra State Government.
He said, however to address forest clearance and other related administrative
issues arising out in construction of 400 kV lines in the Maharashtra State and to
expedite work for 400 kV Vapi(PG)-Navi Mumbai D/C line he would shortly arrange
a meeting with concerned State authorities and implementing agency viz. PGCIL.

(v) ED, WRLDC, POSCO requested to expedite construction of 400 kV D/C Gandhar-
Navsari and 400 kV D/C Navsari- Mumbai line (Boisar) line in view of excessive
loading of network associated with Sugen TPS for power flow towards Maharashtra
State. Director (Project), PGCIL said that PGCIL will make all efforts to complete
400 kV D/C Gandhar-Navsari and 400 kV D/C Navsari- Mumbai line (Boisar) as per
revised schedule.
(vi) ED WRTS-I, PGCIL stated that due to change in location from Bhiwandi to Boisar for
400 kV D/C Navsari- Mumbai line(Boisar), BOQ got changed and earlier award had
to be annulled for project. For the new location fresh award will be given shortly
which would take minimum 18 months from the date of award for completion of the
work.
(vii) Reliance Energy Transmission Ltd intimated that work of LILO of Lonikhand
(MSEB)-Kalwa (MSEB) 400 kV D/C at Pune (PG) would match with the readiness
of Pune sub-station. MSETCL intimated that all State system associated with Pune
sub-stations would be completed by December 2010 and loads would be ready by
March 2011.
(viii) CSPTCL intimated that the finalized list in respect of Chhattisgarh system would be
furnished as per the discussions in the prescribed format.
(ix) MSETCL requested PGCIL to expedite commissioning of 400 kV Wardha (PG)-
Aurangabad (PG), 400 kV Wardha (PG)- Parli (PG), 400 kV Parli (PG) –
Bhadravati (PG), 400 kV Parli (PG) – South Solapur (PG), 400 kV South Solapur
(PG) – Kolhapur MSETCL, 400 kV Aurangabad MSETCL-Pune (PG) , 400 kV
Parli (PG)- Parli MSETCL, 400 kV Aurangabad (PG)- Aurangabad (II) MSETCL,
400 kV Parli (PG)- Pune (PG), LILO of 400 Kv Lonikand- Kalwa at Pune (PG) and
LILO of 400 kV Solapur – Karad S/C at South Solapur, PGCIL was further
requested by MSETCL to prepone the commissioning schedule of 400 kV Wardha
(PG)- Aurangabad (PG) line so as to complete before September 2012 for
evacuation of power from eastern part of Maharashtra.

During TCC meeting held on 11.11.2010, Chairman TCC intimated that he received
letter from M/s Reliance requesting him to assist in ROW problems. He intimated that
he had requested Reliance to intimate the concerned persons/ agency with whom he
issue can be addressed. Reply from Reliance is awaited. He further stated that MP
state’s line associated with implementation of WR system strengthening was 220 kV line
Maheshwar-Nimrani was commissioned on 12.4.2010 as per the schedule and stressed
that the schedule of schemes for generating stations and the associated transmission
network should match with each other for deriving the desired benefit.

20.1 CERC vide order dated 4th June 2010 have issued regulation called the Central
Electricity Regulatory Commission (Power System Development Fund) Regulations
2010. As per the provision under the above regulations, a fund to be called the “Power
System Development Fund” shall be constituted and there shall be credited thereto.-

20.2 Regulation 7 of the Power System Development Fund, Regulation 2010 specifies
that an officer of the level of General Manager or above is to be nominated by each of
the five Regional Power Committee as member of Management Committee. DGM,
NLDC & Secretary, PSDF vide letter dated 20.09.10 had requested for nomination from
WRPC which was to be sent by 25.9.2010. Chairman, WRPC had nominated Member
Secretary, WRPC as a member of the Management Committee from WRPC. The same
has been intimated to Secretary, PSDF vide letter dated 24.09.10.

During 56th CCM, WRLDC had intimated that requirement of LC amount in respect of

the revised amount by WRLDC. The revised amount of LC as intimated by WRLDC is
288 Lacs, 354 Lacs and 2210 Lacs for DD, DNH and Madhya Pradesh respectively.
WRLDC further informed that Jindal Power Ltd. has opened LC in favour of WRLDC.

During 56th CCM, GUVNL sought clarification if SLDC are required to open LC as
system operator for the states. It was intimated that LD/Transco/ Discom should open a
Letter of Credit (LC) as applicable in respective States. POSOCO, WRLDC requested to
open a Letter of Credit (LC) by month end.
WRP Committee noted the same. ITEM No.22: DEVELOPMENT OF SOFTWARE FOR ISSUANCE OF RTA & RTDA Member Secretary, WRPC stated that a meeting amongst Member Secretaries of all
regions was held at NRPC office, New Delhi on 12.10.10 to discuss the provision under
regulations regarding implementation of sharing of transmission charges and losses on
common platform in all the RPCs to harmonise the accounting. In this connection,
Member Secretary, NRPC indicated that they had attempted the format for preparation
of Regional Transmission Accounts (RTA) and shared with other RPCs. He further
indicated that ABT based Energy accounting software is being developed for Northern
Region at an estimated cost of Rs. 10 lakh through DOEACC, a society under Ministry
of Communication and IT. GOI and the software for sharing of Inter-State transmission
charges and losses could also be developed through DOEACC and the cost of these
could be shared equally by all regions for which Member Secretaries agreed with the
suggestion.
The cost estimates would be made available by NRPC in due course. The record notes
of discussions held on 12.10.10 is enclosed at Annexure-22.
WRP Committee in principle approved the sharing of the cost. ITEM No.23: GRANT OF CONNECTIVITY 23.1 PGCIL have intimated that the connectivity to following IPPs have been granted
as per the provisions of the CERC (Grant of Connectivity, Long Term Access and
Medium-term Open Access in inter-state transmission and related matters) Regulations

Representative of GETCO raised the query regarding injection of power at UI/STOA
without having to pay transmission charges of LTOA upon the grant of connectivity.
ED, WRLDC stated that LTA is for enabling the synchronizing of the generator to the
grid for testing purposes etc. only. However the utility can inject power on regular basis
after identifying the beneficiaries and obtaining the Long-term open Access thereof from
the CTU.

PGCIL vide letter dated C/OS/WRPC-15th /Agenda dated 27.10.2010 intimated that long
term open access has been granted to following applicants for transfer of power from
their respective generation projects to target beneficiary/regions.
I. Air liquide LTOA-6 MW, Injection point – Wani/Chandrapur (MSETCL), Drawal point - 66 kV Raneri S/s of GETCO PGCIL further intimated that M/s Air liquide requested to extend the start date of
BPTA to Jan-2011 from Aug-2010 because of delay in commissioning of
generating station. II. Visa power
LTOA-1062 MW, Injection point – 765/400 kV Raigarh (kotra) Pooling station in Chhattisgarh Target beneficiary – WR/NR PGCIL further intimated that M/s Visa power requested to extend the start date of
BPTA to Oct-2013 from Jan-2013 because of delay in commissioning of
generating station. WRP Committee agreed to the above. ITEM No.24: DECLARATION OF TRANSMISSION ELEMENTS INTO COMMERCIAL
OPERATION BY PGCIL 24.1 PGCIL had intimated that 400 kV, 50 MVR bus reactor at Gwalior along with its
associated bay under WRSS-II, Set-D transmission system has been charged on
17.08.2010 and put into regular operation in Western Region-II. Accordingly, the
monthly transmission charges of the above transmission element along with associated
bays will be payable by concerned WR constituents w.e.f. 1.09.2010.
24.2 PGCIL had intimated that 125 MVR, 400 kV bus reactor at Khandwa along with
its associated bays under WRSS-VII has been charged successfully on 30.09.2010 and
put into regular operation in Western Region -II. Accordingly, the monthly transmission
charges of the above transmission line along with associated bays will be payable by
concerned WR constituents w.e.f. 1.10.2010

24.4 PGCIL vide letter No. WRTS:Comm:NGP:522 dated 1.10.2010 intimated that
400 kV Raigarh-Raipur ckts III & IV under East – West corridor were put into regular
operation in WR and the same is under commercial operation w.e.f. 1.10.2010.
Accordingly, the monthly transmission charges of the above transmission line along with
associated bays will be payable by concerned WR constituents w.e.f. 1.10.2010
WRP Committee noted the same.
ITEM No.25: RENOVATION AND MODERNISATION OF WRPC OFFICE BUILDING Member Secretary, WRPC stated that during 13th WRPC meeting the matter regarding
renovation & Modernisation of WRPC Office Building was deliberated and agreed that
R&M work of WRPC building shall be done by POWERGRID on deposit basis. During
14th WRPC meeting the revised estimated cost of Rs 7,57,83,185/- was approved
based on recommendations of the sub committee renovation & Modernisation of WRPC
Office Building and also authorised sub- Committee to take decisions from time to time
required for completion of this work and put up the final bill duly examined after the work
is over.
As per the recommendations of the above sub-committee 50% payment of the
estimated cost is required to be made before placement of the LOA for Civil works and
initial mobilization & start of work activities at premises. Accordingly as per the sharing
pattern approved in 13th WRPC meeting WRPC had worked out the share of members
to be deposited towards first installment of 50 % payment (i.e. 50% of the total
estimated cost of Rs 7,57,83,185/-) as above.
During the TCC meeting held on 11.11.2010, Chairman, TCC said that requests from
NCA were being received for excluding them from contributing towards the R&M work
as O&M and other expenses payable are already being shared by SSP’s beneficiary
States which are to contribute the above R&M expenditure. NHDC and SLDCs had also
requested on similar ground. TCC discussed and recommended that only for this

particular R&M work, NCA, NHDC and SLDCs may be excluded from making payment
and distribute the sharing of the remaining amount amongst rest of the members in the
manner as approved in the 13th WRPC meeting.
WR Power Committee discussed and agreed to exclude NCA, NHDC and SLDCs from
contributing towards only for the this particular R&M work and distribute sharing of the
remaining amount amongst the rest of the members in the manner as approved by the
WR Power Committee in the 13th WRPC meeting and as per the payment schedule
decided in 14th WRPC meeting held on 19th August 2010. PGCIL intimated that they
have started tendering process and the order will be placed shortly thereafter so as to
commence work subsequent to the same.
Chairman, WRPC requested WRPC Sectt. to work out the revised contribution amount
as above and intimate the same to constituents in line with the payment schedule as
approved in the 14th WRPC meeting held on 19.8.2010 so that constituent members
accordingly release the first installment of payment by 30th November 2010. (the
constituent wise revised details of first installment of 50 % payment i.e. 50% of the total
estimated cost of Rs 7,57,83,185/- amount are as per the Annexure-25). The amount
may be deposited by the constituents through demand draft in favour of Member
Secretary, WRPC. This amount may be deposited in the existing current account in the
name of Chairman, WRPC named PSS fund of WRPC. Each State transmission utility
may send the combined contribution of the State and shall coordinate amongst its State
Distribution Company and State Generation Company for this purpose as per the
decision. The amount will be released to PGCIL as and when requested as per payment
schedule approved in 14th WRPC meeting.
The Committee requested WRPC members to expedite the respective payments to ensure timely payment to PGCIL as per the above. ITEM No.26: DATE AND VENUE OF NEXT WRPC MEETING Chief Electrical Engineer, Electricity Deptt., Goa agreed to host the next WRP meeting
at Goa during February-2011.

Gist of discussion held between CSPTCL, WRPC and WRLDC on the sidelines of the TCC meeting on 11th Nov 2010 at Udaipur.

Two substantive issues emerged in these discussions.
i) Sustained under-injection by an embedded intra state entity which has been granted interstate Short Term Open Access (STOA).
ii) Default in payment of Unscheduled Interchange (UI) charges by intra state
entities to the state UI pool account which has occurred in the past. After discussion, consensus reached as under:
i) The second issue of payment default could be taken up by SLDC with the Appropriate Commission in the first instance so that the payments are recovered. However if an intra-state entity continuously defaults for two weekly cycle, the nodal agency could be requested by the SLDC to cancel the STOA approval granted. This would require an amendment Regulations for which the matter needed to be taken up with CERC as per the view of the Committee.
ii) Regarding the issue of sustained under-injection, it was stated by CSPTCL
that this was a one-off problem encountered in the past. It was agreed that such under-injection was not inconsistent with any of the current Regulations due to which practice could continue indefinitely. Further such under-injection by very small generator did not cause any network problem due to which the SLDC could not take any actions on real time basis.
Considering that more such cases might be encountered in future which has a long term potential to threaten grid security and/or distort the electricity market (which is essentially a physical delivery market), it was decided that SLDC Chhattisgarh would monitor such instances of under-injection and document the same. Such intra state entities could be issued a notice by the SLDC asking them to explain this behaviour and correct the same. Failure to do so could entail the SLDC canceling the standing clearance given to such intra state entities for STOA/Power Exchange. This would however require an amendment in the CERC Regulations on Open Access for which the committee felt that the matter needed to be taken up with CERC.
