The Department of Public Safety continues to move forward in our mission to provide for the safest community

possible through service to our residents and visitors.

Wednesday, November 1st – Attended the Community Development Staff Meeting.

Thursday, November 2nd - Attended the Lisburn Fire Company meeting.

Friday, November 3rd – Participated in the Fire Engineering webinar titled Fireground Strategies: Command,

Control, and Accountability”.

Saturday, November 4th – Attended the Truck Company Operations practical course segment held at HACC and

conducted on the training grounds. This class was a follow-up to the class conducted in-house last Sunday at

Lower Allen. The practical segment included smoke-house drills, ladder drills, forcible entry skills, and roof

saw/axe ventilation techniques.

Monday, November 6th through Friday, November 10th - Attended the ALERRT (Advanced Law Enforcement

Rapid Response to Training) conference conducted by Texas State University in San Marcus, Texas. Seven

members of the South-Central Task Force from various public safety disciplines attended this course. The Task

Force is spearheaded the integrated response initiative in the region to provide training for all public safety

disciplines in working together during responses to active violent threats. This concept was developed by Texas

State University following research and lessons learned form various indents across the nation like Aurora,

Colorado and San Bernardino, among others. Attendance at this conference was funded by SCTF.

Monday, November 13th – Conducted the Public Safety Captains Command Staff meeting in the morning and

attended the BOC meeting in the evening.

Tuesday, November 14th – Attended the Township Department Head meeting in the morning and then

conducted a transition meeting with Captain Yohn.

Wednesday, November 15th – Attended the Cumberland County Chief meeting in the morning and then a

meeting at the West Shore School District administration offices in the afternoon.

Thursday, November 16th – Attended the new Draeger air pack training in the morning as well as the Public

Safety Coordination meeting. Attended the ESO Software training in the afternoon.

Friday, November 17th – Attended to various administrative items.

Monday, November 20th – Completed several mandatory CALEA reports for the pending onsite assessment.

Worked on the EMS All Hands meeting agenda.

Tuesday, November 21st – Attended the Task Force UAV Working Group meeting in the morning and then

conducted the EMS All Hands meeting in the afternoon.

Wednesday, November 22nd – Attended to various administrative items.

DEPARTMENT HEAD:

Captain Crone, along with Officer David Madrak from Upper Dublin PD, were brought to the PowerDMS

headquarters as “super-users” and in an advisory capacity to suggest improvements to the system. This was an

outstanding opportunity to have the ear of the company to provide input and direction for future improvement

of an already robust product.

Captain Crone, Lieutenant Thomas, and Sergeant Foltz met with ADA Charles Volkert to discuss several issues

regarding current types of cases and the best course of action for our officers in these situations. It was a

productive meeting.

Captain Crone attended the Police Supervisors Meeting, a luncheon at Quality Office Products, a Public Safety

Captains’ meeting, a department head meeting, and a public safety coordination meeting.

Captain Crone presided over the PPAC monthly meeting and was once again nominated to continue as president

of this esteemed organization, along with the rest of the current executive board. He also attended a PLEAC

Commission meeting.

Perhaps the highlight of November was the CALEA onsite assessment. This was the culmination of the three-

year assessment period and the focus of much effort in the last few months. Assessors departed speaking well

of the agency and acknowledging what is already known to be the agency’s greatest strength: the character,

dedication, and professionalism of our employees. The agency is expected to receive re-accreditation at the

next conference in March.

The agency was contracted for additional staff at Capital City Mall and Walmart during the Thanksgiving-evening

and Black Friday shopping events. The events went relatively smoothly, in part due to our annual participation

and institutional experience in handling these holiday activities.

COMMANDER:

November was a much anticipated month for Capt. Crone and I. The CALEA assessors were scheduled to arrive

the last week in November. That meant we had to finish up with the proofs and get the station in order.

Unfortunately, I had scheduled my Thanksgiving week vacation before CALEA scheduled the dates of our

assessment. I assisted Capt. Crone until I left for my week of vacation on 11/17/17. I returned o home on

11/26/17 and the assessors arrived on 11/27/17. Capt. Crone did a great job preparing the agency for the

assessment. He worked hard and put in long hours. That effort paid off and the assessors were impressed by

our agency.

I also had to prepare for the Thanksgiving / Black Friday special details. LATPD was requested by Walmart and

the Capital City Mall to assist with traffic control and extra security details during their big sales events. Sgt.

Foltz and I met with management from both parties and set up the details. We provided services to Walmart on

Thanksgiving evening and to the Capital City Mall on Friday morning.

TRAINING

Ofc. Timothy Cox attended Road Wise training at HACC on 11/14/17 - 11/15/17.

Ofc. Katie Justh attended the 38th Annual PA DUI Association Conference in Seven Springs PA. She once again

received the Top Gun award for her work in DUI enforcement.

Ofc. Mike Scarlato attended High Impact Supervision training on 11/13/17 – 11/17/17

All officers were re-certified with the TASER. This training was done by Ofc. Mike Scarlato at the station.

Officers attended a credit card training class, presented by Agent Roberta Kane of the Unites States Secret

Service. This training was held at LATPD station before and after shift change on 11/16/17 and 11/23/17.

Sgt. Foltz and Ofc. Scarlato organized and presented a traffic stop training class to each of the patrol officers.

This class consisted of scenario based training. This training occurred throughout the month of November.

Ofc. Kimberly Floyd completed Phase 2 of her field training and began Phase 3.

CRIMINAL INVESTIGATIONS FUNCTION:

Arrest Summaries

Detective Coffey: Detective Coffey: Arrested W/M/22, for drug related offenses, (disorderly practices),

in 1000 Block of St. Johns Road

Significant Open Investigations:

Both Detective Coffey and Detective Corporal Sentman have received a plethora of Fraud, Forgery, and

Bad Check cases from the 5000 Block of Ritter Road, as well as the 4900 Block of Ritter Road, estimate

of over 20 cases received thus far this month, various suspects, all deposited bad checks. Majority of

the checks were Non-Sufficient Funds. More were found to be Forged Checks. Investigations open,

Detective Coffey has a Criminal Mischief Case from 4600 Block of Westport Drive, co-worker suspect in

the keying of a car; Sex Offenses 4200 Block Of Gettysburg Road, male subject allegedly dry humped

and then threatened to be raped by another male student; Detective Corporal Sentman investigating a

Terroristic Threats case, note written on bathroom stall wall threatened to “shoot up place”

Both Detective Coffey and Detective Corporal Sentman continue to work several other Child Sex cases,

specifically cases from 1300 Block of Carlisle Road as well as 100 Block of Cambridge Drive

Other Significant Activity:

Detective Corporal Sentman was out for a large portion of this month on vacation. Detective Coffey did

a great job covering all on call status. Detective Coffey enrolled us in a new program of information

sharing specifically geared toward retail establishments and retail theft perps. New system will allow us

to share information on un-known perps as well as receive photos and updates on perps from all over

the country. Detective Corporal Sentman participated in an overtime traffic detail.

CSO PROGRAM

There were four new CSOs that started employment at LATPD on 11/13/17. The new CSOs are Nicole Boldosser,

Jonathan Dudek, Jacob Hutcheson and Griffin Jackson. I provided them with an orientation class on 11/13/17

and then scheduled them for FTO training. Each new CSO has to go through at least 80 hours of field training

until being able to work street shifts and other details.

The Lower Allen Twp. Police Dept. (LATPD) had 1,136 dispatched calls for service from Cumberland County

Communications in November 2017. Of those calls, 93 were UCR related.

During the month of Nov 2017, LATPD made 24 arrests, issued 74 traffic citations, 21 non-traffic citations, 48

traffic warnings and 11 parking tickets.

There were 56 crashes reported to LATPD in Nov 2017. Of those 56 crashes, 13 were reportable crashes and 43

were non-reportable crashes.

PPO Floyd has almost completed her third phase of FTO.

No officers were injured in-the-line of duty this month.

Thursday, November 22nd was Chris Yohn’s last day as EMS Captain with Lower Allen Township EMS as he has accepted employment with the Cumberland County Coroner’s Office. We wish him well in his new career challenges moving forward. With Chris’s resignation from the EMS Captain position, it became an opportune time to complete an overarching analysis of the EMS Department to determine the strategic vision of the organization. On November 21st an EMS ‘All Hands’ meeting was held with all staff detailing the transition vision as well as the duties and responsibilities of the line supervisors with Public Safety Director oversight. A follow-up meeting was planned for the first week of December with the EMA supervisors to discuss their roles in the transitioning organization. A meeting was also planned with the Public Safety Director and Life Team Operations manager Barry Albertson to discuss the ALS contract. These meetings are held periodically so that both management teams can keep positive communications. In the transition assignments will be made of staff for various functions, including training, supply and equipment management, vehicle maintenance coordination with Lower Allen Fleet, scheduling, and other administrative duties. Staff and supervision will be doing a 360-degree review of operational and administrative policy to determine the strengths, weaknesses, challenges and threats to the organization. The goal is to develop a strong cohesive and united EMS that continues to serve the Lower Allen community. Staff and supervisors will also be looking at how to implement the MOU with the Fire Department that placed responsibility for AEDs, fire supplies, and training on LA EMS and providing EMS Personal Protective Equipment under the Fire Company leadership through the LA Relief Association. Integrated training will also be an emphasis of the remainder of 2017 as well as 2018 with combined training between fire and EMS. The integrated response model will also be trained as we move toward a full-scale exercise for Integrated Response in the summer of 2018.

Lower Allen Fire Company took delivery of 46 Dräger Self-Contained Breathing Apparatus (SCBA), 92

Air Cylinders, 5 Rapid Intervention Kits, and associated accessories. All SCBA items were inventoried

and training of Lower Allen Fire Company personnel has begun.

Lower Allen Fire Company conducted four training sessions for the new SCBA, which was composed of

Inspection, Donning, Operation, Doffing, and Reservicing of the SCBA. One evening session of SCBA

training was focused on search and rescue operations in the smoke maze building at the Public Safety

Training Center of HACC.

Lower Allen Fire Company conducted a Truck Operations I class on Sunday 10/29/17 and 11/4/17. 10

members of Lower Allen Fire Company completed the class.

Lower Allen Fire Company’s new Squad is approximately 95% complete with only minor items being

installed at this time. Lower Allen Fire Company personnel with Public Safety Director Dave Holl and

Fire Captain Frank Wirth will be visiting the Pierce Fire Apparatus Plant in Appleton, WI for final

inspection of the new Squad.

Lisburn Community Fire Company after reviewing three quotes from KME, 4-Guys, and Pierce Fire

Apparatus has decided to purchase its new Tanker from KME with a delivery date in 2018.

PSO Josh Zeiders:

PSO Zeiders assisted LAPD and LAEMS by intervening in an attempted suicide by overdose, which

resulted in a life saved by all involved. A phone call received by LAPD from the patient’s mother

thanked the first responders that assisted her son.
