What was the process to formulate the NDC in adaptation?

1. To select the thematic areas,

the following criteria was established:

Address the vulnerability of the sector or ecosystem to climate change. Have basic information. Improve competitiveness, socio-environmental performance and promote social inclusion

Have a responsible entity in charge of its implementation.

1st Proposal

Given the timing for the submission of the BUR, an alternative is proposed to communicate the progress in implementing the contributions in adaptation.

PROPOSALS TO COMMUNICATE THE NATIONAL CONTRIBUTIONS IN ADAPTATION

The Countries Party must present their Biennial Update Report (BUR) to the UNFCCC under Decision 2 / CP.17.

Define a basic structure of what should be contained in the Communication on Adaptation, based on the OECD proposal, making sure to include impact indicators.

2nd Proposal

Section 1: background (impacts, climate resilience and climate vulnerability. Section 2: Adaptation actions and plans. Section 3: Adaptation goals and progress towards

them. Section 4: Needs for support for adaptation. Section 5: Further information, e.g. useful for global stocktake.

Possible structure of an adaptation communication

Propose a "vulnerability indicator " that allows reporting the impact of the actions and efforts regarding mainstreaming adaptation to climate change, going beyond the qualitative report.

3rd Proposal

PROPOSALS TO COMMUNICATE THE NATIONAL CONTRIBUTIONS IN ADAPTATION

Through the design of a monitoring and reporting system on the progress in the thematic areas prioritized in the NDC to measure resilience to climate change, according to the monitoring and evaluation of the National Strategy on Climate Change.

Of 160 NDCs as of January 2016, nearly 80% of them have adaptation components. Nearly half of adaptation NDCs mention monitoring and evaluation systems, but often indicate that theses systems are currently being developed.
