However, during the just concluded 8th Philippine National Corn Congress held in Davao City, Alcala said the Department of Agriculture respects any decision from certain local government units declaring a ban on access to the genetically modified organisms within their area. Alcala said it is the prerogative of LGUs to formulate their own policies on GMOs by virtue of the Local Government Code. “Yun pong mga lalawigan o mga munisipyo na nagdedeklara na binabawal yong mga GMO sa kanilang lugar, di natin kayang basta i-overrule dahil ito ay karapatan ng

It is their right, if they choose to stick to their stand, we cannot force them to open up),” he said. He then advised those who want to plant GMO crops to consider other areas that are open to such technology. This developed as those for and against GMO are still locked in contentious debates on whether it poses health hazard on humans or not.

ACROSS THE NATIONPhilippines gets Europe’s backing in protecting Filipino seafarers, Aquino says

President Benigno S. Aquino III said he advanced the interest of the country’s seafarers during his attendance to the 9th Asia Europe Meeting (ASEM) in Laos this week.

In his arrival statement at the Ninoy Aquino International Airport Terminal 2 Tuesday evening, the President said he had a discussion with European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso concerning the plight of more than 91,000 Filipino seafarers manning European-flagged vessels.

The Philippines is concerned

on a possible blacklisting of the European Union, which will surely affect Filipino seafarers and their families, the President said.

The President noted that the previous administration neglected adhering to maritime rules mandated by the Standards of T r a i n i n g , Certif ication

and Watchkeeping (STCW) of the European Commission.

“Ipinaalam natin sa mga pinuno ng EU na doble-kayod tayo para makamit ang mga pamantayan ng European Commission at ng European Maritime Safety Agency (EMSA),” the President said.

For the country to cope with the European rules, the Chief Executive said he signed Executive Order no. 75 instructing the Department of Transportation to make sure that Philippine maritime institutions follow the guidelines set by the STCW.

Because of government initiatives, the Philippines remains in the European Commission’s maritime whitelist, the President said adding that he will see to it that the country will continue to be included in the whitelist in the next EMSA audit.

“Ipinabatid natin ang kontribusyon ng libu-libong Pilipinong seaman sa shipping industry ng European Union at ng buong mundo, at ang potensyal na pagbulusok ng industriya kung mawala ang masisipag nating kababayan na sumasagwan para sa pag-unlad nito,” President Aquino stressed.

Around one-fourth of the world’s seafarers come from the Philippines.

According to the President, Norwegian Prime Minister Jens Stoltenberg praised the Philippines for its reforms and pro-poor initiatives.

There are around 17,500 Filipinos manning Norwegian-owned, -managed, or -operated ships, compelling Norway to invest in putting up training centers to hone the skills of Filipino seafarers, the President said.

At the same time, Norway made a commitment to assist the Philippines to make sure that it gets the nod of the European Union maritime audit.

Aside from hiring Filipino seamen, Norway currently needs a huge pool of manpower especially in the medical sector and the Philippines could seize this opportunity, the President said.

Norwegian companies are also active in investing in the country’s stock market, he added.

The President joined 51 other leaders comprising the ASEM member countries in the two-day meeting in Vientiane, Lao People’s Democratic Republic this week. PND (as/11:57pm)

Aquino cites contribution of country’s neurologists in government’s public health program

President Benigno S. Aquino III cited the contribution of the country’s neurologists in helping the government advance its goal of improving public health.

“The human mind is the great frontier of scientific inquiry. Your field’s endeavor to elucidate its workings is encouraging, especially as it contributes to our shared agenda of improving public health, one of our primary concerns in empowering the citizenry,” the Chief Executive said in his message to the Philippine Neurological

Association on the occasion of its 34th Annual Convention on Wednesday.

The association is holding its four-day 34th Annual Convention with the theme: “Molecular Targets and Therapy in Neurology” at the Camp John Hay Convention Center in Baguio City.

The convention started on Wednesday (November 7) and would end on November 10, 2012.

“Through this convention, you help extend the boundaries of neurology and secure for our people the opportunity to live fuller, more meaningful lives,” President Aquino said, adding that the sector is one of the government’s important allies in nation-building.

“It is through efforts such as this that our Filipino doctors remain at par with the best in the world. May your gathering be guided by the standards of integrity, professionalism, and excellence, which have distinguished the Filipino in the diverse disciplines of science and medicine,” he said. Aquino says ASEM member-countriesvoice support for development of Mindanao

attendance to the 9th ASEM held in Vientiane, Lao People’s Democratic Republic.

In his arrival statement, the President said leaders of ASEM have praised the Philippines for forging the Framework Agreement for Mindanao peace with the Moro Islamic Liberation Front (MILF).

Aside from the peace deal with the Muslim separatists, the ASEM member-countries expressed their admiration for the Philippines, particularly in its reform initiatives, saying they want to take part in the transformation of the country, he added.

In his meeting with Japanese Prime Minister Yoshihiko Noda, the President said the discussion centered on the clear rules in the West Philippine Sea as well as the peace in Mindanao.

“Nagpasalamat din tayo sa bansang Hapon sa kanilang ambag upang masimulan ang kasunduang pangkapayapaan sa Bangsamoro,” he said noting the importance of Japan’s contribution in the peace process, particularly his Narita meeting with MILF top leaders in August 2011.

Japan, along with the UK, Turkey and Saudi Arabia, comprises the International

Contact Group (ICG), established in December 2009 to pursue lasting peace in Mindanao.

Aside from Japan’s participation in the Mindanao peace effort, it is also a major partner of the Philippines in defense cooperation and anti-poverty campaign, he said.

The Philippine government and the MILF signed on October 15 the Framework Agreement, which lays down the groundwork for the final and enduring peace in Mindanao.

Present during the signing were President Aquino, MILF Chairman Al Haj Murad and Malaysian Prime Minister Najib Tun Razak.

DILG 12 releases P24-M for PAMANA projects in North Cotabato

This after regional director Buagas Su-laik of the Department of the Interior and Lo-cal Government ap-proved the release of the first tranche of the the DILG- PAMA-NA (PAyapa at MAsa-ganang PamayaNAn) Fund to the recipient LGUs.

The amount will be used to subsidize pro-grams and projects identified by the LGUs intended to address peace and develop-ment needs and chal-lenges, particularly of vulnerable sectors in their localities.

The amount repre-sents 80 percent of the total P30 million intended for Region 12 of Soccsksargen Region.

The remaining P6 million may be re-leased in December

this year. On October 30, Co-

tabato vice governor Gregorio Ipong re-ceived the check in behalf of Gov. Emmy-lou Mendoza and the municipal mayors and other local officials.

DILG 12 identified the recipient LGUs as Libungan, Carmen, Midsayap, Arakan, Pig-kawayan, Aleosan, Ka-bacan, and Pikit.

Based on the propos-als submitted by these LGUs, the amount is intended for livelihood and infrastructure such as palm oil production and seedlings distribu-tion, establishment of commercial building, construction of potable water system and solar dryers, and concret-ing or rehabilitation of farm-to-market roads.

Local chief execu-tives in these conflict-

affected areas believe that these projects will ultimately contribute to sustainable devel-opment in their areas particularly boosting social cohesion, hu-man development and social justice.

PAMANA was con-ceived as a framework for interventions in conflict-affected and vulnerable areas to complement the gov-ernment’s peace ef-forts.

This five –year pro-gram, implemented from 2011 until 2016, aims to contribute to lasting peace by re-ducing poverty and vulnerability in con-flict-affected areas, improving governance, and empowering com-munities as well as strengthen their ca-pacities to promote so-cial cohesion.

IDPs in Midsayap, N.Cotabato receive recovery, rehabilitation projectsKORONADAL CITY, South Cotabato-- Residents of Barangay Rangaban in Midsayap, North Cotabato received yesterday, November 6, projects under the Early Recovery and Rehabilitation for Central Mindanao (ERRCM).

These include housing, core shelter repair, school building, level 2 water system, hauling truck services, livelihood and barangay health station.

ERRCM projects aim to help the internally displaced persons (IDP) to recover from the damages brought by the conflicts.

The project is implemented by Integral Development Services (IDS) Philippines Inc., a non-government organization and funded

by the United Nations Development Program, European Union and the Philippine Government.

IDS Philippines Project Officer for Health Maria Belen Sabio said the total amount of projects received by the beneficiaries reached more than P8 million.

The project turn-over was based on the results of the inspection and monitoring of LGU Midsayap, North Cotabato Provincial Government and

Mindanao Development Authority (MinDA).

In 2008, Barangay Rangaban is one of the communities in Central Mindanao that were severely affected by the armed conflict.

GAD implementers in Sarangani trained on gender and sensitivityBy Cathy ApelacioGENERAL SANTOS CITY-- The Philippine Commission on Women (PCW)-Sa-rangani in partnership with AECID, a Spanish agency for international devel-opment cooperation initiated a 3-day Gender and Sensitivity Training (GST) for women advocates and Gender and Development (GAD) implementers in Sarangani.

have made sure that it supports and implements only programs that have huge impact on women espe-cially those that have been margin-alized.

Board Member Eleanor Saguigit said the training is a must to enable implementers to really determine if the programs they were implement-ing in the province were really “gen-der-sensitive and responsive.”

“Maybe we also need to revisit if what we are really doing are in accor-dance with GAD’s tenets and wheth-er these programs and projects that we are undertaking are gender-sen-sitive and gender-responsive,” she said.

She also said the training will help local governments of Sarangani re-direct projects and activities and to “improve our services for our con-stituents to gain and benefit from.”

Resource person Purisima Sanopo, assistant regional director of the Na-tional Economic and Development Authority (NEDA) Region 8 said the training aimed at increasing “under-standing of basic gender and devel-opment concepts as they apply to women’s human rights and econom-ic empowerment (WHR & WEE).”

She explained that women’s hu-man rights and economic empow-erment are crucial issues in gender and development saying that GAD concept also includes the men.

Gender biases or abuses, she said contribute to violation of human rights, therefore “we should address

these gender issues.”She then cited some of the pre-

dominant gender issues such as labeling or stereotyping, multiple burden, canalization, marginaliza-tion and subordination, abuse and gender-based violence like inflicting pain or injury in a person.

Sanopo explained that “gender-based violence is highest when gen-der equity is lowest and it is even high when it is sustained by social, political, economic and ideological structures.”

The training also discussed the sa-lient features of Republic Act 9710 otherwise known as the Magna Car-ta of Women of 2009.

Sanopo said Magna Carta is a comprehensive women‘s human rights law that seeks to eliminate discrimination against women urg-ing the implementation of the law to the fullest.

Boar Member Saguigit hoped that with the training GAD implementers and other stakeholders will not only have a heightened awareness of ba-sic gender and development but also an increased appreciation and sup-port of women’s human rights and economic empowerment that would trickle down the barangays.

The training which was held last week here was one of the three major activities on capacity devel-opment project funded by AECID through the PCW, Juvilyn Salazar, PCW-Sarangani local area coordina-tor said.

ARMM solon convenes dialogue with security stakeholders in Lanaoby: Apipa P. Bagumbaran

MARAWI CITY, Lanao del Sur - A lawmaker representing the women sector in the Regional Legislative Assembly (RLA) of the Autonomous Region in Muslim Mindanao (ARMM) has convened stakeholders in the province to address security concerns inside the Mindanao State University (MSU) main campus.

RLA Assemblywoman Samira Gutoc-Tomawis initiated the meeting after a fire incident transpired in an internet café inside the commercial center of the university on October 25 killing its owner, Professor Othello Cobal, and student assistant Erwin Diaz. The dialogue, held at the MSU-Mamitua Saber Research Center on November 2, was attended in by officials from the MSU, 103rd Infantry Brigade of the Philippine Army, Lanao del Sur Provincial Police Office, Joint Task Force Ranao, MSU Peacekeeping Force, Provincial Government and the City Government. Representatives from the religious sector, civil society organizations, non-government organizations, and media were also present. Gutoc-Tomawis said the absence of clear policies and regulations on building establishments, private houses and cottages; absence of fire truck, fire hydrant, and ambulance; untapped

local government support; and lack of coordination with the seven barangays within the university were just some of the concerns raised during the dialogue. At the end of the dialogue, she said the participants have moved for a thorough investigation of the incident to identify suspects of the arson and murder. They also agreed that there is a need to strengthen security policies and increase police patrolling and visibility in the campus. A Board Resolution to regulate entry into the campus was likewise recommended. The Assemblywoman further said the participants also formed an organization, called Multi-Sectoral Cooperation for Peace, and passed a resolution formally declaring MSU as a Zone of Peace. She said a similar resolution will also be filed at the RLA.

BUTUAN CITY --Representatives from faith-based organizations, business sector, academic institutions, media, civil society organizations, and government agencies convened on Tuesday for the orientation workshop on the implementation of the Philippine National Action Plan (PNAP): United Nation Security Council Resolutions (UNSCR) 1325 and 1820. This activity was meant to popularize and implement the said resolutions in the region, said

Agusan del norte-Butuan city core director. “The UNSCR 1325 and 1820 ensure the protection of women’s human rights and prevention of violation of these rights in armed conflict and post-conflict situations,” Pintor said. Bing Baltazar, Mother for Peace (M4P) focal person disclosed that among the objectives of the orientation workshop include the following: 1) to raise awareness on gender dimension of conflict; 2) to identify priority issues on women’s human rights, women’s participation, protection and promotion of their role in conflict prevention; and 3) to map out future activities to be undertaken by the network to implement the PNAP. In her discussion on the region’s Peace and Security situation, PSI Charity Galvez of the Philippine National Police (PNP) Caraga said that Police Regional Office-13 is prepared to confront the challenges passed by the CNN and other threat groups to ensure the safety and security of the people in Caraga. “We shall likewise maintain our vigilance to keep a close watch on developments leading to the 2013 national and local elections and shall at all times be prepared

to respond to any calamities that may occur in the region,” said Galvez. Also, during the workshop proper, the participants were divided into small groups and have identified priority issues for improving women’s human rights and strengthening women’s participation, protection and promotion of their roles in the prevention of conflict. Meanwhile, as advocates of the UNSCRs 1325 and 1820, the participants agreed to name the organization into “WE Act 1325 Caraga” (Women Engaged in Action 1325). Some of the participants were also elected as officers of said organization. The UNSCR 1325 promotes and protects the rights of women and girls in armed conflict situation in terms of the following Key commitments: 1) Participation of women in all levels of decision-making; 2) Gender perspective in Sec. Gen. Reports and Security Council Missions; 3) Protection of and respect for human rights of women and girls; 4) Gender perspective in conflict processes; and 5) Gender perspective in peacekeeping. The PNAP on UNSCRs 1325 and 1820 (2010-2016) has four interrelated and complimentary

purposes with corresponding outcomes, indicators, time frames and key implementers. The training seeks to empower swine backward raisers imparting them technical know-how in the actual parenteral administration of supplements and medication. Actual procedures on piglet castration and tail docking were also taught during the conduct of the training. Housewives formed part of the majority of the trainees. A source of additional family income, they were mostly the one tending these backyard-raised swine. “The training aims to booster capability of swine backyard raisers in the province making them more confident and not relying mostly on livestock technicians on matter regarding swine health care,” Dr. Joseph P. Dargantes, the Provincial Animal Health Care Coordinator explained. He further added that the

trainees, after the training, will all be in direct supervision of the Provincial Veterinary Office, consulting them through a hotline before giving any swine supplement or medication. To date, the said trainings were already conducted in Barangays Sta. Ana, Cubi-cubi and Camagong, Nasipit; Barangays Manapa and Talo-ao, Buenavista; Poblacion Carmen and Barangay Kahayagan, Carmen; Poblacion I, Santiago; and Poblacion I, Tubay. Local swine backyard raisers associations were formed in these barangays and the Provincial Government through the Provincial Veterinary Office distributed veterinary drugs, supplements and dewormers to the empowered backyard swine raisers.

Based on the average per capita food intake in 2008, 14 grams of egg or about one-third piece is consumed daily which, over the years, has risen from only eight grams in 1978. An egg is a cheap source of good quality protein and other nutrients such as fat, vitamin A, vitamin D, vitamin E, B-vitamins and iron. Eggs contain all the amino acids needed to build and repair body tissues and transport other nutrients, while the protein helps maintain healthy muscles, hair, skin and nails. It is also good for the eyes because of the carotenoid it contains, particularly lutein and zeaxanthin. Eggs have naturally-occurring vitamin D for proper absorption and use of calcium which is needed for strong bones and teeth and proper muscle contractions. The B-vitamins in egg help the body use carbohydrates, protein and fat, sustain good appetite and normal digestion, promote growth and keep the nerves healthy. The iron in eggs helps build

and maintain blood supply, give healthy red color to the blood and prevent simple anemia. Chicken eggs are also a good source of choline, a nutrient important to cells, the liver, and brain. The fat in eggs gives additional energy needed to sustain daily activities. According to Dr. Celeste C. Tanchoco, Scientist III of the FNRI-DOST, an egg a day is alright for healthy and normal individuals. A study conducted by the FNRI-DOST showed that consumption of up to one egg daily is unlikely to have substantial increase in blood lipid levels. No wonder, egg is a favorite food of Filipinos. The signing held in Malacanang Palace was witnessed by President Benigno S. Aquino III, Malaysian Prime Minister Dato’ Sri Mohd Najib Bin Tun Haji Abdul Razak, and other dignitaries. Meanwhile, MGen. Añonuevo said peace and security is a problem which can only be solved by a united citizenry bonded together for a

common goal toward harmony and peace for the whole country. He added that the AFP, through its Internal Peace and Security Plan or the IPSP Bayanihan, aims to call for a whole nation approach for achieving peace especially in Mindanao. Dengue drops below alert level threshold in R10by Jorie C. Valcorza

CAGAYAN DE ORO CITY - The Epidemiology, Surveillance and Disaster Response Unit of Department of Health (DOH) in Region 10 said the number of dengue cases in Northern Mindanao have declined last month.

Sentinel hospitals here recorded only around 390 cases for the month of October from 904 cases in September. The weekly distribution of cases for October have now dropped below the alert level threshold which is between 50 to 150 cases in a week. DOH report however noted that this is still 213.45 percent higher when compared to the same period last year. From January to October this year, the DOH recorded 5,592 cases. In 2011, there were only 1,784. Most of the patients came from the Misamis Oriental province and its component city, Cagayan de Oro, which likewise absorbed 51 percent of the cases recorded among all cities in the region. From all five provinces only Misamis Occidental posted a 43 percent

decrease from last year (407 in January-October 2011 to 230 cases in 2012). The province of Bukidnon, meanwhile, posted the highest increase in number when compared over the same period last year (804 percent), from 94 cases to 850 cases; followed by Misamis Oriental (304 percent), from 1001 cases to 4044; Lanao del Norte (68 percent) 266 cases to 446 cases; and Camiguin (38 percent) 22 cases to 16 cases.

Lanao del Norte hosts Senior Citizens’ CongressTUBOD, Lanao del Norte - More than 1,500 senior citizens from 13 towns in Lanao del Norte converged at the Mindanao Civic Center (MCC) gymnasium last October 30, 2012 for the Provincial Senior Citizens’ Congress.

The event was the culmination activity for the celebration of Senior Citizen’s month. With the theme “Nakakatanda: Bisa ng R.A. 9994, may Dangal, Nagkakaisa, Buhay ay Gumiginhawa,” the group was encouraged to take advantage of the benefits and special privileges indicated in the Expanded Senior Citizens Act of 2010. To add color to the occasion, the provincial government raffled off grocery packs amounting to P20,000. The provincial LGU also provided packed lunch for participants of the congress. “This is our humble way of showing the elder members of our society our appreciation for what they have done for us and thanking them for dedicating their lives toward the betterment of our communities and our nation as a whole,” Social Welfare Head Annabelle Mendez expressed. Local senior citizen chapters from the towns of Bacolod, Sultan Naga Dimaporo, Sapad, Kapatagan, Lala, Baroy, Tubod, Kolambugan, Maigo,

Linamon, Kauswagan, Magsaysay, and Salvador eagerly performed folk dances, and sung folk songs during the program proper. “These performances proved that they (senior citizens) may have retired but they are certainly not tired to express their artistic talents. Lanao del Norte is now a progressive province because of their great contribution”, Board member Grecille Matalines said. International cocoa convention slated in Davao

DAVAO CITY- Kakao Konek which is touted as the first international convention to gather stakeholders in the cocoa industry will be held in Davao City this November 21 to 23. With events to be held in Apo View Hotel and Abreeza Mall, it will be graced by about 300 to 400 delegates. According to Wit Holganza, event organizer, the convention will revolve around five major activities; the cacao conference, cacao farm tours, cacao culinaria, buyers-sellers night and the Sikwatehan sa Barrio (networking night.) Throughout the event organizers will be holding B2B matching mini event where buyers and sellers of cacao can meet in the two-day period. Dedicated locations for the

B2B Matching will be provided along with facilitators which will enable the different industry stakeholders to interact. Another main event is the Kakao Kulinarya which will feature culinary students and chefs take on their interpretations of different cocoa-based cuisine, the culinary event will be held at the Abreeza Mall. According to Toto Muyco, Deputy Director of Kakao

konek, the convention will position the cacao of Davao and Mindanao as to what it will be in the international market. He said that based on international buyers particularly chefs and chocolatiers the flavors of cocoa beans from Mindanao are of excellent quality. He said that the country produces only about 8,000 to 10,000 metric tons of cacao about 600 tons of which are exported to the world market. Muyco said the world demand for cacao is growing at 90,000 metric tons per year. Muyco said that the convention will show cacao growers that the market is there.
