VIII. REPORTS OF COMMITTEES
A. BUILDINGS AND GROUNDS MR. VERNON ROBINSON
DR. MARY E. RICE
Mr. Robinson gave an update on the status of the buildings in the district. The walk
through was done with Mr. Vergil Calloway, Facility & Operations Manager.
Caledonia Elementary School needed painting and replacement of ceiling tiles.
This building is approximately 80 percent complete.
Mayfair Elementary School rooms and hallways have been cleaned. Ceiling
tile replacements are in progress. This building is approximately 75 percent
complete.
W.H. Kirk Middle School needs attention to the stairways and some of the
railing are loose. We are receiving an estimate on the front concrete steps that
have eroded over time. This building is approximately 90 percent complete.
Shaw High School is receiving touch up painting through the building. This
building is approximately 95 percent complete.
Prospect Academy which is the home of our new Pre-School. There is
painting, carpet cleaning, plumbing and other needed improvements being
completed. This building is approximately 65 percent complete. The
expectation is approximately
90 to 95 percent completion by the end of the week.
Dr. Rice thanked Mr. Robinson for a complete, comprehensive report.
Mr. Robinson asked if there were any updates from the Safety Committee. Ms. Whitt
advised that the education side of the Safety Committee is working diligently on the
online curriculum. Ms. Whitt also advised that we are finalizing the guidelines for the
safety of staff, students and the community. These guidelines will be published in
notebook form by department and school buildings.

EDUCATIONAL SERVICE CENTER OF CUYAHOGA COUNTY 118-20
WHEREAS, the East Cleveland City School District will contract with the Educational Service Center to provide Special Education School Improvement Specialist and
External Building Coach for the 2020 – 2021 school year at a cost of $35,000.00;
therefore, be it
RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $35,000.00 for said services from IDEA Fund-516.

2. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO THE
CLEVELAND SIGHT CENTER 119-20
WHEREAS, the East Cleveland City School District will contract with The Cleveland
Sight Center to provide a teacher for the visually impaired and Consultative Services for
visually impaired students currently enrolled with the District for the 2020-2021 school
year at a cost not to exceed $10,000.00; therefore, be it
RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not
to exceed $10,000.00 for said services from IDEA Fund-516.

3. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO FIELDSTONE FARM
120-20
WHEREAS, the East Cleveland City School District will contract with Fieldstone Farms
to provide therapeutic horseback riding and educational/literacy activities and
experiences for Special Education students. Program participation will take place for the
2020-2021 school year at a cost of $8,000.00; therefore, be it
RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not
to exceed $8,000.00 for said services from the General Fund-001.

4. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO
HILLCREST YMCA 121-20
WHEREAS, the East Cleveland City School District will contract with the Hillcrest YMCA to provide aquatic therapy for district wide students with disabilities (Multi-
Handicapped program) at the Mayfield Road, Lyndhurst, Ohio location for the 2020-
2021 school year at a cost of $10,000.00; therefore, be it
RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $10,000.00 for said services from the General Fund-001.

5. RESOLUTION TO ACCEPT THE EDUCATIONAL SERVICE CENTER OF
CUYAHOGA COUNTY INTER-DISTRICT SERVICE AREA CONTRACT 122-20
WHEREAS, a contract entered into between the East Cleveland City School District Board of Education and the Governing Board of the Educational Service Center of
Northeast Ohio (ESC) in consideration of the promises and terms contained and
pursuant to the provisions of Section 3313.17, 3313.841,3313.842, 3313.91, and
3323.08 of the Ohio Revised Code, and
WHEREAS, the Board of the ESC shall invoice the Service Area for all net cost related (not covered by state and federal funds) to the employment of the personnel specified
herein, and
WHEREAS, the Service Area accepts the responsibility of conducting annual evaluation(s) of administrative, classified and certified employees, who are not
evaluated by the ESCCC as defined in a prior agreement between Service Area and
ESCCC administration pursuant to Section 3319.01, 3319.02, 3319.11 and 3319.111 of
the Ohio Revised Code; therefore, be it
RESOLVED, that the East Cleveland City School District Board of Education accepts the 2020-2021 Educational Service Center of Northeast Ohio Inter-District Service Area
Agreement and authorizes the Chief Executive Officer & Superintendent or his
representative to enter into said agreement with the Educational Service Center of
Northeast Ohio, and further be it
RESOLVED, that this Board authorizes the Treasurer to encumber and pay funds in the amount of said net cost indicated in the contract.

6. RESOLUTION TO AUTHORIZE A CONTRACT WITH AND PAYMENT TO
UNITED CEREBRAL PALSY ASSOCIATION OF GREATER CLEVELAND, INC. 123-20
WHEREAS, this Agreement is made between United Cerebral Palsy Association of Greater Cleveland, Inc. (UCPA) and East Cleveland City School District to provide
district wide Individualized Education Program services for the purpose of providing
occupational and physical therapy in the public school setting to students with a wide
range of abilities from August 1, 2020 to July 31, 2021; and
WHEREAS, The District shall pay UCPA Eighty Dollars ($80.00) per hour of LPT and OTR, and Sixty Dollars ($60.00) per hour of COTA service; and mileage of fifty-eight
($0.58) per mile between District sites; therefore, be it
RESOLVED, that the East Cleveland City School District Board of Education accepts the July 1, 2020 through June 31, 2021 United Cerebral Palsy Association of Greater
Cleveland, Inc., Therapy Agreement and authorizes the Chief Executive Officer &
Superintendent or his representative to enter into said agreement with United Cerebral
Palsy Association of Greater Cleveland Inc., and further be it
RESOLVED, that this Board authorizes the Treasurer to encumber and pay an amount not to exceed $180,000.00 for said services from the IDEA Fund-516.

BENEFITS GROUP, LLC FOR CONSULTATION SERVICES 124-20
WHEREAS, the East Cleveland City School District will contract with the DS Benefits Group, LLC to renew the consultation services at an annual cost not to exceed $23,500.00
to be paid in monthly installments of $1,958.33/mo. commencing July 1, 2020 through June
30, 2022; therefore, be it
RESOLVED, that the East Cleveland City School District Board of Education authorizes the CFO/Treasurer to encumber and pay an amount not to exceed $23,500.00 from the
General Fund-001.

2. RESOLUTION TO APPROVE A TEACHER PROFESSIONAL ORGANIZATION
AGREEMENT FOR LILLIAN TOLBERT 125-20
WHEREAS, in accordance with Article V of the Board/ECEA Agreement, the Board agrees to appoint and employ the teacher, Lillian Tolbert, to perform and carry out duties as
Recording Secretary of the North Eastern Ohio Education Association (NEOEA); and
WHEREAS, the Teacher agrees to comply with all applicable laws, rules and regulations adopted by the Board, and all terms as defined in the contract agreement; and
WHEREAS, the Board agrees to the payment terms as defined in the contract agreement, not to exceed $5,914.00; and
WHEREAS, NEOEA will submit reimbursements for this stipend ($5,914.00) plus all associated fringe benefits costs as defined in the contract agreement to the East Cleveland
Board of Education; therefore, be it
RESOLVED, that this Board of Education authorizes the CFO/Treasurer of the East Cleveland City School District to pay said stipend from the General Fund-001

WHEREAS, the District CFO/Treasurer recommends Costin and Kendall to provide financial consulting for the 2020-2021 fiscal year and; therefore, be it
RESOLVED, that the Board of Education authorizes Costin and Kendall C.P.A. to assist the CFO/Treasurer at a rate of $85.00 per hour and an amount not to exceed

WHEREAS, school districts, boards of mental retardation and developmental disabilities, county educational service centers and other facilities are authorized pursuant to Chapter
3323 and Section 3327.04 of the Ohio Revised Code to provide or contract for educational

F. ADMINISTRATIVE RESIGNATION – CLASSIFIED

David Martin Custodial Supervisor Effective: August 31, 2020
Dr. Pettiegrew advised about the efforts of the administrators to reach our students. These
administrators are going house to house in an effort to locate our children. Dr. Pettiegrew advised
that he had spoken with Dr. Keenon regarding putting together a community leaders’
conversation on Zoom to ensure that everyone is aware of the plans for the East Cleveland City
School District and receive feedback or suggestions as we move forward.
Dr. Pettiegrew advised that the District was on CNN – United Shades of America. The district
has received so much positive feedback and persons reaching out wanting to donate and help.
Dr. Pettiegrew stated that at the ADC Meeting on Wednesday, August 12th at 5:00 p.m. he will be
presenting the East Cleveland City School District Smart Restart Plan. Students will start online
on August 17th K-12. Preschoolers will be coming into the building at Prospect Academy.
Dr. Pettiegrew acknowledged Mr. David Martin who has been a beacon of support to the district
for decades. We appreciate his service but he has now decided to do other things. Mr. Martin has
submitted his resignation effective August 31, 2020. We wish him well.
