    Adams County seeks investigation of gifts to assessorBy David Olinger The Denver Post

    Adams County commissioners asked state ethics officials Monday to investigate whether the county assessor, GilReyes, violated state laws by accepting sports tickets and lunch invitations from a company appealing to reduce itsproperty taxes.

    The commissioners acted in response to a Denver Post report that Reyes accepted gifts from a vice president of Majestic Realty Co., an industrial warehouse developer that won reductions totaling $23 million on the taxable values of its Adams County buildings.

    In a letter to the Colorado Independent Ethics Commission, the Adams commissioners noted that the state constitutionprohibits local government officials from accepting gifts exceeding $50 in any calendar year.

    "The Board of County Commissioners has no independent knowledge of the circumstances reported in the Post's story,"the letter noted. "However, we are very alarmed by these allegations of Mr. Reyes' violation of state law and the further

    erosion of public trust that will undoubtedly ensue."

    The commissioners included copies of emails between Reyes and Randall Hertel, a vice president of Majestic Realty,detailing ticket offers, lunch dates and requests for property tax relief.

    Majestic Realty, a California-based company, was Reyes' leading campaign contributor, giving him a total of $14,000 inhis 2002 and 2006 campaigns. Reyes, a Democrat, ran unopposed for a third term last year.

    Alison Sherry of the Denver Post is reporting on an environmental wacko protest outside of Congressman Cory Gardner's Greeley and Fort Collins offices yesterday. We take it as a sign that, as wepointed out in March , Gardner is a rising national star.

    The protest was led b y Boulder 350, a group so organized that they haven't updated their we b site in sixmonths. One thing we did find on their we b site is that their lead b enefactor is the City of Boulder . Nowonder no one wants to b e included with Boulder in redistricting.

    They were protesting Gardner's vote taking power away from the unelected b ureaucracy at the Pre b le'sJumping Mouse Society , aka the EPA, to regulate car b on dioxide and putting it b ack in the hands of thepeople's representatives in Congress. The Green Machine was not pleased that their patrons at the EPAwould b e una b le to rule b y regulation and instead the elected representatives in Congress would b eresponsi b le for deciding an issue that would have MASSIVE economic implications.

    My favorite part of the hearing on the GOP anti-tax resolution was when state Sen. Rollie Heath, D-Boulder, the committee

    chairman, implied that businesses considering Colorado in his experience dont care that much about corporate income taxes.

    Sen. Cadman, you know Ive recruited a lot of companies. Ive been all over the world trying to bring business to the state. Ive

    chaired economic development for the Denver Chamber. Ive brought divisions here in my Johns Manville days. They dont ask

    you about taxes. They ask us about your education, they ask you about your infrastructure. You dont get asked taxes til way

    down the line. The truth of the matter is that we have very low corporate income tax here. Our corporate rates are very, very, very

    competetitive. I dont know anybody thats ever not come to this state in my experience, thats relatively limited, but thats sa

    to me, Were not coming to Colorado because of the taxes. And maybe there are some, but certainly not in my experience

    Of course, what would you expect from someone working so hard on a ballot initiative that could raise Colorado income and sales

    taxes $536.1 million in its first year?

    The campaigns Facebook page has over65,000 friends, as is growing by leaps and bounds. The protest has gone viral, and isgetting run on various other sites as well. Good ol grassroots politics.So heres the deal:

    Grab a pad of large sticky notes and aSharpie. Write Hows that Hope & Change working out for you? Every time you fill up your car, put your sticky note on the pump before you drive away. Make sure you placethe note somewhere that doesnt cover the pumps digital readout, or cause the next customer to haveto remove your sticky to operate the pump. Grocery store shelves sound like a great opportunity as

    well.

    Keep it clean! Unlike the vitriolic protests weve seen from the left, this is a great opportunity todisplay a little civility.

    Last nights' underwhelming first Repu b lican Presidential primary de b ate with Tim Pawlenty and

    gang was more a b out who is not going to b e President than who has a shot. In a strangely lateb looming primary season compared to last cycle, the de b ate occurred at an awkward time inthe process. No serious candidate has declared their full campaign yet, and there are plenty of potential candidates who have made no serious moves towards a run.

    From a purely analytical point of view, there was no one on stage, other than Tim Pawlenty,that has a chance at b eing the nominee. They all have their supporting roles to play in thenomination, b ut stand no realistic shot at the b rass ring.

    Below is our analysis of how the participants stacked up.

    Tim Pawlenty: The one interesting moment for TPaw was when he made a clear apology forhis previous support for cap and trade. In what may b ecome one of the wedges b etween himand Romney, Pawlenty apologized for his mistake and said he won't try to " b ob and weave it"in a clear comparison to Romney's refusing to apologize for Romneycare. But when askeda b out Romneycare directly, Pawlenty said he wouldn't criticize it without Romney here todefend himself. Overall, the de b ate was a b it of a wash for Pawlenty without Romney there.

    Repu b licans hoping for an ideologically pure candidate may b e disappointed. Romney'shealthcare faux pas, and Pawlenty's cap-and-trade lapse, are b oth enormous stum b ling b locks

    for their candidacies.

    erman Cain: He is an interesting guy, with a b usiness and talk radio b ackground, b ut withno elected office experience stands virtually no shot at the nomination. Last night he provedthe same, with nothing to make him stand out as a candidate, rather than a personality. He isa strong speaker, b ut will always struggle to raise the money to make him a contender. Hislack of foreign policy experience also shone through, according to the Washington Post's ChrisCilizza :

    He stum b led on foreign policy, saying that when it came to Afghanistan he would rely on theexperts and their advice and their input. In a de b ate with more seasoned candidates the gapsin his experience will b e more apparent.

    R ick Santorum : While there currently is a space for a social conservative to fill, Santorumwon't b e it. In a question a b out a b ook he wrote where he implied radical feminism wasresponsi b le for women working outside the house, he b um b led his response. Socialconservatives are looking for a spokesman, b ut an effective one who has their values and canearn a wide swath of support. Someone like Hucka b ee.

    Anyway, Santorum will neverb

    e the nominee for one reason. Google his name. 'Nuff said. R on Paul: Despite a second li b ertarian candidate on stage in Gary Johnson, Paul proved he'sthe original and only Tea Party/ Lib erty insurgent worth watching in the race so far. He is a trueb eliever and that genuineness can come across well. Take for example his argument for thelegalization of drugs. He earned applause from the crowd for arguing that most peoplewouldn't do heroin if it b ecame legal, and he doesn't need the government to tell him heroin isb ad. The moderator joked he never thought he'd see heroin get applause in South Carolina.But at the end of the day a candidate for legalizing heroin will never b e the nominee.

    Gary Johnson: Why is he running? With Ron Paul in the race, Johnson just feels like filler. Hedidn't do himself any favors b y insulting Sarah Palin when he said he wouldn't "crawl on hishands and knees" like Palin has on her reality show. He also quickly b ecame the drugcandidate, when he went on at length a b out his support for legalization and taxation of marijuana. Pigeonholed already.

    The de b ate was more or less useless, proving what everyone knew at the b eginning of thenight: only Pawlenty has a chance of b ecoming President.     Colorado GOP, Democrats still far apart on redistricting mapBy Lynn Bartels The Denver Post

    Gov. JohnHickenlooper met with legislative leaders Thursday to try to blow up a redistricting logjam, but committee hearingsreinforced how far apart lawmakers are in drawing new congressional boundaries.The Republican-controlled House has introduced one map and the Democratic-controlled Senate another, which werepraised or blistered at separate hearings in the House and the Senate.

    Albert Hornung of Highlands Ranch mentioned all the "C" words lawmakers have used in the redistricting debate:communities of interest, competitive districts, congressional districts, the courts.

    "I've got a lot of 'C' words for you: Cut the crap," he told the House committee.

    Sen. Greg Brophy, R-Wray, stormed out of the Senate hearing after his offer to redraw the Democratic map to unite theEastern Plains was rejected.

    "Sen. Brophy, right now this is the map we're presenting," said Sen. Rollie Heath, D-Boulder. "I'm not willing to doanything with you at this moment. Let's get this map out of this committee."

    The split of the Eastern Plains was also an issue in the House hearing, which Rep. Ed Vigil, D-Fort Garland, defended. Hesaid the northern plains counties are more urban than the southern plains counties, a statement that drew shocked looksfrom the audience and Republican lawmakers.

    The redistricting impasse hasn't totally paralyzed the Capitol, but it clearly is an energy vampire, with constant hearings

    and news conferences, charges and countercharges and closed-door map-drawing sessions.

    The legislature is charged with drawing congressional boundaries every decade after the census to make sure eachdistrict is about equal in population.

    The 2011 session ends Wednesday, and unless an agreement is reached, lawmakers could be called into a specialsession or be headed to court.

    Hickenlooper's office and legislative leaders declined to discuss the governor's meeting with House Speaker FrankMcNulty, R-Highlands Ranch, and Senate President Brandon Shaffer, D-Longmont.

    "The conversations were held in good faith," Hickenlooper spokesman Eric Brown said. "We will not comment on or characterize the meeting."

    The Republican map introduced in the House somewhat follows the current boundaries for Colorado's seven districts, butDemocrats complain it was designed to create safe seats for GOP candidates.

    "Neighborhoods and voting precincts have been subtly shifted . . . to another to protect the perpetual re-election of sittingGOP members by packing additional Republicans into their districts and surgically removing Democrats," testified AlecGarnett, executive director of the Colorado Democratic Party.

    The Senate committee voted 3-2 on a party-line vote to send the map to the floor for debate. Democrats hold a 20-15majority in the Senate.

    The Democrats say their map offers competitive districts, but Republicans charge it is unacceptable because it splits theEastern Plains and makes odd pairings of communities.

    A number of Douglas County residents objected to their county being split, with the largest portion lumped into a districtwith Boulder.

    "I don't dig it," said Don Bammes, 72, of Parker. "We live down in Douglas County with people of like mind, like the folks inthe 'Republic of Boulder.' They stay in the same place because that's where they like to be.

    "Your competitive map, as you call it, is not competitive. It's neutralizing what is a pain in your tush the Republicans."

    The House voted on a party-line vote to send its map to the floor, where Republicans have a 33-32 edge.

    Some witnesses, such as Anita Sherman of Glenwood Springs, didn't like either map. She said she thinks the northwestcounties need to be in one district, an idea floated in an earlier Democratic map.
