Northern Mindanao region has come a long way in empowering women and instill the volunteerism in the communities.

Charina Torayno, 34, from Purok 4, Kompol, Catarman town, is a Pantawid Pamilya parent leader, was chosen by fellow volunteers as chairman for the organized Barangay Sub-project Management Committee that implements

projects under the Department of Social Welfare and Development (DSWD) program –the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services – National Community Driven Development Program (Kalahi CIDSS-NCDDP).

Despite the stereotyping and resource limitations, Charina together with women beneficiaries of Pantawid Pamilyang Pilipino Program (Pantawid Pamilya), implemented the construction of a multi-purpose building which would serve as the barangay center of her village as an evacuation center during calamities.

Charina’s participation in the construction of the barangay hall made her realize that women can be agents of change and

Page 7: One Mindanao - November 10, 2015

eventually help in protecting the vulnerable members of society such as the elderly, women, children, and persons with disability.

“It is only through gender equality that women can help promote economic growth and alleviate poverty,” stressed Charina, who also join other women and men in her village in putting sands on sacks, piling hollow blocks, and mixing cement with aggregates during the construction of the building.

“Before, I would only stay at home struggling to make ends meet,” Charina said, adding, “I will not bother to participate in any activities in school and in our community.” Furthermore, Charina said “wala ko magdahom sa dako nga responsibilidad (I did not anticipate the magnitude of the responsibility) but insisted that women like her can manage and

do the tasks usually done by men.)”

Charina said her husband is also supportive and also said that some of her fellow volunteers had doubts if they can finish the tasks, but insisted to them “kaya ra ni ninyo, kay nagseminar baya ta ani (you can do this, we already had a seminar about this). “ Empowerment

Charina reveals that her volunteer work led her to do almost all construction management tasks.

She also admitted that before the actual work that she did not know some of the terminologies in the construction industry. She, however, was enlightened during the seminars.

Page 8: One Mindanao - November 10, 2015

Charina’s tasks during the project were to organize the volunteers and serve as manager. She also revealed that she has earned the respect of her peers and fellow volunteers as the project progressed. She also said that she was very hands-on during the construction by actively doing follow-ups on deliverables; she also said that she was relatively strict and non-complacent. She insisted helping out in tasks usually given to their male counterparts, like cement mixing and segregation of aggregates and sand, but also admits that there are certain tasks that she cannot do like bending of steel materials. After three months of construction work, Charina and her fellow village volunteers finished the

building. “We feel proud, this is a nice office, and during calamities, this will serve as an evacuation center and this place is also safe from floods.” Home and Family Life

Charina said that despite the three-month-long construction work, she still managed to do all her daily tasks as a parent. She revealed that her usual routine is to cook meals and prepares her husband’s things the night before so her husband can get ready for work faster, bathes her twin 2-year-old daughters, prepares milk, cook for noontime and dinner, and constantly communicates with her fellow Pantawid Pamilya members. Charina also said that the DSWD programs like Pantawid Pamilya and the Family Development Session really boost her confidence as a woman and a mother.

Page 9: One Mindanao - November 10, 2015

9November 10, 2015 One Mindanao

She revealed that these programs helped her to manage her home and finances. Now, their family can have savings, payment for school fees, and most especially for the well-being of her children. C h a r i n a concludes that through these DSWD integrated programs she now has full confidence in her daily lifestyle and said that she has also gained the respect of others and more importantly – a sense of self-respect.

Proposed pay hike for public sector to up salary by 45%

MANILA -- The Department of Budget and Management (DBM) announced yesterday plans for a new round of compensation adjustments that would raise the basic salaries and benefits of the 1.3 million government workers by up to 45 percent. The proposed pay hike shall be implemented in four tranches over four years starting January 2016 and, upon full implementation, will bring the compensation of all government workers to at least 70 percent of market rate. The proposed compensation plan is composed of across the board salary increase plus a mid-year bonus equivalent to one month basic salary and the new

Performance-based Bonus (PBB) as an added bonus contingent on performance. The mid-year bonus, in addition to the present year-end bonus or 13th month

Page 11: One Mindanao - November 10, 2015

pay, will account for an 8 percent increase in annual salary. The PBB is equivalent to 1 to 2 months basic salary or an 8 to 16 percent increase depending on the position.

“It is about time for another round of increase. Joint Resolution No. 4, which mandates the review of compensation every three years, was fully implemented in 2012. From then until 2015, the purchasing power of the pay of government workers has been eroded due to inflation,” Budget Secretary Florencio “Butch” Abad said in a press conference.

The review of the public sector compensation and benefits is mandated by Joint Resolution No. 4, or Salary Standardization 3 (SSL 3), which states that “a periodic review of the government’s Compensation and Position Classification System shall be conducted every three years.” This is to take into account the competitiveness of salaries relative to the private sector, adjust salaries for the inflation rate and consider changes in

skills, expertise, and competency requirements of the bureaucracy.

The budget chief said that the proposed salary adjustments or SSL 2015 shall be implemented based on the following principles: fair and reasonable compensation based on fiscal realities; competitiveness of pay in relation to the private sector; strengthening the link between pay and performance by enhancing the performance-based incentive system; and tempering the cost impact of the compensation increase to allow for higher take home pay.

“We have a solid basis for this policy recommendation. We have a study to compare the competitiveness of government pay in relation to the private sector. And based on this study we crafted a compensation adjustment strategy to bring government pay closer to market rates,” he said.

SSL 3 is 45% below market

Abad said the study found that

Page 12: One Mindanao - November 10, 2015

One Mindanao12 November 10, 2015

while the pay of sub-professional workers in government matches or even exceeds those of their private sector counterparts, professional workers get as low as 41 percent of market rates as they move up the ladder. Middle managers, comprised of directors, only get more or less a third of what their counterparts in the private sector get; while executives are paid only about a quarter to a third as much.

“Overall, government pay is 45 percent below market. SSL 2015 will further enhance the market position of Salary Grades 1-7 since they will be at 4 percent to 54 percent above market. Salary Grades 8- to 17 will be competitive to the market at 72 percent to 98 percent% of the market. Salary Grades 18 to 24 will be at 70 percent of the market,” he said.

Higher salaries to help attract and retain technical staff, middle managers “Higher salaries help attract and retain critical talent. We want

to attract the best and brightest managers and executives to join and stay in government. More than a proposal for a salary increase, SSL 4 is an advocacy to further improve government service. With competitive compensation, we intend to bolster the recruitment of agencies that need to fill up vacancies in senior technical and middle management positions,” Abad said.

He added that government agencies have been having difficulty in recruiting and retaining senior technical staff/middle managers.

According to DBM data, the number of unfilled positions in government is 191,988 or 12.53 percent of total authorized positions. Agencies with the highest number of unfilled positions include the Ombudsman, Commission on Audit (COA), Department of Agriculture, (DA), Department of Environment and Natural Resources (DENR), Department of Finance (DOF), Department of Health (DOH),

Page 13: One Mindanao - November 10, 2015

13November 10, 2015 One Mindanao

Department of the Interior and Local Government (DILG).

Salary Grades (SG) that are hard to fill are senior technical positions from SG 21 to 25 where vacancies are between 26 to 41 percent of the total authorized positions for the respective SGs. Among the positions that belong to these SGs are senior accountants, lawyers, and division chiefs.

The proposed SSL 2015

Abad said the minimum salary (SG 1) shall be raised from P9,000 to P11,068 monthly. For higher position levels, (SGs 18-30), pay should reach 70 percent of market rates. This is to strike a balance between enhancing the compensation of the senior professionals, managers and executives, and keeping the additional personnel services cost within the government’s financial capacity.

“The plan is not to raise the basic salaries alone. We want government compensation to

be roughly comparable with the market. But raising basic salaries will also entail an increase in mandatory contributions, such as for GSIS and health insurance. This would consume part of the increase in pay. To temper the cost impact of the compensation increase, as well as to achieve the desired market positioning and also move towards a performance culture, we have included two benefits on top of the basic salary and in addition to the existing benefits. These are the mid-year bonus and the PBB. Overall, these adjustments will give employees an average increase of 35 percent to 45 percent plus mid-year bonus; and the new PBB if they qualify,” said Abad.

Total cost of SSL 2015

Implementing the SSL 2015 will cost around P225.8 billion in four years. For the first tranche, the amount of P58 billion is included in the proposed 2016 budget.

Of the total cost of P225.8 billion, only 3.9 percent will go

Page 14: One Mindanao - November 10, 2015

One Mindanao14 November 10, 2015

to government executives or those in salary grades 29 to 33. Sub-professionals will get 4.28 percent; Professionals 60.4 percent; Middle managers 8.26 percent; and Military and Uniformed Personnel 23.16 percent.

Abad emphasized that considering the tax exemption provided under the law for gross benefits not exceeding P82,000, the full mid-year bonus and the full PBB shall, in effect, be tax-exempt for salary grades 1 to 11. And the mid-year bonus will be tax-exempt for salary grades 12 to 16. This will make for higher take home pay for the majority of government personnel.

President Aquino will not benefit from the increase

Abad said the plan is to implement the SSL 2015 effective January 1, 2016. However, the constitution provides that incumbent Senators and members of Congress approving compensation increases, as well as the President and Vice-President, shall not benefit from the proposed compensation adjustment. The implementation of the proposed compensation adjustment with respect to these officials, including the regular members of the Cabinet, shall be effective July 1, 2016. (DBM)

JICA allocates PhP300M for 2016 MinSAAD project in Lanao del Norte

ILIGAN CITY -– The Japan International Cooperation Agency (JICA) has allocated PhP300 million to finance the implementation of Agrarian Reform Infrastructure Support Project-3 (ARISP-3) next year in Lanao del Norte. Jamil Amatonding Jr., Lanao del Norte agrarian reform

officer, told the Philippines News Agency on Tuesday the project

is implemented through the Mindanao Sustainable Agrarian Assistance Development (MinSAAD) project. Amatonding said the province of Lanao del Norte, which is part of Region 10, is among the identified areas that will be covered by the MinSAAD project.

The other areas covered by MinSAAD project are Regions 11 and 12.

MINSAAD is a joint project of the Philippine government and JICA and spearheaded by DAR in cooperation with other national line agencies.

Amatonding said MinSAAD

aims to alleviate poverty, develop agribusinesses, generate employment, promote peace and order as well as improve the quality of life through the provision of rural infrastructure and capacity building in the target settlement areas.

Amatonding said he has prioritized the rehabilitation of the Lanao del Norte provincial road going to Nunungan town since the farmers in the area have poor access to the market although they produce high value crops.

He said the Municipality of Nunungan can be compared to Baguio as far as production of high value crops is concerned. (PNA)

Inter agency coordination key in absence of lag-lag bala in DIADAVAO CITY- The Department of Tourism in Davao Region attributed to the strong leadership of the local government the absence of laglag-bala syndicate at the Davao International Airport.

Roberto Alabado III, director of the DOT 11 cited the good coor-dination between and among the local government unit of Davao City, the Civil Aviation Authority of Philippines and the security sector for preventing the laglag-bala from happening here. However, generally, he said the laglag-bala occurrence could lead to a perception problem, adding to the issues affecting the country. Alabado said the DOT pre-fers that good news would be more highlighted coming out of the country to invite more peo-ple to come, especially about in-frastructures that might be used by the tourists. He said the laglag-bala issue will impact on the promotion ef-forts and the foreigners’ percep-tion on the Philippines.

Alabado said the Ninoy Aqui-no International Airport is the country’s international gateway, where all of the foreign tourists pass. “If there’s a perception that there is a problem at the airport, then anxiety of the tourist might increase. I hope it does not af-fect them,” he said. (PIA 11-Joey Sem G. Dalumpines)

DavNor Police given motor patrol units

DAVAO DEL NORTE—To get at par with motorcycle-riding criminals, the Davao del Norte Police Provincial Office (DNPPO) is being equipped with 10 units of single motor service vehi-cles.

Provincial Governor Rodolfo P. del Rosario this morning turned over the 10 units of motorcycles to DNPPO provincial director, PS Supt Samuel Gadingan in a simple ceremony held outside the Bulwagan ng Lalawigan. The turnover was done after the blessing in the presence of Davao del Norte 1st District Rep-resentative Antonio Rafael G. del Rosario and Department of Interior and Local Government (DILG) Provincial Director Alex Roldan. During the turnover cer-emony, Roldan explained that buying the units of motorcycles was thought of few years back, due to high number killing in-cidents perpetrated by motor-riding criminals. He was refer-ring to reports discussed during meetings of the Provincial Peace

and Order Council (PPOC). He cited such idea as a way of equipping the police of the same facility in pursuit of such criminials. On the other hand, Davao del Norte Provincial Governor Rodolfo P. Del Rosario expected the police to cover the outskirts of the province to provide secu-rity using the motorcycles. Meanwhile, Gadingan ap-preciated the continued support of Del Rosario to the police op-eration saying such assistance augurs well with efforts to boost police visibility. The motorcycle units also enhances efforts of the police to fulfill its role to ensure peace sta-bility specially during the holding of the national elections, he said. Cotabato City revives solid waste management programBy: Danilo E. Doguiles

COTABATO CITY, Nov. 10 — In a bid to address Cotabato City’s garbage problem, the city government is revitalizing its Solid Waste Management Program that promotes proper segregation and disposal of waste materials.

Page 21: One Mindanao - November 10, 2015

21One MindanaoNovember 10, 2015

The Solid Waste Management Technical Working Group headed by Assistant General Services Of-ficer Engr. Crisanto Saavedra has initially identified the main con-cerns in proper SWM and its key stakeholders.

Saavedra said, the existing dumpsite of Cotabato City will undergo rehabilitation by the end of this year. A composting facil-ity will also be established at the dumpsite for the biodegradable waste materials collected for public markets.

What the city needs at the moment, he pointed out, is a sanitary landfill for all the gar-bage.

Regarding this, LGUs of Co-tabato City and Parang town in Maguindanao had conducted ini-tial negotiations for the estab-lishment of a landfill that would cater to both LGUs in the latt-ter’s area.

“This is still under negotia-tion but so far Mayor (Ibrahim) Ibay’s response to our proposal is positive. They have a bigger area where we can put up a sanitary landfill,” he said, noting further that Cotabato City does not have area that can be desig-nated for the purpose.

The city government, through its SWM-TWG, is also reaching out to several civic organizations,

private entities, the academe, the media and even the religious communities to help promote reduce, re-use, and recycle and backyard composting.

“We really need the coopera-tion of everybody. The city gov-ernment cannot do this alone. Of course, care for the environment is everybody’s concern. We will all benefit from a clean and or-derly community,” Engr. Saavedra said.

Meanwhile City Administra-tor Dr. Danda Juanday suggested inviting representatives from the different malls and shopping centers in the city in the future meetings of the SWM Board.

Being major garbage genera-tors, these business establish-ments should be made aware of their responsibilities, Juanday reasoned.

Juanday is also looking for-ward to the creation of an the City Environment and Natural Re-sources Office for the full imple-mentation of the SWM.

“Other cities already have their CENRO so I think it is also high time that we have our own. Es-tablishing the CENRO will help us focus more on SWM and other environmental concerns”, Juan-day said. (LGU Cotabato City/DEDoguiles-PIA 12)

Sarangani business establishments undertake wage clinic By Danilo E. Doguiles

KORONADAL CITY, South Cotabato, Nov 10 — At least 50 business owners and managers from Glan town in Sarangani Province went through orientation on wages and other important concerns regarding labor and employment.

The event, the 1st Wage Clinique cum Presentation of DOLE Program and Services, was spearheaded by the Regional Tripartite Wages and Productivity Board (RTWPB) 12 in coordina-tion with the DOLE 12 Sarangani Field Office and the Local Gov-ernment Unit of Glan through their Public Employment Service Office.

“This is a major breakthrough for Sarangani-based establish-ments especially for those lo-cated here in Glan,” Vice Mayor Vivien Yap.

For one, she said, the DOLE has brought to the local busi-nesses the opportunity to fa-miliarize themselves with DOLE issuances and labor laws; thus, saving expenses and time that should have been spent , if they had to go to Koronadal City.

Jessie dela Cruz, RTWPB 12 board secretary lectured on Pro-

ductivity 101 and discussed technical matters related to mini-mum wage compliance as man-dated under Republic Act 6727.

Dela Cruz also emphasized the need to keep abreast with the times as the country joins the ASEAN Integration.

Meanwhile, Sarangani Field Of-fice OIC Alma Borela lectured on D.O. 131-15 or the Labor Laws Compliance System.

Borela emphasized that DOLE promotes voluntary compliance to labor laws, which she added, requires business operators to be aware of these laws and reg-ulations.

“There really is a need for the government and the private sec-tor to sit down and discuss issues related to employment and this activity is one good venue for di-alogue for all of us to learn,’ she said. (DEDoguiles-PIA 12 with report from DOLE 12)

DOLE-10 MisOcc PFO Head Leonardo G. Rodrigo said the clinic is in line with the newly approved Wage Order No. RX-18 to ensure its strict compliance and effective implementation. The RTWPB-10, chaired by DOLE-X Regional Director Raymundo G. Agravante, has recently issued Wage Order No. RX-18 granting the increase of the prevailing minimum daily wage rates of covered workers and employees in the private establishments by Twelve Pesos (P12.00) per day starting 3 July 2015. The Order covers the provinces of Misamis Oriental, Bukidnon, Camiguin, Lanao del Norte, and Misamis Occidental. “The mandatory minimum wage was set in accordance with the socio-economic and business-related factors in the region,” said Agravante. These include among others, inflation rate, the salary adjustment’s impact on prices of goods and services, the region’s current economic condition, and the employers’ capacity to pay. According to Agravante, the region has recorded an 86% compliance rate of establishments with the general labor standards as of September 2015. RTWPB-10 Supervising Labor and Employment Officer, Odette Leh Carago presented and discussed the various areas covered under various categories of Wage Order No. ROX-18. Ozamiz City in the Province of Misamis Occidental falls under Wage Category II with a new minimum wage rate of P313.00 for non-agricultural sector, with P301.00 for agricultural sector.

All other areas of the Province not mentioned in both categories fall under Wage Category IV with a new minimum wage rate of P303.00 for non-agriculture and P291.00 for agriculture. Moreover, the Regional Board has issued an advisory on productivity incentive pay scheme being the second tier (TIER 2) of the Two-Tiered Wage System (2TWS); a policy reform put in force by DOLE Secretary Rosalinda Dimapilis-Baldoz in pursuit of President Aquino III’s 22-point labor and employment agenda. The 2TWS will set a genuine floor or minimum wage for workers while encouraging them and the enterprises to become competitive and productive. Also incorporated in the program was the Minimum Wage Setting for Domestic Workers pursuant to Republic Act 10361, also known as the “Batas Kasambahay Law.” The activity aimed to promote voluntary compliance with labor standards, specifically on minimum wage. It also served as a forum for the employers as well as the employees to share their experiences in the implementation of the minimum wage policy at their workplaces. (Lei Garrett I. According to Morena Fernandez of the DSWD, the local government units play a critical role in the implementation of the programme – by coordinating and ensuring functionality of each anti-drug abuse council installed in each barangay in their municipalities or cities.
