Palm Coast City Manager Jim Landon has received the Florida City and County Management Association's

Volusia Transportation Planning Organization
Staff attended the Volusia Transportation Planning Organization monthly board meeting. Agenda items of
interest to the City included a brief update from the Executive Director regarding the reapportionment
process to incorporate new areas of Flagler County including Palm Coast. The Director also updated the
Board on the proposed updates to the TPO By-laws including changes suggested by the City. The By-laws
subcommittee will meet on June 3rd to further refine the By-laws with comments received from the Board
members.

Building Division Special Announcement
Larry Woodrome, Chief Building Official, will retire from the City of
Palm Coast on September 30, 2013.
During his nine years of dedicated service with the City of Palm
Coast, Larry has worked tirelessly to ensure the health, safety, and
welfare of Palm Coast residents, business owners and their
employees, and visitors. We extend our deep appreciation, gratitude,
and best wishes to Larry. We will miss him and wish the best of
happiness and health in the years ahead.
Meanwhile, Larry will work to facilitate a smooth transition and
ensure that a new Building Official is prepared to take on his
responsibilities upon his retirement.

PLANNING
Staff attended the Volusia Transportation Planning Organization monthly board meeting. Agenda items
of interest to the City included a brief update from the Executive Director regarding the reapportionment
process to incorporate new areas of Flagler County including Palm Coast. The Director also updated the
Board on the proposed updates to the TPO By-laws including changes suggested by the City. The By-
laws subcommittee will meet on June 3rd
to further refine the By-laws with comments received from the
Board members.
Staff attended a Pre-application meeting for the South Old Kings Road Development of Regional Impact
(DRI) project. The proposed project is located on approximately 794 acres approximately 1/2 mile south
of SR 100 along Old Kings Road. The applicant is proposing a development that will consist of 2,404
dwelling units and approximately 1.7 million sq. ft. of non-residential uses. The pre-application meeting
was coordinated by the Northeast Florida Regional Council (NEFRC) and attended by various state (St.
Johns River Water Management District, Florida Department of Transportation, Florida Fish and
Wildlife Commission, the Department of Environmental Opportunity) and local agencies (Flagler
County, the Cities of Bunnell and Flagler Beach), and other interested parties including the Audubon
Society. Under State Statute, the pre-application meeting is the first step in what will be a process that
will involve public hearings and other opportunities for public input once a formal application is
submitted by the applicant.
Green Team:
Staff visited Indian Trails Middle School to express appreciation for students and teachers that
volunteered during the May 18th Arbor Day Celebration. Students and teachers provided a wealth of
support that included 5K Root Run & 1-Mile Flutter Foam Run assistance and QR Code project
management and execution.
Staff received notification from the Florida Department of Environmental Protection that the 2012 Long
Creek Nature Preserve (aka Long’s Landing Estuary) Stewardship Report was found acceptable. Please
see attached letter.

It always touches our hearts when someone calls or comes in to report that they’ve
lost their beloved dog or cat. Sometimes this is a result of being irresponsible and
making it easy for the pet to escape. But, more often, it’s a matter of a little
mistake that leads to the dog or cat getting out and running away. Reuniting a pet
with its owner is one of the happiest times in the Shelter and we know we could do
it much more often if people would just get their pets microchipped.
Microchipping involves inserting a tiny chip under the pet’s skin, usually between
the shoulder blades. It is painless (although some pets do briefly object). The chip
contains a unique number that can be tracked right back to you, the owner. We are
always so happy to find a microchip when we get a stray into the Shelter. But, in
at least half of the cases we find that the owner has not kept up with the registration
on the microchip and our search leads us to a dead end.
Both the lack of a microchip and the outdated registration can so easily be
overcome. On the first Saturday of each month, the Flagler Humane Society offers
very low cost vaccinations and microchips. No appointment is necessary and we
can help you make sure that your pet’s vaccinations are current. We also offer
microchips for $25 and that might be the best investment you ever make to protect
your pet.
But, that’s not the end of your job. Once the microchip is inserted, you need to
contact the company that issues the chip and register with them. They will want to
know your name and address, your pet’s name, who they should contact if they
cannot locate you, and other such information. If you move or any of the
information you’ve provided changes, you need to make sure that the microchip
company has that updated information.
To be doubly sure, we have found another company that will register your animal
for free. Information about that company will be given to you when you have your
pet microchipped at one of our monthly clinics.
Don’t let your pet end up at a shelter or with Animal Control with no way to get it
back to you. We love reunions and we know that you and your pet do, too!
Special Announcements
June 1st: Vaccine and Microchip Clinic at the Shelter. No appointment
necessary; just show up between 1 and 3. Dogs must be on leashes and
cats in carriers.
June 8th: Our first annual Poker Run. We start at the Black Cloud Saloon
and end up there for an after Run party. There are great prizes, music,
food, and wonderful company. Bring your pet and your friends. Come
out and have a good time while helping all the homeless animals at the
Flagler Humane Society!!!

In the past week, the department responded to 155 calls. There were 3 fire related calls, 1 structure fire, 1 wildfire and 1 outside rubbish fire. A total of 116 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 240 out of a possible 800 and the fire danger is high.

Operations Division received several more FiberNET requests, including one on the north side of the City and one on the south side of the City. Interest in FiberNET at these multi-location sites shows the versatility of the network and how it is able to cater to business customers in almost any location throughout the City.

GIS Division met with the 2013 CRS committee to further finalize map analyses for Special Flood Hazard Areas. Work continues and our deadline is June 4.
GIS Division worked with the City's Landscape Architect to recreate a kiosk map for Linear Park. Utility
GIS Division met with members from iWater and the Utilities / Fire Hydrant maintenance group. This group has expressed an interest in using Inframap for fire hydrant maintenance recordkeeping, to replace Fire Programs. iWater demonstrated the program’s functionality; initial feedback from Utilities was positive, and discussions will continue to see what affect this platform change may have on the Fire Department.
Enterprise
Operations Division completed inventory of all stock supplies. Operations Division received 56 Track ITs this week. Operations Division updating DRP (Disaster Recovery Plan) in preparation for the hurricane
season. Operations Division assisted with the move of Code Enforcement Inspectors from the 1st floor to
the 3rd floor at City offices. Operations Division termed and created network access for several employees. Operations Division completed setup of a virtual environment for two employees. Operations Division worked on the creation of iPad basic training for roll out to affected employees. Operations Division updated antivirus software of numerous users’ computers.

The 2013 LAX.COM Veterans' Cup is a Fall tournament event that is part of the
Florida United Lacrosse Cup series. Sponsored by Team Florida, this is the 7th year

Temporary modification of the disinfection treatment procedure will start on June 3, 2013 and will
continue until July 8, 2013.
The average water demand for the week was 7.749 million gallons per day; average wastewater flow
was 5.741 million gallons per day.
Installed 3 new domestic meters, 1 new pep tank.
At present the utility division has 2 new PEP tanks and 14 replacement tanks pending.
This week 199 utility customers were shut off for non-payment.
Smoke Testing –Department completed smoke testing this week in Section 13. Smoke tested 28,319
feet of sewer main and replaced 27 clean out caps.
Water Treatment Plant #3 Wellfield Phase 2 Electrical Distribution – Installation of the main conductor
wire on the poles on the North end has started. The contractor has installed conduit at the substation next
to WTP #3, the underground conductor wire from FPL substation (master meter cabinet) to Pole #1 on
the west side of the railroad tracks has been installed.
Beachside Pump Station and Sewer Force Main – Contractor has finished the installation of Force Main
and is now pressure testing all remaining areas west of the Intracoastal Waterway. Contractor continues
pouring columns and placing electrical conduit under the foundation slab areas for the Pump Station
generator building constructing the steel for the building walls. Installation of 8” PVC pipe continues on
A1A, Contractor is also installing plumbing for the restroom on the generator building.
Staff began mowing in the “R”, “L”, “P”, “S”, “B”, “W” sections, Mowing Belle Terre South, Royal
Palms Parkway, and White View Parkway.
Performed site distance trimming in the “R” and “W” sections.
Performed sidewalk repair/maintenance on Palm Coast Parkway West Bound near Boulder Rock Drive
and Belle Terre near Cypress Point Parkway. Replaced approximately 220 linear feet.
Blue and White City Sign maintenance - Staff power washed, painted lettering and signs at several
locations to include; Belle Terre Parkway and Whiteview Parkway all four signs, Royals Palms Parkway
and Belle Terre Parkway 2 signs and one sign across from Fire Station #25.
Graded 2,365 feet of swales, repaired 2 outfalls, cleaned 74 culvert pipes. Cleared 3,168 linear feet of
weed mat from ditch on Palm Coast Parkway. Installed 3 new memorial stones at the Children’s
Memorial Garden.
Repaired a washout on Belle Terre Parkway near pedestrian bridge south of Pine Grove.
Cleared 19,230 square feet of ditch on Family Ave. (CRA).
Painted 9 football fields, 8 soccer fields and 26 baseball foul lines..
Inmates mowed and weeded 29,695 linear feet of ditch in “BL” & “F” sections.

Registration under way for Palm Coast summer Men’s Basketball League Palm Coast, Fla. – It’s time to sign up for Palm Coast Parks & Recreation Department’s third annual Men's Basketball League open league of 5 v. 5 play, starting Tuesday, June 11. Palm Coast City Manager Jim Landon receives statewide Career Excellence Award Palm Coast, Fla. – Palm Coast City Manager Jim Landon has received the Florida City and County Management Association’s Career Excellence Award, an award given annually to a member of the association whose overall career exemplifies a commitment to excellence. Landon was nominated by Mayor Jon Netts, the City Council and staff based upon his commitment to fostering representative democracy; for his innovation in creating a Leadership Intern Training Experience (LITE) bringing management and employees together to work creatively on projects not normally undertaken as routine employee functions; and for his creative, progressive insight. “Jim is clearly bringing his management team and employees together in an out-of-the box way to solve problems and improve the city,” said FCCMA President Joyce Shanahan, who presented the award to Landon at the association’s annual conference in Orlando on May 24. Mayor Netts said Landon’s philosophy of creating interdepartmental teams to work on specific City initiatives such as economic development, parks and trails, and special events has enhanced quality of life in Palm Coast. “Not only have employees grasped a better understanding of government and community issues, but they’ve also developed thoughtful, productive options and solutions,” Netts said. “The partnerships have encouraged employee buy-in of Palm Coast’s goals and objectives and enhanced morale and confidence.” “Jim Landon is a progressive City Manager with a creative vision, and I congratulate him for this well-deserved honor,” the mayor said.
Landon became City Manager of Palm Coast in January 2007. Before coming to Palm Coast, Landon served as city manager of Lancaster, Texas, for nearly five years and previously held city manager positions in Missouri and Oregon. He began his career as a land use planner for Clark County (Las Vegas), Nevada, then held planning positions in Colorado and Oklahoma. With that strong background in planning, Landon now specializes in development, infrastructure and planning – all important issues for fast-growing Palm Coast. A native of Arizona, he grew up in Klamath Falls, Oregon. He received his undergraduate degree in geography from Oregon State University and earned a Master of Public
Administration from the University of Colorado Denver. He and his wife, Tresea, have two grown children and a granddaughter.

Owners, operators of new small businesses warned of scam Palm Coast, Fla. – Small business owners are being warned that a Florida company is attempting to deceive unsuspecting small business owners that have just filed a new corporation or LLC in Florida and receive money by pretending to be the Secretary of State of Florida. The SmallBiZ website, which provides information resources to small businesses, recently issued a scam alert. SmallBiZ warns that “Florida Center of Corporations” is sending letters to newly formed Florida INCs and LLCs indicating, “You have one step left to receive your Florida Certificate of Status.” The small business is instructed to complete its filing by filling out a stub and mailing back “to the corporation’s center with your payment of $54.47 to complete your articles of organization certificate.” “Florida Center of Corporations” is not affiliated with the Secretary of State of Florida. The only service the company is providing is to obtain a Certificate of Status (or good standing) from the Secretary of State of Florida. The state only charges either $8.75 (for an INC) or $5 (for an LLC) for this. The videos were produced by the city‟s municipal access television station, TV199, with all scripting, storyboarding, filming and editing done by Video Production Coordinator Tom Hanson and Digital Communications Coordinator Jason Giraulo. The TV199 team received three Communicator Awards – the leading international awards program honoring creative excellence for communications professionals. The annual Communicator Awards, in their 19th year, are governed by The International Academy of Visual Arts (IAVA). The Trek It Out – The QR Code Project video also took top honors in the 2013 People’s Telly Awards in the Outdoor/Environmental category. The Telly Awards are given for the finest film and video productions, groundbreaking web commercials, videos and films, and outstanding local, regional, and cable TV commercials and programs. This is the first time the City of Palm Coast has won a People‟s Telly, which is judged by the
online community as a hosted video via the Telly Council‟s YouTube channel. Videos can win Silver (Excellence) or Bronze (Distinction) awards based on the number of votes they receive.
