HELD ON 9TH NOVEMBER 2015 AT NTPC SIPAT

The 477th meeting of Operation & Co-ordination Sub-Committee of WRPC was

held on 9th November 2015 at NTPC Sipat. The list of participants is enclosed at

Annexure-A.Shri V B Fadnavis, Executive Director, NTPC Sipat welcomed Member Secretary

WRPC, Officers of WRPC/WRLDC, Chief Engineers of SLDCs of Gujarat, MP,

Chattisgarh and Maharashtra and all other delegates of the 477th OCC meeting. He

thanked WRPC for providing the opportunity to host the 477th OCC meeting at NTPC

    Sipat.

He told that the OCC meeting is a very important forum in terms of the gravity of the

discussion and decisions taken from point of view of Power generation, transmission

and distribution in the Western Region. He further told that requirement of power is

essential for growth of Indian economy.

He emphasized one important aspect of power i.e. power cant be stored and this is

where comes the role of RPCs, RLDCs and SLDCs to successfully co-operate,

monitor, regulate the entire power scenario of the WR in a synchronized and

    disciplined manner.

He told that OCC forum deals mainly with technical part of power sector for sustained

and smooth operation. Various outages and availability/non-availability of generating

units, transmission elements etc are discussed at this forum so that generating units,

transmission lines, frequency of operation is stable and Grid is disciplined.

He further told that due to WRPC, WRLDC, SLDCs there is discipline in the region

and there is tremendous improvement in the performance of the grid compared to

    previous decades.

He informed that NTPC Sipat is first supercritical power plant of NTPC and also the

first to have 765 KV switchyard. He told that total installed capacity at Sipat is 2980

MW. He further told that there is tremendous reduction in cost of generation at NTPC

Sipat as it is getting domestic coal rather than imported one.

Shri S D Taksande, Member Secretary, WRPC extended warm welcome to all the

participants of the 477th OCCM. He expressed his gratitude to Shri V B Fadnavis,

Executive Director, NTPC Sipat, Shri Debashis Sen GM(O&M) NTPC Sipat, Shri P B

of SLDCs for making themselves available for meeting even in Diwali festival.

Shri S D Taksande, Member Secretary, WRPC thanked the whole group of NTPC

Sipat, particularly Shri P B Behere, GM (NTPC), Shri D Roy Choudhury AGM (NTPC),

Shri M L Patra, AGM (NTPC) for arranging every aspect of the meeting meticulously.

He highlighted the following events which took place since last OCC meeting:

    1. He informed that CERC has framed a draft regulation regarding Reliable grid

management and large scale integration of variable renewable energy sources.

As per this draft there give slight relaxation in DSM methodology for states with

higher demand. This draft regulation dated 02.11.2015 was forwarded to

Secretary, Power, Govt of India for approval.

    2. He highlighted three important things mentioned in this draft regulation to be

achieved viz. creation of spinning reserve and use for ancillary services,

automatic generation control and grid discipline. Spinning reserve to be

achieved by 01.04.2016 and AGC to be finalized by 01.04.2017. he told that

DSM limits are now on peak demand basis i.e. Maharashtra & Gujarat -250

MW, MP-200 MW, Chhattishgarh-100 MW, GOA, DNH & DD-50 MW.

    3. He also informed that impact of present DSM is being felt in states having more

renewable energy sources because of more un-certainty in RES sources. So

slight relaxation in DSM will be given to those states in which high penetration

    of RES is there.

    4. A Workshop on detailed Procedure for Ancillary Services Operations & its

implementation was conducted on 16.10.2015 at NLDC. WR constituents

attended the same through VC. He informed that NLDC will be the nodal

agency for Ancillary Services Operations and management. It will be declared

for implementation very shortly, so we have to prepare for implementation of

    the same.

    5. He informed that two important decision were taken during the 71st CCM on

    03.11.2015 at WRPC

Honble CERC order dated 05.10.2015 in petition No. 310/MP/2014(SASAN URS case) the ISGS/beneficiaries will be coordinatingagency instead of RLDC i.e. the surrendering/requisition of power

to/from ISGS is coordinated by beneficiaries/ISGS. Other methodology

will be remains same as is being done in respect of NTPC.

    2. SUDDEN FREQUENCY RISE DUE TO UNDER-DRAWL BY MPDURING LOAD CHANGE OVER PERIOD.

WRLDC informed that there is a large frequency excursion during the hour boundariesparticularly at 0600 hrs, 1200 hrs and 1800 hrs caused by load changeover at thedistribution level and inadequate frequency response (RGMO/FGMO) from generatingstations. For instance the load in Madhya Pradesh drops 12:00 hrs and 18:00hrscausing under-drawal in the range of 500-700MW from the grid for one-two timeblocks. The sharp change in load results in rise in Grid frequency and suddenincrease in loading of Inter-Regional corridors. SPS on Solapur-Raichur D/C operatedat 18:01hrs of 06-10-2015 on this account.

Solution lies in better demand side management in the form of load staggering duringchangeover and primary response from generating units.

Madhya Pradesh as well as other WR States may implement load staggering scheme

during the load changeover for smooth ramping up/down at hour boundary.

Representative from MP SLDC inform that they have taken up this issue with Discoms

in their OCC and all possible measures will be taken to check the sharp drop of load at

    boundary hours.

Member Secretary, WRPC suggested Madhya Pradesh to furnish in writing themeasures taken by MP Discoms to WRPC. He also suggested other states toimplement load staggering scheme during the load changeover for smooth operation.

supply at 765 kV Bus at Dhule BDTCL.

The 2x1500 MVA 765/400 kV ICTs at Dhule and 400 kV Dhule-Dhule D/C which were

idle charged from 765 kV side due to incomplete 400 kV bays at Dhule_MSETCL also

got de-energized leading to total blackout at 765/400 kV Dhule_BDTCL.

In the absence of feed from the 400 kV side, the restoration took 6-7 hrs when the 765

kV Vadodara-Dhule S/C was charged from Vadodara end.

The Blackout could have been prevented and restoration could have been expedited if

the 400 kV Dhule (MSETCL) bays had been commissioned as envisaged.

Representative from WRLDC stated that if 400 kV Dhule(BDTCL)- Dhule(MSETCL)

was commissioned, the station black out may not happened.

MSETCL informed that the line belongs to Sterlite limited. MSETCL further informed
