Angel Anne Marie Jabian, 14 of Purok 2, Mitazan, Aloran, Misamis Occidental, bested other four provincial representatives during the two-day search here. A daughter of a farmer, Angel disclosed that the income of her parents is not sufficient to support her daily fare in going to her school, Aloran Trade High School, from her house, that’s why she volunteered herself to become a working student to one of her relatives living near the school. Angel’s residence is relatively far from the school and she would spend P30 a day

for her fare before. But, Angel is quick to add that she managed to balance her studies and household chores. A consistent Top 1 pupil from Grade 1 to Grade 6 during her elementary formation, Angel has never been absent from school despite her obligations as a working student. “I persevere to achieve my dreams and to become successful in the future,” Angel said during her first radio interview in a local station here.

Good example to others When asked about her passion, Angel disclosed that she wants to become good example to others. “I want to be different from others in a good way because I know, I am unique. I want to become a good example to others,” Angel said. Serving as the newly ambassador of children’s rights in Northern Mindanao, Angel is overwhelmed by the support from her family, school administrators, local government unit, and other stakeholders of Pantawid Pamilyang Pilipino Program in Misamis Occidental. “It’s worth the hard work and diligence that I have invested. I owed back this to Pantawid Pamilya, my mentors, my family, my friends and to my God,” Angel said, adding that she is a proud beneficiary of Pantawid Pamilya. Changes in life Everday, Angel’s father, Rey, will visit and cultivate the family’s ricefields while her mother Mariter will take care of her and her elder sister.

Either under the heat of the scorching heat of the sun or under a heavy downpour, Angel’s father has to work hard to support the family’s need. “Honestly, every afternoon when I got home from school in my elementary years, I can see from my naked eyes that my father is really tired from work. I felt guilty of it,” shared Angel during the radio interview. “Sad to say, his income is not enough for my needs. At that moment, I was losing hope to finish my studies. Until such time when we became a beneficiary of Pantawid Pamilya,” added the teary-eyed Angel. Angel’s family became beneficiary of the program in 2011. “Pantawid Pamilya is a great help to my family. I can already buy the materials and supplies needed for my projects on time. Because of Pantawid Pamilya, I achieved good grades and I maintain my top post,”said Angel. Aside from that, Angel told us that, “Pantawid helped

educate my parents and other beneficiaries in terms of livelihood, health and wellness, education for children and many others.” As it is, “I am always been grateful to DSWD and all other government agencies which helped us fight poverty.” Meanwhile, Rosa Bianca Galos of Mambajao, Camiguin and Regine Dablo of Lagonglong, Misamis Oriental have earned the second and third spots, respectively. The contender were judged

based on their behavior and practice, talent, intelligence and wit, community and school participation, and Kaya Koa ng Pagbabago (I am capable of change) presence and appearance. The search is conducted to recognize the children beneficiaries of the program who set examples at home, in school, and in their community. It is one of the strategies of Pantawid Pamilya to encourage the children to nurture habits and values that would mold them to good and active citizens.

PH committed to supporting ASEAN haze mitigation efforts

QUEZON CITY -- The Philippines has vowed to support regional efforts to curb haze pollution that poses serious threats to the environment and human health, according to the Department of Environment and Natural Resources (DENR). Environment Undersecretary Demetrio Ignacio Jr. said the Philippine government, through the DENR, will continue to cooperate with its neighbors in the Association of Southeast Asian Nations (ASEAN) in developing and implementing measures to

prevent, monitor and mitigate transboundary haze pollution.

“While the Philippines cannot mitigate forest fires and haze originating from Indonesia, the DENR will undertake measures to minimize the hazards from

pollutants borne by the haze,” said Ignacio, who represented the country during the 11th Meeting of the Committee under the Conference of Parties to the ASEAN Agreement on Transboundary Haze Pollution held in Hanoi, Vietnam, recently.

The DENR is the primary government agency mandated to protect and develop the country’s forests and environment in general.

According to Ignacio, the DENR’s Environmental Management Bureau (EMB) will conduct closer and continuous monitoring of air quality parameters affected by the haze.

The EMB is collaborating with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the Department of Health to ensure consistency of findings and issuance of health bulletins that can be disseminated to the public, Ignacio added.

He also said that the Forest

Management Bureau of the DENR is conducting close surveillance and monitoring of known forest fire hotspots in the country, as well as immediately suppress any fires that may occur, in coordination with the Bureau of Fire Protection.

Ignacio said that such measures are necessary to ensure that the country does not contribute to the haze problem, especially with the El Niño-triggered dry spell that makes foliage or forest matter more prone to fires. El Niño is expected to affect the country until June 2016.

For the long-term, the DENR, in coordination with PAGASA and BFP, will actively participate in the development of the implementing mechanisms designed to make the ASEAN region free from haze by 2020.

“We also need to develop a forest protection and fire suppression program consistent with the provisions of the agreement on transboundary

haze pollution,” he added.

The haze originating from forest fires in Indonesia reached southern and central Philippines in October. The haze had decreased visibility and disrupted airline flights, business and tourism activities, and threatened human health.

By end of October, however, PAGASA declared the Philippines “haze-free” without any large-scale weather systems like typhoons, looming over the

horizon any time soon. (DENR)

SSS earns international citation for initiatives to promote inclusive growth

QUEZON CITY -- The Social Security System (SSS) has earned an international citation from the world’s leading association of social security institutions for its various programs launched in recent years to promote inclusive growth by targeting informal sector (IS) workers and hard-to-reach rural areas of the country. SSS Senior Vice President for Administration Group May Catherine Ciriaco said the International Social Security Association (ISSA), which has over 330 member organizations

from more than 160 countries, honored the SSS for the several programs under its “Moving towards Inclusive Growth” project.

“The SSS is part of the select group of seven organizations, as well as the lone Philippine institution, that received a Certificate of Merit with Special Mention for 2015,” said Ciriaco, who represented the SSS during the ISSA Good Practice Awards for Asia and the Pacific held in Oman on November 2.

The ISSA international jury lauded the SSS for its “innovative and progressive approach to extending coverage in this difficult sector, involving good coordination with local government structures and the communities involved,” adding that the SSS’ strategy “provides a basis for future development.”

SSS initiatives that garnered the ISSA recognition include the AlkanSSSya Program; collecting and servicing partner agent arrangements with cooperatives and microfinance institutions (MFI); Social Security Subsidy Program; coverage program for job order and contractual workers in government; and the MuniSSSipyo Collect Program

for areas with scarce banking facilities.

In its paper sent to ISSA, the SSS cited the need for “creative approaches” to reach out to IS workers “that recognize the irregularity of their incomes and differences in the nature of their businesses,” “require partnerships with organized IS groups so that there are identified and shared responsibilities,” and “allow for ‘wholesale’ social security coverage instead of SSS going after individual IS workers on a piecemeal basis.”

Ciriaco said IS workers and residents of far-flung areas face barriers to an active SSS membership such as the lack of accessible banks and collection facilities. This led to the creation of the MuniSSSipyo Collect Program where members can pay contributions right at their local municipal office, and the accreditation of SSS partner agents to tap the organized and extensive networks of cooperatives and MFIs.

“Another creative approach undertaken by the SSS is the AlkanSSSya Program designed to fit the work habits and financial limitations of IS workers such as tricycle drivers and market vendors. AlkanSSSya units are also placed in strategic locations to remind IS workers to add to their daily SSS savings,” she said.

The AlkanSSSya made SSS membership within reach for IS workers, who can meet the required minimum SSS contribution of P330 under the program with little as P11 per day. Since the SSS has engaged the involvement of the IS groups in the AlkanSSSya Program, this helped facilitate the wider SSS coverage of IS workers and the regular remittance of their contributions to the SSS.

“Apart from ISSA, the SSS was also awarded by the Asean Social Security Association or ‘ASSA’ for the AlkanSSSya

Program last September. The SSS was one of this year’s two awardees under the Innovation Excellence category, along with Cambodia’s National Social Security Fund,” Ciriaco said.

ASSA Chairman Datuk Shahril Ridza Ridzuan presented the 2015 ASSA Recognition Award to SSS President and Chief Executive Officer Emilio de Quiros, Jr. during the 32nd ASSA Board Meeting hosted by the Central Provident Fund in Singapore from September 10 to 11.

“We are heartened by the support and recognition earned both locally and overseas of SSS campaigns for the informal sector. This further encourages us to find better and more creative ways to reach out to IS workers so that more of them can enjoy the benefits of social protection,” Ciriaco said. (SSS)

The app is a commissioned project of PIA Mindanao where PIA Caraga region started to generate and design its content and painstakingly invested the passion and time to fix glitches until it was ready for conversion into ‘PIA Mindanao’ from ‘PIA Caraga’ mobile app.

“This app is conceptualized in a manner that other PIA platforms can be conveniently accessed at any time and in any place by mobile people who needs mobile app to keep track of the latest news, weather forecast and other relevant updates that will help better ride out a disaster,” Caga said.

Embedded in the mobile app is the icon of Advanced Forward

Emergency Broadcasting System (AFEBS) Network, the agency’s information and advocacy station live streaming 24/7, where disaster management tips, interviews and discussions on significant issues can be accessed.

AFP does not support IP armed groupsDAVAO CITY-The military vehemently denied the claim of progressive groups that it is supporting the Alamara, allegedly an anti-communist group of the indigenous peoples. Major General Rafael Valencia, commander of the 10th Infantry Battalion told reporters at the Biz Talk at Big 8 Hotel press briefing that the military supports primar-ily the indigenous peoples who are members of the Citizens Armed Force Geographical Unit (CAFGU). He stressed that these men are controlled by the Philippine Army through the cadres up to the chain of command. Valencia said the lumad ceased to become a member of any group once he becomes a member of the civilian active auxiliary, where he works in a detachment and takes orders from his higher ups. He said before an IP member becomes a militia, he works as the triber’s warrior or bagani. “Once he becomes a civilian active auxiliary, he ceases to be a bagani and works with the armed forces. Valencia stressed the military does not know about the Alamara group which allegedly moves on its

own. He said the military would even work for the disbandment of this group especially if they are armed, once we get the information. Valencia also welcomed the call for the soldiers to leave Talain-god, Davao del Norte. He said there are places in the re-gion where the soldiers are more welcome and needed by the peo-ple. “We are willing to pull out, especially if the local government would require us to leave the place,” Valencia said.However, he stressed that before leaving Talaingod, other sectors must be consulted to avoid accus-ing the soldiers of abandonment of assignment. Reactivation of Overseas Voting Records deadline extendedDAVAO CITY- The deadline for the filing of Application for Reactivation of Overseas Voting Records is now on or before December 9, 2015.

This according to an an-nouncement from the Department of Foreign Affairs Overseas Voting Secretariat (DFA-OVS). The origi-nal deadline was set last October 31 2015. The form for application for reactivation is available at any Em-bassy, Consulate, Mission, MECO (Manila Economic Cooperation Of-fice) or maybe downloaded from the Comelec (www. comelec. gov.ph) and DFA-OVS (www.dfa-oavs.gov.ph) websites. Meanwhile the Application for

Reactivation has also been sim-plied by allowing the filing by ei-ther: Sending the copy of the duly accomplished OVF No. 1G includ-ing its attachment, if applicable via e-mail to [email protected] or through facsimile to (0632)521-29-52. Panabo City Distributes Land Titles through Operation Handog TituloPANABO CITY, DAVAO DEL NORTE – Panabo city, in coordination with the Registry of Deeds conducted a mass distribution of land titles dubbed as Operation Handog Titulo on November 5, 2015 at the 3rd floor function hall, city hall bldg., J.P. Laurel, Panabo City.

There are 134 unclaimed titles in the Registry of Deeds, Capitol, Mankilam, Tagum City and only 48 titles were distributed to the right-ful owners due to lack of require-ments such as the Special Power of Attorney for claimants other than the rightful owners, survey plan from the Bureau of Lands, DENR

XI, etc. Handog Titulo was started in 1993 during the time of Secretary Angel Alcala whose department have 4.5 million hectares Allien-able and Disposable (A&D) areas by issueing Free Patents (FP) titles to agricultural lands. The Registry of Deeds was mandated to conduct

the Operation Handog Titulo to gen-erate more revenues through pay-ment of taxes to the government and to improve the living condi-tions of the agricultural sectors. Mayor James G. Gamao repre-sented by city administrator Atty. Jamail Lunar G. Macla congratu-lated the new possessors of agri-cultural lands in Panabo city. “We are just facilitators in the distribu-tion of these (FP) titles to improve these lands and for those recipi-ents to have the responsibility to develop and sustain them by reli-giously paying real property taxes otherwise the city government will auction them.” It was learned from the Regis-trar of Deeds, Atty. John Paul Dev-

illeres that the FP titles can not be sold within five (5) years. He fur-ther said, “Mayor Gamao request-ed his office to conduct an opera-tion Handog Titulo in Panabo city so that free payment of fees and other obligations could be availed by these new land owners.” The City Treasurer, Kirk Samil-lano and the City Assessor, Nancy Llana also reminded them to pay their real property taxes inorder to avoid from being charged with in-terests and eventually auction their properties. KORONADAL CITY, South Cotabato, Nov 12 — For the fourth time this year, the Department of Agriculture is giving away millions worth of farm machines and projects to farmer organizations and local government units.

DA 12 Regional Executive Di-rector Amalia Jayag-Datukan confirmed that once again Ag-riculture Secretary Proceso Al-cala came to Koronadal City Wednesday (November 11) to personally lead the distribution of the projects in a ceremony at the new DA 12 Regional Office at the Regional Center in Baran-gay Carpenter Hill, this city. Datukan further revealed that the secretary handed out PhP538 million worth of projects comprised of farm machines and fund transfers, highlighting the Grand Ulat sa Bayan of the agriculture office. Some 2,500 farmer, fisherfolk, local government officials and other stakeholders attended the Ulat sa Bayan, which Direc-tor Datukan said was different from her previous accomplish-ment accounting. “This time, we let our local chief executives and our farmers speak for us by sharing their ex-periences in the implementation of our projects,” she elaborat-ed. These farmers and local chief executives, she added, shared how projects they received from DA have led to realiza-tion of greater productivity and higher income, testaments that

government interventions have definitely produced results. Among those set to share their impressions are Jerry Soguilon, President of the Bagontapay New Janiuay Buayan Lapaga (BNBL) Irrigators’ Association in M’lang, North Cotabato and Tboli Mayor Dibu Tuan. BNBL Irrigators’ Association have benefited farm machiner-ies including rice combine har-vester, four-wheel drive tractor with backhoe, and others from DA. Meanwhile, Tboli town in South Cotabato has recently received over P125 million worth of farm-to-market roads under the Payapa at Masaganang Pamayanan (PAMANA) of the national government via DA. Distributed in the latest turn-over activity are PhP157.7-M funding for farm-to-market roads (FMRs) and other infra-structure projects that will be implemented under the Philip-pine Rural Development Proj-ect, PhP125.4 million for FMRs under regular fund, and P89.6 million worth of FMR subprojects under SOCSKSARGEN ADPO as well as PhP1.25-M livelihood program under the Bottom-up Budgeting (BUB) of the national government.

Tacurong’s indigent seniors get social pension

Moreover, Agri Pinoy Program also distributed PhP27.6 mil-lion worth of machines and projects from the Rice Program, PhP42.5 million for the Corn Program, P11.8 million from the High Value Crops Develop-ment Program and PhP3.5 mil-lion from the Organic Agricul-ture Program. Also, attached agencies such as the Philippine Crop Insur-ance Corporation (PCIC 12) and Bureau of Fisheries and Aquatic Resources (BFAR 12) also hand-ed over checks and certificates of turn-over to their identified recipients.This year, Secretary Alcala first came to SOCCSKSARGEN Re-

gion on March 3 to hand over nearly PhP1 billion worth of farm machines, equipment and development projects. The event was held at the Tupi Re-search Station. He came back on April 10-11 and turned over PhP400 million worth of agriculture-based proj-ects to conflict-affected areas in North Cotabato, Sultan Kuda-rat and Cotabato City. TACURONG CITY, Sultan Kudarat, Nov. 12 — “This money would surely help pay for our household expenses,” said frail 80-year old Concepcion dela Cruz as she received she received her social pension.

Dela Cruz, a widow and a res-ident of Barangay New Lagao was among the hundreds of indigent elderly who lined up at the Tacurong City Hall on Friday to pick up their PhP 3,000 gov-

ernment stipend for the second and third quarters this year.

Moreover, 318 new qualified pensioners were added to the list this quarter and were paid three quarters worth of stipend.

With a combined number of indigent elderly pensioners, the Department of Social Wel-fare and Development (DSWD), through LGU-Tacurong provided PhP3.843 million worth of pen-sion as of the 3rd quarter.

Stipend for the 4th quarter is expected to be released in Janu-ary 2016.

validated individually in their respective barangays and were listed in the National Household Targeting System (NHTS) of the DSWD.

”We are just waiting for the go-signal from the regional office of the Department of Interior and Local Government (DILG) 13, for the disposition of the patrol vehicles,” regional chief spokesperson PSupt. Martin M. Gamba said in an interview at his office on Thursday morning. According to PSupt. Gamba, the patrol vehicles arrived this camp morning of Monday via Nasipit port where it was shipped from their national headquarters. “This is the third mass distribution of patrol vehicles here in the region. The first distribution was for the province of Agusan del Norte. Then it was followed with the distribution at the province of Dinagat Island Province, both by then SILG Secretary Mar Roxas. This time, the vehicles are intended for the provinces of Surigao del Sur, Surigao del Norte and Agusan del Sur,” Gamba said. According to him, the initial plan of the regional headquarters is for the vehicles to be received by the chiefs of police of the recipient municipal police stations. The recipient local police officials as well as the local government units will be given charge to have the vehicle blessed at their respective

areas so that all sectors of the community will have the sense of ownership of the vehicles, Gamba said. The first distribution was massively blessed by the regional chaplain at Agusan del Norte Provincial Capitol before the recipient municipal police stations brought home their assigned patrol vehicles. The second distribution was done in similar manner in Dinagat. According to Gamba, the recipient police stations may now have at least two patrol vehicles for rapid response to any call for police assistance. “This (vehicles) will greatly help improve the delivery of services of the frontline service providers of the PNP,” Gamba said. Pantawid women association serves their way to success CAGAYAN DE ORO CITY - With the city’s fast growing economy particularly in the food industry, a Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) women association was inspired to come together and set up their very own food business.

Geared with the necessary skills and attitude, the Sr. Nazareno 4Ps Association, actively participated in all program activities of the Department of Social Welfare and Development (DSWD) through the Sustainable Livelihood Program (SLP). In 2014, the group which is composed of 26 women joined the Basic Micro-enterprise Management Training and Entrepreneurship, wherein participants are given basic management training, financial management and processes to achieve their entrepreneurial goals. The program provided them with the necessary capital fund to realize their

business goals. The women’s eatery serves basic “lutong-bahay” (homemade) foods, desserts and even expand their venture to rice retailing. The business is inevitably growing since then and they are now planning to build another branch within the city. ARMM investors to enjoy duty-free importation

Investors in the Autonomous Region in Muslim Mindanao (ARMM) can now enjoy duty-free importation of identified materials and equipment following the signing of a Joint Memorandum Order

(JMO) between the Regional Economic Zone Authority (REZA)-ARMM and the Bureau of Customs.

The JMO will allow REZA locators or those investors registered under the region’s board of investments (RBOI-ARMM) and other economic

investors to enjoy duty-free importation of capital equipment, breeding stocks, generic materials, import construction materials, and

office equipment. They will also be entitled to avail of other incentives from local taxation in close coordination with the Local Government Units concerned. ARMM Governor Mujiv Hataman, Commissioner Alberto Lina, REZA-ARMM Executive Director Eshan Mabang, other ARMM officials and some BoC district collectors attended the signing. Mabang said “the signing of the JMO is a historical breakthrough in the Moro people’s experience and economic independence.” He said the JMO will create a big impact in both the economic and labor aspect of the ARMM for it “is envisioned to create employment opportunity leading to improved human resource development index.” “It is also seen to generate micro and even macro-economic benefits, attract domestic and foreign investors, and will promote e-commerce,” he added. Mabang said the REZA will establish the Joint-REZA Customs Office (JRCO) that will be used by both agencies to perform organizational functions, including joint conduct of inspection and clearance area. The REZA-ARMM is “mandated to oversee the integration, coordination, planning and monitoring of special economic zones, industrial estate/parks,

export processing zones and other economic zones in the region.” Under the JMO, the REZA will accredit, issue and approve the documentary requirements of investors in the region and the BoC, on the other hand, shall be in-charge of the approval, activation and validation of client profile registration system in line with Customs Memorandum Order 39-2008. Moreover, the BoC will set-up the electronic-to-mobile system (e2m) for effective and efficient exportation and importation transactions and help curb possible frauds in the agency. The e2m system will streamline imports and exports processing and improve trade facilitation among BOC, other government agencies and its stakeholders anywhere, anytime through Internet-based and wireless technologies. Meanwhile, Governor Hataman and Commissioner Lina lauded the REZA-ARMM for the milestone it has accomplished. Hataman urged the BoC and other investors to help boost ARMM’s economy. The JMO, he said, is a manifestation of good governance in the region. ARMM initiates gender training workshopMARAWI CITY, Lanao del Sur – In an effort to deepen the knowledge and skills of humanitarian workers in the Autonomous Region in Muslim Mindanao (ARMM) on gender issues, the region’s Commission on Bangsamoro Women (RCBW-ARMM) conducted a training workshop for gender focal persons from different ARMM agencies and humanitarian workers on October 26 to 30, 2015 in Davao City.

Sittie Jehanne Mutin, RCBW-ARMM chairperson, said the workshop was conducted in partnership with the United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA). It was aimed at ‘genderizing’ humanitarian action during emergencies, such as disaster or crisis, to ensure that women’s needs are properly addressed. Gender sensitive approach in disaster risk management is vital in safeguarding the distinct needs of

men, women, as well as boys and girls during humanitarian response activities, Mutin stressed. One of the workshop’s objectives, said Rowena Dacsig, gender and focal point person of UN-OCHA, was to engage and equip government counterparts on gender equality programming during emergencies for focus targeting, specifically to build confidence and competence in the teams that support humanitarian action. DPWH-ARMM to undertake more infrastructure projectMARAWI CITY, Lanao del Sur - The Department of Public Works and Highways in the Autonomous Region in Muslim Mindanao (DPWH-ARMM) vowed to boost infrastructure projects across the region as it keeps up with the reform agenda of the Autonomous Regional Government.

Engr. Don Mustapha Loong, DPWH-ARMM secretary, said the good governance practices introduced by the present ARMM administration have transformed the department into one of the most competent line agencies in the ARMM.

He said the reforms included prudent fiscal management and a policy of transparency and accountability among the department’s officials and employees. The DPWH-ARMM, he said, has enforced, for the first time in the history

knowledge on the concepts of gender mainstreaming. As one of the agencies of the United Nations, OCHA is responsible for bringing together humanitarian actors to ensure coherent response during emergencies. It has been complementing the Philippine government’s response to disaster and engaging humanitarian coordination since 2007. Education and advocacy with local government officials and community leaders are also important in order to fully involve not only men but also women and marginalized groups in disaster management activities and decision-making. ARMM, through its Regional Disaster Risk Reduction Management Council (RDRRMC), has been implementing disaster preparedness,

mitigation and adaptation measures to reduce risks and widespread destruction in times of calamities. RDRRMC-ARMM is composed of different line agencies operating in the region. The ARMM Humanitarian and Emergency Action Response Team serves as its rapid response mechanism and nerve center. Several areas in ARMM are disaster-prone, both natural and man-made, thus preparedness is crucial to help mitigate the impact of disasters. Dacsig said participants should have increased their understanding on the dynamics of gender equality and sensitivity using gender responsive programming and that these would be applied in their respective areas of work. Loong said the agency’s transformation contributed to better public expenditure and made possible the implementation of more infrastructure projects in the region. The DPWH-ARMM’s budget consistently increased from P1 billion in 2012 to P10 billion in the current fiscal year. It has targeted to pave a total of 1,031.285 kilometers of roads across the region from 2012 to 2015. As of October 2015, it has already concreted 348.471 kilometers, while a total of 562.272 kilometers of road concreting projects are presently on-going. Loong said the bigger budgetary allocation is a historic milestone that allowed the department to construct new roads and other infrastructure

facilities. He said the massive infrastructure projects have allowed the DPWH-ARMM to contribute to job generation in the region. On November 4, the agency marked its 25th anniversary. Loong said the department is gearing towards getting an International Organization for Standardization (ISO) 9001 certification to help boost the performance of the agency. He said that every employee, regardless of rank, can contribute to the department’s ISO-certification bid and in the successful implementation of its various programs and projects. Meanwhile, ARMM Vice-Governor Haroun Al-Rashid Lucman lauded the DPWH-ARMM for its contributions to the reforms in the ARMM and in the improvement of the delivery of basic government services in the region.
