You prove to people they can dosomething, show them how to have a way of life where they canmake their own deci ions - and then you get out. They don'tneed a father who stands over them .. .It comes down to thebasic argument of the Federalist papers. Either you believe inthe people, like James Madison and James Monroe, or you don't,like Alexander Hamilton. I do .. .I do not believe that democracycan survive, except as a formal ity, if the ordinary citizen's parti limited to voting - if he is incapable of initiative and unableto infl uence the pol itical, social, and economic structures sur-rounding him."

The Pacem In TerrisPeace and Freedom Award

By establishing the Pacem in Terris Peace and Freedom Award, theDavenport Catholic Interracial Council intends to commemorate one of themost notable events in the modem history of Christianity - the publication ofthe encyclical PACEM IN TERRIS. Further, we intend to honor the person ofPope John XXIII, a maruwho for a brief time was truly the leader of all men ofgood will, Protestant, Catholic, Jew, and non-believer. Finally, we intend thatthis award proclaim the inseparable connection between freedom, equality,and peace in the lives of all people.

Since the creation of the award in 1964, on the first anniversary of publicationof Pacem in Terris, both Pope John and his encyclie al letter have' grown instature and meaning. The name of the good Pope has become a household wordfor all men, believers and non-believers alike. The germinal concepts of thehistoric encyclical-the dignity of the human person. liberty of conscience,theprogressive evolution of political doctrines. the realization of human society infreedom, cessation of the arms race, world government, are ever more widelyappreciated throughout the world.

More specifically, for Catholics the world over, Pope John and his encyclicalPn.cem in Terri" combine with the Second Vatican Council to provide the foun-dation of the present, on-going renewal of Christian life and practice.Chri s-tians will again be prophetic.

It only remains for us now to seize the opportunity. The dynamic human forceliberated by Pope John and these events can and hopefully will change theworld as each individual fearlessly and with a new confidence assumes, underGod, the ma tery of his/her own life. We shall overcome, and we shall be free.

{(We must have respect for just laws, and we do need social orderfor the common good. But, with all the concern about violence in thestreets, we must not overlook something even more serious -- thatviolence inherent in our social sys tem, a violence that is part of ourhistory, built into our social, economic, political, and even religioussystems. This systemic violence has for hundreds of years destroyedfamily life, human dignity and self respect, and has prevented theexercise of political, economic, and social rights. This violencestretches from the unjust treatment of Indians in the earliest days ofour nation through more than 250 years of the most vicious slaveryknown to recorded history, down to today's racial injustice and dis-regard for the poor."

We must always act on thebas is that human rights come before property rights, and that peopleare more important than things. The Church must stand with the op-pressed and disadvantaged or it is not faithful to the Gospel ofChrist."

We are confronted primarily with a moral issue.It is as old as the scriptures and is as clear as theAmerican Constitution.

The heart of the question is whether all Ameri-cans are to be afforded equal rights and equalopportunities. whether we are going to treat ourfellow Americans as we want to be treated. If anAmerican. because his skin is dark. cannot eat ina restaurant open to the public. if he cannot sendhis children to the best public schools available, ifhe cannot vote for the publ ic officials who repre-sent him. if, in short, he cannot enjoy the full andfree life which all of us want. then who among uswould be content to have the color of his skinchanged and stand in his place?
