Welcome

It is with great pleasure that I welcome the ESREL Conferences to Portugal again and that I welcome you to ESREL 2006.

While this series of yearly Conferences dates back to 1989, only in 1992 it adopted the designation of ESREL, European Safety and Reliability Conference. The ESREL Conferences have become well established in the international community, attracting a good blend of academics and industry participants that present and discuss subjects of interest and application across various industries.

This year the theme of the Conference “Safety and Reliability for Managing Risk” highlights the fact that the theories, techniques and methods of safety and reliability assessment and their most recent applications are powerful tools for decision making in the rational management of risks to which modern society is exposed.

The Conference Programme resulted from the enthusiasm and participation of the many authors who have contributed with their papers. The Technical Programme Committee had a very important role of peer-reviewing the full length papers and suggesting improvements in the quality of the original submissions.

A subset of this Committee, the Technical Area Coordinators have also organised the papers in sessions.

All these efforts are gratefully acknowledged.

The technical programme consists of approximately 370 papers, selected from over 600 abstracts, which will be presented in seven parallel sessions.

I believe that we have brought together all the main ingredients for a successful and worthwhile Conference and I hope you all enjoy it!!

Technical Visits Various industries have supported this event in a number of different forms. We are happy to provide a set of Technical Visits which have been made available by the various different industrial sectors for Conference participants.

In this Conference, papers with industrial case studies have been particularly sought, given that cooperation between the research and industrial communities is considered very important.

The availability of the Technical Visits to industrial sites has been organised in order to allow the contact with this reality, which is the aim of many of the studies presented at this Conference.

Ten technical visits are planned for Friday, 22nd September 2006, as follows:

Visit 1: Chemical Industry (CUF – Industrial Chemicals and DOW Portugal - Chemical Products) - Estarreja, Aveiro

(Approximately 250km North of Lisbon)

Visit 2: Castelo de Bode Hydro Power Plant of EDP - Tomar (Approximately 120km North East of Lisbon)

Visit 3: Fuel Distribution Company S.A.- Aveiras de Cima (Approximately 50km from Lisbon)

Visit 4: Ribatejo Combined Cycle Gas Turbine Power Plant - Carregado (Approximately 50km North of Lisbon)

Visit 5: National Control Centre (Dispatching) of REN (Portuguese Transmission System Operator) - Sacavém, Lisbon

Visit 6: Municipal Solid Waste Processing Plant of VALORSUL S.A. - Lisbon

Visit 7: Distribution Centre of Natural Gas of LisboaGás - Lisbon

General Information

Conference Location The ESREL 2006 Conference will take place at the Estoril Congress Centre in the centre of Estoril, a new facility and the only one of its kind in the area (http://www.estorilcongresscenter.com). Estoril is one of the main coastal towns on the outskirts of Lisbon, located approximately 25 kms from Lisbon city centre. It has mild winters and an ideal summer temperature. A scheduled train journey of approximately 30 minutes links Estoril and Lisbon. The airport shuttle bus operates daily on a schedule service between Lisbon airport and Cascais, via Estoril.

Registration Procedure Registration for the Conference will take place at the Congress Centre from 08H00 on Monday, 18th September 2006.

Conference Badges – Invitation Cards Delegates and accompanying persons are kindly requested to wear their Conference name badge at all meetings and official functions. Please have your invitation cards with you at all receptions and booked tourist programmes.

ProceedingsThe papers presented at ESREL 2006 Conference will be included in the Proceedings of the Conference to be published by the Taylor & Francis Group, in book and CD-ROM, and distributed upon registration at the Conference in each Delegate’s pack according to the category of registration.

LanguageThe official language of the Conference is English. No simultaneous translations will be available.

Computer Area A designated area (marked on the Map of the Congress Centre as “I”) is available with access to computers, where delegates will be able to check presentations and have access to the Internet.

Internet Access Delegates will have access to a WIFI Network available in the Centre. For those who do not use this option, some computers will be available in the computer area with access to the Internet.

Cancellation of Participation Registered delegates wishing to cancel their participation at the ESREL 2006 Conference will have their full registration fee refunded, minus an administrative fee of EUR 100 (One hundred EUROs), provided written notification has been received by the Conference Secretariat before 15th August 2006. Cancellations received after this date will not be eligible for a refund. All refunds will be processed after the Conference.

Liability and Insurance The organisers of ESREL 2006 will not assume any responsibility whatsoever for damage or injury to persons or property during the Conference. Participants are recommended to arrange for their personal travel and health insurance.

Changes to the Technical and Social Programme The organisers reserve the right to adjust or change the Technical Programme and/or the Social Programme as, if and when necessary.

Official Travel Agency Ultratur Portugal has been appointed as the official travel agency of the Conference. WeatherThe weather in Lisbon in September is normally mild and sunny. The average temperature during daytime can range between 18º and 25º, dropping slightly in the evening.

Opening Hours Local banking hours are from 08H30 to 15H00, Monday to Friday. Some banks stay open until 17H00. Shops are open daily from 09H00 through to 19H00, mostly not closing for lunch and varying slightly from area to area. On Saturday, closing time is around 13H00. Shopping Centres have longer opening hours, and usually open between 10H00 and 23H00, seven days a week.

Transport Facilities All public transport services (buses, metro and taxis) are efficient and reasonably priced. It is advisable to avoid private transportation as traffic can be heavy during rush hours.

Guidelines to Authors and Session Chairs

Presentation and Discussion of Papers Each presentation has been allocated 20 minutes with 2 additional minutes for discussion.

Authors, who have not provided their presentations by e-mail in advance, should hand them to the Secretariat on the day before the presentation at the latest.

Time Keeping Chairmen have the responsibility to introduce speakers from the Bibliographic Notes available, to lead the discussions and to ensure that the time schedule is observed.

It is suggested that Chairmen should show some tolerance for minor delays with the presentations and/or discussions but on the other hand they should be strict in not allowing major changes from the basis time schedule. Official Language The official language of the Conference is English. No translations will be available.

Audio-Visual EquipmentEach room will be equipped with a laptop computer and media projector for presentations. Overhead projectors will not be available.

To avoid last minute problems of compatibility, authors cannot use their own laptop computers and need to deliver their presentation to the Secretariat beforehand.

A staff member will be on hand to assist with any difficulty that may arise.
