Operable Unit 10-08 RD Remedy Profile Development 1. REMEDY PROFILE DEVELOPMENT

This Engineering Design File provides a summary of characteristics of Idaho National Laboratory sites for which removal and disposal (RD) with treatment and institutional controls as necessary was selected as a remedial alternative through the Remedial Investigation (RI)/Feasibility Study (FS)/Proposed Plan/Record of Decision (ROD) process. The attached Table 1 describes properties of sites selected for RD in the past. These are the basis of the remedy profile for a future plug-in site for which RD may be selected in the future. The RD plug-in remedy selection process is described in the Operable Unit 10-08 Record of Decision for Site-Wide Groundwater, Miscellaneous Sites, and Future Sites (DOE-ID 2009).

Past RODs and Explanations of Significant Differences (ESDs) were identified through Appendix D of the Operable Unit 10-08 Sitewide Groundwater and Miscellaneous Sites Remedial Investigation/Baseline Risk Assessment (Cahn et al. 2008). The RODs and ESDs were reviewed to identify RD sites. Table 1 provides background information on past RD sites, including a brief description, release mechanism, dimensions, contaminants of concern, risks, alternatives evaluated, and estimated cost of the RD remedy. References for the RODs and ESDs are provided for each site, as well as RI/FSs or other reports reviewed to obtain the required information.

Sites such as burial grounds, the Idaho Nuclear Technology and Engineering Center tank farm, ordnance sites, unexploded ordnance sites, and gun ranges and sites with exclusively groundwater risks are not included, because these types of sites are either not expected to be encountered in the future or will not be addressed through the Operable Unit 10-08 ROD.
