117 DEPARTMENT OF WATER RESOURCES GOVERNMENT OF ODISHA CHAPTER –12 Odisha Lift Irrigation Corporation Introduction Odisha Lift Irrigation Corporation is a State Government undertaking established in the year 1973 to exploit the surface and ground water resources on a massive scale by pooling funds from all sources with the following objectives. Investigating and developing ground water and surface water resources by executing, establishing, and improving lift irrigation projects (Tube Well & River lift projects.) Promoting lift irrigation enterprises and manufacturing machinery, implements, and tools considered likely to promote the advance of lift irrigation in the state. Assuming ownership of existing systems and infrastructure. Conducting ground water investigation and exploration. Prior to creation of OLIC, Lift Irrigation projects were executed by the Directorate of Lift Irrigation. During 1996, responsibility of ground water survey and investigation has been taken out from OLIC and a separate Directorate was established to look after the aforesaid works. Thereafter again during 2002, the State Government decided to restructure OLIC aiming to execute new LI Projects to create additional irrigation potential and handing over the same to Pani Panchayat for O&M in the State. After implementation of Pani Panchayat Act, 2002, OLIC is no more collecting water rate from the cultivators of the Pani Panchayats. Organization The OLIC with its headquarters at Bhubaneswar has presently four Circle Offices and Eighteen Divisions, 76 sub-division and 252 sections. The Corporation at present is headed by Mr. Rohit Pujari as its Chairman. The Managing Director of the Corporation is its Chief Executive. The Circle Offices and Divisions are headed by Superintending Engineers and Executive Engineers respectively. Below the Divisions are Sub-Divisions and Section Offices. The Sections are directly responsible for construction work, maintenance of structures and related equipments. The staff strength of OLIC is 1294 as on 31.03.2013. Out of the above, pre corporation govt employees are 19 nos. Sector Status By 31.03.2013, 22843 LIPs have been installed and energized in the State by OLIC. The abstract of LIPs are given in the table below. Present Activities
Installing and energizing new Lift Irrigationprojects, avail funds from the Government orother Agencies, creating irrigation potential indifferent districts of the state and handing overthe same to the Pani Panchayats for operationand maintenance, constitute the activities of theOdisha Lift Irrigation Corporation.
It also provides technical assistance to PaniPanchayats as and when necessary, necessaryguidelines to Pani Panchayats to get benefitsfrom crop diversification, takes steps for revivalof LI Points at Pani Panchayat level, conductsPani Panchayat election to build up efficient andsustainable Pani Panchayat and encouragesthem to take part in the participatory watermanagement, as per P.P.Act, 2002. Districtwiseabstract of new LIPs energised and completedduring 2012-13 is given in the following table.
Business Plan
OLIC plans to execute around 800 to 1000 newLift Irrigation Points to create additionalirrigation potential with an ayacut of 16,000 to20,000 ha/annum as per availability of fundsfrom Govt./other agencies. After restructuring,the LIPs are being taken up through BKVY,WODC & OSFDC funding. OLIC during 2012-13, has setup 576 LIPs with additional irrigationpotential of 12103 ha. Apart from that,Government has entrusted Deep Borewellsimplementation programme for OLIC. During2012-13, 5446 deep borewells have been energisedand handed over to the benificiaries.
Audit Status
The accounts of OLIC Ltd. is being regularlyaudited by the internal audit, statutory audit andAG audit. The audit of the accounts of OLIC forthe year 2010-11 has been completed in all respects.
