No inward contact however I did write to Cllr Lawrence regarding the lack of progress with our Highways issues, asking her to escalate them on our behalf I attended the public presentation, together with many other councillors here, in respect of the proposed building of 15 houses to the North of Huish Lane, Washford, between the Allotment and Nursery sites I received a copy of the Dunster Panel meeting which contained all the points I raised. Whilst it is good to have these issues officially in the public domain, to date we have received no responses. I would like to propose that we write to District and request written responses to all points 789/0819 Clerks Report The Clerk reported that information had been received from the ICO (Information Commissioners Office) with regards to further details for Parish Councils regarding GDPR. Co-option of Councillor: As no applications are forthcoming at present, the co-option process will continue. Vacancy notices are on the noticeboards, posted on the website and in the Parish Magazine.

The Chair summarised activities undertaken since the July 2019 meeting.

• An article was submitted to the Parish magazine

• Whilst our clerk was on leave, I stood in as emergency contact. No

inward contact however I did write to Cllr Lawrence regarding the lack

of progress with our Highways issues, asking her to escalate them on

our behalf

• I attended the public presentation, together with many other

councillors here, in respect of the proposed building of 15 houses to the

North of Huish Lane, Washford, between the Allotment and Nursery

sites

• I received a copy of the Dunster Panel meeting which contained all the

points I raised. Whilst it is good to have these issues officially in the

public domain, to date we have received no responses. I would like to

propose that we write to District and request written responses to all

789/0819 Clerks Report

The Clerk reported that information had been received from the ICO (Information Commissioners Office) with regards to further details for Parish Councils regarding GDPR. The Clerk will feedback this in full at the September 2019 meeting. SALC are offering training for Parish Online – a digital mapping system. The Clerk will investigate further to ascertain if the training should be considered. This will also be communicated at the September 2019 meeting. The Clerk has received a request from NALC, for Councillors and Clerks to complete the Election 2019 survey – sent to all Councillors 31/07/2019

790/0819 Reports from: Somerset County Council and West Somerset Councillors/ Police and Neighbourhood Watch

Cllr Lawrence – Somerset County Council (SCC): Cllr Lawrence provided a briefing sheet for August 2019 (see appendix i) Cllr Smith reported that when trying to book a doctor’s appointment, it would be in four weeks’ time and a phone call appointment in two. Cllr Lawrence recommended writing to the surgery and to copy her in on the correspondence. Cllr Kravis – SWT District Council: Cllr Kravis reported the following –

• A vote had been taken to make the area Fracking Free and had also voted to oppose the import of nuclear waste to Hinkley Point.

• There is a large, supportive campaign in favour of keeping Porlock Fire Station.

• Within the Economic Development Plan, consultants are in place. Cllr Kravis has requested that additional stakeholders are consulted this time, in respect to the number of consultees in the previous plan from 2011. With regards to assets, issues that had not been dealt with previously, are now being considered.

• With reference to Article 4 at Cleeve Park – new planning officers have been appointed and the new Local Plan is in progress.

Cllr Gannon commented that in the previous Economic Development Plan 2011, there appeared to be a failure on the consultant’s side to identify key businesses and key issues and there is a need to look critically at all areas within this. Cllr Kravis stated that he is currently researching the district for these opportunities.

791/0819 Members of the Public Question Time

Two representatives regarding planning application ref. 3/26/19/016 were in attendance

792/0819 Fly Tipping

Report of Fly Tipping on Cleeve Hill Some of the items have been cleared, however as some is on private land it was proposed that the Clerk writes to the land owner and requests that this is also cleared. It was also suggested that increasing the height of the fence may reduce the possibility of this happening again, the Clerk will include this in the correspondence. 793/0819 Safety issues on Blue Anchor beach re fish hook

Report of discarded fish hooks Cllr Smith reported that a parishioner had been walking their dog which had stepped on a fish hook and it became imbedded in its paw. Cllr Smith requested that the relevant parties are contacted to ensure information is sent out asking that anglers take all items of equipment with them when they leave the beach. 794/0819 Devon and Somerset Fire and Rescue Service consultation

Consider response to the consultation proposed modifications to their services It was suggested that rather than one Parish Council response it would be more effective if everyone could complete the consultation questionnaire on an individual basis. The Clerk will re-send the questionnaire.

795/0819 Draft new Gambling Act 2005 statement of licensing principals and draft new Licensing Act 2003 statement of licensing policy

Consider response to these consultations from Somerset West and Taunton District Council The information and proposed changes to the policies were circulated. It was considered that no response from Old Cleeve Parish Council was required.

796/0819 Funding of Public Conveniences in West Somerset

Response to email from Williton Parish Council Williton Parish Council sent an email stating that they consider with the formation of the new district council, that the allocation of funds towards public conveniences should be the same and that the conveniences in West Somerset should be once again funded. They have approached Parish/Town Councils in West Somerset to enquire if they agree with their opinion. It was proposed that Old Cleeve Parish Council respond stating that they do support the funding of Public Conveniences in West Somerset by Somerset West and Taunton District Council. 797/0819 Roadwater traffic – vehicles and speed

Discuss email received from local parishioner Cllr Duncan has reviewed the signage and observed the traffic. It was concluded that the signage is as it should be, however is obscured in places by foliage. Cllr Duncan will ensure that this is cleared. With regards to actual speeds and parking - any incidents that need to be reported to the police (speeding/parking violations or accidents) could also be reported to the Parish Council as the more evidence there is, the greater the case for requesting a review and further speed restrictions. The Clerk will respond to the email.

798/0819 Electric Vehicle Community Charge Point funding

Consider funding application Cllr Williams asked Cllr Pilkington if there could be more information made available on costings, installation, running and the maintenance of these points. This would enable anyone considering a grant application to calculate what additional funds would need to be raised in addition to the grant. Cllr Pilkington will help signpost anyone interested to the relevant information and will also forward a link to the Clerk. The initiative is looking for locations in rural and ‘off the beaten track’ locations e.g. village halls. When asked about the cost of charging a car, Cllr Pilkington confirmed that the average cost of charging a car is low. Cllr Johnson-Smith suggested contacting the local garage to establish what level of interest there is – the Clerk will undertake this.

799/0819 Washford Recreation Ground and War Memorial

a. Update on issues from July 2019 meeting:

• Path/track:

➢ Needs to be re-covered in loose chippings as some areas prone

to pooling of rainwater

The chippings have been laid. Cllr Searle queried as to whether

the next time this needs to be undertaken if different materials

could be considered as he felt that chippings might not be

effective

• Main gate:

➢ The springs have been fitted; however, Cllr Gannon is unsure

that this will solve the issue due to the structure of the gate.

This will be monitored

➢ Cllr Searle has painted the gate. The Parish Council would like

to express their thanks to Cllr Searle for undertaking this

• Swings:

➢ The ground has been re-levelled – mats to be placed and

additional wood chippings required

➢ Cllr Duncan will fit the new swing seats

• Play tunnel:

➢ Wood needs rubbing down and re-treating – ongoing

• Tree Inspection:

➢ Additional inspections are being undertaken and the findings

will be available at the September 2019 meeting

• MUGA goal post:

➢ Work still to be undertaken – ongoing/Cllr Gannon pursuing

• Floodlight:

➢ One item of work to be completed on 23/08/19 to ensure full

• Gate to the Mineral Line:

➢ This is bent right back and needs a new eye and another bolt to

go through for strengthening – gate has been removed and Cllr

• Additional points to review from ROSPA report June 2019:

o MUGA, trip point on the surface - need to make level

o Fencing, mesh damaged next to maintenance gate, mesh holed

near MUGA, several timber posts rotting - to be reassessed

o Maintenance gate to be adjusted to ensure spacing of at least

12mm and also on hinge side of gate (plus new rubber buffer -

as only used by maintenance contractor, will view as an

acceptable risk but will monitor

o Warning sign, slight damage - new one will replace all existing

signage (timescale to be agreed)

o Noted that goal posts must be secured to the surface when in

use - ongoing

o Crossbeam at tunnel entrance rotting – ongoing and being

monitored

o Strimmer damage to multiplay unit supports, need to prevent

further damage – will be monitored

It was noted that the area around the War Memorial needs clearing. Cllr Webb

has already informed Cllr Williams that he will be contacting the contractor to

request that this work is undertaken.

800/0819 Action Points and updates from previous meetings

a. Washford Road Safety – feedback from Cllrs Duncan and Williams A response from the Highways Department has been received and it was decided that the Parish Council will monitor the situation with regards to when work is undertaken on actions already agreed and revisit the other issues at a later date. Cllr Duncan thanked Cllr Lawrence for her support in helping to resolve the issues raised by the Parish Council. b. Update on damaged signs at Washford The signs have been put back, but the first concealed entrance is not shown as they have been positioned in the wrong place – to be followed up c. Progress on signage for Blue Anchor regarding water conditions The Clerk has still not received a response regarding this. Cllr Pilkington will follow this up and report back to the Clerk. d. Feedback from Cllr Duncan regarding the monitoring of traffic speed from Watchet into Blue Anchor Cllr Duncan stated that additional monitoring is taking place and the report is due in September. e. Environmental Working Party meeting date to be arranged Cllr Hunt will liaise with the relevant parties in September to arrange a date to meet before the September meeting. f. Update on trees overhanging the highway within the parish The trees have been reported and the relevant department will be contacting the land-owner. Additional dead oak tree boughs overhanging Monks Path will also be reported. g. Feedback re overgrown vegetation along a section of the River Pill An email has been received and the schedule states that clearing will take place between October and December 2019. h. Update on Roadwater Car Share (for medical appointments) Scheme A meeting will take place on September 5th 2019 where potential volunteers can find out more information from the scheme’s organisers. Cllr Eggar also confirmed that there was no threat to the other services available in the Roadwater area.

801/0819 Highways and Footpaths from previous meetings

1) Somerset County Council a. Update on times that the Washford Wig Wags should be in operation and additional signage See item /0819. b. Update on gritting review Cllr Lawrence confirmed that all parishes will be receiving the documentation within which all issues and concerns have been covered. The Parish Council will await the report.

c. Feedback from correspondence regarding safety concerns re wall at the top of the ramp (the Old Post Office) and damaged fencing at Washford There has still been no response to the letter and the condition of both has deteriorated in recent weeks. The Clerk will contact the Highways Department to request that they contact the owners to ensure all necessary work is undertaken as soon as possible to ensure the safety of drivers and pedestrians. d. Re-painting of parking bays along the seafront at Blue Anchor required As this has been completed, this issue is now closed. e. Update on issue logged with West Somerset Public Rights of Ways Department re footpath WL 18/8 This issue is now showing as closed on the above department’s website. It was also noted that an effective hand rail at Cobblers Steps is now in place. It was requested that the Clerk contact the relevant department to express the Parish Council’s thanks. f. Concerns regarding safety where verges/hedging only cut up to one metre There are concerns that where the one metre cut has taken place, the growth above that height is causing drivers to use the middle of the road in Old Cleeve and Roadwater. It is considered that in some places a second cut is required and in others, the cut should be higher. Any reports of overgrown hedging can be sent to the Clerk to forward to the appropriate department. Cllr Lawrence recommended compiling a list of areas that require a second cut and to forward this to the Highways Department for consideration in subsequent years.

1) Planning Applications

a. Ref No: 3/26/19/016 - Erection of 10 No. dwellings with associated access, landscaping, public open space, drainage and footpath works Former Nursery Site, A39, Washford, Watchet, TA23 0NT

Due to the nature of the application, please see appendix (ii) for the response from the Parish Council It was proposed that Old Cleeve Parish Council object to the proposals and that the application is called in to the Planning Committee. b. Ref No. 3/26/19/015 - Approval of reserved matters following outline application 3/26/14/026 for the appearance, layout and scale for the erection of 5 No. dwellings with associated parking Land to the west of Huish Mews, Huish Lane, Old Cleeve, Washford

Due to the nature of this application, please see appendix (iii) for the response from the Parish Council It was proposed that although Old Cleeve Parish Council agree with the application in principle and understand the need for affordable housing, they object to the proposals as they stand and request that the application is called in to the Planning Committee. c. Ref No. 3/26/19/013 - Outline application for the erection of dwelling with all matters reserved except for improvements to access and formation of parking Highfield, Dragons Cross to Old Cleeve, Old Cleeve, Minehead, TA24 6HQ

• Bilbrook is a hamlet in open countryside, outside and beyond Washford (primary village). The proposed development is contrary to policies SD1 and OC1 for open market housing – Local Plan 2015 – 2032

• Within the application form, question 10 regarding sewage has been answered as ‘unknown’ - foul sewage is in close proximity

• Within the Design Access Statement, there is an error on pages 2 and 3 describing the area as being located on the A358 – the site is located on the A39

• The site is within 20m of a culvert stream in the road from Dragon House. It is known to flood at the access point. Somerset County Council Highways department will need to be consulted

d. Ref No. 3/26/19/011 - Erection of single storey extensions to north, east and west elevations, extension of decking along the south elevation and formation of parking and turning area The Cleeve, Manor Park, Old Cleeve, Minehead, TA24 6HL

• The application form is not dated – question 13. The received date is stamped as 03/06/2019. Notice Certificate ‘B’ is dated 10/07/2019

• The proposals as presented online give rise to a degree of confusion. The elevation drawings both existing and proposed should have been marked – north, south, east and west rather than ‘front’ and ‘side’ as there are conflicting drawings indicated as ‘side

• The proposed layout presents the main entrance via the side (dogs’ room) doorway as the original front elevation doorway and hall is the proposed W.C. or alternatively via the conservatory (see next point)

• The conservatory is incorrectly defined as it does not have a clear glazed roof and may not be compliant with Building Regulations therefore requiring alternative construction and appearance

• The proposal dispenses with the previous (only) bathroom – it is assumed that the ‘wet room’ is for this purpose. If it is intended for the dogs, the property will become unfit for purpose

• Concern is raised over the proposed parking/turning area as the consolidated and surfaced area in conjunction with the increased gradient of the embankments may give rise to a high rain water discharge rate to adjacent properties – creating potential nuisance or flooding

e. Ref No: 6/26/19/113 - Lawful Development Certificate for the existing use of building as a single dwelling house The Stables, Chidgley, Nr Watchet, Somerset

• The siting/use of this caravan was not brought to the attention of Old Cleeve Parish Council despite this issue being reported on by the Exmoor National Park Officer in August 2018

• If permitted this would establish a sub-standard dwelling unit in open countryside, contrary to the planning policies as no justification has been demonstrated

• The document provided by the applicant indicates that the caravan was purchased in 2011 and extended without any consents in 2012, adding a hall, utility room and bedroom space

• As the site is concealed, the unit and extensions have the potential to become an established separate residential unit, without following the correct procedures

• The development does not enhance or benefit the locality

• The unit and extensions appear to be of temporary construction and may not be compliant with Building Regulations and Environmental Health standards

• No details are provided or suggested relating to water supply (mains or private), foul drainage disposal, domestic water disposal or Council Tax implications

Old Cleeve Parish Council object to the application and it is recommended that a Lawful Development Certificate is refused, as the unlawful use has not been established for more than 10 years. Proposed: Cllr Gannon Seconded: Cllr Searle Resolved unanimously

f. Ref No: 6/26/19/114 - Proposed Variation of Condition 5 of approved application 6/26/18/111 to substitute resin bound gravel with exposed aggregate concrete path and remainder of forecourt area to be tarmac Roadwater Village Shop, Roadwater, Somerset

• There are no objections with regards to the visual aspect of the proposals

• It was noted that the provision of adequate surface water drainage should be made so as not to cause a nuisance to adjoining premises

It was also noted that the bollards will be used to protect pedestrians and will be low level and staggered. Old Cleeve Parish Council have no objections to the planning application. Proposed: Cllr Gannon Seconded: Cllr Baker Resolved unanimously by all members able to vote

2) Other Planning Issues: a. Feedback regarding Section 4 at Old Cleeve to be incorporated into the

Local Plan ➢ SWT will be consulting on the new Local Plan following the

merger of Taunton Deane and West Somerset – deferred to September meeting for consideration

b. Appendix (i) Briefing Sheet for Parish and Town Councils – August 2019 Emotional and Mental Health Support: Somerset has been granted One Million Pounds over the next three years to deliver Emotional and Mental Health Support for Young People utilising trailblazer mental health support teams across the County. This is part of a national drive to improve emotional support in schools and forms part of the Somerset Wellbeing Framework, ‘whole school approach’ to wellbeing and mental health. Initially 25 schools will receive support teams to work in the schools, there will also be parent educational programmes provided by the voluntary sector. Winter Gritting: In the middle of a summer heat wave the Highways gritting policy review has been completed and the first deliveries of salt for the forthcoming winter have started arriving at depots. This winter the County Council will be investing an extra £200,000 into the service and has taken on board feedback to reassess all the criteria used to determine which roads will be gritted. This means an increase in the precautionary gritting network from approximately 720 miles to 900 miles of road, which will be treated every time ice or snow is forecast. However, before the auditors can conclude their overall opinion, they are planning a little more work looking at the robustness of budgets for the ever-growing adult and children’s social care future demand. Regardless of the outcome of this work however, their feedback fully recognises the considerable progress made during the last 10 months to ensure sustainability in the County Councils finances. Reducing Flood Risk: SCC have bid for funding for schemes that will help the country adapt to climate change by reducing flood risk through natural flood management rather than engineering. The resulting ‘Co-adapt’ project will bring £2.53m from the European Regional development Fund into Somerset over the next three-and-a-half years for the projects. The Somerset Flood Action Plan, drawn up in the wake of the 2013/14 winter floods, included a commitment to develop long-term land management actions to reduce flood risk in the face of climate change. Library Outreach Services: The new Somerset Libraries Outreach vehicle was recently launched. The vehicle presents additional opportunities to showcase the diverse range of Somerset Library services, with targeted activities for hard to reach communities throughout the county. Appendix (ii) Planning application: 3/26/19/016 Erection of 10 No. dwellings with associated access, landscaping, public open space, drainage and footpath works - Former Nursery Site, A39, Washford, Watchet, TA23 0NT The above application was reviewed by Old Cleeve Parish Council at the August 2019 meeting and the following comments were noted:

• Old Cleeve Parish Council previously objected to the development by the Wyndham Estate, both on this site and the linked site in Huish Lane. The main reason being the A39 traffic issues; entering through Washford and close proximity to the dangerous Walnut Tree Corner junction with Huish lane, combined with the lack of suitable footways/crossings

• There are concerns over; the proposed public footpath linking the development to Huish Lane, safe access to essential services and the capacity of the school

• The foul sewer serving Washford to Watchet, regularly surcharges in adverse conditions, creating flooding in Lower Washford – in particular the school. Any further loading may exacerbate this issue with increased frequency

• The proposed full application submitted changes from the previous approved outline application scheme from six dwellings to ten number, an increase of 40%, that in our opinion requires re- evaluation

• Old Cleeve Parish Council is also aware of an impending application by the Wyndham Estate for a further scheme of fifteen units situated between this site and the Huish Lane scheme – approved in outline. Any such proposal linking these developments via its roadway and Huish Lane would have an enormous impact for the reasons previously given and would be strongly opposed by Old Cleeve Parish Council

• Planning Statement o Section 3 3.1 Details of the Section 106 Agreement – as the scheme triggers a

financial contribution to offset the negativity of this development, Old Cleeve Parish Council should be part of the S.106 process

o Only Washford village, within the Parish of Old Cleeve, allows permitted development under the Local Plan 2015-2032. Roadwater village is covered by the Exmoor National Park Authority Local Plan. All other locations in the parish are considered open countryside

o Clause 3.2.2 This lists amenities, which is true, however some are only operated on a limited and part time basis - in particular the Post Office/shop and the railway station. The school has limited capacity and is currently at its maximum. Access to the services required is by lanes or the A39 with either no or limited safe footways

o Clause 3.2.4 ‘Regular trains’ are not available as the part time railway is primarily holiday season use and is closed during the winter. This must be discounted as a regular or economic commuter service. The use of the

private car is the prime means of transport, whilst the use of the bus service is possible (to Minehead and Taunton), the route and access to the bus stops are particularly hazardous at all times on the A39. Sections 2 and 4 refer to 'regular bus services’ and ‘extensive bus services’ – there are buses, but not to this extent. Employment prospects locally are limited and commuting by car to Taunton, Bridgwater or Minehead is the only practical option. Under the outline planning permission, it is stated that;

➢ under Condition 9, a Measures Only Travel Plan is required – this has not been addressed

➢ under Condition 14, the extension of the speed limit on the A39 to the west is required – this has not been addressed

o Clause 3.3.4 The ditch/watercourse runs east/west across the site. This arises from

a natural spring east of the site in the grounds of Langtry House and ponds accordingly. The spring and associated ponds are clearly evidenced on the 1888 OS maps and regularly flood in severe adverse weather. Adequate provision will be necessary to prevent restriction and potentially creating a greater flood risk to Langtry House, access and new housing. This issue is not indicated on the submitted plans, and therefore nor is its resolution

o Clause 3.4.5/3.4.6 The site is not well related to the village services – recognised at the outline stage requiring the essential linked footpath to Huish Lane. Clause 3.4.6 states that there is no intention to light the path or create a hard surface and it will be managed by a company for future maintenance - the transport document indicates tarmac. It is essential that the path is lit and surfaced as this was a particular issue raised by Old Cleeve Parish Council at the planning committee determination and agreed conditions imposed. Without this level of protection, during winter months/dark mornings and nights and the footpath being used by children or persons with disabilities - safety will be compromised. Condition 12 requires the linking footpath to be lit and 2.0m wide - this has not been considered

o Clause 5.3 Transport, Access and Parking Within paragraph 5.3.4, it is suggested that as the development is on the east side of Washford, that all traffic will travel to Williton or Watchet – this cannot be assumed. Walking distances have been checked and are based upon the shortest, safe route; however, pavement footways are not continuous whilst crossing the A39 and this is hazardous at any point. Somerset County Council have confirmed that there are no safe places for crossings or for the provision of. In 2018 Old Cleeve Parish Council conducted an in-depth road safety survey (evidence can be provided). Access to bus stops from the site in the westerly direction is the worst hazard. Easterly the bus stop near the Post Office/shop is considered inadequate (735m). The distance

to Washford Inn/railway station is 896m. There is no adequate parking at the Post Office/shop and is situated on ‘Cat Lane’ a single-track one-way lane with no separate footways

➢ Paragraph 7.1 refers to the Travel Plan in the outline planning permission, then states this is not warranted, but the outline planning permission requires it

➢ Appendix B shows the swept path analysis – this shows large vehicles turning left in from or left out to the A39, as needing to use the wrong side of the road to make the turn, this is potentially dangerous

o Clause 5.37/5.38 It is considered that part of the data is flawed as the former nursery

and 5.39 site only operated between April and September and remained closed during the winter months. The operator was occasionally assisted by

one other person (only ever a maximum of two persons). It was operated on a small-scale specialist basis and not a Garden Centre as suggested. This also meant that the traffic flow in and out of the site was minimal – vehicle movements were very low and cannot be used as a measurement against the increase in potential vehicle movements. West Somerset planning authority did not take this into account when considering the outline consent for six no. dwellings and with the increase to ten no. units, the comparison is distorted

• Design and Layout o Clause 5.4.6 Measures to reduce carbon emissions – it is noted that the designs

incorporate chimney structures/fireplaces. As Washford has no gas supply and oil is no longer compliant, solid fuel will emit considerable carbon. The designs do not incorporate solar thermal or solar voltaic provision. This is recommended along with battery storage and grid feedback facilities. To suggest the use of buses (diesel) or the railway (coal or diesel) is of no value as a design feature to reduce carbon emissions. Air sourced heat pumps of ground source are the preferred means of heating. Insufficient space is available for ground service provision. If air sourced heating is used, the position of the units will need to be designed so as not to cause a nuisance. Power loading (electric supply) may give rise to issues within the locality. Provision should be made for electric car charging – the parking court and tandem parking may present problems – how will this be addressed?

• Ecology o Clause 5.8.3 Old Cleeve Parish Council noted that the site was stripped of all

vegetation and burnt on the day of purchase by the current developer, thus negating any habitat that may have been present. This was just before the ecological survey undertaken in June. Another survey is due to be conducted in September 2019

• Flood Risk and Drainage Details do not appear to be included in the Planning Statement although are referred to under Clause 5.9.3

o Clause 5.9.3 Both the existing foul sewer (W.W.A.) and surface water spring/pond are noted as being in existence. No details are provided as to how these are going to be mitigated due to conflict with the proposed buildings. It should be noted that the foul sewer at the western boundary according to W.W.A. records is incorrectly plotted and is included in the adjacent property and also serves properties to the south of the A39

• Layout Design

o Old Cleeve Parish Council considers that the layout is flawed in part. Whilst it is accepted that consent in principle has been granted for six dwellings, subject to conditions, the increase to ten is excessive due to dwelling size and positioning

o The street scene facing the A39 is of concern as the mass of plots 1 – 3 overpowers the entry to Washford due to the forward positioning

o Plot 2 – a four-bedroom unit is constrained with minimal maintenance space between it and plot 3

o The triple (one behind the other) parking provision is particularly poor and rarely works in practice, giving rise to parking issues and neighbour disputes, particularly when visitors require parking

o Likewise, parking courts of this type serving plots 1 – 4 in time, may create issues over maintenance, cleaning and dumping of rubbish (social issues)

o There is an inconsistency between the transport document (Bellamy) stating minimum garage sizes and that provided for in the Reed Holland statement and house/garage/carport sizes. The larger sizes will be required

o Plot 3 is considered to be too large for the plot, the gable mass dominating the entry to the development site. Consideration should be given to a lesser property i.e. perhaps 1 ½ storey or single storey. The large screen wall abutting the footpath urbanises the approach

o Plot 5 pinches the pavement edge and it is suggested that it be set back to avoid possible damage to the structure

o Plots 6, 7 and 8 are poorly spaced, served by a shared driveway space and may well lead to conflict (as above) with regards to a lack of parking for visitors. Poor capacity can lead to parking issues within the road turning head or the potential of parking on the single pavement – creating damage and restricted movement for pedestrians and pram, wheelchair and mobility scooter users

o Provision for waste storage and recycling is not indicated – there is a strong objection to bins on streets or in front gardens

o This is not a level site, the proposed dwelling floor levels are not stated

In summary, Old Cleeve Parish Council objects to the current proposals. Consideration should be given to reducing the plot numbers/mass and provide a revised scheme addressing the issues raised. Old Cleeve Parish Council also request that this planning application is called in for review by the Planning Committee. This was agreed by all members present.

Planning application: 3/26/19/015 Approval of reserved matters following outline application 3/26/14/026 for the appearance, layout and scale for the erection of 5 No. dwellings with associated parking Land to the west of Huish Mews, Huish Lane, Old Cleeve, Washford The above application was reviewed by Old Cleeve Parish Council at the August 2019 meeting and the following comments were noted:

• Old Cleeve Parish Council previously objected to this development by the Wyndham Estate, both on this allotment site and the former nursery site and the original concerns remain

• The A39 and the junction to Huish Lane is a notorious accident spot and an unsafe highway. It is considered that despite official statistics (which only record collisions resulting in personal injury and not the numerous non injury incidents) that there is no safe footway

• The foul sewer serving Washford to Watchet regularly surcharges in adverse conditions creating flooding in Lower Washford – effecting the school in particular

• The original plans for ten number units was considered an over development and Old Cleeve Parish Council recognise that the reduction to five number affordable units – which is in line with the results from the 2019 housing survey results – is a positive step

• The scheme is understandably basic, however the design offers very little architectural merit in this location

• It is not a level site and no topographical survey or proposed floor levels are indicated to assess the levels

• Surface water attenuation is indicated to discharge direct to the Washford River via the existing allotments boundary. Is it proposed that this will carry all the roof water and water from the hard surface area and the new parking area? No details are provided for this comment

• The sewage treatment unit whilst over-coming the lack of foul sewer in proximity to this development raises concerns. Without adequate levels, the combined discharge (if permitted by the Environment Agency) to the river may also be subject to surcharge if the river is in full spate. This could lead to the potential of pollution.

• The rooms in the roof space design indicates rooflights which are non-compliant with the Building Regulations for means of escape in the event of a fire. The sill heights are too high; likewise, the base of the rooflights are greater than 1.5m from the eves. Alternative designs or dormers may be required

• The three bed mobility units are only suitable for persons with minor issues, the layouts and bathrooms are not compliant for wheelchair users nor designed for ‘life’ should it be necessary

• Landscaping details – 2 No. trees are shown – the species are not stated. Drawing no. 18-01-31 indicates a high fence to the south adjacent hedge. This is considered a visual intrusion and does not enhance the location or allow for proper maintenance to the existing hedge

• No cycle or mobility scooter storage provision has been indicated nor is any provision for vehicle charging points shown

• Carbon reduction – no solar thermal or solar voltaic installations have been indicated. As no gas is available in Washford, is it be assumed that air sourced heat pumps are to be installed? There would appear to be a suggested boiler and flue on the drawing no. 18-01-21
