Minutes of 17th Connectivity and Long Term Access (LTA) meeting of Eastern
Region held on 24.10.2019 at POWERGRID, Gurugram office
The list of participants is enclosed in Annexure-I.
CGM (CTU-Plg.), POWERGRID welcomed all the participants to the meeting.
Thereafter, deliberations as per the agenda commenced and the details of the
deliberations are as given below
1.0 Confirmation of minutes of 16th Connectivity and LTA meeting of Eastern
Region
1.1. CTU informed that the minutes of 16th Connectivity and LTA meeting held on 29th
July, 2019 were circulated vide letter no. C/CTU/E/07/16 dated 02.08.2019. As no
comments were received accordingly, minutes of the16th Connectivity and LTA
Meeting of ER were considered as confirmed.
2.0 Grant of 1980MW connectivity to Barh STPP Stage-I (3x660MW) generation
project of NTPC
2.1. CTU informed that NTPC Ltd Barh1 has applied for 1980MW connectivity for its
Barh STPP Stage-I (3x660MW) generation project vide application no
1200002285. The details of the application is as under:

2.2. Representative of NTPC informed that they have inadvertently mentioned the
name of the applicant as ‘NTPC Ltd Barh1’ instead of ‘NTPC Ltd’. Accordingly, as
per the request of NTPC, it was agreed to grant the Connectivity intimation in the
name of ‘NTPC Ltd’.
2.3. CTU further informed that in the application, the unit wise commissioning
schedule of the generating units has been mentioned as 1st Apr’20, 1st Oct’20 and
1st Apr’21 respectively and the date from which connectivity is requested is
mentioned as 15.10.2019. As the start date of Connectivity has already passed,
NTPC was requested to provide a fresh date from which Connectivity is required.
NTPC informed that Connectivity may be provided from 01.12.2019.
2.4. After detailed deliberations, following was decided:
(i) Connectivity will be provided to Barh STPP Stage-I of NTPC w.e.f.
01.12.2019. It was also informed that after grant of connectivity, the Applicant
shall furnish additional details to CTU for signing of “Connection Agreement”

as per FORMAT-CON-4 at the earliest and physical Connection will be
allowed only after signing of requisite “Connection Agreement”.
(ii) Connectivity to NTPC will be provided through LILO of Kahalgaon – Patna
400kV D/c (Quad) line at Barh (NTPC) switchyard.
Note: Bays at Barh (NTPC) switchyard and LILO of Kahalgaon – Patna 400kV
D/c (Quad) line at Barh (NTPC) switchyard has already been implemented by
NTPC and POWERGRID respectively.
