ACROSS THE NATION

“In the future siguro (we can transform) waste into energy. Nung nasa London tayo may kompanya na nagdeklara na nakapasok na sila dito at naumpisahan na ang proyektong yan. So pag ang basura nagkaroon

ng halaga, yan na rin ang magiging solusyon hindi na yung punitive, at gagawing may incentive na. Aayusin yung pagkolekta at pag-dispose,” the President said in a press conference in Camp Aguinaldo, Quezon City on

Aquino says government to carry out various measures to solve garbage problem

The government will carry out several measures to solve the problem of disposing wastes in the country that usually worsen flooding especially in the metropolis, President Benigno S. Aquino III said.

Tuesday.The President led the

meeting of the National Disaster Risk Reduction and Management Council (NDRRMC) in response to recent flooding being experienced in Metro Manila and nearby provinces.

Asked by reporters how the government encourages people to properly dispose their wastes, the President appealed to the press to help the government disseminate information about proper garbage disposal.

“Aapela muna ako, pagtulungan natin. Sabi ko nga, sa information kayo ang pinaka-conduit namin para ma-inform sila. May enforcement na binanggit ang ating MMDA chair. Tapos pangatlo nga siguro ito ngang waste into energy,” he said.

At the same time, the government is pursuing compliance to the Solid Waste Management Act or the R.A. 9003 to solve the problem. There is also a movement among Metro Manila local government units to impose zero-use of plastic bags in their areas to prevent harmful effects of these materials.

In the long run the government will rely on technology to solve the waste problem in the country, one government official said.

Also, there are sectors calling for semi-incineration but this proposal is still being studied and will take some time to be implemented. The Supreme Court has also allowed some leniency in using partial incineration to solve the waste problem in the country, the official said. (AS)

Aquino calls on media practitioners to join government efforts to disseminate information on natural calamities

As torrential rains spawned by the intensified Western monsoon caused flooding in parts of Luzon, including Metro Manila, and the Visayas regions, President Benigno S. Aquino III called on the media

practitioners to join government efforts to keep the Filipinos informed of the dangers posed by natural calamities affecting their respective areas and how to overcome them.

pinaka-conduit para ma-inform sila,” the President said.

He noted that the latest weather forecasting program of the Philippine Atmospheric, Geophysical and Astronomical Services Administration was now color-coded (yellow, green and red) to depict the intensity of expected rains and its corresponding dangers posed due to the weather condition.

Yellow means flooding is possible in an area with expected rains reaching 7.5 to 15 millimeters. The Green warning means there is a threat of flooding with 15 to 30 mm of rain expected while the Red Alert means that more than 30mm of rain is expected within 1 hour and may continue in the next 2 hours.

The Yellow warning means people should closely monitor the weather patterns while the Green and Red alerts depict the need for possible evacuation of people affected.

The President said that by disseminating this information to Filipinos through tri-media would

ensure that the people understand PAGASA’s weather forecasting program better and can thus react accordingly. (RCK)

Army repulses attacks by breakawayMoro rebs in Maguindanao

Government forces Monday repulsed overnight attacks simultaneously launched by renegade Moro rebels

against government forces in Maguindanao and North Cotabato, the Philippine Army said.

“We repulsed them,” Maj. Harold Cabunoc, Army spokesman, told the Philippines News Agency.

He was referring to the Bangsa Islamic Freedom Movement (BIFM), a breakaway group of the Moro Islamic Liberation Front.

On the other hand, Presidential

Adviser on the Peace Process Teresita Quintos-Deles strongly condemned “the unprovoked and senseless attacks of the BIFM.”

Deles said Ustadz Carialan, BIFM chief of staff, orchestrated the attacks in Talayan, Datu Unsay, Datu Saudi Ampatuan and Shariff

Page 13: One Mindanao - August 8, 2012

Aguak in Maguindanao; and in Midsayap in North Cotabato.

In a statement, Deles said “the attacks initiated by this lawless group during Ramadhan only demonstrate their disrespect for this holy month of our Muslim faithful, and their disregard for innocent lives that can be displaced or lost during their irrational assaults.”

“The BIFM is not part of the MILF, and thus is not covered by any ceasefire agreement,” she added.

The BIFM, formerly known as Bangsamoro Islamic Freedom Fighters (BIFF), is led by Ameril Umbra Kato.

Deles said that Umbra Kato, “together with his followers, was dissociated from the MILF who declared him as a ‘bougat or one who defies or does not obey an order.’”

After the MILF disowned Kato, he formed his own group who fought government forces in 2008 following the aborted signing of the controversial Memorandum of Agreement on Ancestral Domain (MOA-AD) which was declared as unconstitutional by the Supreme Court.

Since then, Umbra Kato and his armed band have been pursued by the government forces for

engaging in lawless actions, Deles said.

Deles said: “Definitely, our government forces are ready for necessary defensive actions to protect and ensure the welfare of communities should the perpetrators launch attacks again.

“Pursuit operations against Carialan and his men are being conducted to bring them to the bar of justice.”

She added: “This act of aggression of the BIFM is meant to derail the peace process between the government and the MILF.

“We assure the public that these incidents will not affect the substantial gains that we have carefully and persistently built with our counterparts foremost of which is the ceasefire mechanism that continues to hold on the ground and kept the peace for our communities.”

Deles also disclosed that the government and MILF peace panels will start this week their 30th formal exploratory talks in Kuala Lumpur, Malaysia.

“We remain firm in our resolve to continue engaging the MILF in the negotiation table until we are able to reach an agreement to finally resolve the conflict in Mindanao and bring peace to our

Page 14: One Mindanao - August 8, 2012

people who have suffered the most,” she stressed.

Earlier, Deles expressed concern over the attacks but was relieved upon knowing that the MILF had cooperated with government forces to stop the BIFM attacks.

“Of course we are concerned,” Deles told PNA when asked for her reaction to the fighting that broke Sunday night until Monday morning.

Deles also voiced out her concern that the attacks occurred during the celebration of Ramadan, a holy month for Muslims.

“Why they (BIFM) moved (attacked) during this holy month?” Deles asked.

However, Deles was happy to note the fact that the MILF hierarchy “is cooperating” with government forces to contain the fighting.

In a related development, Cabunoc acknowledged the help extended by MILF forces under Commander Adam who deployed MILF fighters that formed a blocking force to prevent a spillover of the fighting.

He said this was a sincere gesture of cooperation between the government and MILF to further promote the peace talks to end the long-drawn Mindanao armed conflict.

He said “the areas where the fighting raged overnight are still very risky with some intermittent gunfire heard from time to time but soldiers are now conducting clearing operations.”

At the height of the fighting, BIFM fighters managed to cut-off electricity in some areas.

The rebels used chain saws to cut-off electric posts.

Cabunoc also said traffic in two major highways in these areas has been temporarily suspended as government forces are conducting clearing operations.

The BIFM fighters armed with high-powered firearms attacked the military outposts belonging to the 1st Mechanized Infantry Brigade in Maguindanao at 11:30 Sunday evening.

At the same time, the Army detachments in the towns of Datu Unsay, Datu Saudi Ampatuan and Ampatuan also came under attack.

But Cabunoc said the soldiers held their line, triggering fierce gun battles that lasted up to daybreak Monday. Troop reinforcements were sent, he added.

Apparently to distract the attention of government force, the rebels attacked the Army detachement in Salman, Ampatuan town at 6:15 this

Page 15: One Mindanao - August 8, 2012

Wednesday, August 8, 2012 ONE MINDANAO 15

morning but the soldiers repulsed the attack.

One trooper, Corporal Romel Mantos of the 603rd Brigade was slightly wounded, Cabunoc said.

There were no reports on civilian casualties but local residents were complaining about the power outages after the rebels cut down some electric posts along the highway using chainsaws.

The local military commanders in the area are coordinating with the local officials and the police on security.

Cabunoc also said that soldiers have been deployed in strategic areas to protect the innocent civilians.

Supporting the peace process. The local commanders of the

MILF are closely coordinating with the Army in monitoring

the presence of Kato’s men in their respective communities.

“Commander Adan, an MILF leader in Ampatuan town has deployed his men to block the entry of BIFF members in his locality where his

members are maintaining a huge tract of farmland. They didn’t want the source of livelihood to be destroyed in the armed clashes,” Cabunoc said.

Cabunoc also assured that the Philippine Army will uphold the primary of the peace process now ongoing.

The Army appreciates the gestures shown by the MILF members who are very supportive in the ongoing peace negotiations,” he said.

“Our soldiers will always uphold the primacy of the peace process and will try to prevent the escalation of the hostilities. We also call on the BIFF members led by Kato, to return to the mainstream MILF and become our partners in bringing lasting peace in their land,” Cabunoc added.

AGUSAN DEL SUR -- The D. O. Plaza Memorial Hospital (DOPMH) received some 438,000 U.S. dollars worth of medical facilities and supplies last, August 6, 2012, from a foreign donor to augment the existing facilities of the hospital while the expansion is going on.

building with around 50 beds capacity. “Every now and then, patients from all over the province and other neighboring provinces reached up to 160 to 170, and we are committed to extend medical services to them. And with that number of patients, our facilities are very lacking and our governor know this situation. That is the reason why he did his best so that we can acquire additional facilities to augment the facilities we have at the DOPMH especially that the construction of the hospital building is on-going.

We really need additional equipments and facilities,” Dr. Esparagoza said. Dr. Joel Esparagoza said DOPMH is a certified secondary hospital (100 beds capacity). Early last year, the construction of a P75 million extension started with 50 beds capacity, excluding the costs of its modern medical facilities. This will address the increasing needs of the people in Agusan del Sur and the neighboring provinces. With its present set up, DOPMH is also serving patients from Surigao del Sur and Compostela Valley province.

The congress, which was anchored on the theme, “Quest for Excellence: Sustainability in Hospitality Education,” centered its discussions on “the role of hospitality education in meeting global challenges, the role of tourism in hospitality education partnership, executive etiquette in the service industry, and building and regenerating learning communities.” In his message before the participants, Department of Tourism (DOT)-IX’s head of tourism planning and development unit Bernard C. Gregorio said “the tourism industry is growing strongly offering more employment opportunities than other industries in the world.”

“In the Philippines, tourism industry ranked fourth in terms of economic contributions,” Gregorio stressed. He also commended the organizers for spearheading such a gathering as this would serve as an avenue for knowledge sharing between and among the professors and students to elevate the standards of hospitality education. The congress participants were coming from Dipolog City Institute of Technology (DCIT), Dipolog City, Colegio de San Francisco Javier of Rizal, Zamboanga del Norte, Jose Rizal Memorial State University (JRMSU)-Katipunan, Katipunan, Zamboanga del Norte, Medina College Ipil, Inc. The Isabela City Water District (ISAWAD) intends to establish a wastewater treatment plant, the heart of a septage management program which is mandated by R.A. 9275, better known as the Philippine Clean Water Act of 2004. If realized, the program would not only be first in Basilan, but maybe in Mindanao, said Aleli C. Almodovar, General Manager of ISAWAD. After conducting feasibility studies of five possible sites, Barangay Tabiawan has been identified as one of the most ideal one, Almodovar said, taking into consideration several factors, to

include operational cost. Among the issues and concerns raised by barangay leaders include air pollution, environmental effects on the local beach resort and the

wide mangrove area where people depend for livelihood; and the effect on the general health of the people living in the village. Dr. Francisco Pioquinto, member of the Board of Directors- ISAWAD said, he himself and other members of the Board have the same questions and apprehensions when they started to deliberate a year ago on the setting up of the Septage Management Program. Pioquinto also said that their concerns were aptly brought out by the very members of the Board of Directors of the water district because the women, academe, civic organizations and business sectors are represented in the Board, like: Zeny L. Eisma, Mila L. Alano, Fernando Cariaga and Daniel Wee respectively. Meanwhile, amidst the heated discussions, Councilor Joji Ismael expressed satisfaction in listening to the different points of view and concerns during the public hearing. All that were said in the deliberations were in aid in the formulation of resolutions and ordinances, he

said. Ismael chairs the committee on Health and Sanitation in the Sangguniang Bayan. Towards the end of the hearing, Punong Barangay Oscar G. Bernardo proposed that a composite body would visit an operational septage management program operating in the country. This will enable everyone to experience first hand how such a wastewater treatment plant operates, and learn valuable lessons from them. In 2008, according to the study conducted by the World Health Organization with the Department of Health and UNICEF, over 70,000 children died of diarrhea in the Philippines in a span of seven years – making diarrhea the fourth leading cause of death among children who are less than five years old – and the third leading cause of illness among children. Besides severe health concerns, water pollution also leads to problems in the fishing and tourism instries in the country, a World Bank environment report said. (JPA/FDM/PIA9-ZBST)

The agreement was entered into by the DOLE-10 and local chief executives of Manticao, Lugait and Naawan (or, the ManLuNa cluster), last July 26, a week after the cluster signed a memorandum of understanding with the DOLE for the campaign against illegal recruitment, trafficking in persons and child labor. DOLE-Misamis Oriental West provincial director Rodrigo A. Deloso, who represented DOLE-10 regional director Johnson Cañete, expressed optimism that the effort of the ManLuNa cluster will be emulated by neighboring towns in Misamis Oriental. He said the SRS will provide business establishments with sources of qualified manpower, making recruitment easy with the towns’ pool

of best human resources. Deloso said the three LGUs committed to provide office space, equipment and supplies; designate and IT expert and additional staff; and to enact the SRS ordinance in the barangay level as a start of the implementation of the program. An orientation of the system and installation of the program was conducted by the DOLE-10 after the signing of the MOA.

Road junction, However the Ulas junction flyover will be the first to be built with construction works to be started in January of 2014. “Sure na sure” (Very sure) Alabado said of the Ulas flyover project. The other two flyovers are slated to be constructed in the next two years. The City Planner said that preparatory works such as road widening and the transfer of electric posts and other structures will soon be started. The City Government is currently preparing the Annual Investment Plan (AIP) of these three flyovers so that it could be included in the priority projects of the city. The AIP is expected to be submitted this week to the City Council. “The national government is now strict; they want these projects to be the priority projects of the local government before they could

fund it.” Alabado said. These flyovers are part of the Presidential Bridge program (Mega Bridges for Urban and Rural Development Project) each flyover is costing around P250-million. They are modular steel bridges faster to build but smaller compared to regular flyovers. “These are just two-lane flyovers.” Alabado said of the structures. However he said these flyovers can help decongest traffic in the area. Each flyover is expected to be finished within six months owing to the modular approach in building. Meanwhile Alabado said that aside from flyovers, they are eyeing the construction of steel bridges that would connect the second and third districts in the city particularly in Barangay Callawa. The sprawling second and third districts host prime agricultural areas in the city. (PIA/RG Alama)

Crocodile center in N. Cotabato adopts “Crokie”by Dani Doguiles

KORONADAL CITY -- A crocodile was recently turned over to the care of the Philippine Crocodile Rescue and Breeding Center (PCRBC) at the Forest and Eco-Tourism Park, inside the provincial capitol in Amas, Kidapawan City.

Named “Crokie,” the 8-foot long, more-t h a n - 1 0 0 - p o u n d female crocodile was donated to the PCRBC by Tita Alvarico, a businesswoman from Cotabato City.

The Alvaricos had taken care of Crokie as a “family pet” for 20 years.

Nofrio A. Alvarico, Jr., Tita’s son of owner Mrs. Tita Alvarico said, their family got interested in donating the crocodile to the center after they heard of the launching of the PCRBC last year. They then inquired regarding the process and requirements to transfer the crocodile to proper authorities.

“It was not easy for us to part with Crokie because we have kept her as our “pet” since I was in Grade V when she was just a newly hatched egg. Our family has learned to love her,” he said.

“But for Crokie to be able to reproduce and to keep our children out of danger we have to give her up. Our family’s greatest achievement

will be when someday, we see Crokie with her progeny.”

The family hopes that Crokie will be properly cared for under a specialized breeding program at the PCRBC as her “new home.”

The Alvaricos formally turned over the crocodile to the center on July 27.

Crokie’s turn-over to the PCRBC was through the support of Crocodylus Porosus Philippines Incorporated (CPPI) for Ligawasan and Agusan Marsh Conservation Priority Areas led by Dr. Cayetano Pomares and Mr. Rainier I. Manalo.

It was made in cooperation with the Philippine National Red Cross (PNRC) – Cotabato Chapter headed by Board of Director Chairperson Bai Fatima P. Sinsuat, the Department of the Environment and Natural Resources (DENR), the state-run University of Southern Mindanao (USM), Office of the Provincial Agriculturist, Local

Government Units, and other conservation stakeholders.

Crokie is the first crocodile donated to the PCRBC after it was launched last September 2011 during the Kalivungan Festival.

Her transport from Cotabato City and release to her new home was facilitated by an alumnus and four graduating students of Bachelor of Science in Agriculture major in Animal Science from USM, namely: Rizal Alejo, Kaizer Asug, Tito J. Villanueva, Julius Gil and a certain Sumague.

The feeding and maintenance of the captive crocodile is being managed by skilled care-taker from the CPPI.

PCRBC is a project of the provincial g o v e r n m e n t implemented under the leadership of Gov. Emmylou Taliño-Mendoza.
