Orientation Programme in U-DISE Data Capture Format through EDUSAT
Background Data related to elementary level of education has been collected and disseminated from over a
million schools imparting elementary education across the country through the District
Information System of Education (DISE). The Government of India has launched Rashtriya
Madhaymika Shiksha Abhiyan (RMSA), similar to Sarva Shiksha Abhiyan (SSA) in order to
provide impetus to secondary education. In 2008 a review committee was constituted to adopt
unified system for collection and dissemination of educational statistics. The primary objective
of constituting the committee was to overcome difficulties arising out of multiple sources of
data on education. Consequently, an expert group was constituted by MHRD under the
Chairmanship of Prof. Govinda, Vice Chancellor, National University of Educational Planning
and Administration to develop a road map for evolving unified system for collection of school
education statistics.
Further, the District Information System on Education (DISE), through which data related to
elementary education and Secondary Education Management Information System (SEMIS) are
being brought together for creation of Unified District Information System on Education (U-
DISE), so that the duplicity in entry could be avoided and a single school ID is provided to a
school, which has multiple stages.
Though DISE has evolved as one of the reliable data sources, still in order to avoid any kind of
errors that could be committed at the stage of filling DISE DCF and data entry a continuous
monitoring, verification and training mechanism is necessary. This is because, sometimes it
was felt that the respondents fill the formats very casually or with little or no idea of its
usefulness. At times they miss out to make some of the entries. In some cases wrong and
inconsistent entries are made which have no relevance to other entries made in the format. In
the backdrop of this, there is a long-felt need to conduct an intensive training pogramme of all
the respondents for DISE data capture. It is also necessary to apprise the respondents regarding
the significance of the U-DISE data capture format in terms of its need, importance and utility.

This motivates them to respond promptly and reliably. This would also help to acquaint them
with the common errors committed by them and how to correct them. In addition to this it
would also provide opportunity to communicate to them about the timely submission of
information which always is the essence of data collection, compilation and use. The number of
field level functionaries working as respondents to the DISE DCF capture format is too large
and adopting cascade model for orienting them would result in loss of information. In this
context, it was felt that teleconferencing would be more suitable to orient relatively large
number of respondents assembled in different centres with the help of few experts interacting at
studio of Educational Media Production Centre (EMPC), IGNOU, Maidan Garhi, New Delhi.
It was also felt that the teleconferencing would provide an opportunity to the respondents to
listen and interact with the other respondents. Accordingly, the orientation through
teleconferencing mode has been conducted for the last four years, in collaboration with
IGNOU. The training programmes were conducted on September 7th and 14th September 2012.
The programme involved the use of one-way video and two-way audio technology (with some
centres two-way video) and covered all the states/ union territories for training the respondents.
The facilities for teleconferencing were provided by EMPC, IGNOU. The hub centre facility
consisting of a studio and necessary switching system is stationed at the Maidan Garhi campus
of IGNOU. For 1 of 425 interactive communications through voice, a normal toll free number
was to be used to contact the studio at Maidan Garhi. These telephone messages from different
receiving terminals were fed into the on-going teleconference sessions and could be listened to
by participating locations as an integral part of the communication system. The teaching end
was EMPC studio, IGNOU. Regional Centres and selected receiving centres of Indira Gandhi
Open University (N=100) having receiving facilities were used as the learning ends. The
evaluation of the orientation was a continuous and concurrent activity. The feedback from the
participants was collected through video, audio and mobile messaging at the end of the
programme. The programme was facilitated through nodal officers who were nominated by the
State Project Directors of the respective states. The functions of the nodal officers were as
follows:-
• Coordination with the Regional Directors of Indira Gandhi National Open University
• Coordination for arrangements at the IGNOU Receiving Centres (Learning ends)

• Allocation of the participants to the receiving centres as per the seating capacity and
proximity
• Organization of discussions and activities at the Receiving Centres (Learning ends)
Present Programme and Objectives
In the light of the above, NUEPA organized fourth orientation programme in U-DISE Data
Capture Format through EDUSAT 7th and 14th September 2012. The primary objective of the
programmes was to strengthen capacities of those who were associated with the filing up of
DISE Data Capture Format. More specifically, the main objectives of the programmes were to:
• Acquaint the participants with importance of U-DISE and objective of collection of information through DCF for U-DISE • Train the participants with the methodology of filling up the U-DISE Data Capture Format • Make the participants aware of the common errors committed by them in filling up forms
• Invite suggestions for amendments, if any, in the DCF for U-DISE
• Provide a platform to the U-DISE data capture format respondents to share their experiences and difficulties. Expected Outcomes
The expectations at the end of the programme are that the participants will have a better
understanding of the revised U-DISE Data Capture Format. They would also learn about the
importance of DISE and the objective of collection of U-DISE data. The participants were also
expected to fill up the U-DISE data capture format without any errors. They would also be
exposed to the items in the DISE Data Capture format. In addition to this they would be
exposed to the data requirements in terms of Right to Education Act.

Time-Table of the Programme The schedule of the programme is presented in the Annexure I. Duration and Venue The two programmes were of half-day duration i.e., 10.00am – 1.15 pm on 7th and 14th
September 2012. The teaching end for the programme was EMPC, IGNOU where the experts
were stationed. The programme was received at the receiving centres of IGNOU, homes and
offices of respondents equipped with DTH/internet facilities and also the BRCs and DIETs
having receiving facilities of Gyan Darshan II channel.
Programme Methodology The programme was designed to suit the objectives of developing an understanding of the
participants (i.e. BRC Coordinators, CRC Coordinators, District MIS In-charges, Headmasters
and Principals) regarding filling up of the DISE data capture format.

• The participants who had DTH facility at home or work place participated in this
programme by viewing the Gyan Darshan II (GD-II) channel from the work place or
home.
