What do you do with your pet if you don’t live in a hurricane proof shelter and you don’t have a friend in a hurricane proof shelter that is able to take your pet? GTMO now has a pet shelter for your use. The pet shelter is located at Cuban Bunker #30. If

you need a pet shelter please do the following: - Notify the Vet Clinic, 2212 so they can plan on approximately how many animals will be coming to the shelter. - Prepare your “pet survival” kit; pet food, bottled water, medications, veterinary records, cat litter/pan, garbage bags, litter scoop,food dishes, and can opener. Bring pet toys or blanket, if easily transportable.- Make sure you bring a secure pet carrier plus leash or harness so the pet can’t escape. Attach information on top of the carrier about your pets’ feeding schedule, medical condition, behavior problems, and name of owner.- Your pet should be wearing up-to-date identification at all time.

Keeping Your Animals Safe

- Purchase a battery-operated AM/FM radio and several packs of replacement

batteries for your disaster supply kit.

- If the power goes out in your home, you can stay connected by listening to FM 102.1, 103.1 and AM

1340 where emergency warnings, hurricane location, conditions of readiness and any other important

information will be broadcast.

- The Defense Media Activity detachment, commonly known as RadioGTMO, has emergency auxiliary

power that will allow uninterrupted broadcast capability in the event of storm-related power outages.

Stay Connected When A Hurricane Approaches

Naval Station (NS) Guantanamo Bay, Cuba will commence its annual base-wide hurricane preparedness exercise, May 13-22.

HURREX/Citadel Gale 2013, a Commander, Navy Installations Command (CNIC) and Fleet Forces Command (FFC) exercise, is held annually to help commands prepare for the Atlantic hurricane season, which begins June 1 and ends Nov. 30.

“The scenario we have planned this year centers around an impending hurricane heading in from the East,” said Kevin Robarge, NS Guantanamo Bay Installation Training Officer. “We will be utilizing our Conditions of Readiness (COR) settings to set and prepare the installation for the affects of destructive winds, heavy rains and other possible damage.”

Condition of Readiness has five settings. COR transition from V to I will occur as the storm gets closer to GTMO. During the exercise as the storm gets closer and the base encounters damage, the base Emergency Operation Center (EOC) will track damages and prioritizes resource response. Post storm, NAVFAC will disperse Damage Assessment Teams (DAT) to determine it is safe for the base population to leave their shelters.

Emergency and essential personnel from NS Guantanamo Bay’s operations, security, fire, administrative and public affairs departments, the U.S. Naval Hospital Guantanamo Bay, Cuba’s emergency medical technicians and emergency room staff, Joint Task Force Guantanamo personnel, and the Defense Media Activity Detachment Guantanamo Bay, Cuba, will participate in the exercise.

“We will exercise a variety of different situations to include flooding,

debris, mud slides and damage to accompanied and unaccompanied housing units,” said Robarge. “This particular exercise will focus around post storm damage assessment, recovery and family assistance. Lessons learned from this exercise will allow the base to assess their ability to set COR conditions and mitigate loss of life property and return to full mission capability as soon as possible.”

During the evolution, emergency response officials will man the installation’s EOC which consists of multiple disciplines based on the type of disaster, tracking emergency response personnel as they reacted to each destructive weather scenario.

“This exercise will provide NS Guantanamo Bay the ability to validate the Hazard Specific Annex (HSA), destructive weather,” said Mark Kennedy, NS Guantanamo Bay Installation Emergency Manager. “By exercising this HSA we will identify information that will be added, deleted, or reworded for clarity. These changes will be made before the start of hurricane season to enhance our readiness.”

During the drill all Naval Station Commands will need to report their COR attainment and also their pre and post storm accountability to the emergency operations center.

“During the exercise residents will likely see an increased number of emergency response vehicles on the roads,” said Robarge. “Also, residents should be aware that we will utilize the Giant Voice Mass Warning System, Radio GTMO, the base roller, Facebook and email traffic to communicate. All drill correspondences will be prefaced with EXERCISE, EXERCISE, EXERCISE.”

Hurricanes can form quickly in the Caribbean Sea and Atlantic Ocean. Contact the housing office if you will be off-island for more than 72 hours. Secure your home - Before you take leave this summer, secure outdoor household goods in the event of inclement weather. Take trash cans inside or place in an outdoor closet. All pools, trampolines and toys or any other possible projectiles need to be secured. Tables, chairs, grills, plants in pots and any other outdoor items need to be stowed. Organize your garage because winds will enter the space through the opening at the bottom of the garage door and any unsecured items can damage the structure or vehicle inside. If you live in one of the houses that is designated to go to a base shelter or going to a friend’s house, you need to secure the items listed above before leaving your home.

U.S. Naval Hospital Guantanamo Bay Change of CommandStacey Byington USNH Public Affairs Officer

In a traditional change of

command ceremony held today, CAPT Daryl K. Daniels, MC, USN, became C o m m a n d i n g Officer of U.S. Naval Hospital Guantanamo Bay (USNH GTMO), and Commander, Joint Medical Group (JMG), Joint Task Force-Guantanamo (JTF).

RDML Elaine Wagner, DC,

USN, Commander, Navy Medicine East, and RDML John Smith Jr., USN, Commander, Joint Task Force-Guantanamo were the guest speakers.

CAPT Stoltz has led the hospital staff and the JMG for the past two years. His exceptional professionalism, personal initiative and dedication to duty have been recognized by senior leadership, and RDML Wagner presented him with a Legion of Merit during the ceremony.

The citation said in part, “CAPT Stoltz instilled a culture of safety, performance improvement, and trust throughout the entire command. His focus on customer service and access to care resulted in his command being consistently ranked #1 or #2 in Patient Satisfaction across all of Navy Medicine. His proactive leadership resulted in improved business and patient care processes as well as improved facilities, and was remarkably accomplished without any loss in clinical services to the community.”

Awarded by the President, the citation also noted that “CAPT Stoltz’s deft leadership of his healthcare team ultimately resulted in extraordinary results on Joint Commission and MedIG surveys. The Joint Commission lead surveyor indicated that this was the best report she had ever given any facility in more than 30 years, and the Navy Medicine lead Inspector General noted that this hospital was in the top one-percent of all the commands she had surveyed.”

In a farewell to JTF and JMG personnel and USNH GTMO staff published in the ‘Wire’ recently, CAPT Stoltz said, “It has been a great honor for me to serve as Commanding Officer of U.S. Naval Hospital and Commander of the Joint Medical Group. Throughout my tour, I have been impressed by everyone’s hard work and dedication to this important assignment. Your efforts have inspired me, and I’ve learned and grown from working with you.”

CAPT Stoltz leaves Guantanamo Bay to report

to the Department of Defense Centers of Excellence, headquartered in the Washington D.C. area, as Director of Psychological Health and Traumatic Brain Injury.

CAPT Daniels reports to Guantanamo Bay from U.S. THIRD Fleet, where he served as Fleet Surgeon.

A native of Newton, Mass., he earned his Doctor of Medicine degree from Yale University in 1991, and entered the Navy after completing his residency in general surgery from the University of New Mexico in 1996.

His first tour of duty was at U.S. Naval Hospital Okinawa, Japan, serving first as Staff Surgeon, and then as head of the General Surgery Department. During this tour he also deployed with Fleet Surgical Team 7 aboard the USS Belleau Wood (LHA-3) participating in Operation Desert Fox. In 2000, he reported to Naval Medical Center San Diego as Staff Surgeon, and deployed from there in 2001 to U.S. Central Command, Bahrain, in support of Operation Enduring Freedom. He deployed in 2004 to Al Asad, Iraq, with the 1st Force Service Support Group, 1st Marine Expeditionary Force, in support of Operation Iraqi Freedom. He served first as company commander of Alpha Surgical Company, and then later as Chief of Professional Services. He then returned to Naval Medical Center San Diego as acting director of Ancillary Services, and was later named Director, Surgical Services, where he oversaw and resourced 15 clinical departments and eight residency programs.

CAPT Daniels earned a Master of Arts degree in Health Services Management from Webster University, St. Louis, Mo., and a Master of Science degree in National Resource Strategy, from the Industrial College of the Armed Forces, Washington, D.C., graduating from both with distinction. Personal decorations include the Legion of Merit, two Meritorious Service Medals, and two Navy and Marine Corps Commendation Medals, as well as numerous other personal and unit awards.

Just prior to his previous assignment with THIRD Fleet he served as Executive Officer, U.S. Naval Hospital Guam.

CAPT Daniels is looking forward to the challenges of his new assignment, and said, “My wife and I are very pleased to be here in Guantanamo Bay. This is our third island tour. We enjoy the lifestyle.”
