She’s a vibrant woman, mother, wife, entrepreneur, church volunteer, Rotarian, Girl Scout leader, gender and family enrichment advocate, lector, resource speaker, mediator rolled into one as a cooperative leader. She is Norma Pereyras, chairperson of the award-winning Tagum Cooperative

and concurrent

president of the Philippine Cooperative Center. As a jolly and vivacious woman, she has earned the nickname, Normskie that sounds like “may K” which in colloquial Filipino would mean “someone capable” and this actually can be gleaned in her personality. She has the drive to give her best with

passion, enthusiasm, dedication and sincerity to serve and deliver what is expected of her. She’s often been heard saying “mula sa puso ni Normskie, baby!” (from the heart of Normskie baby) along with her wacky trademark in conveying “I work from the heart.” Normskie rose from the ranks of

This lady holds this year’s crown as the Most

Outstanding Cooperative Leader in the Philippines, besting two other nominees to the 2012 Gawad Parangal of the Cooperative Development Authority (CDA), but such award is seen as long overdue because she has been living and giving her best all the time.

ordinary coop members and has built her leadership over time. She has been with Tagum Cooperative for three decades, and has served 25 years as a leader of the home-grown cooperative based in Tagum City where she settles with her family. Taking no shortcuts, she attended seven-days seminar 29 years ago just like the others who wanted to become a member of Tagum Cooperative at that time. She was not loaded with much money when she came in as a coop member. She was just then running a carenderia (eatery) business. What she had, was her intense passion to serve: the spirit she had developed as a Gagmayng Kristohanong Katilingban (GKK) coordinator, catechist and church lector. “I participated actively in Tagum Cooperative activities. I was then convinced to run as an officer and I then got re-elected again and again,” she said. In Her 25-year stint as an active officer of Tagum Cooperative, Normskie came out five times as the chairperson. Instituting reforms in 1995 amidst intense resistance among fellow coop officers was her greatest feat. She looked at her come-back this year as God’s mission to check the gains of such struggle for reforms, and to further push the development Tagum Cooperative “to better serve our members.”

“In my reflection, as if God is saying telling me to see if the reforms we made are still there.” The system is in place for Tagum Cooperative to operate soundly but Normskie doesn’t want to sit on her laurels, nor does she like the cooperative to stay over confident about being the Most Outstanding Large Cooperative in 2012. “We are reviewing some of our policies to strengthen our services to our members,” she said. Apart from its existing products and services from savings deposits, loans, member benefits, and funecare services, Tagum Cooperative is looking at the prospect of online banking. It now uses automated teller machine (ATM) to dispense money as part of delivering improved services to its members, and that it now works on strengthening its human resource policies. Tagum Cooperative has built wide network of alliance with Finance Organizations Achieving Certified Credit Union Standards (FOCCUS), Asian Confederation of Credit Unions (ACCU), Mindanao Alliance for Self-help Society Southern Philippines Educational Cooperative Center (MASS SPECC) , CLIMBS Life and General Insurance Cooperative, Model Cooperative Network, Philippine Cooperative Center, Metro South Coop Bank and Asian Women in Cooperative

Development Forum (AWCF). “My dream is for Tagum Cooperative to reach 100 years. It may not happen in my lifetime; we may be gone in this world, but Tagum Cooperative will continue to exist,” she said. Along with the vision for centennial existence of Tagum Cooperative, Normskie wish to see her gender and development advocacy to flourish and to continue spelling a difference in the lives of coop members whom Tagum Cooperatives would like to experience joy and prosperity as they continue investing their trust and confidence. Now with sustained budget, such advocacy has been enhanced and become known as Family Enrichment Program that talks topics beyond gender equality. It now tackles family affair, spirituality, community involvement and volunteerism, violence a g a i n s t women, and problems on drug dependence. N o r m s k i e considers her work with Tagum Cooperative as an apostolate, believing that “it is an instrument of God to improve the lives of your members.” She may find herself in a taxing situation doing several volunteer work, but words of

gratitude from coop members bring her solace and soothing feelings at the end of the days work. She’s glad to hear “our members say because of Tagum Cooperative we have food on our table; we are able to put up our house, send our children to school, provide medical needs of our ailing family members, repair our house.” She brings such joy and fulfillment beyond the walls of Tagum Cooperative as she keeps her thought tuned in on leaving good legacy, “on making a difference in the lives of people that I have met, touched, inspired and encouraged.” To coop leaders, she leaves words of encouragement for them to become models of transformational leadership. She advises them to “adhere to good governance, to become competent and passionate.”

ACROSS THE NATIONPresident Aquino confers Quezon Service Cross on DILG Secretary Jesse Robredo (posthumous)

President Benigno S. Aquino III conferred the Quezon Service Cross Award on the late Interior and Local Government Secretary Jesse Robredo in ceremonies held in Malacañang on

Monday.

Page 8: One Mindanao - November 27, 2012

8 Tuesday, November 27, 2012

In his speech, President Aquino said the Quezon Service Cross Award was a fitting tribute to Robredo whom he said embodied the ideal traits of a good leader and public servant: honesty, dedication and humility.

In response, Robredo’s widow Leni, who accepted the award in behalf of their family, expressed her deepest appreciation for the Quezon Service Cross Award which, she said, is truly a “huge honor.”

“It is such a privilege for us to accept the highest national recognition of outstanding civilian service that the republic can give. To be awarded this award which was proposed by President Manuel Roxas in honor of our illustrious President Manuel L. Quezon, and to be

mentioned alongside awardees Carlos P. Romulo, Emilio Aguinaldo, Ramon Magsaysay, and Benigno S. Aquino, Jr. is truly a huge honor,” Robredo said.

“With the conferment of the Quezon Service Cross Award, we can only hope that there will be more people like him who will serve rather than criticize, collaborate rather than divide, build up rather than tear down, and engage in order to understand,” she added.

The Quezon Service Cross Award is the highest recognition the State can bestow on its citizens. It was created through a proposal by former President Manuel Roxas in honor of President Manuel L. Quezon to serve as the highest honor of the Republic.

With the award, Robredo joins former president of the United Nation General Assembly Carlos P. Romulo, former presidents Emilio Aguinaldo and Ramon Magsaysay, and the late senator Benigno Aquino Jr., as the fifth person to receive the prestigious award. PND (rck)

President Aquino creates special teams to probe human rights violations

President Benigno S. Aquino III has ordered the creation of special teams to investigate human rights abuses by state and non-state forces and ensure a focused probe and speedy

resolution of all unsolved and new cases, Executive Secretary Paquito N. Ochoa Jr. said on Monday.

Page 11: One Mindanao - November 27, 2012

Tuesday, November 27, 2012 ONE MINDANAO 11

Ochoa said the special teams would form part of the inter-agency committee (IAC), which the President established under Administrative Order (AO) No. 35 he signed on November 22, that will exclusively handle cases of extra-legal killings, enforced disappearances, torture and other forms of human rights violations.

“This presidential directive reinforces the Aquino administration’s resolve to uphold and protect the rights of the people,” Ochoa said. “We believe that the creation of this high-level committee will be a more effective mechanism in handling and monitoring cases of human rights violations,” Ochoa explained.

According to Ochoa, AO 35 takes effect immediately and replaces AO No. 211 issued in 2007 that created the Task Force Against Political Violence. The presidential directive directs the task force to turn over all documents, data, reports, supplies, resources and its remaining budget to the IAC.

“The President envisions the administrative order to harmonize and standardize the government’s policies and action plan for resolving human rights abuses. This way we can have a focused investigation and speedy resolution of all the cases,” Ochoa added.

One of the first tasks of the IAC is to organize special teams and a technical working group to carry out the immediate inventory of all alleged human rights violations committed by state and non-state forces; monitor the development of cases which are pending in courts or under investigation, and

conduct an investigation into unsolved and new cases, as well as prosecute the perpetrators.

Under AO 35, the secretary of the Department of Justice (DoJ) serves as chairperson of the IAC, which members include the head of the Presidential Human Rights Committee (PHRC), the secretaries of the Departments of the Interior and Local Government (DILG) and the National Defense (DND), the presidential advisers of the Peace Process (OPAPP) and Political Affairs (OPAPA), chief-of-staff of the Armed Forces of the Philippines (AFP), the Philippine National police chief and the National Bureau of Investigation (NBI) director.

The chairperson of the Commission on Human Rights (CHR) and the Ombudsman sit as observers and resource persons in the IAC.

The IAC is required to submit to the President every six months a progress report, a detailed inventory of pending human rights abuse cases, and accomplishment and recommendations, among others.

The President has asked all other government agencies and local government units to give their full support and cooperation to the IAC to make sure that the AO 35’s objectives and the committee’s mandate are achieved.

The initial budget requirement of the committee will be taken from the current appropriation of the agencies comprising the IAC and subsequent funding will be incorporated in their respective regular budgets.

School. Covarrubias said Sec. Luistro was grateful with the efforts and commended the city government, specifically for having foresight in constructing the 2-storey 12 classroom for the San Jose Gusu Elementary School which is a flood-prone area. “The new building is elevated and would not be affected by flood waters in case of heavy downpour,” Covarrubias said. The lady IO emphasized that this education effort of the city headed by Mayor Celso Lobregat is to provide better future for young Zamboangueños. “Lobregat administration puts in a lot of priority on education , to provide the students a conducive learning environment, to improve the performance of students and teachers and ultimately to move the city further forward,” she expressed. Covarrubias however pointed out that while school facilities are sufficient, the number of teachers is still short, that is why Mayor Lobregat asked Sec. Luistro to allocate additional teacher items specifically for Recodo National High School. As of June 2012, Recodo NHS has a population of 887 students with 24 teachers—8 of whom are employed through the Local School Board (LSB).

OPOL, Misamis Oriental - A groundbreaking ceremony on the P1.2-million Slope Protection Project was held on November 21, 2012 in Opol, Misamis Oriental. The event was led by representatives of the local government and the Department of Public Works and Highways.

Mayor Dexter Yasay said the project, which is implemented by the Department of Public Works and Highways (DPWH) and is funded by the national government, aims to protect those who live near the river. He said the construction of slope protection is not the only solution to erosion problems in the area but, it’s a good start in fostering safe and protected areas in the municipality. The said project is part of the Construction of Slope Protection along Butuan-Cagayan-Iligan Roads (downstream of Iponan Bridge I and II Barra, Opol, Misamis Oriental) with around P17.2M program amount. More than 50 households in Barra, Opol, Misamis Oriental specifically those who lived along the riverbank

were greatly affected by tropical storm Sendong last December 17, 2011 at around 6 a.m. Apart from residential units, Yasay said many business establishments were totally washed out leading them to place the barangay in emergency state of calamity. To further protect those who are still living along the riverbank in the barangay, the Office of the President mandated timely relocation of the residents. Opol LGU on the other hand is currently on the lookout for possible relocation sites that they can afford. Currently, DPWH works on the fabrication and casting of materials needed in the foundation and pillars of the slope project.

The simple rite in front of the city hall building was witnessed by department heads of the city government, local legislators, regional directors of line-govern-ment-agencies and members of the diplomatic corps. The local government build-ing was built as a municipal hall by the American government in 1926 eleven years before the place was declared as a chartered city by the President Elpidio Quirino in 1937. Duterte-Carpio thanked the NHC for affirming the city hall as a historical site. She said the city government takes as part of its sworn duty to preserve the city hall building which shelters the governance for a long time. “The building embodies not only the local governance but all that represent Davao City,” Du-terte-Carpio said. She said declaring the city hall as a historical site inspires its of-ficials and government workers to work harder to serve the people. Badoy disclosed that the NHC is willing to provide technical ex-pertise to preserve the building and to renovate it to its original make up. He said the building has been a silent witness to all government

processes which government func-tionaries pursued throughout the years.Badoy said the city hall is the lat-est infrastructure in the country declared as a historical site. “We are grateful that the lo-cal government is able to preserve the building unlike in other areas where government structures are outmoded by modernization,” he said. Badoy said that the confer-ment is timely with the 75th year founding anniversary of the city this year. He said the historic marker will serve as a sign and inspiration that once in the lives of Davaoe-nos, the city hall has been part of olden times. Badoy said the city hall de-picts the design of the American architecture in 1926. “We hope that the people of Davao will continue to preserve the integrity of the building not only for the present, but also for the future generation,” he said. Duterte-Carpio and Badoy formally signed the contract of conferment and was witnessed by Atty. Zuleika Lopez, acting city ad-ministrator and Carminda Arevalo, executive director of the NHC.
