The LGUs look up to the national government and the international community for the much needed intervention and more assistance when the burden becomes difficult to bear given the huge impact of the disaster,. Recognizing the importance of respecting human rights and dignity amid occasions of natural disaster and conflict, the United Nations High Commissioner for Refugees in Novem ber 2011, tied up with the Commission on Human Rights in the country to come up with a monitoring system to ensure that internally-displaced persons are treated well in evacuation centers. The UNHCR has been playing an increasingly important role in recent years in assisting internally displaced

persons worldwide. Emilord Castromayor, head officer of the IDP-project-Davao Region said their monitoring has gone to as far as ensuring that women, especially those in family way are provided clean toilets even at the evacuation centers. She observed that the provision of facilities for personal necessities is least in the priorities of providing assistance to IDPs. Castromayor said LGUs are more concerned with the basic provisions like food and shelter for displaced families. “We recommend to the LGU concerned to act promptly on these needs even if the stay of IDPs in evacuation centers is only temporary. We need to make sure that their dignity

is intact despite the dire situation they are in,” she said. Castromayor said UNHCR and CHR monitors are deployed in all of Mindanao to monitor the IDP situation. She said the monitoring system peers closely on the violations committed in handling the condition of the IDPs. “We investigate on cases of harassments of civilians even in the evacuation centers , and inadequate provision of health and social services. It is not enough that IDPs are provided only with food and shelter,” Castromayor said. She maintained that negligence in attending to the needs of internally- displaced children, men and women is a human rights violation and can make government functionaries liable.Castromayor said they also look into the impact of armed confrontation between the soldiers and the communist rebels. She said classes in an elementary school in Paquibato District, Davao City was disrupted because of the shooting encounter between the soldiers and the rebels. “Classes had to be stopped so that the pupils would not be hit by the crossfire,” Castromayor said. She said issues like these

are raised to the military establishment for them to explain why an encounter had to be pursued near populated areas. Castromayor said the IDP-Project- Davao Region played a crucial role in allaying the tension in the recent demolition of resettlement in Barangay Soliman, Agdao and in Island Garden City of Samal. She said that right now, they are monitoring the impact of the evacuation of IPs in Sitio Malikongkong, Barangay Marilog and another evacuation of residents from a conflict- affected- area in San Isidro, Davao Oriental. Castromayor said the flashfloods in Compostela Valley, Davao Oriental and Davao del Norte last week also prompted them to watch closely the welfare of the affected families. “Our IDPs in Davao Region are brought about by natural calamities and armed conflict. Though temporary, they can still be called bakwits,” she said.

The President told elementary students of The Learning Tree Child Growth Center in Quezon City on Tuesday that by sticking by the rules and the age-old adage of “what is right is right and that what is wrong is wrong,” will keep them in the straight path.

“Syempre dito habang nag-aaral kayo dito tinuturo sa paaralan niyo at sa bahay ninyo, sa simbahan, (kung) ano ang tama at mali. Pagdating na kayo na ang gagawa ng desisyon

sana huwag ninyong makalimutan ‘yung mga leksyon na ‘yung tama, tama; ‘yung mali, mali. Hindi pwedeng medyo tama, medyo mali—walang ganoon. Tama o mali at ‘wag nating bitawan ‘yung tama,” the President told the students who held a forum-type meeting with the Chief Executive.

He added that his administration’s goal to rid the government of the “culture of impunity” as incorporated in his “Daang Matuwid” campaign has “gone a long way” through the

implementation of reforms.“Dati parang pwede kang

magnakaw, parang walang maninita sa’yo, walang manghuhuli sa’yo, hindi ka makukulong. Kung gagawa ka ng mali tapos parati kang nakakalusot parang nagiging halimbawa sa iba na gayahin ka dahil wala namang magbabayad, ‘di ba?” the President said.

“Isa sa pinaka-importanteng dapat nating gawin . . . kailangan natin meron tayong sistema sa ating hudikatura. Ang ating judicial system has to work,” he added.

The President also pointed out the importance of further nurturing our natural ability to say “Thank You” to show appreciation.

He said that by uttering a simple message of thanks would greatly help in letting everyone know that the job and sacrifice they are doing is highly appreciated.

“So it really helps to feel that the work, the sacrifices that you’re doing is appreciated by somebody. So the

next time we have an opportunity to say ‘thank you’, perhaps we should nurture that trait that we used to have. And sometimes medyo nagiging impersonal na ang society natin. Let’s bring back the humanity in it and saying ‘thank you’ goes a long way in doing that,” the President said.

The Learning Tree Child Growth Center was established in l984 by its founder and directress, Prof. Anna Francisca T. Castaneda-Lacanilao, better known to children as “Teacher Francie.” A graduate of the University of the Philippines with degrees in B.S. Family Life and Child Development and a Master of Arts in Education, she has devoted her career as a child educator for the past 42 years.

The President’s meeting with the students of TLTCGC started when the students inquired of the President in writing about current national issues of their concern. These letters were personally delivered by the children during a field trip to Malacañang recently. PND (rck)

The President, who arrived with Education Secretary Armin Luistro, Quezon City Representative Jorge Banal, Jr. and Teodora Alonso Elementary School Principal Alicia Masubay, joined students in a story telling session to kick off the event.

Students from the fifth grade listened intently as the President read a short story entitled “Halu-halo Espesyal”

The story, written by Yvette Fereol, is about Jackie, a young girl who gets sick and is nursed back to health by the delicious food from her Lola Itang’s kitchen.

It features Filipino delicacies that we all love: rice cakes or bibingka; chocolate porridge or champorado; ensaymada; turon (or banana fritters); as well as halo-halo, a delightful mixture of various

sweets, crushed ice, and ice cream.The President told the students the

story is largely about the love and care our mothers and grandmothers give us and how it serves to nourish us back to health.

The Araw ng Pagbasa is the official culminating activity of the National Reading Month of November which the Department of Education declared in 2011.

Now on its second year, the Araw ng Pagbasa underscores the importance of reading and enjoins other schools to initiate activities that would support this undertaking.

Araw ng Pagbasa started in 2008 as a district-initiative of Banal when he was a City Councilor.

In 2009, the QC council passed Resolution No. 332 making the event a city-wide celebration.

In 2011, the DepEd made Araw ng Pagbasa the culminating activity of the National Reading Month. PND (rck)

The Don Bosco Foundation for Sustainable Development Inc. advances the promotion of biodynamic and

organic farming not only in Soccsksargen but also in the whole Mindanao.

Social Enterprise General Manager Romano Laurilla said that with the international

certification they received lately, the foundation will be gearing up to further give quality service to

the community. “We are very happy to have the

international organic certification, the first in the country. This will enable us to expand in the market giving us the opportunity to help more farming families and advance biodynamic and organic farming,” Laurilla emphasized.

Don Bosco recently received the Ceres of Germany, a certification that is needed to prove that a product is certified organic and to further advertise it in the world market.

Laurilla added that through this certification, consumers will have the assurance that they have purchased products that are chemical-free.

The official is also extending his appreciation for those who helped the foundation achieved the certification.

With the certification, the foundation will be penetrating the market giving more opportunities not only for the foundation itself but also to the community.

It will continue to pursue its 3Ps advocacy or the fight to protect the People, Planet and Prosperity as its means to safeguard the environment against climate change.

Also, it will increase its provision of organic products thereby

promoting healthy lifestyle through its social enterprise, the Bios Dynamis.

Don Bosco Foundation for Sustainable Development Inc. is a non-government organization which focuses in providing services and sustainable development initiatives among the communities. It manages Alternative Marketing Services (AMS) and Alternative Savings and Credit Services (ASCS).

The foundation is this year’s regional gawad saka outstanding organic farming organization and outstanding agricultural entrepreneur of the Department of Agriculture (DA) 12, best farmers’ organization bestowed by the National Food Authority (NFA) and the medium scale agri-entrepreneur of North Cotabato Province.

BUTUAN CITY -- The 18-Day Campaign to End Violence Against Women (VAW) kicked-off Monday with a fun walk activity that started from Guingona Park going to the Philippine Ports Authority (PPA) grounds here, with Maria Lourdes Veneracion-Rallonza, assistant professor of the Ateneo de Manila University as guest speaker.

Rallonza said there is really a need to put an end to any form of violence against women. “Violence to women does not only refer to physical but also psychological, emotional, and economical. Based on statistics, most of the recorded cases involved domestic violence,” Rallonza said. Rallonza also cited that during armed conflict, women living in the rural areas are the ones who ensure the safety of their children and who look for food to feed them. She also mentioned some stories from women who were abused, and encouraged the general public to be gender sensitive and give respect to women. Meanwhile, Atty. Marylin Pintor, Gender and Development Coordinating Committee (GADCC) chairperson said that every year, the 16 days of activity

against gender violence is being observed globally from November 25 to December 10. This international campaign originated from the Women’s Global Leadership Institute coordinated by the Center for Women’s Global Leadership at Rutgers University, New Jersey in 1991. “It calls for the elimination of all forms of violence against women through raising awareness about gender-based violence (GBV), strengthening local work and establishing a clear link between local and international work to end VAW, among other undertakings,” said Pintor. Pintor added that since 2002, the Philippines joins this annual campaign spearheaded by the Philippine Commission on Women (PCW) with IACVAWC and IACAT. Through the Presidential Proclamation 1172 of 2006, the Philippine campaign was extended to 18 days, to include December 12 which is known as the Anti-Trafficking in Persons Day. Pintor also emphasized that the

campaign is aimed to: 1) To raise awareness about Gender-Based Violence (GBV) in crisis situations for national government agencies, local government units and the general public; 2) To increase support mechanisms and make it more accessible to Violence against Women (VAW) victim-survivors during

disaster and crisis situation; 3) To forge partnerships among stakeholders in addressing GBV in crisis situations. The 18-day campaign is aimed at raising awareness of the national government agencies, local government units, and the general public about gender-based violence in crisis situations. Gender-based violence refers to any harmful act that is perpetrated against a person’s will on the basis of gender differences.

Atty. Josefe C. Sorrera-Ty, PICPA National President in an interview said that there will be a series of technical sessions for the different sectors of the Accountancy profession Government, Academe, Public Practice, Commerce and Industry as part of their 3-day activity. “The theme for the technical sessions will be Ethics Excellence. How to make them more ethical and how to encourage them to be more excellent,” she said. Sorrera-Ty added that she is deeply honored that the national convention is held in her hometown. She also thanked the City Government of Butuan for the overwhelming support as it is the first time that the national convention for accountants will be held here. The Board of Directors of PICPA who earlier made a courtesy call with

Acting Mayor Lawrence “Law” Fortun before the start of the event also commended the beauty and cleanliness of the city which is something to be proud of. For his part, Fortun said that this event will help showcase the tourist sites of the city and even expressed his gratitude to the organizers of the event for choosing Butuan as their host city. Fortun also stated that the hosting of another big event here in Butuan City just means that we are already known all over the country. It’s already a common knowledge that other successful national conventions such as the VMLP Mindanao Island Congress and Philippine Councilors League (PCL) convention were both held in the city.

Butuan City hosts PICPA National Convention BUTUAN CITY -- Butuan City will again play host to yet another big event this year. The 67th National Annual Convention of the Philippine Institute of Certified Public Accountants (PICPA) is slated November 28 – December 1, 2012 at Almont Hotel’s Inland Resort, this City. The three-day convention is expected to be attended by around 2,000 CPA-delegates from all over the country.

SURIGAO CITY --Members of the Surigao City Gender and Development Council (GADC) launched yesterday, November 26, 2012, the 18-day Campaign to End Violence Against Women and Children in front of the City Hall Building, this city. The 18-day campaign with the theme, “Violence Against Women - Free Society In Times of Peace, Conflicts and Calamity,” aims to raise awareness of the local government units, national line agencies and the general public about gender-based violence in crisis situations and to implement the Magna Carta of Women otherwise known as Republic Act No.

9710 and the promotion of gender equality. The event which culminates on December 12, includes movie orientation, film viewing and panel discussion, on the spot poster and slogan contest for secondary students, and reproductive health forum for GAD focal points to be held at the Surigao City Cultural Center.

PhilHealth IX Regional Vice-President Romeo D. Alberto said the health insurance recently inaugurated its PhilHealth Express Office, conveniently located at the Ground Floor of Star Mall, Putik, this city. Alberto said “the facility serves as an additional transaction hub for PhilHealth members”. He said the opening of the PEO is expected to ease the volume of daily transactions at the main PhilHealth Office. “It also seeks to bring various PhilHealth services closer to its members particularly those coming from the east cost of this city.” The PEO serves as an information

kiosk catering to walk-in inquiries. Frontline services available in the said site include identification card generation, member data record printing, records amendment, claims eligibility checking. PhilHealth Field Operations Division Chief Edgardo F. Faustino said the public can expect that the office will be working on the next step and that is the setting up of a system to allow payment of premium contributions at the PEO. “Similar facilities will be strategically put-up in the future, in places with high volume of foot traffic to further expand PhilHealth operations and basic services to the public,” Fausino said. Dionisio Solutorio, head of the institutional services division of NIA-Zamboanga del Norte told the Philippine Information Agency (PIA) that P23.5 million was allotted for the construction of a communal irrigation project in barangay Diwan and P100 million for the repair and rehabilitation of the Dipolog Communal Irrigation System, which covers 1,087 hectares of rice fields in six barangays. Solutorio also disclosed that the Diwan irrigation project would benefit 65 rice farmers. In a related development, NIA has also allocated P120 million for

the completion of the communal irrigation project in Sindangan town with an irrigable area of more than 1,000 hectares. NIA-Zamboanga del Norte Provincial Irrigation Manager Carlos Sabado has also expressed his gratitude to Congressman Rosendo S. Labadlabad of the province’s second district for facilitating and helping in the release of said funds. The construction of irrigation systems throughout the country seeks to complement the government’s efforts to improve rice production to attain food security in the country.

NIA releases 123-M for Dipolog irrigation projects

Sec. Montejo revealed his dream of a “smart ASEAN” as he spoke before telecommunications and information technology ministers and senior officials of ASEAN countries during the 12th ASEAN Telecommunications and Information Technology Ministers (TELMIN) Meeting held in Mactan,

Cebu on November 15 and 16. Montejo also takes over from Myanmar as TELMIN leader while DOST Undersecretary Louis Casambre of the DOST’s Information and Communications Technology Office (DOST-ICTO) chairs the assembly of ASEAN senior officials supporting the ASEAN TELMIN.

DOST bats for “smart ASEAN” via ICTMANILA - Smart agriculture, smart transport systems, smart grid program, leading to “smarter ASEAN.” Such smart initiatives, according to Secretary Mario G. Montejo of the Department of Science Technology (DOST), are not only happening in the Philippines, but also “around ASEAN in other centers of innovation.”

In his opening speech, Sec. Montejo hinged the concept of a “smart society” with the emerging role of ICTs in a world being increasingly defined by how people use them. “We may be seeing an emerging shift in ICTs manifested in directions beyond mere access to the technology to its strategic use as it becomes embedded in all aspects of life,” Montejo said. “This is a shift from the so-called information society paradigm to a new one—the paradigm of a smart society.” The DOST chief further expounded on the economics of digital devices, relating that while their cost continues to plunge, their level of sophistication increases, resulting in the pervasiveness of these modern and smart gadgets in everyday lives. This scenario brings about an abundance of real time information and data which can be analyzed and processed for faster decision-making and more efficient systems management in various industries— from agriculture, health services, and energy, to meteorology and weather, traffic management, and other governance systems. This smarter way of task performance has resulted in increased productivity, efficiency, and responsiveness in a quick and timely manner. “Let us continue to share our experiences, learnings, and strategies that will respond to common challenges and go beyond a connected ASEAN to embody a smart ASEAN that has truly leveraged ICTs to enable the aspirations of the

ASEAN people for a better future,” said Sec. Montejo. The city will provide the lot for the Cagayan de Oro Flood Forecasting and Warning Center (CDORFFWC), which will serve as the hub for all flood forecasting and warning activities for the Cagayan de Oro River Basin and all its tributaries and allied rivers. It will likewise assist the Pagasa-DOST team in establishing the Center; enter into a cost-sharing scheme with the concerned agencies in the construction of the Center and in the establishment of a monitoring network. The city will also assist Pagasa-DOST in the conduct of operation and maintenance activities of the monitoring stations, among others. For its part, the DOST-10 will assist in all the activities such as the site survey, hydrographic survey and the conduct of information and education campaign and assist in the conduct of monitoring and evaluation of the impacts of hydrometeorological hazards in the city. Meanwhile, pursuant to the MOA,

Pagasa-DOST will design and identify strategic location of the monitoring facilities such as the Automatic Weather Station, Rain Gauge Stations, and Water Level Monitoring Stations and install the monitoring facilities and provide Pagasa information packages such as weather, flood and climate flood advisories and bulletins, astronomical information to the city. Datu Roel Arthur Ali, deputy mayor for the Ata tribe in Paquibato said the number of evacuees rose from 17 to 21 families after more IPs feared for their lives following the encounter of the soldiers and the rebels in the area. He said many tribal leaders claimed they were blamed by the rebels for the discovery of the presence by government troops in the mountainous areas of Barangay Malabog. “They were all threatened to be killed for squealing about their presence to the military. The rebels are just roaming around their farms so they fear for their lives,” Ali said. He said Sitios Alon and Malamon where all the evacuees came from are located in the forested highlands of Paquibato. Ali said most of the evacuees opted to leave their farms to secure themselves and their respective families while waiting for the assistance and clear intervention from the government. Earlier,Datu Tresio Lumuyok, tribal chieftain of Matigsalog tribe claimed that residents abandoned their houses in Purok 26, Sitio Alon, Brgy. Malabog and sought refuge in Brgy. Marilog since November 6. He led his people in search for a safe place after Leoncio Pitao, alias Kumander Parago of the Pulang Bagani Command

1 threatened and forced them to take part in rallies and demonstrations in protest to the presence of government troops in the area. Lumuyok said the residents were suspected as military informants scouting the whereabouts of the rebel group. He said the rebels are planning to make their village as venue for the 44th year anniversary of the CPP on December 27. Datu Buaya Ansaud welcomed the evacuees in his village in Sitio Malikongkong, Barangay Marilog while the Davao City Social Services and Development Office provided for their needs. Lt. Colonel Edgar Nigos, commanding officer of the 84th Infantry Battalion said the evacuation only manifests the danger created by the presence of the rebels in the homes of the indigenous peoples. He stressed that the flight of the IPs is not caused by the presence of soldiers but by the risk shown by the threat of the rebels in the area. “The incident is a wake-up call for everybody to denounce the presence of the rebels in the area instead of the soldiers,” Nigos said. He maintained that it is the mandate of the soldiers to protect the people and not to harm them.

DAVAO CITY- Local Government Units should start promoting their places as shooting locations now that the country has been the site of two big international produc-tions. Lope Juban Jr. head of the Philippine Film Studios which brought the hit reality show Survivor USA to Caramoan in Camarines Sur and the Hollywood action flick The Bourne Legacy to shoot in Manila and Palawan said that this is the country’s best chance to promote itself to the world that it as a film location for their productions. Juban cited tremendous advantages to a locality when it is made as a shooting location. One of the prime examples is the town of Caramoan which was once a fourth-class municipality before the Survivor series chose its pristine beaches to be the site of its reality show. “Now it is a second-class municipality.” Juban said. Juban also brought Hollywood movies such as Platoon, Born on the Fourth of July and an Officer and a Gentleman to shoot in the country during the 1980s. Survivor is a reality show where participants are stranded and isolated in pristine wild environments where they compete for cash and prizes.

The TV show has been adapted by numerous countries with Caramoan being the site of Survivor Serbia, Israel, Bulgaria, France, India and recently the United States.Juban said that before Survivor, the town has basically no tourism facilities to speak of but the investments particularly the 400-room resort built by the series has been utilized by the town. He also cited Bourne Legacy which is the latest installment of the hit Jason Bourne movie franchise which was shot in Manila and Palawan. “Bourne pumped in P250-million directly to the Philippine economy when it was shot here.” Juban said. Aside from the economy the shooting also benefitted businessmen particularly the hotel industry as the film production booked 20,000 hotel nights for its film crew here. The movie also hired local crew, actors and extras plus hiring transportation, vehicles and rentals of locations. “But the biggest and long-term impact is promotions.” Juban said adding that the film production is just the immediate impact but what is important is the amount of publicity the locality gets. Juban also said the reason they chose Caramoan is because they are not yet acquainted with other places

in the Philippines. Guesting at the recently held International Film Expo held last November 23-24 in SM Lanang in Davao City, the film producer said that Mindanao has a lot of places to offer. “Just send me the pictures and we will see.” Juban said, he said he collected photos submitted by the local government units which participated in the expo. He admitted that Mindanao is a beautiful place but because of its negative perception it is hard to promote as a film destination. However he offers advice to LGUs that they would just have to specify

their locations. For a start they have to give the specific area instead of saying that you are located in Mindanao. For example when a spot is located in Davao City just cite Davao City. Juban cited major factors why film productions are choosing the country as a shooting location among these include the renowned Filipino hospitality, plus the professionalism of the Filipino crew which has been hailed for their ingenuity. Since 2007, this is the second amendment of the code which specifically polished the granting of incentives and the provision of technical assistance to those who apply for tax exemption for new businesses in Sarangani.

Compared to the 2007 Investment Code, the newly-amended version offers full exemption from payment of a hundred percent provincial government share on tax on sand, gravel and other quarry resources during the construction period of business facilities but not exceeding two years. Same exemption is being offered in basic real property tax for businessmen to enjoy a maximum of five years.

Also offered is the full exemption from the annual payment of governor’s permit fees for maximum of five years and 50 percent discount on amusement tax, rental rates on provincial

government, controlled and/or operated light and heavy equipment during construction of business structure.

These are among the initiatives and programs the provincial government has been doing to improve its business climate which, as Governor Migs Dominguez said, should guarantee safety of the investments that businessmen have put up.

“Our motto is you should be able to sleep well at night even if you’re from Manila or the States knowing that your one million dollars is extremely safe in the Philippines especially in Sarangani,” Dominguez told an audience of local investors and those coming from the SOCSARGEN area.

“I think many locators can probably say that we have walked hand-in-hand with them in ensuring that their business would not only be prosperous but business will be snag-free of any external concerns especially

concerns coming from the political sector,” Dominguez said. He also made it a point to them the assurance of the viability and success of the enterprise that they would locate in Sarangani.

Sarangani has opened various business opportunities to investors over the last eight years which already generated more than 90 major investments in the various priority investment areas mostly in tourism, plantation agriculture, a q u a c u l t u r e , manufacturing and support services.

In the last three years (2009-2011), capital infused on new investments has increased by an average growth rate of 39.34 percent based on the total P1.34 billion capital invested in Sarangani.

Provincial sports coordinator Florentino Perez identified the athletes as Ferdinand Jade Depita, Kevin Troy Dagum, Early John Tablizo, Keith Glennjoy Tuya, Sharleen Ester Edroso, and Kaith Lim.

He said the six tankers have qualified to compete in the national games after excellent performance at the Mindanao qualifying leg of the Batay Pinoy Games held in Dapitan early this month.

Top swimmer Depita won five gold medals, ruling over other athletes in the 50-meter breast stroke, 50m butterfly, 200m breast stroke, 100m butterfly, and 100m breaststroke in the 12 and under men category.

Dagum won the gold for the 100m back stroke and 100m backstroke in the 13 to 15 category. He was also silver medalist in the 50m backstroke.

Tablizo won a gold for the 400m individual

medley and silver in the 100m breast stroke while Tuya collected three medals: gold in 100m breast stroke, silver in 50m breast stroke and bronze in the 50m butterfly.

Edroso collected silver medals in the 200m butterfly and 200m back stroke and bronze medals in the 400m and 800m freestyle in the 12 and under women category while Lim won bronze medals in the 50m and 100m breast stroke.

Perez said these swimmers are members of the Aqua Valley Gliders of Koronadal City and represented the province and Soccsksargen Region during the 2012 Palarong Pambansa in Pangasinan last May.

They train under coach Reymond Lachica.

As support for the athletes, Perez said, Gov. Arthur Y. Pingoy Jr. allowed the swimmers to use the swimming pool inside the South Cotabato Sports Complex for

is being spearheaded by the Philippine Olympic Committee-Philippine Sports Commission (POC-PSC) in partnership with the Department of Education.

Over 1,700 athletes -- 15 years old and below -- from 130 local government units across the country are expected to participate in this year’s Batang Pinoy Games.

KORONADAL CITY, South Cotabato - -The Local Government Unit (LGU) of Cotabato City is set to implement City Ordinance 3880 or the Cotabato City Closed Circuit Television (CCTV) installation ordinance of 2010.

The implementation will start on January next year mandating business establishments in the city to comply with the ordinance.

City Mayor Japal Guiani said owners or operators of business establishments will be given 60 days to comply with the requirement otherwise their business permits will not be renewed or issued.

“We will be giving them temporary business licenses for the meantime and then the permanent ones will be given after they have already installed the CCTV cameras in their properties,” Mayor Guiani added.

Application and renewal of business permits will be done until January 20, 2013.

Exempted in the ordinance are those

who have applied for an exemption to the City Police Office and those business establishments that have alternate security procedures which are effective in preventing criminal activity.

invitation in spite of the very short notice, an indication she said of “your love for Basilan and for peace and development.” “The PPOC is the very body that is assigned by law to assist in the approval and implementation of these projects which cover the municipalities of Lantawan, Tipo-Tipo, Maluso and Tuburan and in the aggregate amount of P40 million pesos,” she stressed. She also expressed concern over the urgency of the project saying that “the funds for the project must be released before the year ends or they will be reverted to the Department of Budget and Management (DBM).” Sahon A. Suaib, DILG Provincial Director disclosed that his office already received a notice of cash allocation that the funds under the PAMANA-DILG Fund for CY 2012 were already released and downloaded to the DILG Regional Office IX. The said notice has also asked the local government units concerned to expedite submission of documentary requirements for the immediate implementation of the projects. After deliberations, the PPOC approved and endorsed the projects through a resolution for their full implementation the soonest possible time. The DILG’s notice of cash allocation has indicated the following projects that needed PPOC approval and endorsement: construction of public market building in Lantawan (P5-M), water supply development

in Lantawan (P3-M), provision of rubber nursery in Lantawan (P2-M), concreting of 500 LM road in Maluso (P7.5-M), provision of fish cage livelihood project in Maluso (P2.5-M), provision of organic farming livelihood in Tuburan (P7-M), and construction of box culvert for four locations in Tuburan (P3-M). The said notice also indicated that PAMANA will also fund the P10 million-worth of the farm-to-market roads in Tipo-Tipo with an LGU counterpart of P1.1 million, namely: rehabilitation of 3km FMR Badja-Bangcuang, 2.5km FMR Lagayas-Limpoupas, 3km FMR Lagayas-Bohetambak, and 2.5km FMR Tipo-Tipo proper-Sitio Sumenne Tarbadeko. PAMANA is the national government’s program and framework for peace and development. It is implemented in areas affected by conflict and communities covered by existing peace agreements. A complementary track to peace negotiations, the Program’s main strategy is to bring back government to PAMANA Areas, ensuring that the communities benefit from improved delivery of basic social services and are served by responsive, transparent and accountable government units. OPAPP website reveals that for the period of 2011-2016, PAMANA will be implemented in 48 provinces where each area will receive development programs according to the specific needs of the people residing in that region.
