The Nebraska Panhandle economic region borders Wyoming to the west, South Dakota to the north, and Colorado to the south. The region includes 11 Nebraska counties: Banner, Box Butte, Cheyenne, Dawes, Deuel, Garden, Kimball, Morrill, Scottsbluff, Sheridan, and Sioux.

In 2018, the Panhandle economic region had a population of 85,550. This was about 4.5% of Nebraska’s total population (1,904,760) during that year.

A majority of the population in the region came from Scotts Bluff County, which contained 42.9% of the total population, followed by Box Butte at 13.0%. Banner County (0.9%) and Sioux County (1.4%) had the smallest population in the county.

As of 2018, there were eight cities/towns in the Panhandle economic region with populations over 1,000, according to the U.S. Census Bureau. The two largest cities were in Scotts Bluff County: the city of Scottsbluff with 14,695 and Gering with 8,203. The two smallest were Gordon (1,505) in Sheridan County and Bayard (1,100) in Morrill County. The only county with no major cities or towns was Banner County.

Between 2010 and 2018, the total population of the Panhandle region declined by 2.4%, while Nebraska as a whole grew by 5.9%.

Age & SexAs of 2018 data, the majority (59.6%) of residents of the Panhandle economic region were ages 45 or older, while statewide the majority (60.3%) were ages 44 and under. There were considerably more men (55.7%) than women (44.3%) in the Panhandle region, in contrast to the pattern seen throughout Nebraska, where the population was 50.1% female and 49.9% male.

Race & EthnicityThe population breakdown by race and ethnicity in the Panhandle region was similar to Nebraska as a whole, with the greatest share of residents in both areas reporting their race as white alone, followed by Hispanic or Latino (of any race)*, and then black or African American alone.

In order to portray an accurate picture of the region’s demographic makeup, the charts and analysis presented in this article collapse race and ethnicity, grouping together all individuals who identified themselves as Hispanic/Latino, regardless of their reported race. Individuals who indicated that they were not Hispanic/Latino are classified solely by race.

Labor ForceIn 2018, the Panhandle Economic region made up 4.3% of Nebraska's not seasonally adjusted labor force. Since 2014, annual average labor force in the Panhandle region has dropped from 46,683 to 44,049, a decrease of 5.6%. The decline in labor force was due to combined losses in both employment and unemployment. During this same time period, the annual average labor force in Nebraska increased by 1.3%.

Of the 85,550 population in the Panhandle region, the largest percent (20.3%) were high school graduates (including equivalency) and 17.8% had some college, no degree. This was also the case in Nebraska where 17.1% were high school graduates (including equivalency) followed by some college, no degree (15.0%). Only 4.7% in the Panhandle region reported having a graduate or professional degree compared to 6.9% in Nebraska.

Labor Force Participation RateThe labor force participation rate, which represents the number of people in the labor force as percentage of the civilian noninstitutional population, was 51.5 in the Panhandle region compared to 53.7 for the state.

Unemployment RateBetween 2014 and 2018, the annual average unemployment rate in the Panhandle region slipped from 3.1% in 2014 to 3.0 % in 2018, a decrease of 0.1 percentage points. The average unemployment rate in Nebraska was down by 0.4 percentage points during this time period.

Household IncomeThe 2018 median household income in the Panhandle economic region was $49,547, lower than the $61,913 in Nebraska.

Poverty RateTo determine who is in poverty, the Census Bureau releases estimates of weighted average poverty thresholds each year. These thresholds use family’s size, composition (single person household or households with related children under age 18), and total income to determine poverty. In the Panhandle economic region, 12.5% of the total 2018 population were determined to be below the poverty level, which is slightly higher than Nebraska's which had a poverty rate of 11.6%.

IndustriesIn 2018, the three industries with the highest percent of total workforce in the Panhandle economic region were Health Care and Social Assistance (17.7%), Retail Trade (13.6%), and Educational Services (10.9%). In Nebraska, the top three industries were Health Care & Social Assistance (14.8%), Retail Trade (11.0%), and Manufacturing (10.2%).

OccupationsThe most common occupations in the Panhandle economic region were in the office and administrative support occupational group, followed by sales and related occupations, and then food preparation and serving related occupations.

Top H3 OccupationsH3 occupations are high wage, high skill, and high demand occupations. In the Panhandle economic region the top three H3 occupations were Registered Nurses with an average annual wage of $61,650 followed by Heavy and Tractor-Trailer Truck Drivers with a wage of $35,544 and General and Operations Managers with a wage of $79,486. The H3 occupations generally require some sort of training including on-the-job, apprenticeship, internship/residency, or postsecondary education.

Long-Term Industry ProjectionsThe three industries in the Panhandle economic region with the largest projected increase in jobs from 2016-2026 are Information (11.93%), Health Care and Social Assistance (9.13%), and Transportation and Warehousing (8.72%). Six industries are projected to have job decreases: Management of Companies and Enterprises (-42.16%), Wholesale Trade (-7.90%), Mining, Quarrying, and Oil and Gas Extraction (-2.86%), Finance and Insurance (-1.25%), Professional, Scientific and Technical Services (-1.24%), and Retail Trade (-1.15%).

Long-Term Occupational ProjectionsEmployment in the Panhandle economic region is projected to grow by 2.00% or 929 jobs from 2016-2026. The occupation group with the largest employment increase is Computer and Mathematical occupations which is projected to increase by 10.38% followed by Healthcare Practitioners and Technical (9.46%) and Healthcare Support (9.02%) occupations. Three occupations are projected to decrease from 2016-2026: Sales and Related (-5.13%), Office and Administrative Support (-4.54%), and Protective Services (-1.55%).

The Final WordOverall, population in the Panhandle economic region is decreasing and this is reflected in the decline in labor force; however, employment is projected to grow, and the region has strong agricultural activity.

This figure represents the average price consumers paid at the pump for a gallon of regular-grade, unleaded gasoline during the specified timeframe. The main components affecting the retail price of gasoline are crude oil prices; costs and profits associated with refining, distribution, and market-ing; fluctuations in supply and demand; and federal, state, and local taxes.3

The labor force is comprised of all persons age 16 and over in the civilian, noninstitu-tional population who are either employed or unemployed but available for work and actively seeking employment. It excludes people doing unpaid homemaking or volunteer work, retired people, and people who are not employed and not actively seeking work. The labor force participation rate measures the labor force as a percentage of the total civilian, noninstitutional population, age 16 and over.1
