introduction
□ Westpork Pty Ltd, a leading producer of pork in Western Australia, is proposing the development of a modular piggery at No 898, Lot 3616 Agaton Road, Dandaragan; within the Shire of Dandaragan.
□ Westpork is seeking Planning Approval for Module 1 (Moora 1) and Module 2 (Moora 2) under the Shire of Dandaragan Local Planning Scheme No 7 – District Zoning Scheme. Moora 1 and Moora 2 will have the capacity to house approximately 68,000 pigs.
□ Longer term site planning provides for a third Module with the capacity for a further 34,000 pigs. Approval for Module 3 (Moora 3) will be subject of a future Application.
□ Westpork has acquired Lot 3616 Agaton Road from Aumin Pty Ltd with settlement occurring on the 22nd December, 2016.

□ No 898, Lot 3616 Agaton Road is located on the east side of Agaton Road approximately 8km north of its junction with NW Road (Badgingarra / Moora Road) and comprises 1481 ha. The lot is substantially cleared and is currently used for low intensity cattle farming and seasonal cropping. These uses will continue alongside the piggery under lease back of the unused areas to the previous owners.
□ Lot 3616 is zoned “Rural” under the Shire of Dandaragan Local Planning Scheme No 7 – District Zoning Scheme.
□ The proposed use of a Piggery falls under the Use Class of “Animal Husbandry – Intensive” which is identified in the Zoning Table as a “D” (discretionary) Use.
□ The proposed piggery is consistent with the Shire’s Local Planning Strategy as well as State and Regional Strategies.
□ The proposed piggery is also consistent with and supports the State’s programs and objectives in growing the State’s production of high-quality, safe and traceable animal protein for local and export markets.
□ The proposed piggery does not impact Threatened Ecological Fauna Communities or Priority Ecological Fauna Communities nor known sites of Indigenous or European heritage.
□ Most properties in the locality are cleared and used for grazing and cropping including those to the immediate south, west and north. The land to the immediate east and south-east comprises a large area of bushland.
□ The locality of the site is also experiencing intensification of agricultural pursuits with two citrus farms on Agaton Road and NW Road.
□ There are three residences within 2km of the site.

□ The proposed piggery is a “Farrow to Finish” (breeding to finish) operation and comprises two “modules”, one situated adjacent to the central northern boundary (Moora 1) and the second situated adjacent to the central southern boundary (Moora 2). Each module will comprise a series of pre–

fabricated modular sheds to accommodate the animals through their various stages of growth and hold up to approximately 34,000 pigs at any one time.
□ The piggery will be operated as an high animal health facility with restricted access to other than piggery staff.
□ A small Office building including kitchen, toilet and shower facilities will be constructed adjacent to module as staff transfer between Moora 1 and Moora 2 is limited for animal health reasons.
□ The construction of Moora 1 and Moora 2 will be staged with Moora 1 commencing as soon as practical after approvals with Moora 2 following on completion of Moora 1. The wastewater systems to each module will be similarly staged.
□ Each piggery module will have its own solid waste separation and wastewater pond system with no wastewater discharge to the environment. Pre–treatment of the effluent will be by Fan Separator to separate the solids from the liquids. Wastewater from each piggery module will flow into settlement traps before entering an anaerobic pond. The effluent discharged from the anaerobic pond then enters a facultative pond with the treated effluent finally being discharged to an evaporation pond.
□ All traps, ponds and channels will be fully lined and the ponds have been sized using real daily Bureau of Meteorology data to ensure adequate freeboard in extreme rainfall events.
□ Solid manure wastes from the Fan Separator will be applied to the site in the ‘reuse area’ in accordance with a Nutrient Management Plan (NMP). Solid waste from the trenches and pond systems will be exported off site to an approved disposal location.
□ Animal carcasses and inert waste generated will be disposed of on-site in an appropriate manner.
□ Westpork has been granted a water allocation of 889,140 kL per annum for the site by the Department of Water subject to the completion of a H2 assessment.
environmental impacts
□ Given the site is within a rural area, there are few residences, substantial buffer distances to sensitive uses, construction activities at the site will be of limited duration and the proposed management measures including dust suppression and construction activities being limited to 7am and 5pm on weekdays, and between 7am and 2:30pm on Saturdays (no construction on Sundays); the risk of affecting the nearby premises is considered low.
□ The proposed treatment system is a closed system, with no wastewater discharge to the environment as all traps, channels and ponds will be fully lined. Based on detailed modelling, the proposed wastewater treatment system will have sufficient capacity to treat and hold wastewater generated from the piggeries including under extreme rainfall events.. Westpork is an experienced operator with a good environmental management record as evidenced by their existing operations. Therefore the risk to groundwater and surface water quality is low.
□ The following solid waste management measures and depth to groundwater, will ensure the risk to groundwater is low:
Manure will be applied to the reuse area in accordance with the Nutrient Management Plan for takeup by seasonal crops
The burial pits at least 2 m above the groundwater table will be used to dispose of pig carcasses. Carcasses buried onsite will be covered with at least 500mm of soil.; and
No hazardous materials (e.g. batteries) will be placed in the rubbish pit.

□ Four bores have been installed around the Stage 1 (Moora 1) wastewater treatment system and will be monitored. An additional four bores will be installed around the Stage 2 (Moora 2) wastewater treatment system during construction of this system.
□ A Level 1 odour impact assessment in accordance with DER’s Draft Separation Distances Guidance Statement has identified a calculated buffer distance of 2.5km.
Moora 2 is compliant with this recommended buffer distance. Moora 1 intersects a residence located at 831 Agaton Road (Lot 3615), approximately 1.7 km west from the activity boundary and a residence located at 1126 Agaton Road (Lot 3611), approximately 1.9 km north from the activity boundary. Based on consultation with the owners of these two rural residential properties the properties are vacant, and may be used occasionally, but are not the primary residences of the owners.
Regardless of the occupancy status of these properties, best practice odour control measures will be implemented which Westpork believes minimise the risk of adverse impacts on amenity of residents.
□ Noise modelling indicates that noise levels received at the nearest neighbouring premises from the piggery would comply with the Environmental Protection (Noise) Regulations 1997 under a night time (worst case) scenario. Due to the non-constant nature of the noise sources within the piggery, and the distance to the nearest residence (1.7 km), it is unlikely the amenity of residences will be significantly impacted.
□ A BAL Assessment of the proposed piggery considered all three modules and concluded that the determined Bushfire Attack Level (highest BAL) is BAL–12.5.
The Assessment concluded that the siting and design of each of the three modules is appropriate to the level of bushfire threat that applies to the site.
□ Fire prevention measures to be implemented at the piggery include firebreaks around the property, on-site firefighting equipment, large above ground storage of firefighting water and firefighting training for onsite personnel.
Any fires that start on the premises should be managed within minutes of starting. The site is currently not staffed on a routine basis so the presence of the piggeries will provide a permanent on-site presence to allow a more rapid fire response. The risk is considered very low.
□ community and social impacts
□ Given the rural location, undulating landform, rural scaled buildings, limited and local traffic, verge screening and long term planning objectives for the locality; it is considered that the proposed piggery is consistent with the visual and landscape qualities of the locality.
□ Agaton Road is not a tourist route and the frequency of traffic associated with the piggery is not dissimilar to that common to the rural traffic of the locality. The proposed piggery will not impact tourism to the region and may result in an improvement in tourist services such as food and entertainment resulting from the flow–on effects of the additional local employment and spending generated by the piggery.
□ The total construction cost of Moora 1 and Moora 2 is estimated at $21.5 million and it is expected that a significant proportion of the construction budget could be sourced locally including earthmoving, wastewater pond construction, roadway construction, construction plant hire, concreting, trades and materials.
Operation of the piggery will require 25 full time staff on-site per module, for a total of 50 FTE’s for Moora 1 and Moora 2. The annual “wages bill” for Moora 1 and 2 is currently estimated at $4.3 million. The future addition of Moora 3 will require a further 25 FTE’s on present projections. It is Westpork’s

preference to fill its construction and operational workforce requirements for the piggery locally, as far as practical, as there are significant advantages in doing so.
It is estimated that of the total operating budget, approximately $1.5 million annually in services and consumables could be sourced locally providing significant local supply opportunities in transport / trucking, building and machinery maintenance and repair trades, vehicle fuels and maintenance, and consumables such as hardware and office supplies.
Operation of the piggery will also provide significant indirect local employment and supply opportunities in areas such as housing and accommodation services; retail; education; food, entertainment and recreation services; health, medical and personal services; trades and administration.
Input / Output Multipliers for Western Australia prepared by the Economics Department of the University of WA indicate that the operation of the proposed piggery will clearly have significant economic benefits for the local region and broader economy and specifically:

$1.5 million in new direct expenditure with businesses and services in the local region
up to a further 78 fulltime positions created in the local and broader community as a consequence
of the needs of the staff and operation of the piggery; and
up to an additional $1.8 million in expenditure by businesses and services in the local and broader
region.
Moora 3, when constructed, will provide further impetus to the local economy.
□ A Traffic Impact Assessment of all three modules of the proposed piggery by Shawmac Traffic Engineers concluded that:
• The predicted traffic generation is 86 vehicles per day
• Expected increase in traffic will not adversely impact the operation of the existing road network
• Sight distances at the Agaton Road / North West Road are considered to be satisfactory but will require some clearing of roadside vegetation or the installation of an intersection warning sign
• No modifications are considered necessary to the intersection of Agaton Road and North West Road
• There is clear sight distance in both directions from the two proposed site accesses and there are no anticipated safety issues; and
• Car parking provision will be in accordance with Shire of Dandaragan Car Parking Policy and Australian Standards AS2890.1.
□ The Shires of Dandaragan and Moora intend seeking government funding to upgrade Agaton Road to a 9m sealed surface. The Shires view the sealing of Agaton Road as beneficial not only to the piggery but also Agrifresh and as a means of attracting further intensive agricultural projects to the area.

1. introduction
Westpork Pty Ltd, a leading producer of pork in Western Australia, is proposing to expand its operations
with the development of a new modular piggery at No 898, Lot 3616 Agaton Road, Dandaragan; within the
Shire of Dandaragan.
Currently, Westpork is seeking Planning Approval for Modules 1 and 2 under the Shire of Dandaragan Local
Planning Scheme No 7 – District Zoning Scheme. Modules 1 & 2 will have the capacity to house
approximately 68,000 pigs. Longer term site planning provides for a third Module with the capacity for a
further 34,000 pigs approximately. It is anticipated that Module 3 will be commenced within eight to ten
years and will be subject of a separate future application.

2. proponent & site
Westpork Pty Ltd is a well established West Australian owned company founded in 1985 and a key
producer of pork in Western Australia; supplying major supermarkets, wholesalers, butchers and
smallgoods manufacturers.
Westpork owns its own piggeries at Gingin, Wannamal, Serpentine, Kojonup and Mt Barker. Westpork also
engages a number of contract growers within rural Western Australia including at Cuballing, Narrogin,
Wickepin and Wannamal. Westpork currently produces in excess of 250,000 head per annum for the WA
market.
Westpork has acquired Lot 3616 from Aumin Pty Ltd. Settlement of the property occurred on the 22nd
December, 2016.
Lot 3616 Agaton Road is located on the east side of Agaton Road approximately 8km north of its junction
with the NW Road (Badgingarra / Moora Road) [Figure 1 : Location Plan]. The site is located 16 km
northwest of Moora, and approximately 165 km north of Perth. The lot comprises 1481 ha and is currently
used for low intensity cattle farming with around 250 head of cattle and seasonal cropping, wheat and
lupins. These uses will continue alongside the piggery. Westpork has entered into an agreement with the
previous owners of the property - Aumin Pty Ltd – to lease back the land not used by the piggery.

3. regional & local planning context
The following section discusses the regional and local planning documents relevant to the proposed
piggery. Given the sites proximity to the Shire of Moora, documents relevant to that Shire are included.
3.1 state planning strategy 2050
The State Planning Strategy 2050 is the highest order planning instrument in the WA planning system and
envisages a doubling of Western Australia’s current population to 5.6 million by 2056.
The Strategy identifies six principles underpinning sustained growth and prosperity within the State and
specifically Community, Economy, Environment, Infrastructure, Regional Development and Governance.
The Strategy defines five Strategic Goals and specially:
□ Global Competitiveness;
□ Strong and Resilient Regions;
□ Sustainable Communities;
□ Infrastructure Planning and Coordination; and
□ Conservation.
The Strategy defines three broad Sectors of the State – North West, Central and South West – with sub-
regions within each. The Strategy further identifies five Strategic Directions of key importance to WA’s
sustained growth and specifically:
□ Economic development
□ Physical infrastructure
□ Social infrastructure
□ Environment; and
□ Security.
Aspirations arising from the Strategic Directions of relevance to the application are:
□ The regions become more economically diverse
□ The regions attract and retain a skilled workforce
□ Increased export and inward investment in agrifood
□ Commercial agrifood production in peri-urban areas with sufficient reliable, nutritious food for the
local market; and
□ Efficiency improvements in food production.
The proposed piggery is consistent with the State Planning Strategy in that it will :
□ Increase economic diversity and skilled employment within the broader Dandaragan / Moora
region both directly and indirectly;

□ Increase investment and local market access to a reliable and nutritious source of white meats; and
□ Employ leading technologies and practices in the breeding and raising of its livestock in a high
animal health environment.
3.2 spp 1- state planning framework
The State Planning Framework sets out the general principles for land use planning and development in
the State and aims to provide a framework to provide for the sustainable use and development of land.
The Framework is supported by five principles, which are:
□ Environment: To protect and enhance the key natural and cultural assets of the State and deliver to
all West Australians a high quality of life which is based on environmentally sustainable principles.
□ Community: To respond to social changes and facilitate the creation of vibrant, safe and self-reliant
communities.
□ Economy: To assist in the creation of regional wealth, support the development of new industries
and encourage economic activity in accordance with sustainable development principles.
□ Infrastructure: To facilitate strategic development by making provision for efficient and equitable
transport and public utilities.
□ Regional Development: To assist the development of regional Western Australia by taking account
of the special assets and accommodating the individual requirements of each region.
The proposed piggery is consistent with the State Planning Framework in that it will:
□ Result in the development of new regional industries and employment opportunities in the
Dandaragan / Moora region, directly and indirectly, in a sustainable manner; and
□ As a consequence, promote regional development particularly in the intensive agricultural sector.
3.3 wheatbelt regional planning and infrastructure framework - 2015
The Wheatbelt Regional Planning and Infrastructure Framework identifies as it Vision “The Wheatbelt will
have a diverse social and economic base, be a leader in innovation and create new opportunities that
confirm it as a key contributor to the State’s prosperity.”
The Framework establishes four Objectives and specifically:
□ Liveable Communities
□ Vibrant Economy; and
□ Valued Natural Amenity.
The Framework recognises the importance and seeks to focus growth in Liveable Communities on the
established regional centres of Jurien Bay and Moora thereby supporting the development and expansion
of community, social, cultural and transport infrastructure while protecting, sharing and enhancing the
valued natural assets.

In respect of a Vibrant Economy, the Framework seeks diversification through the establishment and
growth of new and innovative industries. It recognises that agriculture will remain a significant part of the
Wheatbelt’s economy along with a significant presence of intensive livestock industries, including piggeries,
and associated infrastructure. The Framework seeks to grow and strengthen the sector through further
diversification particularly for high quality food products, including for the export market.
The Framework notes that the WA Planning Commission will, in its decision making, promote rural zoned
land as highly flexible areas that can accommodate a wide variety of enterprises.
The proposed piggery is consistent with the Wheatbelt Regional Planning and Infrastructure Framework in
that it will:
□ Introduce further diversity to the local agricultural sector and strengthen the locations appeal to
further high quality, intensive livestock industries; and
□ Consolidate further the population and thereby infrastructure base of the Dandaragan / Moora
region through significant direct and indirect employment opportunities.
3.4 shire of dandaragan local planning strategy 2012
The Shire’s Local Planning Strategy recognises the importance of agriculture to the local economy and the
potential for developing alternative agricultural uses as Metropolitan Area spreads outwards consuming
previous agricultural lands.
It further recognises that as a consequence of the poorer soil quality and limited capability of the Agaton
Sandplains, within which the site is located, future traditional agriculture and predominantly grazing and
cereal crops is likely to prevail. The Strategy also notes that the water table is rising in some locations
following vegetation clearing and advocates the retention and expansion of deep rooted vegetation and
vegetation belts.
The site is located within Planning Unit 3 of the Strategy – Rural and Rural Towns. The general area of the
site is identified for Rural purposes to accommodate a range of rural pursuits compatible with the capability
of the land. The Strategy includes within its Objectives for the Unit 3 the continuing encouragement of the
use of land for commercial agricultural production including intensive agricultural production.
The proposed piggery is consistent with the Shire’s Local Planning Strategy in that it will:
□ Introduce an alternative and more intensive agricultural use to the site and the locality;
□ Consolidate the long term economic viability of the property through superimposing an
“additional” and intensive use of the site; and
□ Provide a potential model for other rural owners within the district to further improve the viability
of their operations.
