Current Activities and Accomplishments
The Contractor remobilized in May 2016 in coordination with the county road department. The Contractor has completed the new 30” line in Daly Road and is currently working at MH26A, 26B, and 26C. Look Ahead The Contractor will complete the laterals on personal properties. Restoration will complete as needed with seeding forecasted to start in the fall. Issues There are no issues at this time.
This project will replace the severely deteriorated Sanitary Sewer #161. Approximately 4,500 feet of new sewer will be constructed from the Daly Road CSO Treatment facility east of the intersection of Daly Road and Compton Road where it will discharge into an existing 30-inch-diameter sewer. Area residents will be less impacted by surcharging and flooding that occurs during wet weather. This project was classified as a “Phase 1” Wet Weather Improvement Plan project because it has the ability to reduce the volume of sanitary flow discharged from old sewers during wet weather events. All work associated with this project will be substantially complete by the Consent Order Milestone date of December 31, 2016 (Attachment 1A – Final WWIP).

The Northside Upper Bundle includes two projects intended to reduce both combined sewer and sanitary sewer wet weather overflow events. Sanitary sewer surcharging and overflows occurring at SSO 645 and SSO 225A will be reduced through construction of 1,700 feet of new parallel sewer in the Clifton neighborhood. The new parallel sewer will enable more sanitary flow to be captured in lieu of discharging to surface waters. The bundle will reduce combined sewer overflows through construction of separate sanitary and storm water sewers in the area of CSO 179. These projects were classified under the “Phase 1” Wet Weather Improvement Plan because they provide MSD with the ability to eliminate existing overflows. All work associated with these bundle project will be substantially complete by the Consent Order Milestone date of December 31, 2018 (Attachment 1A – Final WWIP).

Current Activities and Accomplishments The three projects comprising this bundle include: CSO 194 Sewer Separation (10143920), CSO 195 Sewer Separation (10143960), and CSO 525 Sewer Separation (10143940). Substantial Completion was issued for the CSO 525 Sewer Separation Project on May 31, 2013.
Design task orders for the remaining scope of work had a Notice to Proceed June 1, 2016.
Look Ahead Revisions to the Design Documents reflecting the reduced scope to be completed in 2 months from Design Notice to Proceed. Right of Way requirements will need to be verified upon design completion.
Issues No Float remains for CSO 194 and 195. The West Fork Model submitted in January illustrates that the bundle has some additional work to be done to meet the Final WWIP overflow requirements.
The Westwood Northern Bundle is located along the western side of the Mill Creek Basin. The Mill Creek basin lies in the heart of Hamilton County stretching from the Ohio River to the northern Hamilton County border and from Reed Hartman Highway west to Colerain Avenue. The Mill Creek basin contains portions of 32 cities, villages, and townships including: the city of Cincinnati, Springfield Township, Colerain Township, Forest Park, Glendale, Wyoming, Springdale, Sharonville, Blue Ash, Amberley Village, Norwood, and others.
The Westwood Northern Bundle includes projects intended to improve the quality of the headwaters of West Fork Creek by separating the sanitary flows from storm water. Storm water inlets, ravines, driveway drains, and parking lot drains will be diverted from the combined sewer system. Separating the storm and sanitary flows will reduce the combined sewage overflow events that occur during wet weather. This bundle will address combined sewer overflows at CSOs 194, 195, and 525 by separating existing combined sewers and installing storm sewers as a separate system. All work associated with this project will be substantially complete by the Consent Order Milestone date of June 30, 2017 (Attachment 1A – Final WWIP). The Westwood Northern Bundle (WNB)’s current designs for these projects provide a higher level of control than required by the Final WWIP. To fully comply with the Final WWIP requirements for this bundle, smaller scaled project designs are needed to be constructed for Project 10143920 (CSO 194) and Project 10143940 (CSO 195), compared to the currently designed projects. Project 10143960 (CSO 525) is currently in full compliance with the Final WWIP and has reached Substantial Completion. As confirmed by the 2016 West Fork model, Project 10143923 CSO 194 and 10143962 CSO 525 additional separations would not be needed and has been dropped.

This project involves realigning and replacing approximately 300 feet of existing 24-inch combined sewer pipe and four associated manholes. The existing pipes are in such poor condition that they could collapse resulting in backup and creating water-in-basement issues. Of greater concern is the possibility that the pipe segment in close proximity to the residence could collapse and result in damage to the house. The work requires the abandonment of approximately 128 feet of sewer and the removal of three manholes and a special chamber. This project is located in Delhi Township.

MSDGC has been working closely with the Lower Price Hill community groups for many years to improve its relationship with the community by reducing odors from the Mill Creek Wastewater Treatment Plant. Odor control facilities have been installed at various odor sources to reduce and treat plant emissions. However, the odor control systems for the plant influent and headworks need improvements in order to continue to provide reliable odor control and improve the performance of the existing systems. This proposed project will replace existing chemical feed equipment for the headworks chemical scrubber and provide new ferrous chloride feed system bulk tanks, containment area, piping, valves and automation. This project will also provide a new pumping system and secondary feed point for improved odor control throughout the primary and secondary treatment process.

However, the Septage Receiving Station building space, where the trucks deliver wastewater from commercial septage haulers, does not have an odor control system for the air in the truck bays. The existing odor control system only treats the air from the channels below ground in the building. This project will provide an odor control system to treat the odorous air from the truck bays. The recommended alternative calls for two new 9,000 ft³/min dry media units to treat 18,000 ft³/min of odorous air from the Septage Receiving Station truck bays. As part of this alternative, new ductwork will be installed in the Septage Receiving Station to convey airflow to the new dry media units.

Look Ahead Construction legislation was recommended by MSD but not approved to be included in the 2016 CIP. Construction legislation is now anticipated in January of 2017.
Issues The pumps are not running at an efficient operating point on their curves, new piping arrangement is needed in order to operate all three incinerators at once while shunting ash slurry to lagoons. The need for the new piping arrangement was discovered during 90% design. MSD is awaiting funding approval to finish this additional piping design. Five of the seven pumps are currently available, four of which are new. Of the remaining two unavailable pumps, one is undersized and not available for use and the other is awaiting some piping modifications before it can be operated.

The project will provide upgrades to the Mill Creek Wastewater Treatment Plant’s non-potable water system to meet projected flow and pressure demands and to ensure an adequate level of service reliability for treatment processes at the plant to ensure their optimum operation. The current non-potable water system does not provide adequate service to the Fluidized Bed Incinerators to prevent sulfur dioxide emissions. In February 2011, MSD committed to evaluating the scrubber tray water feed system and to make adjustments as necessary to provide adequate non-potable water flow as part of an agreement with the Hamilton County Department of Environmental Services.

The PTI was submitted to EPA in December 2015. 100% design deliverable was completed in March 2016. This project requested Construction Legislation in April 2016 which contained justification for the Construction budget increase. Look Ahead

Issues Construction legislation is critically needed and is at risk of not meeting schedule. This project will provide the basis for a long term approach to optimize and improve the reliability of the Mill Creek WWTP solids handling facility. The project is located in the Lower Price Hill neighborhood of Cincinnati. The purpose of this project is to provide improved solids handling facilities at the Mill Creek WWTP. In particular, it is important to ensure solids processing reliability over the useful life of the incinerators is maintained. MSDGC proposes a phased approach for the improvements so the most immediate upstream solids handling needs can be addressed first. This project includes construction and rehabilitation of approximately 10,000 linear feet of 12-inch to 24-inch sewer. Detailed planning and design considered alternate alignments to minimize impacts to the park. This project is located in the Westwood neighborhood of Cincinnati. This project proposes to replace or rehabilitate numerous segments of sanitary interceptor sewer constructed in Mt. Airy Forest Park in the 1930s. The segments that are undersized and in need of continued maintenance are not candidates for lining. Failure to address this failing sewer could result in collapse and sewage discharges to the park. The project will provide the benefit of reducing sanitary sewer overflows in this area.

The Mill Creek Basin lies in the heart of Hamilton County stretching from the Ohio River to the northern border of Hamilton County and from Reed Hartman Highway west to Colerain Avenue. The Mill Creek basin contains portions of 32 cities, villages, and townships including: the City of Cincinnati, Springfield Township, Colerain Township, Forest Park, Glendale, Wyoming, Springdale, Sharonville, Blue Ash, Amberley Village, Norwood, and of course, Westwood.
This project was legislated again in June 2008 after the scope was revised. For this reason, planning was performed before the legislation date shown.

Issues
Since the project continues to be on hold, the construction start will have to be delayed until the summer of 2017. This delay increases the risk of greater temporary easement costs and greater USACE 404 and OEPA 401 permitting costs. A Notice to Proceed will have to be issued prior to these permits expiring March 18, 2017. MSD continues to work with the County for approval.

The purpose of this project is to improve SSO 603 and SSO 704. SSO 603 is active about eight – seventeen times per year, and SSO 704 is active about ten-nineteen times per year. This project will replace 6,000 feet of 15-inch and 18-inch sewer with 21-inch to 36-inch pipe to increase capacity; resulting in the elimination of SSO 704 overflows for a 2 year storm, and physically removing SSO 603.

The dewatering polymer system is integral to the successful operation of the dewatering and incineration facilities at Mill Creek WWTP. Over the last several years, the reliability of the dewatering and incineration facilities and causing operations staff to rely more on the former digesters for standby sludge storage capacity. Much of the polymer system equipment is beyond its useful service life and is no longer supported by the system manufacturer, making maintenance repairs increasingly more frequent, difficult, and expensive. This project will replace the dewatering polymer system at the Mill Creek WWTP.
