6. The choice of appropriate selections, suitedto the performers’ capabilities and in keepingwith the classification of the schools theyrepresent, is a factor in determining theratings to be awarded. However, judges arenot to consider their personal likes, dislikesor preferences of music literature in theirevaluation of contest performances.

7. The attention of judges is especially directedto Org. Article VIII-L and S/E Article VIII-Eof this rules book for detailed explanation ofthe penalties to be enforced for variousviolations of the contest rules.

8. It is the responsibility of the contest roomchairperson to see that all ribbons and medalsworn by soloists and members of ensemblesare removed. Judges shall, however, notpermit performance to begin until suchmedals or ribbons are removed.

9. In the organization contests in which three(3) judges are used, the judges shall notconfer with each other about their evaluationsof performances as they reach decisions onratings.

10. All regulations of the Illinois High SchoolAssociation as printed in the music book areto be strictly observed.

11. Separate written comments may be made to“directors only” if appropriate. The “directoronly” comments are in addition to the regularadjudication forms.

12. Judges are to use forms as vehicle forcommunicating critique. They are to refrainfrom demonstrating or providing instruction,etc.

13. Judges shall award Division I ratings to onlythose competitors manifesting the veryhighest level of achievement. Indiscriminateawarding of Division I ratings must beavoided.

14. Schools may enter students as a “sweepstakesentry”, or “non-sweepstakes entry”, or“comments only entry”. Comments onlyentries do not receive numerical or divisionalratings. Judges are to treat non-sweepstakesentries the same as sweepstakes entries.

15. Best of the Day Award is required of eachSolo/Ensemble judge. See S/E Article X- Dfor details.

16. Selections with vulgar, foul and inappropriatelanguage will be disqualified from the MusicContest.

17. All judges shall be required to completeonline registration and certification prior tothe adjudicating of contest(s).

They will need to go tohttp://www.tourneywire.com/music andcomplete the registration and certification.

18. Public domain is allowed provided thedirector lists the exact internet address fortheir score. A copy of the score is requiredand should be made available to the contestmanager and judges.

Instructions to Adjudicators

The Board of Directors has adopted thefollowing policy as its interpretation of By-law2.060 “Multiple School InterscholasticActivities.” The IHSA sanction policy appliesto interscholastic events in which the IHSAsponsors a state tournament series.

Events that require Formal Sanctioninginclude:

a) Any interstate event involving two (2)or more schools which is co-sponsored by ortitled in the name of an organization outside thehigh school community (e.g., a university, atheme park, and an athletic shoe/apparelcompany).

b) Non-bordering events if five (5) ormore states are involved.

c) Non-bordering events if more than eight(8) schools are involved.

d) Any event involving two (2) or moreschools that involves a team from a foreigncountry. The host school should complete theinternational sanction application. (Theexceptions to this rule are Canada and Mexico,which are considered bordering states).

No sanction is required if all competingschools, regardless of the number of competingschools, are from states that border the hoststate unless the event is co-sponsored by ortitled in the name of an organization outside thehigh school community.

Sanctioning Process: An IHSA memberschool hosting an event under the above listedconditions must complete a NFHS Applicationfor Sanction of Interstate and InternationalEvents. The Sanctioning form can be found onthe IHSA.org website under the forms link or atNFHS.org. Only a member school of an NFHSmember state association, or a school approvedby such an association, or such an associationitself, is eligible to request sanctioning throughthe NFHS Interstate Sanctioning Program.

This application must be submitted to thestate association of the host school ninety (90)calendar days or more prior to the event andmust be accompanied all applicable fees feemade payable to the NFHS.

IHSA will process the application andsend copies to the state associations of theinvited states and to the National Federation ofHigh Schools.

Each state association will review theapplication and act on it in accordance withtheir individual rules and/or policies. Each stateassociation will notify the NFHS of its actionson the application.

Upon receipt of the actions of the hoststate and each individual state, the NationalFederation acts on the sanction request. TheNFHS will notify the host state and each invitedstate of its action.

Any interstate activities contest that islisted by the National Association of SecondarySchool Principals in its annual Advisory List ofContests and Activities is approved forparticipation by IHSA member schools. A copyof this list is mailed annually to every highschool principal by the NASSP office.

Application Review for NASSP of aninterstate activity must be filed annually withthe National Association of Secondary SchoolPrincipals, 1904 Association Drive, Reston, VA22091.

Member schools may request approval forSpecial Events that do not meet the regularsanction criteria. Requests must be submitted inwriting to the Executive Director at least 30days prior to the date of the event.

Sanction Policy for 2016-17

The managers of the Music Contests are obligatedto acquaint all judges with the followinginstructions:1. It is imperative that each judge arrives at the

place of judging at least one-half hour beforethe first event—earlier if so requested by thelocal manager. Local managers have beenrequested to call pre-contest instructionalmeetings for all adjudicators.

2. Each judge must make written commentsconcerning each performance. The writtencomments should focus on the strengths andweaknesses of each performance withsuggestions for improvement orcommendations included. These commentsshould be as detailed as time will permit.

3. Each judge should study carefully thestandards of adjudication on the adjudicationsheet and assign Division I ratings only tosuch contestants as measure up to thesestandards.

4. No plus or minus signs are to be added to thefinal rating. Standard adjudication blanks willbe supplied by the IHSA Office.

5. Each judge is to bear in mind that eachcontestant and each group is classified in oneof five school classifications and that specialconsideration should be given to theclassification (AA, A, B, C and D) of theschool represented. An adjudicator shouldnot expect a Class A performance from aClass D entry. As an example—vocalorganizations from schools in Classes B, Cand D will not be required to perform four-part music.

Hosting IHSA Music Contests

The IHSA invites any schools wishing to be ahost site for the IHSA music contests tocontact their local administration and thenexpress their interest to host a contest bycompleting the host availability survey whichcan be found in the IHSA schools center atIHSA.org. The process of securing host sitesfor music contests can be challenging withnearly 600 IHSA member schoolparticipating annually. We encourage currentmusic contest groups and conferences to setup rotations to host. All IHSA memberschools must be willing to contribute tohosting at some time. Some suggestions forhosting include:

1. Utilize two or three school buildings in adistrict or nearby area if a single highschool building alone can notaccommodate the entire contest.

2. Use community auxiliary buildings ashost sites.

3. Work with your contest site to arrange arotation of hosts. Submit your rotationto Carol Carr at the IHSA [email protected].

4. If a site in your contest truly is the bestphysical site for hosting, then rotate andassist the manager to serve as co-hosts.

The IHSA underwrites costs for hosting thestate music contest. The tentative budgetapproves items such as piano rental andtuning, adjudication costs, etc.

The IHSA assists in providing the managerswith internet based entry and schedulingprograms to help sort, organize and schedulethe contest.

MusicWire will serve as the IHSA musictechnology support liaison. It is arequirement for a contest manager to use theonline Musicwire program to manager theirsite. Any questions concerning contest entriesor electronic management of a contest can bedirected to Ben Stewart [email protected].

IHSA Pep Band Selection Procedures

The Pep Band Selection Informationand Application are downloadablefrom the IHSA Web Site. Theapplication must be submittedelectronically with an audio recording ofyour band, and a video recording of yourband performing live at an event. Allmaterials are to be submittedelectronically to Susie Knoblauch, by thedue date of December 16, 2016. BeforeFebruary 1st, these recordings andapplications will be surveyed by a specialpanel of experienced music professionals.This panel is selected from local highschool and university band directors,some of whom have taken their groups tothese State Tournaments and understandthe rigors of this long day. Following theselection meeting, all schools will benotified as to whether they have beenaccepted or not. Those that have beenaccepted will receive importantinformation from the IHSA Office, whichneeds to be completed and sent back assoon as possible.

IHSA Tournament National Anthem Singers Selection Procedures

The selection of tournament National Anthem singers for Boys and Girls Basketballtournaments as well as the Girls Volleyball Tournament is done with the assistance of theIllinois Music Educators; THEREFORE, ANYONE WISHING TO SUBMIT ASTUDENT FOR THIS HONOR MUST ENTER THEM INTO THEIR IMEADISTRICT AUDITIONS FIRST. Only those students that perform well enough at theirDistrict Audition to make the All State Choir have the opportunity to be selected as IHSAsingers. All State singers will audition at the State Convention in late January and will benotified by mid-February as to their acceptance. Upon receiving this notification, pleasecomplete the enclosed materials and return them to the IHSA Office as soon as possible.For more information about IMEA events, please contact their office at (708) 479-4000. Selection of National Anthem singers for other IHSA tournaments is done through the IHSAoffice. Item III.E.2.a.3 Recommendation: Delete. A student shall be permitted to participate in a maximum oftwo instrumental and two vocal ensemble events not countingchoirs.

Rationale: Caused confusion regarding the number of events a student couldenter.

Item VIII.A.1 Solo Events Entries Note 2 and 3Recommendation:Delete Note 2 and 3. Note 2: If a school enters the total maximumof twenty (20) vocal, twenty (20) string and thirty-five (35)wind/percussion solos, it will have utilized its entire maximum ofseventy-five (75) entry positions. Note 3: Local Managers shallaccept and/or schools may enter “non-sweepstakes” or “commentsonly” entries in excess of the maximum number of seventy-five(75) solo entries per school as space and time allows.

Rationale: This information was redundant.

Item VIII. A.4 Scores

Recommendation: Each soloist shall supply the judge with one score of his/herselection, with the measures numbered. Failure to supply such ascore shall result in the contestant’s rating being automaticallylowered by one step. Unpublished works, including studentcompositions, are not allowed. Public domain or digital printedmusic is allowed provided the director lists the exact internetaddress for their score and provides proof of purchase (ifapplicable). A copy of the score is required and should be madeavailable to the contest manager and judges. Photocopied music,other than previously mentioned, may be provided to judges only inan “emergency…

Rationale: Clarification was need on appropriate scores and the policiesregarding those scores.

Item VIII.B.2.a Entries Note 2:

Recommendation: Delete Note 2 and renumber accordingly. “NOTE 2: LocalManagers shall accept and/or schools may enter “non sweepstakes”or “comments only” entries in excess of the maximum number ofsixty-four (64) ensemble entries per school as space and timeallows.”

Rationale: This information was redundant.

Item VIII.B.8.25- Random Instrumentation

Recommendation:Any ensemble of 2-8 instrumentalists that does not fall into anyother event. No improvisation will be permitted, unless indicatedby the score.

Rationale:Although jazz ensembles are not recommended, if improvisation isindicated by the score then it is permitted.

Item VIII.B.9 Madrigal Singing:

Recommendation: Delete “mixed”. “The general rules in Article VIII-B shall apply toMadrigal Singing, except that a Madrigal group shall be composedof a mixed group of not less than eight nor more than twentyperformers…”

Rationale: Literature exists for treble and bass groups, therefore madrigalcategories should not be restricted to only mixed ensembles.

Item VIII.B.10. Chamber Choir:

Recommendation: Delete “mixed”. “The general rules in Article VIII-B shall apply toChamber Choir, except that the group shall be composed of amixed group of not less than eight nor more than twenty singers…”

Rationale: Literature exists for treble and bass groups, therefore chambercategories should not be restricted to only mixed ensembles.

ORGANIZATIONAL

Item VIII.A. Number of Participants

Recommendation: No individual student may participate in more than one (1)organization in instrumental event on the same instrument. Studentsmay perform in any vocal event of which they are actively enrolled.Organizations shall be limited to the following enrollment ofparticipants:

Rationale: Clarification regarding the number of instrumental events a studentmay participate on the same instrument.

Item VIII.A. NOTE

Recommendation: Add “above the maximum”. “Groups that fall below the minimumor above the maximum numbers may still perform and receivecomments only…”

Rationale: Clarification regarding the process if the limits for events are notmaintained.

Item XI.B. Duties of Judges

Recommendation: Delete verbiage. In the organization events in which three (3)judges are used, the judges shall not confer with each other inreaching decisions on the ratings to be awarded. The local managerof each Organization Contest shall provide one cassette recorderper contest room. Schools desiring taped critiques shall furnish one(1) cassette tape for each taped critique desired to the host school atthe time final entries are made. The manager will not provide thetapes for recording. In no case will the IHSA assume anyresponsibility or liability for equipment used in this method ofevaluation.

Rationale: Providing recorded critiques should be at the discretionof the local manager. They may provide critiques if they haveappropriate technology to do so, but it is no longer a requirement.

Schools Are Required to Use the Internet to File

LIST OF PARTICIPANTS

Schools should complete their online List of Participants to enter their team or individual(s) and coaches. IHSA willprovide this data to your site manager. Any changes to the original entry must be made online prior to the List ofParticipants deadline.

NEW INSTRUCTIONS TO COMPLETE THE ONLINE LIST OF PARTICIPANTS

Go to www.ihsa.org – Click on “Schools & Officials Center login” – Enter your “User ID” (5 digits, a letter followedby 4 numbers) and the password issued to you by your school. All of this information was emailed to you by yourschool. Coaches must have a valid email on file in the School’s Center to be issued a password. PASSWORDS ARENOW ASSIGNED TO EVERY COACH. Click on “Music Solo and Ensemble” or “Music Organization” List ofParticipants (This will then take you to the MusicWire program) – Type in requested information and save your page(s)as you proceed. The deadlines for submitting the List of Participants are as follows:

The deadline for entering the “List of Participants” for Music Solo and Ensemble is January 20, 2017 and forMusic Organization is March 10, 2017.

After completing the “List of Participants” online, print out a copy of the completed entry form and send it toyour contest manager along with your event fees made payable to the host school to which your school has beenassigned by the deadline of January 20, 2017 for Solo and Ensemble and March 10, 2017 for Organization. It isno longer necessary to e-mail your information to your site manager. The information will be placed in a database andsent to the manager. The printed copy that you mail with your event fees is used as a backup. Keep a copy for yourrecords as well.

In accordance with Section 1.450 of theIHSA Constitution, the Board of Directorshas approved the Terms and Conditionsgoverning the 2016-2017 IHSA Music Solo/Ensemble Tournament Series.

I. SCHOOL CLASSIFICATION

A. Classes: Member schools shall be classified forparticipation in the contests upon the basis ofthe actual high school student enrollmentfigures reported to the State Board ofEducation on the Fall Housing Report onSeptember 30 of the preceding school year asfollows: Class AA 1330.01 and over Class A 631.01 to 1330.00 Class B 334.01.01 to 631.00 Class C 188.01 to 334.00 Class D up to 188.00

B. For classification purposes, the totalstudent enrollments for one-year highschools, two-year high schools and three-yearhigh schools shall be calculated as follows: 1. For one-year high schools, thetotal student enrollment figure reported shallbe quadrupled. 2. For two-year high schools, thetotal student enrollment figure reported shallbe doubled. 3. For three-year high schools,one-third of the total student enrollmentfigure shall be added to the total studentenrollment figure reported. C. A multiplier of 1.65 will be added toall non-boundaried schools.

D. Participation: All soloists and ensembles representingmember schools shall participate in thecontest only in their respective school’sclassification, except the school mayparticipate in a higher (not lower)classification with the permission of theExecutive Director of the IHSA. The requestto participate in a higher classification isavailable online at IHSA.org and is due backto the IHSA office by Sept. 1.

II. DATE AND SITES

A. Date: State Solo and EnsembleContest will be held on the Saturday of week35 of the IHSA Standardized Calendar(Saturday, March 4, 2017).

B. Sites: Contest sites will be postedon the IHSA website. It is a requirement for aMusic Solo and Ensemble manager to use theonline Musicwire program to manage theirsite.

III. ON-LINE ENTRIES, LATEENTRIES, WITHDRAWALPROCEDURES, ELIGIBILITY,AND ENTRY INFORMATION

The Policy for Original Entry Deadlines,Late Entries, and Late Withdrawals shall bethe policies and procedures regarding entryfor all IHSA-sponsored sport/activitiesincluded in the 2016-2017 Policies andProcedures.

A. On-line Entries All member schools must enter theirschool into the state series competitionthrough the IHSA Schools Center on theIHSA Website at www.ihsa.org. Thedeadline for entry is November 1, 2016. The2016-17 Entry Policies and Proceduresoutlining the online entry procedures for allIHSA-sponsored tournaments can be foundin the Schools Center on the IHSA website.

B. Late Entries Any attempt to enter a sport or activityon-line after the established deadlines will bedenied. Schools that wish to enter after thedeadline will be considered late. To beconsidered for late entry, thePrincipal/Official Representative mustcontact the IHSA administrative officer incharge of that sport or activity. The penaltyfor late entry shall be a payment of $100.00for that sport/activity by the school.

C. Breach of Contract By-law 6.041(Withdrawal Procedure) To withdraw without penalty, theprincipal must notify the IHSA Office, inwriting, of the school’s withdrawal, on orbefore January 1, 2017. If a school withdraws after January 1,2017, but prior to payment of event fees tothe contest manager it will incur a $100penalty. Failure to send any entry informationand/or fees to the contest manager and/ornon-participation on contest day after theschool submits the entry to the IHSA (anddoes not withdraw through the officialprocedures) is viewed the same aswithdrawal from Solo/Ensemble contest andpenalized as above.

Withdrawal after payment of event feesto the contest manager will result inforfeiture of all fees paid.

D. Eligibility 1. School Eligibility All member schools in goodstanding may enter soloists and/or ensemblesin Music Solo/Ensemble under the provisionsof IHSA By-law 4.071. The principal is theofficial representative of his/her school in allinterscholastic activities, and theresponsibility for seeing that all studentsfrom his/her school entered in Music contestsare eligible under the rules shall rest with theprincipal. All correspondence with the IHSAOffice must be conducted through theprincipal. Entry into the contests may bedenied to any school which, since lastyear’s contests, has participated in anunsanctioned interscholastic musicactivity. 2. High School StudentsEligible: To represent a school in thestatewide music contests, students mustconform to the IHSA Activities By-lawsfound in the IHSA Handbook and on page 2of this Rules Book. Students shall be enteredbased on enrollment in a music course and/orthe recommendation of the music director. NOTE: Be sure to apply theprovisions of By-law 4.022, relative toacademic standing. 3. Grade and Junior HighSchool Students Eligible: Any student of a grade school or ajunior high school in the State of Illinois shallbe eligible to participate with theinstrumental and/or vocal ensemblerepresenting a Class B, C or D memberschool, provided, however, that the principalof the competing member school shall beresponsible for the good conduct of suchgrade and junior high school students duringa contest; and provided further, that theprincipal of said member school shall certifythat, at the time of registration for saidparticipation, said student: a. Is a bona fide student of agrade school or a junior high school locatedin the district of the member school. b. Has a passing grade in atleast three fourths (3/4) of his/her academicsubjects. NOTE: No grade school orjunior high school student may compete as asoloist. Instrumental and vocal ensemblescomposed in part of grade or junior highschool students may compete, if these

students are members of their respective highschool organizations. 4. Non-Student Participants: Non-students may only be used asaccompanists. (See Art. VIII-D).

E. Entry Information (List ofParticipants): 1. Online Entry System (List ofParticipants) Schools are required to completethe Music Solo and Ensemble List ofParticipants on-line (This is in place ofdownloading the Music program). Go towww.ihsa.org – Click on “Schools &Officials Center login” – Enter your “UserID” (5 digits, a letter followed by 4 numbers)and the password issued to you by yourschool. All of this information was emailedto you by your school. Coaches must have avalid email on file in the School’s Center tobe issued a password. PASSWORDS ARENOW ASSIGNED TO EVERY COACH.Click on “Music Solo and Ensemble” List ofParticipants (This will then take you to theMusicWire program) – Type in requestedinformation and save your page(s) as youproceed. The deadline for entering the “Listof Participants: for Music Solo and Ensembleis January 20, 2017. After completing the “List ofParticipants” online, print out a copy of thecompleted entry form for your records. It isno longer necessary to e-mail yourinformation to your site manager. Theinformation will be placed in a database andsent to the manager. Your event fees shouldbe made payable to the host school andmailed to the manager of the contest towhich the school has been assigned nolater than January 20, 2017. If youexperience any problems, please call theIHSA Office at 309-663-6377 and ask forCarol Carr. 2. Limitation on Entries a. Solos and Ensembles: 1. A student shall notparticipate in more than a total of nine (9)solo and ensemble events combined, and notmore than three (3) of these may be eitherband, orchestra or vocal. (Choirs andmadrigal groups are not considered asensembles for this purpose.) 2. A student shall notparticipate as a soloist in more than one eventwith the same instrument. b. Choirs: An individual student mayparticipate in any of the school’s choirs ormadrigal group entries. Choirs and madrigalgroups are not considered as ensembles inrelation to individual entry limitations. Aschool may enter one (1) brass choir, one (1)flute choir, one (1) clarinet choir, one (1)percussion choir, one (1) handbell choir, one(1) woodwind choir, one (1) madrigal group,

one (1) string choir, and one (1) chamberchoir. A student could participate in each ofthese without violating entry limitations. c. Substitutions: Substitutions in the personnel ofensembles may be made only if the requestfor substitution is made to the local managernot later than the time the school registers onthe day of the contest. Substitutions orchanges for soloists may be made only if therequest reaches the local manager at least twoweeks prior to the contest. If a request isreceived later, it shall be denied. d. Changes in Entries: Changes in entries may only beaccepted at the discretion of the contestmanager. e. Violations and Penalties.(See Art. VIII-E).

IV. HOST FINANCIALARRANGEMENTS

A. Contest Event Fees: 1. Solo: $8.00 per entry. 2. Ensemble: $15.00 per groupentry except madrigal groups, chamberchoirs, woodwind, flute, brass, percussionand string choirs for which the entry fee is$20.00. Contest Event Fees shall be madepayable to the host school and mailed tothe manager of the contest to which theschool has been assigned no later thanJanuary 20, 2017.

B. Penalty Fees: Solo and Ensemble entries and eventfees shall be mailed to the manager of thecontest to which the school has been assignedno later than January 20, 2017. Informationthat is not complete may not be accepted(discretion of the manager). Following theJanuary 20th deadline, changes in entriesmay be made only in accordance with Art.III-E-2-d. Penalty Fees: 1. Entries received 2 days late -$50.00 flat fee 2. Entries received 3 days late -$100.00 flat fee 3. Entries received more than 3days late may not be accepted by the hostmanager (discretion of the manager)-$100.00 flat fee will apply a. Late Penalty Fees shall bepaid directly to the host school and mailed tothe host school manager. Any individualsolo or ensemble withdrawal(s) after theevent fees have been paid to the contestmanager (Jan. 20, 2017) will result inforfeiture of all fees paid. b. To withdraw all entriesfrom contest without penalty, the principal(official IHSA school representative) mustnotify the IHSA office in writing, on orbefore January 1, 2017.

c. To withdraw all entriesfrom contest after January 1, 2017 and priorto payment of event fees to the contestmanager’s school, the principal (officialIHSA school representative) must notify theIHSA office in writing and will be assessedthe $100.00 late withdrawal fee. d. Failure to send any entryinformation to the contest manager’s schooland or non-participation on contest day afterthe school submits the original entry to theIHSA (and does not withdraw throughofficial procedures) is viewed the same aswithdrawal from the Solo/Ensemble contestand shall be penalized as described above.The school will be responsible for all penaltyfees due to breach of contract. (Latewithdrawal fee of $100.00 and all originalevent entry fees of $8.00 per solo and$15/$20 per ensemble).

C. Judges’ Fees: Judges for the Solo/Ensemble contestshall be compensated at a rate of $30 perhour plus IHSA mileage. Any judge whodrives more than 70 miles round trip to thesite of a State Final Music Contest shall bereimbursed a travel allowance of $.30 permile in excess of 70 miles round trip.Reimbursement shall be directly from theIHSA office, upon the judges’ submission ofa travel report form to be provided by theIHSA through the contest managers.

V. TOURNAMENTASSIGNMENTS

Assignments for Music Solo/Ensemblecan be found on-line at www.ihsa.org inNovember. Assignments will be made on thebasis of location and equality in the numberof entries.

VI. TOURNAMENT STRUCTUREAND TIME SCHEDULES

A. Responsibility of Local Manager: 1. In all cases in which a memberschool is selected as a contest site, theprincipal of the high school shallautomatically assume entire responsibility forthe details of the contest under the generaldirections of the IHSA Board of Directorsand the Executive Director of theAssociation. The principal may delegate theauthority to manage the contest to anotherstaff member. In case the site is not located ata member school, then the IHSA Board ofDirectors shall appoint a local manager withlike responsibilities. 2. The manager of each contestshall appoint a Contest Committee. Thecommittee shall be composed of not less thanthree directors of music activities locatedwithin the nearby area of the contest site andshould include at least one director of each ofthe three main contest activities, namely,

band, orchestra and chorus. Names of thecommittee members shall be made known tothe directors of participating schools at eachcontest prior to the date of the contest. TheContest Committee: a. Is required to assist thecontest manager in the selection ofadjudicators for the contest; b. Shall advise the contestmanager in resolving any question of rulesinterpretation or any other problem on theday of the contest; c. Shall assist the contestmanager in any other way he/she determines. 3. Unusual situations: The localmanager shall have authority to take properaction in the case of any unusual situationsarising during the contests. However, no partof these Terms and Conditions may be setaside. In all cases involving an interpretationnot specifically covered by the rules, thecontest manager shall consult with theContest Committee before the announcementof results or the presentation of awards. 4. Programs: The local managershall, with the advice of the ContestCommittee, arrange, prepare and duplicate aprogram and time schedule for his/hercontest. Insofar as is possible, the managerwill maintain this schedule. However, ifbecause of cancellations, conflicts, or forother reasons the program runs ahead ofitself, he/she may permit or request availablecontestants or groups to appear in advance oftheir program time. He/she shall not requirethem to appear earlier. 5. Manager’s Information: TheIHSA Office will post any pertinentinstructions and helpful managementinformation on the Music menu page atwww.ihsa.org. 6. Directors’ Meetings: The localmanager shall schedule a time for a meetingof directors from participating schools. Atthis meeting, a recorder shall be appointed toprepare a record of the comments andrecommendations for improvement in thecontest program for submission to the IHSAoffice by the manager following the contest.A questionnaire or other method of collectingdirector’s comments may be implemented asan alternative to the meeting.

B. Responsibility of IndividualSchool: The principal is the officialrepresentative of his/her school in allinterscholastic activities and theresponsibility for seeing that all studentsfrom his/her school entered in the musiccontests are eligible under the rules shall restwith him/her. All correspondence with theIHSA Office should be conducted throughthe principal. In each contest in which his/her schoolis represented, the principal shall have

present an adult, preferably a member of thefaculty, who shall supervise and beresponsible for the conduct of the participantsand other persons from the school. Failure tocomply with this provision shall result indisqualification of its contestants.

VII. ADVANCEMENT OFWINNERS

There is no advancement of winners inthe Music Solo/Ensemble Contest. Ratings: Ensembles and solos in the respectivemusic events shall be rated in five divisionsas follows: Division I Division IV Division II Division V Division III

Medals: Soloists shall not appear foradjudication wearing medals or ribbons ofany type. Contest room chairpersons areinstructed to request the removal of allmedals or ribbons before performers arepermitted to begin their numbers. 6. Repetition: A soloist shall not perform aselection that he/she used in any event in anyprevious year’s contest. 7. Time: The playing or singing time for theprepared selection of a soloist shall notexceed six minutes (including time neededfor on-stage tuning.) Time schedules shouldbe set up at ten-minute intervals to allow forthe performance of the required scales. SeeArticle VIII-E-1-d and VIII-E-2-k forpenalty. Solo/Ensemble events shall consistof a minimum of 64 published measures ora performance time of at least 90 seconds.The performance of two short selections isallowed. 8. Determination of Ratings: To determine the rating for eachsolo performance, contest judges shall utilizethe adjudication form published by theNational Federation of State High SchoolAssociations and distributed by the IHSAOffice to contest managers. Appropriatenessof literature is a major consideration. Thesolo/ensemble contest should be considereda formal recital. B. ENSEMBLE EVENTS 1. Definition: Instrumental ensembles shall consistof from two to eight players, except Clarinet,Flute, Woodwind, Brass Percussion andString choirs. Ensembles consisting of two majorperformers, with or without pianoaccompaniment shall appear as Duets. Threeplayers including piano or harp as an integral

part of the score (rather than anaccompaniment) shall appear in the properTrio events, with the added permission thatrepertoire in these events may include doubleconcertos with piano reduction. Vocal ensembles shall consist of fromtwo to nine singers, except Event No. 153(Madrigal Groups) and Event No. 154(Chamber Choir). Vocal ensembles 150, 151and 152 shall represent the printed musicalscore with doubling of vocalists not toexceed two per vocal part. In vocal choirEvent No. 153 (Madrigal Groups) and EventNo. 154 (Chamber Choir) multiple voices arepermitted on any part. 2. Entries: a. VIII-E-3. 2) Instrument eligibility:For purposes of ensemble eligibility, B-flattrumpets, cornets and flugelhorns areconsidered as like instruments. Mellophones,

concert horns, altos, etc., are not approvedfor ensemble use. The bass drum is notconsidered a major membrane in ensembles.Marimbas (xylophones with resonators) ofdiffering size or model are not considered asdifferent instruments, despite either range ortessitura. Vibraharps are counted as differingor different from marimbas. 3) Memorization: There isno memorization requirement forinstrumental ensembles; they may beperformed with the use of music. b. Vocal: A school shall belimited to twenty (20) vocal ensembles.Maximum entries in Events Nos. 150-152 =total of twenty (20). In addition, a schoolmay enter one (1) Madrigal Group (EventNo. 153) and one Chamber Choir (Event No.154). Total maximum vocal ensemblesentries = twenty-two (22). Memorization: All vocalensembles shall be performed from memory.Vocal performances may be sung in anylanguage. c. Total Ensemble Entries:Total maximum ensemble entries(Instrumental and Vocal) = sixty-four (64). d. Piano: Piano duets areacceptable if played on one piano. All pianoduet participants must be active members ofone of the school’s music groups. 3. Judges’ Scores: Directors shall supply the judgewith one conductor’s score of the ensemble’sselection, with measures numbered. Publicdomain is allowed provided the director liststhe exact internet address for their score. Acopy of the score is required and should bemade available to the contest manager andjudges. Photocopies of copyrighted musicmay be provided to judges only in an“emergency”. “Emergency” shall be definedas cases in which: a. music is out of print with nonew score available; or b. purchased music copies arebackordered. 5. Medals: Ensemble performers shall notappear for adjudication wearing medals orribbons of any type. Contest chairpersons areinstructed to request the removal of allmedals or ribbons before performers arepermitted to begin their numbers. 6. Repetition: A student may not play or sing aselection he/she has previously used in IHSAmusic contests. 7. Direction: Ensembles shall perform withoutdirection by either an adult or a studentdirector, except that high school studentdirectors are permitted for Event Nos. 8, 9,10, 16, 18, 19, 22 and 23. If high schoolstudent directors are utilized in Events 8, 9,10, 16, 18, 19, 22 or 23, their conductingtechnique will be considered in theevaluation of the performance. 8. Approved Ensemble Events Local managers shall not accept andschools may not enter for appearance,adjudication or criticism any ensemble notfound or provided for in the list of approvedevents. Please note that doubling of partsis permitted in instrumental events 8, 9,10, 16, and 18, and vocal events 150, 151,152, 153 and 154 (nor permitted inHandbell or Percussion Choirs). Anensemble’s instrumentation must properlyrepresent the intentions of the score.Instrumental substitutions are notallowed. EX: A tenor sax may notsubstitute for a euphonium in a BrassChoir. It is then no longer a “Brass”Choir. Instrumental Events *With or without pianoaccompaniment.

A student directormay be used in these groups; however, thestudent conductor will not be counted in the 9to 20 player limit, but the conductingtechnique will be considered in the finalrating of the ensemble. 9. Clarinet Choir 9 to 20 players. The instrumentationused must be clarinets as indicated in thecomposition. No substitutions of instrumentspermitted. Percussion may be used if it is anintegral part of the score. A student directormay be used in these groups; however, thestudent conductor will not be counted in the 9to 20 player limit, but the conductingtechnique will be considered in the finalrating of the ensemble. 10. Woodwind Choir 9 to 20 players. The instrumentationused must be as specified by the instrumentsindicated in the composition. Nosubstitutions of instruments permitted unlesspermitted in the score. Percussion may beused if it is an integral part of the score. Astudent director may be used in these groups;however, the student conductor will not becounted in the 9 to 20 player limit, but theconducting technique will be considered inthe final rating of the ensemble. Groupscomposed of clarinets only may notparticipate in this event. 11. Trumpet Ensemble Any ensemble consisting of 2-8members of the Trumpet family asdetermined by the score. 12. Horn Ensemble Any ensemble consisting of 2-8French Horns as determined by the score. 13. Trombone Ensemble Any ensemble consisting of 2-8Trombones as determined by the score. 14. Tuba/Euphonium Ensemble Any ensemble consisting of 2-8Tubas or Euphoniums as determined by thescore. 15. Mixed Brass Ensemble Any ensemble consisting of 2 ormore unlike Brass Instruments, limit of 2-8 inensemble, as determined by the score. 16. Brass Choir 9 to 20 players. The instrumentationused must be as specified by the instrumentsindicated in the composition. Nosubstitutions of instruments permitted unlesspermitted in the score. Percussion may beused if it is an integral part of the score. Astudent director may be used in these groups;however, the student director will not be

Hand Bell Choir Any ensemble comprised of 6-20Hand Bells or Choir Chimes. 23. Percussion Choir 9 to 20 players. 9. Madrigal Singing: The general rules in Article VIII-Bshall apply to Madrigal Singing, except that aMadrigal group shall be composed of a groupof not less than eight nor more than twentyperformers. Other special requirements forthis event are: a. Madrigal music must bepresented. b. The group may appear inspecial period costume. c. The singing is to beperformed in the traditional and generallyaccepted manner of Madrigal Singing. d. Numbers are to bepresented without accompaniment. e. The points earned toward asweepstakes award (Art. X-C) shall be thesame as for all other ensemble events. 10. Chamber Choir: The general rules in Article VIII-Bshall apply to Chamber Choir, except that thegroup shall be composed of a group of notless than eight nor more than twenty singers.Other special requirements for this event are: a. Chamber Choir music mustbe presented. b. Music may be performedeither unaccompanied or with up to 8instrumentalists. Instrumental support mustbe students with the exception of thekeyboard player who may be an adult. c. The points earned toward asweepstakes award (Art. X-C) shall be thesame as for all other ensemble events. d. A student conductor may beused in these groups; however, the studentconductor will not be counted in the 8 to 20player limit. 11. Ensemble Events: All instrumental ensembles eventsmust represent and demonstrate a clearindependence of parts. Therefore, a “duet”must represent two-part music; a trio, three-part; and so on. Failure to perform suchliterature will result in lowering the ratingone level. 12. Determination of Ratings: To determine the rating for eachensemble performance, contest judges shallutilize the adjudication form distributed bythe IHSA Office to contest managers. 13. Substitutions. (See Art. III-E-2-c) 14. Selections. (See Art. VIII-C) 15. Limitations. (See Art. III-E-2) 16. Accompaniment. (See Art.VIII-D) 17. Violations and Penalties. (SeeArt. VIII-E)

C. SELECTIONS 1. Required Selections: There will be no required numbersfor any solo or ensemble events. Soloists andensembles must choose their own selections.

2. Suitability of Selections: The choice of appropriateselections, suited to the performers’capabilities and in keeping with theclassification of the schools they represent, isalways an important factor in the awarding ofratings. In this context, music may beperformed in a key other than that in which itis written, provided it is suitable to thecontestant(s). Selections with vulgar, fouland inappropriate language will bedisqualified from the Music Contest.Solo/Ensemble events shall consist of aminimum of 64 published measures or aperformance time of at least 90 seconds. 3. The Association assumes noresponsibility for the payment of anyroyalties or other fees in connection with theperformance of any music.

D. ACCOMPANIMENT 1. Requirements: Soloists and ensembles need not beaccompanied unless the accompaniment isrequired by the score. If a performance isaccompanied, accompaniment must be bypiano, harp or any other instrumentdesignated for accompaniment in the score. Itmay not be mechanically recorded with theexception of the use of the SmartMusicaccompaniment system. This computerprogram has been approved for use at IHSAcontests. However, if you plan to enterSmartMusic events, the contest host must benotified at least two weeks in advance. Theschool entering such events is responsible forsupplying the necessary equipment for aquality performance using the SmartMusicsystem. It is recommended that the ContestsHost set up a separate SmartMusic room ifentries warrant. The fact that an entry will beaccompanied and the name of theaccompanist MUST be indicated on the entrycard. Piano solos may not be accompanied. 2. Accompanists: It is strongly recommended thatstudents be used as accompanists in allevents for which accompaniment is provided.However, non-students, including directors,may serve as accompanists if necessary. 3. On-stage Tuning: Accompanists may help with on-stage tuning for solos and ensembles, butassistance by anyone else is prohibited. 4. Conflicts: It is recommended that noaccompanists be permitted to play for morethan six events during any contest day andschools should permit this maximum numberonly in cases where no one else is available.

E. VIOLATIONS ANDPENALTIES

1. For violations of the followingrules and regulations, the adjudicator shalllower the rating of an individual or group byone step.

a. Failure to submit requiredscore to adjudicators (Arts. VIII-A-4 andVIII-B-3). Individual parts do not constitute ascore. b. Failure to supply each judgewith a score for each selection with eachmeasure numbered. c. Failure to perform withaccompaniment in the event accompanimentis required by the score. d. Entries exceeding the timelimit up to one minute or entries notsatisfying the minimum time and/or measurerequirements. e. Use of music in a vocal soloor ensemble performance. f. Failure of an ensemble torepresent independent parts for eachperformer (Art. VIII-B-11). 2. For violation of the followingrules and regulations, the penalty shall bedisqualification: a. Violation of rules ofeligibility (Art. III-D). Discovery of theparticipation of an ineligible student with anensemble or organization shall result in thedisqualification of the group with whichhe/she participated. Any additional penaltyupon the school for violation of eligibilityprovisions shall be determined by the IHSABoard of Directors. b Violation of substitutionrule (Art. VIII-C). c. Violation of the ruleslimiting the number of events in which astudent may participate (Art. III-E-2). If astudent participates in too many events, theschool shall be disqualified in those events inwhich the student involved was not officiallyentered. If, however, the student was actuallyentered in an excess number of events andthis was not discovered by the local managerprior to the contest, the school shall bedisqualified in the last programmed event orevents in which he/she illegally participated. d. For violation of III-E-2 thedisqualification shall be the last programmedevent or events in which the offendingstudent participated illegally. e. A non-student performingin an ensemble or sonata event, regardless ofschool classification (Art. III-D-4). f. Individuals or groupsappearing in an event not listed as anapproved event (Arts. VIII-A-3 and VIII-B). g. Soloists and ensemblemembers wearing medals or ribbons (Arts.VIII-A-5 and VIII-B-5). h. Violation of rulesgoverning repetition of selections (Arts. VIII-A-6 and VIII-B-6). i. Violation of maximum orminimum personnel rules for ensembles (Art.VIII-B-1, VIII-B-9 and VIII-B-10).

j. Ensemble performing underdirection of adult or student, except Nos. 8, 9,10, 16, 19, and 22 (Art. VIII-B-7). k. Entries exceeding the timelimit by one minute or more. l. Selections with vulgar, fouland inappropriate language will bedisqualified from the Music Contest. 3. For an incorrectly classifiedinstrumental ensemble, other than within thescope of Art. VIII-E-2-f above: a. For cases of understandableconfusion in instrumentation, not ineligibility, and for borderline cases,especially in genuine misinterpretation of theintegrality of a concerned piano part, theadjudicator may adjudicate the group inreference to a corrected classification if theschool has not already entered two in thecorrected classification. Otherwise, the entryshall be disqualified. b. For cases of obviouslywillful violation in instrumentation, or ineligibility of instruments, or in an attempt tosubstitute a piano accompaniment for integralpart, the penalty shall be disqualification;except that it shall not be done in immediatepublic embarrassment of the players. c. In all instances covered in 1and 2 above, the adjudicator shall plainlyindicate his/her action upon the adjudicationblank and forward it directly to the localcontest manager. 4. Violations frequently can andshould be prevented by the local contestmanager. Entries made in violation of anyrule should be refused by the manager,except that the local manager is relieved ofany responsibility, real or inferred, for thecorrect classification of instrumentalensembles-although he/she may at will checkthem as a feature of management and refuseviolations. However, if an illegal entry is notdiscovered and acted upon by the managerand is then discovered by the adjudicatorbefore or during the performance, the studentor group shall be penalized as provided in 1,2 and 3 above. 5. If a violation which involvesdisqualification is discovered and reportedafter the close of contest, any awards won asthe result of ratings in the disqualified eventsshall be surrendered to the IHSA.

IX. TOURNAMENT POLICIES

A. Damage to Property orEquipment: If contestants or people from any schoolentered in a state series are found guilty ofcarelessness or maliciously breaking,damaging or destroying property orequipment belonging to the host school, suchschool shall be held responsible for costsincurred in replacing or repairing suchproperty or equipment.

B. Tobacco/Liquid NicotineProducts: The use of tobacco or liquid nicotineproducts in any competition area, eitherduring a practice or while a contest is inprogress, or affiliated property of any IHSAstate series contest by any coach, player, anyother person connected with a team, or fanshall be prohibited. State series hosts arerequired to make all state series contest sitesand any affiliated property, including parkinglots, fan accommodation areas, and otherschool or event venue property,tobacco/liquid nicotine free zones on the dateor dates of any IHSA event being held at thesite.

C. Use of Inhalers: A student with asthma may possess anduse his/her medication during an IHSAcompetition, while under the supervision ofschool personnel, provided the school meetsthe outlined procedures of self administrationin the Illinois School Code.

D. Alcoholic Beverages and IHSAState Series Events: The possession, distribution, sale and orconsumption of alcoholic beverages areprohibited at the site and on any affiliatedproperty of any IHSA state series contest.State series hosts are required to make allstate series contest sites and any affiliatedproperty, including parking lots, fanaccommodation areas, and other school orevent venue property, alcohol free zones onthe date or dates of any IHSA event beingheld at the site. Violation of this policy by anevent host will subject the host to a penaltyfor violation of IHSA By-law 2.020. Suchpenalty may include but not necessarily belimited to prohibition against subsequentevent hosting assignments. Violation of thispolicy by a non-hosting member school willsubject the school to penalty for violation ofIHSA By-law 2.020. Patrons of any IHSAstate series contest determined to be inviolation of this policy will be removed fromthe premise, and law enforcement officialswill be called as warranted. No ticketrefunds will be granted in such cases.

E. Responsibility for theft or otherlosses: The IHSA will not be responsible forloss or theft of any personal property duringthe course of a contest. The Association’sregular policy shall apply to loss or damageto school property.

X. RATINGS AND AWARDS

A. Ratings: Ensembles and solos in the respectivemusic events shall be rated in five divisionsas follows:

B. Solo and Ensemble Awards: Medals shall be awarded to soloists andmembers of ensembles (including studentdirectors) receiving a Division I Rating inSweepstakes and Non-sweepstakes events.Comments only events are not eligible formedals. These awards may be orderedthrough A & M Products by each schoolfollowing the contest. They can be reached at815-875-2667. The IHSA also providessecond place medals for purchase through A& M Products. The deadline for orderingmedals is June 15, 2017. There will be nocharge for orders for Division I medals.Division II medals are $1.70 each andpayment must accompany Division II ordersbefore the order will be processed. The orderforms can be found in this rules book. Medals shall also be available forpurchase by students acting as accompanistsfor ensembles or instrumental choirs winninga Division I rating. Such medals may bepurchased through A & M Products by thecompeting school of the student entitled tothe award. The cost of medals is $1.70 each.When ordering, please state “AccompanistMedals” and enclose payment. No medalsare awarded for “comments only” entries.

C. Sweepstakes Award: 1. Winner, runner-up and thirdplace sweepstakes awards will be distributedto the three (3) schools in each classthroughout the state which earn the greatestnumber of points in solo, ensemble andorganization competition. Points will beassigned by each local manager for solo andensemble performance ratings according tothe following scale: PointsEvents Division I Division IIEnsembles 6 3Solos 6 3 No sweepstakes points are earned with“non-sweepstakes” or “comments only”entries. 2. After the conclusion of thecontests, managers will report the point totals

of all schools to the IHSA Office. The pointswill then be tallied according toclassifications and team awards will bepresented to the three schools in each classthat received the highest scores. The awardswill be shipped directly from themanufacturer to the schools. In case of ties,duplicate awards will be presented.

3. After the conclusion of the Soloand Ensemble contests, managers will reportthe point totals of all schools to the IHSAoffice. The points will then be talliedaccording to categories (band, choir,orchestra, etc.) and classifications. Teamawards will be presented to the top three (3)schools in each category that received thehighest scores. The awards will be availablefor purchase by each qualifying school andshipped directly from the manufacturer to theschools. In case of ties, duplicate awards willbe presented.

D. Best of the Day Award: Each judge will have the opportunity toselect that event from their room, which theyhave determined to be the “best performance”of the day. This can be a soloist or anensemble, but it is meant to represent only thevery best performance. NO SWEEPSTAKESPOINTS WILL BE ADDED FOR THISDESIGNATION. The IHSA Office willproduce Certificates, which should be signedby the Judge and the Contest Manager andsent home with the students. Judges will beinstructed by the Contest Manager of thisaward and should carefully consider itspresentation. Each judge should present thisAward to the Contest Manager at theconclusion of the day.

XI. JUDGING

A. Selection of Judges: The local manager of each contest shallbe responsible for the selection of suitablequalified judges. In selecting such judges,however, the local manager shall secure theadvice and recommendations of his/herContest Committee. Judges shall be musiceducators experienced in the area(s) they areassigned to judge. Undergraduate studentsshall not be used as judges. It isrecommended that local managers select

judges for their contests from the list preparedand distributed by the IHSA Office. Judgesshould be selected from as near the contestcenter as possible. Every attempt should bemade to not use judges in the same events inany given contest in successive years. Alljudges shall be required to complete onlineregistration and certification prior to theadjudicating of contest(s).

B. Duties of Judges: All events shall be rated on the officialadjudication blanks furnished by the StateAssociation. Instructions to adjudicators,which are designed to express in a generalway the attitude of the Board of Directors andits music advisors toward the adjudication ofIHSA Music Contests, can be found on page1 of this Rules Book. Judges are required tofollow these instructions. Judges shall base their adjudication uponthe actual achievement of competitors asgiven in the instructions to adjudicators ratherthan upon any alleged desire to encourage tobetter effort or to express sympathy for anhonorable attempt. Contest adjudicators are not to considertheir personal likes, dislikes or preferences ofmusic literature in their evaluation of contestperformances.

C. Restrictions on Division I Ratings: Judges shall award Division I ratings toonly those competitors manifesting the veryhighest level of achievement. Indiscriminateawarding of Division I ratings must beavoided.

D. Number of Judges: Performance in solo and ensembleevents shall be rated by one judge.

E. Judges’ Fees: Judges for the Solo/Ensemble contestshall be compensated at a rate of $30 per hourplus IHSA mileage. Any judge who drivesmore than 70 miles round trip to the site of aState Final Music Contest shall be reimburseda travel allowance of $.30 per mile in excessof 70 miles round trip. Reimbursement shallbe directly from the IHSA office, upon thejudges’ submission of a travel report form tobe provided by the IHSA through the contestmanagers.

In accordance with Section 1.450 of theIHSA Constitution, the Board of Directorshas approved the Terms and Conditionsgoverning the 2016-2017 IHSA MusicOrganization Tournament Series.

I. SCHOOL CLASSIFICATION

A. Classes: Member schools shall be classified forparticipation in the contests upon the basis ofthe actual high school student enrollmentfigures reported to the State Board ofEducation on the Fall Housing Report onSeptember 30 of the preceding school year asfollows: Class AA 1330.01 and over Class A 631.01 to 1330.00 Class B 334.01.01 to 631.00 Class C 188.01 to 334.00 Class D up to 188.00

B. For classification purposes, the totalstudent enrollments for one-year highschools, two-year high schools and three-yearhigh schools shall be calculated as follows: 1. For one-year high schools, thetotal student enrollment figure reported shallbe quadrupled. 2. For two-year high schools, thetotal student enrollment figure reported shallbe doubled. 3. For three-year high schools,one-third of the total student enrollmentfigure shall be added to the total studentenrollment figure reported. C. A multiplier of 1.65 will be added toall non-boundaried schools.

D. Participation: All entries representing member schoolsshall participate in the contest only in theirrespective school’s classification, except theschool may participate in a higher (not lower)classification with the permission of theExecutive Director of the IHSA. The requestto participate in a higher classification isavailable online at IHSA.org and is due backto the IHSA office by Sept. 1.

II. DATE AND SITES

A. Date: State Organization Contestswill be held on the Friday and Saturday ofWeek 41 of the Standardized Calendar.Adjustments will be made for Easter. Thecontest will be held on April 21-22, 2017.Individual sites can make adjustments due tospring break conflicts.

B. Sites: Contest sites will be postedon the IHSA website. Organization hosts areexpected to offer their services on Friday andSaturday. It is a requirement for a MusicOrganization manager to use the onlineMusicwire program to manage their site.

III. ON-LINE ENTRIES, LATEENTRIES, WITHDRAWALPROCEDURES, ELIGIBILITY,AND ENTRY INFORMATION

The Policy for Original Entry Deadlines,Late Entries, and Late Withdrawals shall bethe policies and procedures regarding entryfor all IHSA-sponsored sport/activitiesincluded in the 2016-2017 Policies andProcedures.

A. On-line Entries All member schools must enter theirschool into the state series competitionthrough the IHSA Schools Center on theIHSA Website at www.ihsa.org. Thedeadline for entry is November 1, 2016. The2016-17 Entry Policies and Proceduresoutlining the online entry procedures for allIHSA-sponsored tournaments can be foundin the Schools Center on the IHSA website.

B. Late Entries Any attempt to enter a sport or activityon-line after the established deadlines will bedenied. Schools that wish to enter after thedeadline will be considered late. To beconsidered for late entry, thePrincipal/Official Representative mustcontact the IHSA administrative officer incharge of that sport or activity. The penaltyfor late entry shall be a payment of $100.00for that sport/activity by the school.

C. Breach of Contract By-law 6.041(Withdrawal Procedure) To withdraw without penalty, thePrincipal must notify the IHSA Office, inwriting, of the school’s withdrawal, on orbefore February 1, 2017. If a school withdraws after February 1,2017 but prior to payment of event fees to thecontest manager, it will incur a $100 penalty. Failure to send any entry informationand/or fees to the contest manager and/ornon-participation on contest day after theschool submits the entry to the IHSA (anddoes not withdraw through the officialprocedures) is viewed the same aswithdrawal from Organization contest andpenalized as above. Withdrawal after payment of event feesto the contest manager will result inforfeiture of all fees paid.

D. Eligibility 1. School Eligibility All member schools in goodstanding may enter soloists and/or ensemblesin Music Organization under the provisionsof IHSA By-law 4.071. The principal is theofficial representative of his/her school in allinterscholastic activities, and theresponsibility for seeing that all studentsfrom his/her school entered in MusicContests are eligible under the rules shall restwith the principal. All correspondence withthe IHSA Office must be conducted throughthe principal. Entry into the contests may bedenied to any school which, since last year’scontests, has participated in an unsanctionedinterscholastic music activity. 2. High School StudentsEligible: To represent a school in thestatewide Music Contests, students mustconform to the Activities By-laws of theAssociation found in the Official Handbookand on page 2 of this Rules Book. Studentsshall be entered based on enrollment in amusic course and/or the recommendation ofthe music director. NOTE: Be sure to apply theprovisions of By-law 4.022, relative toacademic standing. 3. Grade and Junior HighSchool Students Eligible: Any student of a grade school or ajunior high school in the State of Illinois shallbe eligible to participate with theinstrumental and vocal organizationsrepresenting a Class B, C or D memberschool or in the string section of the orchestrafrom a school in any class if he/she is aregular member of the orchestra, provided,however, that the principal of the competingmember school shall be responsible for thegood conduct of such grade and junior highschool students during a contest, andprovided further, that the principal of saidmember school shall certify that, at the timeof registration for said participation, saidstudent: a. Is a bona fide student of agrade school or a junior high school locatedin the district of the member school. b. Has a passing grade in atleast three fourths (3/4) of his/her academicsubjects. NOTE: No grade school orjunior high school student may compete as asoloist. Instrumental and vocal ensemblescomposed in part of grade or junior highschool students may compete, if thesestudents are members of their respective highschool organizations.

4. Non-Student Participants: Non-students may only be used asaccompanists. (See Art. VIII-J-2).

E. Entry Information (List ofParticipants): 1. Online Entry System (List ofParticipants) Schools are required to complete theMusic Organization List of Participantson-line (This is in place of downloading theMusic program). Go to www.ihsa.org –Click on “Schools & Officials Center login”– Enter your “User ID” (5 digits, a letterfollowed by 4 numbers) and the passwordissued to you by your school. All of thisinformation was emailed to you by yourschool. Coaches must have a valid email onfile in the School’s Center to be issued apassword. PASSWORDS ARE NOWASSIGNED TO EVERY COACH. Click on“Music Organization” List of Participants(This will then take you to the MusicWireprogram) – Type in requested informationand save your page(s) as you proceed. Thedeadline for entering the “List ofParticipants: for Music Organization isMarch 10, 2017. After completing the “List ofParticipants” online, print out a copy of thecompleted entry form for your records. It isno longer necessary to e-mail yourinformation to your site manager. Theinformation will be placed in a database andsent to the manager. Your event fees shouldbe made payable to the host school andmailed to the manager of the contest towhich the school has been assigned nolater than March 10, 2017. If youexperience any problems, please call theIHSA Office at 309-663-6377 and ask forCarol Carr. 2. Limitations on Entries A student may participate in nomore than one (1) organization in an event onthe same instrument, regardless of schoolclassification. 3. Changes in EntriesChanges in entries may only be accepted atthe discretion of the contest manager. 4. Violations and Penalties (SeeArt. VIII-L).

IV. HOST FINANCIALARRANGEMENTS

A. Contest Event Fees: Contest fees for the OrganizationContest shall be $75.00 each for the firstband, choir, and orchestral group. Additionalgroups (i.e. second band or choir) will be$50.00. For example, Morton High Schoolenters two concert bands, one jazz band, onemixed choir, one treble choir, and a stringorchestra. The fees would be $225.00 for the“first” groups and $150.00 for the threeadditional groups. Contest Event Fees shall

be made payable to the host school andmailed to the manager of the contest towhich the school has been assigned nolater than March 10, 2017.

B. Penalty Fees: Contest Event Fees shall be madepayable to the host school and mailed tothe manager of the contest to which theschool has been assigned no later thanMarch 10, 2017. Information that is notcomplete may not be accepted (discretionof the manager). Following the March11th deadline, changes in entries may bemade only in accordance with Article III-E-3. 1. Late Entry $100.00 2. Withdrawals $100.00 a. The penalty fees for latecontest entries shall be paid directly to thehost school and mailed to the host schoolmanager. Any individual organizationalgroup withdrawal(s) after the event feeshave been paid to the contest manager(March 10, 2017) will result in forfeiture ofall fees paid. b. To withdraw allorganizational groups without penalty, theprincipal (official IHSA schoolrepresentative) must notify the IHSA office,in writing, on or before February 1, 2017. c. To withdraw organizationalgroups from contest after February 1, 2017and prior to payment of event fees to thecontest manager’s school, the principal(official IHSA school representative) mustnotify the IHSA office in writing and thewithdrawing school will be assessed the$100.00 late withdrawal fee. d. Failure to send any entryinformation to the contest manager and ornon-participation on contest day after theschool submits the original entry to IHSA(and does not withdraw through officialprocedures) is viewed the same aswithdrawal from the Organization contestand shall be penalized as described above.The school will be responsible for all penaltyfees due to breach of contract. (Latewithdrawal fee off $100.00 and all originalevent entry fees per organizational groupentered of $75.00/$50.00) e. Any school not paying feesshould be reported to the IHSA.

C. Judges’ Fees: Judges for the Organization contest shallbe compensated at a rate of $30 per hour plusIHSA mileage. Any judge who drives morethan 70 miles round trip to the site of a StateFinal Music Contest shall be reimbursed atravel allowance of $.30 per mile in excess of70 miles round trip. Reimbursement shall bedirectly from the IHSA office, upon thejudges’ submission of a travel report form tobe provided by the IHSA through the contestmanagers.

V. TOURNAMENTASSIGNMENTS

Assignments for Music Organizationcan be found on-line at www.ihsa.org inNovember. Assignments will be made on thebasis of location and equality in the numberof entries.

VI. TOURNAMENT STRUCTUREAND TIME SCHEDULES

A. Responsibility of the LocalManager: 1. The principal is the localmanager: In all cases in which a memberschool is selected as a contest site, theprincipal of the high school shallautomatically assume entire responsibility forthe details of the contest under the generaldirections of the Board of Directors and theExecutive Director of the Association. Theprincipal may delegate the authority tomanage the contest to another staff member.In case the site is not located at a memberschool, then the IHSA Board of Directorsshall appoint a local manager with likeresponsibilities. 2. Contest Committee: Themanager of each contest shall appoint aContest Committee. The Committee shall becomposed of not less than three directors ofmusic activities located within the nearbyarea of the contest center and should includeat least one director of each of the three maincontest activities, namely, band, orchestraand chorus. Names of the Committeemembers shall be made known to thedirectors of participating schools at eachcontest prior to the date of the contest. TheContest Committee: a. Is required to assist thecontest manager in the selection ofadjudicators for the contest; b. Shall advise the contestmanager in resolving any question of rulesinterpretation or any other problem on theday of the contest; c. Shall assist the contestmanager in any other way he/she determines. 3. Unusual situations: The localmanager shall have authority to take properaction in the case of any unusual situationsarising during the contests. However, no partof these Terms and Conditions may be setaside. In all cases involving an interpretationnot specifically covered by the rules, thecontest manager shall consult with theContest Committee before the announcementof results or the presentation of awards. 4. Programs: The local managershall, with the advice of the ContestCommittee, arrange, prepare and duplicate aprogram and time schedule for his/hercontest. Insofar as is possible, the managerwill maintain this schedule. However, ifbecause of cancellations, conflicts, or for

other reasons the program runs ahead ofitself, he/she may permit or request availablecontestants or groups to appear in advance oftheir program time. He/she shall not requirethem to appear earlier. 5. Manager’s Information: TheIHSA Office will post any pertinentinstructions and management information onthe Music menu page at www.ihsa.org. 6. Directors Meetings: The localmanager shall schedule a time for a meetingof directors from participating schools. Atthis meeting, a recorder shall be appointed toprepare a record of the comments andrecommendations for improvement in thecontest program for submission to the IHSAoffice by the manager following the contest.A questionnaire or other method of collectingdirector’s comments may be implemented asan alternative to the meeting. B. Responsibility of IndividualSchool. The principal is the officialrepresentative of his/her school in allinterscholastic activities and theresponsibility for seeing that all studentsfrom his/her school entered in the MusicContests are eligible under the rules shall restwith him/her. All correspondence with theIHSA Office should be conducted throughthe principal. In each contest in which his/her schoolis represented, the principal shall havepresent an adult, preferably a member of thefaculty, who shall supervise and beresponsible for the conduct of the participantsand other persons from the school. Failure tocomply with this provision shall result indisqualification of its contestants.

VII. ADVANCEMENT OFWINNERS

There is no advancement of winners inthe Music Organization Contest. Ratings: Organizations in the respective events,including Show Choir, Jazz Choir, Jazz Bandand Jazz Combos shall be rated in five (5)divisions as follows: Division I Division II Division III Division IV Division V Judges may elect to use tenths of pointsin their ratings. Scores will not be rounded.

VIII. MUSIC ORGANIZATIONCONTEST RULES

A. Number of Participants: A member school may enter two (2)organizations in each of the following events:Band, Orchestra, Mixed Chorus, BassChorus, Treble Chorus, Show Choir, JazzChoir, Jazz Band and Jazz Combo in theOrganization contest.

No individual student may participate inmore than one (1) organization in aninstrumental event on the same instrument.Students may perform in any vocal event ofwhich they are actively enrolled.Organizations shall be limited to thefollowing enrollment of participants: 1. Band: No minimum ormaximum. 2. Orchestra: No minimum ormaximum. 3. Choruses: 10 minimum; nomaximum. 4. Show Choir: 10 minimum; 32maximum. 5. Jazz Band: 12 minimum; 25maximum. 6. Jazz Choir: 10 minimum; 32maximum. 7. Jazz combo: 3 minimum; 11maximum. NOTE: The number of studentspresent and performing in a group at thecontest site shall be the number used todetermine compliance with these limitations.Groups that fall below the minimum or abovethe maximum numbers may still perform andreceive comments only. They may not beeligible for sweepstakes points.

B. Program: 1. Band: Each band shall performat least twelve (12) minutes and no more thantwenty (20) minutes of music. The order ofthe selections in the concert portion is left tothe director’s discretion. See section E formore specific information related toperformance time limitations. a. Scores are required. 2. Orchestra: Each orchestra shallperform at least twelve (12) minutes and nomore than twenty (20 minutes of music. Theselection(s) in the concert portion will be leftto the director’s discretion. Piano is notpermitted as an instrument in the orchestraunless it is an integral part of the compositionplayed. a. Scores are required. 3. Chorus: Each chorus shallperform at least two (2) selections with aminimum time of seven (7) minutes and amaximum time of twelve (12) minutes. Nodirector or accompanist may sing with thechorus in the concert portion of theperformance. All selections must be sungfrom memory. All Class B, C, or D choruses(bass, treble and mixed), regardless ofclassification, must perform at least three-part music. All Class A or AA treble or basschoruses must perform at least three-partmusic, while Class A or AA mixed chorusesmust perform at least four-part music. a. Scores are required.

4. Show Choirs/Jazz Choirs:Special rules governing this event are: a. Accompaniment may beprovided by as many instrumentalists asindicated by the score. b. It is recommended that two(2) selections of varying styles be performedwith a minimum performance time of seven(7) minutes and a maximum performancetime of twelve (12) minutes. Jazz Choirsmust include one “swing-style” (unequaldivision of the beat) selection in theirprogram. c. Show Choirs/Jazz Choirsmay perform any number of parts in theirselections. d. Jazz/Show choir may beconducted by their directors. e. Risers, a microphone forsolos, a 4 plug AC box, and a piano shall beprovided by the host school. All otherequipment must be provided by theperforming group. f. A total of fifteen (15)minutes will be allotted each group forassembly, set-up, tuning and performance. g. Show Choirs will be judgedprimarily on musical performance.Choreography and showmanship will also becategories for evaluation. All Show Choirswill be evaluated by the scale, which includeschoreography. Any Show Choir, which doesnot use choreography, shall receive zero (0)points in the choreography category on thejudge’s ballot. h. Jazz Choirs will not beevaluated on choreography. Judges are touse the rating scale without choreographyon the adjudication form. Jazz Choirs willbe judges primarily on the musicalperformance of the group. Improvisationor Creativity/Musicianship of soloists willalso be a category for evaluation. i. Groups may wear specialcostumes. j. The points earned toward asweepstakes award (Art. X-C) shall be thesame as for any Organization event. k. Scores are required forJazz Bands, Jazz Combos, Jazz Choirsand Show Choirs. Original scores arerequired for all of these groups. 5. Jazz Bands/Jazz Combos: JazzBands shall be composed of a group of notless than twelve (12) nor more than twenty-five (25) performers. Jazz Combos shall becomposed of a group of not less then three(3) nor more than eleven (11) performers.Other special rules governing this event are: a. The following will beprovided on stage by the host school: Risers,chairs and stands; an acoustic piano; a 4-plugAC box; a bass amplifier; three (3) stagemicrophones. All other equipment must beprovided by the performing group.

b. Jazz Bands and JazzCombos may include any instruments in theirperforming group. c. A total of thirty (30)minutes will be allotted in the contestprogram for each Jazz Band/Jazz Combo.Assemble, set-up, tuning, performance andtake-down must occur within this total timelimit. Performance time shall be limited totwenty (20) minutes of this total time limit. d. One “swing-style” (unequaldivision of the beat) number must be includedin each Jazz Band’s performance. JazzCombos must include at least one “swing-style” selection in their program. It isrecommended that two (2) selections ofvarying styles be performed. There is noother limitation or requirement in respect tothe selections to be performed. e. Jazz Bands and JazzCombos will be judged primarily on themusical performance of the group.Improvisation, or Creativity/Musicianship ofsoloists, will also be a category forevaluation. f. Scores are required forJazz Bands, Jazz Combos, Jazz Choirs andShow Choirs. Original scores are requiredfor all of these groups. g. Groups may wear specialcostumes. 6. All numbers performed by anyparticipating organization will be judged.

C. Repetition: Music shall not be repeated that wasperformed in the last three (3) years.

D. Sight Reading: Sight reading has been removed fromthe IHSA Music Organization Contest.

E. Performing Time: 1. Each organization will beallowed a one (1) minute “warm-up” or “run-through” prior to the beginning of their firstselection. 2. Band and Orchestra:Organizations shall consume at least twelve(12) minutes and no more than twenty (20)minutes from the first note of their firstselection to the last note of their last selectionwith the time clock running continuously. 3. Vocal: Choruses shall consumeat least seven (7) minutes and no more thanten (10) minutes from the first note of theirfirst selection to the last note of their lastselection with the time clock runningcontinuously. 4. Show Choirs/Jazz Choirs shallconsume no more than fifteen (15) minutestotal for assembly, set-up, performance andexit. 5. Jazz Bands and Jazz Combosshall consume no more than thirty (30)

minutes total for assembly, set-up, and atwenty (20) minute performance time andexit. 6. Directors should proceedpromptly from one selection to the nextwithout waiting for a signal from theadjudicators. 7. Local managers must providetimekeepers for each performance.

F. Instrumentation: Band and Orchestra: No specific ratingwill be given by the judges forinstrumentation. However, any widedeviation from standard instrumentation willaffect the general rating to whatever extent itaffects the balance and general effect of theperformance.

G. Scores: Directors shall supply to each judge oneconductor’s score of the organization’sselections with measures numbered. Publicdomain is allowed provided the director liststhe exact internet address for their score. Acopy of the score is required and should bemade available to the contest manager andjudges. Photocopies of copyrighted musicmay be provided to judges only in an“emergency”. “Emergency” shall be definedas cases in which: a) music is out of print with nonew score available; or b) purchased music copies arebackordered. Written evidence, in the form of a schoolpurchase order and/or a written statementfrom the supplier, shall be required todocument the “emergency”. The penalty forviolation shall be reduction of rating by one(1) step. To determine the rating for eachperformance, contest judges shall utilize theadjudication forms distributed by the IHSAOffice to contest managers. Judges aredefinitely instructed not to permitperformance to begin until they have beensupplied with such scores. However, iforiginal or unnumbered scores are notavailable, the organization may perform withthe understanding that its rating willautomatically be lowered by one step.

H. Determination of Ratings: 1. Organizations, Bands,Orchestras, Choruses: To determine the final rating foreach organization, the contest manager shalltotal the three individual judge ratings andcompare the total to the following scale todetermine the rating:TOTAL OF: 3-4 = I 8-11 = III 5-7 = II 12-Over = IV

2. Show Choirs, Jazz Choirs, JazzBands and Jazz Combos: To determine the rating for eachShow. Choir, Jazz Choir, Jazz Band andJazz Combo performance, contest judges totalthe individual judge ratings and compare thetotal to the following scale to determine therating.TOTAL OF: 3-4 = I 8-11 = III 5-7 = II 12-Over = IV

I. Selections 1. Suitability of Selections: There will be no required numbersfor bands, orchestras and choruses, or forShow Choirs/Jazz Choirs. The choice of appropriate selections,suited to the performers’ capabilities and inkeeping with the classification of the schoolsthey represent, is always an important factorin the awarding of ratings. In this context,music may be performed in a key other thanthat in which it is written, provided it issuitable to the contestant(s). Selections withvulgar and/or inappropriate language [email protected] be disqualified fromthe Music Contest. If orchestras represent 25 percent ormore of the performing ensembles, then oneof the members of the instrumental musicjudging panel should have an orchestralbackground. 2. The IHSA assumes noresponsibility for the payment of anyroyalties or other fees in connection with theperformance of any music.

J. ACCOMPANIMENT 1. Requirements: Organizations need not beaccompanied unless the accompaniment isrequired by the score. If a performance isaccompanied, accompaniment must be bypiano, harp or any other instrumentdesignated for accompaniment in the score.Recorded accompaniment may not be used.For Show Choirs, Jazz Choirsaccompaniment may be provided by zero toseven (0-7) instrumentalists. Allinstrumentalists must be eligible students,except an adult may play the piano as theaccompanist. 2. Accompanists: It is strongly recommended thatstudents be used as accompanists in all eventsfor which accompaniment is provided.However, non-students, including directors,may serve as accompanists if necessary. 3. Conflicts: Contest managers are not required toresolve conflicts created by organizationsusing the same accompanist.

K. Limitations A student may participate in no morethan one (1) performing group in each eventin the Organization contest, regardless ofschool classification, provided that they areplaying a different instrument in each group.

L. Violations and Penalties 1. For violations of the followingrules and regulations, the penalty shall be thelowering of the rating by one (1) step: a. Failure to submit requiredscore to adjudicators (Art. VIII-G). b. Failure of an organization topresent the required number of minutes (Art.VIII-B). c. Entries exceeding the timelimit up to one (1) minute (See Art. VIII-E). d. Failure to supply all judgeswith a score for each selection with themeasures numbered. e. Use of music in a vocalorganization performance. f. Failure to perform withaccompaniment in the event accompanimentis required by the score. g. Failure to perform therequired number of parts in a vocalorganization performance. (Art. VIII-B-3). h. Failure to adhere to theposted time schedule in a reasonable manner. 2. For violation of the followingrules and regulations, the penalty shall bedisqualification: a. Violation of rules ofeligibility (Art. III-D): Discovery of theparticipation of an ineligible student with anensemble or organization shall result in thedisqualification of the group with whichhe/she participated. Any additional penaltyupon the school for violation of eligibilityprovisions shall be determined by the IHSABoard of Directors. b. Violation of the ruleslimiting the number of events in which astudent may participate (Art. III-E-2): If astudent participates in too many events, theschool shall be disqualified in those events inwhich the student involved was not officiallyentered. If, however, the student was actuallyentered in an excess number of events andthis was not discovered by the local managerprior to the contest, the school shall bedisqualified in the last programmed event orevents in which he/she illegally participated. c. Violation of rules governingrepetition of selections (Art. VIII-C). d. Violation of maximum orminimum personnel rules. (Art. VIII-A). e. Entries exceeding the timelimit by one (1) minute or more (See Art.VIII-E). 3. Violations frequently can andshould be prevented by the local contestmanager. Entries made in violation of any

rule should be refused by the manager.However, if an illegal entry is not discoveredand acted upon by the manager and is thendiscovered by the adjudicator before orduring the performance, the student or groupshall be penalized as provided in A and Babove. 4. If a violation which involvesdisqualification is discovered and reportedafter the close of contest, any awards won asthe result of ratings in the disqualified eventsshall be surrendered to the IHSA.

IX. TOURNAMENT POLICIES

A. Damage to Property orEquipment: If contestants or people from any schoolentered in a state series are found guilty ofcarelessness or maliciously breaking,damaging or destroying property orequipment belonging to the host school, suchschool shall be held responsible for costsincurred in replacing or repairing suchproperty or equipment.

B. Tobacco/Liquid NicotineProducts: The use of tobacco or liquid nicotineproducts in any competition area, eitherduring a practice or while a contest is inprogress, or affiliated property of any IHSAstate series contest by any coach, player, anyother person connected with a team, or fanshall be prohibited. State series hosts arerequired to make all state series contest sitesand any affiliated property, including parkinglots, fan accommodation areas, and otherschool or event venue property,tobacco/liquid nicotine free zones on the dateor dates of any IHSA event being held at thesite.

C. Use of Inhalers: A student with asthma may possess anduse his/her medication during an IHSAcompetition, while under the supervision ofschool personnel, provided the school meetsthe outlined procedures of self administrationin the Illinois school code.

D. Alcoholic Beverages and IHSAState Series Events: 1. The possession, distribution,sale and or consumption of alcoholicbeverages are prohibited at the site and onany affiliated property of any IHSA stateseries contest. State series hosts are requiredto make all state series contest sites and anyaffiliated property, including parking lots, fanaccommodation areas, and other school orevent venue property, alcohol free zones onthe date or dates of any IHSA event beingheld at the site. Violation of this policy by anevent host will subject the host to a penalty

for violation of IHSA By-law 2.020. Suchpenalty may include but not necessarily belimited to prohibition against subsequentevent hosting assignments. Violation of thispolicy by a non-hosting member school willsubject the school to penalty for violation ofIHSA By-law 2.020. Patrons of any IHSAstate series contest determined to be inviolation of this policy will be removed fromthe premise, and law enforcement officialswill be called as warranted.

E. Responsibility for theft or otherlosses: The IHSA will not be responsible forloss or theft of any personal property duringthe course of a contest.

X. RATINGS AND AWARDS

A. Ratings: Organizations in the respective events,including Show Choir, Jazz Choir, Jazz Bandand Jazz Combos shall be rated in five (5)divisions as follows: Division I Division II Division III Division IV Division V Judges may elect to use tenths of pointsin their ratings. Scores will not be rounded.

B. Contest Awards: 1. Organization award plaquesmay be purchased or a Perpetual Plaque/Barset up for each Division I rating received maybe purchased. The Perpetual Plaque/Bar settakes up less wall space and the costs less.The Standard Large Group Plaque costs$48.75 each. The Standard Bar Plaque is$69.50 and the bars are $11.75 each. Afterthe one time purchase of the Standard BarPlaque only the bars will need to bepurchased each year. The order form can befound in the online entry program or in theRules Book which can be found on the MusicMenu page of the IHSA web site atwww.ihsa.org. and must be sent directly to A& M Products with payment before the ordercan be processed. A & M Products can bereached at 815-875-2667.To more quickly expedite the processing of aplaque order, please observe the following: a. Print or type all informationrequested on the order blank. b. Be sure the principal signsthe order blank. c. C. Sweepstakes Award: 1. Winner, runner-up and thirdplace sweepstakes awards will be distributedto the three (3) schools in each classthroughout the state which earn the greatestnumber of points in solo, ensemble andorganization competition. 2. Sweepstakes Scoring a. Regardless of its total number ofentries in the Organization contest a schoolmay score Sweepstakes points with amaximum of two (2) instrumental and two (2)vocal organizations. b In the event a school enters two(2) organizations in an event, only the highestrated performance is eligible to be countedtoward Sweepstakes points. c. Only one entry from each schoolin Jazz Band or Jazz Combo may be eligiblefor sweepstakes. If an entry from one ofthose events is counted for sweepstakes by aschool, no entries from the other event will beeligible for sweepstakes from that school. d. Only one entry from each schoolin Show Choir or Jazz Choir may be eligiblefor sweepstakes. If an entry from one ofthose events is counted for sweepstakes by aschool, no entries from the other event will beeligible for sweepstakes from that school. e. Any Division I that is countedfor sweepstakes will earn 75 points for theirschool. Any Division II that is counted forsweepstakes will earn 37.5 points for theirschool.

f. Thereby, no school may scoremore than 300 Sweepstakes points (75 x 2instrumental plus 75 x 2 vocal = 300) in theOrganization contest.

3. After the conclusion of thecontests, managers will report the point totalsof all schools to the IHSA Office. The pointswill then be tallied according to theclassifications and awards will be presentedto the three (3) schools in each class thatreceived the highest scores. The awards willbe shipped directly from the manufacturer tothe schools. In case of ties, duplicate awardswill be presented.

XI. JUDGING

A. Selection of Judges: The local manager of each contest shallbe responsible for the selection of suitablejudges. In selecting such judges, however, thelocal manager shall secure the advice andrecommendations of his/her ContestCommittee. Judges shall be music educatorsexperienced in the area(s) they are assigned tojudge. Undergraduate students shall not beused as judges. It is recommended that localmanagers select judges for their contests fromthe list prepared and distributed by the IHSAOffice. Judges should be selected from asnear the contest center as possible. Everyattempt should be made not to use judges inthe same events in any given contest insuccessive years. All judges shall berequired to complete online registrationand certification prior to the adjudicatingof contest(s).

B. Duties of Judges: All events shall be rated on the officialadjudication blanks furnished by the IHSA.Instructions to adjudicators, which aredesigned to express the philosophy or missionof the IHSA Board of Directors and its musicadvisors toward the adjudication of IHSAMusic Contests, can be found on page 1 ofthis Rules Book. Judges are required tofollow all instructions.

Judges shall base their adjudication uponthe actual achievement of competitors asgiven in the instructions to adjudicators ratherthan upon any alleged desire to encourage abetter effort or to express sympathy for anhonorable attempt. Contest adjudicators are not to considertheir personal likes, dislikes or preferences ofmusic literature in their evaluation of contestperformances. In the organization events in which three(3) judges are used, the judges shall notconfer with each other in reaching decisionson the ratings to be awarded.

C. Restrictions on Division I Ratings: Judges shall award Division I ratings toonly those competitors manifesting the veryhighest level of achievement. Indiscriminateawarding of Division I ratings must beavoided.

D. Number of Judges: All organization events, including ShowChoir, Jazz Choir, Jazz Band and JazzCombo, shall be rated by three (3) judges.
