On Monday Sept 12 Elijahs Cae

hosted the rst annual benet breakast or Jasper YouthShooting Sports Association. The huge breakast consisted o eggs,

sausage, bacon, biscuits, gravy and hash browns. JYSSA is working

in conjunction with the 4-H Gun and Bow Club to construct a ull

service skeet, trap, rife and archery range in Jasper that will serve

the youth as well as the public.

They served over 120 breakasts including one to Dustin

Ellermann, rom the History Channels popular show TOP SHOT,

who came to help them raise money or the building o the range.

The money raised rom the breakast is going into the bank to work

towards the JYSSA land/property note that is due in December.

Chairman o the Jasper Youth Shooting Sports Association, BR

Byerly said, We cant thank Robbie Lovett and Shawn Dimitryenough or opening their doors or us and donating all o this, we

really rely on support like this.

Ellermann has visited JYSSA to shoot skeet with the 4-H kids and

given them a demonstration rom one o his avorite guns. Executive

Director Michelle Byerly says, Dustin is a great guy and the kids

love getting to shoot against him. He runs a Christian Youth Camp

in Zavalla and plans on working closely with JYSSA in the uture.

JYSSA is a nonprot corporation with an elected board o

directors comprised o parents, licensed instructors, business men

and women and citizens whos main goal is to provide Jasper

youth with a complete complex or all target shooting sports. They are buying 33 acres in Hu Creek to build the range on and

participating in undraisers in an eort to maintain insurance,

pay the land/property note, run utilities, purchase skeet and trap

throwers, and 3D targets or a 3D archery range.

Once they have these things in place, they will open to

the public or memberships, host leagues and hold various

tournaments to oset the costs o running the range in an

eort to keep the acility ree or low cost or the youth to

    utilize and enjoy.

Wow, never in a mi llion years did I think I would make the

Classic. All the time and preparation I have put into this sport

nally paid o. I have had goals all through lie, some o which

seemed very impossible. Making the Classic was one o those goals,

but by no means was that goal alone. Throughout my lie I seemedto set goals that were almost impossible to reach. I never seemed

to want small things. I always wanted to be the best or the top o

my game, whatever it may be. I realized at young age that this was

something that I desired. I wanted to make the Bassmaster Classic,

but not just make it, I want to win it.

    Everyone who shes the Classic should share the same goal;

to win the prestigious tournament. To solidiy a career, and or

to boost one, in my case it would be both. Making it was hard,

winning it is harder. Now, not only am I going to be shing against

mysel, but also the likes o KVD and Ike, just to name a ew. These

are guys that you and I have grown up watching and admiring.I have my opportunity to sh against some o the best. I will not

say all o the best, but denitely a lot o them.

Many people ask me i this has hit me yet. Heck yes it has. I think

I have shed the Classic at least 30 times in my truck so ar, and it

eels like a million times in my dreams. I already have problems

sleeping about it; I cant even imagine what February will bring.

One other thing I would like to bring to attention is the act that

I have so many supporters in the East Texas to South East Texas

area that it is over-whelming. I thank all o you so much or your

support and hope to see you at the Classic in February. I shed

against so many o you or years, competed with and against, andhonestly there are quite a ew guys that I look up to in the area.

Even though some people may not like me I still respect them. Im

still a kid, and I will always be one o the kids around the Rayburn

and Toledo area. I understand that. I just want all o you to know

that I am here to sh, compete, and when its my time, win. Thatsall I want to do. I love the sport o shing and i you love it as

much as I do then I should get along with everyone. I have had the

great honor o representing our area or the Classic and I will not

let us down. I will do my very best to win, and wont be satised

i I dont. I guess Ill just have to keep trying to make it and keep

trying to win it i I dont.

I have not changed. Im no dierent than the kid that shed

3 years ago. Im here to better the sport o shing and to spread the

word to our younger generation. I have the rare opportunity to do it

on the biggest stage o bass shing. Someone reminded me the other

day that everything in my lie happens, and has happened or areason. All the learning trials and all the great times, all or a reason.

The Classic has happened or a reason. Not because Im the best

sherman in the world, but because its what God wanted. He wanted

me there and has continued to push me to sh even i I have tried to

get away rom it. I have tried many times to do other things besides

sh, but yet He always brings me back to it. There has to be a reason

to that, there is no doubt in my mind to that thought. Its crazy how

things tend to workout sometimes, denitely not in our control.

I will not take this opportunity or granted and do everything

in my power to be successul or not only my community, but my

amily, riends, ans, college sherman, but most o all East Texas.Need to bring the Title back to this area. Thank you all or the

support and or always having an ear or me to talk to. Yall are all

great guys at heart because you all share the passion or shing.

I yall get the time, yall all should visit my dad at Tri-Lakes

Tackle in Lukin Texas. I not call and order something sometime!!

It was day 1, third hour weigh in o a two day

Big Bass tournament on Sam Rayburn. He only

had this one day to sh, and it paid o. Rusty

Boone won the Oakley / Kelly Jordan Big Bass

    event to win $10,000!

Oakley has made a name or themselves

globally or their world class, high tech

eyewear. They expanded into clothing and other

accessories. Continuing to cater to anglers, theyoer Big Bass events across the nation. Each

one is endorsed by a renowned Proessional

angler. For the rst time, Oakley came to Sam

Rayburn September 10-11, 2011 at Cassels

Boykin Park . Five places paid each hour,

then the grand prize to the biggest bass o the

    tournament.

The weather was pristine all weekend. Cool

mornings in the 50s warming to the 90s by

days end. A steady calm breeze kept the water

rippling or anglers scampering to every cornero Big Sam trying to catch a money sh.

Big bass tournaments are played much

dierently than stringer events. Instead o

looking or a limit o sh or your weight, you

are looking or just that one big sh. Then you

have to decide when to weigh it. For instance, a

ve pound bass may get 1st place in one hour

and not even be big enough to get a check in

another hour. It is kind o like playing poker.

Youve got to know when to hold them, and

    know when to weigh them.

Although there were many hourly winners,

the grand prize winner Rusty Boone had an

amazing story to tell. As manager o a gol

course in Montgomery , Texas he had very

limited time o. He could only sh one day

o this two day event. In what has become atradition in his amily, he shed with his dad

and his son in this event. We went to an area

with lily pads, and Texas rigged a weightless

senko. The sh bit, and I set the hook. I knew

right away it was a big one. As I was trying to

get it in, it hit a stump. Then the line went limp.

I just knew I had lost her. Thankully, that

wasnt the case. Careully picking the line back

up and putting some tension on it, she was still

on! They rushed in to weigh the sh, winning

a $500 check or the 10-11:00 hour on Day 1.We had to get back home that day. Had a little

trouble with a fat on the way home, and got

in late. Early the next morning he got a call

rom tournament ocials to come back to take

a polygraph test. Ater checking with his very

understanding employer, he locked down the

gol course and hurried back to the weigh in.

His son Daniel and his dad came as well, and

Daniel continued to sh on Day 2.

The grueling wait was on until the scalesnally closed at 3:00 and he was declared the

    $10,000 grand prize winner.

    There were several close contenders

challenging the rst place mark. His son Daniel

Boone won 2nd place with 3.42 lbs the same

hour Rusty weighed in, and 1st place in the

9-10:00 hour on Day 2 with 4.62 lbs

    Complete standings or each hour

o the tournament can be ound at

Wed like to thank everyone who cameout to sh with us this year and well be

looking orward to seeing you again. We pride

ourselves in showing our participants how

much we appreciate them by eeding them and

introducing them to our high-tech tournament

methods, Mark Jones o Oakley Big Bass

Tournaments explained. They eed the anglers

dinner the night beore, then lunch the rst

day o the tournament. At the weigh in site the

Oakley hi-tech trailers are open to the public to

tour the technology o the eyewear, as well as abig screen TV showing clips o their television

show. Once the scales are open, anglers are sent

text messages twice per hour to update them

on what is going on at the site. Thats not all!

Oakley also has a ree app or Smart Phones

and Droids that gives them live inormation on

the weigh in and access to watch their televisionshow online.

Oakley goes across the nation with their

Big Bass events, many endorsed by big name

Proessional Anglers such as Kevin VanDam,

Jamie McMurray, Kelly Jordan and they are

headed to Lake Guntersville, Alabama or the

    Anglers Pay,Anglers Beneft

Paying taxes is unpleasant to most people.

Like most items we purchase, taxes are placed

on shing-related equipment and uel. However,

unlike many other types o taxes not earmarked

or specic purposes, taxes on shing-related

equipment are dedicated to unding the majority

o state agency sportsh management, aquatic

education, and angler access projects. This

concept is commonly reerred to as user pays, user benets, thereby enabling anglers and

boaters as indirect stewards o aquatic resources.

The result is one o the largest and most successul

    conservation programs in the world.

Originally passed by the House and Senate in

1950, the Dingell-Johnson Sport Fish Restoration

Act is a cooperative eort between the ederal

    government, state sheries management agencies,

the sportshing industry, anglers, and boaters.

Having Sport in the Act title is important,

because it excludes commercial sheries romund benets. Excise taxes on shing tackle/

equipment and outboard motors are paid by

businesses and anglers pay taxes on motorboat/

small engine uel. All o these taxes are deposited

into the Sport Fish Restoration and Boating Trust

Fund and allocated through the U.S. Fish and

Wildlie Service to state sheries management

agencies (i.e., Texas Parks and Wildlie

    Department) or sportshery restoration, wetlands

conservation, boat saety, aquatic education, and

    boating access and acility maintenance.

The Act worked well into the 1980s but annual

program unding ($38 million in 1985) was

beginning to all short o needs. The Bass Anglers

Sportsman Society and AmericanFisheries Society led eorts to

    increase unding by extending

    excise taxes to all shing-related

    equipment and boats, motors, and

    trailers. In 1984, the Wallop-

    Breaux Amendment signicantly

    increased program unding and

divided the Trust Fund into Boat

Saety and Sport Fish Restoration accounts.

    Additional amendments in 1990, 1992, 1998, and

2005 provided 1) unding or coastal wetlands andtreatment acilities or boat sewage, 2) enhanced

boater saety programs, and 3) 100% dedication

o uel taxes on motorboats and small engines. In

2011, annual program unding was approximately

$365 million and state agencies had received more

    than $6.5 billion since 1950.

Eligible state agencies receive a minimum o

    1% and a maximum o 5% o total program unds.

Allocations to each state are based on land and

water area and number o licensed anglers. For a

state to receive unding, it must have legislation

prohibiting shing license ees rom being diverted

outside the state shery agency. Total unding

is divided between coastal and inland sheries

based on the ratio o coastal andinland anglers. Currently, a majority

o unding must go to sport sh

    restoration and boating access

    (i.e., ramps, docks, bulkheads, sh

    cleaning stations, restrooms, and

    parking), with the remainder spent

    towards boating saety, coastal

    wetlands, and aquatic education.

Projects are unded up to 75% rom Sport Fish

Restoration unds and 25% non-ederal money

(typically state shing license ees).Fishing is big business in Texas. Over 2.5

million anglers spend over $3 billion annually on

shing-related items. As a result, Texas receives

the annual maximum unding o 5%, and in

2011 total unding was $18,234,739. Typically,

Texas Parks and Wildlie Department spends 61%

o ederal unding on sport shery restoration

    (31% on shery surveys and management;

30% on hatchery construction and operation).

Standardized shery surveys along with research

studies provide inormation to maintain and

    enhance shery resources through harvest

    regulations, stocking, and habitat improvement.

Approximately 15% o unds are directed to

improving boating access acilities at publicwaters. To obtain boat ramp unds, local entities

must apply, provide the land, and 25% o total

costs. Another 14% o unds support eorts to

minimize habitat loss and degradation due to

    human population expansion and development.

The remainder o the ederal money is directed

    towards aquatic education and outreach

    programs.

Just remember, ater purchasing your next

rod and reel, a spool o shing line, a ew secret

shing lures, and a ull tank o boat gas, you arenancially supporting and conserving your shery

resources. Feel ree to contact the local Inland

Fisheries oce with questions regarding this

article or area sheries by phone (409-384-9572)

    or email ([email protected]).

The 2011 Bass N Bucks Sam Rayburn and Summer Series has gone ull circle , wrapping up the

crowning o Champions September 17-18, 2011 at the Umphrey Family Pavilion. Rickey & Dicky

Newberry made a big come back on day two to win the Ranger / Yamaha Grand Prize by just over 3

    ounces!

The weekend started with the annual Championship Banquet honoring the Anglers o the Year or

both the Sam Rayburn Series and the Summer Series. Congratulations to Casey Sobczak & Jonathan

Garrie as well as Jason Wells & Vic Cooper who will receive ree entries into the series they earned AOY

or in 2012. Mike Atchley o Cowboy Catering cooked a ne meal or the ceremony and take-o and

weigh in procedures were gone over with the qualiers. The weather was beautiul, with temps barely hitting 90 degrees. The wind was calm. The bite was

tough or these experienced teams, trying to keep up with sh as they move into other territories as

    the lake continues to drop.

Many swimmers were seen as teams brought in their creel to be tallied at the end o day 1.

Todd Castledine and Brent Broussard led the pack with 18.23 lbs, closely ollowed by Je rrel Pringle

and Keith Keel with 18.03 lbs. Big Bass was tied at 6.68 lbs, brought in by Dicky & Rickey Newberry,

anchoring their 3rd place standing o 17.38 lbs, along with Michael & Lance Lowery also having a

6.68 kicker in their creel. It was nearly a three way split or Big Bass lead on day 1 with Doug & Mason

    McCain having a 6.67 kicker.

Coming into day 2, it was stil l anyones game as the weights were airly tight. A small ront had

moved in, with scattered showers that seemed to help the bite. Every cast counted as the teams shed

or the top prize o a Ranger Z120 powered by Yamaha 225 hp valued at nearly $50,000.

While nearly every team brought in heavier sacks on day 2, it was Philip & James Crelia who were

the rst o the top ve to come in and establish the weight to beat. Adding 19.96 lbs to their overall

weight, their two day total was 36.00 lbs. As more teams put their sacks on the scales, they kept the

lead until Todd Castledine & Brent Broussard, day 1 leaders, came in with the rst sack over 20

pounds seen in this two day event. Their two day total soared past the pack to 38.28 lbs. Anticipation

was still high as the crowd waited to see the rest o the top ve leaders come in. Jerrel Pringle & Keith

Keele, in 2nd place on day 1, ell short bringing in 16 pounds or a 34.09 lb total. Then Dicky & Rickey

Newberry brought in their sack tipping the scales to 21.11 lbs, nudging over the top mark hitting

38.49 lbs to win the Championship!

Its been a tough weekend, Dicky began. They targeted grass beds exclusively using a 10 V&M

worm rigged Texas style both days. The rst day, we had about 14 pounds in the boat at 11:00. Ater

that, Rickey caught our 6.68 kicker that added a ew pounds to our limit. We made one last cull at theend o the day with a our pounder. On the nal day, they went back to that same spot and caught

another 14 pound limit. When the bite played out there, we moved to another grass bed. Thats where

I caught one just over 7 pounds. Continuing to cast to the last minute, at 2:45 their last cull was

made. We caught another our pounder at the end o the day, exchanging it or a two pounder. Both

days it was our end o the day bite that helped push us over the top. And just barely! The Newberrys

won the tournament by 21/100ths o a pound or just over 3 ounces. Out o 10 sh weighed in over the

two day event thats not much! Bass N Bucks awarded them the Ranger Z120 powered by Yamaha 225

hp as the Grand Prize o the Championship, valued at nearly $50,000. This makes Championship #5

or Dicky with Bass N Bucks. His rst win was in 1996, having won on Richland Chambers, Livingston

and Rayburn. In each o the 2011 Bass N Bucks tournaments, Cabelas has awarded the top nishingqualied team a $250 bonus. For the Championship, Cabelas awarded $1,000 that the Newberrys

    added to their win.

Brent Broussard and Todd Castledine had brought in strong sacks both days o the tournament.

Overcoming mechanical problems on day 2, they still brought in over 20 lbs to add to their creel.

When our boat had problems, it orced us to s tay in one spot or nearly 6 hours, Brent recalled.

Using a combination o lures including Strike Pro crank baits, Combat swim jigs and ootball head

jigs, they hit grassy pockets in the mid lake area. We caught a lot o sh, and was able to cull our

times the rst day. On the nal day, they culled ve times but mis sed a cull that cost them. We had

an 8 pounder jump out o the net. That really hurt us. It was in the last 30 minutes o shing that

sack on day two, they rose up in the standings or a 3rd place overall nish with a 36.00 lb two daytotal. The early bite was key or us. We missed a ew big bass the rst day, but managed a 6.68 lb

kicker. We caught sh on several baits including a Texas rig, Zara Spook, rogs and spinnerbaits.

The nal day they stuck to a Texas rigged worm or their catch. We hit drains 3-10 deep that

had a little grass on each side. Again, the early bite was good then there was a long lull until they

started back up again around 1:00. They anchored their limit with a 7.67 lb kicker to win 3rd

place and a $2,000 check. They would like to thank Hometown Tackle in Center, TX and Legend

    Boats or their support.

As you can see by the kickers brought in on day 2 there was a lot o shufing in the standings or

Big Bass as well. Shelby Shaw caught the biggest o them all weighing 8.15 lbs to win $700 or that

single catch. It was around 9am, and we were shing an area that had shallow grass back in a

pocket. I was using a white buzz bait, and it hit about 10 rom the boat. I think I caught it more outo sel deense than anything! he laughed. He and partner Lance Hughes ended up with a 19th place

overall nish or an additional $400.

2nd thru 20th place teams received 100% payback o the side pot money collected.

21st thru 25th place were awarded sponsor products. Ben Matsubu and Bob Waltermeyer received

the nal products with their 26.22 lb two day weight.

We really appreciate all o you coming out and shing with us again this year, announced Dave

Concienne, Tournament Director. You are all very tough teams to beat, and there was no way o

guessing who would come out on top in the Championship. It has been another great season and welook orward to seeing you again in 2012.

The Toledo Bend Series Championship has been postponed due to the extreme low lake level s. We

have the Championship tentatively rescheduled to the rst weekend in January, but i we get some

good rain between now and then, and Toledo comes up a ew eet, well give all o the qualiers a call

    to come sh!

October 2011 has arrived and i wehavent had any rain then well nd SamRayburn more than, Just a little low, butover 12 t low. This is a great time to explorethe lake and see what the water has beenhiding or years. You can walk on landthat man hasnt walked on in years. Seeplaces that sh call home and what coverthey use when the water is up. This doesnthappen very oten so bring you camera, agood map, and take lots o pictures.

The weather will be cooling down andthe rst hints o autumn will be startingto show. I we get some rain the lake shoreand the trees will begin turning beautiulcolors. Dont let this time o year slip by, get

out and do some shing. This is the timeo year that the beauty o Sam Rayburnis magnied by the cool crisp air. Spenda day in the shadow o an eagles nest orwatch one soar overhead. Come sh withmallards, cormorants, coots, pelicans andother migratory birds that call Rayburnhome during the all & winter. It isntsomething you will soon orget. Sharingit with amily and riends makes thememories more special.

The water level on Sam Rayburn has

been low all year and has continued toall as we havent had any rain to speak o.Now, with the water on the low side, evenmore caution needs to be used. I yourenew to the lake its best to hire a guideand let him show you around. They canput you on some sh and put you on a ewpatterns that have been working.

With the water low there are lots ohumps and points that are out o the water.

Even the fats will start to be shallow orbecome completely dry. This is still one othe best times to get to sh creek channelsand humps they will have grass on most othe edges. The sh will start to use them asthey atten up or the winter months. Thesesh will be chasing shad as they move inand thats when things start to get exciting;they will chase topwater baits like crazy. TheStanley Ribbit is great over the pads andgrassy areas and they haul in a lot o bigsh year around. Have some good line onto pull these sh in. A new bait that wevebeen using a lot this year is the Strike ProHunchback lure. Its handled a lot o sharound the pads and grass lines. Its got a

great wobble and a loud rattle to call thesh up out o the grass. I you havent gotsome in your box you need to get some now.The main prey will be shad and perch solook or those colors in your baits. Coveringa lot o water this time o year can be donewith a Stanley spinner bait and a crankbait. The hydrilla has been a little thin this yearbut has still been holding sh on the edgesand points. The ledges and creek channelswill be holding some sh and working themwith the Carolina and Texas rigs will catch a

ew sh. There will be some big sh caughtthru the all and into the spring so shingnever comes to a stop here on Big Sam.Winter here is normally a ew cold days ina week when a ront pushes through. Thenyou get a couple o beautiul days behindthe ront to sh. This is when we are lookingto catch some big sh as they move up.

Whats the Sharelunker Program? Wellits a program that has been in operation

since 1986 and there has been more than450 lunker bass donated. All o this is toimprove the quality o the sh thru superiorgenetics rom the Sharelunker bass thatare donated. Just a ew words about tackle stores

in the area that have new locations. TriLakes Tackle has moved a little arthersouth to 4106 S. Hwy 69. Bass Strike Tacklehas moved to downtown Zavalla on MainStreet in their new building. Both o thesestores would be glad to help you anywaythey can. I know they have supported myshing habit or sometime. I thank you.

Well I hope this helps you out some.Good Luck and God Bless

Hey, olks hope youre out enjoyingthis cooler weather October brings withit. The tournament championships arepretty much over and hunting season isknocking at our door.

Hunting is a good word to use or thebass bite lately. One day they are in theshallows, and you can catch them onrogs, wacky worms or fukes. The nextday they are out in deep water and goingater them with 10 worms rigged Texasor Carolina style will garner you a ewgood ones, or pitch a jig and just bumpit o the bottom.

The crappie have been biting betteron minnows than on jigs. Hit your brushpiles in 12 to 15. They arent staying onthe piles, though. Another good place tohunt or them is creek channel bends.

I you just want to go out and eel agood tug on the end o your line andcatch a variety o sh, head to the riverchannel up by 147 bridge. Tie on ajigging spoon and just jig it straight upand down. Start out by letting it go allthe way to the bottom, then give it one ortwo cranks to get it o the bottom some.Keep varying your depths until you nd

where theyre sitting. Take the kids withyou. Theyll have a ball.

When youre ready to get out on thewater or ready or your next trophy hunt, give us a call!

As I am writing this column, the air outside is awesome with temperatures in the low 60s and the

un is shining and I just got o the lake having yet another very successul shing trip on My Favorite

Fishing Hole.....Toledo Bend. I should be on cloud nine because the all/early winter shing season rom

now through December is going to be outstanding, o the charts and almost unbelievable. So why am I

not my normally optimistic, positive sel on this beautiul day in the early all? As I look down the hill on

my lake house property, I see a lot more dirt/sand and a lot less water as the lake level as o this writing

is 161.12 msl (mean sea level) while ull pool is considered to be 172 msl (10.9 eet low). Having said

this, the lake level in the all is generally 3-5 t below ull pool because we normally get very little rainall

August through October. That is part o the reason or some o the pessimism. There seems to be little

ope that lake levels will be able to rise during the next ew months and more than likely, will continue

to retreat due to lack o rain, evaporation and mandatory release at the spillway to keep the water in the

    river below the dam.

WHO DO WE BLAME? The Sabine River Authority o both Texas and Louisiana has the responsibility o

verseeing/managing the lake. While I have not always agreed with the SRA on some issues and certainly

ave concerns rom what I currently understand about new water use contracts that are being negotiated, I

ont think the SRA is the major blame or the lake being down to todays levels. I am on the lake -6 days aweek and have property near the dam and sh a lot on the extreme southern portions o the lake so I know

when water is being released. Basically, we are in a record setting drought all over this area. They (SRA) did

ggressively draw 2 eet o the lake last all to do dam repairs and that 2 eet would have been a big help

today. However, in normal winters we would have received ample rain to ll the lake back up and all would

be well. We all know that did not happen and experienced one o the driest ever winters, springs, summers

and now all. On top o no rain we also had record heat which elevated the amount o evaporation which

normally occurs. Finally, in early September we received 2.5 inches o rain rom T.S. Lee and it had zero

impact on the level o the lake. Part o that was because the rain only ell on the southern 60% o the lake

plus the land mass around the lake was so dry that it absorbed the rain and we basically had no run-o.

LAKE CONDITIONS:According to reports, we only have approximately 130,000 acres o water now on

the lake compared to 180,000 acres at ull pool at 172. Losing 50,00 acres is a lot o water and is more than

the entire surace o amous Lake Fork that is located about an hour or so east o Dallas. On the shing

side, lower lake levels has actually improved shing and made reading structure easier and concentrated

some o the shing area to mainly creeks, ditches and the river channel. The big negative comes in

navigating the lake and such has taken its toll on anglers boats and motors with numerous mishaps

between boats and underwater obstructions. Until the past ew weeks, the southern 1/ o Toledo has been

in pretty good shape when compared to the northern 1/2 o The Bend. However, as levels ell below 16 t.

the impact was elt by those o us who sh mainly the southern portions as well and now at 161 msl we all

are on high alert and extremely cautious. For those o us who must sh to make a living, nding a place

to saely launch a boat is a huge challenge as over 80% o the ramps on the lake are now closed and more

added to the list each week. I think I can still operate down to 159.5 but we are all in uncharted territory.....

    literally and guratively.

LOW LEVELS AND ECONOMIC IMPACT: It is a no brainer that the great decrease in boat trac to

and rom the lake has impacted the prot level o lake area businesses. A major example is the recent

cancellation o Skeeter Boats Bass Champs 2011 Championship that was scheduled at Toledos newly

remodeled Fin and Feather Resort located in Toledos Housen Bay. Several other events have been moved

because o the added risks o navigating the lake and lack o launching options. There is always a decrease

o boat trac in the all but so ar it is beyond anything I can remember and this is my 35th all season to

be around south Toledo. There are some reasons to be optimistic. The business owners around the lake are

known or their ability to hang in there when things are tough. There are a signicant number o olks who

make the shores o Toledo their home and we all support each other when possible. A prime example on

south Toledo is Flos Cae which is located on highway #255 at the top o the hill in Toledo Village/IndianCreek. I had lunch there today and it was packed with patrons partly because the locals support the owners

but also because the home cooking is outstanding.

TOLEDOS FUTURE FISHING: The shing on the lake in 2011 has been the best in 20 years and

there is no reason to think it will slow down. The very eective stocking o Florida bass by both TX and LA

wildlie/sheries/local lake organizations has been so important in getting Toledo back on the map in the

eyes o anglers all over the country. This stocking program has been in place or 20 years and has been a

revolution as ar as keeping Toledo in the headlines with big bass photos. We also had the return o B.A.S.S.

this year as The Elite Tour came here this spring and guess what? They will return in 2012 in June!! I plan

to take clients out all all and winter this year and we will somehow nd a way to get our rig in/out o the

lake as well as careully navigate enough to nd some hungry bass. In the mean time, hopeully my ellow

business owners and I can hang on till the heavens open with an abundance o rain. We long or and prayto that end. God Bless and good shing!!

    TOLEDO BEND PROJECT JOINT OPERATION

    SRA-TX 409/565-2273 SRA-LA 337/286-5255

(Toledo Bend Reservoir) The ongoing drought conditions have taken a toll on water resources

in the States o Louisiana and Texas. Drought conditions have aected operations at the Toledo

Bend Reservoir operated jointly by the Sabine River Authority, State o Louisiana and the Sabine

River Authority o Texas (Authorities). The Authorities responsibility to satisy downstream fow

requirements necessary to meet major industrial water contracts rom diversion canals downstream o

Toledo Bend Reservoir become even more challenging as drought conditions, which began with a very

dry winter and spring, have persisted through the summer.

Since the latter part o April, it has been necessary or the Authorities to release water rom the

reservoir to meet these downstream commitments by running one hydroelectric generating unit 2

and hours every other day which later changed to 3 hours every other day due to persistent drought

conditions. The impact o these downstream releases on lowering Toledo Bend Reservoir levels has

been minimal (approximately 1 - 2 inches per month) compared to the impact evaporation has had

on lake levels (calculated at 12.29 inches or the month o August). Maximum temperatures averaging

102 F since the rst o August have increased the eect o evaporation on the lake levels. Current

low lake levels preclude the Authorities rom continuing to release water through the hydroelectric

generating system leaving the spillway gates as the next water release alternative.

To continue to accomplish the necessary water releases, one spillway gate is opened approximately

7 inches 24 hours per day to release a continuous fow o water downstream. The persistent drought

conditions have necessitated Toledo Bend operational modications that have never had to be made

in the history o the reservoir. The Authorities will continually monitor lake levels and downstream

conditions to determine any necessary adjustments that need to be made. Normal operations will

resume as conditions improve. The Authorities encourage all boaters and recreational users to use

good judgment and be saety conscious at all times.

Great news! At the timeo this report, Huxley BayMarina has dredged out

their boat ramp and is in theprocess o pouring concreteto extend the ramp. HuxleyBay Marina is the only

marina on the north end o the Texas side o the lake thatstill has access to the main lake. A big Thank You to Boband Stacey who own and personally operate the marina!

Huxley Bay Marina is a ull service operation that canprovide you with everything you need or your shing tripor stay. They oer a motel, RV park, tackle/bait supplies anda great restaurant serving breakast, lunch and dinner, openseven days a week. Ive been ortunate to be able to operateor the past twenty years out o this marina and they havegiven me, my customers (whether theyve stayed at our lake

house or at their motel) great service.Even though most o the shing tournaments that

are normally held on the lake this time o year have beenpostponed, cancelled or moved to other lakes because o low

water conditions, we are still able to sh the lake. In act,now is the time to take advantage o some o the best shingconditions weve had in years because o the low water.

The days are getting shorter, the water temperature isstarting to all, and the sh know its time to start bulkingup in preparation or the coming o winter. October is a greattime to be shing on the Bend. The weather is usually verypleasant and the vista o the lake is magnicent.

What color should I throw? As a general rule, colors andsize o your lure depends on the light conditions, clarity o thewater and the size o the bait sh. On clear blue bird days, Ilike to throw light, clear and silver colors. On overcast low lightdays I throw darker colors, chartreuse, pumpkin, reds, greens, browns and black or combinations thereo. Also, the less clarityo the water dictates throwing darker colors. I personally try tomatch the size o the lure to the size o the bait sh.

The bass will be ollowing the bait sh and the bait sh

will be migrating to the backs o the coves and shallow fats.Top water plugs, buzz baits, shallow diving cranks, RattleTraps, blades, sot plastics, jigs, deep diving cranks, tailspinners, spoons and even grubs will be eective this time o

year. Locate the bait sh and you will locate the bass. Shallowfats close to deep water o the river channel are also goodareas to catch schooling bass. Work the ledges and drops o

the old river channel and creeks with jigs, plastics, crankbaits, tail spinners and spoons and keep a shallow divingcrank bait, Rattle Trap and top water plug handy i the bassstart schooling.

On the north end o the lake, October is when the Crappiestart moving to the ledges o the old river channel. The lastew months weve been busy building our brush tops andplacing them along the old river channel ledges. Shinersand jigs shed rom 15 to 30t o water over planted brushtops are the key to catching a boat load o Crappie. As thewater temperature continues to drop, the Crappie will moveinto deeper water, 25 to 50t, and jigs usually will be moreproductive.

The White Bass will be migrating to the north end o the

lake and holding on the river channel sand bars in 15 to 25to water. Slab spoons and tail spinners are the ticket. Keepa shallow diving crank bait, trap and top water plug handywhen schooling.

BASS ~ Good. Lowwater levels have the shbunched up and this isthe ideal time to scout or

key areas to sh when the water is back at normallevels. Start with a Super

Pop R along the creek channels. Then as the day warms switchto a 1/4 oz. Talon spinner bait or a Senko in baby bass or bluehologram colors shing in 3 to 6o water next to creeks. Look

or schooling sh and throw a Rinky Dink or top water bait.Remember to sh all o your baits on TFO rods and spool yourreels with FINS braid and spray your baits with Kick N Bass.

BREAM ~ Good. Use worms and Berkley Power Maggots

in 6 to 12 o water over brush on edge o creeks.CRAPPIE ~ Excellent. Fish are around brush in 12to 20o water on shiners and 1/16 oz. watermelon/red colored TinyIkas.

STRIPERS ~ Slow. Use your electronics to locate the baitsh along the old river in 14 to 28 o water. Then use live

carp in these areas. Look or schooling sh during mid day.CATFISH ~ Excellent. Target 18 to 28 o water using

Catsh Charlie and liver over baited holes.WHITE BASS ~ Good. Fish on main lake fats in 10 to

    14 o water, usin
