The offices havebeen conferred of the ISO9001:2008 certifications bytheAnglo JapaneseAmerican(AJA) Registrars Inc., ofwhichcertificationshavebeenpersonally handed over byDPWH Secretary Rogelio L.SingsononJuly23,2015. DPWH-XIandDavaoCityDEO are among the pioneerDPWH Regional Offices andDEOsinthecountrytohaveaQuality Management SystemincompliancetoISOstandardsandrequirements. DPWHXIisoneofthefirsttwo Regional Offices out ofthe16DPWHRegionalOfficesnationwide to become ISOCertified.Likewise,theDavaoCity 1st Engineering Office isalsooneofthetwopilotDEOstogetthesamecertification. HavinganISOcertificationmeans that an agency orcompany strictly ensure thattheir management systemsoperateeffectivelyasaguideforachieving their organizationalperformance goals, such ascommitment to quality andclientsatisfaction.

“When we started, wewanttorestoredignityinpublicservice, and in particular, theDPWH,” Sec. Singson saidreferringtothereformeffortsinthebureaucracyofPresidentAquino’sadministration. According to a SocialWeather Station survey,the DPWH trust rating rosepositively fromaprevious (-)73%to(-)23%in2014. “To a certain extent, wehave achieved that. What isimportant now is pursuingmore aggressively our tasksandtomakesurethatwhateverreforms we have achieved,must be maintained,” theSecretary stated during theawardingrites. Headded,“Let’sdothisnotjustforus,notjustforalltheemployeesoftheDepartment,butfortheloveofcountryandloveofGod.” DPWH-XI RegionalDirectorMarianoR.AlquizasaidthatwiththeISOCertification,thepublic isassuredthat theregionalofficeand theDavaoCity 1st District EngineeringOffice are rendering quality

accreditation process involvednine (9) Services and six (6)BureausintheCentralOffice,twopilot regional offices (RXI andNCR)andtwopilotDEOs(SouthManilaandDCDEO). “Wearehoping that beforethe end of June 2016, all theremaining14ROsand178DEOsshall have passed the stringentauditing processes and arealreadyISOCertified,”headded. He then challenged all theRegionalDirectorspresentintheawarding rites to emulate the

Palace defends initiatives to attain inclusive growth, long-term reforms

MANILA -- The government must sustain a high growth trajectory in the coming years to realize the goals of the righteous path being championed by the administration, a Palace official said on Thursday Commentingonobservationsmade during the Ateneo EagleWatch Mid-Year Briefing 2015that the Aquino government’s

Citinganexample,SecretaryColomasaidthatinthePresident’srecent State of the NationAddress(SONA),hepresentedagraph showing the trajectoryofthePhilippines’economicgrowthunderthe“daangmatuwid”.

ThePresidenthighlightedtheneed for a sustained economicgrowth in the coming years toachieve the goals of his reforminitiatives,Colomatoldreporters

during the daily pressbriefinginMalacañang.

From2010to2014,thefive-year average grossdomestic product (GDP)growthof6.2percentisthe highest the countryhasachievedinthepastfour decades and if thePhilippines posts a GDPgrowth of 6.8 percentthis year, it will be thecountry’shighestgrowth

in six decades, Coloma said,citing the figuresmentioned bythePresident.

The President howeverpointedoutinhisSONAthatfiveorsixyearsofsuccessiveexcellentgrowthwillnotbeenoughtohavealong-termimpact,hesaid.

To achieve this goal, hesaid,oneofthemajorthrustsofthe government is to invest initspeople,as thePresidenthasstatedmanytimes.

The Philippines is also ina “demographic sweet spot”,in which a huge percentage ofits population belongs to theproductive age of 15 years oldto64yearsoldasaresultofitshighpopulationgrowth.

“Kaya kapag pinagsabay‘yung demographic sweetspot na ito sa sustained highgrowth ng ating ekonomiya aymatatamonatinanginaasamnalong-term inclusive growth namapapakinabanganngmaramingmamamayan,”hesaid.

Fighting corruption is notjustasloganforthegovernment,Colomasaid,emphasizingthatitisoneofthepillarsofthePhilippineDevelopment Plan, along withsustained inclusive growth,climate change adaptation,peace and order and security,social development andpovertyreduction,andgoodgovernance.

“Kaya po pinapalakas natinang ating mga pampublikonginstitusyon sa pambansa at salokal na antas sa pamamagitanng mga iba’t ibang programakatuladngsealoftransparency,citizen’s charter, performance-based bonus, at iba pa,” heexplained.

Inflation reaches a record low in July --- NEDA

MANILA -- The National Economic and Development Authority (NEDA) said on Wednesday that slower price adjustments in food, energy, and oil pushed inflation to its new lowest level in 20 years.

Headline inflation rateplummeted further to 0.8 %inJuly2015from1.2%inthepreviousmonthand4.9percent

in July 2014, according to thereportofthePhilippineStatisticsAuthority. “Inflation remained low

andstableinthefirstsemesterof 2015 while year-to-dateheadline inflation lodged belowtheinflationtargetrangeof2.0to4.0%setbythegovernmentfor 2015. In fact, using thecurrent base year 2006, theJuly2015inflationrateisanewrecordlow,coveringthemonthlyinflationseriesfrom1995toJune2015,” said Economic PlanningSecretaryArsenioM.Balisacan.

Headline inflation in thefood subgroup eased further inJuly 2015 (1.3% from2.1% inJune), followingmoderatepricepressures inbreadandcereals,fish,vegetables,andfruits.Non-foodinflationalsoreflectedstableprice movements in July 2015followingcontinued rollbacks inthepricesofelectricity,gas,andotherfuels.

Meanwhile, core inflation,whichexcludesselectedvolatilefood and energy prices, slidfurther to 1.9% from 2.0% inJune 2015 and 3.0% in July

2014.Core inflation in thefirstsevenmonthsof2015averagedat2.3%.

Ontheotherhand,inflationin the National Capital Regionaccelerated due to slightincreasesintheprevailingpricesof basic necessities and primecommodities. In contrast, allregions,excepttheDavaoRegion(Region XI), registered sloweryear-on-year price increases,thus resulting in a moderatedoverall inflationof0.8%inJuly2015forfrom1.4%inJune2015and 5.1% same period a yearago.

Amidlowandstableinflationthisyear,Balisacanemphasizedtheneedforthegovernmenttobe wary of the upside risks toinflationsuchastheoccurrenceof typhoons in the secondsemester which is expected tobe intensifiedby theprolongedElNino.(NEDA)

Peace monitors encourage Congress to continue work on BBL

MANILA – Third party monitors of the peace deal between the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) which seeks to end decades of conflict in Mindanao appealed to both houses of Congress to solidify measures already undertaken to seal the peace between the two parties by passing the law that creates the new Bangsamoro autonomous region.

The Third Party MonitoringTeam(TPMT)saidthatwhilethegovernment and theMILF haveachieved much in pushing thepeacedealbetweenthem,“timeis short, however, and muchremainstobedone.”

TheTPMTistheindependentbody established by the Partiesto monitor and scrutinizethe implementation of theComprehensive Agreement onthe Bangsamoro (CAB), thenegotiated peace settlementsigned by theGPHandMILF inMarch,2014.

“Decades of violent conflicthave wracked Mindanao,blightedthelivesofgenerationsofcivilians,andledtothedeathsofsomanycombatants(whetheronthesideoftheMILForofthegovernment forces),” said theTPMT in an official statementreleased in time for PresidentBenignoS.AquinoIII’slastStateoftheNationAddress(SONA).

“The adoption of a BBLwhich will help ensure that thePhilippines can bring an end totheconflictwillbeatrulyhistoricachievement,”the statementcontinued.

The statement was signedbyTPMTChairAlistairMacDonaldand members Rahib Kudto,HuseyinOruç,StevenRoodand

Karen Tañada. The group wasformally established in 2013 astheGPHandtheMILFwereinthemiddleofforgingelementsofthecomprehensivepeaceaccord.

The TPMT also highlightedthe work being done on thenormalizationprocessdespitetheseemingdelaysinthelegislativeprocessoftheBBL.“DeliberationsontheBBLcontinueinCongress,thoughitremainsuncertainwhenthisworkwillbecompleted,andhow far the law to be adoptedwill hew to the agreementspainstakingly negotiated since1997.”

“Nevertheless, the firststage of MILF decommissioningwas successfully completed on16 June, with the ceremonialturnovertotheIDB(IndependentDecommissioning Body) of 75crew-serve and high-poweredfirearms, and the return tocivilian life of 145 former MILFcombatants.”

With the aid of severalgovernmentagenciessuchastheDepartment of SocialWork andDevelopment (DSWD) and theTechnical Education and SkillsDevelopmentAuthority(TESDA),thedecommissionedcombatantswill be giving socio-economicpackagestoeasetheirtransitionintoproductive,civilianlives.

TheTPMTalsodiscussedhow“[w]orkhasbeguntohelpconvertthe former MILF camps intopeacefulandprosperousfarmingcommunities; and preparationsforthetransitionfromtheARMM(Autonomous Region in MuslimMindanao) to the BangsamoroTransition Authority (BTA) havecommenced.”

According to the CAB andthe BBL, BTA members will beappointed by the President ofthe Republic of the Philippines.Its primary function is to re-organize the political setup ofthe autonomous region into aparliamentarysystem.MembersoftheBTAwillonlybeappointedoncetheBBLhasbeenratified.

Furthermore, theindependent group mentionedthat “local governments, thebusiness sector, civil societygroupsandreligiousleadershaveall confirmed the importancethey attach to achieving asustainable peace, and toallowing all inhabitants of thefutureBangsamoroautonomousregiontoreapthebenefitsofthispeace…”

“Fortheregion,forMindanao,andforthePhilippinesasawhole,theprizeofpeaceiswithinreach…The TPMT wishes the Congresswell in carrying forward theseresponsibilities,” concluded thestatement.(OPAPP)
