Secretary Alcala came to the Regional Center in Barangay Carpenter Hill, Koronadal City Thursday, July 30, to distribute Php1.52 billion worth of projects and assistance to farmers’ associations and local government units in South Cotabato, North Cotabato, South Cotabato, Sultan Kudarat and Sarangani. Part of the assistance were over 330 farm machines that were ready for immediate delivery to the intended beneficiaries.

These machines, Secretary Alcala emphasized, would boost profitability in farm production. “More farmers in your region have experienced much improved production because of the continuous distribution of pre- and post-harvest facilities and other interventions by the Department,” he said. Citing data from the Bureau of Agricultural Statistics, the Aggie chief noted, “Region 12 has achieved 128 percent rice self-sufficiency.

farm efficiency and productivity towards increased production and incomes,” she said. The lady director expressed her happiness with the overwhelming response of the farmers and fisherfolk as well as other industry players for taking their share in the activity. Gov’t agencies told, “aim for total client satisfaction”

QUEZON CITY- The Civil Service Commission (CSC) urged government agencies nationwide to focus on continuous streamlining and improvement of frontline service delivery, following the release of Report Card Survey (RCS) results for the first half of 2015 where majority of surveyed frontline service offices were rated as “Good”.

Page 13: One Mindanao - August 10, 2015

13August 10, 2015 One Mindanao

As of June 30 this year, 63.10% or 460 out of 729 surveyed frontline service offices nationwide obtained a numerical score between 80 and 89.99 equivalent to a Good rating.

Some 226 offices (31%) received an Excellent rating; six offices (0.82%) gotOutstanding; 30 offices (4.12%) were Acceptable; and seven offices (0.96%) incurred a Failed rating.

The service offices subjected to the RCS came from 10 agencies, namely, Land Transportation Office (LTO), Bureau of Internal Revenue (BIR), Government Service Insurance System (GSIS), Social Security System (SSS), Professional Regulation Commission (PRC), Land Registration Authority (LRA), Home Development Mutual Fund (HDMF), Philippine Statistics Authority-National Statistics Office (PSA-NSO), Philippine Health Insurance Corporation (Philhealth), and Land Bank of

the Philippines (LBP).

The RCS provides a quantitative measure of client perceptions on the quality, efficiency, and adequacy of public services. The CSC runs the survey as the lead implementer of Republic Act No. 9485 or the Anti-Red Tape Act of 2007 (ARTA).

“It is not enough to just tick all the boxes. Our aim should be total client satisfaction, not just basic compliance with the provisions of the law,” said CSC Acting Chairperson Robert S. Martinez. The RCS criteria is composed of Core Area 1 or Compliance with ARTA Provisions, and Core Area 2 or Overall Client Satisfaction.

Under Core Area 1, the CSC checks if the service office has a Citizen’s Charter that contains detailed commitments on transaction steps, cost, and time. It also checks if anti-fixing

Page 14: One Mindanao - August 10, 2015

14 August 10, 2015One Mindanao

measures are implemented, if frontline staff wear identification cards, if there are no hidden transaction costs, if there is a functional Public Assistance and Complaints Desk, and if the No Noon Break policy is observed.

Under Core Area 2, the CSC looks into the effectiveness of frontline service providers, service quality (overall transaction time and outcome), physical setup of the office, availability of basic facilities for pregnant women, senior citizens and persons with disability, as well as client feedback or satisfaction.

Service offices which obtain a score of 90 to 100 with no failed/delinquent rating in any sub-area are rated Excellent. Those with scores of 90 to 100 but have a failing mark in any sub-area are rated Outstanding. Scores of 80 to 89.99 are rated Good; 70 to 79.99 are Acceptable; and 69.99 and below are Failed. Offices that fail in any of the two core areas,

regardless of the final numerical rating, also incur a Failed rating.

All surveyed agencies had a full passing rate with all of their service offices obtaining scores not lower than 70, except for BIR with three Failed offices out of 119 surveyed, and LTO with four Failed offices out of 226 surveyed.

GSIS and Philhealth had the highest proportion of offices that got Excellentrating, numbering 39 out of 47 surveyed offices (82.98%) for GSIS, and 41 out of 60 surveyed offices (68.33%) for Philhealth. (CSC)

COMELEC presents automation options to Ph legislators

MANILA -- Commission on Elections (COMELEC) Chairman Andres Bautista presented on Wednesday the options being considered for the automation of the 2016 National and Local Elections before the Joint Congressional Oversight Committee on the Automated Election System (JCOC-AES) at the Philippine Senate.

Page 16: One Mindanao - August 10, 2015

16August 10, 2015 One Mindanao

This, according to Chairman Bautista, is part of ongoing efforts of the poll body to consult as many stakeholders as possible regarding the automated election system.

Speaking before the JCOC-AES, the poll chief said that in light of the recent award of the contract for the lease of 23,000 new Optical Mark Reader (OMR) Machines to Smartmatic, the COMELEC is weighing in the option of engaging in direct negotiations for the refurbishment of the existing 81,896 Precinct Count Optical Scan (PCOS) Machines or leasing 70,977 new OMR Machines.

“The issues being considered by the COMELEC at the moment are cost, timeliness and technical risk. The difference between cost of refurbishment and lease

of new machines is around PhP2.5billion,” Bautista said.

With approximately 54 million voters in 2016, COMELEC targets to bring the ratio of voter-to-machine down to 600 to 800 voters per OMR as opposed to the 1000 voter per PCOS machine in 2010 and 2013.

The question, according to Bautista, is whether the augmentation will come from the refurbished 81,896 PCOS machines or the leased brand-new OMRs.

“The COMELEC will be making the choice between these two options in the coming weeks. It will be in the nation’s best interest if the decision making process is as well-informed as it can possibly be,” Bautista ended. (COMELEC)

DOH-Caraga leads national family planning month celeb in the region By: Daisy Jane M. Apit

BUTUAN CITY – The Department of Health (DOH) Caraga Regional Office is commemorating the National Family Planning Month this August to address the needs of every Filipino by helping them plan their families. “Increasing and sustaining the use of modern contraceptive methods among men and women of reproductive age will empower each to plan for a better quality of life with the long term benefit of greater family savings,” said DOH-Caraga regional director Dr. Jose Llacuna, Jr. Llacuna also emphasized that the celebration also centers on the attainment of a better quality of life for the mother, the father, and the family as a whole. This year’s theme is “Kapag planado, Panalo!,” which promotes the use of family planning methods and choices through advocacy activities closely coordinated with government agencies, NGOs, academic, religious and other sectors; to reduce the health related risks women and children face due to short birth intervals and too frequent pregnancies and childbirth; and reduce the

teenage pregnancies incidents. “Family planning is discussed in a broader context of reproductive, sexual health, and reproductive rights. For mothers specifically, we try our best to increase our efforts in advocating Family Planning methods by increasing the contraceptive prevalence rate (CPR), thus substantially prevent unintended pregnancies, reduce number of abortions, and lower the incidence of death and disability related to complications of pregnancy and childbirth,” Llacuna added. The month long celebration is covered by the capital cities in the three provinces of the region. Activities will include identification of possible FP acceptors, FP service provision through counselinmg and recommending of different method, and addressing rumors and misconceptions.

geographic units, that is, at the national up to barangay level. These information are vital in making rational plans and programs towards national and local development.

The enumeration units for the POPCEN 2015 are households, housing units, and institutional living quarters (ILQs). All households and ILQs in all barangays throughout the country will be enumerated to gather information about their members. All Filipinos residing in Philippine embassies, missions, and consulates abroad will also be enumerated.

Enumeration is on August 10 to September 6, 2015 in most provinces and may be extended until end of September 2015 in big cities. Enumerators wearing official POPCEN 2015 IDs will visit and interview every household to ask basic information about its members, such as age, sex,

marital status, education, and usual occupation, if any. The interview will take about 15 to 30 minutes for each household. PCG demonstrates oil-spill-response capability

DAVAO CITY, August 7 (PIA) Officers of the Philippine Coast Guard-Southeastern Mindanao led the oil-spill contain-ment-simulation exer-cise held at the Mint-ebros Port, at Barangay Ilang, Tibungco Friday to test and evaluate its oil spill response capa-bility and that of the participating partners and agencies during major oil spill incidents. Lt. Commander August Dann Carino, chief of the Philippine Coast Guard-Sta. Ana expressed the readiness of his unit to handle oil-spill incidents given the existence of its oil spill contingency plan. He assured the pre-paredness of the PCG’s capability to control, mit-igate, recover and reha-bilitate in the event of an oil spill in the Davao Gulf area. Carino urged land based companies and depots to come up with the own oil-spill contin-

gency plan for them to be ready to respond in case of contingencies. “Oil spill impacts on the beach resorts and marine-protected areas by damaging the envi-ronment and its bio-di-versity,” he pointed out. Commodore Joselito de la Cruz, commander of the PCG-Southeastern Mindanao area, in his assessment said, there is still a big room for the capabilities of all agen-cies and stakeholders involved to improve. He said the PCG just showed how to lay down the oil-spill boom used to contain oil- spill incidents with the use of the existing available equipment. “If a massive oil-spill occurs, we need to use bigger vessels and we need more oil-spill combatting equipment. Our sole purpose is to come up with a contin-gency plan and common procedures and to get the cooperation among stakeholders in the

Davao Gulf area,” de la Cruz said. He said it was the first time that the oil and shipping companies and the Philippine Coast Guard come to-gether to discuss common protocols and reporting oil-spill incidents. De la Cruz assured that there will be follow-up activities to improve the capability and preparedness of all stakeholders. He admitted it is more chal-lenging to handle oil-spill response

during bad weather when the sea is rough, especially when the boats used are small. De la Cruz said that given strong winds and big waves, oil-spill operation needs bigger vessels and more tug boats. “It is a matter of pulling all these resources together to be used when an incident occurs,” he said. Robles of the City Social Welfare and Development (CSWD), Al-berto Sero of DILG – Tacurong, provincial coordinator Jonathan Mandi, and Councilor Rodrigo Jamorabon.

Bottom-Up Budgeting pro-gram, also known as Grassroots Participatory Budgeting, is an initiative of the DILG in partner-ship with other agencies such as DBM, DSWD, and NAPC among others.

With BUB, citizen participation in governance is encouraged in

order to directly identify and ad-dress the inequity, poverty and marginalization of the poor.

Envisioned by the late DILG Secretary Jessie Robredo, the BUB program stems from the right of citizens to participate in local governance as provided for by the 1987 Constitution with the Local Government Code of 1991 paving the means for the LGU to put such right into ac-tion. Earthquake drill for school kids caps Disaster Consciousness Month celebrationGLAN, Sarangani Aug 10 – Hundreds of children in a remote vil-lage here learned what to do during earthquake in the culmina-tion activity for the Disaster Consciousness Month celebration of the Bureau of Fire Protection (BFP) Glan Office on July 28.

Some 250 kindergarten to Grade 6 schoolchildren en-rolled at the Kiogam Elemen-tary School joined the drill and shared food in the feeding ac-tivity that followed.

Incorporating these two activ-ities, according to Municipal Fire Marshal S/Insp. Lielani Bangelis, is their strategy of attracting the

interest of the children to par-ticipate.

She pointed out that these activities were primarily aimed at promoting community welfare and at the same time gaining people’s “trust and confidence” in government especially in BFP.

Bangelis said conducting reg-ular drills, feeding programs,

house-to-house campaigns, organizing and strengthening group volunteers, performing inspections to establishments, other visibility activities, and being prompt in responding to emergencies are BFP’s way of drawing people’s trust to the bu-reau.

She said, the feeding program came in as part of the bureau’s social responsibility, an initiative of the office “to help alleviate short-term hunger during school days which is a primary vehicle for meeting nutritional require-ments.”

During the drill, Fire Officer 3 Ronillo Barsumo taught the chil-dren the basic dos and don’ts in earthquake and fire situations.

“Lacking basic knowledge and preparedness could put one’s life at risk,” he told the chil-dren.

School principal Ritacio Tumu-lak said the earthquake drill was very important in equipping his pupils with the knowledge that would help them save not only their lives but the lives of oth-ers as well whenever disasters strike. (OPaoyon-BFP Glan/DE-Doguiles-PIA 12)
